The high cost of tuition is a barrier many college students must overcome to enroll in the college of their choice and finish their degree requirements. Many students don't receive enough scholarship money, grant money or other financial aid to complete their higher education. Fortunately, your financial aid offer is not always the final word, and you can ask for additional money by writing a letter detailing your specific needs. The letter must be carefully crafted, however, to give financial aid staffers the information they need to justify additional aid.

A Change of Circumstance

If you've already filled out your Free Application for Federal Student Aid and received an aid offer from your college, but realize it's not enough, contact your college directly about additional financial aid options. For example, your college might offer certain scholarships that you're eligible for or additional aid to supplement your initial offer. A change in your circumstances that alters how much you can contribute to your tuition and other college costs also warrants a letter requesting additional aid.

Getting Started

In your letter, include all contact information and your student ID number if you have been given one. Address the letter directly to a financial aid officer at your college. Peterson's guide, "Paying for College" recommends sending this letter apart from your admission packet and your FAFSA application. The purpose of your request is to outline specific unusual or unexpected circumstances requiring additional financial aid that were not part of your original application.

Making Your Case

Outline the reasons why you need tuition assistance in the opening body of your letter. Be specific about why you need additional help paying for your college tuition. For example, explain that you care for a sick or disabled family member or that you've recently lost your job and don't have income.

Specify Your Need

You might be more likely to receive assistance from your college if you include facts and figures in your letter. Explain how much money you have to contribute to your college education, and exactly how much you need to make up the difference. Many colleges also require you to provide information about your projected income, such as how you're planning to get a job or otherwise secure funds to pay for your tuition in the future. Letters of support are an important part of a student’s college application process.They demonstrate the credibility of the applicant, their credentials, and reasons  why the applicant is the best fit for the school. These letters help students stand out from the crowd and helps admissions officers get to know them on a more personal level.

When someone asks you to write a letter of support, though, where do you start? We’re here to help.The outline below contains a few tips on how to write the best letter of support possible.

The introduction

Who are you? Why are you writing a letter of support? For who? These are a few questions you should answer early in the introduction. Clearly state your intent in the first few sentences—emphasize your personal relationship with the applicant and your own connection to the student. This helps you build credibility early in the letter and shows that your recommendation should be taken seriously—you know the applicant, you know the subject matter at hand, and you know why this person would be a good fit. Convey that right away.

Be clear and concise with your wording. Here are some examples of sentences that you could include in the introduction:

Intent: “ I am writing to show my support for [name] to be accepted into [NAME OF COLLEGE OR UNIVERSITY]. ”

“ I believe [Name]’s would be a great fit at your school and am writing to express my full support. ”

“ I have worked closely with [Name] for X number of years and feel confident expressing my full support for his/her acceptance. ”

Background: “ I have been [Name’s] teacher for a number of years. [Details about what subjects you taught the applicant and how he or she excelled in the classroom].”

The body of the letter

The body of the letter of support answers why this student is a good fit. What was it like having this student in class? What made him or her stand out? What is his or her work ethic like?

The letter of support ideally closes the gap between you and the admissions officer. The letter should specifically address how this student will have a positive impact in college.

“In class, [Name] has demonstrated he/she has a great work ethic, a desire to better himself/herself, and is eager to learn. This lines up directly with the mission of your school.”

The conclusion

The ending of the letter of support summarizes again why your student should be accepted into this college or university and offers any final endorsements.  

A typical, well-written letter will should be one or two pages in length. It should not be longer than two pages except in special circumstances. (Ask the student if there are any specific requirements included in each particular school’s application.)

Here are a few examples for the conclusion:

“ I fully believe [Name] would be a great addition to your campus. ”

“ I eagerly anticipate [Name’s] acceptance into your college or university. ”

Letters of support often make a difference for applicants, no matter what school they are applying to—so while you could use the examples above as a guide, be sure to make the letter as personal as possible. And be honored! By asking you, your student clearly respects your opinion and wants you to vouch on their behalf.

When you should appeal

Maybe your financial situation has changed — a parent became unemployed or had to take a lower-paying job, or money intended for college is now needed to pay for a serious health issue. Whatever the reason, you're experiencing more financial need than you did when filled out the FAFSA. 

Or, perhaps aid you were granted was withdrawn. Maybe you were even denied aid completely.

There are any number of reasons why you may find yourself needing to write a financial aid appeal letter. The most likely will probably be attributable to an unexpected change in your personal economic situation . For instance:

unemployment

serious medical situations

Another situation: The income listed on your FAFSA isn't accurate . That might the case if someone's job situation has changed or if a large portion of income has to go toward debt and can't be used for college costs. 

What if you lose financial aid because you've failed to maintain the requisite grades ? You might be able to appeal if you've experienced a dramatic life event, such as:

a newly diagnosed ongoing illness

homelessness/eviction

the death of an immediate family member

4 things to include

Remember that the purpose of a financial aid appeal letter is to request help. That means it's not a place for you to vent, complain, or make a demand. Ultimately, you're requesting more money and need to find a way to clearly, but politely state your case to the people who can assist you.

Here are some tips you should apply when creating your letter, regardless of the reason you're writing it:

Be sure to address your letter to a specific person in the school's financial aid office. If you don't already have a contact, consult the department listing on the school's website.

While you're on the school's website, research the guidelines for their appeal process including any specific forms or documention they may require. Following the exact procedure will increase your chances of success.

In the body of your letter, always address the individual by name: Mr. Jones, Mrs. Smith, etc. You want to establish a personal yet respectful tone. Avoid addressing people solely by their title. Be direct, succinct, and courteous.

Note the forms you've submitted to your school, the status of your award, and the reason for your appeal.

Tips to increase your chances of success

What does a financial aid appeal letter look like? Here are some aspects to keep in mind:

For the sake of clarity and readability, don't get fancy with the appearance of your letter. The reliable block letter format works fine and is easier to read.

Be up front with your reason for writing. That doesn't mean just saying 'I didn't get enough financial aid.' What is your why?  Explain your circumstances and the specific reasons you require additional aid. 

Keep your letter to one side of one page.

Are you asking for more money from your school or from the federal government? It's an important distinction, so make sure you are clear on that. If any income information reported on your FAFSA has changed, you may be eligible for more federal aid (which still goes through the school). If you believe you should be entitled to additional merit aid (for academics, athletics, or similar), you're asking the school for those funds. Merit aid requests may be funneled to the admissions office for consideration. 

Provide documentation, if available, that reinforces your appeal. The more relevant information a financial aid officer has, the more likely you are to get a favorable response. The people responsible for judging your appeal are governed by rules and regulations, so do your homework, craft an informed request, and help them to help you.

Always thank the person you're writing for considering your request.

What to do next

Especially ahead of the fall 2022 semester, keep in mind that schools may be swamped with appeal requests. Allow at least a week or two before following up. Remember to check your spam filter and your voicemail to make sure you don't miss a response. If you don't hear back, email the person you addressed your letter to. Include a copy of your original letter so they don't have to go hunting for your original request. Keep your followup short, sweet, and extremely polite. For example:

As of Jan. 22, 2024, a Provincial Attestation Letter (PAL) may be required to apply for a study permit. If you require a PAL, the University of Calgary will work with the Province of Alberta to issue your PAL once you accept your admission offer and pay your admission deposit.

What is a Provincial Attestation Letter (PAL)?

Moving forward, provinces and territories will be issuing Provincial Attestation Letters (PAL) to some groups of international students. The attestation letter serves as proof that the  student has been accounted for under a provincial or territorial allocation within the national cap.  

If required, a PAL must be included with your study permit application when you submit your application to Immigration, Refugees and Citizenship Canada (IRCC).

Who needs a Provincial Attestation Letter (PAL)?  

According to Immigration, Refugees and Citizenship Canada (IRCC) , students who fall under the groups listed below do need a Provincial Attestation Letter (PAL):  

  • International undergraduate students whose study permit applications were received by IRCC after 8:30  a.m., ET, on Jan.  22, 2024  
  • Most non-degree granting graduate programs (for example, graduate certificates, graduate diplomas and International Professional Programs)  
  • All visiting/exchange students and ESL/FSL students who will be at UCalgary for longer than six months

Visiting Student Researchers (VSRs), please visit the ISS website for what immigration documents you will need.

  • Anyone else not included in the “who does not need a Provincial Attestation Letter (PAL)” exception list 

Who does not need a Provincial Attestation Letter (PAL)?   

According to IRCC , students who fall under the groups listed below do not need a Provincial Attestation Letter (PAL):  

  • All international undergraduate students who have submitted a study permit application before 8:30  a.m., ET, on Jan.  22, 2024 
  • Master’s or doctoral degree students, regardless of when study permit applications were submitted 
  • Visiting/exchange students and ESL/FSL short-term programs under six months 
  • In-Canada study permit and work permit holders (includes study permit holders applying for an extension)  
  • In-Canada family members of study permit or work permit holders  
  • Primary and secondary school students

Provincial attestation letter (pal) frequently asked questions, when do i get a provincial attestation letter (pal).

Once you've accepted your offer and paid your deposit, UCalgary will request your PAL from the Province of Alberta. Once your PAL is available, the university will send an email to the email address you used on your application to let you know that your PAL is available for you to download in your Student Centre (my.ucalgary.ca).

How can I access my Provincial Attestation Letter (PAL)? 

Once we've prepared it for you, you'll be able to access your PAL in your Student Centre (my.ucalgary.ca). You'll also receive an email when it is available for you to download from your Student Centre.

What will I do with my Provincial Attestation Letter (PAL) when I have it?

Once you’ve received your PAL, you will submit it along with your study permit application to IRCC.  IRCC will return any application that does not include a PAL, unless the applicant is otherwise exempt (exemptions are listed on the IRCC website ).

I'm currently studying in Canada. Do I need Provincial Attestation Letter (PAL)?

In-Canada students studying at a secondary or post-secondary school in Canada do not need a PAL. View more details on the IRCC website.  

If you're currently in Canada and are eligible to make an in-Canada study permit application , you will not need a PAL. 

Do visiting/exchange undergraduates need a Provincial Attestation Letter (PAL)?

Visiting/exchange students studying in Canada less than six months can enter Canada as a visitor. Students do not require a study permit or PAL if they enter Canada on a temporary resident visa (TRV) or an electronic travel authorization (eTa) for short-term studies. 

Visiting/exchange students studying in Canada for longer than six months will need a study permit and a PAL. Learn more on the IRCC website. 

Which office should I contact if I have questions about PALs?

For questions about your offer of admission, paying your admission deposit, or obtaining and accessing your PAL, please contact undergraduate Admissions for assistance.

Study Permit Frequently Asked Questions

When can i apply for my study permit.

We encourage you to apply for a study permit as soon as possible. Keep in mind that to apply for your study permit, you must have:

  • accepted your admission offer
  • paid your admission deposit
  • and received your PAL from UCalgary

Apply for your study permit by July 1. That will ensure you're eligible for a deferral of admission if your study permit doesn't arrive in time for your admission term. 

What happens if I can't get a study permit in time for the start of classes?

UCalgary and the Province of Alberta have worked together on this issue. PALs are issued shortly after a student accepts their admission offer and pays their deposit. You should accept your offer and pay your deposit as soon as possible so you can receive your PAL and apply for a study permit . 

Students who apply for a study permit by July 1 and don't receive it in time are eligible for a deferral. Learn more about admission deferrals.

I haven’t yet applied to ucalgary. should i still apply.

Yes, intake for undergradaute international students attending in fall 2024 has been extended until April 1. We recommend you submit your application as soon as possible. 

If you receive an admission offer, be sure accept the admission offer and pay your admissions deposit as soon as possible. That will allow us to work with the Province of Alberta to issue a Provincial Attestation Letter (PAL), which you'll need to submit with your study permit application.

I haven’t accepted my admission offer from UCalgary. Should I still accept it?

Yes, we recommend that you accept your admission offer and pay your admissions deposit as soon as possible. After accepting your offer, UCalgary will work with the Province of Alberta to issue a Provincial Attestation Letter (PAL), which you'll need to submit with your study permit application.

Do these changes impact current international students?

As an international undergraduate student, can I work in Canada?

International Graduate Students

Frequently asked questions, do graduate students require a provincial attestation letter (pal).

A PAL is not NOT required for: Master’s and doctoral degree students; Short-term course-based visiting/exchange students (under six months); VSRs on work permits.

A PAL is required for: Graduate certificate and diploma students; Longer-term course-based visiting/exchange students (over six months); VSRs on study permits regardless of length of time at UCalgary.

Do these changes impact current international graduate students?

Current international graduate students do not need PALs.

Many programs still have intake opportunities for international graduate students attending in fall 2024. If your program of interest is still accepting applications, we recommend you submit your application as soon as possible.

If you receive an admission offer, be sure to accept the admission offer and pay your admission deposit as soon as possible. This will allow you to apply for your study permit immediately. 

If you're a certificate/diploma student requiring a Provincial Attestation Letter (PAL), your timely response will allow us to work with the Province of Alberta to issue your PAL so you can submit it with your study permit application.

Yes, we recommend that you accept your admission offer and pay your admission deposit as soon as possible. This will allow you to apply for your study permit immediately.

If you are a certificate/diploma student requiring a Provincial Attestation Letter (PAL), once you have accepted your offer and paid your deposit, UCalgary will work with the province of Alberta to issue a Provincial Attestation Letter (PAL), which you'll need to submit with your study permit application. Will my spouse/common-law partner be eligible for an open work permit?

What happens if I can’t get a study permit in time for the start of classes?

We strongly recommend you connect with your graduate program to explore the admission deferral option as you cannot start your program/studies until you have an approved study permit.

As an international graduate student, can I work in Canada?

To work in Canada as an international graduate student, you must be enrolled as a full-time student and have a valid study permit to be eligible to work. Details can be found on the ISS website .

How long of a post-graduation work permit (PGWP) will I be eligible for?

You may be eligible for a PGWP after graduation; the length of the PGWG can vary. 

As of Feb. 15, 2024 , students who graduate from master’s degree programs of less than two years (eight months minimum) may be eligible for a three-year PGWP.   Details can be found on the IRCC website .

International Continuing Education Students

Do continuing education students require a provincial attestation letter (pal).

Students applying for International Professional Programs (IPP) or English Language Programs (ELP) that are more than six months long require a PAL. 

How do I obtain an attestation letter from the Government of Alberta?

Upon registration and payment in your program (IPP or ELP), the University of Calgary will request your Provincial Attestation Letter (PAL) from the Province of Alberta. Once your PAL is available, Continuing Education will notify you via the email address we have on file. You will then be able to upload your PAL as part of your study permit application.  

Will my spouse be eligible for an open work permit?

No. International Professional Programs  are considered  post-diploma graduate programs at the undergraduate level  and do not qualify the spouses of students for the open work permit that has been previously available. 

Our  English Language Programs  are ESL/FSL programs, and the spouses of students do not qualify for open work permits. 

Do IPP students need a PAL to extend their study permits for a second year?

No, current students who are looking to  extend their study permits  do not require a letter of attestation.

‘He hates failing’: mother describes lack of help for autistic son

Kirsti Hadley’s son, 12, had been looking forward to a new school but became burnt out and anxious

Autistic pupils in England denied right to education as absenteeism surges, says charity

Kirsti Hadley is still reeling from how quickly her autistic son’s education has crumbled and how she cannot access help to get him back on track.

Since November 2022, her 12-year-old son has only managed to spend a few hours a week at Varndean school in Brighton.

Her son was looking forward to his large, new secondary school but his mother knew the transition from his small primary school would be overwhelming. Her request for a reduced timetable, however, was turned down, with the school also insisting they needed to observe her son for a full academic year before supporting him in the education, health and care (EHC) plan he required to access extra support.

“Instead of letting her son start on a staggered schedule and build up, they said he had to fail at a full timetable first,” Hadley said. “That was traumatic. He hates failing, what child doesn’t?”

Nevertheless, her son started his new school full of positivity. Soon, however, he was having a panic attack every time he tried to leave home for school. The attacks were so severe it would take him the entire day to recover.

“After a few weeks of this, he simply couldn’t go in any more – he was completely burnt out and highly anxious,” said his mother.

Her son now goes to school for – at best – just one day a week for classes in forest school, drama and animal therapy.

“He has lost so much core learning that I can’t see him ever catching up,” said Hadley. “He’s still on waiting lists for CAMHS [child mental health services] to give him medication despite them accepting his private autism and ADHD diagnosis. He has yet to see the school counsellor and his EHC plan is still not submitted. There’s not one shred of support from any other source. It’s terrifying: the way things are going he’s not going to get any educational qualifications at all.”

A spokesperson from Varndean school said: “Varndean is an inclusive school and supports hundreds of students with an autism diagnosis or those who are on a pathway. We support families in this difficult time where external services such as CAMHS are under pressure and despite the pressures our school is facing, alongside all schools, with reduced funding.”

Nevertheless, the toll taken on her son and his mother is enormous. “I’m now on my knees financially, forced to rely on benefits,” said Hadley. “It’s a very real possibility that I might have to sell our home if something doesn’t change soon.

“The system isn’t just failing children, it’s failing families and society as a whole; sucking us all out of the workforce, for the sake of some simple school adjustments,” she added.

Only 29% of autistic people are in employment , research shows, while at least 80% of autistic adults suffer mental health issues , often linked to the isolation, poverty and depression and anxiety of prolonged unemployment.

One thing that would help create a society that works for autistic children before they reach this point of crisis is, experts agree, systemic change in our education system – namely improving the school environment, reducing sensory overload, tailoring schoolwork and assessment for autistic pupils, and improving peer relationships.

“It’s not to say that there aren’t some pockets of greatness and goodness but in general, school for autistic children is grim,” said Sarah Broadhurst, CEO of the Autism Education Trust (AET), launched in 2007 with support and funding from the Department for Education (DfE) in England.

“Most local authorities have a lack of specialist placements. Most schools have a lack of Senco [special needs] teachers. Most teachers don’t have sufficient knowledge of autism to differentiate bad behaviour from autistic burnout,” she said. “Added to which, the DfE’s driving force on behaviour and attendance doesn’t support schools to be flexible or nurturing.”

Schools have a legal duty to make reasonable adjustments for pupils’ needs. But with funding squeezed across the education system, finding the funding, resources and staff to make those adjustments in already over-stretched schools can be impossible. Almost three-quarters of parents say their child’s school place does not fully meet their needs.

Even more disturbingly, one in five parents say their child has been informally excluded in the last two years. Informal exclusions, where children are sent home and asked not to come in but the exclusion is not officially recorded, are illegal.

Mel Merritt from the National Autistic Society said that with demand for diagnoses increasing by 50% in the past year, parents can find it almost impossible to get the support they need.

“Parents are having to fight really hard, for as long as three years, to get even a little bit of the support they’re entitled to because the system is so over-stretched,” she said. “At that point, the child has been through so much, that the support they finally get is no longer enough.”

There are though, beacons of good practice: schools working hard to help their autistic pupils. Last week, Ambitious about Autism launched a nationwide project designed by young autistic people to create an environment of acceptance and support in schools.

The free, online “ Autistic and OK ” toolkit helps the whole school community – autistic pupils, their non-autistic peers, teachers and parents and carers – learn how to empower autistic pupils to take control of their own mental health and wellbeing.

“Schools are currently failing autistic pupils like me because they don’t have the time, funding or specialist staff to identify or support autistic pupils who aren’t coping but aren’t being disruptive and exhibiting stereotypical autistic behaviours,” said Lily, 17, who helped devise the programme. “But this programme is specifically designed for schools in that position: we’ve done all the work for them. They just have to follow the steps we’ve given them.”

Another new approach being trialled in three local councils across the UK by the AET has also had a substantial impact. South Lincolnshire recorded an 80% decline in permanent exclusions of autistic students after adopting the process “Mainstream Plus” which defines itself as “recognising the need for specialist services, early intervention and therapeutic intervention but emphasising the need for support aimed at system leaders and the workforce that results in culture change”.

Cullum Centres represent another successful approach. Largely funded by the Cullum Family Trust and the National Autistic Society, they are specialist centres in – so far – five mainstream schools. Designed for autistic young people who have good academic potential but find it difficult to learn in busy school environments, Cullum Centres enable pupils to stay in a mainstream school near to home and achieve their full potential through the help of specialised staff able to give tailored support.

For those with the money, there are online schools aimed at school refusers and those not suited to mainstream learning, including King’s Interhigh and Academy 21. Duke’s Education, the first UK-wide hybrid school offering home and class learning, is opening later this year.

But most autistic children don’t have the opportunity to use these new models. As Hadley said, “If the government just put the money into the system now to bring down waiting lists and increase support, they’d claw it back in a few years because the damage that delays cause wouldn’t be so appalling.”

She added: “I’m on my knees, financially and emotionally,” she said. “My entire family’s mental and financial health has been trampled. Even when [his] support eventually comes – and I have to believe that one day it will come – how do we recover from this deep, sustained level of harm and trauma? I’m not sure that we ever can. Not fully.”
