Development of "non-cognitive" skills (soft skills) play an important part in college and career success. Non-cognitive factors featured in WEE include motivation, time management, perseverance, and self-regulation.
Students will develop ready-to-work attitudes/interview skills; financial literacy; knowledge of workplace safety and rights as workers; business operations; how to read an earnings statement and know what payroll deductions to expect; career decision making; making a career goal plan and much more.
The WEE is a course of study which may be established by the governing board of any school district or charter school, or other specified local educational agency (LEA) in accordance with the provisions of the California Education Code Section 51760 and the California Code of Regulations (CCR) , Title 5, Section 10070-75. Each LEA that elects to conduct a WEE program must submit a Secondary District plan for WEE to the California Department of Education for approval.
The operational plan of the WEE program combines an on-the-job component with related classroom instruction designed to maximize the value of on-the-job experiences. Students' success in WEE programs depends on the quality of classroom instruction, effective collaboration between employers and the WEE coordinators, and the degree of involvement by the students and their parents or legal guardians.
The WEE program is an integrated educational process that: (1) helps students to choose a career path based on their interests and aptitudes; (2) prepares them for college and career success; and (3) affords students the opportunity to learn to work with others in ways that are successful and rewarding. The WEE program connects inputs from teachers, counselors, students, parents, and employers to achieve the following purposes:
- Link the academic core curriculum with the world of work and promote students' school-to-career transitions.
- Help students develop skills, habits, and attitudes conducive to job success and personal growth.
- Assist students in career exploration and forging rewarding relationships with employers.
- Develop a positive work ethic and acquire or refine work related skills and job performance in actual work settings.
Program Types
The WEE includes both paid and non-paid experiences. The LEA may offer one or more of the following types of WEE programs authorized by the CCR, Title 5, Section 10071:
Exploratory Work Experience Education (EWEE)
The objective of EWEE is to provide career guidance to students and ascertain their interests and aptitudes for specific careers through opportunities to observe and sample a variety of conditions of work. The EWEE includes a combination of job observations and related classroom instruction in WEE. The student may be required to perform non-paid work activities while exploring the occupation on a limited, periodic, and sampling basis. The length of exploratory assignment may vary, depending on the aptitude of the student, the occupation being explored, the facilities of the work station, and the job classification. Students may not participate in EWEE programs if pay is received for similar work at the same work station or a similar job during hours when not assigned to the EWEE program. (The student cannot replace a paid employee.) The LEA must provide Workers' Compensation Insurance for the student. Students enrolled in EWEE may be as young as 12 years of age. Students participating in EWEE do not need a work permit.
General Work Experience Education (GWEE)
The purpose of GWEE is to provide students with opportunities for applying the basic skills of reading, writing, and computation through a combination of supervised employment in any occupational field and related classroom instruction. Career Technical Work Experience Education (CTWEE)
The intent of CTWEE is to reinforce and extend vocational learning opportunities for students through a combination of related classroom instruction and supervised paid employment. The CTWEE is to develop and refine occupational competencies necessary to acquire paid employment to adapt to the employment environment, and to advance in an occupation. Students enrolled in CTWEE must have a worksite placement or employment that is related to a previous or concurrently enrolled Career Technical Education course of study.

I was very excited about the responsibilities and challenges that I would experience. The company is connected to my interests, which are computers, digital imaging, and journalism. Unfortunately, the company turned down my work placement when I contacted them, as they couldn’t fit me in at that appropriate time, as other student already had work experience places there. After that I basically ran out of hope and desire to come across a work placement on my own. So I left it up to my school to hopefully find a good work placement I would enjoy, and that would fit my interests. Sadly enough my own school couldn’t even find me a work placement, with only a couple of days before work experience was due to take place. I felt really angry with my school, as it is really important I achieve my work experience. It is vital in many ways, because I would experience what it is like before I actual start a professional career, and also it would go down in my record of achievement. The only way to get a work placement for me now was to have great courage and find one myself. Luckily I contacted Telegraph and Argus again and they happily gave me a work placement, only four days before work experience started. I explained my situation and they probably felt sympathy for me. I was grateful and very fortunate to acquire my work placement.
I was slightly nervous and frightened, about what they would think of me when I went for my pre-placement visit. On my pre-placement visit I was showed around the building, and I met some people who worked there. Julie is the first person I met on my pre-placement visit. She is the great person, who kindly fitted me in with a work placement. She is a kind and a nice lady to have a chat with. Most people there seemed really friendly and welcoming. I had a little talk with Julie about my work experience, and useful information I needed to know. She gave me some good advice and made me feel confident. The whole building looked really stunning and I just couldn’t wait to start.

On my first day I tried going in with good confidence and a smile. I also didn’t feel nervous, but calm instead for the prospect of working in an unfamiliar place. Though I got to admit I was a little anxious at first. The aroma of coffee hit me as I stepped through the double doors , perhaps a minute or two late . The place I worked in over the two weeks is basically like a big office department divided into lots of different sections. I worked in the advertising department. Most of the employees in that department have their own computer and wear headsets, talking to different clients and companies about booking ads. The conditions in my workplace were clean, dry, light, indoor, and quite noisy. It seemed like a tidy and spacious environment. I had my own new desk, which consisted of a computer, a very comfortable chair, a stapler, lots of pens, a post tray and many other little gadgets that caught my eye. As I walked through my new workplace, I was quick to recognise, the very friendly working environment, and positive attitude of the workers employed there. There was a nice friendly atmosphere and plenty of room to work. Everyone at my placement were very friendly and helpful towards me settling down. Most of them seemed much more sophisticated than me though. But I think I fitted in just fine. Michelle was the administrator of the advertising department. He was the person responsible for me and gave me various jobs to do. He was a really friendly and out going person. He taught me how to input classified advertising data in to the computers (Classified advertising is where readers want to sell their goods through the newspaper as an ad). I got the hang of it straight away and found it very easy afterwards. The jobs I got given to do were really important, whether I liked them or not they still had to be done. I also learnt about safety, and what to do in the event of a fire. I had lunch at around twelve o'clock where I met up with a couple of my friends in town for an hour. When I got back from lunch I did some photocopying and then I did the post, where I simply put newspapers into large envelopes, stuck labels on to the envelopes and stamped each one. Then I simply took them down to the security guard, who then weighted them and sent them off. I left at five o'clock and got the bus home. The only thing about the first day that surprised me was the time length of the day, as I was not used to working for eight whole hours. I really enjoyed the experience on my first day and overall it was very good.
Most of the days at my work experience I either did something different or learnt something new. I found doing the classified ads on the computer and marketing very boring. It was also time-consuming. Marketing is simply measuring each ad in other competitive newspapers and magazines then summing up the measurements and recording them down. I really enjoyed laminating the ads, and searching the Internet. It was the first time I have ever done laminating and the Internet is something I go on regularly. Most of the other jobs were photocopying, filing and finding old newspapers. I didn’t mind actually doing these jobs, as they had to be done and they were not as much time consuming. The weeks passed more or less without incident and when the end of the weeks arrived I was so tired I thought that I could have slept through the entire weekend. As it happens I almost managed to. Throughout the two weeks I only worked in one department, which was the advertising department, but I was allowed to have a quick look in the publications department where I spoke to some of the employees about their job. When Michelle was really busy, I had to work with Sandra. Sandra was another employee on the advertising department. He was a really kind and gentle person, who I became really close with as the week went on. I did most of my jobs with him and at one time, I went with him to deliver some house selling newspapers to estate agents in town. I felt more like a valued member of the workforce as everyone treated me and spoke to me like I was employed there for real. At times I did get ordered to do more jobs at once and it sometimes became a little chaotic too. The most important job was making sure I finished all the post and sent it down to the security guard before it was half past four. I was responsible for the post in the advertising department for the two weeks. I looked forward to each job, I was asked to do, mainly because most of the jobs, I hadn’t tried before and it would also give me more experience. Overall I felt hopeful about the jobs I was given to do. I found most of my jobs enjoyable though some became a little time-consuming.
Every day I made my way there at nine o’clock in the morning. I finished each day at five o’clock or some days a couple of minutes earlier. I sometimes had a good half an hour break where I would go to the top floor with another work experience friend and play darts or table tennis. Sometimes, I was allowed a quick ten-minute break where I would have a snack or a drink. I had my dinner at twelve o’clock everyday where I meet up with my friends for one hour in town. This is what the structure of my day was like for the two weeks. I looked forward to coming into work everyday and interacting with the other employees. I also very much enjoyed meeting my friends at dinnertime. Before I left at five o’clock I always got a free paper then caught the bus home. I had done a lot of work for free but it was still nice of them to make the gesture.
My work experience was challenging and persuasive. My career plans haven’t changed at all, but I don’t like the working shift of nine to five, as it becomes really tiring. I still am intrigued by computers, digital imaging and journalism. When I look back on my work experience in five years time I will reflect that it has changed my life because I will have more of an idea about my career I will take in the future. I will be less nervous on the first day, have more confidence going in everyday and have an idea of what the people are like to work with when I actually get a real job. This will also go down in my records that I have worked for an official company. It has been beneficial too because I can mention it on my CV when I go for my first job as it may give me a better chance of getting that job depending on which company it is. Overall it has been worthwhile and great opportunity. The prospect of working in an unfamiliar place may have made me feel a little anxious and nervous at first, but I have been treated like an employee throughout the whole experience. There have been no problems and I have learnt many new things and I’ve had many challenges. Sometimes it may have got a little tiring but the job had to be done that’s what I was there for. It was tedious, fun, exciting and, at times, strenuous work and was an experience I shall never forget. The work experience has been a good real experience to how a job really is.

Work experience forms an important aspect of an individual career. Individual gets to know the work culture at a firm for the first time and it is a great learning experience for him. Task 1 - LO1: The objective of this task is to negotiate with your supervisor towards work experience by reflecting it on to the ILWP and address the Learning outcomes as specified.
This task is completed using my experience as a network engineer in the firm Siemens. This division is responsible for maintaining the telecom towers of the firm. My interest was always in the telecom industry and this firm provided me the required industry experience.
P1.1 Research and evaluate suitable organizations that could provide industry experience
The main job of the network engineer to ensure that the towers falling in the area allocated to him are working fine and in case of any issue he needs to fix the error as soon as possible. This job requires travelling as the employee needs to visit the site where the tower are located. The towers are spread out across the region and hence the employee has to go the towers where there are some issues.
One of the main thing required for the job is to have the basic technical knowledge on how the communication is executed by the firm and the technology behind it. This helps in identifying the issue better.
There are mainly two teams working in this division.
- IT team - This team sits in the office and identifies the error and takes care of the technology part
- Field team – This team travels to the towers and tries to fix the error by coordinating with the IT team My interest was in the field team and hence I worked in the field team. There are different individuals working in the field team
- Supervisor – He is given a large area to maintain. He has a team of engineers working under him. In case of any escalation due to issues not being resolved in the time allocated by the standards.? Senior engineer – He works under supervisor and is given an area under the supervisor. He has a small team of junior engineers working under him.
- Junior engineer – He works under the senior engineer and they handle all the issues as a team.
My job was to work with the junior engineer and understand how issues can be resolved. I got the job by applying online through the job search websites.
P1.2 Negotiates with work and academic supervisors a proposal for the work experience
This experience helped me enhanced by technical Information and Knowledge as well as people skills. The most important aspect of the work is the team effort. There are two aspects in which team effort is required. The first is to coordinate within the team and allocate the work in an efficient manner. Second is to coordinate with the IT team to resolve the error.
Supervisor allocated me to a senior engineer team and I had to work with the junior engineers and understand how they resolve the errors. So initially I had to travel with junior engineers when they visit the tower and then learn all the technicalities of the functioning of the tower so that I can learn to resolve the error on my own (Dragoni, Oh, Vankatwyk & Tesluk, 2011
As I started to learn and understood most of the technicalities I was given the responsibility to visit the tower alone and handle the issues. Following were the main responsibilities:
- Coordinate with the team to allocate the work
- First understand the issue before visiting the site so that one is well prepared while visiting the site
- Visit the tower sites which are facing issues and resolve the issue
- Coordinate with IT team to check whether the issue has been resolved
- Give a report to the senior engineer on the issues faced and resolved and the time taken to resolve the issue.
- Always be prepared to travel and visit the site
P 1.3 Recognize the business constraints on the work experience.
There are various issues and constraints on the work experience. First of all there is no documentation on the training procedures. All the work experience and knowledge is acquired while doing the job. There is no standard training which the engineer is expected to go through. One needs to learn from the peers and acquire the knowledge. This can be an issue if the peer is lacking knowledge. Supervisor expects you to coordinate with the team. The second constraint is travelling. Some of the towers can be far away and it requires a considerable travelling to the site. Also the weather conditions can sometimes be deterrent in resolving the issue.
The other constraint which was faced by the engineers is the lack of sufficient cars for travelling to the car. Each senior engineer team was given two cabs for their work. In the event of more than two towers creating issues the issues would have be resolved on a priority basis. Also there were incidents when the car broke down and there were no cabs available to reach the tower and thus the engineers had to hire their own and travel.
Lastly the main constraint is that the issue can arise at any time of the day and hence if the issue arises late in the night then the engineer has to visit the place in the night which can be strenuous.
Task 2 - LO2. Understand the specific requirements of the placement.
As mentioned above the department has two divisions, one is the IT team which does not require travelling at odd hours and the other is field team which visits the towers in case of any issues.
P2.1- Agree and prioritize the tasks and responsibilities involved in the work experience
Before deciding on the team the supervisor address the new joiners and gives a detailed description of the job. He wants young and ambitious people to join the team so that they can learn fast and be a useful resource to the firm. There are many issues in the current processes and the firm needs to fresh minds to suggest improvements. However these suggestion can only come from people who have worked and can understand the issues being faced by the firm and the employees. Following were the tasks which were agreed on post deciding the team of the employee:
- Gain the complete knowledge on the different divisions of the firm and work they perform for the firm
- After the allocation of the team get to know your team mates as the one needs to work closely with them
- Work with the engineers in the team so and try to get as much knowledge so that one can independently
- Try to resolve the issues independently
- Carry out the daily activities of the engineers if an engineer on the team in on leave
- Understand about the IT aspects

- Make a presentation to the management on how things can be improved
P2.2- Produce a plan for the work experience
Work experience is critical in gaining knowledge and improving the future prospects. Firms value skill as well as degree and thus the individuals need to balance between the two. Only theoretical knowledge is not enough to survive and hence the individual needs to carefully decide on the work experience. Following are the steps required to properly plan work experience:
- Analyse the strength and weakness: Individual should analyse his or her weakness and strength and decide on the type of job required. Individual should decide whether he wants to do a desk job or wants to prefer a job which involves dealing with public. This is an important thing which individual needs to decide. Some individuals are not meant to do the desk job while other are meant to desk jobs and hence the individual needs to decide on his inclination and decide on the type of job one wants to pursue.
- Form a CV: After deciding on the type of the job individual needs to form a CV which highlight the strengths of the individual. CV is an important document which the employer will look at the while choosing the candidate. Having a good will ensure that the employers takes your interview and the individual clears the screening process. Post the selection the employer can take the interview. Some firms may select only the basis of the CV. Thus preparing the CV is an important aspect of the gaining the work experience. Individual should try to gain such work experience with enhances his CV and thus helps to grow in his career.
- Search for relevant jobs: Individual needs to search for job after preparing his CV. With the widespread use of the internet individuals can easily search for jobs. Else the individual needs to contact the firm directly by first making the list of eligible firm in which one can apply and then try to contact the firms directly. Seniors of the college form an effective way to find jobs and in most of the cases people help their juniors.
- Preparation for the interview: Candidate must prepare for the interview. This forms an important part for getting selected in the firm. Individual needs to prepare for the interview according to the CV formed and needs to showcase the knowledge. Interview will help the individual get the job for the work experience.
- Selecting the team: Once the individual gets selected most of them are given the option to select the team in which they want to enter. Individuals need to get as much information as they can from the supervisors about the roles in team and depending upon their interests.
- Meet the team: This can be a good idea if the individual can meet and get to know more about the work. Individuals cannot work alone and they need to work in the team and hence they need to gel with the team. Thus getting to know the team can be added advantage to the individual if he wants to enter the firm.
- Make Notes: Post entering into the firm and joining the team individual should initially make notes about the learnings. - Lack of communication skill sets – There is a lot of focus on technical aspects however the soft skills are not given that much importance. As a result the employees do not communicate sometimes and this leads to different issues. P4.1 Monitor progress against original proposal
Individual before the start of his work experience decides on the tasks to be performed. There should also be measures which can be used by the individual to check whether he is performing to the expectation and carrying out the duties as expected by the employer. There should be measures which can be quantified by the firm so that the individual performance can be analysed. There are some factors which are qualitative in nature. For e.g. the way employee dresses or interacts with the team. This also needs to be improved if the employee is lacking in such skills.
Individual should also have deadlines for targets to be achieved so that he can monitor the progress of the individual (Nguyen, Mujtaba, & Ruijs, 2014). There certain methods to judge the progress. This should be done regularly like a biweekly meeting with the supervisor to give him an idea about the progress and the targets achieved. The learning during work experience has been impressive as many things which I saw were for the first time. I gained knowledge both on the technical level and the soft skills level. The most important aspect is the working on the practical aspect of the knowledge. There is a difference between theoretical knowledge and the practical aspect of the knowledge. Thus the individual needs to understand that how the knowledge is applied on the ground level.
Other good learning has been on the soft skill. Individual need to have soft skills to learn from others and get the things done and this also has been a good learning.
P4.4 Make recommendations on how the experience could have been enhanced
My experience with the firm has been good and I had learned a lot on during the work experience. However the firm could improve its processes. Firm should be more organized and have standard procedures for such work experience activities. There was less coordination between the human resource team and the firm’s functional team. Firm can also have a document which enlists all the steps and guidelines for the individuals. Individuals should be informed beforehand on the additional skill sets required for the work.
