Modernization of information systems of human services plays a significant role in the development of human services field. New technologies offer more opportunities for human service delivery. However, human services often face challenges connected with human service funding policy. Technologies aimed at arranging databases had a substantial impact on human services because it simplified the work of human services workers to the great extent due to the ability to structure data. The availability of the Internet had immensely increased the speed of information transfer. Contemporary technologies allow using complete data due to web entries, graphical interfaces, geo-coding, and mapping are now common tools in human services. Technologies that were introduced help lower costs and improve the quality of information (Bureau of Labor Statistics, 2009). 2. Funding Issues in the Human Services Traditionally, the largest part of human services is financed by the government. Smorol (2011) stated that human services funding was significantly affected by the economic decline of 2008-2009. As Federal and State budgets were cut, budget deficits are expected for the next several years. An essential increase in private funding is forecasted for the next ten years. In accordance with the research conducted by Smorol (2011), almost 60% of human service nonprofit organizations got less of state government financing. The same situation occurred to municipal and Federal funding: financing was cut by 49% and 31% accordingly. As financing nonprofits have always been a challenge for these organizations, human services agencies turned to private funding. For this reason, Foster, Kim & Christiansen (2009) developed ten financing strategies (models) for nonprofit organizations depending on their profile. Models are classified by the sign of the dominant funder, namely: individual donations, single person’s contributions, or few contributors’ donations. Also, there corporate funding exists together with mix of funders. Funding are classified in accordance with type and quantity of funding sources (Foster, Kim & Christiansen, 2009). 3. Employment Trends in Human Services In accordance with Bureau of Labor Statistics (2009), the employment in the human services field was projected to increase. The demand will increase not only because of emergence of new working places, but at the expense of replacement positions as well. The demand for such professions as arbitrators and mediators will increase significantly as companies need resolving disputable issues out of court. Also, affected by globalization processes, the demand for international human resources is increasing together with human resources information systems demand (Bureau of Labor Statistics, 2009). Taking into account changes in legislation, an increase in demand for labor relations experts, training staff, and mental healthcare personnel is predicted (Green, 2008). In accordance with Bureau of Labor Statistics (2009), there are several opportunities in the human services field. Those who have decided to choose the carrier of a social worker or a counselor must know that about 54% of jobs in human services are referred to healthcare and social assistance while about 30% of social workers are employed by the government. The demand for social workers is expected to increase by approximately 16% until 2018. More than 20% growth is expected for the jobs in healthcare (medical and public health social workers; mental health and substance abuse social workers – the growth for workers employed in this field is forecasted on the level of 22%). Bureau of Labor Statistics (2009) has projected the employment rate in the field to grow faster than the average. Edgecombe Community College (2009) forecasts emergence of new programs in human service field, such as, more services for mentally impaired, elderly, and people with disabilities. Much attention will be paid to the development of day care service centers. Rural areas are very promising from employment perspective. Public sector is traditionally generating more job openings (“Human Services Workers”, 2009). 4. Education and Training Opportunities in the Human Services Bureau of Labor Statistics (2009) reported that for the most jobs in human services a bachelor degree is required for entry positions while master degree is required only for some of them. All of the States, including District of Columbia, have certification, licensure, and registration requirements while regulations may vary depending on the State (“Human Services Workers”, 2009). Usually, a degree in psychology or sociology is required to be qualified for a social worker. MSW (master degree in social work) is required when applying for a position in health or school field, for example, some clinical work. For supervisory, staff training or administrative position a doctorate degree (DSW or Ph.D.) is a mandatory requirement of the employer. Usually, for teaching positions and research appointments DSW and Ph.D. are required (“Human Services Workers”, 2009). In accordance with Edgecombe Community College (2009) research, there was education available for the field. Thus, 468 bachelor’s programs and 196 master’s program’s were accredited in 2009 by the Council on Social Work Education. Also, 74 doctoral programs were listed by the Group for the Advancement of Doctoral Education in the U.S. Programs for bachelors include various courses in social field, such as, values of social work, communication in culturally diverse environment, ethics, social research methods, etc. These programs aim to prepare the following professionals: counselors, group social workers, caseworkers, and mental health assistants. While bachelors’ programs require 400 hours, masters’ programs include 900 hours and more of internship or supervisory instruction. A part-time education is available. A bachelor’s degree may not be required for the entry, while courses in social work, sociology, economics, psychology, or political science are necessary (“Human Services Workers”, 2009). It is necessary to have 2 years or 3,000 hours of clinical experience and supervisory work to obtain a license of a clinical social worker in most of the States. The requirements for the license vary in different States. Commonly, carrier advancement and certification require additional work experience or an advanced degree. Government and private practices are available for the social workers. Social workers having private practice are paid through health insurance or directly by the client. Government workers take part in formulation of government social policies (“Human Services Workers”, 2009). 5. Necessary Knowledge and Skills to Succeed as Human Service Worker It is known that human services workers often deal with various forms of violations, for instance, sexual, alcohol, mental, elderly, physical, and drug abuse. Their clients often endure different hardships, such as, unemployment, poverty, financial and health issues. The work of human service employees is connected with mental and emotional pressure, thus, he or she must possess certain qualities and knowledge to manage with constant challenges. Therefore, the following treats of character are necessary: flexibility, compassion, self-discipline, ability to listen and to hear, even-temper, enthusiasm, philanthropic, and willingness to help other people. In addition, competent social workers are encouraged to possess ability to learn, gain knowledge, know the basement of time management, and possess elementary computer skills. Social worker must carefully examine issues related the field of social welfare; directly interact with families, individuals, and groups of people; possess administrative and managerial skills; be competent in legal issues; possess analytical skills; accomplish advocacy on behalf of communities, families, and individuals (“Human Services Workers”, 2009). Besides, personal treats of character and educational demands, human services worker is likely to possess the following skills: ability to understand the nature of human systems; understanding medically and socially oriented, psychologically-behavioral, medically-oriented, and educationally-oriented models; ability to identify and select appropriate interventions which are necessary for goal achievement; skills connected with planning, implementing, and evaluating interventions; ability to select interventions with regard to client’s values, ethical principles, goals, and life style; possess effective communication skills and be aware about peculiarities of interpersonal relations (“Human Services Workers”, 2009).
6. Human Services Opportunities and Сhallenges In accordance with Bureau of Labor Statistics (2009) human services job opportunities, like many processes in the USA, are tightly connected to the demographic situation in the USA. The increase is conditioned by the ageing process of the generation of baby boomers. Significant opportunities are predicted because of replacement (“Human Services Workers”, 2009). Also, Bureau of Labor Statistics (2009) reported the growth of family support workers’ and child advocates’ employment by approximately 12%. Due to the increased number of students’ enrollments, the demand for the school social workers will grow proportionally. Integration children with disabilities into general school will be emphasized. At the same time, the competition in some areas of school social work may become tougher because of limited opening options. Besides, the opportunities in private practice for the social personnel are forecasted for the next ten years. Rural areas are also offering more carrier opportunities for gerontologists and professionals in the substance abuse treatment. However, there are several challenges in human services employment. With the development of new technologies and computerization and automating replaced many working places. Those workers who stayed are forced to prove their competence by means of evaluation performance. Thus, those workers or applicants, who fail to meet the requirements of contemporary labor environment, will fail to find a good job or will be replaced by more competent and skilled rivals. Also, specialists in labor relations, training staff in larger companies are likely to be affected by a strong tendency to downsizing, mergers and restructuring of corporations (Bureau of Labor Statistics, 2009).

In reaction to the direction of human problems and needs, human services profession was developed in 1962. Human services is characterized by an appreciation of each human being regardless of their background, status, race, religion, gender, age, sex, etc. it was formed to provide assistance to clients who exist within their environments or society. This profession is defined by a great sense of values and standards that are to be upheld each and every time (NOHS, 2015). Professionals in this field are required to promote, uphold and embrace the spirit of ethics and integrity in their duties, encourage the well-being of the society at large and also promote their own professional development and advancement. Some of the values that are upheld by human services professionals include; encouraging self-determination, respecting the welfare and dignity of everyone, objectivity, conducting duties with integrity, honesty, upholding cultural diversity, campaigning for social justice and above all, being genuine. At all times, professionals are required to consider and apply these standards. Ethical and professional decision-making requires the application of these values to ascertain that decisions made are useful, reliable, feasible and not harmful in any given way. Furthermore, ethical decision-making is a way of ensuring that a careful and excellent choice is made. Notably, ethics and ethical codes are not legal rules or documents; in fact, they simply guide behavior and conduct of human services professional (NOHS, 2015). This paper thus, looks at the best way to identify a client’s problem(s), relates a human services professional’s counseling style to ethical practice, discusses the diagnosis part of the assessment of a client’s problem, identifies the advantages and disadvantages of diagnosis from an ethical point of view and establishes a client's right to self-determination and how the use evidence-based practice interferes with this right. To arrive at conclusions case analysis was used in relation to the topic of discussion. For professionals in the human services field, identifying the client’s problem(s) is the key thing. Once the problem has been identified, a human service provider will then develop appropriate interventions to counter them. Ethical practice provides that professional should always uphold ethical standards and values when identifying a client’s problems. In essence, they should come up the best way to identify these problems. An informed consent approach is the best way of identifying a client’s problems. Clients need to provide informed consent before the human services provider goes ahead to determine the problems. Significantly, it is fundamental to ascertain the client that information about them will be treated with utmost confidentiality. While analyzing an examining a client for problems, the professional is expected to ask open-ended questions in the interviews. Open needed questions give room for explanations and clarifications on the root of a problem (NOHS, 2015). Furthermore, they provide more information about a problem. In essence, when identifying a client’s problem(s), emphasis should be given to the need to establish as much information as possible. Great knowledge about a client’s problems is the key or foundation stone of developing appropriate interventions and measures to counter the problem. Considering ethics, it is important that the client provide the permission for one to establish information about the. While surveying methods would prove relevant and significant in establishing a client’s problem, some do not allow for an interactive platform where extensive information can be shared. The more information the client provides about existing information is the more appropriate intervention measure will be developed. Professionals in the human services field are guided by a code of ethics and values which should also be followed at all times. Identifying a client’s problem is the first step of assisting an individual. Thus, stress is given on the fact that this phase should be conducted effectively to produce reliable information that would help in establishing appropriate ways of handling the problem. As noted, when using an interview survey method, the human services provider is required to design and structure the questions such that they do not happen to harm or emotional torture a client. Additional, for best results, interview questions should be open-ended to open ways of obtaining more information about the problem. On the other hand, obtaining a great deal of information is crucial in developing the most suitable course of action. Counseling by human services providers assumes an approach that conforms to the ethical approach. While counseling a client, a human services provider is expected to make a professional decision that uphold ethics and do not harm the client in any manner whatsoever. In doing this, there are a number of ethical aspects that human services providers should consider when counseling. First, the provider should be trustworthy. This is defined by the fidelity that honors the trust placed in the provider. It is fundamental to be trustworthy because it is the basis of understanding and correspondingly resolving a client’s problems. In this way, human services providers are restricted to disclose any information about the client. Confidentiality arises from fidelity or trustworthiness. Just like in ethical practice, counseling in the human services profession requires a respect for the client’s privacy and a corresponding guarantee of the confidentiality of the client. Another aspect is autonomy. Human services providers, just like in ethical practice are required to respect the self-governing right of a client. Clients are expected to commit themselves to seeking counseling services voluntarily and on their discretion. They should not be compelled to do so. Participation, therefore, should be on a voluntary basis, allows the human services provider to engage in explicit contracting, seeks adequate consent and prepares passably for the process (NASW, 2008). On the other hand, manipulating clients, compelling them and forcing them to participate in the program are a violation of ethical practice. Additionally, human services providers should be committed to promoting and enhancing a client’s welfare. This aspect is referred to as the principle of beneficence in ethics. In essence, a provider counseling style is always meant and aimed at the best interests of the client. Basing the process on professional and ethical assessment, human services providers are not expected to input opinion or prejudice in the process. Similarly, the provider, while counseling, is not expected to cause any form of harm to the client. This aspect is referred to as the principle of non-maleficence. Specifically, service providers should commit to avoiding any form of financial, emotional, sexual, etc. harassment that leads to client exploitation. Human service providers should avoid malpractice due to incompetence or when unfit to provide such services. While providing counseling services including any other form of service, human service providers are expected to offer impartial and fair treatment to all clients despite any individual differences. This also requires that service provision respects the client’s rights and dignity. Ethics requires that the legitimacy and legality of a process be defined by the need for ascertaining all requirements before a service is provided. In essence, ethical practice requires human services providers acknowledge individual differences and appreciate them when counseling clients. Furthermore, the accessibility of these services should be provided for the whole society and not to any special interest groups (NOHS, 2015). Lastly, ethical practice requires human service providers to respect themselves by fostering knowledge, advancement, and self-care. This aspect and ethical principle implies that human services providers, while counseling clients, should practice all the aspects that pertain to ethical decision-making and actions. In general, the counseling style of human service providers is proportional and directly relates to the principles of ethical practice. Remarkably, after identification of a client’s problem(s) the human services provider is then tasked with the second phase that involves an assessment of the client’s needs. As part of this assessment, diagnosis is considered a central facet of the client’s needs evaluation. Diagnosis is primarily used to establish the cause of a problem, strategies for mitigating the problem and solutions to the problem. It is also aimed at identifying the nature of a problem. Notably, human service providers conduct diagnosis as part of the assessment of a client’s needs to determine the nature of the needs, how to mitigate them and any possible solutions to the problem. Diagnosis is considered fundamental for it determines the kind of situation that the human services provider has to face (NASW, 2008). This prepares them adequately in developing the right and most appropriate strategies of countering the problem and hence helping the client. During diagnosis, however, human service providers are expected to uphold ethical practices. They need to ensure that their actions do not result in any form of harm to the client. Diagnosis, notably, also includes the final decision made by the assessment. This decision normally regards the cause of the problem, the nature of the problem, the extent of the problem, mitigation strategies and any possible alternatives or solutions that can be used to counter the challenge. Providers use diagnosis as a means of understanding the problem before deciding anything. Remarkably, effective professional and ethical decisions are made after a special consideration of all the aspects that relate to a client’s needs. Decision-making is prevalent in the provision of human services (NASW, 2008). Thus, it is only through diagnosis that human service providers can be able to develop a coherent and comprehensive understanding of a situation. Nevertheless, the diagnosis part of the assessment of a client needs has got its own strengths and weakness. These do not, however, compromise the need for diagnosis in the process of evaluating a client’s needs. Diagnosis is advantageous in a number of ways. First, it is a means through which clients feel understood and not necessarily ‘crazy’. This creates a sense of assistance from a professional which in turn reduces a client’s anxiety and makes them connected. Though diagnosis, empirically-supported solutions can be identified and hence, utilized in alleviating the effects of a problem. There are proven solutions with an exemplary track record that can be considered when coming up with appropriate solutions to a problem. When criteria for diagnosis are met, a client is automatically proven to require extra service from the human service department or organization. Thus, it establishes the extent to which a client should be attended to. Information retrieved from the diagnosis part of the assessment is crucial in directing the course of actions. Lastly, psychological testing and assessment can be used in establishing appropriate treatment for erratic behavior. Diagnosis clarifies the cause of an emotional or psychological problem and thus, makes way for developing appropriate treatment to alleviate bad behavior (Hoesktra, 2014). Conversely, there are a number of weaknesses associated with a diagnosis. First and foremost, there are stigmas that are linked to having behavioral or psychological problems. Through diagnosis, individuals are able to know whether their problems are psychic or disease related. This might be confused with aggressiveness and violent behavior. Secondly, diagnosis is generally, invalid. This is because; some processes may be the same at times and yield different results through diagnosis. Scientific studies and research have proven that diagnosis is not necessarily accurate. Another significant weakness is the fact that the diagnosis is time insensitive. Usually, it consumes a lot of time and sometimes ends up with no useful results. Lastly, labels used in the diagnosis do not inevitably explain the cause of a problem. Ethically, human services providers are required to refer a patient to clinical treatment if their diagnosis fails; this also questions the viability of diagnosis in human service provision (Hoekstra, 2014). Human service providers are expected to uphold the client’s right to self-determination. This right refers to the need of the clients to govern themselves and any decision they make. Human service providers are to assist the clients in their struggle to identify, develop and accomplish their lives’ objectives. Clients are required ethically, to determine the course of action and what they want it to be like (NASW, 2008). They make the decisions voluntarily and should not be compelled in whatsoever way to make a certain decision. A client’s participation should be solely voluntary and not subject to a human services provider judgment or opinion. Hence, decisions made by clients should be free from manipulation and any form of exploitation by the human services providers. However, in some special cases, this right might be violated. For instance, evidence-based practice interferes and violates this right. Evidence-based practice refers to a situation where a client’s actions or potential actions are bound to pose or cause a serious, imminent and likely risk/harm to them or others. In essence, if a client’s actions or potential actions signify a turn of events that could result in potential injury either on themselves or others, then the human services provider will be expected to override the right to self-determination and act accordingly to prevent the risk of harm from taking place. Such actions include making relevant and significant decisions about and for the sake of the client. Though such decision may require a client’s voluntary participation, at such an instance, the right to self-determination does not hold. However, in normal circumstance, human service providers are expected to uphold a client’s right to self-determination at all times.

Even in countries considered part of the "third world" designation have the same issue with people accepting or rejecting human services. Trust is a valuable commodity, but it must be earned for someone who has lived in poverty their entire lives (Mabughi & Selim, 2006). People who live in poverty may glean what they can from the larger society so that they can survive, but when it comes to areas like healthcare, the people actually have to trust the professionals. Since many of these people have been self sufficient and non-trusting of the majority culture for many years, they have difficulty in trusting that they will not be harmed by a treatment which to them is very foreign (Speth, 1998).
So the issues that human services professionals have with regard to providing healthcare are many, but there are programs which have proven effective. One such program has the aim of getting individuals accustomed to what a better life is from the time they are very little (Duncan, Ludwig & Magnuson, 2007). This program is a training program for both the children and their parents when the child is still in preschool. The training has to do with getting used to proper healthcare and discovering ways, from an early age, of reducing the chance that poverty will continue into the next generation. Other programs are faith-based, as many have been throughout history, but they do not display their faith in any way other than trying to treat their fellow people with compassion (Hopkins & Capaiuolo, 2001). There are many other programs which try to help individuals who are steeped in poverty and have difficulty finding even the basic care, but they are too numerous to mention.
For the human services worker, the message is that poverty is not about a single item such as how much the person makes in income. Poverty, especially when it is paired with trying to access healthcare, is about location, situation, income, trust, and many other issues that human services workers fight every day. It seems that most human services professional believe that

For instance, in the conflict scenario, Holly underscores the idea that conflict is important; it is how it is channeled and how it can be used to help individuals grow and develop. Further, if we think about modern business structures, we can see how tremendously complex they can be. There are pressures to remain profitable, to produce more, to be innovative, and to do far more with less staff. If we take this further though, we can view conflict as a necessary part of the organization, a necessary and important part of being human. Further, leaders can shape the culture of an organization by encouraging conflict as part of the new "innovation culture" (Gelfand, et.al., 2010).
In most cases, innovation is not clean, neat, and pretty. Instead, by its very nature, it is disruptive to the patterns and procedures within an organization. Often, this disruption takes the form of dissent -- meaning that individuals prefer to go in a different direction or pattern than the status quo. The difficulty for most managers, and all levels, is to encourage dissent without feeling threatened by it. As the axiom of a wise CEO said, "I don't shoot messengers -- that's why I have them."
In the Human Services scenario, Andrea had a situation in which two staffers were extremely critical of how the other performed their job. To mitigate this, Andrea had the two switch jobs -- and the problem actually diminished and the two became closer. This was an extremely effective and innovative management tool that had larger ramifications than just the jobs the two were doing. In human nature dissent does not always stay confined to areas that managers and owners find agreeable or even acceptable. However, the human psyche works in a way that it is typically "all or nothing" when giving an opinion. It is not typically possible to find an organizational culture that encourages dissent and free thinking -- but only in limited subjects defined by management. By walking in one another's shoes for a bit, they could each appreciate a better way to collaborate effectively. After all, particularly in non-profit organizations, each person should fully realize that they are working for something grander than themselves -- and most would seem to have

Recognizing the local concern in Kalamazoo regarding employment barriers and well as post offender challenges to employment is a significant opportunity for policy advocacy and local change that has a significant impact on many people, not just the offenders themselves but their families and their whole communities. Offenders who serve time and then are simply returned to society with no resources return to the patterns of criminality that made them offenders to begin with, and many do this simply because they see no other way to survive in the community (Jenson & Reed, 2006, p. 81-89). It has been shown in countless examples as well as a significant amount of research that recidivism is reduced by the involvement of offenders and ex-offenders in gainful employment. That employment is contingent of training, education and in this case policy advocacy as individuals never given an opportunity are unlikely even if they are educated and trained for the job to get a job after incarceration or offense. This is a lasting problem that should be addressed in policy advocacy as well as client advocacy.
The issue of domestic violence similarly allows opportunities for policy advocacy, be it advocating for local policy change that allows funding to domestic violence shelters or opportunities that empower domestic victims by supporting their needs (an example of client advocacy). One of the paramount organizations in the fight against domestic violence is the National Coalition Against Domestic Violence.
The organization serves as a policy advocate on the national and local levels to develop funding for domestic violence shelters and programs for those affected. The organization also serves as an advocate for those organizations that are responding to client need on the local level, creating coalitions and local support as well as demonstrative change for programming where it is needed. The Girl Scouts must satisfy the mission of their organization to educate girls but they must also address the needs of the organization to remain financially solvent and retain good public relationships with donors, parents, and the community. Selling Girl Scout cookies has long been considered an ideal way to empower girls through encouraging them to make sales and to build better relationships with the community. However, some have criticized these sales, suggesting that they send a wrong message regarding obesity. Others have complained about the ingredients of the cookies, which contain palm oil, a substance which has been linked to environmentally-unfriendly harvesting of the rainforest (Hurowit 2011). The Scouts were also taken to task for their censoring of posts complaining about the cookies' ingredients on their Facebook site. There is a tension between the Scouts' need to uphold its positive image (which is linked strongly to selling cookies) and changing ideas about how and what is acceptable to eat.
The Girl Scouts have also been criticized by members of the right, for not taking an aggressively anti-gay stance (in contrast to the Boy Scouts and refusing to take a position on either abortion or gay rights (McCartney 2012). Inclusiveness is stressed by the organization rather than taking positions on hot-button political issues. History Of Human Services When the Kalamazoo Foundation began in 1925, the welfare state in the U.S. was minimal, and on the federal level almost nonexistent. Problems of poverty, hunger, racism, unemployment, and inadequate education were largely left to the start and local levels to be dealt with by private charities and religious organizations. This only changed with the expansion of the federal safety net during the New Deal of the 1930s and the Great Society of the 1960s, although it has been contracting again over the last thirty years. Previous reports from the 1997 study of the U.S. Conference of Mayors of homelessness in urban areas suggest that 36% of the population of homeless people is made up of homeless families (McNamara 2008, 52).

Homelessness Among People Living in Encampments (Conducted in partnership with HUD) As of 2019, homeless encampments were appearing in numbers not seen in almost a century. To learn more about encampments and cities’ approaches in responding to them, Abt Associates conducted the study Exploring Homelessness Among People Living in Encampments and Associated Costs for the U.S. Department of Health and Human Services and the U.S. Department of Housing and Urban Development (HUD). After completing a literature review, the study team selected nine cities currently responding to encampments to participate in telephone interviews in early 2019. Findings from this study – the report on costs, individual site summary reports, and the literature review – are intended to help federal, state, and local policymakers and practitioners understand the nature of encampments, strategies for responding to encampments, and the costs associated with those approaches.
Health Conditions Among Individuals With a History of Homelessness This paper uses a proprietary data set with electronic health records of more than 54,000 individuals with ICD-10 code of homelessness between 2015 and 2019. The paper found that for many chronic conditions, people with a history of homelessness have a greater prevalence than a comparison cohort of individuals matched on age and gender. In addition, the cohort with a history of homelessness had twice the rate of ever having head injuries and high rates of viral hepatitis, alcohol abuse, and opioid abuse.
Comorbid Health Conditions and Treatment Utilization among Individuals with Opioid Use Disorder Experiencing Homelessness People experiencing homelessness have been particularly hard hit by the opioid crisis. This epidemic has also impacted individuals experiencing homelessness in ways that are distinct from how it has impacted individuals with stable housing. However, not much is known about comorbid health conditions and health services utilization among adults with opioid use disorder (OUD) who are experiencing homelessness. A retrospective observational cohort study was conducted utilizing a large national all-payer electronic health record database, finding that underlying mental health conditions and polysubstance use contribute toward making individuals experiencing homelessness more susceptible to adverse health outcomes associated with OUD. Health policy initiatives directed toward treatment engagement might benefit from an emphasis on addressing housing instability that many individuals with OUD might be experiencing.

Individuals Experiencing Homelessness Are Likely to Have Medical Conditions Associated with Severe Illness from COVID-19 This paper is a descriptive analysis of the prevalence rates of some chronic health conditions that are associated with a higher risk of severe illness from COVID-19 among people with a history of homelessness. It uses a proprietary dataset with electronic health records of 61,180 individuals with an ICD-10 code of homelessness between 2015 and 2019. The paper finds that many of the health conditions examined (those believed to be linked to higher risks of severe illness from COVID-19), people with a history of homelessness have greater prevalence than the general population. People with a history of homelessness have comorbidities that impact their health in multi-faceted ways.
Housing Models that May Promote Recovery for Individuals and Families Facing Opioid Use Disorder This project describes the housing models available for individuals with opioid use disorder (OUD) who experience housing instability or homelessness. The association between OUD and homelessness has been examined and established. The study then examine whether there is evidence of relationships between Head Start and other early education and center-based care enrollment and children’s school readiness and behavioral challenges.
Pretesting a Human Trafficking Screening Tool in the Child Welfare and Runaway and Homeless Youth Systems Despite the fact that youth involved in the child welfare (CW) and runaway and homeless youth (RHY) systems are particularly vulnerable to being trafficked, there is no consensus screening tool to identify trafficking experiences among such youth. In order to better serve youth trafficking victims, this study developed a Human Trafficking Screening Tool (HTST) and pretested it with 617 RHY- and CW-involved youth. This research established that the screening tool is accessible to youth and easy to administer, and that both the full-length tool and a shorter version were effective in identifying youth who are trafficking victims in RHY and CW systems, though additional research with more youth is needed.
Patterns of Benefit Receipt among Families who Experience Homelessness This brief uses data collected for the U.S. Department of Housing and Urban Development’s Family Options Study to analyze patterns of receipt of TANF cash assistance, SNAP food assistance, and publicly funded health insurance benefits among these families, with a focus on the characteristics of those receiving and not receiving benefits. Final Report – Street Outreach Program Data Collection Study This first-of-its-kind study focused on 873 youth ages 14 to 21 in 11 cities. Respondents included street youth receiving services from ACF’s Street Outreach Program grantees and street youth who were not currently using services from SOP grantees. Study findings include that: nearly half of respondents became homeless for the first time because they were asked to leave home by a parent or caregiver; more than half have tried to stay at a shelter but found it full; the average youth had spent nearly two years living on the street; and nearly 30 percent identified as lesbian, gay, or bisexual, and nearly 7 percent identified as transgender.
Are Homeless Families Connected to the Social Safety Net? This analysis of HUD's Family Options Study data shows that families in a shelter and 20 months later are generally connected to public benefits at similar rates to other families in deep poverty. This non-experimental analysis finds that homeless families receive TANF, publicly funded health insurance (including Medicaid, CHIP, and state-funded insurance), and SNAP at equal or greater rates than other families in their communities who are also living in deep poverty.
State Strategies for Coordinating Medicaid Services and Housing for Adults with Behavioral Health Conditions This Issue Brief describes the strategies used by four states--Louisiana, Massachusetts, Tennessee, and Illinois--to improve the link between Medicaid and housing services for adult Medicaid beneficiaries with behavioral health conditions. This brief does not assess the success of these strategies, but instead focuses on the mechanisms the states are using to improve care coordination for individuals with both behavioral health and housing needs. Federal and state policymakers and other stakeholders can use this information in developing their own initiatives.
Improving the Coordination of Services for Adults with Mental Health and Substance Use Disorders: Profiles for Four State Medicaid Initiatives In 2013, ASPE contracted with Mathematica Policy Research to conduct case studies of the financing arrangements and delivery models that states are using to improve the coordination of care for Medicaid beneficiaries with mental health and substance use disorders in four states: Illinois, Louisiana, Massachusetts, and Tennessee. This report profiles and describes the key elements of the strategy used in each state, including the financing mechanisms, state-level and local-level partnerships, use of data and information systems, and efforts to improve coordination with housing. Moreover, the case studies sought to describe the "on-the-ground" operation of the care coordination models from the perspectives of providers, consumers, and other stakeholders. Although these case studies do not evaluate the effectiveness or outcomes of the strategies used in these states, policymakers, managed care organizations, providers, and other stakeholders may wish to consider the components of these strategies in their own efforts to improve care coordination.
State Strategies for Improving Provider Collaboration and Care Coordination for Medicaid Beneficiaries with Behavioral Health Conditions This Issue Brief highlights the efforts of four states--Illinois, Louisiana, Massachusetts, and Tennessee--to facilitate provider-level coordination for Medicaid beneficiaries with behavioral health disorders. It describes the financing strategies and specific mechanisms that states are using to improve care coordination. It summarizes some of the key ingredients of these efforts as reported by providers, consumers, agency representatives, and managed care companies in the four states. This information may be useful to federal and state policymakers and other stakeholders as they develop their own initiatives.
"Homeless Caseload is Associated with Behavioral Health and Case Management Staffing in Health Centers" [Journal Article authored by analysts at ASPE and SAMHSA)] This paper examines organizational characteristics and staffing patterns in FQHCs with large homeless caseloads. Regardless of whether each health center received targeted Health Care for the Homeless funding, health centers with high homeless caseloads were more likely to have high behavioral health and enabling services staffing—indicating that health centers tailor their staffing mix to the needs of their patients. The study also found that rural health centers had lower levels of behavioral health and enabling services staffing, highlighting the need to monitor disparities, link health centers with technical assistance on partnering with community-based behavioral health providers, and emphasize co-locating behavioral health services through grant oversight mechanisms.
Medicaid and Permanent Supportive Housing for Chronically Homeless Individuals: Emerging Practices From the Field (Assistant Secretary for Planning and Evaluation) This report describes existing practices in the field of communities currently serving homeless and formerly homeless individuals as Medicaid beneficiaries.
Building Partnerships to Address Family Homelessness Around the country, Head Start and Early Head Start programs are building partnerships in their communities in order to make their services more accessible for children experiencing homelessness. This resource paper highlights the work being done by local Head Start and Early Head Start programs to connect with public housing associations, emergency shelter providers, local education agencies, and other community service providers. It also provides recommendations and resources to facilitate collaborations in other communities.
Promising Practices for Children Experiencing Homelessness: A Look at Two States This resource paper highlights work to create interventions that are specifically targeted at increasing access to high-quality early care and learning programs for children experiencing homelessness. It provides an overview of the effects of homelessness on young children, reviews federal initiatives that have expanded access to early care and learning for this population, looks at how two states - Massachusetts and Oregon - have implemented innovative policies to improve early childhood outcomes for this group, and presents recommendations for how other states can develop their own interventions.
Identifying and Serving LGBTQ Youth: Case Studies of Runaway and Homeless Youth Program Grantees To better understand provider experiences serving lesbian, gay, bisexual, transgender and Questioning (LGBTQ) runaway and homeless youth, this study reports on case studies of four local agencies receiving grants from the Administration for Children and Family’s Runaway and Homeless Youth (RHY) Program. The purpose of the study was to learn about programs’ strategies for identifying and serving LGBTQ RHY, the challenges programs face in understanding and addressing the needs of this population, and potential areas for future research.
Promoting Protective Factors for In-Risk Families and Youth: A Brief for Researchers (Administration for Children and Families) This report explores the factors that make children and young people more able to cope with the trauma they face. It focuses on five populations that are often victimized the most: infants, children, and adolescents who are victims of child abuse and neglect; runaway and homeless youth; youth in or transitioning out of foster care; children and youth exposed to domestic violence; and pregnant and parenting teens.
Housing for Youth Aging Out of Foster Care (U.S. Department of Housing and Urban Development, with HHS’ Assistant Secretary for Planning and Evaluation) This research project focused on the housing needs of the over 25,000 youth who “age out” of the foster care system each year. It explores and documents the range of housing options available to these youth, includes an in-depth review of communities using the Family Unification Program (FUP) vouchers, identifies opportunities to mitigate the risk of homelessness for youth as they transition from the foster care system, and suggests areas for future research.

Linking Human Services and Housing Assistance for Homeless Families and Families at Risk of Homelessness (Assistant Secretary for Planning and Evaluation) This final report presents findings from the Linking Human Services and Housing Supports to Address Family Homelessness project. Through in-depth, on-site case studies, this study observed 14 communities that coordinate federally funded housing supports and comprehensive services to more effectively serve homeless families and families at risk of becoming homeless. Seven of the models include participation from local public housing agencies (PHAs). The report includes information about the structure of the programs examined, common promising practices identified across the models, and detailed case studies of the 14 models.

Housing Assistance for Youth Who Have Aged Out of Foster Care: The Role of the Chafee Foster Care Independence Program Each year the Chafee Foster Care Independence Program provides $140 million for independent living services to assist youth as they age out of foster care and enter adulthood. Under this formula grant program, states are provided allocations and allowed to use up to 30 percent of program funds for room and board for youth ages 18 to 21 who have left care. This report describes how states are using these funds to provide housing assistance to these vulnerable youth and explores how the assistance provided through this program fits in with other sources of housing assistance available in the states examined.
Medicaid and Permanent Supportive Housing for Chronically Homeless Individuals: Literature Synthesis and Environmental Scan This report reflects existing published and unpublished literature on permanent supportive housing (PSH) for people who are chronically homeless. It has a particular focus on the role that Medicaid currently plays in covering the costs of the supportive services that help people keep their housing and improve their health and quality of life. Findings from a Study of the SSI/SSDI Outreach, Access, and Recovery (SOAR) Initiative (Assistant Secretary for Planning and Evaluation) The Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) programs provide critical income support for those who meet eligibility requirements. The SSI/SSDI Outreach, Access, and Recovery (SOAR) initiative aims to improve access to SSI/SSDI benefits for individuals who are homeless through a multi-pronged strategy designed to mitigate the challenges this population faces when navigating the SSI/SSDI application process. To determine how and the extent to which SOAR is achieving its goals, ASPE conducted an evaluation of SOAR. The goals of the evaluation were to (1) provide a comprehensive description of SOAR processes, (2) examine the outputs and some of the short- and long-term outcomes that may be associated with these processes, (3) assess the factors that appear to be associated with successful implementation of the initiative, and (4) describe ways in which the initiative might be improved at either the state or federal level. This report summarizes the findings from the evaluation.
Homelessness Data in HHS Mainstream Programs (Assistant Secretary for Planning and Evaluation) This study explores the extent to which states collect data on housing status and homelessness from applicants for the two largest HHS mainstream programs that may serve individuals or families experiencing homelessness: Medicaid and Temporary Assistance for Needy Families (TANF). Interviews were conducted with TANF and Medicaid directors in all 50 states and the District of Columbia to learn about state practices related to the collection of housing status and homelessness data from program applicants. The study also includes a review of data-collection practices in nine other HHS mainstream programs. The Assistant Secretary for Planning and Evaluation (ASPE) and the Health Resources and Services Administration (HRSA) jointly funded this project. The study yielded three publications:
Study of HHS Programs Serving Human Trafficking Victims This project developed information on how HHS programs are currently addressing the needs of victims of human trafficking, including domestic victims (i.e., citizens and legal permanent residents), with a priority focus on domestic youth. The project provides in-depth and timely information to help HHS design and implement effective programs and services that help trafficking victims overcome the trauma and injuries they have suffered, to regain their dignity, and become self-sufficient. Components to the study include a comprehensive review of relevant literature, studies or data (published or unpublished) related to providing services to victims of human trafficking (including domestic victims); nine site visits to geographic areas (e.g., counties) containing at least one HHS- or federally-funded program currently assisting victims of human trafficking; at least three brief reports highlighting interesting, innovative, and/or effective experiences, knowledge, or information resulting from one or more of the site visits; and a final report providing a synthesis of all information obtained under the study.
The Mental Health of Vulnerable Youth and their Transition to Adulthood: Examining the Role of the Child Welfare, Juvenile Justice, and Runaway/Homeless Systems This project focused on the mental health of vulnerable youth who have been in contact with service systems, including child welfare, juvenile justice, and run-away and homeless programs. Data for this project come from the National Longitudinal Study of Adolescent Health (Add Health). The Add Health is a nationally representative study that was designed to examine the causes of health-related behaviors of adolescents and their outcomes in young adulthood. The analytic sample for this current study was limited to participants who completed an interview at Waves 1 and 3 and who have a valid population weight for these Waves.
Final Report for the Independent Evaluation of the Substance Abuse Prevention and Treatment Block Grant Program (Substance Abuse and Mental Health Services Administration) The independent evaluation of the Substance Abuse Prevention and Treatment Block Grant (SABG) was conducted to assess the extent to which the SABG Program is effective, functioning as intended, and achieving desired outcomes. Key Finding 1 indicates the SABG program demonstrated a positive outcome in the stable housing domain of the client-level National Outcome Measures (NOMs) between admission to and discharge from a treatment episode.
Characteristics and Dynamics of Homeless Families with Children (Assistant Secretary for Planning and Evaluation) This report investigates the availability of data with which to construct a typology of homeless families with the goal of identifying key knowledge gaps regarding homeless families and to consider whether these gaps may most efficiently be filled through secondary analysis of existing data, adding questions or a module to planned surveys that include low-income populations, or whether additional primary data collection would be needed. Ultimately, it is intended that an improved understanding of the characteristics of homeless families with children will guide the development of appropriate service responses to such families and provide an empirical foundation for the design of homelessness prevention and intervention approaches. The project consisted of three phases: assessing the availability of already existing data that could be mined through secondary data analysis; proposing a set of questions to modify existing and ongoing surveys that would allow for the key research questions related to homeless families to be answered, and conceptualizing various primary data collections that would specifically collect the kind of data required to develop a typology of homeless families.

Is System Integration Associated with Client Outcomes? , June 2007 This report merges network data reflecting collaboration, trust and use of evidence-based practices at the time clients enrolled in the CICH with 12-month client outcome data to examine the association of interagency relationships at the start of the program and client outcome during the first year of program participation.

Toward Understanding Homelessness: The 2007 National Symposium on Homelessness Research (Department of Health and Human Services and Department of Housing and Urban Development) The National Symposium on Homelessness Research, co-funded by the Department of Health and Human Services (both Assistant Secretary for Planning and Evaluation and Substance Abuse Mental Health Services Administration) and the Department of Housing and Urban Development in FY 2005, sponsored the development of twelve research papers in an effort to capture the current state of the research related to homelessness. The Symposium event itself, which was held over two days in March of 2007, brought together 200 researchers, policy makers, government officials, service providers, and consumers from across the country to discuss the research papers and directions for future research related to homelessness. This Symposium was a follow-on event to the first National Symposium on Homelessness Research, which took place in 1998 and was also sponsored by Department of Health and Human Services and the Department of Housing and Urban Development. This volume presents the twelve papers developed and presented at the 2007 Symposium.

The Implementation of Maternity Group Home Programs: Serving Pregnant and Parenting Teens in a Residential Setting Given the considerable interest in maternity group homes and the roles they can play in assisting pregnant and parenting teens’ transition to independence, it is important to fill some of the gaps in the existing research. For this reason, the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at the U.S. Department of Health and Human Services is interested in learning more about maternity group home programs and in assessing the feasibility of conducting a rigorous evaluation to measure the effectiveness of such programs. To this end, ASPE contracted with Mathematica Policy Research, Inc. to conduct a study of how these programs operate and to explore options for studying them further. This report aims to document the implementation of maternity group home programs.

Maternity Group Homes Classification and Literature Review This document provides an overview of past research and develops a preliminary classification framework for maternity group homes. The report classifies maternity group homes according to population served, degree of structure and supervision provided, and level of support services offered. The report also reviews research related to maternity group homes by categorizing existing studies into four groups: those that describe the characteristics of maternity group homes, but do not report data on outcomes; those that collect some data, but without any context for comparison; those that compare outcomes of different groups or at different points in time; and those that look at implementation of maternity group homes. Included in the review of research are resident characteristics, experiences during residence, outcomes after leaving maternity group homes, limitations of existing studies, and recommendations for future research.
Achieving the Promise: Transforming Mental Health Care in America (President's New Freedom Commission on Mental Health) In 2002, the President announced the creation of the New Freedom Commission on Mental Health and charged the Commission to study the mental health service delivery system, and to make recommendations that would enable adults with serious mental illnesses and children with serious emotional disturbance to live, work, learn, and participate fully in their communities.
