I cordially welcome all of you gathered here. I am here to share my thoughts on female foeticide. Before I start my speech, I would like to wish you a good day. Also, I want to thank you for having me this valuable opportunity.

Human society is made up of two main elements- males and females. Both of them possess equal rights. Unfortunately, one part is privileged and another is unprivileged. Most females are deprived of their fundamental rights. Most importantly, they are even deprived of living their lives.

In male-dominated societies, people practice female foeticide. It is the process of killing a girl child inside the womb. It is a modern-day curse. There is another crime called female infanticide which is an act of killing a girl after birth.

These practices cause a declined sex ratio. The number of females decline compared to that of males. This renders many other criminal activities like illicit trafficking of females, rapes, polygamy and dehumanization etc. This is not a moral way to treat a living being.

The main causes for this these crimes are the dowry system and weak financial conditions of a family etc. In India, marriage involves a gifting culture in which the daughter’s family have to gift expensive home appliances and a huge amount of cash. This creates fear for the family.

Apart from that, people think that a daughter belongs to someone else’s home while a son belongs to his own home. A male supports running the family expenses and helps in lineage growth. Hence, it became a mindset to prefer a son over a daughter.

No matter what people think, female foeticide or female infanticide is a crime. A person found guilty of doing this kind of crime can be punished. The punishment involves 3 years of imprisonment along with a monetary penalty.

In short, females are half a portion of society. They are our mothers, our sisters, and our life partners. We all need to take steps to save them . Thank you!

Good morning! All of you. I am here to share my thoughts on female foeticide. Before heading ahead to my speech, I would like to wish you all the best wishes and also want to pay thanks for having me this valuable opportunity.

It is very unpleasant for me to say that humans are the most selfish living beings on the planet. For the sake of satisfying their greed, they have exploited each element of nature. Not only do they exploit other living beings but they are also a threat to the human race. Guess How?

Let me inform you. In India, the findings of the census 2001 and 2011 show that the child sex ratio female to male decreased from 933:1000 to 918:1000. Most notably, this ratio was 976:1000 in 1961. This clearly signals the malpractices of “female foeticide” and “female infanticide”. I hope you are aware of these two terms.

Yet, I want to define them to annihilate any doubts. Female foeticide is the process of finding out the sex of the foetus and undergoing an abortion whereas female infanticide is the activity of killing a baby girl after birth. Both of these activities are illegal and come under criminal acts.

Despite being illegal many people practice female foeticide and female infanticide. But why do people do this? There is always a reason behind any illegal activity. Similarly, there are some reasons that drive people to execute these heinous crimes. Let’s discuss this.

The preference culture is the biggest culprit for these crimes. There are communities and societies that prefer a boy over a girl because they believe that “the son is an asset and the daughter is a liability”. This is because a male provides income support, manual labour, and family lineage to the family.

Now, why is a girl a liability? The reason is the financial burden caused by the dowry system. A huge amount of money is required for the marriage of a daughter for arranging dowry gifts. This forces people to take loans which have to be paid for generations. Sometimes people even have to sell their property.

The dowry system is also a curse for society but still, the dowry culture is gaining momentum. For this reason, girls are not only deprived of human rights but they also are deprived of living life. Hence, the elimination of this malpractice of the dowry system can help eliminate the crimes of female foeticide and female infanticide.

The evil of Female Foeticide is deeply entrenched in our society and pervades all classes and castes of society. It is very heart-wrenching when a family does not think twice before killing a girl-child, though they indulge themselves in praying religiously to Goddess Lakshmi, Kali, and Durga. 

Even though prenatal sex determination results in fines as it is against the law, the civilians somehow find a way or an alternative method to detect the gender of the child, leading to bizarre situations as people often terminate the fetus. Despite several laws passed by the government, Female Foeticide is still prevailing and is common in India. It still lies in the roots of the country, worsening the condition of those women who are getting entangled in this horrific web of discriminating society.

What is Female Foeticide?

Female Foeticide is a medical procedure where a female fetus is aborted in the womb of the pregnant woman after identifying the gender of the fetus through ultrasound. This act is illegal in India. It is a social issue that causes unfair treatment of different genders in society.

When women get married, they have many dreams and aspirations for the new phase of life. They dream of having a good family and children. In India, however, pregnancy is often followed by the question of whether the unborn child is a girl or a boy. In our country, many people have a major obsession with sons. They think that a son is a cause for joy and lifetime security, and celebration. They have the view that a girl child is a cause of an economic drain as her marriage and dowry will crush the family under a huge burden of debts. 

Besides, we live in a patriarchal society where sons will always be preferred over girls as they are seen as lesser prized objects and weaker than men. Moreover, the social custom of India to marry off their daughters into a family of higher status is also a root cause of this issue, and the kin of the groom demands huge dowry consisting of a certain amount. Especially in rural areas, men are believed to take care of the family heritage and pass on the family lineage while protecting the family name. This proves that even though women's empowerment is an important subject in this era, people still do not believe in equality, due to the backward thinking of certain people around the world.

While it is often believed that such ill practices are largely part of the lower strata of society, shockingly there have been many revelations recently that even wealthy Indian couples are flocking to neighboring countries to know the gender of the fetus as it is illegal here in India. 

Causes of Female Foeticide

Even though Female Foeticide has been in practice for several years due to preference of a male child over female, not just financial but several social, emotional, and religious causes are the reason behind this heinous crime. However, certain beliefs of some families cannot be changed, but it is high time we showcase their ongoing crisis to lead a better future.  It is interesting to learn the reasons that lead to such a biased mindset. 

Some believe that boys are an investment while girls are economic drainers. 

They also believe that boys would grow the family’s lineage and would secure their parents’ future.

The girls are considered a liability, as they need to be married off with enormous dowry. 

Some believe that in a male-dominated society, it is easy to bring up a boy since the safety of the females is a big issue, and raising girls involves trouble. 

Poverty, illiteracy, and insecurity play a major role in this. 

In a male-dominated society, females are still considered subordinate and inferior to males.

Some backward families believe that having a boy child is going to uplift the status of the family. 

They can demand dowry in marriage from the bride’s family for their son.

This illegal practice has affected the scale of the population. According to the statistics of the General Office for Population Family Planning, the number of newborn boys and girls is unequal because of the discrimination of genders. Unfortunately, this situation has been persisting for over a very long time. The impacts of it on the population are rather huge. As per the report of the Ministry of Public Health, it is estimated that, despite the attempts to reduce the fluctuation between the birth of boys and girls, in 2020 there will be 4.3 million more men than women which might have huge repercussions.

Measures to Control

A lot of measures have been taken to fight against this illegal practice.

The government of India has initiated education and media advertisements to reach hospitals and clinics and medical professionals to increase awareness. 

The Indian Medical Association has shouldered efforts to prevent prenatal sex determination by promoting ‘Beti-Bachao’ during its meeting and conferences. 

The campaign of Beti-Bachao is initiated by Prime Minister Narendra Modi to raise awareness of the gender disparities created and resulting from sex-selective abortion.

Some policies initiated by many states in India attempt to address the assumed economic disadvantage of girls by offering aids to girls and their parents. 

The dowry system, one of the main causes of Female Foeticide, should be abolished from society. 

Some policies provide scholarships and cash credits only to girls. 

Medical licenses must be terminated with immediate effect for the practitioners who are conducting Female Foeticide. 

The families who are forcing this act on their daughters-in-law should be penalized. 

Young women and girls should be empowered to stand for their rights. They should be self-reliant and become capable of making their decisions. 

Through a lot of awareness, consideration, and understanding, we can bring a shift in our beliefs and perceptions of society to give equal space to the girl child. Besides, there is no past, present, or future without a woman and female infanticide or Female Foeticide should be considered as suicide. If we do not make a change and secure the future of these girls now, then the consequences would be dangerous and there would be no coming back from that curse. So, a little change in our mindset and attitude is all that is needed to welcome daughters in our hearts and this world.

Besides, it needs to be proven that women can achieve all the milestones a man does in every field.

The weak law enforcement in the country and easy access to people wanting to get ultrasonography to determine the gender of the child needs to halt while the government bodies need to a strict vision on all health care centres where sonography takes place and even the abortion clinic to avoid any mishap. Moreover, the doctors or healthcare employees should not promote the unethical way to help parents know the sex of the child as it is illegal and endangers the life of the child inside the womb.

Female foeticide is a huge problem in India. The desire for a male child leads people, especially in underdeveloped rural areas, to kill the girl child while it is still in the mother’s womb. The societal perception that girls are weak and a burden to the family is the chief cause of this evil.

Girls are capable of everything, and yet every opportunity is consistently taken away from them throughout their lives due to prejudices. In this case, even their very lives are cut off before it can even begin.

No society can progress without its women progressing, and therefore we must actively strive to save the girl child. We must not only educate people to stop female foeticide, but also make sure that female children get equal opportunities as their male counterparts.

Unwanted daughters: Fighting female foeticide in India

On days when the village council meets, Sushila, who chose to identify herself solely by her first name, leaves her home early. Together, she and other volunteers from the council form groups and go door-to-door through their village, Bibipur, informing women about the scheduled public meeting.

It is a rare sight to spot women conducting such meetings in India’s state of Haryana, where Bibipur is located, and where patriarchic sentiments and gender inequality are deeply entrenched. In fact, Haryana currently ranks as one of the most unsafe states for women in India. Due to a high rate of crimes against women , females in the state are frequently discouraged from venturing out of their homes for employment, education, or other activities. 

"The female village council meetings are a safe space for women, where they can openly talk about their problems," Sushila, who has been working as a social activist in the village for over 10 years, told FairPlanet. "We discuss issues of domestic violence, gender inequality, sexual and reproductive health and mental health, among others."

The mahila gram sabha (women-only village council) was founded in 2012 by Sunil Jaglan, the former village head of Bibipur and a social activist. It was established to address the pervasive problem of female foeticide, which involves the illegal practice of aborting female fetuses after sex determination tests. This marked the first time when women in Bibipur got a platform to raise their concerns in public. 

Despite the fact that determining the sex of the foetus before birth is illegal in India, sex-selective abortions persists in the country due to a predominant cultural preference for sons . In many households in India, girls are viewed as a social and financial burden, as their parents are often expected to spend substantial sums on dowries for their weddings. 

With the passing of the 1994 the Pre-Conception and Pre-Natal Diagnostic Techniques Act , India made it illegal to reveal the sex of an unborn child except for strictly medical purposes. And while abortion up to 20 weeks remains legal in India, pre-natal sex discernment is not.

Yet states like Haryana, Rajasthan, Maharashtra and Bihar still have pre-natal sex determination clinics operating illegally. This largely contributes to India’s estimated 46 million missing females at birth each year, which accounts for nearly half of global missing female births.

In the midst of an alarming increase in sex-selective abortions, Bibipur emerged as an inspiration for other villages in the country. Today, female foeticide is no longer practised in Bibipur. 

Raising awareness

Things began to change in Bibipur when Sunil Jaglan, who was appointed village head in 2011, had his first child in 2012 - a daughter. The nurse who delivered the child refused to take the money that Jaglan offered as a thank you gesture, allegedly claiming she was disappointed to have delivered a girl and not a boy. 

"I was saddened by the mindset of my fellow villagers, and that’s when I knew that I had to do something to change it," Jaglan told FairPlanet, "so I asked my sister to bang the pots and pans - a gesture that announces the birth of a male child."

The celebration for a daughter took the villagers by surprise, he claimed. 

From foeticide to infanticide, Jaglan was aware of the desperate measures villagers would resort to in their preference for a male child. "Those who could afford prenatal sex testing and abortion opted for foeticide, but there was also another section who couldn’t afford it; they would deprive the infant of milk after birth and it would die of malnutrition," he explained.

In the same year his daughter was born, Jaglan founded the women-only village council and encouraged women to take part in other village meetings, which were historically reserved for men. At the council, he also formed and trained a team of volunteers who started monitoring pregnancies in the village.

When a pregnant woman would leave her home, Jaglan’s team of volunteers would follow her to make sure she is not going to a clinic where illegally prenatal testing might be administered. 

"If we found that a woman or her family is planning to get a prenatal sex check, we would meet her and the family to make them aware of the consequences of the crime. This started scaring the villagers and we saw the numbers improve," Jaglan said.

This move by Jaglan and his team also helped local law enforcement authorities track down illegal sex determination centres that were operating running in the state. 

At the time in Bibipur, the sex ratio, which refers to the number of females per 1,000 males , was 867 . This figure was lower than the Haryana state average of 879. The sex ratio has since increased to 920, according to Jaglan. 

As per  the 2011 census, the southern Indian state of Kerala registered the highest sex ratio of 1084, followed by the union territory of Puducherry at 1037, while the country’s average stood at 943. 

Group interventions 

In a conservative society like Haryana’s, transforming mindsets was not an easy task for Jaglan and his team. They launched over 100 campaigns, some of which were eventually adopted as policies by the state government, such as the one that named local streets after people's daughters and another that had girls who excelled at school hoist flags on Independence Day and Republic Day - a job traditionally reserved for boys.

But in order to tackle the epidemic of female foeticide, it was crucial to address broader issues faced by women, Jaglan said. His team, he claimed, started conducting workshops onthe  use of contraceptives, menstrual hygiene, sexual and reproductive health and crimes against women. They also held documentary film screenings about female foeticide, which struck emotional chords with the villagers. 

"Initially, the women were hesitant, but later they themselves started approaching us if they were being pressured by their family members to test the sex of the foetus," Sushila, the volunteer from the women's council, told FairPlanet. "In such cases, we would intervene as a group to stop it from happening." 

From young to old, women of all ages in the village actively engaged in spreading the message. Those who attended the sensitisation and awareness sessions at the council were able to advise others in their community.

When Sushma, a homemaker in Bibipur, went to visit her parents in another village, it came to her attention that their neighbour is being asked to take unreliable indigenous medicines, such as Sex Selection Drugs (SSD) , to conceive a male child. SSDs are known to contain testosterone and phytoestrogens in quantities that could be potentially detrimental to the growth and development of the embryo.

The woman, who already had five daughters, was trying to get pregnant for the sixth time. "I went to her and spoke to her family about the ill effects of taking such medicines," Sushma recounted. "I told them that daughters are a blessing and if we educate them and empower them, they are no less than a male child."

Village communities are leading the way

Another Indian village that fought female foeticide is Piplantri in the state of Rajasthan. In 2006, when Shyam Sunder Paliwal, the village head at the time, had lost his 16-year-old daughter, he commemorated her by planting a tree. Since then, every time a daughter is born in the village, 111 saplings are planted to celebrate the birth.

"After I lost my daughter, it became my mission to save every daughter in my village. Along with planting saplings, we started depositing some money for the daughters as fixed deposits, which can be used later in life for their education," Paliwal explained.

So far, the villagers in Piplantri have planted over 400,000 trees, turning a once barren land into a green oasis. The trees planted in Piplantri mainly include peepal, banyan, Indian gooseberry and bamboo, which are sustainable and useful for the local population. 

Under Paliwal’s leadership, awareness about female foeticide and women's rights in general grew substantially. Through the panchayat-at-your-doorstep programme, he used to tour the village and learn about the problems faced by women. Additionally, schools were built in the village so that girls would not have to travel to other villages to study, which was a concern for many parents.

For his efforts, Paliwal was honoured with the Padma Shri in 2021, one of the highest civilian awards in India. 

Advancing policy changes 

The activities in Bibipur and Piplantri have reportedly paved the way for change in several other villages of India when it comes to female foeticide. In 2017, the President of India at the time, Pranab Mukherjee, adopted 100 villages in Haryana and asked Sunil Jaglan to help implement what is now labeled the 'Bibipur model of women empowerment and village development' in those villages. 

Today, Jaglan works with heads of villages across the country that have low sex ratios and trains them on how to implement the model.

In Piplantri, Shyam Sunder Paliwal’s work influenced policies in the state after the former Chief Minister of Rajasthan, Vasundhara Raje, visited the village. Impressed by Paliwal’s work, she opened a training centre in Piplantri, where other village heads and bureaucrats would receive training from Paliwal to imitate initiatives similar to the one run by him in other districts.

While initiatives like these are making a significant impact in transforming people's mindsets on women's rights and female foeticide, India, with its vast size and diverse population, still has a long road ahead in achieving true gender equality.

Introduction (Essay on Female Foeticide)

Female foeticide in India is the abortion of a female foetus outside of legal means. The frequency of female foeticide killing in India is increasing day by day. The natural sex ratio is between 103 and 107, and a higher number shows female foeticide. 

According to the Census of India, the sex ratio of 0 to 6-year-olds in India increased to 102.4 per 100 women in 1961, 104.2 in 1980, 104.5 in 2001 and 108.5 in 2011.

The sex ratio of children is within the natural range of all the eastern and southern states of India, but only slightly higher in some western and especially northwestern states of Maharashtra, Haryana and Jammu and Kashmir (118, 120 and 116, respectively).

According to the 2011 Western Census, the sex ratio of child sex in Maharashtra and Rajasthan is at 113, Gujarat at 112, and Uttar Pradesh at 111.

Census data of India shows that there is a positive relationship between the exceptional sex ratio and functional socio-economic status and literacy. It may be linked to the practice of dowry in India, where dowry kills when a girl lives under financial burden. 

According to 1991, 2001 and 2011 census, the sex ratio is higher in urban India, while female foeticide is higher in urban India. Similarly, the sex ratios of over 115 girls per 100 girls are found in areas where Hindus, Muslims, Sikhs or Christians are more likely.  

There is a “normal” child sex ratio of 104 to 106 boys per 100 girls in areas where Hindus, Muslims, Sikhs or Christians are more likely. These data refute any hypothesis that suggests that sexual selection is an ancient practice that occurs among the illiterate, poor, or particular religions of Indian society.

There is debate whether these high sex ratios are solely because of female foeticide or because natural causes explain some higher ratios. The Pre-Conception and Pre-natal Diagnostic Techniques Act (PCPNDT) was passed by the Government of India in 1994 to prohibit and punish preterm sex tests and female foetus. 

It is illegal for anyone to determine or disclose the sex of the foetus in India. However, there are concerns that the PCPNDT law authorities are not adequately enforcing it.

High gender ratio implications

The school of scholars suggests that the sex ratio of boys’ sex with girls outside the normal 105-107 range is essentially a sex-selective abortion. These scholars claim that the sex ratio at birth and the sex ratio at birth are very stable in the human population.

Significant deviations in the standard range-to-sex rate can only be explained by manipulation, i.e. sex-selective abortion. In a widely cited article, Amartya Sen compared the birth sex ratio in Europe (106) and the United States (105) with that of people in Asia (107+). 

It argued that East Asia, West Asia, and South Asia might have a higher sex ratio may be because of excessive female deaths. Sen’s research suggests that women and men have a better survival rate if men and women receive the same nutrition and medicine and good health care, and that genetically fragile men have sex.

Reasons for female foeticide

India passed its first abortion-related legislation, known as the Medical Termination of Pregnancy Act 1971, which legalised abortion in most states, but included legal reasons for abortion, medical risks, and rape for the mother. The law also established doctors who could legally provide preventive procedures and facilities, but females were not afraid of technological advances. 

With claims of the availability of sex screening technologies in India and its abuse in urban India in the 1980s, the Government of India passed the Prenatal Diagnostic Techniques Act (PNDT) in 1994. 

They revised this law in the earlier sense and Prevention and Prevention of Prenatal Sex Screening and Female Fetal Injury in the Prenatal Diagnostic Techniques (Regulation and Prevention of Abuse) (PCPNDT) Act 2004. These things often happen because of old traditions like the dowry system and money problems. In some places, when a girl gets married, her family is supposed to give lots of expensive gifts and money to the family of the boy she is marrying. This puts a lot of pressure on the girl’s family and makes them afraid.

Some people also think that a son will take care of the family and carry on the family name, while a daughter will belong to another family after she gets married. These ideas have made people want to have sons more than daughters.
