Commonwealth PhD Scholarships are for applicants from least developed countries and fragile States, as classified by the OECD Development Assistance Committee (DAC), in the Commonwealth,  for full-time doctoral study at a UK university.

The Commonwealth Scholarship Commission in the UK (CSC) provides the UK government scholarship scheme led by international development objectives. It operates within the framework of the Commonwealth Scholarship and Fellowship Plan (CSFP) and offers a vivid demonstration of the UK’s enduring commitment to the Commonwealth. By attracting individuals with outstanding talent and identifiable potential from all backgrounds and supporting them to become leaders and innovators on returning to their home countries, the CSC’s work combines sustainable development with the UK national interest and provides opportunities for international partnerships and collaboration.

Purpose: Funded by the UK Foreign, Commonwealth & Development Office (FCDO) , Commonwealth PhD scholarships contribute to the development needs of Commonwealth countries by supporting research that will have a developmental impact. They also enhance individual teaching and research capacity leading to increase institutional capacity in academic and other sectors in Commonwealth countries, and will contribute to UK higher education and research by attracting high-calibre international applicants and encouraging links and collaboration, and are aimed at those who could not otherwise afford to study in the UK.

Intended beneficiaries: Commonwealth PhD scholarships are for high-quality graduates who have the potential to undertake world-class research of a developmental nature and to become influential leaders, teachers, or researchers in their home countries.

These scholarships are offered under the six  CSC Development themes .

Applications for Commonwealth PhD scholarships for the 2024/25 academic year are now closed.

Applications to the CSC must be made using the CSC’s online application system.

The CSC is unable to accept any applications or documentation not submitted via the online application system .

Applicants are advised to complete and submit applications as early as possible, as the online application system will be very busy in the days leading up to the application deadline.

As well as applying to the CSC, applicants must apply to a nominating agency .

There are three types of nominating agency for PhD scholarships:

  • National nominating agencies  – this is the main route of application.
  • Selected universities/university bodies  – which can nominate their own academic staff.
  • Selected non-governmental organisations and charitable bodies .

Nominating agencies put forward applicants to the CSC for consideration. The CSC does not accept direct applications for these scholarships.

Each nominating agency oversees its own selection process and may have additional eligibility criteria.  Applicants must check with the nominating agency for their specific advice and rules for applying, and their own eligibility criteria.

Nominating agencies may set their own closing dates for applications.

Agencies will nominate candidates to the CSC by December 2023.

Applicants can expect to hear the outcome by July 2024. We will contact all applicants by email and they should ensure all folders of their email accounts are monitored, including junk mail and spam folders. A scholarship offer may be withdrawn if an applicant is emailed but does not respond within a specified time.

Applications must include supporting documentation to be eligible.

Please note that applicants are required to collect references and supporting statements, on institution letterhead or an email clearly showing the sender’s details, from referees and proposed supervisors in the UK and then upload them in PDF format to the application system with their other supporting documentation.

The references and supporting statements must be uploaded to the application system by the deadline for applications and we are unable to accept references and supporting statements any other way or after this date.

Applicants must upload the following documents with the application:

  • Proof that they are a citizen or have refugee status in an eligible Commonwealth country: a copy of a valid passport (or national ID card) showing a photograph, date of birth, and country of citizenship.
  • Full transcripts detailing all higher education qualifications, including to-date transcripts for any courses currently being studied, with certified translations if not in English. Where any transcripts are missing or do not include all pages, the application will be considered ineligible.
  • References from at least two individuals, in PDF format, signed and on institutional letterhead or an email clearly showing the sender’s details.
  • A supporting statement, in PDF format, signed and on institutional letterhead or an email clearly showing the sender’s details, from a proposed supervisor in the UK from at least one of the institutions named on the application form.

Applications will be considered ineligible if any of the required documentation is not included by the closing date.

The CSC will not accept supporting documentation submitted outside the online application system.

When completing the references, referees should be asked to comment as fully as possible on the applicant, keeping in mind the following points for inclusion, as appropriate:

  • How long, and in what capacity, the referee has known the applicant.
  • The referee’s views on the applicant’s suitability for the proposed Scholarship and the need for the particular subject of study in the UK.
  • Information on how, and to what extent, the applicant has shown ability in terms of capability to grasp concepts and reason analytically; capacity for original thought; and motivation and perseverance in achieving objectives.
  • Assessment of the applicant’s particular strengths and weaknesses.
  • The applicant’s potential to impact development in their home country.
  • Any other general qualities which the referee considers would make the applicant a good recipient of a Scholarship.

Please note that the CSC does not charge apply for any of its scholarships or fellowships through its online application system.

When completing supporting statements, proposed supervisors should be asked to confirm that they are, in principle, prepared to have the applicant working with them and that they have the facilities to undertake the research. They should also be asked how the applicant’s plan of study fits with the expertise of their department and to indicate how much of the applicant’s plan of study, if any, they wrote. Any additional comments they make will be appreciated by the Commission.

To apply for this scholarship, applicants must:

  • Be a citizen of or have been granted refugee status by an eligible Commonwealth country, or be a British Protected Person.
  • Be permanently resident in an eligible Commonwealth country.
  • Be available to start academic studies in the UK by the start of the UK academic year in September 2024.
  • By September 2024, hold a first degree of at least upper second-class (2:1) honours standard, or a lower second-class degree and a relevant postgraduate qualification (usually a Master’s degree)*.
  • Not be registered for a PhD, or an MPhil leading to a PhD, at a UK university or in their home country before September/October 2024.
  • Be unable to afford to study in the UK without this scholarship.
  • Have provided all supporting documentation in the required format.

*The CSC recognises that disabled people have often faced and overcome challenges or barriers in their education journey which have prevented them achieving the academic requirement for a Commonwealth Scholarship. Disabled applicants who can demonstrate their potential to contribute to international development but who do not hold a 2:1 Undergraduate degree may be considered for a contextualised nomination through the Commonwealth Disabled People’s Forum (CDPF) nominator. There is no age limit for CSC applications. Applicants are advised to confirm with their employers any age restrictions on leave entitlement they may have in place.

Please note that only applicants from the eligible countries listed below can apply for Commonwealth PhD Scholarships (for least developed countries and fragile states, as classified by the OECD Development Assistance Committee (DAC), in 2023/24.

In the application form, applicants are asked to:

  • List all undergraduate and postgraduate university qualifications obtained.
  • List up to 10 publications and prizes.
  • Provide details of employment history and explain how the experience gained supports and is relevant to the programme to be undertaken in the UK.
  • List names and positions of three referees who are qualified to comment on both their capacity to benefit from the proposed Scholarship in the UK and their ability to deliver development impact afterwards. One of the referees must be a current employer (if applicable) and at least two references must be included with the application.
  • Provide a Development Impact statement in four parts.

In the first part applicants should explain how the proposed scholarship relates to:

  • Development issues at the global, national, and local level
  • Development issues connected to the chosen CSC development theme and the wider sector

The second part should explain how they intend to apply their new skills once the Scholarship ends.

The third part should outline what they expect will change in development terms following the Scholarship, including:

  • The outcomes that they aim to achieve
  • The timeframe for their implementation
  • Who the beneficiaries will be

In the fourth part applicants should write about how the impact of their work could be best measured and evidenced.

Applicants are also asked to:

  • Confirm what their award objectives are and how each of them will be met by the Scholarship programme.
  • Confirm what their career plans are for the 5 years following the Scholarship.
  • Confirm their long-term career plans.
  • Provide a detailed plan of study.
  • Provide a personal statement to summarise the ways in which their personal background has encouraged them to want to make an impact in their home country. Applicants may wish to highlight any areas where they have already made significant contributions, including overcoming personal or community barriers in accessing higher education or within their field.
  • Summarise the ways in which they have engaged in voluntary activities and the opportunities they have had to demonstrate leadership.

Selection Process and criteria

Applications will be considered according to the following selection criteria:

  • Academic merit
  • Quality of research proposal
  • Potential impact on the development of the candidate’s come country

Applicants should note the criteria carefully and link their answers in the application form to each point listed.

Scholarships are tenable at any approved UK university or higher education institution with which the CSC has a part-funding agreement for a specific programme of research for 36 months of full-time study only. For the full list, see here: cscuk.fcdo.gov.uk/uk-universities

Scholarships are to obtain one degree; funding will not be extended to enable candidates to complete a qualification in addition to or higher than that for which the selection was made.

Scholarships are made in respect of full-time study only and no other course of study may be undertaken at the same time.

The CSC does not provide new direct financial or promotional support for the fossil fuel energy sector overseas, defined as the extraction, production, transportation, refining and marketing of crude oil, natural gas or thermal coal, as well as any fossil-fuel fired power plants.

Applicants must make clear in the application which qualification they are applying for. This will enable the CSC to consider the application in the correct category. Applications which do not make this clear may be considered ineligible.

Applicants are advised to list three universities and supervisors that they think are the most appropriate for their study, in order of preference, and to explain their reasons. This is important because the CSC will not change the university or supervisor (or the order of preference) of a provisionally selected candidate after the point of selection, unless exceptional information becomes available that could not have been foreseen at the time of application.

Applicants may propose to study at one university for a four-year PhD, but this must be based in a recognised Doctoral Training Centre. They must research this option thoroughly and justify its added value compared with a three-year PhD. As the CSC will fund only a limited number of four-year PhDs, applicants are strongly advised to also propose at least one three-year PhD choice.

The CSC will make the final decision on institution of study, and reserves the right to overrule any preferences indicated by the candidate. The CSC will consider the suitability of the course and its value for money when deciding on any overrule.

Applicants must take the necessary steps to apply for admission to their preferred universities in advance of their scholarship application. Many courses have strict admission deadlines and candidates should check admission requirements carefully when applying. If an applicant is selected for a scholarship and has not applied and been accepted for a course, it may not be possible to proceed with the scholarship.

Applicants must provide a supporting statement for a named supervisor from at least one of the UK universities to which they are applying. Details of what the supporting statement should include are outlined in the supporting documentation section. Applicants are strongly advised to provide a supporting statement from a supervisor at the first choice university. If not, the CSC reserves the right to select for placement at another university for which a statement is provided.

Each scholarship provides:

  • Approved airfare from the Scholar’s home country to the UK and return at the end of the award (the CSC will not reimburse the cost of fares for dependants, nor the cost of journeys made before the award is confirmed).
  • Approved tuition fees: full fees are covered by agreement between the CSC and the UK university, and Scholars are not liable to pay for any part of the tuition fee.
  • Stipend (living allowance) at the rate of £1,347 per month, or £1,652 per month for those at universities in the London metropolitan area (rates quoted at current levels).
  • Warm clothing allowance, where applicable.
  • Study travel grant towards the cost of study-related travel within the UK or overseas.
  • Provision towards the cost of fieldwork undertaken overseas (the cost of one economy class return airfare to the fieldwork location), where approved.
  • Paid mid-term visit (airfare) to the Scholar’s home country, unless they have claimed or intend to claim spouse and/or child allowances during their scholarship or have received a return airfare to their home country for fieldwork.
  • If a Scholar is accompanied by their spouse but no children: spouse allowance of £290 per month for a maximum period of nine months, if they and their spouse are living together at the same address in the UK (unless the spouse is also in receipt of a scholarship; other conditions also apply).
  • If a Scholar is accompanied by their spouse and children: spouse allowance of £290 per month and child allowance of £290 per month for the first child, and £143 per month for the second and third child under the age of 16, if their spouse and children are living with them at the same address in the UK (unless their spouse is also in receipt of a scholarship; other conditions also apply).
  • If a Scholar has children and is widowed, divorced, or a single parent, child allowance of child allowance of £576.61 per month for the first child, and £143 per month for the second and third child under the age of 16, if their children are living with them at the same address in the UK.

If a Scholar shares that they have a disability, a full assessment of their needs and eligibility for additional financial support will be offered by the CSC.

The CSC’s family allowances are intended to be only a contribution towards the cost of maintaining a Scholar’s family in the UK. The true costs are likely to be considerably higher, and Scholars must be able to supplement these allowances to support any family members who accompany them to the UK.

A Commonwealth Scholarship covers fees, approved fares, and personal maintenance. Other scholarships, awards, or bursaries that cover the same costs may not be held concurrently.

For the CSC to administer the application effectively and efficiently after submission, it will be necessary to create a record in the applicant’s name. If they apply for an award to the CSC, their details will be kept on file. Basic anonymised demographic data for all applicants will be kept for analytical research. The CSC is committed to protecting personal information and to being transparent about the information we are collecting about applicants and what we do with it. Applicant’s personal information will be used to conduct necessary due diligence checks to CSC’s satisfaction, before CSC proceeds with any type of formal agreement or contractual relationship. In most cases, the due diligence checks will be straightforward, however further information may be requested, so we ask for full co-operation to speed up the process.

If an applicant does not agree to personal data being used for the purpose of conducting due diligence, unfortunately CSC will not be able to proceed further with the application process.

If an application is successful, the CSC will notify the applicant that they have been provisionally selected (selected for an award subject to the CSC agreeing terms of admission to the university) at which point they will be a provisional scholarship candidate.

The CSC does not require any applicants to take an IELTS (English language) test.

The CSC will not be able to offer a scholarship if it would contravene the terms and conditions of another scholarship previously held.

When terms of admission to the university have been agreed, the CSC will provide a Notification of Award (formal offer of a scholarship).

When all conditions of the Notification of Award have been met, the CSC will provide a formal Confirmation of Award.

Candidates will be required to submit a Health and Disability Form  before the Confirmation of Award can be issued.

Candidates will be required to sign an undertaking to return to their home country as soon as possible after the end of the award.

Candidates are expected to start the award on the date stated in the Notification of Award.

If a candidate requires a Student visa to come to the UK to study, they must meet all relevant immigration requirements set by UK Visas and Immigration. They should check the GOV.UK website for updated information.

All UK immigration regulations are set by UK Visas and Immigration and are subject to change. The CSC has no control over these regulations.

Candidates will be selected for an award based on the plan of study outlined on the application form, which is not expected to change significantly during the award. Any such changes must be agreed by the CSC.

Throughout their award, Scholars are expected to reside in the UK, and must seek approval from the CSC in advance of any overseas travel.

Scholars must not undertake paid employment during the award without approval from the CSC in advance.

Collaboration is a feature of doctoral research. The CSC expects that participants in collaborative projects will develop a collaborative agreement to clarify the contributions and rights of each partner. The CSC will not get involved in negotiating an exploitation agreement but will need to be assured that an arrangement acceptable to all parties exists. Arrangements should be made to identify, protect, and value any arising intellectual property and to secure a suitable return to the institution and the investigators through exploitation. The CSC considers the intellectual property ownership to lie initially with the student; however, many universities have their own locally applicable policy. In many cases, it is in the best interest of a student for ownership to be vested with the university, which will have greater negotiating powers and will be likely to be able to seek the best returns in any exploitation agreement. Award holders are expected to notify the CSC when CSC-funded intellectual property is exploited.

The CSC will consider a request to extend a Scholar’s leave to remain in the UK after their award only if they wish to move from Master’s to PhD study. Strict conditions will apply.

The CSC cannot provide a letter of support or permission for Scholars to remain in or return to the UK after the award to enable them to work or undertake postdoctoral study.

The following are not eligible to apply for a Commonwealth Scholarship or Fellowship; an employee, a former employee, or relative of an employee of the Government of the United Kingdom; or a staff member of the Association of Commonwealth Universities or the British Council; or a Commonwealth Scholarship Commissioner, former Commonwealth Scholarship Commissioner or a relative of a Commonwealth Scholarship Commissioner. Former employees of the organisations listed above are eligible to apply three years after ceasing their employment with them.

In line with the UK Bribery Act 2010, any applicant convicted of bribery will be banned from reapplying for a Commonwealth Scholarship or Fellowship for a period of up to five years.

Applicants are expected to adhere to the CSC’s Code of Conduct for award holders and the Disciplinary Policy and Procedure .

An award may be terminated at any time for reasons of unsatisfactory conduct, progress, or attendance, or if registration is suspended or terminated by the university for any reason.

Canon Collins Trust acts as a nominating agency for Commonwealth Scholarships. We annually nominate 14 individuals for fully-funded Commonwealth Scholarships for PhD study at any UK university.

Scholarships are offered under six development themes and all candidates must apply under one of these themes:

Are you eligible?

To apply for this scholarship through Canon Collins Trust you must:

  • Be a national of, or have refugee status, and  be permanently resident in one of the following countries: Lesotho, Malawi, Mozambique or Zambia
  • By October 2022, hold a first degree of at least upper second class (2:1) honours standard, or a second class (2:2) degree and a relevant postgraduate qualification (a Master’s degree)
  • Have the support of a potential supervisor from at least one UK university listed in your application form
  • Be unable to afford to study in the UK without this scholarship
  • NOT be registered for a PhD, or an MPhil leading to a PhD, at a UK university or in your home country before September/October 2023
  • Have provided all supporting documentation in the required format. Applications with any outstanding documents or reference letters will not be considered!

Commonwealth Scholarships

Commonwealth Scholarships are awarded to talented individuals with the potential to make a positive impact on the global stage. Commonwealth Scholarships are managed by the Commonwealth Scholarship Commission (CSC) in the UK.

As part of the UK’s ongoing commitment to the Commonwealth, each year, around 700 students are given the chance to undertake postgraduate degrees with UK universities.

If you are from a Commonwealth country and believe you could make a difference in the world but you can’t afford to fund your UK studies on your own, then you could be the ideal candidate for a Commonwealth Scholarship.

What are Commonwealth Scholarships?

Commonwealth Scholarships are aimed at students from across the Commonwealth who would not otherwise be able to afford to study in the UK. By funding postgraduate studies in a range of different study formats, the scheme helps to support future innovators and leaders.

This historic award is the UK’s primary scholarship scheme focused on contributing to the UK's international development aims. It is designed to attract outstanding talent to UK universities while supporting sustainable development overseas.

Who can apply?

To apply for a Commonwealth Scholarship, you must be a citizen or permanent resident of a Commonwealth country. You will still be eligible if you are a refugee or a British-protected person.

You need to have an undergraduate honours degree of at least upper second class (2:1). If you wish to study a PhD, you will need an appropriate master’s degree too.

Finally, you must be unable to afford to study in the UK without a scholarship.

There is no restriction on what you can study, but the CSC gives priority to applicants whose studies are most relevant to their development criteria.

What financial support is available?

Most scholarships are fully funded, which means that as well as covering your tuition fees, you will also receive your airfare to and from the UK and a living allowance to support you while you are here.

What do I need to apply?

To begin your online application, you’ll need a scanned copy of your passport, your academic transcript, your existing university degree certificate, two references and, if you have one, your admission letter.

What is the deadline for applications?

Annual deadlines for applications are usually in December. Check the page of the scholarship you are interested in on the Commonwealth Scholarship Commission website to see the dates when they are announced for the upcoming academic year.

Commonwealth Scholarship Alumni Network

To date, over 31,000 people have taken up a Commonwealth Scholarship or Fellowship since the first group of 175 Scholars arrived in the UK in 1960. As part of the UK’s ongoing commitment to the Commonwealth, each year around 700 students are given the chance to undertake postgraduate degrees with UK universities.

If you are from a Commonwealth country and believe you could make a difference to the world but you can’t afford to fund your UK studies on your own, then you could be the ideal candidate for a Commonwealth Scholarship. 

What are Commonwealth Scholarships?

Commonwealth Scholarships are aimed at students from across the Commonwealth who would not otherwise be able to afford to study in the UK. By funding postgraduate studies in a range of different study formats, the scheme helps to support future innovators and leaders.

This historic award is the UK’s primary scholarship scheme focused on contributing to the UK’s international development aims. It is designed to attract outstanding talent to UK universities whilst supporting sustainable development overseas.

Who can apply?

To apply for a Commonwealth Scholarship, you must be a citizen or permanent resident of a Commonwealth country. You will still be eligible if you are a refugee or British protected person.

You need to have an undergraduate honours degree of at least upper second class (2:1). If you wish to study a PhD, you will need an appropriate master’s degree too.

Finally, you must be unable to afford to study in the UK without the scholarship.

The eligibility criteria for each type of scholarship and fellowship vary. More information is available on the   CSC website .  

Applications for Commonwealth  Scholarships for 2024-25 academic year are now Closed.

What type of awards are available.

The Commonwealth Scholarship Commission (CSC) offers:

There is no restriction on what you can study but the CSC gives priority to applicants whose studies are most relevant to their development criteria.

What financial support is available?

Most scholarships are fully funded which means that, as well as covering your tuition fees, you will also receive your airfare to and from the UK and a living allowance to support you while you are here.

How to apply

Depending on which scholarship you are applying for, you may need to apply through a National Nominating Agency , a university , or a Non-Governmental Organisation .

What do I need to apply?

To begin your online application, you’ll need a scanned copy of your passport, your academic transcript, your existing university degree certificate, two references and, if you have one, your admission letter.

What is the deadline for applications?

Annual deadlines for applications are usually in December. Check the page of the scholarship you are interested in at the Commonwealth Scholarship Commission website   to see dates when they are announced next. 

Commonwealth Scholarship Alumni Network

Commonwealth PhD Scholarships 2022/2023 for full-time doctoral study at a UK university (Fully Funded)

Commonwealth PhD Scholarships are for candidates from least developed countries and fragile States in the Commonwealth, for full-time doctoral study at a UK university.

Purpose:  To contribute to the development needs of Commonwealth countries by supporting research that will have a developmental impact. These awards will also enhance individual teaching and research capacity leading to increase institutional capacity in academic and other sectors in Commonwealth countries, and will contribute to UK higher education and research by attracting high-calibre international candidates and encouraging links and collaboration.

Intended beneficiaries:  High-quality graduates who have the potential to undertake world-class research of a developmental nature and to become influential leaders, teachers, or researchers in their home countries.

Funded by the UK  Foreign, Commonwealth & Development Office (FCDO) , Commonwealth PhD Scholarships enable talented and motivated individuals to gain the knowledge and skills required for sustainable development, and are aimed at those who could not otherwise afford to study in the UK.

Eligibility

To apply for these scholarships, you must:

  • Be a citizen of or have been granted refugee status by an eligible Commonwealth country, or be a British Protected Person
  • Be permanently resident in an eligible Commonwealth country
  • Be available to start your academic studies in the UK by the start of the UK academic year in September 2022
  • By September 2022, hold a first degree of at least upper second class (2:1) honours standard, or a second class degree (2:2) and a relevant postgraduate qualification (usually a Master’s degree). The CSC would not normally fund a second UK Master’s degree. If you are applying for a second UK Master’s degree, you will need to provide justification as to why you wish to undertake this study
  • NOT be registered for a PhD, or an MPhil leading to a PhD, at a UK university or in your home country before September/October 2022
  • Be unable to afford to study in the UK without this scholarship
  • Have provided all supporting documentation in the required format

Scholarship Worth

Each scholarship provides:

  • Approved airfare from your home country to the UK and return at the end of your award (the CSC will not reimburse the cost of fares for dependants, nor the cost of journeys made before your award is confirmed)
  • Approved tuition fees
  • Stipend (living allowance) at the rate of £1,133 per month, or £1,390 per month for those at universities in the London metropolitan area (rates quoted at 2021-2022 levels)
  • Warm clothing allowance, where applicable
  • Study travel grant towards the cost of study-related travel within the UK or overseas
  • Provision towards the cost of fieldwork undertaken overseas (the cost of one economy class return airfare to your fieldwork location), where approved
  • Paid mid-term visit (airfare) to your home country (unless you have claimed (or intend to claim) spouse and/or child allowances during your scholarship, or have received a return airfare to your home country for fieldwork)
  • Family allowances, as follows (rates quoted at 2021-2022 levels):
  • If you are accompanied by your spouse but no children: spouse allowance of £244 per month for a maximum period of nine months, if you and your spouse are living together at the same address in the UK (unless your spouse is also in receipt of a scholarship; other conditions also apply)
  • If you are accompanied by your spouse and children: spouse allowance of £244 per month and child allowance of £244 per month for the first child, and £120 per month for the second and third child under the age of 16, if your spouse and children are living with you at the same address in the UK (unless your spouse is also in receipt of a scholarship; other conditions also apply)
  • If you are accompanied by your children but no spouse: child allowance of £485 per month for the first child, and £120 per month for the second and third child under the age of 16, if your children are living with you at the same address in the UK

If you declare a disability, a full assessment of your needs and eligibility for additional financial support will be offered by the CSC.

Tenure and placement

Awards are tenable at any approved UK university or higher education institution with which the CSC has a part-funding agreement (as mentioned previously) for a specific programme of research for 36 months of full-time study only.

Awards are to obtain one degree; funding will not be extended to enable candidates to complete a qualification in addition to or higher than that for which the selection was made. Awards are made in respect of  full-time study only  and no other course of study may be undertaken at the same time.

How to apply

You must apply to one of the following nominating bodies in the first instance –  the CSC does not accept direct applications for these scholarships :

  • National nominating agencies  – this is the main route of application
  • Selected universities/university bodies , which can nominate their own academic staff
  • Selected non-governmental organisations and charitable bodies

Each nominating body is responsible for its own selection process and may have additional eligibility criteria.  You must check with your nominating body for their specific advice and rules for applying, their own eligibility criteria, and their own closing date for applications.

You must make your application using the CSC’s online application system, in addition to any other application that you are required to complete by your nominating body.  The CSC will not accept any applications that are not submitted via the online application system .

Applications for Commonwealth PhD Scholarships (for least developed countries and fragile states) for the academic year 2022/23 will open on 20 September 2021, and will close on 01 November 2021. Deadline to submit supporting documentations is 22 November 2021. Nomination deadline is 22 December 2021.

You are advised to complete and submit your application as soon as possible, as the online application system will be very busy in the days leading up to the application deadline.

The Commonwealth Scholarship and Fellowship Plan is one of the largest and most prestigious international scholarship schemes in the world. The "Commonwealth PhD Scholarships (for high income countries)" support full-time doctoral study and are co-funded by the UK Department for Education in conjunction with UK universities to support world class research.

Each scholarship provides:

  • show evidence that you are permanently resident in an eligible Commonwealth country.
  • hold a first degree of at least upper second class (2:1) honours standard, or a second-class degree and a relevant postgraduate qualification (usually a Master’s degree) by the time of submitting your scholarship application
  • not be registered for a PhD, or an MPhil leading to a PhD, at a UK university before January 2024
  • not have commenced and be currently registered for a PhD, or an MPhil leading to a PhD, in your home country or elsewhere
  • hold an unconditional offer from your chosen university/universities listed on your Commonwealth Scholarship Commission online application, at the point of being notified that you have been provisionally selected for an award by the Commonwealth Scholarship Commission

Commonwealth (Cambridge) Scholarship

This scholarship is available to applicants from developing member countries of the Commonwealth, at Masters or PhD level in any subject. It is tenable at any College.

This scholarship is offered in partnership with the Commonwealth Scholarship Commission.

Please note: a separate application is required for this scholarship.

Award details

One return economy airfare.

Trust scholarships do not automatically fund the optional writing-up period (if applicable). Scholars will be able to apply for a brief period of extension funding, should it be required at the end of their scholarship (PhD only).

Eligibility

Application process.

Candidates are selected by the Commonwealth Scholarship Commission (not the Trust). To ensure that they are considered for this scholarship, applicants must: 1) check with the Commonwealth Scholarship Commission the funding call deadlines and details of the application process, and apply accordingly; and 2) apply for admission to the University of Cambridge by the funding deadline specific to their course (please refer to the Postgraduate Course Directory).

The Trust’s awards period runs from March to the end of July and is an ongoing process throughout that period. The majority of our full awards are made in March. Some of our partner funded awards can take time, and sometimes when offers are declined we may be able to offer them elsewhere. Applicants will remain under consideration until the end of the awards period (31 July). We are not able to contact unsuccessful applicants. If you have not been contacted by the Trust by the end of the awards period, you should assume that your application has not been successful.

  • If you are accompanied by your spouse and children: spouse allowance of £240 per month and child allowance of £240 per month for the first child, and £118 per month for the second and third child under the age of 16, if your spouse and children are living with you at the same address in the UK (unless your spouse is also in receipt of a scholarship; other conditions also apply)
  • If you are accompanied by your children but no spouse: child allowance of £480 per month for the first child, and £118 per month for the second and third child under the age of 16, if your children are living with you at the same address in the UK
  • If you declare a disability, a full assessment of your needs and eligibility for additional financial support will be offered by the CSC.

Commonwealth Scholarship For PhD is intended to provide financial aid to deserving candidates who have the potential to make a global impact and those who can take up the roles of influential leaders, scholars or researchers. This Scholarship is awarded to candidates from the least developed countries. The fund helps them study for a full-time doctoral course in a UK-based university. The main purpose of this Scholarship Program is to contribute to the development of the Commonwealth nations. Application Process for Commonwealth Scholarship

To apply for the Commonwealth Scholarship For PhD , you need to follow certain rules. Here’s a guide to understanding the application procedure.  

  • Applicants cannot apply directly through the website. Instead, they must first apply to any of the three nominating agencies. 
  • Selected Universities can nominate their academic members.
  • National Nominating Agencies are considered the most common and main ways to apply. 
  • Selected Non-Governmental organisations and charitable bodies
  • However, before applying to these nominating bodies, you must check for any specific requirements by these agencies.
  • This Scholarship program can only accept online applications in addition to the ones required by those nominating agencies.
  • Applicants must submit their applications as soon as possible since the website can crash if several users use it simultaneously. 

Documents Required to Apply for Commonwealth Scholarships

Candidates need to show certain documents to support their application during the procedure. Therefore, it is always better to prepare them in advance.

Below is the list of those documents you need to upload at the time of the application.

  • A copy of your passport to prove you are a citizen of a Commonwealth nation. Or validate your refugee status granted by any eligible Commonwealth country
  • Your National ID card, which has your image, date of birth and country of origin
  • Transcripts to highlight all your education qualifications. In addition to your previous transcripts, you can also add your most recent one (only if you are currently studying for any degree)
  • References from credible sources. You can request your mentors for a referral letter. The referees will get an email to which they have to revert with your reference
  • You will also need to get a supporting statement from a supervisor in the UK. This statement needs to be submitted by your proposed supervisor directly to the online application system

Selection Process of Commonwealth Scholarship

Cost of Studying in UK for Indian Students

To be considered for this scholarship, you need to fulfil some eligibility requirements, without which your application will be deemed invalid. The minimum requirements for application include the following:

  • You need to be a citizen permanently residing in India
  • Your age should not exceed 40 years 
  • You must be available to start your degree in the UK from the beginning of the academic year (generally in september or october of the respective year) of the country
  • You should have either completed or expecting to complete your bachelor’s (for applicants to the master’s program) or master’s (for PhD applicants) degree before the start of the academic year in UK
  • You should secure at least 60% marks in humanities /social sciences or at least 65% marks in science/ engineering and technology / agriculture in your bachelor’s/master’s degree
  • You should not be having the means of funding your study in UK without this scholarship
  • If you have already been abroad for study or training previously either on any scholarship or otherwise, for a period exceeding 6 months, you will be eligible to apply for this scholarship only if you have resided in India for at least two years after returning from abroad as on the date of application
  • Your application will not be considered if you are already abroad

Scholarships for Indian Students to Study in UK

The duration of a commonwealth scholarship is 1 year for master’s programs and 3 years for PhD programs. The scholarships cover the following benefits:

  • Tuition and accommodation fees are covered.
  • Stipend under Commonwealth and fellowship plan is £1,000 (INR 92,000) every month. Furthermore, a thesis grant is also provided.
  • Airfare falls under the gambit of Commonwealth scholarship for Indian students. Moreover, spouse allowance of £225 (INR 20,000) per month. Furthermore, a child allowance of £225 per month for the first child and £110 (INR 10,000) per month for the second child.

The application procedure for commonwealth scholarships is entirely online. The Ministry of Human Resource Development (MHRD) under the Government of India, issues a public notice every year inviting applicants for the available scholarships. The candidates are required to apply to both the MHRD portal and the Commonwealth Scholarships Commission’s portal through the links mentioned in the notice. It is essential to apply to both the portals within the given deadlines for each portal, otherwise, the application will be considered ineligible. Shortlisted applicants will have to appear for an interview, after which final selections are made by the Commonwealth Scholarships Commission.

Application is now open for Commonwealth Scholarships 2022/2023 for both Master’s and PhD. Commonwealth Master’s and Commonwealth PhD Scholarships are for candidates from low and middle income Commonwealth countries, for full-time Master’s study and full-time doctoral study respectively at a UK university.  

These awards are offered under six development themes:

Eligibility for Commonwealth Scholarships for Master’s

To apply for these scholarships, you must:

  • Be a citizen of or have been granted refugee status by an eligible Commonwealth country, or be a British Protected Person
  • Be permanently resident in an eligible Commonwealth country
  • Be available to start your academic studies in the UK by the start of the UK academic year in September/October 2021
  • By October 2021, hold a first degree of at least upper second class (2:1) honours standard, or a second class degree and a relevant postgraduate qualification (usually a Master’s degree)
  • Be unable to afford to study in the UK without this scholarship

How to Apply For Commonwealth Scholarships

  • Check whether or not your Nominating Agency will be processing your application electronically. If so, you will be able to follow the progress of your application. There are three options available to Nominating Agencies – further details
  • Print and send your application to your Nominating Agency, whether or not your Nominating Agency will be processing your application electronically.
  • Wait when you have clicked on Submit at the end of your application. It can take up to three minutes for your application to be transferred to your Nominating Agency.
  • Wait while downloading a PDF of your application. These PDFs can be up to 2 MB in size.
  • Let your referees know in advance that they will each receive an email inviting them to complete their references electronically. This email is generated as soon as you submit your application.
  • Let your potential supervisor(s) in the UK know in advance that they will each receive an email asking for a supporting statement. This email is generated as soon as you submit your application.

Galea appointed inaugural Margaret C. Ryan Dean of planned WashU School of Public Health

Couple endows deanship in honor of late daughter

Washington University in St. Louis announced today that Sandro Galea, MD, DrPH, one of the world’s most influential public health leaders, will become the inaugural Margaret C. Ryan Dean of the university’s planned School of Public Health, effective Jan. 1.

In this critical leadership role, Galea will help shape and launch WashU’s first new school in 100 years. The school is part of WashU’s 10-year strategic plan to make both the university and St. Louis a global hub for solving society’s deepest challenges. “Sandro Galea’s choice to come to WashU is an endorsement of the strengths, opportunities and potential offered by our university and St. Louis,” said Beverly Wendland, provost and executive vice chancellor for academic affairs. “His insights into the complex interplay between social, environmental and health factors will be crucial as we seek to usher in the next era of public health in partnership with our community.” 

With the launch of the new school, WashU will build on its existing public health strengths in research, teaching and clinical practice, and expand its commitment to the field. The school will concentrate on researching and advancing solutions to pressing issues and building partnerships for real-world impact in critical areas such as infectious disease; mental, global and environmental health; and dissemination and implementation science.

Galea currently is dean of Boston University’s School of Public Health and the Robert A. Knox Professor. He also is a professor of family medicine at Boston University’s Chobanian & Avedisian School of Medicine.

At WashU, he will hold the newly endowed Margaret C. Ryan Deanship at the School of Public Health. Tony and Ann Ryan, of Boston, made a gift to endow the deanship in honor of their late daughter, Maggie Ryan, AB ’16, who demonstrated a strong commitment to leadership and global health. 

“Sandro Galea is a trailblazer in the field of public health, and we’re grateful that the Ryan family’s generosity has allowed us to bring his visionary leadership to WashU as the inaugural dean of our School of Public Health,” said Chancellor Andrew D. Martin. “With Sandro leading the way, we’re poised to elevate community health to new heights in St. Louis and worldwide.”

A physician, epidemiologist and author, Galea is one of the most cited social scientists in the world, having written more than 1,000 scientific journal articles, 75 chapters and 24 books. His books “Epidemiology Matters” and “Public Health: An Introduction to the Science and Practice of Population Health” are widely used as textbooks in public health and epidemiology courses. Thomson Reuters has named Galea among “the world’s most influential scientific minds.”

Galea’s research focuses on the behavioral health ramifications of trauma, including those caused by firearms. He has documented the consequences of trauma and conflict worldwide — examining the massive toll of the 9/11 terrorist attacks, Hurricane Katrina, conflicts in sub-Saharan Africa, and the U.S. wars in Iraq and Afghanistan. He also is known for his research linking health to social disadvantages such as poverty and lack of education. His research has been funded by the National Institutes of Health (NIH), the Centers for Disease Control and Prevention and philanthropic foundations. 

Kruk to join WashU Medicine faculty

Galea’s wife, Margaret E. Kruk, MD, MPH, also is joining the WashU faculty. Kruk is a professor of health systems at the Harvard T.H. Chan School of Public Health and director of the QuEST Centers and Network, a multicountry research consortium generating evidence to build high-quality health systems. Her research focuses on how health systems can produce better outcomes for people living in low- and middle-income countries. Working with global research and policy partners, Kruk develops new measures of health system quality and evaluates the effects of large-scale health-care reforms.

At WashU, she will serve as a distinguished professor in health systems and medicine in the Department of Medicine and as director of the universitywide QuEST Center. The center will expand the consortium’s work to new areas, including inequities in health-care quality in the U.S. Prior to Harvard, Kruk was an associate professor of health policy and management and director of the Better Health Systems Initiative at Columbia University.

Ryan, Kahn gifts provide transformative support

In making their generous gift to the university, the Ryans are setting WashU on a trajectory of excellence in the field of public health, and paying a lasting tribute to their daughter.

“Our gift endowing the deanship ties together the two things that Maggie was so passionate about in terms of public health — service to others and leadership. It’s a tremendous way to leverage her vision and honor her legacy,” Tony Ryan said.

“Dr. Galea’s knowledge, experience, energy and commitment to public health and education, combined with his record as a leader, positions the new school for great success right out of the box,” he added. “This is a huge win for the university to bring in a leader of his caliber.”

The Ryans’ investment will help attract and retain the best academic public health leaders both now and into the future. Additionally, the dean can use annual payouts from the endowment to pursue the highest priorities for the planned school.

Galea also will hold the Eugene S. and Constance D. Kahn Distinguished Professorship in Public Health. The endowed position was recently established by a commitment from Washington University Emeritus Trustee Gene Kahn and his wife, Connie. The distinguished professorship will provide increased support for the dean’s strategic goals.

“As some of Washington University’s earliest champions of public health, Connie and I are honored to support the efforts to create a School of Public Health,” Gene Kahn said. “Our gift celebrates WashU’s transdisciplinary approach to public health and its deep commitment to making an impact locally and globally. Having a distinguished leader of Sandro Galea’s caliber and accomplishment will accelerate our progress and help us catalyze change for population health.”

The next era

Galea’s innovative leadership and deep understanding of public health challenges will shape WashU’s efforts to launch a future-focused school of public health. The planned school is a central component of the university’s “Here and Next” strategic plan, developed through 18 months of listening, outreach and work sessions involving thousands of students, faculty, staff, alumni and community partners.

The planned school, set to launch in fall 2026, was announced in the wake of the COVID-19 pandemic, which revealed great American distrust in the health-care system. Additionally, people in the U.S. experience the worst health outcomes overall of any high-income nation, according to a Commonwealth Fund 2022 report on U.S. health care. This is due to a combination of factors, including health-care access; social determinants of health such as income inequality and education gaps; unhealthy lifestyle behaviors; a fragmented health-care system; and high health-care costs.  

“I can think of no more important time to create a school of public health than today,” Galea said. “And I can think of no better place to do so than at Washington University, with this institution’s deep and rich tradition of excellence in scholarship and in thought. All of the pieces are in place to do wonderful things, both for WashU, but also for the world. WashU is remarkably positioned to make a strategic contribution to the field of global health.”

About Sandro Galea

Galea was born in Malta and emigrated to Canada with his family at the age of 14.  After earning a medical degree from the University of Toronto, he served as a field physician in Somalia with Doctors Without Borders. He emigrated to the U.S. in his late 20s and went on to earn graduate degrees from Harvard and Columbia universities, and he received an honorary doctorate from the University of Glasgow. 

Prior to his appointment at Boston University, Galea served as the Gelman Professor and chair of the Department of Epidemiology at the Columbia University Mailman School of Public Health. He previously held academic and leadership positions at the University of Michigan and at the New York Academy of Medicine.

Galea is past chair of the board of the Association of Schools and Programs of Public Health and past president of the Society for Epidemiologic Research and of the Interdisciplinary Association for Population Health Science. He served as chair of the New York City Department of Health and Mental Hygiene’s Community Services Board and as a member of its Health Board. He currently serves as chair of the Boston Public Health Commission Board of Health, and he is an elected member of the National Academy of Medicine.

Galea has received several lifetime achievement awards for his research, including the Rema Lapouse Award from the American Public Health Association and the Robert S. Laufer, PhD, Memorial Award from the International Society for Traumatic Stress Studies. He is a regular contributor to media outlets, including The Wall Street Journal, The New York Times, Harvard Business Review, The Boston Globe and TEDMED.

Galea and Kruk are the parents of two children, Oliver, 20, and Isabel, 18.

A tribute to Maggie Ryan

Tony and Ann Ryan are longtime supporters of Washington University. The endowed deanship is the latest in a series of gifts from the couple inspired by their daughter’s example. Maggie Ryan died in a car accident just two days after earning her bachelor’s degrees in anthropology and in women, gender and sexuality studies, both in Arts & Sciences.

The Ryans previously made gifts to Arts & Sciences and the Maggie Ryan Endowed Memorial Scholarship, which the university established in Maggie’s honor. The scholarship helps talented students follow Maggie’s lead and become agents of positive change.

In 2020, the couple established the Maggie Ryan Endowed Service Leader Scholarship, which is awarded to undergraduate students who demonstrate leadership and commitment to improving the health and well-being of others through their actions at the university or the community in which they live. 

Upon learning of the plans for the new public health school, Tony Ryan said he and his wife realized creating an endowment was the perfect opportunity to carry on their daughter’s energy and dedication to helping others while ensuring the school’s success.  

“We wanted to make the deanship as attractive as possible to encourage the best talent to come in and take on this extraordinary opportunity of leading a new school at WashU,” Tony Ryan said. 

“To solve challenging global issues, you need to bring together many different disciplines,” he continued. “The collaborative vision underlying the school resonates with our operating philosophy as a family and as individuals. We’re very encouraged by how it’s being planned and the leadership that’s being provided by the provost and others.”

The Ryans are members of the William H. Danforth Leadership Society, which acknowledges benefactors whose lifetime contributions to the university total $1 million or more. They previously served as members of the Washington University Parents Council.

Tony Ryan is partner, president and chief executive officer at Arrowstreet Capital, an investment management firm based in Boston. Under former President George W. Bush, he served as assistant secretary of the treasury for financial markets from 2006-08 and acting under secretary of the treasury for domestic finance from 2008-09. 

Ann Ryan has served extensively at Boston Children’s Hospital, including as a member of its Philanthropic Board of Advisors. The Ryan family established the Maggie Ryan Endowed Fellowship in Global Health at the hospital in 2018. 

About Gene and Connie Kahn

The Kahns have provided generous gifts to WashU’s Brown School, where they previously established the Eugene S. and Constance Kahn Family Professorship in Public Health and the Kahn Family Master’s Research Fellowship. The couple also established the Kahn Leadership Program in Public Health and Social Work, which provides a cohort of master’s of social work/master’s of public health dual-degree students with enhanced scholarship support, advanced training and expanded opportunities to prepare them for leadership roles in their careers. They also support the Brown School Annual Fund.

Gene Kahn is former chief executive officer of Claire’s Stores Inc. and a former chairman and CEO of the May Department Stores Co. He joined WashU’s Board of Trustees in 1999 and served on multiple board committees. He is a member of the Brown School National Council and the Institute for Public Health National Council. Additionally, he is a member of the board of Barnes-Jewish Hospital, where he chairs the Washington University School of Medicine Relationship Committee and served on the board of the Goldfarb School of Nursing.

Connie Kahn is active with St. Louis cultural and charitable organizations and is an honorary member of the Women’s Society of Washington University.

The couple are sustaining charter members of the Danforth Circle Chancellor’s Level of the William Greenleaf Eliot Society, with Gene Kahn serving as Danforth Circle chair. They are also members of the William H. Danforth Leadership Society.
