The primary goal of any school is to provide an environment conducive for learning. This would cover the external and internal structure of the school where the atmosphere should be comfortable, secure, safe, accessible, well illuminated, well ventilated, and aesthetically pleasing for both students and school personnel alike. “The school facility consists of not just the physical structure such as plumbing, mechanical, electrical, telecommunications, security, fire prevention and suppression systems, and the various building systems, but it also includes furnishing, materials and supplies, equipment and information technology.

” It should also cover different aspects of the building grounds such as playgrounds, vehicular access and parking, athletic fields, and other areas for outdoor learning. It is said that “the layout and design of a facility contributes to the place experience of students, educators, and community members. ” There are varied feelings and reactions one would feel depending on the quality of design a school has; is it spacious or crowded; the facility also contributes to ones sense of ownership, safety and security, privacy as well as sociality.

When proper planning, designing, and managing school facilities, “these factors of the so called place experience should, when possible, be taken into consideration. ” Given the situation where existing spaces be converted to an office, first let us look into the set-up. The current condition is that there is an occupation work study class with an office at the back; this is the proposed area for the future office of the Assistant Principal. It should be noted that before changing or renovating school facilities several environmental issues are needed to be addressed.

These are classroom acoustics, indoor air quality, water quality, energy conservation, and abatement or asbestos, radon, and similar hazardous elements. These should also adhere to the government mandates such as energy deregulation and other regulations and guidelines of the state or federal levels. To expand the office but make both areas functional, the walls should be knocked down and be replaced with a sliding plastic divider. That will allow some private moments for small meetings but enable to accommodate even bigger groups.

There should be the right amount and sizes of windows for daytime lighting capabilities, proper ventilation, and exit for extreme urgent situation cases. An air-conditioning unit should also be installed to use during very hot season and this unit should particularly be mounted on the area where there is less ventilation. Although it seemed that there will be expenditures in the demolition of the wall and the purchase of the air-condition unit, however, not at all times will this unit be used. Instead, opening the walls will give the other part an access of the air from the classroom.

Oftentimes, if the air can already pass through the windows then there will be little use of electric generated equipments this will save on some of the operational cost but with a fully functional space. The demolition of the wall must be thoroughly reviewed by an engineer because it can be part of the structure and it can cause a collapse of the entire floor. Unless it is guaranteed to be safe, then it can be torn down. An alternative solution is to open the upper part of the wall to create a 1 foot opening to let air come in.

Making an opening on the upper part of a wall permits hot air to go out thus cooling the place. Brightly colored paint such as pastels can also allow and enhance the light inside the room. This can also contribute to cutting down lighting costs without sacrificing the condition of the personnel inside the room. As much as possible, the choice of furniture should be done in such a way that it would occupy some portions of the office yet not overcrowd it. The provision of the office equipments will rely on need of the school employees occupying the room.

Normally, this would involve computer, fax machine, telephone, printer, and all others that would facilitate the office tasks. This renovation is a typical example of maximizing the school’s available resources to make every room useful but with less cost. The main objective of all school administrators is to make use of every possible space and turn into a fully functional unit. In fact, some very big classrooms are already divided to contain small groups of students for study shows that the smaller the class size the better it is for learning.

Concurrently, this will cut down on some of the school’s operational expenses since bigger rooms would need more electricity for lighting and longer use of any cooling system. It is also more expensive if a separate wing will be constructed just to provide more rooms for office work or for educational purposes. Introduction

 A growing body of research has found that school facilities can have a profound impact on both teacher and student outcomes. With respect to teachers, school facilities affect teacher recruitment, retention, commitment, and effort. With respect to students, school facilities affect health, behavior, engagement, learning, and growth in achievement. Thus, researchers generally conclude that without adequate facilities and resources, it is extremely difficult to serve large numbers of children with complex needs.

According to the US General Accounting Office (GAO) almost three-fourths of existing US schools in 1996 was constructed before 1970. Of these schools, about one-third of schools had need of extensive repair or replacement and almost two-thirds had at least one inadequate building feature such as substandard plumbing, roofing, or electrical systems. Moreover, 58-percent had at least one unsatisfactory environmental condition such as inadequate ventilation, acoustics, or physical security.

Besides general maintenance and construction issues, researchers have found most schools lack 21st century facilities in the form of infrastructure, laboratories, and instructional space. More than half do not have sufficiently flexible instructional space for effective teaching to take place.

Thus, facility quality is an important predictor of teacher retention and student learning. The physical and emotional health of students and teachers depend on the quality of the physical location, which makes establishing safe, healthy buildings essential.

The Impact of Facilities

Improving the quality of school facilities is an expensive undertaking. However, when the positive impacts of facility improvement on teachers and students are translated into dollar figures, the rewards of such investments far outstrip the cost of the investments. There are five primary facets of school facilities: acoustics/noise, air quality, lighting, temperature, and space. These are addressed below.

Acoustics and Noise

Noise levels greatly affect teacher and student performance. In fact, excessive noise causes dis-satisfaction and stress in both teachers and students. Research has found that schools that have classrooms with less external noise are positively associated with greater student engagement and achievement compared to schools with classrooms that have noisier environments. Thus, building schools that buffer external noise from classrooms can improve student outcomes.

Air Quality

Indoor air quality is also a concern because poor air quality is a major contributor to absenteeism for students with asthma. Research also indicates that many schools suffer from “sick building syndrome” which affects the absenteeism and performance of all students. Moreover, bacteria, viruses, and allergens that contribute to childhood disease are commonly found in schools with poor ventilation systems.

Indoor pollutants are also emitted from office equipment, flooring materials, paints, adhesives, cleaning products, pesticides, and insects. All of these environmental hazards can negatively affect children, particularly in schools with poor ventilation systems.

Before the advent of cheap electricity, schools often relied on natural lighting. As electric power costs declined, the amount of artificial light used in schools increased. Research has shown that artificial lighting has negative impacts on those in schools while natural lighting has positive impacts. In fact, research has shown that not only does classroom lighting boost the morale of teachers and students, appropriate amounts of natural lighting also reduces off-task behavior and improves test scores. One study found that students with the most exposure to natural daylight progressed 20% faster in in math and 26% faster in reading than students who were taught in environments with the least amount of natural light.

Proper Temperature and Control of Temperature

One consistent research finding across individuals of all ages is that the temperature in which a person works affects engagement levels and overall productivity—including student achievement. Anyone that has worked in a classroom or office that is too hot or too cold knows how difficult it can be when trying to work when the temperature is uncomfortable. According to the best analyses, the ideal temperature range for effective learning in reading and mathematics is between 68º and 74º.

To maintain such a temperature in every classroom within a school, teachers typically need to be able to control the temperature in their own classroom. At the very least, teachers should be able to control the temperature of small blocks of classrooms that receive the same amount of sunlight and have similar exposures to outside temperatures.

Classroom Size and Space

Overcrowded classrooms—and schools—have consistently been linked to increased levels of aggression in students. Overcrowded classrooms are also associated with decreased levels of student engagement and, therefore, decreased levels of learning.

Alternatively, classrooms with ample space are more conducive to providing appropriate learning environments for students and associated with increased student engagement and learning. Classroom space is particularly relevant with the current emphasis on 21 st century learning such as ensuring students can work in teams, problem solve, and communicate effectively. Classrooms with adequate space to reconfigure seating arrangements facilitate the use of different teaching methods that are aligned to 21 st century skills. Creating private study areas as well as smaller learning centers reduces visual and auditory interruptions, and is positively related to student development and achievement.

Twenty-First Century Learning

Policymakers, educators, and business people are now focused on the need to ensure that students learn 21 st century skills such as teamwork, collaboration, effective communication, and other skills. As noted above, older buildings simply are not conducive to the teaching of 21 st century skills. This is particularly true with the respect to reconfiguring seating arrangements to facilitate various modes of teaching and learning and the use of technology in the classroom as a mode of teaching and learning.

Conclusions

A large body of research over the past century has consistently found that school facilities impact teaching and learning in profound ways. Yet state and local policymakers often overlook the impact facilities can play in improving outcomes for both teachers and students. While improving facilities comes at a financial cost, the benefits of such investments often surpass the initial fiscal costs. Policymakers, thus, should focus greater attention on the impacts of facilities and adopt a long-term cost-benefit perspective on efforts to improve school facilities.

School Facilities: What Should a School Look Like?

The pandemic taught us new priorities.

Schools require facilities for learning, especially including networks, computers, screens and software — but also classrooms, labs, performance spaces, practice spaces and the like.

These virtual and physical spaces need to be safe, sufficiently spacious, and equipped with the right stuff. Nothing is free, and in California there have been many gaps.

First, let there be technology

Until the Pandemic of 2020, most people thought of the core infrastructure of a school as its buildings. Wood and concrete. Future generations will roll their eyes. Even now it's hard to fully grasp the scale of the change. Back then, it was regarded as tolerable for the digital infrastructure of education to be flaky and cheap.

Physical classrooms and learning spaces are wonderful, but in the Pandemic we learned that it is possible to get by without them. Good devices and reliable digital connections among students, educators, and families, by contrast? Those are core. The essence of an educational facility in the world after COVID-19 is the capacity to reliably connect each learner and their educators in the full-time work of learning, whether in person or at a distance.

The core infrastructure of a school is digital.

In 2021, students and teachers returned to classes in person, mostly in buildings that were just as old and cramped as they were before the crisis began. To update them will cost billions and take years. Fixing the digital infrastructure of education will be quick and cheap in comparison.

How school facilities are financed

Costs related to the purchase, construction or modernization of school facilities are known as capital expenses . Unlike ongoing operating expenses , capital expenses pay for assets — stuff that stays valuable for a while and depreciates in value over time as it wears out, like buildings or furniture. Following standard accounting practices, capital assets in school systems are accounted for in a way that spreads out the cost over time. Capital expenses are a significant aspect of the overall cost of education, but they are handled and reported separately from normal day-to-day operating expenses.

Like homeowners who borrow to buy or upgrade a home, school districts generally borrow money to build, buy or upgrade facilities. Unlike homeowners, instead of borrowing from a bank, school districts borrow money using bonds .

The language used to describe bonds can be confusing: when school districts sell or issue bonds, what they are really doing is borrowing money. Just like a mortgage, money borrowed with a bond must be paid back over time, with interest. Investors buy bonds as a business transaction: they make a little money on the deal. The specific rules for a bond (its structure ) can vary, including the amount borrowed, what the money may be used for, the interest rate, the timing of when money changes hands, and more. Voters approve bond debts through measures that appear on the ballot. The debt is paid using future taxes collected from property owners based on the assessed value of their property. In most cases, a citizen oversight committee is created to ensure that the funds are used for their intended purpose.

You might be wondering: School facilities always wear out over time. It's inevitable, right? Why do school districts spend money on interest payments when they could earn money by saving up in anticipation of future facilities needs? By doing so they would earn interest on the money saved and have more to spend. It's theoretically possible for school districts to do this, but it doesn't often happen.

Imagine yourself as a school board member and consider the politics: Bond financing for school facilities is standard practice, and easy to get. Saving for future facilities by definition means saying "no" to real, current needs. Your term on the board is short, your constituents are clamoring for action, and financing is available. Oh, and there's a chance that future board members would spend the money you save in ways you disagree with. It's too hard.

Changing rules about school bonds

California's constitution established rules and limits for raising funds locally for school construction in 1871 . The rules have changed significantly over time, and there have been booms and busts in school facilities investment. The state began playing a role in the funding of school facilities in California generations ago, with passage of the Field Act in 1933. This act established building standards for schools. In the post-Sputnik 1950s and '60s, the rapidly-growing state began issuing bonds to encourage and support the building of new public school facilities. In the 1970s the state began addressing the aging of those no-longer-new buildings with programs to support school modernization and earthquake readiness.

The most well-known change in the finance of school facilities happened in 1978, when California voters passed Proposition 13 . This measure raised the threshold for passage of local school facility bonds from a majority to a 2/3 vote, making them very hard to pass. Investment in construction and maintenance of school facilities plunged, even as rapid population growth increased the number of students.

Schools filled to overflowing. To provide classroom space, inexpensive portables (trailers) were rolled out onto many former playground areas and school parking lots. School communities hoped this would be just a temporary measure.

In 1996, legislation required schools to reduce class sizes, which further increased the pressure. Some communities (especially wealthier ones) mustered the votes to pass school construction bonds, but others failed to do so. To make more intensive use of space, some overcrowded schools shifted to year-round overlapping school calendars, which proved unpopular.

Required: 55% supermajority vote

In 2000, voters approved a ballot measure to help address the problem. Proposition 39 gave school districts the ability to pass a local school facility bond with a 55% "yes" vote. Additionally, voters approved a series of four statewide general obligation bonds for school construction between 1998 and 2006. The combination of factors led to a boom in school construction and repair. Some districts found it easier than others to raise funds, but the state bond measures helped to support work in higher-poverty districts. The stock market climbed, and sunshine warmed California schools. Then...

Are facilities bonds fair?

When the market swoons, school funding crumbles, especially including funds for facilities. According to research conducted as part of the 2018 the Getting Down to Facts II set of studies, the Great Recession undermined state bond funding for school facilities, especially "in districts with larger shares of disadvantaged or nonwhite students."

The report concludes that bond financing policies for schools in California have routinely worked to the advantage of wealthier communities best able to pay. Some of the barriers are logistical. Bond measures are complex, and don't happen very often. Districts have a lot to figure out, which means they have to hire expert help. Someone needs to write the measure, review it, publicize it, and campaign for it — all of which costs money and takes time. The report suggests ways in which California lawmakers could address this inequitable variation.

Some conditions are unacceptable

California has a responsibility to provide every child a school where they have a reasonable opportunity to learn . This principle gained the force of law in California through the 2005 settlement of the Williams case. The plaintiffs in this case documented major disparities in health and safety factors (such as vermin or broken toilets) and academic disadvantages (such as missing textbooks and inexperienced teachers). These disadvantages must be addressed in order to increase the odds that children in every school can apply their energies to learning. The expression opportunity to learn came to be used as shorthand for the connection between facilities and learning.

If schools lack good facilities they hold back kids' abilities

In California, the learning conditions identified in the Williams settlement must be described in each school's annual  School Accountability Report Card . Districts must also report on basic learning conditions as part of their annual Local Control Accountability Plan (LCAP). Safe school facilities include things such as lighting, temperature, safe bathrooms and playgrounds, and accessibility for handicapped persons.

Charter schools in California use widely varying facilities. Proposition 39 also required school districts to provide charter school facilities "sufficient to the charter school's needs."

The physical space of school facilities

Many of California's old school buildings were built to old standards. Much of California’s public dialogue about school facilities has focused on safety, like removing lead and asbestos, and ensuring that buildings don't collapse in an earthquake .

When schools are renovated there are important choices to make that affect how schooling happens. For example, if the space is divided into uniform-size classrooms that hold about 30 students, it’s likely that’s how instruction will be organized. Some programs, such as laboratory science and performing arts, require spaces for rehearsals and performance. PE programs are strongly influenced by facilities: a school with access only to paved spaces for recreation will emphasize basketball, but a school with ready access to a grass field might offer soccer.

Ending the Digital Divide

Not long ago, education advocates used to talk of the digital divide as something to be "narrowed," implicitly signaling that digital devices and connectivity were merely desirable. The Pandemic showed that digital access is not just desirable, but central. To participate in society, the economy, and education, each person needs adequate digital equipment and access. Educators must be able to assume with confidence that their students have the digital tools they need to participate in school both in class and at home.

As of this writing in 2021, policies do not guarantee access to technical tools for students. In fact, there is not even a basis to have an informed conversation about it. There is no reliable source of data about network uptime for California's students and teachers. The only available data come from occasional surveys. For example, the US Census Bureau includes questions about access to technology in its household pulse survey .

There remains plenty of disagreement about how and when computers and devices should be used in education, but hardly anyone would argue anymore that schools should be "off the grid" or that students don't need access. As students and educators return to schools in person, they need the basics: shelter, clean water, devices, and connectivity. Prior to the Pandemic many schools had spotty, slow or missing internet access. Most districts couldn't say for certain where their facilities had "dead zones." Many students' homes had access to web services, but not all, and schools didn't know. Fixing the issue should start with data about it. It's not OK not to know.

Why education infrastructure matters for learning

Buildings, classrooms, laboratories, and equipment- education infrastructure - are crucial elements of learning environments in schools and universities. There is strong evidence that high-quality infrastructure facilitates better instruction, improves student outcomes, and reduces dropout rates, among other benefits.   For example, a recent study from the U.K. found that environmental and design elements of school infrastructure together explained 16 percent of variation in primary students’ academic progress. This research shows that the design of education infrastructure affects learning through three interrelated factors: naturalness (e.g. light, air quality), stimulation (e.g. complexity, color), and individualization (e.g. flexibility of the learning space).   Although education policymakers are increasingly focusing on the quality of education and school learning environments, many countries use a fragmented or piecemeal approach to investing in their education infrastructure. In Romania, for example, decisions about education infrastructure investments have historically been made under an uncoordinated and decentralized model, driven by ad hoc needs and limited funding availability, rather than a strategic approach.

  An ad hoc approach to infrastructure investment is problematic   Schools in marginalized areas in Romania face the biggest investment needs in the country, meaning that students attending these schools are doubly disadvantaged. These students come mainly from low income and rural families to attend poorly equipped schools. For instance, 72 percent of rural secondary schools are missing a science laboratory, and nearly 40 percent do not have indoor toilets.  However, even though urban schools are better equipped than rural units, many are overcrowded.  One in four students in urban areas attends an overcrowded school, many of which operate in shifts. Overcrowded classrooms, such the one below, are suboptimal for teaching and learning.

School Buildings Are Crumbling. Here’s Why It’s So Hard to Fix Them

The projected cost of building a safe room to protect kindergarteners from tornadoes in Sikeston, Mo., unexpectedly tripled this spring, leaving the district unsure whether the project can continue. Students and staff in Clatskanie, Ore., are praying that an HVAC system that flooded a high school three times last school year will hold out through this winter. Education officials in Virginia worry that limits on using federal stimulus funds for improving K-12 infrastructure will lead to wasteful spending on half-measures to fix buildings that should be replaced.

With COVID-19 spread beginning to recede, and state legislatures firming up K-12 spending for next year, school officials and policy makers are confronting a thorny perennial challenge: maintaining and improving school buildings so they’re safe and appealing for students, staff, and the broader public to visit daily.

It’s a formidable task, given the dismal state of school buildings and the hundreds of billions of dollars in repairs that would be necessary to fix them. State funding for school construction varies widely, with a handful of states providing no support. Local funding for complex projects often hinges on a strong property tax base and the ability to levy additional taxes from voters—putting high-poverty areas at a disadvantage.

Students in districts with poor facilities notice the difference when they visit nearby schools with more modern infrastructure, said Oleta Fitzgerald, southern regional director for the Children’s Defense Fund and a vocal advocate for more-robust funding for school infrastructure.

“If we’re going to be competitive in the world, and if we’re not just gonna write off whole swaths of people, we’ve got to do something different,” she said.

Advocates for federal help have some high-profile supporters. President Joe Biden has proposed a federal investment in school infrastructure unmatched since the 1930s—$50 billion in grants and $50 billion in bonds. During a budget hearing last week, U.S. Secretary of Education Miguel Cardona reiterated his support for the package, telling lawmakers he was disturbed during a recent trip to Philadelphia to see century-old school buildings with windows lead-painted shut.

But this week Biden and a bipartisan group of senators proposed an infrastructure plan that does not include funding for school buildings. Many Democrats hope to pair the bipartisan agreement with a bigger investment package, which could include school funding. It’s unclear whether that proposal will materialize and gain enough support to pass along party lines in the Senate.

As members of Congress continue to jockey over new iterations of a spending plan for a broad range of priorities, from roads and bridges to child care and broadband, schools and the facilities experts who work with them aren’t assuming the resulting infrastructure package will include investment in K-12 schools. But more federal support would certainly be welcome, they say.

Education Week talked to district leaders, school construction advocates and consultants, and state school facilities coordinators to get a sense of the current landscape. Here are some of the key issues schools are facing as they try to ensure their buildings meet the needs of students.

COVID-19 has scrambled the supply chain for labor and materials

Raw materials and qualified contractors are two of the crucial building blocks for a school construction project—and the market for both is volatile right now.

Experts on school facilities say there’s a nationwide shortage of highly skilled workers who can handle the complexities of maintenance projects like patching roofs and replacing leaky pipes, as well as construction projects like building a new addition or a new school.

Material costs, meanwhile, are fluctuating wildly. Some, like steel, have gone up considerably in recent months, driving up the overall cost of a project and putting the squeeze on districts with limited funds to shift to an unexpectedly costly initiative. Others, like the cost of lumber, appear to be on a downward trend , for now at least, after a period of inflation.

Demand for materials, meanwhile, is steadily increasing, as people are venturing out to build homes and revive construction projects that lay dormant during the pandemic.

Spikes in materials costs appear to be driven by the disruption of the COVID-19 pandemic: Steel and mill workers staying home for required social distancing, getting sick, or losing their jobs amid nationwide economic upheaval.

“It’s changing weekly, the cost of materials,” said Melanie Drerup, chief of planning for the Ohio Facilities Construction Commission. “It’s really hard for our professionals to keep up with the costing and to have accurate estimates.”

Schools plan construction projects years in advance and struggle to fit them into a tight schedule during summer months when fewer students and staff are in the building. Fluctuating costs can scramble these planning efforts, and the finished product can suffer as a result.

Rules for spending federal stimulus funds are confusing, and timelines are short

Schools can spend some of their federal stimulus dollars on construction projects—but only on certain kinds of projects, and in many cases only with multiple layers of approval from state and federal governments.

Recent guidance from the U.S. Department of Education lists construction as an eligible use of stimulus dollars, if the district can explain how the project relates to recovering from the COVID-19 pandemic. Replacing HVAC units is likely to be acceptable; building a new gymnasium might not be.

Schools run into all sorts of other bureaucratic hurdles when they use federal funds for construction. Federal regulations for construction projects set minimum base pay for workers that might in some areas exceed districts’ project budgets. Districts have to start this summer firming up plans to spend stimulus dollars within roughly the next three years, which could limit investments in projects that would take longer to ramp up.

“If you think through what you need in your recipe, you go to the store and be selective and efficient, versus, ‘We’ve got to do something in an hour,’” said Bob Gorrell, executive director of Maryland’s Interagency Commission on Public School Construction. “All of these ESSER dollars that are coming to the [local school districts], it’s definitely going to be the latter.”

Some school districts, usually in wealthier areas, also received minimal to no stimulus aid through the federal Title I formula, which means their allocation is more likely to go to covering pandemic-related costs or preparing learning acceleration programs.

All of these pressures could lead some districts to be less ambitious with their design planning, or to hold off on necessary work until a later date, said Joe Dixon, a former school facilities administrator in California public schools who now consults with school districts across the state.

He recently helped one district in California plan to replace its portable classrooms using $20 million of stimulus funds. But another district he’s helping, in Berry Creek, Calif., is reeling after wildfires burned down a 60-student school in September. The district got only a few hundred dollars per student from federal stimulus aid. California offers per-student grants for facilities upgrades, and Berry Creek got $240,000.

“That’s not going to pay the architect,” let alone the construction itself, Dixon said.

Cheap projects can lead to more expensive ones

Some school buildings are so old that it would be cheaper to tear them down and build a new ones than to repair individual facets. Nearly a decade ago, the average age of school buildings was 44 years old , and that number has almost certainly risen since then, experts say.

In other cases, replacing an HVAC unit or improving broadband strength is impossible because the parts or equipment that fit with existing systems are out of date and no longer on the market. During mandatory remote learning in the early days of the COVID-19 pandemic, some students trying to learn from school parking lots couldn’t access Wi-Fi because the buildings’ aging concrete walls masked the signal.

The backlog of necessary work can be daunting. During the last school year, the HVAC system at Clatskanie Middle/High School in Oregon ruptured three times, flooding the main office, the preschool area, and hallways on two floors. A science teacher was displaced from his classroom and had to spend the second half of the year teaching remotely.

The 720-student district, where 46 percent of students are eligible for free and reduced-price meals, is using federal stimulus funds to make up for a budget shortfall at the state level, and on replacing worn-out Chromebooks. Instead, the district turned to voters, who just passed a referendum to renew an expiring $10 million bond for facilities work.

That bond also makes the district eligible for $4 million in additional state aid. Still, Cathy Hurowitz, the district’s superintendent, worries it won’t be enough. Community members also want an upgraded track, a refurbished auditorium, smoother parking lots, and more architectural separation between the middle and high school portions of the district’s school that currently houses grades 6 through 12.

“Everybody wants a brand-new looking type school, and I’m not sure we’re going to be able to do that,” Hurowitz said.

When you plan for your facility, you need for it to be a facility that will last and be able to respond to changes in educational delivery.

Virginia’s superintendent for public instruction, James Lane, recently studied the state’s new capital funding for schools and found that efforts to modernize or revamp buildings often cost nearly as much as simply replacing them. But replacing them takes longer, and requires more state and local investment.

“I would not assume you’d get the same longevity out of renovation as you would with a brand-new school,” Lane told lawmakers earlier this month, according to the Virginia Mercury .

The Jackson school district in Mississippi uses portable classrooms to supplement its brick-and-mortar school buildings, some of which are more than 50 years old. Just last year, the district passed a $65 million bond to start addressing a backlog of maintenance and plan for expansions or additions.

But in the meantime, portable classrooms cost more to maintain than the regular school buildings, said Joe Albright, the district’s chief operating officer.

“Whatever it takes to move us out of those, which are definitely not even designed to be long-term learning environments, or even long-term structures period, I want to be able to do that,” Albright said.

Every region of the country has unique environmental challenges

In the Sikeston district in Missouri, protecting students from severe weather threats is top of mind. Thousands of miles north, in Alaska, river and sea erosion and unpredictable seasonal storm patterns brought on by climate change are driving school infrastructure costs.

The state recently spent four years pulling together funding for a $60 million effort to relocate a 150-student school building in the Kivalina community from a barrier island on the Arctic Ocean onto more solid ground, said Tim Mearig, facilities manager for the Alaska Department of Education & Early Development. Several similar projects, in the $40 million to $50 million range, are on the horizon, he said.

In California, ventilation upgrades have to take into account the prospect of wildfires and their effect on air quality. Students in Baltimore and New Jersey have had to stay home on several occasions in recent weeks because buildings—some with air conditioning installed, others without—got too hot.

These examples highlight the difficulty of a one-size-fits-all solution to funding and shaping efforts to improve school facilities. The stakes are high for communities, which have needs and expectations that vary widely.

Drerup, the Ohio facilities chief, recommends schools prioritize engaging with the community to figure out the way forward on improving infrastructure.

“It’s generally a once-in-a-lifetime opportunity, because these buildings are built to last for at least 40 years, if not longer,” she said. “When you plan for your facility, you need for it to be a facility that will last and be able to respond to changes in educational delivery.”
