Introduction

The University Grants Commission (UGC) has released the guidelines for PhD scholars in 2023 to ensure that the students are eligible for PhD. The main objective of these guidelines is to ensure that students get suitable opportunities and facilities for their doctoral studies. These guidelines mainly cover the following: 

  • An aspirant must have completed a four-year bachelor’s degree program in any discipline with a minimum of 75 percent marks in aggregate or its equivalent grade. 
  • Distance Learning (especially for women) has become an important option in India’s higher education system. Especially after NSIT introduced it as an alternative mode of study which is also supported by many universities like JNU, Jadavpur University etc. Which offer distance learning courses at undergraduate level as well as postgraduate level.

3) The online courses are required to add 6 percent more of their current intake capacity

4) For all regular courses offered at the undergraduate, postgraduate and research levels. T he minimum course duration is three years and two years  

  • The minimum course duration is three years and two years for all regular courses offered at the undergraduate, postgraduate and research levels. This new rule has been implemented to ensure. That students are able to complete a program in a reasonable time frame. 
  • There will be no changes to what is considered as an extension of a regular course except for those. Who have taken up an internship or placement programme that extends beyond six months in duration. 

5) The number of seats eligible for approval by the University Grants Commission (UGC) in all PG courses should be at least 50% of the total seats available.

UGC Guidelines 2023 will have diverse options for students choosing Distance Learning (Especially for women). These include: 

  • Self-financing mode (i) where a student pays for the course fee directly; 

(ii) where a student pays for the course fee through their own resources or through some other form of financial assistance such as scholarships and grants etc.;

Union Minister of Education and Skill Development, Shri Dharmendra Pradhan today released the UGC (Institutions Deemed to be Universities) Regulations, 2023 in the presence of Prof. Jagadesh Kumar, Chairman, UGC and Shri Sanjay Murthy, Secretary (Higher Education), Ministry of Education.

Speaking on the occasion, Shri Pradhan said that UGC (Institutions Deemed to be Universities) Regulations, 2023, will facilitate creation of many more quality-focused deemed to be universities in an objective and transparent manner. The new simplified guidelines will encourage universities to focus on quality & excellence, strengthen the research ecosystem and have a long-term impact in transforming our higher education landscape. The Minister complimented UGC for this timely reform aligned with the National Education Policy 2020.

The UGC Act 1956 provides for Central Government to declare any institution other than a University to a status of Institution Deemed to be University as if it were a university within the meaning of Section 2(f). Upon declaration, such institution shall be deemed to be a university.  The procedure for the declaration of status (General) & De Novo, the establishment of off-campus centre, minimum eligibility to acquire the status, its governance, etc. are regulated by UGC Regulations.  The first set of Regulations was notified in the year 2010, which was revised in 2016 and 2019. 

With the announcement of the National Education Policy 2020 and in order to make the Regulations simple the UGC constituted an expert committee to review and revise the Regulations.

The draft Regulations passed through several stages in the process of finalization.  The expert committee’s guidance, public feedback, and suggestions of the Commission are all taken into consideration before sending the final draft Regulations to the Ministry of Education for concurrence. 

Superseding the UGC (Institutions Deemed to be Universities) Regulations 2019, the new Regulations are built on the principle of a “light but tight” regulatory framework envisioned in the National Education Policy 2020.  Salient features of the regulations are as follows:

  • Regulations are aligned with National Education Policy 2020.  The objectives of the deemed to be universities, among other things, include providing higher education leading to excellence in different branches of knowledge, primarily at undergraduate, post-graduate, and research degree levels, fully conforming to the concept of a University, to strengthen the research ecosystem and to contribute for social transformation through socially responsive teaching, learning, research, and fieldwork.
  • The eligibility criteria to apply for deemed to be university status is NAAC ‘A’ grade with at least a 3.01 CGPA for three consecutive cycles or NBA accreditation for two third of eligible programmes for three consecutive cycles or in the top 50 of any specific category of NIRF for the last three years continuously or in top 100 of overall NIRF Ranking for last three years continuously.
  • A cluster of institutions managed by more than one sponsoring body can also apply for deemed to be university status.
  • Sponsoring bodies seeking deemed to be university status to their institutions may apply 'online'.  The Expert Committee assesses the facilities, interacts with stakeholders, and verifies the documents, all in virtual mode.
  • Institution deemed to be University may start new courses or programmes in any field in their existing campus and approved off-campus centres, with the prior approval of its Executive Council and, also wherever applicable, with the approval of the relevant statutory council.
  • An existing institution or an institution starting from the beginning with the focus on teaching and research in unique disciplines and/or addressing the strategic needs of the country or engaged in the preservation of Indian cultural heritage or preservation of the environment or dedicated to Skill Development or dedicated to Sports or languages or any other discipline(s), so determined by the Expert Committee of Commission, will be considered under ‘Distinct Institution’ category.  Such Institutions will be exempted from eligibility criteria.
  • Institutions deemed to be Universities with minimum ‘A’ grade and above or ranked from 1 to 100 in the "Universities" category of NIRF rankings of the relevant year are eligible to set up off-campus centres. Institutions declared as deemed to be Universities under a “distinct category” can apply for off-campuses after five years of their declaration if they are accredited with an A grade or figured in the top 100 in the “universities” category of NIRF.
  • The Regulations are quality-focused. Deemed to be Universities with NAAC less than an ‘A’ grade or ranked more than 100 in the current NIRF ranking (Universities category) will be monitored on the academic parameters by UGC Expert Committee.  Failing to rectify the deficiencies pointed out by UGC Committee, UGC may recommend the withdrawal of permission given to start new courses or new programmes by the institution deemed to be University, in any field, in their existing campus and the approved off-campus centre.
  • The institutions deemed to be Universities shall follow the rules and regulations regarding fee structure, number of seats, etc., issued by the relevant statutory bodies, and in case an institution deemed to be University offers different courses which come under the regulatory ambit of different statutory bodies, namely the University Grants Commission, the All India Council of Technical Education, National Medical Council, etc., the rules and regulations regarding fee structure, number of seats, etc., issued by such statutory body concerned shall be applicable.
  • The institution deemed to be University may provide fee concession or scholarships or may allocate seats to meritorious students belonging to socially and economically deprived groups of the society.
  • The institutions deemed to be Universities shall compulsorily create Academic Bank of Credits (ABC) identities of their students and upload their credit scores in digital lockers and ensure that the credit scores are reflected in ABC portal and adopt Samarth e-Gov.  Further, institutions can offer Twinning Programmes, Joint Degree Programmes, and Dual Degree Programmes in accordance with the provisions stipulated in the regulations concerned.
  • Transparency in the functioning of the deemed to be university helps build a stronger relationship between students and institutions.  The regulatory provisions enable institutions to be more transparent.  The institution deemed to be University shall make available the prospectus on its website at least sixty days before the commencement of admissions, including fee structure, refund policy, number of seats in a programme, eligibility qualifications, admission process, etc.  Every institution deemed to be University shall maintain the records of the entire process of selection of candidates, exhibit such records on its website, and preserve such records for a minimum period of five years.

PhD: UGC revises eligibility, admission & evaluation norms

A draft notification has been issued, revising the regulations for awarding Doctor of Philosophy, i.e., PhD, by institutions under the University Grants Commission (UGC). These would come into effect from the date of publication in the Union Gazette. This would modify the May 5, 2016, Regulation and its subsequent two amendments.

The proposals on the criteria for admission, eligibility, programme duration and evaluation are the following:

Each year, the universities and colleges can determine the number of seats while taking into account the number of available research supervisors, basic facilities and the student-teacher ratio.

Relevant information such as the number of seats, subject-wise list, admission criteria and procedures should be published on the website in advance. If there is an entrance test, details of that should also be included. Details should also be published in two newspapers, including one in regional language.

The central/state reservation policy should be adhered to.

Sixty per cent seats to be filled from NET/JRF, while 40 per cent seats from the university/common entrance and the interview conducted by the institution. In case of vacant slots in one category, these can be filled from the other category.

Only those candidates with 50 per cent marks in the entrance exam should be considered. For SC/ST, OBC and differently-abled, 45 per cent.

Candidates in the NET/JRF categories should be ranked on the basis of their interview, and the others on their performance in the written test (70) and interview (30).

If retired professors get appointed as an emeritus professor at the same university, they can continue as supervisors till the age of 70.

B) Proposed eligibility norms One-year/two-semester Master’s degree with 55 per cent marks in aggregate or equivalent grade, after a four-year under-graduate degree. Two-year/ four-semester Master’s degree with 55 per cent marks or equivalent grade Four-year/ eight-semester 'bachelor’s degree with research' with a grade point average of at least 7.5/10.

Applicants should have completed MPhil course work, with 55 per cent marks in aggregate or equivalent grade. Candidates pursuing MPhil but have not completed viva voce and final defence can be given admission to PhD on a provisional basis.

Candidates in the SC/ST, OBC and differently abled categories and the economically-weaker section need only 50 per cent marks. The minimum marks/grade should be considered without including the grace mark.

C) Norms on programme duration The programme duration should be 2 to 6 years, excluding course work. If the duration is extended as per the special rule of a particular institution, it should not be more than 2 years.

For women and the differently abled, the duration can be extended up to 2 years. Women can also avail maternity/ childcare leave for 240 days. Women who have to relocate due to marriage or any other reason can be allowed to transfer the research study to a new centre, subject to conditions.

There is also a provision to take leave for a few weeks to take part in a student-exchange programme in the country or abroad that would help in preparing the thesis.

D) Evaluation method An anti-plagiarism software report also needs to be submitted along with the draft dissertation or thesis on the satisfactory completion of the course work. It is recommended to present the research work in the journal or present it in the conference, with the permission of the institution. But not mandatory.

No university or college should conduct the PhD programme in the distance education mode or online mode. Those in service should also follow the above-mentioned provisions while pursuing PhD.

Even though there is no MPhil programme from 2022-23 academic year onwards, the already earned MPhil degree would remain valid. On the satisfactory completion of the programme, the PhD provisional certificate should be given to the research student.

(ii) The scheme is applicable to such a single girl child who has registered herself in regular, full-time Ph. D. program.

(iii) Admission to Ph.D. Course in part-time/distance mode is not covered under the scheme. A scholar is not eligible for fellowship if the research is intended/pursued through open/ part-time distance education mode or part-time mode.

(iv) Girl students up to the age of 40 years for general category and 45 years for the reserved categories i.e. SC/ST/OBC and PWD (Persons with Disabilities) as on the last date of submission of online application are eligible.

(v) Both the scholar receiving the fellowship and the institution concerned, where the scholar is pursuing her Ph.D are responsible to ensure that the terms and conditions of these schemes are followed properly and only the eligible candidates get the fellowship.

Fellowship for Superannuated Faculty Members Eligibility Details

(i) Faculty members at the level of Professors/Associate professors (who are going to superannuate within six months or already superannuated) from the following institutions are eligible to apply under the schemes::

  • Universities (including constituent and affiliated colleges/institutions) included under Section 2(f) of UGC Act, 1956 and having valid accreditation from NAAC.
  • Deemed to be Universities under Section 3 of the UGC Act 1956 and having valid accreditation from NAAC.
  • Institutions fully funded by Central or State Governments and empowered to award Degrees.
  • Institutions of National Importance.

(ii) Age: up to 67 years

(iii) The applicant must have successfully supervised the Ph.D. dissertations of 10 full time candidates, 3 of whom having received their degrees during the preceding 10 years.

(iv) The applicant must have handled, as Principal Investigator, at least 3 sponsored research projects funded by national / international agencies.

(v) The applicant shall not hold any administrative responsibility during tenure of the fellowship which would be from the date of superannuation.

Dr. S. Radhakrishnan Post-Doctoral Fellowship Eligibility Details

a. Only the unemployed candidates who have been awarded the Ph.D. degree in the relevant subject/discipline of Sciences, Engineering and Technology, Humanities and Social Sciences including languages are eligible to apply. (Provisional Certificate may be accepted in case the degree is not awarded). Persons already in regular service are not eligible to apply.

b. Candidates should be below 35 years of age (as on the date/last date of application). There shall be age relaxation for SC/ST/OBC (Non Creamy Layer)/Women/PWD (Persons with Disabilities) and Transgender for 5 years.

c. If selected candidate is availing any other fellowship/remuneration, he/she will have to resign from the same before accepting the UGC Post-Doctoral Fellowship.

d. Those candidates who have already availed any kind of Post-Doctoral Fellowship from UGC need not apply under the scheme.

e. General category candidates having minimum 55% of marks or equivalent percentage converted from CGPA score at Post graduate level are eligible to apply. A relaxation of 5% of marks is allowed for reserved categories (SC/ST/OBC (Non Creamy Layer)/ PWD (Persons with Disabilities) and Transgender).

f. It is necessary that the candidate identifies a Mentor/Supervisor (affiliated to University/Institute wherein Post-Doctoral Fellowship is tenable) for his/her post-doctoral research work and obtain his/her consent for the mentorship.

Research Grant for In-Service Faculty Members Eligibility Details

(i) Faculty members regularly appointed and working the following institutions are eligible to apply under the schemes:

(ii) Age: up to 50 years. (Faculty above 50 years of age is not eligible to apply).

(iii) The applicant should have a minimum 10 years of service left in the University from the date of submission of his / her application.

(iv) The applicant must have successfully supervised Ph.D. dissertation of 5 full-time candidates

(v) The applicant must have successfully completed at least 2 sponsored research projects funded by national / international government or private agencies.

Dr. D. S. Kothari Research Grant for Newly Recruited Faculty Members Eligibility Details

(ii) All teachers who are newly appointed at the level of Assistant Professor against permanent posts in university shall be eligible to receive financial support under the scheme.

(iii) The Assistant professor should possess Ph.D. degree with minimum five (5) research papers to his / her credit, published in journals of international repute.

(iv) The Assistant Professor should apply for the grant within a period of two years from the date of joining the post in the Department / University.

Research guides and committees will now be responsible to ensure that the topic of research that is chosen by scholars is unique and has the potential to get published in quality journals.”
  • Further, he said, “A change in mindset is needed to understand that cutting down the number of pre-PhD years will not adversely affect a scholar’s ability to do quality research. Research is an interest-driven activity, which will be enhanced if students are given the right guidance at every step.”
  • Uma Shanker Pandey, Research Supervisor, Department of Journalism and Mass Communication, University of Calcutta, said, “During graduation, students are given an orientation in conducting research, correct methodology, and related tools. However, now colleges will have to impart a more structured format of introducing students to their journey as a Ph.D. scholar.”

The Most Recent UGC Guidelines for PhD Scholars, 2023

There were no sanctioned UGC guidelines for PhD scholars released in 2023. Still, I can give an overview of the most recent UGC guidelines for PhD scholars that were in place at that time. 

The University Grants Commission( UGC) is the apex body for advanced education in India. It sets norms and guidelines for colorful aspects of advanced education, including PhD programs. The UGC has periodically issued guidelines for PhD scholars to ensure that they receive quality education and training and that their exploration contributes to the advancement of knowledge. 

In December 2019, the UGC issued new regulations for PhD programs. These regulations were a modification of the 2016 regulations and were aimed at addressing some of the issues and challenges faced by PhD scholars and institutions. 

Some of the crucial features of the 2019 regulations are 

 Admission Process PhD admission is based on a written test followed by an interview. The weightage for the written test is 70 and for the interview is 30. Still, campaigners who have qualified for public-position examinations similar to UGC-NET, CSIR-NET, or GATE have passed the written test. 

Coursework: PhD scholars are required to complete a minimum of four courses (for full-time scholars) or two courses (for part-time scholars) in the first year of their program. The coursework is designed to give scholars a strong foundation in the exploration methodology and subject area of their exploration. 

Research Supervision Each scholar is assigned an exploration administrator who's responsible for guiding and covering their exploration work. The administrator must be a regular faculty member of the university or a related council or institution. A co-supervisor may also be appointed, subject to certain conditions.

Progress Review PhD scholars are required to submit progress reports on their exploration work to the university every six months. The progress reports are estimated by a review committee consisting of the exploration administrator, a subject expert, and an external expert (if needed). 

Plagiarism Check PhD scholars are required to submit a plagiarism report for their exploration work before the final submission. The university may use software tools similar to Turnitin to check for plagiarism. 

Thesis Evaluation The thesis is estimated by at least two observers, at least one of whom must be external to the university. The observers are appointed by the university based on their moxie in the subject area. The observers are needed to submit their evaluation reports within 60 days of entering the thesis. 

Viva- voce A viva voce (oral examination) is conducted for each PhD scholar after the thesis evaluation. The viva-voce is conducted by an expert panel consisting of the exploration administrator, one internal monitor (from the university), one external monitor, and a subject expert (if needed). 

Duration of the PhD The minimal duration of a PhD program is three times for full-time scholars and five times for part-time scholars. The maximum duration is six times for full-time scholars and eight times for part-time scholars. Still, the duration may be extended in certain cases, subject to the blessing of the university. 

These regulations aim to ensure that PhD scholars receive quality education and training and that their exploration work contributes to the advancement of knowledge. They also aim to address some of the issues and challenges faced by PhD scholars and institutions, such as the quality of exploration supervision, the rigor of the evaluation process, and the prevention of plagiarism. 

In addition to the UGC regulations , some universities have their own guidelines and programs for PhD scholars. These guidelines may vary from university to university and may include new conditions or procedures. It's important for PhD scholars to be apprehensive of the guidelines and programs of their separate
