Pew Research Center conducted this analysis to understand the nuances among Black people on issues of racial inequality and social change in the United States. This in-depth survey explores differences among Black Americans in their views on the social status of the Black population in the U.S.; their assessments of racial inequality; their visions for institutional and social change; and their outlook on the chances that these improvements will be made. The analysis is the latest in the Center’s series of in-depth surveys of public opinion among Black Americans (read the first, “ Faith Among Black Americans ” and “ Race Is Central to Identity for Black Americans and Affects How They Connect With Each Other ”).

The online survey of 3,912 Black U.S. adults was conducted Oct. 4-17, 2021. Black U.S. adults include those who are single-race, non-Hispanic Black Americans; multiracial non-Hispanic Black Americans; and adults who indicate they are Black and Hispanic. The survey includes 1,025 Black adults on Pew Research Center’s American Trends Panel (ATP) and 2,887 Black adults on Ipsos’ KnowledgePanel. Respondents on both panels are recruited through national, random sampling of residential addresses.

Recruiting panelists by phone or mail ensures that nearly all U.S. Black adults have a chance of selection. This gives us confidence that any sample can represent the whole population (see our Methods 101 explainer on random sampling). Here are the questions used for the survey of Black adults, along with its responses and methodology .

The terms “Black Americans,” “Black people” and “Black adults” are used interchangeably throughout this report to refer to U.S. adults who self-identify as Black, either alone or in combination with other races or Hispanic identity.

Throughout this report, “Black, non-Hispanic” respondents are those who identify as single-race Black and say they have no Hispanic background. “Black Hispanic” respondents are those who identify as Black and say they have Hispanic background. We use the terms “Black Hispanic” and “Hispanic Black” interchangeably. “Multiracial” respondents are those who indicate two or more racial backgrounds (one of which is Black) and say they are not Hispanic.

Respondents were asked a question about how important being Black was to how they think about themselves. In this report, we use the term “being Black” when referencing responses to this question.

In this report, “immigrant” refers to people who were not U.S. citizens at birth – in other words, those born outside the U.S., Puerto Rico or other U.S. territories to parents who were not U.S. citizens. We use the terms “immigrant,” “born abroad” and “foreign-born” interchangeably.

Throughout this report, “Democrats and Democratic leaners” and just “Democrats” both refer to respondents who identify politically with the Democratic Party or who are independent or some other party but lean toward the Democratic Party. “Republicans and Republican leaners” and just “Republicans” both refer to respondents who identify politically with the Republican Party or are independent or some other party but lean toward the Republican Party.

Respondents were asked a question about their voter registration status. In this report, respondents are considered registered to vote if they self-report being absolutely certain they are registered at their current address. Respondents are considered not registered to vote if they report not being registered or express uncertainty about their registration.

To create the upper-, middle- and lower-income tiers, respondents’ 2020 family incomes were adjusted for differences in purchasing power by geographic region and household size. Respondents were then placed into income tiers: “Middle income” is defined as two-thirds to double the median annual income for the entire survey sample. “Lower income” falls below that range, and “upper income” lies above it. More than a year after the murder of George Floyd and the national protests, debate and political promises that ensued, 65% of Black Americans say the increased national attention on racial inequality has not led to changes that improved their lives. 1 And 44% say equality for Black people in the United States is not likely to be achieved, according to newly released findings from an October 2021 survey of Black Americans by Pew Research Center.

This is somewhat of a reversal in views from September 2020, when half of Black adults said the increased national focus on issues of race would lead to major policy changes to address racial inequality in the country and 56% expected changes that would make their lives better.

At the same time, many Black Americans are concerned about racial discrimination and its impact. Roughly eight-in-ten say they have personally experienced discrimination because of their race or ethnicity (79%), and most also say discrimination is the main reason many Black people cannot get ahead (68%).  

Even so, Black Americans have a clear vision for how to achieve change when it comes to racial inequality. This includes support for significant reforms to or complete overhauls of several U.S. institutions to ensure fair treatment, particularly the criminal justice system; political engagement, primarily in the form of voting; support for Black businesses to advance Black communities; and reparations in the forms of educational, business and homeownership assistance. Yet alongside their assessments of inequality and ideas about progress exists pessimism about whether U.S. society and its institutions will change in ways that would reduce racism.

These findings emerge from an extensive Pew Research Center survey of 3,912 Black Americans conducted online Oct. 4-17, 2021. The survey explores how Black Americans assess their position in U.S. society and their ideas about social change. Overall, Black Americans are clear on what they think the problems are facing the country and how to remedy them. However, they are skeptical that meaningful changes will take place in their lifetime.

Black Americans see racism in our laws as a big problem and discrimination as a roadblock to progress

Black adults were asked in the survey to assess the current nature of racism in the United States and whether structural or individual sources of this racism are a bigger problem for Black people. About half of Black adults (52%) say racism in our laws is a bigger problem than racism by individual people, while four-in-ten (43%) say acts of racism committed by individual people is the bigger problem. Only 3% of Black adults say that Black people do not experience discrimination in the U.S. today.

In assessing the magnitude of problems that they face, the majority of Black Americans say racism (63%), police brutality (60%) and economic inequality (54%) are extremely or very big problems for Black people living in the U.S. Slightly smaller shares say the same about the affordability of health care (47%), limitations on voting (46%), and the quality of K-12 schools (40%).

Aside from their critiques of U.S. institutions, Black adults also feel the impact of racial inequality personally. Most Black adults say they occasionally or frequently experience unfair treatment because of their race or ethnicity (79%), and two-thirds (68%) cite racial discrimination as the main reason many Black people cannot get ahead today.

Black Americans’ views on reducing racial inequality

Black Americans are clear on the challenges they face because of racism. They are also clear on the solutions. These range from overhauls of policing practices and the criminal justice system to civic engagement and reparations to descendants of people enslaved in the United States.

Changing U.S. institutions such as policing, courts and prison systems

About nine-in-ten Black adults say multiple aspects of the criminal justice system need some kind of change (minor, major or a complete overhaul) to ensure fair treatment, with nearly all saying so about policing (95%), the courts and judicial process (95%), and the prison system (94%).

Roughly half of Black adults say policing (49%), the courts and judicial process (48%), and the prison system (54%) need to be completely rebuilt for Black people to be treated fairly. Smaller shares say the same about the political system (42%), the economic system (37%) and the health care system (34%), according to the October survey.

While Black Americans are in favor of significant changes to policing, most want spending on police departments in their communities to stay the same (39%) or increase (35%). A little more than one-in-five (23%) think spending on police departments in their area should be decreased.

Black adults who favor decreases in police spending are most likely to name medical, mental health and social services (40%) as the top priority for those reappropriated funds. Smaller shares say K-12 schools (25%), roads, water systems and other infrastructure (12%), and reducing taxes (13%) should be the top priority.

Voting and ‘buying Black’ viewed as important strategies for Black community advancement

Black Americans also have clear views on the types of political and civic engagement they believe will move Black communities forward. About six-in-ten Black adults say voting (63%) and supporting Black businesses or “buying Black” (58%) are extremely or very effective strategies for moving Black people toward equality in the U.S. Smaller though still significant shares say the same about volunteering with organizations dedicated to Black equality (48%), protesting (42%) and contacting elected officials (40%).

Black adults were also asked about the effectiveness of Black economic and political independence in moving them toward equality. About four-in-ten (39%) say Black ownership of all businesses in Black neighborhoods would be an extremely or very effective strategy for moving toward racial equality, while roughly three-in-ten (31%) say the same about establishing a national Black political party. And about a quarter of Black adults (27%) say having Black neighborhoods governed entirely by Black elected officials would be extremely or very effective in moving Black people toward equality.

Most Black Americans support repayment for slavery

Discussions about atonement for slavery predate the founding of the United States. As early as 1672 , Quaker abolitionists advocated for enslaved people to be paid for their labor once they were free. And in recent years, some U.S. cities and institutions have implemented reparations policies to do just that.

Most Black Americans say the legacy of slavery affects the position of Black people in the U.S. either a great deal (55%) or a fair amount (30%), according to the survey. And roughly three-quarters (77%) say descendants of people enslaved in the U.S. should be repaid in some way.

Black adults who say descendants of the enslaved should be repaid support doing so in different ways. About eight-in-ten say repayment in the forms of educational scholarships (80%), financial assistance for starting or improving a business (77%), and financial assistance for buying or remodeling a home (76%) would be extremely or very helpful. A slightly smaller share (69%) say cash payments would be extremely or very helpful forms of repayment for the descendants of enslaved people.

Where the responsibility for repayment lies is also clear for Black Americans. Among those who say the descendants of enslaved people should be repaid, 81% say the U.S. federal government should have all or most of the responsibility for repayment. About three-quarters (76%) say businesses and banks that profited from slavery should bear all or most of the responsibility for repayment. And roughly six-in-ten say the same about colleges and universities that benefited from slavery (63%) and descendants of families who engaged in the slave trade (60%).

Black Americans are skeptical change will happen

Even though Black Americans’ visions for social change are clear, very few expect them to be implemented. Overall, 44% of Black adults say equality for Black people in the U.S. is a little or not at all likely. A little over a third (38%) say it is somewhat likely and only 13% say it is extremely or very likely.

They also do not think specific institutions will change. Two-thirds of Black adults say changes to the prison system (67%) and the courts and judicial process (65%) that would ensure fair treatment for Black people are a little or not at all likely in their lifetime. About six-in-ten (58%) say the same about policing. Only about one-in-ten say changes to policing (13%), the courts and judicial process (12%), and the prison system (11%) are extremely or very likely.

This pessimism is not only about the criminal justice system. The majority of Black adults say the political (63%), economic (62%) and health care (51%) systems are also unlikely to change in their lifetime.

Black Americans’ vision for social change includes reparations. However, much like their pessimism about institutional change, very few think they will see reparations in their lifetime. Among Black adults who say the descendants of people enslaved in the U.S. should be repaid, 82% say reparations for slavery are unlikely to occur in their lifetime. About one-in-ten (11%) say repayment is somewhat likely, while only 7% say repayment is extremely or very likely to happen in their lifetime.

Black Democrats, Republicans differ on assessments of inequality and visions for social change

Party affiliation is one key point of difference among Black Americans in their assessments of racial inequality and their visions for social change. Black Republicans and Republican leaners are more likely than Black Democrats and Democratic leaners to focus on the acts of individuals. For example, when summarizing the nature of racism against Black people in the U.S., the majority of Black Republicans (59%) say racist acts committed by individual people is a bigger problem for Black people than racism in our laws. Black Democrats (41%) are less likely to hold this view.

Black Republicans (45%) are also more likely than Black Democrats (21%) to say that Black people who cannot get ahead in the U.S. are mostly responsible for their own condition. And while similar shares of Black Republicans (79%) and Democrats (80%) say they experience racial discrimination on a regular basis, Republicans (64%) are more likely than Democrats (36%) to say that most Black people who want to get ahead can make it if they are willing to work hard.

On the other hand, Black Democrats are more likely than Black Republicans to focus on the impact that racial inequality has on Black Americans. Seven-in-ten Black Democrats (73%) say racial discrimination is the main reason many Black people cannot get ahead in the U.S, while about four-in-ten Black Republicans (44%) say the same. And Black Democrats are more likely than Black Republicans to say racism (67% vs. 46%) and police brutality (65% vs. 44%) are extremely big problems for Black people today.

Black Democrats are also more critical of U.S. institutions than Black Republicans are. For example, Black Democrats are more likely than Black Republicans to say the prison system (57% vs. 35%), policing (52% vs. 29%) and the courts and judicial process (50% vs. 35%) should be completely rebuilt for Black people to be treated fairly.

While the share of Black Democrats who want to see large-scale changes to the criminal justice system exceeds that of Black Republicans, they share similar views on police funding. Four-in-ten each of Black Democrats and Black Republicans say funding for police departments in their communities should remain the same, while around a third of each partisan coalition (36% and 37%, respectively) says funding should increase. Only about one-in-four Black Democrats (24%) and one-in-five Black Republicans (21%) say funding for police departments in their communities should decrease.

Among the survey’s other findings:

Black adults differ by age in their views on political strategies. Black adults ages 65 and older (77%) are most likely to say voting is an extremely or very effective strategy for moving Black people toward equality. They are significantly more likely than Black adults ages 18 to 29 (48%) and 30 to 49 (60%) to say this. Black adults 65 and older (48%) are also more likely than those ages 30 to 49 (38%) and 50 to 64 (42%) to say protesting is an extremely or very effective strategy. Roughly four-in-ten Black adults ages 18 to 29 say this (44%).

Gender plays a role in how Black adults view policing. Though majorities of Black women (65%) and men (56%) say police brutality is an extremely big problem for Black people living in the U.S. today, Black women are more likely than Black men to hold this view. When it comes to criminal justice, Black women (56%) and men (51%) are about equally likely to share the view that the prison system should be completely rebuilt to ensure fair treatment of Black people. However, Black women (52%) are slightly more likely than Black men (45%) to say this about policing. On the matter of police funding, Black women (39%) are slightly more likely than Black men (31%) to say police funding in their communities should be increased. On the other hand, Black men are more likely than Black women to prefer that funding stay the same (44% vs. 36%). Smaller shares of both Black men (23%) and women (22%) would like to see police funding decreased.

Income impacts Black adults’ views on reparations. Roughly eight-in-ten Black adults with lower (78%), middle (77%) and upper incomes (79%) say the descendants of people enslaved in the U.S. should receive reparations. Among those who support reparations, Black adults with upper and middle incomes (both 84%) are more likely than those with lower incomes (75%) to say educational scholarships would be an extremely or very helpful form of repayment. However, of those who support reparations, Black adults with lower (72%) and middle incomes (68%) are more likely than those with higher incomes (57%) to say cash payments would be an extremely or very helpful form of repayment for slavery.

  • Black adults in the September 2020 survey only include those who say their race is Black alone and are non-Hispanic. The same is true only for the questions of improvements to Black people’s lives and equality in the United States in the October 2021 survey. Throughout the rest of this report, Black adults include those who say their race is Black alone and non-Hispanic; those who say their race is Black and at least one other race and non-Hispanic; or Black and Hispanic, unless otherwise noted. ↩

A pandemic that disproportionately affected communities of color, roadblocks that obstructed efforts to expand the franchise and protect voting discrimination, a growing movement to push anti-racist curricula out of schools – events over the past year have only underscored how prevalent systemic racism and bias is in America today.

What can be done to dismantle centuries of discrimination in the U.S.? How can a more equitable society be achieved? What makes racism such a complicated problem to solve? Black History Month is a time marked for honoring and reflecting on the experience of Black Americans, and it is also an opportunity to reexamine our nation’s deeply embedded racial problems and the possible solutions that could help build a more equitable society.

Stanford scholars are tackling these issues head-on in their research from the perspectives of history, education, law and other disciplines. For example, historian Clayborne Carson is working to preserve and promote the legacy of Martin Luther King Jr. and religious studies scholar Lerone A. Martin has joined Stanford to continue expanding access and opportunities to learn from King’s teachings; sociologist Matthew Clair is examining how the criminal justice system can end a vicious cycle involving the disparate treatment of Black men; and education scholar Subini Ancy Annamma is studying ways to make education more equitable for historically marginalized students.

Understanding the impact of racism; advancing justice

One of the hardest elements of advancing racial justice is helping everyone understand the ways in which they are involved in a system or structure that perpetuates racism, according to Stanford legal scholar Ralph Richard Banks.

“The starting point for the center is the recognition that racial inequality and division have long been the fault line of American society. Thus, addressing racial inequity is essential to sustaining our nation, and furthering its democratic aspirations,” said Banks , the Jackson Eli Reynolds Professor of Law at Stanford Law School and co-founder of the Stanford Center for Racial Justice .

This sentiment was echoed by Stanford researcher Rebecca Hetey . One of the obstacles in solving inequality is people’s attitudes towards it, Hetey said. “One of the barriers of reducing inequality is how some people justify and rationalize it.”

Understanding racism in the criminal justice system

Research has shown that time and time again, inequality is embedded into all facets of the criminal justice system. From being arrested to being charged, convicted and sentenced, people of color – particularly Black men – are disproportionately targeted by the police.

The civil rights movement was a struggle for social justice that took place mainly during the 1950s and 1960s for Black Americans to gain equal rights under the law in the United States. The Civil War officially abolished slavery , but it didn’t end discrimination against Black people—they continued to endure the devastating effects of racism, especially in the South. By the mid-20th century, Black Americans, along with many other Americans, mobilized and began an unprecedented fight for equality that spanned two decades.

Jim Crow Laws

During Reconstruction , Black people took on leadership roles like never before. They held public office and sought legislative changes for equality and the right to vote.

In 1868, the 14th Amendment to the Constitution gave Black people equal protection under the law. In 1870, the 15th Amendment granted Black American men the right to vote. Still, many white Americans, especially those in the South, were unhappy that people they’d once enslaved were now on a more-or-less equal playing field.

To marginalize Black people, keep them separate from white people and erase the progress they’d made during Reconstruction, “ Jim Crow ” laws were established in the South beginning in the late 19th century. Black people couldn’t use the same public facilities as white people, live in many of the same towns or go to the same schools. Interracial marriage was illegal, and most Black people couldn’t vote because they were unable to pass voter literacy tests.

Jim Crow laws weren’t adopted in northern states; however, Black people still experienced discrimination at their jobs or when they tried to buy a house or get an education. To make matters worse, laws were passed in some states to limit voting rights for Black Americans.

Moreover, southern segregation gained ground in 1896 when the U.S. Supreme Court declared in Plessy v. Ferguson that facilities for Black and white people could be “separate but equal."

World War II and Civil Rights

Prior to World War II , most Black people worked as low-wage farmers, factory workers, domestics or servants. By the early 1940s, war-related work was booming, but most Black Americans weren’t given better-paying jobs. They were also discouraged from joining the military.

After thousands of Black people threatened to march on Washington to demand equal employment rights, President Franklin D. Roosevelt issued Executive Order 8802 on June 25, 1941. It opened national defense jobs and other government jobs to all Americans regardless of race, creed, color or national origin.

Black men and women served heroically in World War II, despite suffering segregation and discrimination during their deployment. The Tuskegee Airmen broke the racial barrier to become the first Black military aviators in the U.S. Army Air Corps and earned more than 150 Distinguished Flying Crosses. Yet many Black veterans were met with prejudice and scorn upon returning home. This was a stark contrast to why America had entered the war to begin with—to defend freedom and democracy in the world.

As the Cold War began, President Harry Truman initiated a civil rights agenda, and in 1948 issued Executive Order 9981 to end discrimination in the military. These events helped set the stage for grass-roots initiatives to enact racial equality legislation and incite the civil rights movement.

On December 1, 1955, a 42-year-old woman named Rosa Parks found a seat on a Montgomery, Alabama bus after work. Segregation laws at the time stated Black passengers must sit in designated seats at the back of the bus, and Parks complied.

When a white man got on the bus and couldn’t find a seat in the white section at the front of the bus, the bus driver instructed Parks and three other Black passengers to give up their seats. Parks refused and was arrested.

As word of her arrest ignited outrage and support, Parks unwittingly became the “mother of the modern-day civil rights movement.” Black community leaders formed the Montgomery Improvement Association (MIA) led by Baptist minister Martin Luther King Jr ., a role which would place him front and center in the fight for civil rights.

Parks’ courage incited the MIA to stage a boycott of the Montgomery bus system . The Montgomery Bus Boycott lasted 381 days. On November 14, 1956, the Supreme Court ruled segregated seating was unconstitutional. 

Little Rock Nine

In 1954, the civil rights movement gained momentum when the United States Supreme Court made segregation illegal in public schools in the case of Brown v. Board of Education . In 1957, Central High School in Little Rock, Arkansas asked for volunteers from all-Black high schools to attend the formerly segregated school.

On September 4, 1957, nine Black students, known as the Little Rock Nine , arrived at Central High School to begin classes but were instead met by the Arkansas National Guard (on order of Governor Orval Faubus) and a screaming, threatening mob. The Little Rock Nine tried again a couple of weeks later and made it inside, but had to be removed for their safety when violence ensued.

Finally, President Dwight D. Eisenhower intervened and ordered federal troops to escort the Little Rock Nine to and from classes at Central High. Still, the students faced continual harassment and prejudice.

Their efforts, however, brought much-needed attention to the issue of desegregation and fueled protests on both sides of the issue.

Civil Rights Act of 1957

Even though all Americans had gained the right to vote, many southern states made it difficult for Black citizens. They often required prospective voters of color to take literacy tests that were confusing, misleading and nearly impossible to pass.

Wanting to show a commitment to the civil rights movement and minimize racial tensions in the South, the Eisenhower administration pressured Congress to consider new civil rights legislation.

On September 9, 1957, President Eisenhower signed the Civil Rights Act of 1957 into law, the first major civil rights legislation since Reconstruction. It allowed federal prosecution of anyone who tried to prevent someone from voting. It also created a commission to investigate voter fraud.

Sit-In at Woolworth's Lunch Counter

Despite making some gains, Black Americans still experienced blatant prejudice in their daily lives. On February 1, 1960, four college students took a stand against segregation in Greensboro, North Carolina when they refused to leave a Woolworth’s lunch counter without being served.

Over the next several days, hundreds of people joined their cause in what became known as the Greensboro sit-ins. After some were arrested and charged with trespassing, protesters launched a boycott of all segregated lunch counters until the owners caved and the original four students were finally served at the Woolworth’s lunch counter where they’d first stood their ground.

Their efforts spearheaded peaceful sit-ins and demonstrations in dozens of cities and helped launch the Student Nonviolent Coordinating Committee to encourage all students to get involved in the civil rights movement. It also caught the eye of young college graduate Stokely Carmichael , who joined the SNCC during the Freedom Summer of 1964 to register Black voters in Mississippi. In 1966, Carmichael became the chair of the SNCC, giving his famous speech in which he originated the phrase "Black power.”

Freedom Riders

On May 4, 1961, 13 “ Freedom Riders ”—seven Black and six white activists–mounted a Greyhound bus in Washington, D.C. , embarking on a bus tour of the American south to protest segregated bus terminals. They were testing the 1960 decision by the Supreme Court in Boynton v. Virginia that declared the segregation of interstate transportation facilities unconstitutional.

Facing violence from both police officers and white protesters, the Freedom Rides drew international attention. On Mother’s Day 1961, the bus reached Anniston, Alabama, where a mob mounted the bus and threw a bomb into it. The Freedom Riders escaped the burning bus but were badly beaten. Photos of the bus engulfed in flames were widely circulated, and the group could not find a bus driver to take them further. U.S. Attorney General Robert F. Kennedy (brother to President John F. Kennedy ) negotiated with Alabama Governor John Patterson to find a suitable driver, and the Freedom Riders resumed their journey under police escort on May 20. But the officers left the group once they reached Montgomery, where a white mob brutally attacked the bus. Attorney General Kennedy responded to the riders—and a call from Martin Luther King Jr.—by sending federal marshals to Montgomery.

On May 24, 1961, a group of Freedom Riders reached Jackson, Mississippi. Though met with hundreds of supporters, the group was arrested for trespassing in a “whites-only” facility and sentenced to 30 days in jail. Attorneys for the National Association for the Advancement of Colored People ( NAACP ) brought the matter to the U.S. Supreme Court, which reversed the convictions. Hundreds of new Freedom Riders were drawn to the cause, and the rides continued.

In the fall of 1961, under pressure from the Kennedy administration, the Interstate Commerce Commission issued regulations prohibiting segregation in interstate transit terminals

March on Washington

Arguably one of the most famous events of the civil rights movement took place on August 28, 1963: the March on Washington . It was organized and attended by civil rights leaders such as A. Philip Randolph , Bayard Rustin and Martin Luther King Jr.

More than 200,000 people of all races congregated in Washington, D. C. for the peaceful march with the main purpose of forcing civil rights legislation and establishing job equality for everyone. The highlight of the march was King’s speech in which he continually stated, “I have a dream…”

King’s “ I Have a Dream” speech galvanized the national civil rights movement and became a slogan for equality and freedom.

Civil Rights Act of 1964

President Lyndon B. Johnson signed the Civil Rights Act of 1964 —legislation initiated by President John F. Kennedy before his assassination —into law on July 2 of that year.

King and other civil rights activists witnessed the signing. The law guaranteed equal employment for all, limited the use of voter literacy tests and allowed federal authorities to ensure public facilities were integrated.

Bloody Sunday

On March 7, 1965, the civil rights movement in Alabama took an especially violent turn as 600 peaceful demonstrators participated in the Selma to Montgomery march to protest the killing of Black civil rights activist Jimmie Lee Jackson by a white police officer and to encourage legislation to enforce the 15th amendment.

As the protesters neared the Edmund Pettus Bridge, they were blocked by Alabama state and local police sent by Alabama Governor George C. Wallace, a vocal opponent of desegregation. Refusing to stand down, protesters moved forward and were viciously beaten and teargassed by police and dozens of protesters were hospitalized.

The entire incident was televised and became known as “ Bloody Sunday .” Some activists wanted to retaliate with violence, but King pushed for nonviolent protests and eventually gained federal protection for another march.

Voting Rights Act of 1965

When President Johnson signed the Voting Rights Act into law on August 6, 1965, he took the Civil Rights Act of 1964 several steps further. The new law banned all voter literacy tests and provided federal examiners in certain voting jurisdictions. 

It also allowed the attorney general to contest state and local poll taxes. As a result, poll taxes were later declared unconstitutional in Harper v. Virginia State Board of Elections in 1966.

Part of the Act was walked back decades later, in 2013, when a Supreme Court decision ruled that Section 4(b) of the Voting Rights Act was unconstitutional, holding that the constraints placed on certain states and federal review of states' voting procedures were outdated.

Civil Rights Leaders Assassinated

The civil rights movement had tragic consequences for two of its leaders in the late 1960s. On February 21, 1965, former Nation of Islam leader and Organization of Afro-American Unity founder Malcolm X was assassinated at a rally.

On April 4, 1968, civil rights leader and Nobel Peace Prize recipient Martin Luther King Jr. was assassinated on his hotel room's balcony. Emotionally-charged looting and riots followed, putting even more pressure on the Johnson administration to push through additional civil rights laws.

Fair Housing Act of 1968

The Fair Housing Act became law on April 11, 1968, just days after King’s assassination. It prevented housing discrimination based on race, sex, national origin and religion. It was also the last legislation enacted during the civil rights era.

The civil rights movement was an empowering yet precarious time for Black Americans. The efforts of civil rights activists and countless protesters of all races brought about legislation to end segregation, Black voter suppression and discriminatory employment and housing practices.

Freedom, Equality, Race

This essay explores some of the reasons for the continuing power of racial categorization in our era, and thus offers some friendly amendments to the more optimistic renderings of the term  post-racial.  Focusing mainly on the relationship between black and white Americans, it argues that the widespread embrace of universal values of freedom and equality, which most regard as antidotes to racial exclusion, actually reinforce it. The internal logic of these categories requires the construction of the “other.” In America, where freedom and equality still stand at the contested center of collective identity, a history of racial oppression informs the very meaning of these terms. Thus the irony: much of the effort exerted to transcend race tends to fuel continuing division.

Our current era of race relations in America maintains racial distinctions largely through the expectation that they will soon disappear. This stands in contrast with previous periods, in which such categories as black and white counted as durable facts of descent and destiny. One side of the current race debate plays up the disappearance of racial distinctions, sometimes by exaggerating the virtues of color blindness. The other side guards against the diminishment of such distinctions, at times going so far as to equate current racial problems with the dark and distant past of slavery and Jim Crow. For the first camp–what we might call a “party of hope”– current racial realities signal the promise of a raceless future where skin color may have no more societal import than does eye color. The second –a “party of memory”–aims for a similar goal, but it generally casts its ultimate purpose in more pluralistic terms. This party finds the waning of timeworn forms of racial identity, along with the deeply etched barriers that gave rise to them, threatening to the very political movements that might bring about lasting positive change. Ironically, the party of memory finds what the party of hope would call racial progress somewhat dangerous to ultimate racial justice. No less curious is the party of hope’s prevailing expectation that after more than two hundred years of constant racial strife, black and white identity in the United States will simply fade away.

In some ways, the expectation that race will disappear seems particular to our era of race relations; but in other ways, the thought goes back quite far. Most Americans have always regarded the abiding values of our country as universal, and therefore raceless. Because they think of such principles as equality and freedom in this way, they believe that eventually, in an essentially good and fair country such as ours, these high ideals will prevail over the more parochial values that keep us apart. Historically, this progressive mindset has come with many good intentions on the race question but much less follow-up. For this and other reasons it has long been an object of attack for scholars of the African American experience. Those who believe that racial problems will go away on their own tend not to act directly to solve them, or they put forth half-stepping measures that address some issues but invent, reinvent, or exacerbate others. Over time, this tendency has contributed mightily to the cloud of betrayal that hangs constantly, and sometimes ominously, over the American racial discourse. At its worst, the seemingly benign idea of progress, which many still regard as the soul of the American dream, can serve as a mask for crass class interest, or can allow racists to “blame the victim” and thus to deny the cruel meaning of their anti-democratic views. Yet these consequences of progress do not contradict the meaning of such foundational values as freedom and equality so much as they manifest their inner logic.

It is worth remembering the uncomfortable and often repeated fact that our most cherished American principles have as one of their most important sources the minds of slavemasters and slave traders. Discerning observers of the American experience, such as the historian Edmund Morgan, have demonstrated a necessary relationship between the freedom cries of slavemasters and their status as absolute rulers of stateless men and women who were regarded primarily as property and as human beings in a much less formal register. In American Slavery, American Freedom (1975), Morgan argues that ruling-class Southerners at the time of the American Revolution–Patrick Henry, for example–tended to associate all subordination with the wretched condition of their slaves. 1 They employed this analogy in their idealistic insistence on freedom from the British. Henry’s famous eruption on the floor of the Continental Congress, “Give me liberty or give me death,” marked him as a radical republican, one ready to pay the highest price for independence. Nevertheless, the reverberant utterance of this slaveholding Virginian (and others like him) bequeathed a cruel legacy to generations of Americans. Unlike free white men, Henry’s slaves lived under the very condition that would presumably have driven their freedom-loving master to kill and to die. Henry’s formulation, oddly, justified the degradation of African Americans by the very condition that the degradation caused; in no small measure, it associated blackness with shame. Though they lived to guarantee the freedom of supposedly independent men, and yearned for freedom in their own terms despite their abasement, African Americans suffered for how starkly they symbolized what white men both feared and despised.

Many writers have observed that the Enlightenment, through its emphasis on human powers, gave freedom its modern meaning; but it also codified the modern idea of race as one way to distinguish those worthy of liberty from the irrational, uncivilized, and superstitious “others” who supposedly lived in a perpetual past. In other words, this period handed down most of the reasons to believe in race along with the justifications for despising and resisting it. As the Enlightenment gave life to the modern concept of race, it created the conditions that force us to explain and theorize this category incessantly. In the hands of early race theorists such as Linnaeus, Blumenbach, and de Buffon, seemingly objective biological categories like skin color and skull size served as impartial measures that positioned man as a subject of his own scientific inquiry and thus as an object of new forms of power/ knowledge that enabled the shaping and control of populations. Thus, human freedom in this era, and thereafter, depended crucially on a thoroughgoing form of subjection that created its own human hierarchies, which in some ways reinscribed ancient ideas of descent and inheritance but now with new and highly influential scientific imprimatur. As the modern concept of freedom carried with it the inclusive language of universalism, it also privileged certain human qualities: rationality, possession of nature or property, power, resistance, and autonomy, to name a few. Instead of membership in humanity as it is, freedom signified communion with humanity as it ought to be . Those who failed to qualify for this imagined ideal often faced terrible consequences, as the long history of slavery, imperialism, sexism, and class oppression demonstrates amply.

From their inception, the concepts of freedom and race have reinforced each other in the making of modernity; they continue to do so today, though the concept of race has shifted in its definitional grounding, from nature to culture. Despite the fact that some of the old biological valences remain active, the post-civil rights concept of race relies mainly on values, modes of signifying, and behavior. Rather than membership in a biological group, “whiteness” represents a cultural norm that non-whites may receive rewards for adopting– though acquiring the necessary cultural capital to do so can prove almost impossible for many. Here, as the social theorist Etienne Balibar points out, the work of exclusion occurs through the regulation of inclusion rather than forming an absolute line of demarcation between the races. 2 Those able to conform to the normalizing logic of post-civil rights “whiteness” live freer lives than those who cannot, as the dismal statistics showing racial disparities in wealth, health, education, and criminal justice reveal so evidently. Under this regime, the work of racial exclusion can occur quite efficiently but without overt racism. In contrast with the frontal assault of the pre-civil rights racial regime, which occurred more or less in the open, the new dispensation conducts most of its oppressive labor behind a smokescreen of elaborate racial etiquette and discursive deflection that communicates racial fear and aversion across an ever wider range of signification.

In its more recent cultural guise, race continues to play a strategic role on the exclusionary side of modern freedom; for the excluded, however, racial identity still has deep attractions, partly because the sheer existence of barriers to full social advancement provides a backdrop against which group solidarity might be perceived in moral terms: as part of a long and righteous struggle for freedom. This idea is well established among African Americans, who, out of the necessity of historic struggle, have formed an alternately heroic, sacrificial, and sometimes melodramatic sense of group belonging laden with collective memories of struggle on the wrong side of the American color line. These struggles have served not only as ways of acquiring freedom, but also as a means of performing it culturally and politically across a great range that encompasses modes of self-fashioning, artistic styles, and direct forms of political resistance and protest. This tradition of performing freedom has helped raise African American identity above the level of mere external imposition as it has created a point of identification for those outside the group to symbolize their own freedom struggles.

As a dominant value in American life, freedom has always stood beside, and competed with, the idea of equality. Nowhere has the complex relationship between these two bedrock concepts had greater impact than in the history of race relations, and rarely has their mutual opposition and entanglement received more trenchant treatment than in the work of the nineteenth-century French aristocrat and social theorist Alexis de Tocqueville. In his classic Democracy in America (1840), he observed that in a country where all men are created equal, those not recognized as equals may not be regarded as men. Tocqueville’s eminently logical formula sets out in elegant form the intimate connection between a high universal ideal and a foundational violence that it maintains through masking. Following Tocqueville’s calculation, hierarchies of descent grow naturally from the inner tensions of democratic values, not out of a failure to attend to them. Americans constantly reinvent racial distinctions and invidious race theories in part to resolve the quandary of their national condition, which entails basic equality on one side and a battle for individual distinction or status on the other.

Basing his observations on an extensive tour of the United States during the 1830s, Tocqueville regarded American society as a test case for the prospects of a new and inexorable world-historical process in which equality, individualism, and democracy would increasingly displace privilege based on birth and permanent class structures. He contemplated America at an early stage of its development with the chaos and despotism of post-revolutionary France, and the slipping grip of his own class, well in view. Though he recognized the positive potential of democracy, he remained equally cognizant of its constitutional flaws: its tendencies toward conformity, dictatorship of the people, corruption, greed, envy, moralism, intellectual shallowness, voluntary isolation of the individual from collective life, and many other weaknesses both large and small. For Tocqueville, American society in the 1830s represented a wonderful opportunity to observe whether such defective tendencies would prevail because it offered a perfect photo-negative of the European social picture: a place where sheer newness put immigrants and near-immigrants, strangers to the land with no permanent barrier between them, in a society where they might arrange life according to their tastes, talents, and desires. Many of the saving graces and sustaining patterns that Tocqueville recognized in American democracy–its local associations and communal public life, its ascetic faith in the value of work, its dynamic and expansive world-altering will–stand endangered in our own age; thus, we may still wonder about the ultimate survivability of our way of life. Or, in light of American race relations from slavery to the present, we might wonder whether Tocqueville understood entirely the full array of forces that have made American democracy cohere. In the end, the stability of our democracy may depend as much on the maintenance of racial inequality, vouchsafed by the anxieties of equality, as it does on the values and structures that Tocqueville so famously cited.

Without “blackness,” or some such negative or countervailing category, “whiteness” would not have achieved its stability as the primary mode of identification in America. And without the stabilizing effect of “blackness,” one of the main justifications for the average white person to count himself a member of the same group as the richest would not exist. As several important scholars of whiteness studies, such as David Roediger, Noel Ignatiev, and Matthew Frye Jacobson, have shown, this formula has provided one of the greatest bulwarks against the formation of entrenched class identity, even as Americans of all colors and persuasions strive to climb the class ladder partly by blending in. 3 Whiteness, with all its confused connotations of universality and particularity, of destiny and sheer emptiness, still prevails as a reason for some of the poorest Americans to tolerate their condition, even as demographers anticipate the day, not more than forty years from now, when the American majority will, in numbers, take on a darker hue.

In his famous section “On the Three Races that Currently Inhabit America,” Tocqueville contributed a foundational pillar to a long tradition of social analysis that would regard the problem of black and white as an aberration rather than a constitutive feature of American social and political life. Though he analyzes the slave South in detail, he treats it as the opposite of the industrial North, which for him represented the future of American democracy because of its burgeoning productivity, culture of equality, and the competitive anxiety of its citizens. In the South, he surmised, the existence of slavery retarded development. Rather than productive, the South was lazy; instead of progressive, it remained mired in the past. Lacking ingenuity, it depended on a narrow range of cash crops; lacking equality, it suffered from the absence of inner drive in its rank-and-file citizens, who depended on relatively unproductive slaves to do most of the work. None of these characteristics augured well for the survival of the South. Underdeveloped by its own economic and cultural commitments, faced with an expansive and dynamic sectional competitor, and threatened by the natural increase of its slave population, it faced an imminent crisis. In time, Tocqueville imagined, the South would lose its grip on its slaves, in part because these unfree people, as members of a society that prized equality, would never accept their unequal station, and thus could never embrace the spirit of European peasantry. Yet, he thought, whites would never admit blacks as equals. A racist himself, Tocqueville believed that whites everywhere in the United States would understandably continue to discriminate against an inferior people, and that blacks stood little chance beyond establishing their own state by conducting a war against indolent Southern whites. Given their numbers, and what he regarded as the decrepit moral state of their white enemies, he liked their chances in such a conflict. 4

Tocqueville’s analysis of race in “On the Three Races that Currently Inhabit America” commands current interest much more for its connection to his larger theory than for its historical accuracy. Much of what he anticipated simply did not happen. Moreover, few current historians of American slavery would take up his dichotomous view of North and South, his dim account of slavery’s profitability, his unitary view of the slave system, or his somewhat mechanical rendering of the effects of the peculiar institution on the hearts, minds, and motivations of slaves and slaveholders. Nevertheless, Tocqueville’s theoretical terms in Democracy in America do provide a good foundation for understanding how the value of equality helped reinforce the perennial American obsession with racial distinction.

Tocqueville believed that white Americans, beyond their motivations rooted in racism, would find black Americans hard to accept because of the radically unequal station from which they started. Locked in an absorbing competition with their peers and exceedingly nervous about the prospects of rising and falling in the game of distinction, white Americans would always feel compromised by their association with a degraded and inferior people; their anxiety derived in part from how perfectly the condition of congenital inferiority and social invisibility reflected their own worst fears. The promise of American life, rooted in the idea that no permanent social barrier stands between even the lowest white man and the very richest, comes with the devastating prospect of freefall: those who can rise infinitely can also fall into uncharted territory of vulnerability, invisibility, and loss. Cut off from strong claims to a primordial past, and staked on the prospect of ever better days to come, white Americans needed to invent the nigger–the nameless, faceless, incompetent who warranted no respect –in order to hide from the real prospect of becoming one. The “psychological wage” of whiteness, which W.E.B. Du Bois famously identified in Black Reconstruction (1935) to explain what kept the white and black working classes apart, rested heavily on this formula, for no matter how far a white person fell in the competition with other whites, he could always look back and spot a dark face in his rearview mirror. Given the broad patterns of American politics since the late 1960s–from the success of the Republican “Southern Strategy,” to the disaffection of Northern working-class whites who abandoned the Democratic coalition in the 1970s and 1980s, to today’s racially inflected Tea Party movement and paranoid fears concerning a “Marxist,” “Fascist,” “Muslim,” African American president–it would appear that an unfortunately high proportion of whites still subscribe to this way of thinking.

In his many essays on race and American identity, Ralph Ellison wrote artfully of what he called the democratic “chaos” that white Americans sought to avoid through their various projections onto African Americans. Today, this process might have more varied economic and social consequences than in the pre-civil rights era when Ellison gave it such eloquent codification, but the moral consequences have not changed very much at all. According to Ellison, these projections have at their root the cowardly avoidance of ethical responsibility to give shape to the self within a democratic culture. At its best, Ellison suggested, such a culture demands sincere engagement with diverse human possibility; at its worst, it cowers behind candy-coated fantasies of goodness already achieved and bounty with no consequence. As diligent and successful shapers of a way of life, African Americans have affirmed democratic possibility under the toughest circumstances by facing the ultimate threat of nothingness and bringing themselves into being, though they have also succumbed in countless ways to illusions stemming from the anger, despair, and resentment endemic to their social circumstance. Ellison’s protagonist in the novel Invisible Man (1952) spends the larger part of the book living the false life of a black man on the make who takes his signals concerning who to be from whites, whose humanity he cannot clearly recognize for lack of facing his own. Just as whites project their desires onto him, he regards them as mere conduits to power, and thus as gods of a sort. His power fantasy engenders only weakness. 5

The game of projection at the heart of race relations comes, according to Ellison, with a large portion of paranoia, as whites, subject to the identity confusion so basic to American life, know on some unconscious level that black skin forms the mystic writing pad of their own desires. Of course, blacks sense the same thing: that in important ways, white Americans, for all their apparent strength as a group, remain vulnerable and always a bit worried that the person behind the black mask must know their desires– and with that truth in hand, may well be putting one over on them. Today, in our post-civil rights period, a large part of this game occurs around the public drama of continuing black anger, the notion of “pulling the race card,” and the seemingly bottomless need from whites for confirmation from blacks that racism no longer exists, or at the very least that they as individuals bear no visible trace of the unspeakable sin.

To this observation some might answer that black people no longer suffer from invisibility in the same way they did when Ellison penned his famous works. Over the last thirty years, although large portions of the black lower and working classes have remained poor–indeed, many have become even poorer–the black middle class has risen to unprecedented heights of professional achievement, inclusion in important institutions, and social exposure. Today, the appearance of black Americans in advertising and the media no longer surprises, nor do the images they portray necessarily reflect stereotypes. Some popular stars, such as Tiger Woods, whose multiracial background would not have spared him from being considered black in the pre-civil rights era, dwell in an apparent racial twilight zone that seems “neither black nor white, yet both.” 6 Though the country remains highly segregated residentially and educationally, and intermarriage rates between blacks and whites show only incremental increases, surveys of white Americans reveal a continuing diminishment of overt racism rooted in ideas of biological inferiority. And the clincher of this case needs almost no mention: our president is an African American.

Yet these signs of progress seem to engender their opposite. The effort that our society has exerted to make advances in race relations has also served at times to reinforce the importance of race in our politics and to encourage new styles of racial identification. Nothing reflects this fact better than the effect of affirmative action policies, which have granted middle-class blacks unprecedented access to important institutions, but at the same time have led many whites to think in zero-sum terms about racial progress: a job given to a black American is one denied to a more qualified white. At times, even our celebrations of racial progress serve to reinforce boundaries between the races because they require us to reinscribe race discursively by employing it as a mode of classification. Recently, a reporter commented after a speech by President Obama that, during the course of that address, he had forgotten Obama’s race. No doubt his thought reflected that of many Americans of every description. Of course, this reporter’s amazement at experiencing a supposedly raceless moment required him constantly to note, as Obama spoke, that he really was in the presence of the “other,” but in a fashion both new and unapproachable because otherness itself was absent. In a sense, Obama had provided a moment for the reporter that exceeded the limits of his racial categories. But recognizing this fact required the evocation of a highly reified and essential form of blackness, a virtual thing in itself requiring almost no content. Though Obama did not “talk black” or “act black”–apparently he did not even “look black” to this reporter– somehow he was black, nonetheless.

Such are the confusions of our moment, emanations of an undigested past. In Black Odyssey (1977), a book that over the years has become a classic in black studies for its challenge to the progressive brand of American historiography, Nathan Huggins reaches back in his epilogue to wonder how the sprawling green visage of the new world first appeared to the twenty slaves aboard the fateful Dutch ship that lay off the shore of Jamestown in 1619. 7 In making this gesture, he parodies (to some extent) the final scene of F. Scott Fitzgerald’s The Great Gatsby (1925), which famously reflects on the beauty and tragedy of the American insistence on remaining forever new. Though he does not say so directly, Huggins suggests that the powerful effect of Fitzgerald’s famous passage, in all its tragic wisdom, depends in part on the exclusion of those early black captives, who also brought dreams with them, however muted by misfortune. While these dreams, and the efforts they engendered, would over generations play a great role in constituting the American experience, so would the attempts to exclude them or to play down their importance. Our nation has certainly made some progress on this record, but it has not arrived at the new narrative of the American experience that Huggins thought necessary to align American dreams with the events that have made us who we are. Race has marked American culture trenchantly, as it has marked the basic principles that we regard as raceless. Recognizing the full meaning of this thought will require a new narrative, indeed. In his last sentence, both in homage and in mild derision, Huggins quotes the famous last line of Gatsby , which still merits our deepest reflection: “So we beat on, boats against the current, borne ceaselessly into the past.”

In 1892, investigative journalist, activist, and NAACP founding member Ida B. Wells began to publish her research on lynching in a pamphlet titled "Southern Horrors: Lynch Law in All Its Phases." Three years later, she followed up with more research and detail in "The Red Record." 

Shirley Moody-Turner, associate Professor of English and African American Studies at Penn State University recommended everyone read these two texts, saying they hold "many parallels to our own moment."  

"In these two pamphlets, Wells exposes the pervasive use of lynching and white mob violence against African American men and women. She discredits the myths used by white mobs to justify the killing of African Americans and exposes Northern and international audiences to the growing racial violence and terror perpetrated against Black people in the South in the years following the Civil War," Moody-Turner told Business Insider.

"The Case for Reparations" by Ta-Nehisi Coates

Ta-Nehisi Coates, best-selling author and national correspondent for The Atlantic, made waves when he published his 2014 article "The Case for Reparations," in which he called for "collective introspection" on reparations for Black Americans subjected to centuries of racism and violence.

"The Idea of America" by Nikole Hannah-Jones and the "1619 Project" by The New York Times

In "The Idea of America," Pulitzer Prize-winning investigative journalist Nikole Hannah-Jones traces America's history from 1619 onward, the year slavery began in the US. She explores how the history of slavery is inseparable from the rise of America's democracy in her essay that's part of The New York Times' larger "1619 Project," which is the outlet's ongoing project created in 2019 to re-examine the impact of slavery in the US.

"Many Thousands Gone" by James Baldwin

In "Many Thousands Gone," James Arthur Baldwin, American novelist, playwright, essayist, poet, and activist lays out how white America is not ready to fully recognize Black people as people. It's a must read, according to Jimmy Worthy II, assistant professor of English at The University of Massachusetts, Amherst.

"Baldwin's essay reminds us that in America, the very idea of Black persons conjures an amalgamation of specters, fears, threats, anxieties, guilts, and memories that must be extinguished as part of the labor to forget histories deemed too uncomfortable to remember," Worthy said.

"Letter from a Birmingham Jail" by Martin Luther King Jr.

On April 13 1963, Martin Luther King Jr. and other Civil Rights activists were arrested after peaceful protest in Birmingham, Alabama. In jail, King penned an open letter about how people have a moral obligation to break unjust laws rather than waiting patiently for legal change. In his essay, he expresses criticism and disappointment in white moderates and white churches, something that's not often focused on in history textbooks, Worthy said.

The struggle to make the promises of the Declaration of Independence a reality for Black Americans reached a climax after World War II. The activists of the civil rights movement directly confronted segregation and demanded equal civil rights at the local level with physical and moral courage and perseverance. They simultaneously pursued a national strategy of systematically filing lawsuits in federal courts, lobbying Congress, and pressuring presidents to change the laws. The civil rights movement encountered significant resistance, however, and suffered violence in the quest for equality.

During the middle of the twentieth century, several Black writers grappled with the central contradictions between the nation’s ideals and its realities, and the place of Black Americans in their country. Richard Wright explored a raw confrontation with racism in Native Son (1940), while Ralph Ellison led readers through a search for identity beyond a racialized category in his novel Invisible Man (1952), as part of the Black quest for identity. The novel also offered hope in the power of the sacred principles of the Founding documents. Playwright Lorraine Hansberry wrote A Raisin in the Sun , first performed in 1959, about the dreams deferred for Black Americans and questions about assimilation. Novelist and essayist James Baldwin described Blacks’ estrangement from U.S. society and themselves while caught in a racial nightmare of injustice in The Fire Next Time (1963) and other works.

World War II wrought great changes in U.S. society. Black soldiers fought for a “double V for victory,” hoping to triumph over fascism abroad and racism at home. Many received a hostile reception, such as Medgar Evers who was blocked from voting at gunpoint by five armed whites. Blacks continued the Great Migration to southern and northern cities for wartime industrial work. After the war, in 1947, Jackie Robinson endured racial taunts on the field and segregation off it as he broke the color barrier in professional baseball and began a Hall of Fame career. The following year, President Harry Truman issued executive orders desegregating the military and banning discrimination in the civil service. Meanwhile, Thurgood Marshall and his legal team at the National Association for the Advancement of Colored People (NAACP) meticulously prepared legal challenges to discrimination, continuing a decades-long effort.

The NAACP Legal Defense and Education Fund brought lawsuits against segregated schools in different states that were consolidated into Brown v. Board of Education of Topeka , 1954. The Supreme Court unanimously decided that “separate but equal” was “inherently unequal.” Brown II followed a year after, as the court ordered that the integration of schools should be pursued “with all deliberate speed.” Throughout the South, angry whites responded with a campaign of “massive resistance” and refused to comply with the order, while many parents sent their children to all-white private schools. Middle-class whites who opposed integration joined local chapters of citizens’ councils and used propaganda, economic pressure, and even violence to achieve their ends.

A wave of violence and intimidation followed. In 1955, teenager Emmett Till was visiting relatives in Mississippi when he was lynched after being falsely accused of whistling at a white woman. Though an all-white jury quickly acquitted the two men accused of killing him, Till’s murder was reported nationally and raised awareness of the injustices taking place in Mississippi.

In Montgomery, Alabama, Rosa Parks (who was a secretary of the Montgomery NAACP) was arrested for refusing to give up her seat to a white passenger on a segregated bus. Her willingness to confront segregation led to a direct-action movement for equality. The local Women’s Political Council organized the city’s Black residents into a boycott of the bus system, which was then led by the Montgomery Improvement Association. Black churches and ministers, including Rev. Martin Luther King, Jr., and Rev. Ralph Abernathy, provided a source of strength. Despite arrests, armed mobs, and church bombings, the boycott lasted until a federal court desegregated the city buses. In the wake of the boycott, the leading ministers formed the Southern Christian Leadership Conference (SCLC) , which became a key civil rights organization.

In 1957, nine Black families decided to send their children to Central High School in Little Rock, Arkansas. Governor Orval Faubus used the National Guard to prevent their entry, and one student, Elizabeth Eckford, faced an angry crowd of whites alone and barely escaped. President Eisenhower was compelled to respond and sent in 1,200 paratroops from the 101st Airborne to protect the Black students. They continued to be harassed, but most finished the school year and integrated the school.

That year, Congress passed a Civil Rights Act that created a civil rights division in the Justice Department and provided minimal protections for the right to vote. The bill had been watered down because of an expected filibuster by southern senators, who had recently signed the Southern Manifesto, a document pledging their resistance to Supreme Court decisions such as Brown .

In 1960, four Black college students were refused lunch service at a local Woolworth’s in Greensboro, North Carolina, and they spontaneously staged a “sit-in” the following day. Their resistance to the indignities of segregation was copied by thousands of others of young Blacks across the South, launching another wave of direct, nonviolent confrontation with segregation. Ella Baker invited several participants to a Raleigh conference where they formed the Student Nonviolent Coordinating Committee (SNCC) and issued a Statement of Purpose. The group represented a more youthful and daring effort that later broke with King and his strategy of nonviolence.

In contrast, Malcolm X became a leading spokesperson for the Nation of Islam (NOI) who represented Black separatism as an alternative to integration, which he deemed an unworthy goal. He advocated revolutionary violence as a means of Black self-defense and rejected nonviolence. He later changed his views, breaking with the NOI and embracing a Black nationalism that had more common ground with King’s nonviolent views. Malcolm X had reached out to establish ties with other Black activists before being gunned down by assassins who were members of the NOI later in 1965.

In 1961, members of the Congress of Racial Equality (CORE) rode segregated buses in order to integrate interstate travel. These Black and white Freedom Riders traveled into the Deep South, where mobs beat them with bats and pipes in bus stations and firebombed their buses. A cautious Kennedy administration reluctantly intervened to protect the Freedom Riders with federal marshals, who were also victimized by violent white mobs.

Malcolm X was a charismatic speaker and gifted organizer. He argued that Black pride, identity, and independence were more important than integration with whites.

King was moved to act. He confronted segregation with the hope of exposing injustice and brutality against nonviolent protestors and arousing the conscience of the nation to achieve a just rule of law. The first planned civil rights campaign was initiated by SNCC and taken over mid-campaign by King and SCLC. It failed because Albany, Georgia’s Police Chief Laurie Pritchett studied King’s tactics and responded to the demonstrations with restraint. In 1963, King shifted the movement to Birmingham, Alabama, where Public Safety Commissioner Bull Connor unleashed his officers to attack civil rights protestors with fire hoses and police dogs. Authorities arrested thousands, including many young people who joined the marches. King wrote “Letter from Birmingham Jail” after his own arrest and provided the moral justification for the movement to break unjust laws. National and international audiences were shocked by the violent images shown in newspapers and on the television news. President Kennedy addressed the nation and asked, “whether all Americans are to be afforded equal rights and equal opportunities . . . [If a Black person]cannot enjoy the full and free life which all of us want, then who among us would be content to have the color of his skin changed and stand in his place?” The president then submitted a civil rights bill to Congress.

In late August 1963, more than 250,000 people joined the March on Washington for Jobs and Freedom in solidarity for equal rights. From the Lincoln Memorial steps, King delivered his “I Have a Dream” speech. He stated, “I still have a dream. It is a dream deeply rooted in the American dream. I have a dream that one day this nation will rise up, live out the true meaning of its creed: ‘We hold these truths to be self-evident, that all men are created equal.’”

After Kennedy was assassinated in 1963, President Lyndon Johnson pushed his agenda through Congress. In the early summer of 1964, a 3-month filibuster by southern senators was finally defeated, and both houses passed the historical civil rights bill. President Johnson signed the Civil Rights Act of 1964 into law, banning segregation in public accommodations.

Activists in the civil rights movement then focused on campaigns for the right to vote. During the summer of 1964, several civil rights organizations combined their efforts during the “ Freedom Summer ” to register Blacks to vote with the help of young white college students. They endured terror and intimidation as dozens of churches and homes were burned and workers were killed, including an incident in which Black advocate James Chaney and two white students, Andrew Goodman and Michael Schwerner, were murdered in Mississippi.

That summer, Fannie Lou Hamer helped organize the Mississippi Freedom Democratic Party (MFDP) as civil rights delegates to replace the rival white delegation opposed to civil rights at the Democratic National Convention in Atlantic City. Hamer was a veteran of attempts to register other Blacks to vote and endured severe beatings for her efforts. A proposed compromise of giving two seats to the MFDP satisfied neither those delegates nor the white delegation, which walked out. Cracks were opening up in the Democratic electoral coalition over civil rights, especially in the South.

Fannie Lou Hamer testified about the violence she and others endured when trying to register to vote at the 1964 Democratic National Convention. Her televised testimony exposed the realities of continued violence against Blacks trying to exercise their constitutional rights.

In early 1965, the SCLC and SNCC joined forces to register voters in Selma and draw attention to the fight for Black suffrage. On March 7, marchers planned to walk peacefully from Selma to the state capital of Montgomery. However, mounted state troopers and police blocked the Edmund Pettus Bridge and then rampaged through the marchers, indiscriminately beating them. SNCC leader John Lewis suffered a fractured skull, and 5 women were clubbed unconscious. Seventy people were hospitalized for injuries during “Bloody Sunday.” The scenes again shocked television viewers and newspaper readers.

The images of state troopers, local police, and local people brutally attacking peaceful protestors on “Bloody Sunday” shocked people across the country and world. Two weeks later, protestors of all ages and races continued the protest. By the time they reached the state capitol in Montgomery, Alabama, their ranks had swelled to about 25,000 people.

Two days later, King led a symbolic march to the bridge but then turned around. Many younger and more militant activists were alienated and felt that King had sold out to white authorities. The tension revealed the widening division between older civil rights advocates and those younger, more radical supporters who were frustrated at the slow pace of change and the routine violence inflicted upon peaceful protesters. Nevertheless, starting on March 21, with the help of a federal judge who refused Governor George Wallace’s request to ban the march, Blacks triumphantly walked to Montgomery. On August 6, President Johnson signed the Voting Rights Act protecting the rights to register and vote after a Senate filibuster ended and the bill passed Congress.

The Civil Rights Act and Voting Rights Act did not alter the fact that most Black Americans still suffered racism, were denied equal economic opportunities, and lived in segregated neighborhoods. While King and other leaders did seek to raise their issues among northerners, frustrations often boiled over into urban riots during the mid-1960s. Police brutality and other racial incidents often triggered days of violence in which hundreds were injured or killed. There were mass arrests and widespread property damage from arson and looting in Los Angeles, Detroit, Newark, Cleveland, Chicago, and dozens of other cities. A presidential National Advisory Commission of Civil Disorders issued the Kerner Report, which analyzed the causes of urban unrest, noting the impact of racism on the inequalities and injustices suffered by Black Americans.

Frustration among young Black Americans led to the rise of a more militant strain of advocacy. In 1966, activist James Meredith was on a solo march in Mississippi to raise awareness about Black voter registration when he was shot and wounded. Though Meredith recovered, this event typified the violence that led some young Black Americans to espouse a more military strain of advocacy. On June 16, SNCC leader Stokely Carmichael and members of the Black Panther Party continued Meredith’s march while he recovered from his wounds, chanting, “We want Black Power .” Black Power leaders and members of the Black Panther Party offered a different vision for equality and justice. They advocated self-reliance and self-empowerment, a celebration of Black culture, and armed self-defense. They used aggressive rhetoric to project a more radical strategy for racial progress, including sympathy for revolutionary socialism and rejection of capitalism. While its legacy is debated, the Black Power movement raised many important questions about the place of Black Americans in the United States, beyond the civil rights movement.

After World War II, Black Americans confronted the iniquities and indignities of segregation to end almost a century of Jim Crow. Undeterred, they turned the public’s eyes to the injustice they faced and called on the country to live up to the promises of the Declaration of Independence and Constitution, and to continue the fight against inequality and discrimination.

In his remarks at the Commonwealth Club of California on June 18, 1998, Thomas Sowell discussed the conclusions he reached after spending fifteen years researching the economic and social impacts of cultural differences among peoples and nations around the world. This essay, Race, Culture, and Equality , distills the results found in the trilogy that was published during these years--- Race and Culture (1994), Migrations and Cultures (1996), and Conquests and Cultures (1998).

The most obvious and inescapable finding from these years of research is that huge disparities in income and wealth have been the rule, not the exception, in countries around the world and over centuries of human history. Real income consists of outputs and these outputs have been radically different because the inputs have been radically different from peoples with different cultures.

Geography alone creates profound differences among peoples. It is not simply that such natural wealth as oil and gold are very unequally distributed around the world. More fundamentally, people themselves are different because of different levels of access to other peoples and cultures. Isolated peoples have always lagged behind those with greater access to a wider world, whether isolation has been the result of mountains, jungles, widely scattered islands or other geographic barriers.

Cities have been in the vanguard of cultural, technological and economic progress in virtually every civilization. But the geographic settings in which cities flourish are by no means equally distributed around the globe. Urbanization has been correspondingly unequally developed in different geographic regions--most prevalent among the networks of navigable waterways in Western Europe and least prevalent where such waterways are most lacking in tropical Africa.

If geography is not egalitarian, neither is demography. When the median age of Jews in the United States is 20 years older than the median age of Puerto Ricans, then there is no way that these two groups could be equally represented in jobs requiring long years of experience, in retirement homes or in sports. Even if they were identical in every other way, radically different age distributions would prevent their being equal in incomes or occupations.

Discrimination is also one of the many factors operating against equality. But even if all human beings behaved like saints toward one another, the other factors would still make equality of income and wealth virtually impossible to achieve.

Neither geography nor history can be undone but we can at least avoid artificially creating cultural isolation under glittering names like "multiculturalism."

Although the original title of my talk was "Conquests and Cultures," my recently published book with the same title is the last volume of a broader three-volume study of worldwide cultural differences and their economic and social impacts. 1   So I would like to use the opportunity of this occasion and this distinguished audience and institution, not to plug a book, but to discuss some broader themes and conclusions that I have reached after 15 years of researching and writing the three books in this series on the history of peoples and cultures around the world. I would also like to talk about how those broader themes and conclusions might apply to some of the racial, ethnic, and cultural dilemmas confronting us today.

During the long years that I spent researching and writing this trilogy I was struck again and again with how common huge disparities in income and wealth have been for centuries, in countries around the world--and yet how each country regards its own particular disparities as unusual, if not unique. Some of these disparities have been among racial or ethnic groups, some among nations, and some among regions, continents, or whole civilizations.

In the nineteenth century, real per capita income in the Balkans was about one-third that in Britain. That dwarfs intergroup disparities that many in the United States today regard as not merely strange but sinister. Singapore has a median per capita income that is literally hundreds of times greater than that in Burma.

During the recent rioting in Indonesia, much of it directed against the ethnic Chinese in that country, some commentators found it strange that the Chinese minority, which is just 5 percent of the Indonesian population, owned an estimated four-fifths of the capital in the country. But it is not strange. Such disparities have long been common in other countries in Southeast Asia, where Chinese immigrants typically entered poor and then prospered, creating whole industries in the process. People from India did the same in much of East Africa and in Fiji.

Occupational differences have been equally unequal.

In the early 1920s, Jews were just 6 percent of the population of Hungary and 11 percent of the population of Poland, but they were more than half of all the physicians in both countries, as well as being vastly over-represented in commerce and other fields. 2   In the early twentieth century, all of the firms in all of the industries producing the following products in Brazil's state of Rio Grande do Sul were owned by people of German ancestry: trunks, stoves, paper, hats, neckties, leather, soap, glass, watches, beer, confections and carriages. 3

In the middle of the nineteenth century, just three countries produced most of the manufactured goods in the world--Britain, Germany, and the United States. By the late twentieth century, it was estimated that 17 percent of the people in the world produce four-fifths of the total output on the planet.

Such examples could be multiplied longer than you would have the patience to listen. 4

Why are there such disparities? In some cases, we can trace the reasons, but in other cases we cannot. A more fundamental question, however, is: Why should anyone have ever expected equality in the first place?

Let us assume, for the sake of argument, that not only every racial or ethnic group, but even every single individual in the entire world, has identical genetic potential. If it is possible to be even more extreme, let us assume that we all behave like saints toward one another. Would that produce equality of results?

Of course not. Real income consists of output and output depends on inputs. These inputs are almost never equal--or even close to being equal.

During the decade of the 1960s, for example, the Chinese minority in Malaysia earned more than a hundred times as many engineering degrees as the Malay majority. Halfway around the world at the same time, the majority of the population of Nigeria, living in its northern provinces, were just 9 percent of the students attending that country's University of Ibadan and just 2 percent of the much larger number of Nigerian students studying abroad in foreign institutions of higher learning. In the Austrian Empire in 1900, the illiteracy rate among Polish adults was 40 percent and among Serbo-Croatians 75 percent--but only 6 percent among the Germans.

Given similar educational disparities among other groups in other countries--disparities in both the quantity and quality of education, as well as in fields of specialization--why should anyone expect equal outcomes in incomes or occupations?

Educational differences are just one source of economic disparities. Even at the level of craft skills, groups have differed enormously, as they have in urbanization. During the Middle Ages, and in some places long beyond, most of the population of the cities in Slavic Eastern Europe were not Slavs. Germans, Jews, and other non-Slavic peoples were the majority populations in these cities for centuries, while the Slavs were predominantly peasants in the surrounding countrysides. Prior to the year 1312, the official records of the city of Cracow were kept in German--and the transition that year was to Latin. Only decades later did Poles become a majority of the population of Cracow. Only over a period of centuries did the other cities of Slavic Eastern Europe acquire predominantly Slavic populations. As late as 1918, 97 percent of the people living in the cities of Byelorussia were not Byelorussians.

Until this long transition to urban living took place among the Slavs, how could the wide range of skills typically found in cities be expected to exist in populations that lived overwhelmingly in the countryside? Not only did they not have such skills in Eastern Europe, they did not have them when they immigrated to the United States, to Australia, or to other countries, where they typically worked in low-level occupations and earned correspondingly low incomes. In the early years of the twentieth century, for example, immigrants to the United States from Eastern and Southern Europe earned just 15 percent of the income of immigrants from Norway, Holland, Sweden, and Britain.

Groups also differ demographically. It is not uncommon to find some groups with median ages a decade younger than the median ages of other groups, and differences of two decades are not unknown. During the era of the Soviet Union, for example, Central Asians had far more children than Russians or the peoples of the Baltic republics, and so had much younger median ages. At one time, the median age of Jews in the United States was 20 years older than the median age of Puerto Ricans. If Jews and Puerto Ricans had been absolutely identical in every other respect, including their cultures and histories, they would still not have been equally represented in jobs requiring long years of experience, or in retirement homes, or in activities associated with youth, such as sports or crime.

Nothing so intractably conflicts with our desires for equality as geography. Yet the physical settings in which races, nations, and civilizations have evolved have had major impacts on the cultures developed within those settings. At its simplest and crudest, the peoples of the Himalayas have not had an equal opportunity to acquire seafaring skills. Nor have Eskimos had an equal opportunity to acquire knowledge and experience in growing pineapples or other tropical crops.

Too often the influence of geography on wealth is thought of narrowly, in terms of natural resources that directly translate into wealth, such as oil in the Middle East or gold in South Africa. But, important as such differences in natural wealth are, geography influences even more profound cultural differences among the people themselves.

Where geography isolates people, whether in mountain valleys or on small islands scattered across a vast sea, there the cultural exposures of those people to the outside world are very limited and so, typically, is their technological advancement. While the rest of the world exchanges goods, knowledge, and innovations from a vast cultural universe, isolated peoples have been largely limited to what they alone have been able to develop.

Few, if any, of the great advances in human civilization have come from isolated peoples. As the eminent French historian Fernand Braudel put it, the mountains almost always lag behind the plains--even if the races in the two places are the same. Potatoes and the English language both reached the Scottish lowlands before they reached the highlands. Islam reached North Africa's Rif mountains long after the people in the plains had become Moslems.

Geographically imposed cultural isolation takes many forms and exists in many degrees. Cities have long been in the vanguard of human progress, all over the world, but cities do not arise randomly in all geographic settings. Most of the great cities of the world have developed on navigable waterways--rivers or harbors--but such waterways are by no means equally or randomly distributed around the world. They are very common in Western Europe and very rare in sub-Saharan Africa. Urbanization has long been correspondingly common in Western Europe and correspondingly rare in sub-Saharan Africa. One-third of the land mass of Europe consists of islands and peninsulas but only one percent of the land mass of South America consists of islands and peninsulas.

Navigable waterways have been economically crucial, especially during the millennia of human history before the development of railroads, trucks, and airplanes. Before the transcontinental railroad was built, it was both faster and cheaper to reach San Francisco from a port in China than from Saint Louis. People in the city of Tbilisi bought their kerosene from Texas--8,000 miles away across water--rather than from the Baku oil fields, less than 400 miles away across land.

Such vast differences in costs between water transport and land transport affect what can be transported and how far. Gold or diamonds can repay the costs of transport across thousands of miles of land, but grain or coal cannot. More important, the size of a people's cultural universe depends on how far they can reach out to other peoples and other cultures. No great civilization has developed in isolation. Geography in general and navigable waterways in particular set the limits of a people's cultural universe, broadly or narrowly. But these limits are by no means set equally for all peoples or all civilization.

For example, when the British first crossed the Atlantic and confronted the Iroquois on the eastern seaboard of what is today the United States, they were able to steer across that ocean in the first place because they used rudders invented in China, they could navigate on the open seas with the help of trigonometry invented in Egypt, their calculations were done with numbers invented in India, and their general knowledge was preserved in letters invented by the Romans. But the Iroquois could not draw upon the knowledge of the Aztecs or the Incas, whose very existence they had no way of knowing. The clash was not between the culture created by the British versus the culture created by the Iroquois. It was a clash between cultural developments drawn from vast regions of the world versus cultural developments from a much more circumscribed area. The cultural opportunities were unequal and the outcomes were unequal. Geography has never been egalitarian.

A network of rivers in Western Europe flow gently through vast plains, connecting wide areas economically and culturally. The rivers of tropical Africa plunge a thousand feet or more on their way to the sea, with cascades and waterfalls making them navigable only for stretches between these natural barriers--and the coastal plain in Africa averages just 20 miles. Regular rainfall and melting snows keep the rivers of Western Europe flowing throughout the year but African rivers have neither--and so rise and fall dramatically with the seasons, further limiting their usefulness. The two continents are at least as dramatically different when it comes to natural harbors. Although Africa is more than twice the size of Europe, it has a shorter coastline. That is because the European coastline continually twists and turns, creating innumerable harbors, while the African coastline is smooth, with few harbors. How surprising is it that international commerce has played a much smaller role in the economic history of Africa than in that of Europe in general and Western Europe in particular?

These particular geographic disparities are by no means exhaustive. But they are suggestive of some of the many ways in which physical settings have expanded or constricted the size of the cultural universe available to different peoples. One revealing indication of cultural fragmentation is that African peoples are 10 percent of the world's population but have one-third of the world's languages.

In controversies over "nature versus nurture" as causes of economic and other disparities among peoples and civilizations, nature is often narrowly conceived as genetic differences. Yet geography is also nature--and its patterns are far more consistent with history than are genetic theories. China, for example, was for many centuries the leading nation in the world--technologically, organizationally, and in many other ways. Yet, in more recent centuries, China has been overtaken and far surpassed by Europe. Yet neither region of the world has changed genetically to any extent that would account for this dramatic change in their relative positions. This historic turnaround also shows that geographic limitations do not mean geographic determinism, for the geography of the two regions likewise underwent no such changes as could account for the reversal of their respective positions in the world.

Back in the fifteenth century, China sent ships on a voyage of exploration longer than that of Columbus, more than half a century before Columbus, and in ships more advanced than those in Europe at the time. Yet the Chinese rulers made a decision to discontinue such voyages and in fact to reduce China's contacts with the outside world. European rulers made the opposite decision and established world-wide empires, ultimately to the detriment of China. In short, geography sets limits but people determine what they will do within those limits. In some parts of the world, geographic limits have been set so narrowly that the peoples of these regions have never had the options available to either the Europeans or the Chinese. Isolation has left such regions not only lagging economically but fragmented culturally and politically, making them prey to larger, more prosperous, and more powerful nations.

We have seen how cultural handicaps have followed Eastern Europeans as they immigrated overseas, leading to lower levels of income than among immigrants from Western Europe who settled in the same places, whether North America or Australia. If Africans had immigrated voluntarily to the Western Hemisphere, instead of in bondage, is there any reason to believe that their earnings would have achieved an equality that the Slavic immigrants failed to achieve?

There is no question that Africans and their descendants faced the additional barrier of color prejudice, but can we measure its effects by assuming that black people would have had the same income and wealth as white people in the absence of this factor--especially in view of the large disparities among different groups of white immigrants, not to mention the rise of some non-white groups such as Chinese Americans and Japanese Americans to incomes above the national average?

Put differently, geography has not only cheated many peoples of equal cultural opportunities, it has also cheated all of us today of a simple criterion for measuring the economic and social effects of other variables, such as prejudice and discrimination. Nothing has been more common in human history than discrimination against different groups, whether different by race, religion, caste or in innumerable other ways. Moreover, this discrimination has itself been unequal--more fierce against some groups than others and more pervasive at some periods of history than in others. If there were not so many other powerful factors creating disparities in income and wealth, it might be possible to measure the degree of discrimination by the degree of differences in economic outcomes. Even so, the temptation to do so is seductive, especially as a means of reducing the complexities of life to the simplicities of politics. But the facts will not fit that vision.

Anyone familiar with the history of race relations in the Western Hemisphere would find it virtually impossible to deny that blacks in the United States have faced more hostility and discrimination than blacks in Latin America. As just one example, 161 blacks were lynched in one year in the United States, but racial lynching was unknown south of the Rio Grande. People may debate whether race relations in Brazil, for example, have ever been quite as good as sometimes represented, but there is little or no debate that they have been better than in the United States.

If discrimination were as all-purpose an explanation of economic differences as is often supposed, we might reasonably expect blacks in Brazil to have come closer to economic parity with whites there than blacks in the United States have come to achieving parity with white Americans. In fact, however, Brazil has larger black-white disparities in income than does the United States. As inconsistent as this may be with discrimination as a dominant explanatory factor, it is perfectly consistent with cultural explanations.

Blacks in the United States have had more centuries of acculturation to Western civilization than blacks in Brazil. Brazil continuously imported Africans in large numbers up through the middle of the nineteenth century, while most people of African ancestry on American soil were born on American soil as far back as colonial times. Perhaps an even stronger case against the predominance of discrimination as an explanation of economic disparities would be a comparison of blacks in Haiti with blacks in the United States. Since Haiti became independent two centuries ago, Haitian blacks should be the most prosperous blacks in the hemisphere and American blacks the poorest, if discrimination is the overwhelming factor, but in fact the direct opposite is the case. It is Haitians who are the poorest and American blacks who are the most prosperous in the hemisphere--and in the world.

None of this should be surprising. The fact that discrimination deserves moral condemnation does not automatically make it causally crucial. Whether it is or is not in a given time and place is an empirical question, not a foregone conclusion. A confusion of morality with causation may be politically convenient but that does not make the two things one.

We rightly condemn a history of gross racial discrimination in American education, for example, but when we make that the causal explanation of educational differences, we go beyond what the facts will support. Everyone is aware of times and places when the amount of money spent educating a black child was a fraction of what was spent educating a white child, when the two groups were educated in separate systems, hermetically sealed off from one another, and when worn-out textbooks from the white schools were then sent over to the black schools to be used, while new and more up-to-date textbooks were bought for the white children. The number of days in a school sometimes differed so much that a black child with 9 years of schooling would have been in class the same number of days as a white child with only 6 years of schooling. It seems so obvious that such things would account for disparities in test scores, for example.

But is it true?

There are other groups to whom none of these factors apply--and who still have had test score differences as great as those between black and white children in the Jim Crow South. Japanese and Mexican immigrants began arriving in California at about the same time and initially worked in very similar occupations as agricultural laborers. Yet a study of a school district in which their children attended the same schools and sat side-by-side in the same classrooms found IQ differences as great as those between blacks and whites attending schools on opposite sides of town in the Jim Crow South. International studies have found different groups of illiterates --people with no educational differences because they had no education--with mental test differences larger than those between blacks and whites in the United States. Nor is this necessarily a matter of genetics. During the First World War, black soldiers from Ohio, Illinois, New York, and Pennsylvania scored higher on mental tests than did white soldiers from Georgia, Arkansas, Kentucky, and Mississippi. 5

What is "the" reason? There may not be any such thing as "the" reason. There are so many cultural, social, economic, and other factors interacting that there was never any reason to expect equal results in the first place. That is why plausible simplicities must be subjected to factual scrutiny.

Back in 1899, when the schools of Washington, D.C. were racially segregated and discrimination was rampant, there were four academic high schools in the city--three white and one black. When standardized tests were given that year, the black academic high school scored higher than two of the three white academic high schools. 6   Today, nearly a century later, even setting such a goal would be considered hopelessly utopian. Nor was this a fluke. That same high school was scoring at or above the national average on IQ tests during the 1930s and 1940s. 7   Yet its physical plant was inadequate and its average class size was higher than that in the city's white high schools.

Today, that same school has a much better physical plant and per-pupil expenditures in the District of Columbia are among the highest in the nation. But the students' test scores are among the lowest. Nor was this school unique in having had higher academic achievements during a period when it seemingly lacked the prerequisites of achievement and yet fell far behind in a later period when these supposed prerequisites were more plentiful.

This is obviously not an argument for segregation and discrimination, nor does it deny that counter-examples might be found of schools that languished in the first period and did better in the second. The point here is much more specific--that resources have had little or nothing to do with educational quality. Numerous studies of schools in general have shown that, both within the United States and in international comparisons. It should be no surprise that the same applies to black schools.

Politically, however, the disbursement of resources is by no means inconsequential. The ability to dispense largess from the public treasury has for centuries been one of the signs and prerogatives of power in countries around the world. In electoral politics, it is vital as an element in re-election. But the ultimate question is: Does it in fact make people better off? How that question is answered is much less important than that it be asked --that we not succumb to social dogmas, even when they are intellectually fashionable and politically convenient.

It is also important that economic and other disparities be confronted, not evaded. Best-selling author Shelby Steele says that whites in America today are fearful of being considered racists, while blacks are fearful of being considered inferior. Social dogmas may be accepted because they relieve both groups of their fears, even if these dogmas neither explain the past nor prepare for the future.

It should be axiomatic that there is not unlimited time, unlimited resources, or unlimited good will among peoples--anywhere in the world. If we are serious about wanting to enlarge opportunities and advance those who are less fortunate, then we cannot fritter away the limited means at our disposal in quixotic quests. We must decide whether our top priority is to smite the wicked or to advance the less fortunate, whether we are looking for visions and rhetoric that make us feel good for the moment or whether we are seeking methods with a proven track record of success in advancing whole peoples from poverty to prosperity.

In an era when esoteric theories can be readily turned into hard cash from the public treasury, our criteria must be higher than what can get government grants for middle-class professionals. It must instead be what will rescue that youngster imprisoned, not only in poverty, but also in a social and cultural isolation that has doomed whole peoples for centuries in countries around the world. When we promote cultural provincialism under glittering labels, we must confront the hard question whether we are throwing him a lifeline or an anchor.

History, geography, and cultures are influences but they are not predestination. Not only individuals but whole peoples have moved from the backwaters of the world to the forefront of civilization. The late Italian author Luigi Barzini asked of Britain: "How, in the first place, did a peripheral island rise from primitive squalor to world domination?" The story of Japan's rise from a backward country in the mid-nineteenth century to one of today's leading economic powers has been at least equally as dramatic. Scotland was for centuries known for its illiteracy, poverty, and lack of elementary cleanliness. Yet, from the mid-eighteenth to the mid-nineteenth century, most of the leading intellectual pioneers of Britain were Scots, and Scots also become prominent in business, banking, medicine, and engineering--not only in Britain but around the world.

These and other dramatic and heartening rises of whole peoples came from doing things that were often directly the opposite of what is being urged upon less fortunate groups in the United States today. Far from painting themselves into their own little cultural corner and celebrating their "identity," these peoples sought the knowledge and insights of other peoples more advanced than themselves in particular skills, technologies, or organizational experience. It took centuries for the English to absorb the cultural advances brought by such conquerors as the Romans and the Normans and by such immigrants as the Huguenots, Germans, Jews, and others who played a major role in developing the British economy. Their early dependence on outsiders was painfully demonstrated when the Romans pulled out of Britain in the fifth century, in order to go defend their threatened empire on the continent, and the British economy and political structure both collapsed. Yet ultimately--more than a thousand years later--the British rose to lead the world into the industrial revolution and controlled an empire containing one-fourth of the land area of the earth and one-fourth of the human race.

Japan's economic rise began from a stage of technological backwardness that was demonstrated when Commodore Perry presented them with a gift of a train. Here was their reaction:

At first the Japanese watched the train fearfully from a safe distance, and when the engine began to move they uttered cries of astonishment and drew in their breath. Before long they were inspecting it closely, stroking it, and riding on it, and they kept this up throughout the day. 8

A century later, the Japanese "bullet train" would be one of the technological wonders of the world, surpassing anything available in the United States. But, before this happened, a major cultural transformation had to take place among the Japanese people. A painful awareness of their own backwardness spread through Japan. Western nations in general and the United States in particular were held up as models to their children. Japanese textbooks urged imitation of Abraham Lincoln and Benjamin Franklin, even more so than Japanese heroes. Many laments about their own shortcomings by the Japanese of that era would today be called "self-hate." But there were no cultural relativists then to tell them that what they had achieved was just as good, in its own way, as what others had. Instead, the Japanese overcame their backwardness, through generations of dedicated work and study, rather than redefining it out of existence.

Both the British and the Japanese became renowned for their ability to absorb the ideas and the technology of others and to carry them forward to higher levels. So did the Scots. At one time, it was common for Scots to blindly imitate the English, even using an English plow that proved to be unsuitable for the soil of Scotland. Yet, once they had absorbed what the English had to offer, the Scots then surpassed the English in some fields, notably medicine and engineering.

History does not offer blueprints for the present but it does offer examples and insights. If nothing else, it can warn us against becoming mesmerized by the heady visions and soaring rhetoric of the moment.

How to Promote Racial Equity in the Workplace

Many White people deny the existence of racism against people of color because they assume that racism is defined by deliberate actions motivated by malice and hatred. However, racism can occur without conscious awareness or intent. When defined simply as differential evaluation or treatment based solely on race, regardless of intent, racism occurs far more frequently than most White people suspect.

As intractable as it seems, racism in the workplace can be effectively addressed. Because organizations are small, autonomous entities that afford leaders a high level of control over norms and policies, they are ideal sites for promoting racial equity.

Companies should move through the five stages of a process called PRESS: (1) Problem awareness, (2) Root-cause analysis, (3) Empathy, or level of concern about the problem and the people it afflicts, (4) Strategies for addressing the problem, and (5) Sacrifice, or willingness to invest the time, energy, and resources necessary for strategy implementation.

Corporate leaders may not be able to change the world, but they can certainly change their world. Organizations are relatively small, autonomous entities that afford leaders a high level of control over cultural norms and procedural rules, making them ideal places to develop policies and practices that promote racial equity. In this article, I’ll offer a practical road map for making profound and sustainable progress toward that goal.

Despite the pervasive systemic obstacles, King thrived academically, graduating from Morehouse College at the age of 19. He continued his academic journey, earning a doctorate in systematic theology from Boston University. It was during his time in Boston that King encountered the teachings of Mahatma Gandhi, whose philosophy of nonviolent resistance significantly influenced his own approach to activism.

King’s rise as a civil rights leader began in the mid-1950s when he became involved in the Montgomery Bus Boycott, a crucial event in the fight against segregation. The boycott, initiated by Rosa Parks’ arrest for refusing to surrender her seat to a white passenger, lasted over a year and resulted in the desegregation of Montgomery’s public transportation. King’s leadership in orchestrating the boycott propelled him into the national spotlight and established the foundation for his role in the civil rights movement.

Throughout the late 1950s and early 1960s, King led numerous nonviolent protests and demonstrations aimed at dismantling racial segregation and discrimination. His philosophy of nonviolent resistance, rooted in the principles of love, truth, and justice, became the bedrock of the civil rights movement. In 1963, King delivered his renowned “I Have a Dream” speech during the March on Washington for Jobs and Freedom, captivating the nation with his vision of a future where individuals would be judged by their character rather than the color of their skin.

King’s advocacy extended beyond racial equality to include broader issues of social and economic justice. He spoke out against poverty and militarism, viewing the interrelated threats of racism, poverty, and militarism as dangers to society’s moral integrity. In 1967, King delivered a poignant speech condemning the Vietnam War, drawing connections between the domestic struggle for civil rights and the global fight for liberation.

Tragically, King’s life was abruptly ended on April 4, 1968, when he was assassinated in Memphis, Tennessee, at the age of 39. His assassination shocked the nation and the world, causing widespread outrage and grief among millions who were moved by his message of hope and unity. Despite his untimely death, King’s legacy persisted as a powerful call for justice and equality.

In the years following his death, King’s impact on American society has only deepened. His birthday is now observed as a national holiday, and his speeches and writings continue to inspire new generations of activists and advocates for social change. The Civil Rights Act of 1964 and the Voting Rights Act of 1965, landmark legislations that ended segregation and guaranteed voting rights for African Americans, stand as enduring testaments to King’s vision and leadership.

King’s influence extends far beyond the United States, inspiring liberation and equality movements worldwide. From South Africa to India, Latin America to the Middle East, King’s doctrine of nonviolent resistance has resonated with people fighting for their rights and dignity.

However, despite the significant strides made, King’s dream of a genuinely just and equitable society remains unfulfilled. The ongoing presence of racial inequality, economic injustice, and systemic discrimination highlights the persistent challenges we face. In confronting these issues, King’s legacy urges us to recommit to the quest for justice and equality for all.

Reflecting on Martin Luther King Jr.’s pioneering contributions to civil rights and social justice, we are reminded of the profound impact that ordinary individuals can have in driving extraordinary change. Equality is generally marginalized within the global human rights agenda, and among those who wield power in the formation and execution of this agenda. Furthermore, people of color on the front lines of racial oppression remain excluded from human rights decision-making and knowledge production. This essay seeks to put racial equality onto the center of human rights agenda. In order to so, remedying this state of affairs requires infusing the global human rights agenda with a commit to substantive racial equality. It requires both prioritizing a structural and intersectional approach to racial discrimination, and taking seriously the role of communities of color and their advocates not only in fighting racial inequality, but also in defining the very nature of human rights.

Introduction

How can it be that in its fourteen years of existence, Sur has published only two articles on racial equality? In this Essay, I propose that Sur’s neglect of racial equality is neither exceptional nor an anomaly within the broader international human rights universe. Rather this neglect is characteristic of the more general marginality of racial equality within the global human rights agenda, and among those who wield power in the formation and execution of this agenda. Formal approaches to racial equality, even within the human rights system, fail to leverage the promise of the International Convention for the Elimination of Racial Discrimination (“ICERD”), notwithstanding enduring legacies of colonial-era racial subordination. And people of color on the front lines of racial oppression remain excluded from human rights decision-making and knowledge production. I argue that remedying this state of affairs requires infusing the global human rights agenda with a commit to substantive racial equality, which: (1) prioritizes a structural and intersectional approach to racial discrimination, and (2) takes seriously the role of communities of color and their advocates not only in fighting racial inequality, but also in defining the very nature of human rights.

Confronting Neglect and Marginality

The rise and spread of right-wing nationalist populism around the world has unleashed unashamed public discourses and practices of racism, xenophobia, misogyny and other forms of intolerance. 1 1. Today, leaders even in the highest level of political office in countries that have long viewed themselves as the vanguard of liberal constitutional democracy openly profess racist and xenophobic views as they adopt policies that entrench them. Human rights and other organizations continue to document increases in crimes and other incidents motivated by racial, ethnic, religious and related intolerance, and have done important work to expose human rights violations of this kind. United Nations (“UN”) human rights mechanisms and actors have also publicly taken a stand to re-affirm principles of equality and dignity in the wake of egregious incidents of racist and xenophobic expression. In light of this seemingly renewed attention to explicit racism and xenophobia, what does it mean to say that racial equality is marginal to the global human rights agenda or within the global human rights system? And what does it even mean to speak of a global human rights agenda or system?

I want to clarify at the outset that my critique is levelled at the cast of non-governmental and multilateral actors who through different global platforms (especially the United Nations) produce global knowledge and influence norms and policy regarding what human rights are, and when and how they are achieved. These actors include, among others, human rights organizations with international and global influence; the donor and philanthropic organizations that in many cases enable and in some respects, determine this influence through their funding decisions; UN bodies and agencies, including such as the Office of the High Commissioner for Human Rights (“OHCHR”) or the various UN Human Rights Council-appointed Special Rapporteurs and Independent Experts central to human rights knowledge production and agenda-setting; and UN Member State representatives who in different capacities push human rights norm-development and policy in different UN fora. This list is illustrative and not exhaustive, and of course, the concerns I express here will not apply to every single person or institution that participates in the universe I describe. There are important exceptions but these exceptions do not negate the more general trend of neglect with which I am concerned. Equally important to note is that the list above aims to capture the actors who wield power in global human rights knowledge production and agenda-setting . Such a list is not the same as the list of actors who are doing the most to fight human rights violations on the ground, including as they relate to racial equality. Many grassroots organizations and movements such as the Black Feminist Movement in Brazil are engaged in daily struggles to push racial equality from a position of neglect to one of priority on the human rights agenda. However, my experience in different global human rights fora (and their halls of power) is that these grassroots organizations are typically excluded, especially when it comes time to make decisions. 2 2. This exclusion need not be intentional, and often operates structurally—for example, the cost of traveling to Geneva to engage in human rights lobbying is arguably prohibitive for many grassroots organizations in the global south. Many likely also fall outside of the information networks without which it can be difficult to even know when lobbying opportunities present themselves at the UN.

Although influential actors within the global human rights system have raised the alarm against visceral expressions or acts of racism and xenophobia, these actors fail seriously to engage with the historically entrenched structures of racial oppression, exploitation and exclusion that violate the human rights of many but are largely invisible even in the global human rights discourse. These references concerned violence against women and the implementation of the Convention on the Elimination of All Forms of Discrimination against Women. More recently, the General Assembly commendably adopted by consensus a full program of action for the International Decade for People of African Descent (2015-2024), which aims to strengthen the promotion, protection and fulfilment of the rights of people of African Descent. Yet implementation of the Decade remains slow, as the number of countries that have formally adopted a related program of action remains limited. 4 4. Where racial discrimination and intolerance feature, the emphasis of actors within global human rights system is largely on explicit racial prejudice as the problem, condemning racist acts and speeches, but paying little attention to the structural and institutional ways that racial discrimination and inequality operate. This “prejudice” approach is evident in the global human rights discourse on migration, in which leading global NGOs, UN actors and member states will speak out against extreme cases of racist and xenophobic speech, 7 7. Recalling the History of Racial Subordination as Global Project

A brief reflection on the history of global projects of racial subordination, and the legal and political institutions erected to advance these projects makes clear why the prejudice approach I mention above amounts to marginalizing racial equality as a human rights end. Until the formal decolonization of much of the world beginning the mid-20 th century, international and domestic law across the world allocated what we now call human rights on a racial basis. For over three hundred centuries, European colonialism structured the globe according to implicit and explicit logics that traded on the claimed moral, cultural and intellectual inferiority of non-Europeans. The 19 th Century consolidation of scientific racism supplied a technical script according to which European scientists divided human beings into different biological races, with whiteness conferring natural supremacy, and non-whiteness instead conferring inferiority. Racial discrimination and racial subordination were institutionalized even within the global order as represented by the United Nations. 9 9. It was not until 1965 that UN Member States could agree on an international treaty through which they resolved:

to adopt all necessary measures for speedily eliminating racial discrimination in all its forms and manifestations, and to prevent and combat racist doctrines and practices in order to promote understanding between races and to build an international community free from all forms of racial segregation and racial discrimination[.] 10 10. “International Convention on the Elimination of All Forms of Racial Discrimination,” G.A. The International Convention on the Elimination of Racial Discrimination, which is among the most widely ratified international human rights treaties, articulates the normative and legal framework for the ambitious goal of eliminating all forms of racial discrimination. But during ICERD’s brief life time, racial equality has seemingly drifted to the margins of the global human rights agenda despite efforts, including by anti-racism civil society coalitions at the 2001 World Conference Against Racism in Durban, to highlight the historical context and structural dynamics of persisting racial inequality. If we consider ICERD as initiating UN member states’ programmatic commitment to eliminating racial discrimination, this commitment is only fifty-three years old. This commitment, as a matter of duration, is firmly eclipsed by the over three hundred years that came before it, during which, as I have mentioned, colonialism institutionalized, sanctioned and even celebrated the racial exclusion and subordination of non-Europeans. Recalling this history makes clear that neglecting the fight for racial equality, amounts to abandoning the urgent project of dismantling the systems of subordination and exploitation that were carefully erected in prior eras and that continue to have effect today.

I use the term race to refer to “the historically contingent social systems of meaning that attach to elements of morphology and ancestry.” 11 11. Deleting the word “race” from antidiscrimination legislation does little to erase the social meaning invested in this concept over centuries. Instead, it diverts attention from the urgent legal and other interventions necessary to remedy persisting racial inequality and discrimination, and keeps discriminatory structures and institutions alive and well.

What is required instead is a substantive, structural approach to racial discrimination, which aims at dismantling racial subordination and achieving equality. As I have highlighted elsewhere, the prohibition on racial discrimination in international human rights law aims at much more than a formal vision of equality. 14 14. “Report of the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance,” U.N. Equality in the international human rights framework is substantive, and requires States to take action to combat intentional or purposeful racial discrimination, as well as to combat structural and institutional racial discrimination. It also requires states to take affirmative action to remedy historically-rooted racial inequality. An important aspect of achieving substantive equality under ICERD is ensuring that social groups do not become or remain oppressed underclasses on account of their race. In light of these existing human rights principles, global human rights actors must move beyond “prejudice” or “colorblind” approaches and push for true equality.

Intersectionality

Substantive racial equality is not possible without an intersectional analysis of the problem of racial discrimination and intolerance. The following definition of intersectionality from within the UN system captures well its meaning well:

The idea of “intersectionality” seeks to capture both the structural and dynamic consequences of the interaction between two or more forms of discrimination or systems of subordination. It specifically addresses the manner in which racism, patriarchy, economic disadvantages and other discriminatory systems contribute to create layers of inequality that structures the relative positions of women and men, races and other groups. Moreover, it addresses the way that specific acts and policies create burdens that flow along these intersecting axes contributing actively to create a dynamic of disempowerment. 16 16. Too often, however, the power of this framing is lost when intersectionality is reduced merely to inclusion of references to gender in policy discussions or documents. Intersectionality is vital to achieving substantive equality but it requires attention to all the operational social categories that shape the experience of discrimination and intolerance: race, gender, ethnicity, national origin, class, religion, disability status, sex, sexual orientation and others. True racial equality requires taking seriously the experiences and expertise of cis and transwomen, LGBTQ persons, persons with disabilities, the poor, the undocumented and other marginalized groups. Similarly, real equality for women, for the LGBTQ persons, persons with disabilities and others can never be a reality without attention to how race structures the subordination of these groups.

“Looking to the Bottom”

Important reflection is necessary within the global human rights movement and system to understand the causes of what in other contexts has been called “racial aphasia”—a collective inability to speak about race, a calculated forgetting or neglect of the histories and structures of racism. 17 17. Whatever these causes might be, among them must surely be the racial demographics that characterize global human rights NGOs, and the lack of representation of people of color, especially in decision-making roles. The work of achieving racial equality is work that must be done by all, but must be led and guided in close participation with representatives of communities who suffer on the frontlines of racial discrimination, subordination and exclusion. Consider how it is that this special volume of Sur came to be: the Brazilian Black Feminist movement. For this movement, I would venture to say a human rights regime that does not appreciate the pervasiveness of systems of racial inequality and subordination is not only useless but dangerous. More generally, for the many people living and fighting racial injustice, racial aphasia is a deadly luxury they cannot afford. My sense is that one piece of the puzzle of the marginality of racial equality within human rights, is very much the marginality of people of color within the global organizations and institutions that wield the most power within the field of human rights.

Mari Matsuda has argued that those with direct experience with racial and other forms of oppression are essential to the production of knowledge intended to advance the emancipation of these groups. She calls this “looking to the bottom,” and explains further that “Looking to the bottom—adopting the perspective of those who have seen and felt the falsity of the liberal promise” is vital to knowledge production seeking to define and achieve justice. 18 18. Ibid. , 324; Mari J. Matsuda, “Looking to the Bottom: Critical Legal Studies and Reparations,” Harvard Civil Rights-Civil Liberties Law Review 22 (1987): 325. In the production of human rights knowledge, whether in the context of norm creation or norm implementation, it is vital to recognize those on the front lines of living and fighting racial oppression as superior “epistemic sources” on the nature of their oppression, and on what the priorities ought to be in the approach and execution of the strategies to fight this oppression. This can happen, for example, by ensuring that racially subordinated groups are meaningfully represented and included in global human rights organizations and institutions, including in positions of leadership. Concretely this might mean auditing the representativeness of the staff and leadership of these organizations, and taking measures (including through investment in training and capacity-building) to address marginalization or exclusion of racially subordinated groups. It also requires an acceptance by these organizations and institutions that the very nature of the work they do and the way they do this work, may need to change significantly once they begin to take seriously the experiences and perspectives of racially subordinated groups. Funding models and institutional organizational models and priorities may need to change, for example, to account for the how the strategies and priorities of social movements can differ from those of bureaucratized civil society. The point is not just diversity or inclusion for the sake of ticking boxes, but rather it is to accept that the very agendas of global human rights organizations may have to shift if these organizations are to take seriously the project of looking to the bottom.

Although there is much human rights attention globally on explicit racism and xenophobia rooted in nationalist populist politics, racial equality remains marginal on the agendas of influential actors in the global human rights system. The long and persisting historical legacies of colonialism and contemporary global structures of racialized exclusion require a different, substantive approach to racial equality that addresses structural and institutionalized forms of racial discrimination. The global human rights system must reflect an intersectional approach to racial discrimination and take seriously the experiences and expertise of communities of color in the global north and south that live on the frontlines of racial subordination. What would it do to global human rights NGOs, agencies, and funding institutions if they took seriously the project of building the power of anti-racism social movements to produce human rights knowledge on racial oppression? I have found that unlike the dominant, usually legalistic formulations of discrimination and intolerance that can dominant the official human rights corpus, when movement actors and those intimate with racial oppression articulate their experiences of structural subordination as well as the interventions they believe are necessary to address them, they speak in terms of the need to change power relations, and to pay close attention to economic, political and financial structures with global dimensions. Their perspectives require stronger inclusion and representation within the global human rights system and agenda.

Diverging employment pathways among young adults

In this essay, we explore how wage and benefits pathways differ between Black, white, and Latino or Hispanic adults who experienced socioeconomic disadvantage in a dolescence. We find:

  • Upward career mobility leads to higher wages for white adults than for Black and Latino or Hispanic adults. On average, Black and Latino or Hispanic adults in their respective highest-earning trajectory groups earn between 68% to 75% of the average annual earnings of white adults in the highest-earning group. In the second-highest-earning groups, Black and Latino or Hispanic adults also consistently earn less than white adults.
  • Higher-earning groups had relatively high rates of military service, particularly among Black and Latino or Hispanic adults.
  • Among the lowest earners, Black adults had the highest incarceration rates and white adults had the highest rates of work-limiting health conditions.

In a perfectly equitable society, race or ethnicity would not be systematically associated with advantage or disadvantage . But when we examine how employment pathways vary among Black, Latino or Hispanic, and white adults who experienced socioeconomic disadvantage in their teens, that is not what we find (nor is it what other researchers have found when examining economic mobility).

In fact, in Essay 3 of this series, we found that race and ethnicity play a role in predicting the outcomes experienced by these young people even when controlling for a host of other factors. Simply being white or Latino or Hispanic increases the probability of being in an upwardly mobile trajectory group compared to being Black. And as shown in this essay, the wages of Black and Latino or Hispanic adults in higher-earning trajectories are considerably lower than the wages of white adults in higher-earning trajectories.

Who is in the study population?

To identify adults who experienced socioeconomic disadvantage in adolescence, we assess whether they met any of the following criteria in their teens:

  • Lived in a low-income family
  • Neither parent had a postsecondary degree
  • Mother was aged 19 years old or younger when her first child was born
  • Family received public assistance

Anyone who met at least one of the above criteria is included in the analysis.

Early career mobility looks different for white young adults than for Black and Latino or Hispanic young adults

After running separate analyses by race/ethnicity, we find that each population falls into four trajectory groups with similar patterns. They all have one group with very low wages, little wage growth, and few benefits, and they all have three more groups with gradations of higher wages and steeper growth. But wage levels and the rates of growth vary substantially between racial/ethnic populations.

Indeed, economic mobility looks strikingly different depending on race and ethnicity. Among white people, every trajectory group at age 30 has higher earnings than the corresponding trajectory groups among Black and Latino or Hispanic people.

In the lowest-earning group, Group 1 , average annual wages are very low for everyone ($5,000 or less) and poverty rates are extremely high at age 30: 78% of Black people in this group live below the poverty line, as do 46% of Latino or Hispanic people and 42% of white people. Very few people of any race/ethnicity receive any employer-related benefits. More than one-quarter of the Black population falls into this group, compared to 19% of the white population and 15% of the Latino or Hispanic population.

Group 2 has relatively low earnings and sluggish growth for all races and ethnicities. At age 30, average annual earnings for White Group 2 are about $20,000, compared to $17,000 for Latino or Hispanic Group 2 and $14,000 for Black Group 2. Benefit levels are fairly low for everyone, but are slightly higher among white people. Among both Black and white young adults, Group 2 is the most common trajectory group, accounting for 34% of the Black population and 38% of the white population.

In the second-highest-earning group, Group 3 , white adults also have a substantial advantage. At age 30, their average annual earnings are $46,000, compared to about $30,000 among Black Group 3 and $35,000 among Latino or Hispanic Group 3. White Group 3 has a slightly higher benefits index (2.4) than Black Group 3 (1.9) and Latino or Hispanic Group 3 (2.0). (See Essay 2 for a description of the benefits index scoring.) This is the most populous group among Latino or Hispanic people, accounting for 41% of the population.

Economic mobility is greatest among Group 4 for all races/ethnicities we analyzed. It has the steepest wage growth and the highest earnings by age 30, but average annual earnings among Black Group 4 and Latino or Hispanic Group 4 at age 30 are $65,000 and $70,000 respectively, compared to $108,500 among White Group 4. Benefit levels at age 30 are fairly high for everyone. Relatively small shares of each race/ethnicity fall into this group: 9% of white adults, 11% of Black adults, and 15% of Latino or Hispanic adults.

The trajectories of all three populations reflect common patterns, but also differ in important ways

Despite their differences, the trajectories of the different racial/ethnic groups are all shaped by the same well-established labor market and societal patterns, and thus bear certain resemblances to each other. Indeed, they align with the patterns described in the second essay in this series, which reported on the analysis of the study population as a whole, not disaggregated by race/ethnicity.

We list these similarities below and refer you to Essay 2 for more detail:

  • Adults who started with the fewest economic resources in adolescence struggle the most to achieve economic mobility.
  • Poverty rates are extremely high for lower-earning trajectory groups.
  • Those in higher-earning trajectory groups work more consistently, are more likely to work full time/year-round, and have higher education levels than lower-earning trajectory groups.
  • Incarceration, work-limiting health conditions, teen parenthood, and disconnection from school and work are most common among the groups with the flattest earnings trajectories.
  • Military experience and working in a job that is covered by a union contract are most common among the groups with the highest upward mobility.

However, beyond these similarities, trajectories for racial/ethnic groups also differ in important ways.

The racial wealth gap persists, even among those from disadvantaged backgrounds

Among all races/ethnicities, those in the higher-earning trajectories come from families with greater wealth than those in lower-earning trajectories. But wealth levels are higher among the white population at every earnings level. For example, median parental wealth among White Group 4 is approximately $114,000—about four times that of Latino or Hispanic Group 4 ($28,000) and three times of Black Group 4 ($36,000). These disparities apply in the lowest-earning groups as well, with median parental wealth at about $31,000 for White Group 1, $12,000 for Latino or Hispanic Group 1, and $6,000 for Black Group 1.

White and Latino or Hispanic women are disproportionately likely to be low earners compared to white and Latino or Hispanic men

About two-thirds of the members of White Group 1 and Latino or Hispanic Group 1 are women, and females account for decreasing shares of the trajectory groups as earnings rise. Only 17% of White Group 4 and 23% of Latino or Hispanic Group 4 is female. Gender segregation is not nearly as prominent among the Black trajectory groups, as women make up between 43% to 53% of each trajectory group. In fact, women are slightly underrepresented among the lowest Black earners, making up 43% of that group, compared to 49% of the study population as a whole.

Work-limiting health conditions are most common among white low earners

Among all races/ethnicities, work-limiting health conditions are more common among the lowest earners. But rates are highest among White Group 1 members, 28% of whom have a work-limiting health condition at age 27, compared to 18% of Black Group 1 members and 20% of Latino or Hispanic Group 1 members. Since survey respondents define “work-limiting health condition” for themselves, these conditions likely refer to a wide range of situations and problems.

Incarceration rates are high among all low earners, but particularly among Black people

Across races/ethnicities, a history of incarceration is much more common among Group 1 and 2 than the higher-earning groups. But among Black people, rates are very high: More than one-third of Black Group 1 members and 17% of Black Group 2 members have been incarcerated. Rates are lower (although still high) among the other lower-earning groups: More than 20% of both white and Latino Group 1 members have been incarcerated, as have about 15% for white members and 14% for Latino or Hispanic members of Group 2.

Military experience is most common among Black and Latino or Hispanic Group 4 members

The highest-earning groups among both Black and Latino or Hispanic people are disproportionately made up of those with military experience. Twenty percent of Black Group 4 and 17% of Latino or Hispanic Group 4 served in the military, compared to 5% of the Black study population and 7% of the Latino or Hispanic study population. Among Black Group 3 and Latino or Hispanic Group 3, about 8% and 9% percent have military experience, respectively. Among white individuals, about 11% of both Group 3 and 4 served in the military, relative to 7% of the white study population as a whole.

Among the highest earners, white people are more likely than Black and Latino or Hispanic people to work in construction and production occupations

Across all races/ethnicities, members of higher-earning trajectories are more likely to work in management and professional jobs. By age 30, approximately 40% of Black Group 4, white Group 4, and Latino or Hispanic Group 4 are in these roles. White Group 4 also has high shares of workers in construction, production, and transportation at age 30 (39%)—considerably higher than Latino or Hispanic Group 4 (29%) and Black Group 4 (23%). Similarly, members of lower-earning trajectories are much more likely to work in service occupations. Notably, Black Group 1 has substantially higher shares of members in service occupations at age 30 (55%) than other trajectories and other racial/ethnic groups.

Too many young people are falling behind in the transition to adulthood. This is true for every race and ethnicity. But notable differences between groups point to stressors and barriers affecting some more than others.

The high incarceration rates among Black people in our analysis reflect the higher rates of surveillance and racial bias in law enforcement and sentencing that Black communities face. This sets off a deeply negative spiral —damaging future employment prospects for those with a criminal record, disrupting family and community bonds, and increasing the likelihood of future criminal justice involvement.

The prevalence of work-limiting health conditions among the lowest earners (particularly among white people) tracks with other research on the potential causes of declining labor force participation . Most notably, researchers Anne Case and Angus Deaton found an increase in sickness and death among white people with a high school diploma or less. Subsequently, they linked this declining health with the cumulative disadvantages experienced by white people with less than a college degree as the economy and labor market have shifted.

The military, by contrast, appears to play a disproportionately positive role in the economic prospects of Black and Latino or Hispanic individuals. This aligns with the argument that the military provides a path to socioeconomic advancement for people of color and people from low-income backgrounds. Of course, fighting racism in the ranks is an ongoing concern . And others critique the military as a route for social mobility, arguing that its recruitment efforts disproportionately target high schools with student bodies that are predominantly low-income, Black, or Latino or Hispanic —trading on these groups’ more constrained postsecondary opportunities.

Lastly, although this analysis did not address racial discrimination in the labor market, our findings are consistent with research findings on discrimination. For example, job seekers with stereotypically “Black” names on their resume are less likely than those with “white” names to get callbacks from employers, even when they have similar qualifications. Other research makes it clear that Black and Latino or Hispanic workers face undeniable discrimination in the labor market, noting that the “magnitude and consistency of discrimination” in hiring is a “sobering counterpoint” to more optimistic assessments about the declining significance of race. In addition to hiring, racial discrimination manifests itself in the assignments workers are given and the ways their performance is judged and rewarded, which in turn affects career progression . Thus, the lower payoffs people of color experience reflect racism at every stage in the pathway to higher mobility.
