The University of Michigan Journal of Law Reform is one of the oldest and most well respected law and policy publications in the nation. It publishes cutting-edge legal scholarship by both academics and legal practitioners. Established in 1968, the Journal finds its roots in a desire to propose constructive, well-reasoned reforms in all areas of the law.

In the Journal’s inaugural issue, Professor Francis Allen summarized the publication’s purpose in the following way: “In short, it seeks to promote the improvement of law and its administration in all areas in which needs are disclosed and in which useful proposals can be advanced.” True to these words, the Journal’s Editorial Board has consistently sought out and published articles on a diverse range of legal issues, eschewing the narrow focus of many legal publications.

The Journal also regularly sponsors symposia. These multi-day events provide an in-depth examination of one area of law in need of reform, with presentations by some of the most prominent and compelling scholars and practitioners in that field. The ideas presented at these symposia are then consolidated and published in article form in the Journal’s Summer Issue. Previously, symposia have focused on such varied topics as jury reform, products liability law, and school finance revitalization of American cities.

Virginia Bans Legacy Admissions in Public Universities and Colleges

The new law comes as the practice of giving preferential treatment to applicants with family ties to alumni has come under renewed scrutiny.

Virginia will end legacy admissions at public universities after Gov. Glenn Youngkin signed a bill on Friday banning the practice that gives applicants with family ties to alumni a boost.

Under House Bill 48 , public universities in the state will be barred from giving preferential treatment to applicants based on their connections to not only alumni but to donors as well. That means universities can also no longer give an advantage to applicants whose relatives make donations to the school. Critics of such preferences have said for years that the century-old practice perpetuates privilege.

The ban will notably affect the University of Virginia and William & Mary, which are among the country’s more selective public universities. Virginia Tech, another prestigious public university, already announced last year that it would no longer take an applicant’s legacy status into account in the admissions process.

The law, which passed unanimously in the Virginia House of Delegates and the State Senate this year, will take effect July 1, after admissions decisions have been made for this fall. Mr. Youngkin, a Republican, said in a statement in January that he believed “admission to Virginia’s universities and colleges should be based on merit.”

Virginia is the second state to ban legacy admissions, after Colorado, and similar legislation is being considered in New York and Connecticut, among others.

State Senator Schuyler T. VanValkenburg, a Democrat who sponsored the bill, said he was pleasantly surprised by the bipartisan support for the ban. He said he hoped Virginia’s decision will lead other states to follow suit, which he said would help promote diversity in college admissions.

“It’s kind of an indefensible policy, especially in light of affirmative action being declared unconstitutional by the Supreme Court,” Mr. VanValkenburg said in an interview. “There’s a lot of ways you can measure merit, but we know that legacy admissions is really not about merit at all.”

The University of Virginia did not immediately respond to requests for comment on Sunday.

William & Mary has said in a statement that it does not anticipate the legislation having a significant impact on its admissions process, because the university does not have a separate standard for applicants with legacy status. But data from the school has shown that accepted applicants with the status were more than twice as likely to enroll at the school as other accepted applicants were. The university did not comment beyond referring to the statement.

Legacy admissions have been under renewed scrutiny after the Supreme Court struck down affirmative action across colleges and universities last June, banning considerations of race in applications.

The movement to eliminate legacy admissions has received support from both Republicans and Democrats on several levels of government. President Biden has also weighed in, saying such preferences expand “privilege instead of opportunity.”

Senators Tim Kaine, a Democrat from Virginia, and Todd Young, a Republican from Indiana, are pushing to ban the practice at the federal level. In November, they introduced the Merit-Based Educational Reforms and Institutional Transparency Act, which would establish federal standards for assessing college admissions processes and make considerations of an applicant’s legacy and donor status illegal. The bill is being considered by the Senate Committee on Health, Education, Labor and Pensions.

In a joint statement , the senators applauded the new law in Virginia. “Now let’s build off this success and get our bill passed to end legacy and donor admissions preferences nationwide,” Mr. Kaine and Mr. Young said. “This will promote upward mobility and fairness in the admissions process.”

But critics of such measures argue that there are adverse effects to banning legacy considerations and that minority students could actually benefit from having familial connections in higher education. There are also concerns about the impact on alumni donor relations if legacy admissions are no longer allowed.

This year, an organization of conservative Virginia alumni known as the Jefferson Council expressed being split on the Virginia legislation.

“We are of two minds,” James A. Bacon, the group’s executive director, wrote in an email. On one hand, he said, intergenerational families tend to be more loyal and generous to the university. “On the other, we support merit-based admissions based on character and academic achievement.” The group did not immediately respond to a request to comment on Sunday.

Since the Supreme Court ruling, several selective private schools, including Wesleyan University and New York University, have decided to eliminate legacy preferences. But many elite private colleges, including Harvard, Yale and Brown, have not. The U.S. Department of Education has opened investigations into Harvard and the University of Pennsylvania and their use of legacy preferences.

“Legacy admissions are inherently unfair,” Mr. VanValkenburg said, adding that universities that heavily rely on the practice are “distorting what a freshman class looks like.”

Problem Solving Initiative Classes Tackle Real-world Challenges

In our innovative Problem Solving Initiative (PSI) courses, you'll become part of a multidisciplinary team learning to address real-world challenges. Working with graduate students from other units on campus—such as business, engineering, public policy, and public health—our PSI students tackle issues related to autonomous vehicles, climate change, social media, human trafficking, and other societal concerns.

About the Problem Solving Initiative

Because each LLM student is carefully selected, the class is extremely bright, inquisitive, and diverse.

With only a few dozen participants, our LLM students become friends with their classmates and receive individualized mentoring and support from faculty and staff. Our students develop meaningful connections that last long after their LLM year.

Students study and attend class with our 1,000 JD students, who come from nearly every US state and more than 15 countries. Outside the classroom, LLM students have the option to join more than 70 student organizations at Michigan Law.

By learning and studying with JD students, our LLM students expand their social and professional networks and are fully integrated into life at the Law School.

Better Know a Professor

Michigan Law has long been held in high esteem among the international legal community.

In 1878, the first students from Japan earned law degrees from the University of Michigan, and the Law School granted its first LLM degrees in 1890.

The Law Library became the first depository for European Union documents at an American university in 1957, and Ann Arbor is the birthplace of the American Society of Comparative Law .

We foster the development of international legal scholars and lawyers by providing our students opportunities to present research in the Salzburg Cutler Fellows Program and participate in the Overseas-Trained LLM Student Interview Program in New York every winter.

The Law School is just steps away from downtown Ann Arbor, the center of the city. Within a 30-minute drive of Ann Arbor is the Detroit Metropolitan Wayne County Airport, an international hub that offers direct flights to destinations around the country and the world.

LLM Degree Requirements

  • Earn at least 24 credits. At least 18 of these credits must be earned in Michigan Law School courses.  
  • Satisfy the constitutional law requirement. Successfully pass either Introduction to Constitutional Law and American Legal Process (Law 631, for LLM students only) or Introduction to Constitutional Law (Law 540, the JD required course). Law 631     Law 540  
  • Satisfy the research requirement. Successfully complete a qualifying seminar or course or earn two credits of Independent Research (Law 900).   Law 900
  • We encourage students not only to consider courses in their area of legal interest, but also to take courses that expand the way they think about the law and legal problems. 
  • Students should also consider the professor teaching the course. Many students select classes for the opportunity to engage with specific professors, not only for the course topic, but for the excitement of their intellectual approach to legal studies.

The Michigan LLM is a full-time program, and all students begin classes in late August and graduate in early May. LLM students are permitted to enroll in most Law School courses, including several clinics. In fact, we reserve seats in many fall semester courses to ensure places are available by the time you enroll. We offer two courses that are exclusive to LLM students (a constitutional law course and a research and writing course ). Both courses are optional, though generally recommended.

    If the law school does not provide guidelines, it is best to limit the length of your essay to roughly three pages, double spaced, with one-inch margins in an 11-12 inch standard font.
