Step One: Brainstorming - collecting material

The first step is to gather your material for the body, or main part, of your farewell speech. The easiest way I know to do this is to brainstorm.

How to brainstorm to get ideas

Either download and print off a A4 sized blank brainstorm template to use, the one in the image below, or grab a blank sheet of paper of your own.

Use the four headings below as triggers or prompts to get your ideas flowing.

Put down everything you think of, or associate with your colleague, under each of them. (Just like I've done in the example image above.) Do not stop to get the spelling right. Do not stop to edit. You can do all of that later.

What’s important now is to get down as many content ideas as possible. (If you don’t know something you think is vital to include, make a note to find out later.)

When you can’t think of anything more, move on to the next prompt.

1. Basic Facts – History with Company

(You need to get these accurate. If you don’t know, or are unsure about anything, ask.)

How long has your colleague been employed by the company?
What positions or areas have they worked in over that time?
What are they leaving to do? Take a new job in another company? Travel? Retire? Go on parental leave? Have they been promoted or transferred to another section or branch of the company? Or is what they’re going to be doing in the future private and they would prefer it not mentioned? Like, for instance, they're going to be dealing with a major health issue and don't want everybody to know about it.

2. Positive qualities or characteristics

What positive qualities or characteristics automatically spring to mind when you think of your colleague?

Note them down, with examples.

For example:

Fun loving: organized ‘crazy hat’ and t-shirt Fridays.
Genuinely caring and considerate: made a point of always acknowledging what had been done by someone to get a job done, was careful to NOT overload already stretched workers, watched for signs of stress.
Honest and respectful: direct and sincere in dealings with others, acknowledged their own part and what had been done by others in the success or otherwise of projects.
Collaborative: didn’t need to be a solo hero – could easily involve others and share the spotlight – a team player.
Responsible: took ownership of tasks assigned to them, made sure they delivered the very best they could.

3. Work stories: serious and amusing

Over the time you’ve been working together what stories can you share that best illustrate your colleague’s positive qualities? Are there major projects or milestone developments that could or should be mentioned? What have you jointly achieved? Highlight your shared successes!

For example:

the development of the hugely successful mentoring and ongoing training scheme to nurture junior product developers
the push to diversify and develop high value niche products

What about genuinely amusing, or funny, stories you know your colleague will be OK about sharing publicly?

4. Special skills and their impact

What special skills does your colleague have that you admire or are inspired by? Perhaps they have great communication skills. Or maybe they’re a whizz at collecting, organizing and analyzing information for reports.

What impact did those skills have on you? On the business?

Step Two: Reviewing your material

Go through all of the ideas you've generated.

As you do, consider the purpose of the speech, the tone you want, who is going to be listening (the audience) and then choose what you want to use from each section of your brainstorm.

Remember you have 3 -5 minutes speaking time. You can not include everything! Take the best and strongest of what you have.

to quickly collate and transform vast quantities of information into readable, actionable reports which laid the foundation for the success of the projects. I’ve learned a lot from being alongside them.

Step Four: Brainstorm the conclusion

Use the four headings below as a prompt to note a few ideas to use in your ending.

Do this either on a blank sheet of paper of your own or download and print a blank A4 sized speech conclusion and introduction template to use.

1. What is the impact of your colleague leaving?

What will you miss? What will change?

I know it's selfish, but how on earth are we going to pull together the monthly reports without you? And who is going to delight us with a new silly hat every week? We definitely have a few challenges ahead.

2. Best wishes

Send your colleague off with your best wishes for whatever it is they are going to do next.

Despite knowing we’re going to miss you, we’re excited that you’re going to new and challenging opportunity. We can’t think of a better person for the job. You deserve it!

We’re really happy that your dreams have come true: that you’re going to be travelling and exploring the world. Just don’t rub it in too hard and too often with instagrammable moments.

On behalf of us all thank you for everything over your time with us: your encouragement, support, humor, and your leadership.

Thanks for being a great team mate, for teaching me your special spread sheet skills, and most importantly, for sharing my love of chocolate. I couldn’t have wished for a sweeter colleague!

4. Final comment

Please don't be a stranger. Our door is always open!
Please remember that to us you are much more than a colleague. You are a friend, and friends keep in touch. We look forward to catching up with you sometime soon.

Step Five: Brainstorm the introduction

Write the speech introduction. You’ll want a couple of sentences to welcome everyone and to acknowledge why you’ve got together.

Good afternoon everyone, and thank you for coming. As we all know, we've gathered to say goodbye to [name] who is leaving us today to take on a new role as [insert name of role e.g. Director of Product Management] for [insert name of company or organization e.g. The Q-R Group]
Who else has been marking off the days until [name of person] leaves us? From next Monday there’ll be a gap in our team. They’ll be [what ever it is they’re going to do e.g. basking in the sun on a beach in Bali] and we’ll be wondering just how we’re going to manage without them!
Thanks for coming along to help farewell [name of person]. It’s great to see so many of you here. I hope you’ve brought your tissues to mop up the tears!

Step Six: Linking the pieces together

In this step you're going to link the pieces together to make a complete speech.

You'll see in my example speech I've used most of the notes from the outline, and I've added words where needed to tie it altogether.

Here is the full text of the farewell speech for Sam: your much respected and liked colleague. ☺

It is 516 words long which will take approximately 3-4 minutes to say. (See how many words per minute in a speech for more information.)

"Who else has been marking off the days until Sam finally leaves us? It’s sad but from next Monday there’ll be a huge hole in our team. She’ll be basking in the sun on a beach in Bali and we’ll be wondering how we’re going to manage without her.

Sam’s been with us for five years now. She began as a senior product development manager and it didn’t seem that long before she was promoted to new group product development manager, a position she’s held for last three years.

And now she’s got her passport updated, bought flight tickets, and she’s off travelling.

I know I speak on behalf of all of us when I say how much we’ve enjoyed working alongside you Sam. We’ve love and admire the initiatives you put in place. They tick all the boxes: increased diversification, sustainability, productivity and workplace satisfaction.

Crazy Hat Friday reminds us to not take ourselves too seriously and to laugh! Something we all need to do.

Step seven: testing and rehearsing

To be absolutely sure you've got the tone and timing right, that you've included everything you should and haven’t put in anything that would be best left out, read your speech to a couple of trusted colleagues. Be guided by their comments, and alter your speech if needed.

Once you're satisfied that you've done the best you can please rehearse. Practice is what makes the difference! Getting the words sorted is an important step. However rehearsing can take your speech from ordinary to extraordinary!

Farewell Speech: The 8-Steps Guide for a Memorable One

Bidding farewell to your coworkers can be a bitter-sweet experience, especially if you’re retiring or you got a big promotion in a bigger city. Even if it is not official to give a farewell speech, it is only ethical you say some few words of goodbyes when presented with a farewell cake or card by your coworkers.

To give that killer farewell speech without getting killed in the process is vital, as this may be the last battle you will take on for your company. You are also the lone soldier for this, so conquer this final quest gracefully and triumphantly.

Writing Your Farewell Speech

You may ask, “Is there a structure that I should follow for my farewell speech?”

Well, there is none but going impromptu when it is bound to be an emotional day will not be ideal. Your speech is that last mark you will ever leave your colleagues. So, whether or not you feel like not delivering it, you must do it.

What do You say in a Farewell Speech to Coworkers?

Your speech must exude sincerity. It must have appropriate honesty of your feelings for your work and the colleagues you have been along the way.
It does not need to go through a lot of U-turns. Try to stay brief because just mumbling words to fill your speech is not the best way to do it.
Beware of Excessive Drama. Yes, not all work experiences are great. You might have found lousy bosses, a toxic work environment, and felt poorly paid. However, there are always valuable lessons that you can only realize if you go past all the anger and frustrations that you mostly felt.
Try to evoke positivity. Do tell your learnings about your stay in the company. Mention the advancements that the company has made possible for you. Include also your experiences with your co-workers, the little things you have learned from them that impacted you greatly.

8 Steps Guide for a Memorable Goodbye Speech

That speech can be guided with the following content pointers:

You can start with a joke or some icebreaker to break the prevailing emotion in the hall.
Mention how long you have been staying in the company. The awkwardness and the hopeful kind of excitement you felt on the first day, the homey vibe you eventually had upon finally adjusting, and how you feel about the idea of leaving. Express that despite the fact that it is your choice. You also feel sad in a way about it.
Highlight what you have admired about your stay. Recall the moments of enjoyment, Eureka, and life in your workplace. Mention how it changed you.
Include your appreciation and admiration for the people with whom you have shared this journey with. You may want to mention them along with your speech.
Tell them how you feel about saying goodbye. It might seem easy, but it takes courage.
If you want to, you can explain your reason for leaving. This is to give them a hint about why a goodbye has to be said. You can share with them what and where you are going to.
Funny working anecdotes and your sincerest thanks must be present in your speech. Mention your special memories that they can relate to one way or another. They will not be forgotten but will be brought with you in your next chapter.
Finally, end your speech with good wishes for your colleagues. Even though you are going separate paths, you still look forward to the people that they will become.

You may not thoroughly include all the points mentioned, but having a guide never hurts. It is there so you will not get lost in preparing your speech.

Now, for the delivery day!

Or, let us put it as the time when you have to fight your nerves.

Deliver that speech to yourself first! There was this instance when you thought you had written beautifully, but some things are better written than said. Do you get it? You have to recite that speech out loud and hear out the parts. Some of it may not sound good or join the flow so better cut that off before it cuts out the beauty of your speech. You can recite it in the mirror plus you can practice your facial expressions. The less awkward you deliver, the better.
Remember that the more time you buy, the harder it is to keep their attention. Your goal is to have their three to five minutes and whatever things that need to be said must be mumbled already. Time is precious, especially in workplaces, and people have to go back to working. Though you are leaving, not everything has to be about you. Be a team player, even if it is for the last time.
, and it is okay. You may laugh at it and say, “So sorry. This is how I usually say goodbye – from starting a smooth speech to being roughly shy in the process.” You can joke about it. You will finish it, no worries.

Smile your way through the process. This farewell speech will only be a killer if you have left footprints of positivity that they will go back to now and then. Know that nothing is perfect, especially your company that you will be leaving but having the privilege to give a farewell speech is not an avenue to release your pent-up frustrations. Be thankful for everything and look forward to things that you are yet to conquer professionally.

“Wow! It’s been over 6 years now, I am sure one is keeping notes, but I have worked more years here than the average Millennial – That tells you something…either this is an amazing company, or I must be one of a kind.

I remember my very first interview to join this company, it was January 10 th , a Friday. I was so excited, my first job interview with a multinational company. That’s when I met my first supervisors, the first of many meetings to come, little did I know at the time.

This company runs at a pace that many believe to be nothing short of herculean, yet when completing our national backbone project, and really seeing the difference that our work made in connecting families and otherwise distant places of the country…no amount of stress and tiredness seemed to matter. I am so very proud of having been part of that.

Obviously, this was one of the dozens of projects we worked on, and I feel honored and blessed to have had an amazing team and co-workers that put everything to help make things happen. How To Write Breathtaking Farewell Speech For Any Occasion?

Watching over several samples indeed would help you illustrate your own farewell speech; however, it is important also to recall that if there is someone saying goodbye, it’s you and not the author of those epitomai. 2. Expound.

Now that you have some points to tackle, it is time to explain them further. Expand on these ideas and write them just like composing an essay. Since it is already your last day of stay, try your best to refrain from the negative thoughts. Well, you can mention some but not to the purpose of picking on a fight or like. You can use negative events as a transition on how it helped to be who you are now. Also, use transitional devices or statements to smoothly go from a paragraph to another.

3. Summarize.

The next step is to write your own conclusion. In this part, simply make a brief ending that would summarize every idea that you have discussed. Moreover, do not concentrate your ending thoughts to your self only. Instead, you may add some directions, cheer your audience or wish them the best. You can state something like “I may leave, but this is not the end. Life must move forward…Good luck to us all.”

4. Think of an introduction.

After making the main content of your speech, construct a captivating introduction that would grab everybody’s attention. Depending on the formality of the occasion, your intro could be formal or not. Nonetheless, this part is really up to you. Considering that it’s your final appearance in the company or residence, let all of your gratitude burst from your mouth. You can even say some jokes in here. Basically, it is anything that would fascinate your audience. There are techniques in writing this part. You can refer to our samples and do some observation for inspiration.

Farewell speeches do not necessarily require a grand exit. In fact, simply keeping it real and sincere is already good enough. However, do not compromise. Treat this as your goodbye, and consider that there is a huge probability that you and your audience will never treat each other the same. Hence, it would still be very great to leave some wonderful words in your farewell speech.

How to Strat a Farewell Speech

1. begin with a greeting.

Open your speech with a warm greeting to the audience. Use a simple “Good morning,” “Good afternoon,” or “Good evening,” depending on the time of day.

2. Express Gratitude

Early on, express your appreciation for being given the opportunity to speak. A simple “Thank you for being here today” or “I’m grateful for this opportunity to address you all” can be very effective.

3. Set the Tone

I got to spend time with his family yesterday in the Oval Office. Colin’s dad was a high school teacher in Staten Island, and his mom is an incredible woman — a family of firefighters, was the Chief Medical Officer in New York City Fire Department on 9/11. As a doctor, she rushed to Ground Zero, risking her own life, treating and saving fellow first responders. Rushing into danger for others for others is my definition of patriotism and heroism. (Applause.) And so is what all of you do when you report truth over lies. That’s why I want to close tonight with my genuine thanks to the free press. There are some who call you the “enemy of the people.” That’s wrong, and it’s dangerous. You literally risk your lives doing your job. You do. (Applause.) Just as we’re doing everything we can — we’re doing everything we can to bring home journalists — fellow journalists Austin and all Americans, like Paul Whelan, you know, who — wrongfully detained all around the world. And I give you my word as a Biden, we’re not going to give up until we get them home. All of them. All of them. (Applause.) On the third anniversary of January 6th, I went to Valley Forge. And I said the most urgent question of our time is whether democracy is still — is still the sacred cause of America. That is the question the American people must answer this year. And you, the free press, play a critical role in making sure the American people have the information they need to make an informed decision. The defeated former President has made no secret of his attack on our democracy. He has said he wants to be a “dictator on day one,” and so much more. He tells supporters he is their “revenge” and “retribution.” When in God’s name have you heard another president say something like that? And he promised a “bloodbath” when he loses again. We have to take this seriously. Eight years ago, you could have written off it as just Trump talk. But no longer. Not after January 6th. I’m sincerely not asking of you to take sides but asking you to rise up to the seriousness of the moment; move past the horserace numbers and the gotcha moments and the distractions, the sideshows that have come to dominate and sensantio- — sensationalize our politics; and focus on what’s actually at stake. I think, in your hearts, you know what’s at stake. The stakes couldn’t be higher. Every single one of us has roles to play — a serious role to play in making sure democracy endures — American democracy. I have my role, but, with all due respect, so do you. In the age of disinformation, credible information that people can trust is more important than ever. And that makes you — and I mean this from the bottom of my heart — it makes you more important than ever. So, tonight, I’d like to make a toast. To a free press, to an informed citizenry, to an America where freedom and democracy endure. God bless America. (Applause.) (The President offers a toast.) 2024 State of the City

Thank you for that kind introduction, Erin.

Our excellent City team, the great people of Minneapolis: Good morning from the Northstar Center in downtown Minneapolis! Council President Payne, Council Vice President Chughtai – good morning. Good morning to all Council Members: Council Member Wonsley; Council Member Rainville; Council Member Vetaw; Council Member Ellison; Council Member Osman; Council Member Cashman; Council Member Jenkins; Council Member Chavez; Council Member Koski; Council Member Chowdhury; and Council Member Palmisano. All of you bring the voice of your constituents. You bear the weight of their aspirations and concerns. And you work through these hard issues, even, and especially in a city that doesn't always agree. Thank you.

Last year, the state of our city was in rebound. We highlighted our record-setting affordable housing; our exciting, new climate action; and all the amazing events that were yet to come that summer. By the numbers, the acceleration of our recovery and the pace of change continues.

We are leading the nation in the rate of visitor returning to downtown with activity up by 45% in the past year. Meet Minneapolis announced that 2023 was the strongest year for hotel room demand since 2019. Zillow recently ranked Minneapolis as a top city for first-time homebuyers. That’s right. Anyone looking for a great new home, in a great new city… they should look no further than right here. People want to live here, and they increasingly want to work here, specifically for our City enterprise. Compared to last year, applications to work at the City of Minneapolis are up 101%, and our number of hires are up 26%.

I just got back from Washington D.C. where I joined the U.S. Conference of Mayors’ Homelessness Task Force alongside nearly 50 fellow mayors from around the country. Do you know what I heard repeated over and over? That other cities look to Minneapolis for our forward-thinking approach to housing, and our results set the bar.

Positive strides and significant shifts mark a city – our city – brimming with possibility. Achieving that possibility and realizing potential during a time of great transition is hard. And realizing potential is not always a comfortable process, but we must lean into that discomfort all the same.

So, the state of our city is brimming with possibility and leaning in to change.

New possibilities

Take, for example, the building we are in now, at the Northstar Center, the home of our first, recent commercial-to-residential housing conversion project. This space—literally under construction right this second—is a sign of greater change to come: a reimagining of how we think about downtown. Let’s give a big thank you to Chris Sherman, Matt Legge, and all of Sherman Associates, Gardner Builders, and Polaris Development who had a collective team working to open this space early to host us. And this conversion project overall is supported by more than 200 union jobs. So as the space shows us, the future of downtown isn’t limited to a place where workers drive in at 8 a.m. and leave at 5 p.m. It can be a playground of activity, a place to bring your kids, grab a meal and a drink, have a night out, maybe even go ice skating down the middle of Nicollet Mall, which could be fully pedestrianized... and we can make it happen. We can have carnivals, bright lights, food vendors, and people… lots of great people watching.

People will be coming in and out of the Northstar, a previously half vacant building that’s now complete with both affordable and market rate housing where people… yes, live! We can make sure the warehouse district is the entertainment hub. The place where people come from around the state not just to catch a play or a ballgame, but for an experience so rich with choices and activity that they feel safe, stay longer, lose track of time, and wander back home way later than intended.

And we also must continue to embrace the return to in-person work and collaboration as one part of the overall strategy. To every employer and team member here who continues leading by example – thank you.

Cities also encapsulate a human response to the feeling that the world is crazy and disorganized. And by the way... it kind of feels that way, doesn’t it? Everyone let’s take a breath. The world is a chaotic place right now. An indicted former president standing trial and up for re-election. Thousands of innocent people are dying through war and famine. A global and environmental crisis is only getting hotter… literally.

So first, let’s take a collective breath; like actually take a breath…take a beat…find the good, the positive in each other…and the good, the positive in our city. I don’t know what’s in store for the world, but we can envision–and actualize–our outcomes here in Minneapolis.

Cities are the place where we can accept each other, organize ourselves, work together, build relationships, fall in love, and share time in person with friends and colleagues. Cities are the answer to loneliness and the antidote to fear because we can find a collective understanding within the people, with our neighbors. In Minneapolis, we are going through this transition together. Cities will be a backbone that hold it all together through steadfast relationships and mutual agreements. The way you treat the clerk at the cash register or a fellow Council Member on the dais. So, today I’m going to focus on a few things that will guide Minneapolis through this transformational time, areas that will need collective buy-in and support.

Arts & vibrant storefronts

There is a clear prerequisite to realizing potential and leaning in to change, and that’s embracing and supporting art.

Artists have long been a precursor to economic revitalization. In the 1920s, Uptown gained a theater–obviously, we all know the one–with an iconic “Uptown” sign atop the building. The stage was set for film enthusiasts to flock to the area, and other artists followed suit, coming to the neighborhood to make their mark on Hennepin and Lagoon. In the ’80s, Uptown saw a revitalization and boost via the punk music scene. Artists, musicians, and fans alike came together for memorable sets from icons such as The Replacements and Soul Asylum.

Uptown is in the “leaning into change” part of the cycle right now. The Uptown Theater is refurbished and open once again, and good things are on the horizon. We have people–culinary artists like Ann Kim–who are committed to seeing through the next phase of Uptown, and it will be a great one.

At other points in our history, artists were prevalent downtown. Then the values went up, and the increasing rents pushed the artists over to an area with abandoned warehouses – now called the North Loop. Art and music there created another renaissance, the values went up, and the artists moved to Northeast. And so on.

Recognizing that art is a lynchpin for so much in Minneapolis, we created the Department of Arts & Cultural Affairs last year, and now they are embarking on a beautiful plan for transition across the city. Got a bland, vanilla, underutilized storefront? Give it to an artist. Let them shape an outcome that is dynamic and transformative.

Imagine walking over to Harmon Place after a drink at Mackenzie Pub or a meal at Gai Noi. Lights hang from roof to roof, a local artist is playing, oil paintings from Florence Hill representing the Northeast Arts District, a poem from Heid. E. Erdrich, our Poet Laureate, and live dance featuring young and talented Northsiders from Les Jolies Petites School of Dance.

The possibilities are truly endless, and our potential can be realized. That’s exactly what Director Ben Johnson and his team are doing. Changing vacant storefronts to must-see destinations. Giving the next Prince or Aldo Moroni their rightful place in a public space. And this work, our focus on arts, it should be supported unanimously. And I believe it is.

Community safety

Let’s talk about another area where we have unanimous agreement: rideshare.

Just kidding. Let’s talk about the South Minneapolis Community Safety Center. We’ve got a site, and we have a clear-eyed vision to create a comprehensive and integrated safety system under one roof. We have Council Members passionate about stepping up, and an entire administration ready to get the job done.

Commissioner Barnette is leading a team to bring this idea to fruition by next year, and our communities are shaping this vision alongside our city team. To date, OCS [the Office of Community Safety] has met with community members during more than 15 engagement sessions and is collecting feedback directly from those who will be most impacted, our Third Precinct residents. The team, led by Director Amanda Harrington, is engaging residents on East Lake Street and Franklin Avenue. They are meeting new immigrants at Bossen Terrace food shelf events. They are pounding the pavement, getting real-time feedback on what people want to see in their new safety center, a first-of-its-kind. While that might sound pretty simple, reinventing community safety is hard work.

I was recently talking with Council President Elliot Payne and Council Vice President Aisha Chughtai about this. We are embarking on something that is very new and very different. We won’t always get it right because it’s new and it’s hard, but we are truly united in this groundbreaking work. These points of consensus should shine brighter. They should also guide us as we work through decisions that will ripple across our city. That includes the site for the formerThird Precinct.

The Elections & Voter Services team, Finance & Property Service team, and deeply committed, smart public servants from across the enterprise have designed an exceptional proposal for the area: a Democracy Center with 8,000 square feet of ground-level space dedicated to community use. I wish I were overstating this: voting in this country is under attack. Cities need to be investing in election integrity and infrastructure. This proposal will help shore-up our status as being consistently one of the highest voter-turnout cities in America while making the best financial use of a space owned by Minneapolis taxpayers. We know that a new voting center is a need. We own a centrally located building that staff have determined meets that need. We shouldn’t ask taxpayers to foot the bill for another one. This proposal is a win for community; a win for democracy; and a win for property taxpayers. I hope that my Council colleagues will join in supporting this vision for a neighborhood that deserves the opportunity to move forward and move forward quickly.

Another area where our city is depending on us to act quickly? Our first responders. From 911 call takers and dispatchers to police officers—these are critical roles that save lives. So, in March we launched a multi-year recruitment marketing campaign for hard-to-fill safety jobs, seeking both police officers and 911 call takers and dispatchers. The campaign, titled “Imagine Yourself” seeks not just qualified candidates but community-oriented candidates, candidates that love our city. While it’s early, and there will be a bigger, official update this summer, I want to give you a preview on what we’re seeing so far.

Police applications are up, and it’s likely that 911 call taker positions will be filled in the coming months. These results are borne out of partnership. From staff in HR, Police, and Communications to many other staff from both the Office of Community Safety and the Office of Public Service… our team is working together and getting a job done – filling these critical roles.

For years, I’ve asked our department heads to not think of themselves as leaders of their individual departments, but as leaders of the city team. Ready for collaboration and poised for action. Look beyond the City of Minneapolis; specifically, look to time spent in Emmitsburg, Maryland, just a month ago. Under the leadership of our Emergency Management Department, we took a team of 70+ city employees to a week-long FEMA simulation to test our overall emergency preparedness.

Yes, we had staff you’d expect there, from Police, Fire, and 911; but we also had staff from Health, Public Works, Finance, and even a multi-jurisdictional presence. This entire team worked together to complete the final recommendation coming out of our 2020 civil unrest after-action report to achieve emergency preparedness. We worked together to make collaboration the going rate and reduce complex processes to muscle memory. That practice–and gained trust and camaraderie–will better prepare the City to handle and respond to crises well into the future.

We’re also acting on the recommendations coming out of the Minneapolis Safe and Thriving Communities Report. This report serves to launch our community safety design and implementation work – helping OCS [Office of Community Safety] coordinate our safety departments to address prevention, response, and restoration.

Again, as I mentioned earlier, this work, building out a comprehensive approach to community safety is new. But we have the right people at the table to take novel concepts and build out a plan. That includes OCS [Office of Community Safety] in collaboration with our Performance, Management, and Innovation team and even with NYU’s Policing Project. I know this team will get the job done.

And finally, we are carrying out the necessary work of police reform. Both through a settlement agreement with the State and an eventual federal consent decree, we are changing the way policing is done in the United States. I know Chief O’Hara and his leadership team are committed to these reforms and strengthening community-police relations. I know City Attorney Kristyn Anderson and the entire 34-person implementation unit is committed to upholding compliance and seeing this thing through to the end. Minneapolis will be the city that leaned into the challenge, that met the moment, and embraced change.

City workforce

Speaking of meeting the moment, let’s talk about our amazing city workforce.

Through deliberate recruitment efforts by staff across our enterprise, great leadership from department directors, and a brilliant HR strategy execution from our Human Resources Director, Nikki Odom, we are getting new hires in the door quicker, increasing employee diversity, and welcoming and retaining some serious talent as well. I’ll reiterate: City applications have gone up 101%, time to fill jobs has decreased 26%, and the diverse team we are forming is serving our city with passion and skill.

In the first quarter of 2024, we are up 56% in our Hispanic/Latino hires; up 55% in our Native American hires; up 15% in our Asian hires; and up 8% in our Black/African American hires. And, this past year, we have also been recognized as an “Age Friendly Employer” by the Age Friendly Institute and as a “Most LGBTQ+ Friendly Employer” by Diversity for Social Impact.

These aren’t just awards. These recognitions, coupled with the new hiring data, show the deep investment we have made–and continue to make–in our City workforce. And that investment is just that: an investment, which also includes salary increases.

As our City Operations Officer Margaret Anderson Kelliher will tell you, from filling potholes to keeping us safe to administering payroll, we invest in our employees because they are invested in our city. This means new union contracts that reflect their commitment to service and are in line with the ideals we govern by. This increase in pay will cost money, but it’s worth it. Because our staff are worth it.

When you see a traffic control agent out checking meters on University Avenue, thank them. When you see a police officer walking down West Broadway, thank them. When you see a snowplow driver out in the middle of a snowstorm by Bde Maka Ska, thank them. Don’t run out in traffic, though; maybe yell it at them from the sidewalk. To our nearly 4,000 City employees, I can’t emphasize enough how incredible you are. I can only say I am excited to keep up the amazing work we are doing together. Thank you.

H ousing, climate, economic inclusion, parks

And what comes with amazing and dedicated City staff? That’s right: impressive programs and nation-leading outcomes.

Since I took office in 2018, affordable housing has remained a top priority, and our housing team in CPED [Community Planning & Economic Development] has been leading the charge. We have invested a total of 363 million dollars into affordable rental housing and homeownership programs in the past six years. And we have seen our return on investment firsthand. You don’t need to take my word for it, look at the numbers: between 2018 and 2024, we have produced 4,679 total units of affordable housing, an average of 780 total units each year. That’s more than double the average between 2011 and 2017.

Even more, we have been prioritizing deeply affordable rental housing at 30% AMI or lower, and our investment is paying off. On average over the past six years, we are producing deeply affordable units at nearly 8.5 times the previous rate, 8.5 times! That’s a huge jump. And a necessary one for our residents who need safe, stable, and permanent housing.

As I said earlier, mayors–and people–from across the country are looking to us for housing reform. Our housing policy is seen as a benchmark, and the 2040 Comprehensive Plan sets the standard. This is now my seventh State of the City address. In my first one in 2018, I said: “Do I believe in the notion that we should change our zoning code to allow for a greater breadth of housing options? You’re damn right I do.” And since then, this issue has been a staple of virtually every major address. So, I’m sorry if you feel like I won’t stop talking about it. But it really is a big deal.

Many of you know that today, the 2040 Plan is still being challenged in court. We are going to win this thing, whether in the courts or in St. Paul. We aren’t backing down. Following suit with our nation-leading affordable housing work, we have built a highly recognized program that continues to see success here at the local level. Our Stable Homes Stable Schools program has served 4,881 children since we first launched it in 2019 – getting our kids into homes and enabling them to find success at school.

This work will outlast our time in these offices.

When it comes to climate action, to say we are excelling more than other cities would be an understatement; in fact, we are creating a legacy: the Climate Legacy Initiative. With $10 million of new climate action funding this year, we are setting a standard that others should—no—must follow. Other standards we have set, investing directly into our local entrepreneurs. Since launching the Ownership and Opportunity Fund in 2019, we have invested $11 million and supported 22 business owners. These dollars literally support them in not just owning their business but owning the underlying real estate, moving them along on the path of building generational wealth.

We have signed executive orders designating Minneapolis as a safe haven for women seeking abortions, for people seeking gender-affirming care, and deprioritizing enforcement against psychedelics.

We have stepped up to deliver long-term sustainable funding for youth programming in our parks. Through that funding, and Superintendent Al Bangoura’s vision, Spark’d Studios have been established in neighborhoods across the city. These creative technology spaces are giving our kids a place for self-expression and self-actualization. We’ve invested further in our parks by putting significant dollars towards our waterways and boulevards. We’re keeping our most vital, natural assets not just up to date but world-class.

And we are investing in both racial healing and new development at George Floyd Square. Under the leadership of Senior Project Manager Alexander Kado, we’re currently engaging the community to help inform the future of the 38th and Chicago through street improvements, art projects and healing work, and eventually a memorial.

And by the way, our staff have taken the steps to purchase the Peoples Way site, a critical step to allowing a community vision to rise. If you own the land, you can guide the outcomes. We now own the land, and the community will help us envision the outcome at George Floyd Square.

Budget forecast

Now stay with me as I forecast out what we are seeing in terms of the City budget for this next year.

The reality of everything I have said so far in this speech, every statistic I provided and number-one ranking I bragged about, is true. It’s also true that our world has changed. And changing with it will, at times, be uncertain. Even uncomfortable.

Here’s the reality: budgeting will look different this year. This is not the year to add new, shiny programs. It’s the year to effectively carry out the ones we have. Coming into this year’s budgeting process, we are starting at a projected levy increase of 6.1%. Anything we add to the budget will only increase the levy. And at the very least, as I said earlier, we know we have 12 union contracts up for renewal next year where we expect to see significant wage increases for over 1,000 City employees.

And the big factor – downtown valuation.

I’ve previously provided statistics about the necessity of getting people back downtown, back to work. I’ve provided anecdotes, I’ve heard from people complaining that their favorite sandwich shop closed in the skyway while sitting in their home in the suburbs. And I’ve told some jokes…one in particular that actually united this city for a brief moment, not in laughter, but around the premise that I’m not funny. But I’ll tell you what’s not a joke: residents having to pick up the tab because less taxes are generated from downtown buildings. Lower occupancy leads to decreased valuation. Decreased valuation leads to lower property taxes collected from buildings that can generate as much property taxes as other wards in their entirety. The money has to come from somewhere, so that burden of a regressive tax shifts to residents–both homeowners and renters, disproportionately impacting our low-income residents and seniors.

We pride ourselves on being an inclusive and accessible city. We will neither be inclusive nor accessible by taxing people out of their homes. I know for some property taxes have not been at the forefront of political discourse. That needs to change now.

As I near the end of this year’s address, I want to end with a few heartwarming stories coming out of the City.

First, a gratuitous applause line if you’ll let me. Those Timberwolves, huh? Yeah, pretty exciting stuff. What an exhilarating ride to watch this year. Doing Minneapolis (and Minnesota) proud.

On a cold night last November, a terrifying call came into 911. A 4-year-old boy had fallen through the ice on a pond in North Minneapolis. MPD’s Sergeant Jeremy Depies and Officer Ashley Bergersen rushed to the scene. It was dark and they didn’t immediately see the child. Once they got eyes on his snowpants above the water in the distance, Officer Bergersen crushed her way through the freezing cold ice water to reach the boy and get him to safety. The police officers performed chest compressions until paramedics arrived, doing everything in their power to keep the child alive. This boy is alive today because of their heroic actions. Just last week, Chief O’Hara and the MPD honored these two officers with a Medal of Valor for their actions to save this young life.

For the first 5 months as a Minneapolis resident, Anna didn’t realize she was recycling incorrectly. Anna, by the way is a fake name that was given to a current City employee; we changed the name here to keep her recycling woes a personal story. So, Anna had just moved here from another city and was recycling the way she was used to; that makes sense. But when picking up the trash and recycling, a Public Works employee noticed that Anna was sorting it a little bit wrong and took this information back to the office. They wrote an amazingly helpful letter to Anna explaining how we separate recycling here in Minneapolis, giving tips and additional information. Anna was so impressed that a Public Works employee took the time to write an informative letter advising how to recycle better. Anna appreciated how thoughtful this was–and has indicated that this is great government service. She’s right.

Some of my favorite stories come out of our Stable Homes Stable Schools program. I remember welcoming a family to their new home after they had been jostled around from couches to cars, in temporary stays. And they got a new home. You know what else? A new bed. And what else? Bedding. With trucks, no mermaids, maybe it was action figures; honestly, I don’t remember at all what was on the bedding. But what I do remember is the smile on that little girl’s face when she realized where she was going to sleep that night. In her very own bed; she wasn't sharing it, she wasn't borrowing it. It was hers. Her space to sing and play, her space to grow. This is why we do this work.

The journey of some local artists is a natural progression. They grow up here, they start their career here, they end their career here. But sometimes, some of our best local artists are transplants who now call Minneapolis home. As a fellow transplant, I know first-hand what it is like to fall in love with Minneapolis and decide to make a career here. An Ohio native, Chris Harrison first became involved with the City through our Public Art Advisory Board back in 2012. He has since gone on to find great success, creating murals and dynamic public art installations, and was one of 17 Black artists who created the John Biggers Seed project that spans I-94 on the Olson Memorial Highway bridge. His contribution to this massive, public art includes 304 porcelain and enamel panels that were inserted into the bridge railing. These panels will most certainly live on and be touched by many Minneapolitans for years to come.

So: brimming with possibility. That is a phrase that means something different to me six years into the job. The world around Minneapolis has changed–and so have we. This city has lessons to teach for those willing to listen.

Brimming with possibility does not mean idealism disconnected from reality. Our city is brimming with possibilities, but these possibilities are not guaranteed. There are some bedrock principles that must be acknowledged: our city exists in an eco-system built on balancing competing needs. We do not need to look any further than the competing approaches to rideshare policymaking in the Twin Cities. This shouldn’t be a debate about left versus further left. This should be a debate guided by fact and guided by doing right; yes by drivers, but also riders who need to get to and from a job, who need to pick up their medicine, or experience the city for the first time. We need to recognize the stakes of this policymaking process are high not just for one group but for the broader ecosystem. We can increase the rates for drivers, keep rideshare here, and maintain on momentum on our economic recovery.

Cities, as the governmental backbone of our country, don’t really have the luxury of dealing in the theoretical. High-minded philosophy and political ideology alone do not get the job done for us. Like any other level of government, we debate–and we disagree. But unlike every other level of government, we’ve got to get the job done. We fill the pothole, or we don’t. We get a home built, or we don’t. I’ve learned over the last six years that in the offices we occupy, every day we have an opportunity to make life a little better for people. And progress demands give-and-take.

Reality doesn’t wait for theory to catch up. Minneapolis residents expect a lot of their local government–most importantly, they expect results. And in Minneapolis, we achieve our possibility by saying “we do” and “we can.”

Changes city leaders and advocates have sought for generations are arriving today. We can knock down the K-Mart, breathing new life into a corridor. We can put up eight and half times the amount of deeply affordable housing. We can convert buildings from commercial to residential; make Nicollet Mall a pedestrian space; and achieve permanent implementation of the 2040 plan. We can. Our city is brimming with possibility, and we all make up that team to ensure it’s realized.

Shapps says it will 'take some time' for government process to conclude who was to blame for cyber-attack

Jeremy Quin (Con), chair of the defence committee, asked when the “malign actor” would be named.

Shapps said “if indeed there is a state sponsored actor” involved, there was a process involved for identifying them. He said it would “take some time” to reach conclusions.

Grant Shapps, the defence secretary, has said that “state involvement” in the large-scale cyber attack on the Ministry of Defence (MoD) cannot be ruled out – but without confirming reports that China was responsible.

Jeremy Hunt, the chancellor, has accused Labour of trying to win the election by frightening pensioners with “fake news” about the government having a secret plan to raise income tax by 8p in the pound. (See 3.42pm .)

Rachel Reeves, the shadow chancellor, has tried to counter arguments that Labour is not offering proper change at the election by arguing “stability is change”. Under the Tories, the country would face “five more years of chaos”, she said in a speech. (See 9.01am and 12.10pm .)

University bosses are to attend a Downing Street summit to discuss antisemitism on campuses, as Palestinian solidarity protests continue to escalate at UK universities, with 10 students now vowing to go on hunger strike.

Tobias Ellwood (Con) said that, if this was a physical attack, MPs would be demanding a proportionate reponse, and Nato’s article 5 might even be involved. What would be a proportionate response in this case?

Shapps repeated the point about the government not being sure a state was involved. And he said data did not appear to have been stolen.

But he accepted that Ellwood was right in his general point, about the need not to ignore state involvement in attacks of this kind.

Mark Francois (Con) said that, although the government has been briefing that China was to blame, Shapps was not willing to say so publicly because he was leant on by the Foreign Office. He said the UK should stand up to China as the China stood up to the UK.

Sir Iain Duncan Smith , the former Tory leader and one of the most critical of China (he has been sanctioned by the regime as a result) said that, on the basis of what happened after previous Chinese hacks, it might take two years for the government to declare China responsible. He says the government should put China in the enhanced sphere under the National Security Act 2023. That would mean groups or individuals acting on behalf of China in the UK being subject to tighter controls.

Shapps said that, if he were to commit to that now, he would be pre-judging the results of the inquiry into this incident.

Shapp tells MPs there is no proof yet that Chinese state was involved in MoD cyber-attack

Alicia Kearns (Con), the chair of the foreign affairs committee, asserted that China was responsible for the attack. Pointing out that the government has already blamed China for a cyber-attack on the Electoral Commission, and for trying to obtain information from MPs, she said it was time for the government to recognise that China is acting like an enemy.

Shapps said that in relation to this incident “it is not the case … that there is a proven connection” to China. He went on:

Although we can see a malign actor is involved, we have yet to make the full connection to a state – although I can’t rule that out. But that might be the conclusion. We have no evidence to conclude that way yet.

Shapps confirms SSCL contractor involved in data hack

Shapps told Healey the leak of the news last night was unwelcome. The government was due to announce the news today, he says.

He said the MoD did not think the data has been stolen. But it was making the assumption that it had been, so the appropriate security measures were put in place by people affected, he said.

He confirmed that Healey was right to say SSCL was the contractor involved.

He did not address Healey’s question about China .

After Labour’s John Healey names Shared Services Connected Ltd - SSCL - as the contractor involved in the MoD hack, Defence Secretary Grant Shapps confirms it SSCL says “SSCL plays a central role in delivering the MOD’s vision to transform core payroll, HR and pension services for 230,000 military personal and reservists and 2 million veterans”

John Healey , the shadow defence secretary, condemned the cyber-attack and asked Shapps to explain why news of it had been leaked to the media first.

He said the MoD seemed to be getting worse at avoiding data breaches. They had gone up in number three-fold over the past five years, he said.

And he asked Shapps to comment on claims China was to blame.

Shapps say the system holds personal details of regular and reserve personnel, and of some recently retired veterans. This includes names and bank details, and in some cases addresses, he says.

He says there is no evidence that data has been removed. But he says the MoD is putting in place an eight-point plan to respond.

People are being notified, and given information on data security. He says a phoneline has been set up.

Service personnel are being given access to a commercial personal data protection service.

Changes to the system will be made before payments start again, he says.

Grant Shapps , the defence secretary, is making his statement to MPs about the MoD cyber-attack.

He says a “malign actor” gained access to part of armed forces’ payment network. He went on:

This is an external system completely separate to the core network, and it’s not connected to the main military system. The house will wish to know that it is operated by a contractor and there is evidence of potential failings by them, which may have made it easier for the malign actor to gain entry.

This is being reviewed, he says.

Government will be turning 'blind eye to slaughter of civilians' if arms sales to Israel continue, SNP says

Andrew Mitchell , the deputy foreign secretary, was told the goverment would be turning a blind eye to the “slaughter of tens of thousands of innocent civilians” if it continued armed sales to Israel.

The comment was made by the SNP’s foreign affairs spokesperson, Brendan O’Hara, during a Commons urgent question on Gaza.

O’Hara asked if the Israeli attack on Rafah was the breach of international humanitarian law that Mitchell said last week would lead to arms sales being suspended. He went on:

Or is this yet another example of the UK declaring a red line only for Israel to completely ignore it without condemnation or consequence? Because, minister, we know how this plays out. You plead with them, they ignore you, they do what they want, and you find excuses for them and so a blind eye will be turned to the slaughter of tens of thousands of innocent civilians. And while the UK government calls for more aid to the survivors, it will continue to issue arms export licences. This has been the pattern of behaviour for seven months. Can we expect anything different?

Mitchell said that the government’s position on arms sales had not changed.

But he also said the government was deeply concerned about the situation in Rafah.

We are deeply concerned about the prospect of a military incursion, given the number of civilians that are sheltering there and the importance of that entry point for aid. Entry points for humanitarian aid, including Kerem Shalom, must be reopened quickly to allow aid in. Israel must facilitate immediate uninterrupted humanitarian access in the south, especially the entry of fuel and ensure protection of civilians and safe passage for those who wish to leave Rafah. As yet we have not seen a credible plan to protect civilians.

What has happened to the Lib Dem’s No Confidence motion in today’s HOC business?

The Lib Dems said they were tabling a no confidence motion.

What they did not say is that this is an almost completely pointless gesture because they don’t get to decide what motions will be debated by MPs, and this motion has no more chance of being debated than any of the other motions on the early day motion list.

It would be different if the official opposition tabled a no confidence motion. By convention, they do have to be debated. But Labour is the official opposition.

The Liberal Democrats cannot even be sure of using an opposition day debate to get this debated. There are 20 days set aside per session for opposition day debates, but Labour chooses the motion on 17 of those days, and the other three days are allocated to the third largest party in the Commons, the SNP. In theory the SNP is supposed to share that time with other, smaller parties, but the Lib Dems are not guaranteed anything.

John Swinney accepted his nomination as first minister with some remarks that struck a personal and collegiate tone.

First he reminded the chamber that his wife Elizabeth lives with multiple sclerosis.

She is indefatigable in trying to make sure that MS does not get in the way of her living life to the full, but, much to her frustration, she does often have to rely on her husband for support and assistance.

He thanks her for “the sacrifices she is prepared to make to enable her husband to serve our country as first minster.”

Elsewhere, Swinney took responsibility for his own part in the polarisation of the parliament - his cross-chamber heckles are legendary and he has been rebuked for them by the presiding officer on occasion.

He promised the chamber “that will all stop - I have changed” to laughter from colleagues, though the point is a serious one.

Hunt accuses Reeves of suggesting reducing inflation not a 'big deal'

During Treasury questions this afternoon Jeremy Hunt , the chancellor, also accused his Labour shadow, Rachel Reeves, of implying in her speech this morning that reducing inflation was not a “big deal”. (See 9.01am .)

The biggest single thing we can do to help with cost of living pressures is to bring down inflation. And that seems to be something that escaped the shadow chancellor this morning when she said it wasn’t a big deal to get inflation down to its target. It’s a very, very big deal for families facing a cost of living crisis, and she needs to know that inflation falls by design and not by accident.

Reeves did not quite put it like that in her speech . Her argument was that people did not feel better off, partly because “this is forecast to be the first parliament on record with living standards actually lower at its end than at the start”.

'A man of unfailing courtesy' - Swinney pays tribute to Yousaf

John Swinney , the new Scottish first minister, paid tribute to his predecessor in his speech to MSPs this afternoon. Swinney said:

I’m proud that it was an SNP government that was led by the first woman first minister and then by the first Muslim first minister. I want to pay tribute to Humza Yousaf – a man of unfailing courtesy who served my party but also this parliament and country with distinction.

Swinney urged MSPs to recognise that “despite our political differences, we’re all here because we want the best for Scotland , whatever our specific role happens to be”. And he promised to listen not just to people who voted for pro-independence parties, but also to people who didn’t.

US has long history of college protests: Here's what happened in the past

Pro-Palestinian demonstrators have taken over parts of college campuses across the U.S., the latest in a decades-long string of protests ignited by political activism — some of which have spiraled into violence amid police crackdowns .

In the past, free speech sit-ins quickly escalated into massive rallies, Vietnam War college demonstrations turned deadly and U.S. civil rights protests ended in mass arrests.

The circumstances of each protest were different, but the story is familiar: Young people demanded changes on their campuses or in the world — and their impassioned demonstrations often escalated amid clashes with authorities.

Columbia , the university at the center of the current wave of protests, has even seen similar protests before, including during the Vietnam War in 1968. Demonstrations led the university to end classified war research and stop military recruitment, among other changes, wrote Rosalind Rosenberg, a professor of history at Barnard College, for Barnard Magazine .

Today's demonstrators also have specific changes in mind, often involving divestment from Israel , citing the deaths of more than 34,000 Palestinian people who died in Gaza amid Israel's bombardment and ground assault. That military campaign was triggered by Hamas' incursion into southern Israel on Oct. 7, when about 1,200 people, mostly civilians, were killed and more than 240 people were taken hostage.

But as campus authorities react swiftly, citing safety concerns and calling in police to break up encampents, it's unclear if or how the current protests will influence the Israel-Hamas war.

USA TODAY revisited four monumental campus protests to explain how college protests have become a staple of American life and often influence the outcomes of political strife. Here's a look at how previous campus protests unfolded — and whether they were successful in their causes.

University of California, Berkeley: Free Speech in 1960s

At the University of California Berkeley starting in 1964, students protested the university's limits on political activities and free speech during the civil rights movement and Vietnam-war era.

"In the wake of McCarthyism’s anti-Communist sentiments during the 1950s, public universities in California had enacted numerous regulations limiting students’ political activities ," wrote Karen Aichinger for the Free Speech Center at Middle Tennessee University. "At the University of California, Berkeley, student groups taking part in any on- or off-campus political activities were banned from campus."

What transpired were "small sit-ins and demonstrations" that "escalated into a series of large-scale rallies and protests demanding full constitutional rights on campus," reads the UC Berkeley website.

Nearly 800 students were arrested by local police as a result.

The students' protest ultimately worked in their favor. The university eventually overturned policies that would restrict the content of speech or advocacy, according to the college.

"Today, the Movement stands as a symbol of the importance of protecting and preserving free speech and academic freedom," reads the UC Berkeley website.

Kent State University in Ohio: Vietnam War in 1970

The most prolific university protest of the Vietnam War happened at Kent State University in Ohio in May 1970. Students started protesting the Vietnam War and the U.S. invasion of Cambodia on their campus on May 2. Two days later, the National Guard opened fire into a sea of antiwar protesters and passerbys. The soldiers killed four young people – Allison Krause, Jeffrey Miller, Sandra Scheuer, and William Knox Schroeder – and injured several others with their violence.

"The impact of the shootings was dramatic," wrote Jerry Lewis and Thomas Hensley in an article for Kent State University. "The event triggered a nationwide student strike that forced hundreds of colleges and universities to close."

The shootings also influenced national politics, Lewis and Hensley wrote.

"In The Ends of Power, (H.R.) Haldeman, (a top aide to President Richard Nixon), states that the shootings at Kent State began the slide into Watergate, eventually destroying the Nixon administration," the article reads.

Today, the protest and shootings "certainly come to symbolize the deep political and social divisions that so sharply divided the country during the Vietnam War era," Lewis and Hensley wrote.

Jackson State College in Mississippi: Racial Injustice in 1970

Days after the shootings at Kent State, police opened gunfire at a college dormitory Jackson State College in Mississippi, a school with a predominantly Black student population.

Black students there were protesting racial injustice, including how they were treated by white drivers speeding on campus, according to the university .

Police received a call that Black young people were throwing rocks at white drivers near the campus. Police arrived at the scene and shot hundreds of bullets into Alexander Hall, according to an FBI report, NPR reported . Police killed two students – Phillip Lafayette Gibbs and James Earl Green – and injured 12 others. The college also canceled its graduation due to the killings and unrest.

At a 2021 commencement ceremony, the university honored 74 of the students who were unable to walk the stage in 1970, NBC reported . At the commencement ceremony, Jackson Mayor Chokwe Antar Lumumba said police “unjustly gunned down two innocent young Black men, terrorized and traumatized a community of Black students and committed one of the gravest sins in our city’s history," NBC reported .

The killings at Jackson State College and Kent State University national sparked outrage. College students across the nation protested on their campuses, according to the Zinn Education Project , a collaboration of historical content from the groups Rethinking Schools and Teaching for Change .

"The spring of 1970 saw the first general student strike in the history of the United States, students from over four hundred colleges and universities calling off classes to protest the invasion of Cambodia, the Kent State affair, the killing of two black students at Jackson State College in Mississippi, and the continuation of the war," wrote Howard Zinn in the book "You Can't Be Neutral on a Moving Train ."

Angus Johnston, an adjunct assistant professor at Hostos Community College of the City University of New York and a historian of student activism, said after both events: "There was a period of about 30 years or so where it tended to be fairly unlikely that campuses would respond with mass arrests even in the case of admin building occupations."

Nationwide: South Africa anti-Apartheid protests in 1985

Another form of popular college campus protest occurred in the 1980's. Students across the country wanted their colleges to cut ties with groups that supported from the South African apartheid.

"Under apartheid, race restricted every aspect of life for South Africans who were Black, Indian and colored — a multiracial classification created by the government," The New York Times reported . "There were strict limits on where they could live, attend school, work and travel.

Columbia University was at the center of the movement. Students led by the Coalition for a Free South Africa at Columbia University "blockaded Hamilton Hall, the university’s administrative building, leading to the first successful divestiture campaign at the university," reads a summary of the events from the Zinn Education Project .

There was less pushback for protesters during this time, due to a “certain embarrassment among elites in the United States that there was complicity with South Africa’s white government,” said Daniel Farber, a history professor at the University of Kansas who has studied American activism, reports Vox Media .

Columbia University was one of the first colleges to divest from doing business with South Africa and 155 universities followed suit. U.S. Congress also passed the Comprehensive Anti-Apartheid Act in 1986, which aimed to prevent new trade and investment between the nation and South Africa.

What is the future of college protests in America?

Free speech experts told USA TODAY that students should continue to peacefully protest in open campus spaces to avoid conflict.

Alex Morey, the director of campus rights advocacy for the Foundation for Individual Rights and Expression, encourages universities to remain neutral in times of unrest and not to call in authorities unless a demonstration turns violent. The national nonprofit defends Americans rights to free speech and thought.

"Peaceful protest is a hallmark of a healthy speech climate on American college campuses and it has been for decades – whether it's the Berkeley free speech movement, or students protesting the Vietnam War era or civil rights," Morey said. "Generations of students have felt passionately about certain issues and the open air places on campuses are great places to support their views."
