UGC has proposed new rules and regulations in 2022 for doing PhD in India. Here are critical changes for students willing to do PhD in 2023.

A Master’s degree or 4 years of bachelor’s is required to apply for any PhD in India. However, the 4 years bachelor’s will only be used for tech and engineering students, for now.

Qualification

Now the M.Phil degree is optional for getting admission into the PhD.

For 4 years of bachelor’s and 3 + 2 years master’s degree, 75% and 55% marks, respectively are mandatory for the application.

Minimum Marks

University Grant Commissions or any private university conducts an entrance examination for PhD admission.

Primary requirement

In India, one-year coursework is mandatory for doing original research for PhD. Students have to complete their coursework before starting research.

Course work

The ideal duration for doing a PhD in India is 3 years. Students may ask for more time if required.

The previous important requirement for PhD award– research paper publication is now not compulsory for getting the doctorate honor.

Minimum Eligibility Qualifications

ME / MTech / MPharm / MBA / MPhil (minimum of 60% aggregate)* MSc/BE/BPharm or an equivalent degree (minimum of 60% aggregate)* For admission into Humanities and Social Sciences, MA degree (minimum of 55% aggregate)* For part-time applicants, a minimum of one-year experience in the related field of study is required

In addition, Departments may set specific admission criteria for shortlisting. Meeting the minimum eligibility qualifications does not guarantee admission into the PhD program. Shortlisted candidates will have to appear for an admission test, which may comprise a written exam and/or interview. Full-time students

Preferably individuals who would like to pursue PhD in-house, residing on campus.

Part-time students

Preferably individuals who are working in organizations providing basic facilities and an environment for research.

Financial Assistance

Full-time PhD students admitted into the PhD program are eligible to be considered for an Institute fellowship of Rs. 34,000 or Rs. 37,000 per month in the first year based on their qualifications at the time of admission. Students admitted with M.E./M.Tech./M.Pharm./MBA/M.Phil. or an equivalent Degree are eligible to receive an Institute fellowship of Rs. 37,000/-. Students admitted with M.Sc./B.E./B.Pharm. or an equivalent degree are eligible to receive an Institute fellowship of Rs. 34,000/-. These students on successful completion of coursework will receive Rs. 37,000/- from the Semester following the one in which the course work was completed Higher fellowship may be made available in subsequent years. Consideration for Institute fellowship will be as per Institute norms. It will be obligatory on the part of every admitted full time student to undertake 8 hours (per week) of work as assigned to him/her by the institute.

Getting a PhD is no easy feat, and involves years of gruelling hard work, often with a few life crises and probably thoughts of quitting in between. That said, the question of whether there’s a ‘shortcut’ on how to get a PhD often pops up in student forums and discussions.

Although getting a master’s degree after completing your undergraduate studies is the conventional route taken towards a PhD, you can in fact bypass your master’s degree entirely and go straight into a doctorate programme. Granted, not all subjects or countries have this option, but there’s plenty to go around if you want to save time and money to get your research going.

The University of California, Berkeley , for instance, only admits Bachelor’s degree holders into its political science PhD programme, with a possibility for students to obtain a master’s qualification if they withdraw from the doctoral degree as long as sufficient coursework has been completed. Similarly, you can get a PhD in the Ohio State University’s chemical engineering programme without having done a master’s .

Can You Get a PhD without a Masters?

Yes, it’s possible to get a PhD without first having a Masters degree.

The conventional route for someone who earns a PhD is to pursue a Bachelor’s degree, followed by a Masters degree and then a PhD. However, several students opt to bypass a Master’s degree by enrolling onto a doctoral programme as soon as they complete their undergraduate degree.

Before we discuss how this can be done, it is worth mentioning the advantages and disadvantages of this route.

Advantages of Applying to a PhD without A Masters

The motivations for undertaking a PhD immediately after an undergraduate course are largely in saving money and time. This is because you will essentially eliminate a year of study. Another advantage of immediately enrolling onto a doctorate degree is project availability. If you find a project that you’re really interested in, it’s unlikely that it will still be available in a years’ time. Therefore, bypassing a Masters and enrolling directly into a PhD will increase your chances of securing the research project before it becomes unavailable.

Disadvantages of Applying to a PhD without A Masters

Although a Masters degree will add a year onto your academic journey, it can be incredibility helpful for your development and can help prepare you for a doctoral degree.

Not having a Master’s degree may prove to be a hindrance during your application process. This is because many other students will also apply to the same research projects, and it’s likely that the majority will hold a Masters. This will put you at a disadvantage to them.

Besides this, the dissertation project you’ll be required to undertake on a Master’s programme will provide you with a taste of what it is like to work on a research-based project. PhD without a Masters – How Does It Work?

To be considered for a PhD without a Master’s, at a minimum you will be expected to have a Bachelors degree. For students looking to enrol onto a STEM (Science, Technology, Engineering and Maths) PhD, a relevant Bachelors in a 3-year undergraduate course is usually expected. However, this is not the case for students looking to apply to non-STEM PhDs. Rather, students looking to apply to doctorates in subjects such as those surrounding Arts and Humanities are usually expected to have a relevant Bachelors from a 4-year course.

In addition to this, you will need to have demonstrated strong academic performance during your undergraduate course. This means that your Bachelors will need to be at least a UK Upper Second-Class Honours (2.1) for nearly all institutions to consider you.

Should you be accepted into a PhD programme without a Masters, the usual process will be to first register you as an MPhil student. You will then have a year to prepare and submit a thesis. Your thesis will need to detail the research you have carried out within that year and outline how you intend to continue it into a full PhD study. There are three outcomes of this MPhil thesis review:

  • Failure and you’re not awarded anything.
  • You pass, however, the supervisor doesn’t believe you’ve demonstrated strong research skills. You’re awarded an MPhil but they do not upgrade your course to a PhD programme.
  • You pass and the supervisor believes you have proven yourself as a capable researcher. Your course is upgraded to a PhD as opposed to you being awarding an MPhil.

Integrated PhD

Some universities offer Integrated PhD degree programmes (also known as an Integrated Masters degree). These are four-year programmes comprising of a one-year Masters degree immediately followed by a three-year PhD degree. These can prove a great option for graduate students who are looking to undertake a PhD without a Masters but are struggling to meet the eligibility requirements. PhD without a Bachelors – Is It Possible?

Yes, it is possible to get a PhD without a Bachelor’s, however, this is extremely uncommon.

When this occurs, it is almost always reserved for very mature individuals. For example, an individual may not be in active academia but still may have significantly contributed to their field. This contribution could be through the work they have undertaken as part of their career, or as part of a long-term study project, they have undertaken out of self-interest.

In either case, the individual would need to prove that they have extensive experience in their field and have directly contributed to new knowledge within it. The key factor here is that their work has pushed the boundaries of existing knowledge. It is not enough for an individual to be regarded as an expert in their field – they must have contributed something new and meaningful. It’s common for individuals awarded a PhD through this means to have produced several publications within their lifetime. It’s also common for the individual to have gained several professional accreditations within their field before even being considered suitable for a PhD research degree.

Universities Offering PhD without a Masters

Unfortunately, there is not a centralised list of universities which offer PhDs without a Master’s degree. The reason for this is that the edibility requirements differ from PhD to PhD and from department to department.

Therefore, you will need to check the guidelines for each individual university and the requirements for each specific PhD you’re interested in.

Should you find a PhD programme you can apply to with a Bachelors, make every effort to make your application as strong as possible. This is because you will be competing against other candidates, most of who will have a Master’s degree.

Not only can you strengthen your application by having a Bachelors with a First-Class Honours (1st), but you can also do so by showing the traits of a successful researcher. This includes showing a genuine interest in the project, a high work ethic, and exceptional communication skills.

Additionally, a strong letter of recommendation from a respected university lecturer will prove very beneficial. This is especially true if the lecturer supervisors his or her own PhD students. This is because the lecturer will understand the skills required for an adept research student.

Students can now be able to get themselves enrolled in a doctoral programme following a four-year bachelor's degree course with a minimum of 75 per cent marks in aggregate or its equivalent grade

The University Grants Commission (UGC) is set to permit undergraduate students to join PhD programmes directly after completing a four-year degree. Students will now be able to get themselves enrolled in a doctoral programme following a four-year bachelor’s degree course with a minimum of 75 per cent marks in aggregate or its equivalent grade. Those with a one-year master’s degree are also eligible after finishing a four-year bachelor’s course.

The UGC is presently drafting the regulation in this regard. It will likely be announced next week, reported a leading news daily. The commission maintained that PhD programmes will not be offered through online mode. Presently, a master’s degree is compulsory to seek admission in a PhD programme. Higher Education Institutes (HEIs) can also admit students, who qualify for scholarships in UGC- NET, UGC-CSIR NET, GATE or CEED and other similar national-level tests, based on their performance in interviews

The UGC, in another significant step has eliminated the compulsory publication of a research paper prior to thesis submission. UGC conducted a study including 2,573 research scholars from a prestigious central university and the Indian Institutes of Technology (IITs). The study concluded that mandatory publication has decreased the quality of Scopus-indexed journals in 75 per cent of the central varsity.

On the other hand, IIT, which is not under UGC’s control, published most of the research papers in quality journals. The UGC conducted this study over a period of three years (2017-2019). “In the university, because of the mandatory condition to publish a paper before PhD thesis submission, during the three-year period, nearly 75% of students are forced to publish in journals which are not Scopus indexed journals,” states UGC’s analysis.

The study showed that on average, approximately 79 per cent of IIT students published Scopus-indexed journals and 73.4 per cent of them published more than one journal paper. Whereas, in the central university roughly 25.2 per cent of students published Scopus-indexed journals and about 19 per cent published more than one journal paper. Scopus index is the largest abstraction and citation database for peer-reviewed literature.

New Delhi: Students who have completed a four-year undergraduate course will be eligible for direct admission to a doctorate programme, the University Grants Commission (UGC) said in its revised PhD regulations notified earlier this week.

The new PhD regulations — “University Grants Commission (Minimum Standards and Procedures for Award of PhD Degree) Regulations, 2022” – says a candidate should have a minimum of 75 percent marks in “aggregate or its equivalent grade on a point scale wherever the grading system is followed”.

In case the candidate does not have 75 percent marks in a four-year undergraduate program, she has to pursue a one-year master’s programme and score at least 55 percent.

The new admission rules further say, “A 1-year master’s degree programme after a 4-year bachelor’s degree programme or a 2-year master’s degree programme after a 3-year bachelor’s degree programme or qualifications declared equivalent to the master’s degree by the corresponding statutory regulatory body, with at least 55% marks in aggregate or its equivalent grade in a point scale wherever grading system is followed.”

No more publishing in peer-reviewed journals 

The UGC has removed the clause, “publishing paper in a peer-reviewed journal”, as mandatory for a PhD.

PhD regulations of 2016 had said that PhD scholars “must publish at least one (1) research paper in a refereed journal and make two paper presentations in conferences/seminars before the submission of the dissertation/thesis for adjudication”.

Talking about this, UGC chairperson Professor M. Jagadesh Kumar said, “Publication of research papers in peer-reviewed journals may not be mandatory anymore, but it does not mean PhD scholars should stop doing that altogether.”

He added: “Focussing on high-quality research will lead to publications in good journals, even if it is not mandatory. It will add value when they apply for employment or post-doctoral opportunities.”

Part-time PhD allowed with clause 

For a PhD, individual institutions can also hold their own entrance tests to admit students, the new rules state. The candidate then need not write the National Eligibility Test (NET) or similar exams. The “entrance test shall consist of 50 percent research methodology and 50 percent subject specific,” the rules say.

The commission was  planning on reserving 40 percent seats for students who qualified through NET, but that clause did not make it in the final notification as there was no consensus.

Apart from this, the commission has also allowed candidates to pursue a PhD through part-time mode, “provided all conditions are fulfilled”.

As per the rules, the institute will require a “No Objection Certificate (NOC)” from the appropriate authority in the organisation where the candidate is employed.

The NOC should clearly mention that she is permitted to pursue studies on a part-time basis. “His/her official duties permit him/her to devote sufficient time for research; if required, he/she will be relieved from the duty to complete the course work,” the new rules say.

The regulations are applicable with immediate effect from the date of notification. Any PhD registered after 1 July, 2009 shall be governed by the regulations of 2009 or 2016, the notification further adds.

PhD in India- Eligibility Criteria

  • The candidate must have completed a Master’s degree i.e. (MTech/ MSc/ MA/ MPhil/ MBA). And it must be a full-time Master’s course from a recognised university by the government.
  • The overall grade point average of the candidate’s Master’s program must be at least 55% (or equivalent).
  • Candidates under SC, ST, and OBC categories will be given 5%- or 10%-mark relaxations. Applicants must present their reservation certificate to use these benefits.
  • The candidate must pass the PhD entrance exam.
  • A No Objection Certificate (NOC) f rom the educational institution or company where candidates are employed is required. Candidates must have job experience in a related field for a part-time PhD.

5 Step PhD Course Admission Process

Step 1 Find a Mentor

PhD students should find a supervisor willing to support them through their PhD journey. After finding a supervisor, candidates can apply offline or online. Almost all colleges and universities accept online applications now. However, if you wish, you can apply via the offline process by visiting the office of the university.

Step 2 Fill Online Admission Form

Candidates must complete the online PhD admission form before applying on the university or college website. All the needed qualification for PhD is listed on the university’s official website and should be met. The online application is rejected if candidates fail to meet these requirements.

Step 3 Submit Necessary Documents

After completing the online application form, candidates must provide all necessary papers. These documents may include your passing certificate, degree, and migration certificate. Check the list of papers on the website before applying for the PhD admissions.

Step 4 Pass the Entrance Exam

The college/university needs PhD entrance exam. This exam must be taken after completing the application form. Fill out the form for the entrance exam and appear for it.

Step 5 Pass the Interview

Upon passing the PhD entrance exam, candidates will be invited for a doctoral academic interview. Admission is based on the academic doctoral interview and PhD entrance exam results. Be positive towards your MS+PhD Course

As advised earlier, a scholar must be careful when deciding whether to apply for an integrated course. The candidate must weigh their options and determine whether they are cut out to take such a course.

I suggest you at least do Masters Degree online as a distance course. It is just one year in UK and 2 years in USA and India.

You must do your masters compulsorily and you are eligible to all the universities. Or join in an integrated Ph.D. along with masters as we have just discussed in my above points.

If you join in an integrated Ph.D., You will be bored up with routine life of 7 years or 5 years at one place. There is no variety. It is indeed difficult to study that way at one place for a long 5 or 7 years. So I suggest you take masters as a distance course and do regular and full-time Ph.D. in any small and recognized University.

In my view, you do not need to think whether can Ph.D. be done without masters or not. Just give up such thoughts. There is probably no good university who can offer such a way.

It will become a lot difficult tomorrow when you apply for any job and your recruiter is asking you about your masters. They may not like your reply that you got your Ph.D. awarded without masters.

So do not think that way. Go and move ahead and take admission into masters and later join in Ph.D.

Always think that masters will give a whole way how to become nurtured in Ph.D. You will gain some knowledge and experience to do your Ph.D. good.  Also, you can utilize your Masters’ course duration as a time to publish some papers in a reputed journal. This will add up some more strength to do your Ph.D. without much stress and anxiety.

NEP 2020: UGC proposes revised norms for PhD admission

The candidates who have cleared m.phil course with at least 55% marks in aggregate or a candidate whose m.phil dissertation has been evaluated and recommended for award of the degree may be admitted to phd programme.

Under the New Education Policy (NEP)-2020, those holding four-year undergraduate degrees with a minimum CGPA (Cumulative Grade Point Average) of 7.5 with 1-year/2-semester master’s degree programme (after 4-year undergraduate degree) with at least 55% marks in aggregate will be eligible for admission to PhD programmes, according to revised norms proposed by the University Grants Commision (UGC).

Under the NEP-2020, universities and colleges will now offer 4-year undergraduate degrees with multiple exit and entry options (For Representation)

Under the NEP-2020, universities and colleges will now offer 4-year undergraduate degrees with multiple exit and entry options. Other eligibility criteria are 2-year/4-semester master’s degree programme or a candidate seeking admission after a 4-year/8-semester bachelor’s degree with research should have a minimum CGPA of 7.5/10.

The candidates who have cleared M.Phil (Master of Philosophy) course with at least 55% marks in aggregate or a person whose M.Phil dissertation has been evaluated and recommended for award of the degree may be admitted to the PhD programme in any institution on a provisional basis even before the viva voce or final defence.

The UGC has proposed a relaxation of 5% of marks, from 55% to 50%, or an equivalent relaxation of grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/differently-abled, economically weaker section (EWS) and other categories of candidates as per the decision of the commission from time to time.

These regulations may be called University Grants Commission (Minimum Standards and Procedure for Award of PhD Degree) Regulations, 2022. Every degree-granting autonomous college and every affiliated college are allowed to offer PhD programmes.

Programme duration

PhD programme shall be for a minimum duration of two years excluding course work and a maximum of six years. Extension beyond the above limits will be governed by the relevant clauses as stipulated in the statute/ordinance of the individual institution concerned but not beyond more than two years.

Women candidates and “Persons with Disabilities” (more than 40% disability) may be allowed a relaxation of two years for a PhD in the maximum duration. In addition, women candidates may be provided maternity leave/child care leave for up to 240 days once in the entire duration of PhD.

For student exchanges, provided that they contribute significantly to the completion of the thesis, leave of absence may be granted from the second year onwards.

Admission procedure

All universities shall admit PhD scholars through a National Eligibility Test (NET) or National Entrance Test or an entrance test conducted at the level of individual universities. The admission shall be based on the criteria notified by the institution, keeping in view the guidelines/norms in this regard issued by the UGC and other statutory bodies concerned and taking into account the reservation policy of the central/state government from time to time.

Sixty percent of the total vacant seat of the academic year shall be filled from NET/JRF qualified students and the remaining forty percent through the university/common entrance test qualified students on the basis of interviews conducted by the concerned institute. However, in case of an unfilled vacancy in either of the category, candidates from another category can be requisitioned to fill the vacant slots in the order of merit reservation norms.

The syllabus of the entrance test shall consist of questions that test research/ analytical/ comprehension/quantitative aptitude. The entrance test shall be conducted at the centre(s) notified in advance by the organisation conducting the examination.

Qualifying marks in the entrance test will be 50% provided that a relaxation of 5% of marks (from 50% to 45%) shall be allowed for the candidates belonging to SC/ST/OBC (non-creamy layers)/differently-abled category in the entrance examination conducted by the universities.

The university/college shall maintain the list of all the registered PhD scholars on its website on a year-wise basis. The list shall include the name of the registered candidate, the topic of their research, the name of their supervisor/co-supervisor, date of enrolment/registration.

Proposed area of research is socially relevant/locally need-based/ nationally important/globally significant/create value to the society or in cutting edge areas or contribute to new/additional knowledge in the areas of emerging concerns worldwide.

Allocation of research supervisor

Eligibility criteria to be a research supervisor, co supervisor, number of Ph.D. scholars permissible per supervisor etc. A PhD scholar has to obtain a minimum of 55% of marks or its equivalent grade in the UGC 10-point scale (or an equivalent grade/CGPA in a point scale wherever grading system is followed) in the course work in order to be eligible to continue in the programme and submit the thesis.

Research advisory committee

There shall be a research advisory committee or an equivalent body for a similar purpose as defined in the statutes/ordinances of the institution concerned for each PhD scholar. The research supervisor of the scholar shall be the convener of this committee. It is aimed to review the research proposal and finalise the topic of research.
