Tried it once, was ok. Scammed into 70$ charge, Apple keeps denying refund

Apps like these are predatory. They always have this free trial period and a high subscription charge if you forget to cancel. My daughter wanted to try it, so I got it.. thinking I’ll cancel it. Well I was busy in a meeting and it slipped my mind. Well, now I have a 70$ charge for literally one time use Apple support has been disappointing, because their automated systems deny refunds and customer care is of no help. If the app creators can help me refund my money, I’m happy to update the review but as of now I’m finding this ethically dubious .

Looking for leads, not love: Job seekers in China turn Tinder into a networking tool

HONG KONG — Young people in China facing an increasingly tough labor market are turning to an unlikely place for help in their job searches: Tinder .

Jade Liang, a master’s student in Shanghai, decided to dust off her account on the dating app after applying to more than 400 jobs online without success. She had previously used it in her search for romance, but now finds it useful to connect with fellow professionals for casual coffee chats. 

“I simply swiped right on individuals in the industry I aspire to join,” which is tech, said Liang, 26, who told NBC News that she makes her intentions clear once she starts chatting with matches online and that she finds the response is generally welcoming.

Liang is among job seekers in China who are resorting to unconventional methods because of  fierce competition and a scarcity of job opportunities. Some jobless adults are even working as “full-time children” for their parents, doing chores and running errands in exchange for financial support. 

China, the world’s second-largest economy after the United States, is struggling with youth unemployment, which hit a record 21.3% last June. After suspending the release of youth unemployment data for several months to revise the method of calculation, Chinese officials said in December that the jobless rate for people ages 16 to 24, excluding students, stood at 14.9%. 

That compares with 8% unemployment among Americans ages 15 to 24 in the same month, according to the Federal Reserve. 

Though high youth unemployment is not unusual for countries such as China that are also facing other economic challenges , “China’s problems appear to be more serious this time around,” said Su Yue, principal economist at The Economist Intelligence Unit in Shanghai.

“The country’s economic downturn, the impact of the pandemic, and the consolidation of industry all came at the same time, making the impact on the youth population even greater,” she said. 

China Youth Unemployment

In the face of such pressures, “we can’t help but feel a surge of excitement when we come across someone working in the same industry, even while browsing a dating app,” said Joy Geng, a recent graduate of a British university who is now based in Beijing.

‘Saturated’ market

Liang first thought of Tinder as a job-hunting tool after she saw a viral post on Xiaohongshu, China’s equivalent of Instagram, by a user who said she had successfully found a job by using a Chinese dating app.

Similar posts suggesting dating apps as a way to find jobs are not uncommon on Chinese social media.

“When hiring managers ask me how I know the vacancy — me: Tinder,” read one widely shared meme last year. 

Though Tinder is one of many foreign apps that are blocked in mainland China, residents can access it using virtual private networks.

“By using dating apps, we can reach more people,” Liang said. “Normally, we need a long period of time to get close to people. But with dating apps, you hang out with strangers for a couple of hours and they can already provide you with tons of their personal information.”

Geng said job seekers may also be turning to Tinder because they no longer have access to LinkedIn, which is also blocked in China after it announced it was pulling out of the country in 2021, and are dissatisfied with the domestic alternatives. 

Liang said that even though she can access LinkedIn by using a VPN, she still tried Tinder because she found traditional job-hunting methods had failed her.

“The market is too saturated because of the economic downturn,” she said.

Tinder itself discourages the practice, saying its platform is designed to foster personal relationships, not business ones.

“Tinder is not a place to promote businesses to try making money,” a company spokesperson told NBC News in a statement. 

It has also drawn criticism from those genuinely seeking romantic connections who say they can no longer trust other users’ motivations.

“I cannot believe people would even go on dating apps to find jobs,” read one comment on Weibo, China’s equivalent of X. “I cannot believe a word a dating app user says in the introduction.”

Romy Liu, who previously worked for an executive search company in the Chinese city of Hangzhou, said that from an employer’s perspective, finding a job opportunity through Tinder would suggest that an applicant has “strong social skills” and made a strong enough impression on someone they just met to get a referral. 

“I would think that someone who can get a job through this kind of platform is awesome,” she said.

But it’s less efficient compared with traditional job-hunting methods, she said, and “may only be viable when seeking employment with international companies or internet giants.”

And not all employers might look so kindly on the Tinder approach, Liu cautioned.

“If a state-owned company has ever heard of you hunting for a job on Tinder, I think they might permanently blacklist you,” she said.

Zoey Zeng, who works in the finance industry in Paris, said that while the Tinder method is available to job seekers worldwide, some factors might make it more effective in China, where it is used mainly by highly educated professionals.

Tinder users in China “are already very selective because the vast majority of users were pursuing degrees overseas,” Zeng said. “But in France, Tinder is known for finding sexual partners — 90% of people I got in touch with wanted to find friends with benefits.” 

“I think the purpose of this kind of software in China and abroad is still not the same,” said Zeng, who uses Tinder only for networking. 

She said she still found Tinder a useful professional tool in Paris as “even if it is not very efficient from my end, I am still able to network with people that match my background precisely.”

Liang is still looking for opportunities in China.

“I’m kind of tempted to give up because it’s just so hard to find an ideal job,” she said. “But I believe I’ll get substantial help if I actively use dating apps or more ways for job hunting.”

Muslim students face tough challenges during Ramadan. Here's what teachers can do to help.

Last year during Ramadan , Zara Ahmad’s school in southern Maryland hosted a waffle day. The smells of batter and syrup wafted through the campus hallways. Ahmad did everything she could to ignore the aromas, but the decision to hold the event then felt insensitive given she and other Muslim students were fasting .   

“Even if they know, they just don't care and they're not as considerate as they could be,” said Ahmad, 16, reflecting on how teachers and administrators handle day-to-day operations during the Islamic holy month of fasting, prayer and community. 

Several times in the past couple of decades , the U.S. Education Department has issued guidance about affirming students’ right to pray and express their religion at school. Last year, the department released the guidance again – specifically alluding to protections related to Ramadan, which began last week and runs through April 9. The latest guidance came as a growing number of school districts have taken steps to better accommodate students who observe Ramadan, including by making one of the major holidays following the month an official day off for all students. 

At a time of rising anti-Muslim discrimination, however, advocates say U.S. schools aren’t doing enough to raise awareness and ensure that students feel supported when practicing their religion. Teachers are often unaware that the holiday is taking place, putting the onus on kids or parents to request exemptions from certain activities or a place where students can pray.

The Education Department’s civil rights arm separately issued a letter on Thursday reminding schools of their obligation to protect such students from discrimination, highlighting the heightened Islamophobia after war broke out in Gaza.

USA TODAY spoke with Amaarah DeCuir, an education researcher and expert on Muslim student experiences about best practices for supporting Ramadan in schools. Here's what she said: 

Lunchtime accommodations and places to pray

A key tenet of Ramadan is fasting from dawn to sunset, which means people observing the holiday often don’t eat lunch. Schools should ensure children have a place to go during lunchtime other than the cafeteria, with its food smells and boisterous noises, said DeCuir, a lecturer at American University in Washington, D.C. 

Often that place is the library. Experts recommend schools staff this lunchtime room or area with at least one adult to monitor children and ensure they have what they need, whether it's quiet time for reflection or a game to play and recharge. 

Kids who choose to pray will also need a place to do so without being bothered. Ahmad, who has been sitting in the cafeteria and doing her schoolwork since Ramadan began, had to ask the guidance counselor earlier this school year if she could pray in her office. “But nothing really special has been done,” she said. This year, as with years before, “it’s definitely on the students to figure out what they want to do" during school, she said.

Flexible homework and testing

DeCuir stressed that Ramadan is a time of joy and reflection, when families may pray late at night and early in the morning. With fasting and limited sleep, students are sometimes low on energy. That’s especially true for younger students still figuring out how to navigate and manage the physical aspects of Ramadan. (Fasting typically isn't expected until followers reach puberty.)

That can make it difficult to concentrate on schoolwork at certain times of the day. DeCuir suggested that educators keep this in mind and be flexible with students who need leeway. Kids who feel their brains are most active during the morning can do any tests or important assignments early; students who feel most energetic in the afternoon can do the bulk of their work later in the day. 

DeCuir said it's important to check in with students and see what works best for them. She noted that the holy month coincides with high-stakes testing this year in many states and said schools should be flexible about timing with students who need consideration. 

At colleges and universities, it's typically up to faculty members to decide whether to accommodate Muslim students' needs during Ramadan, she said. Many professors aren't proactive about being flexible with students, penalizing them for turning in assignments late or refusing to let them take an exam at a different time than their peers.

Alternatives in PE, music class and extracurriculars

Because of the physical limitations that sometimes come with fasting, DeCuir stressed the importance of exempting students from high-intensity cardiovascular activities. Instead, teachers can offer strength training or another low-intensity exercise.

Some people also abstain from singing and listening to music during Ramadan. Those students should be allowed to opt out of music class or engage in alternative activities during that time. 

Special consideration should also be made for children involved in after-school sports, DeCuir said. 

Ahmad is an avid tennis player and has often had to contend with matches scheduled on Eid al-Fitr, the holy day that marks the end of Ramadan. Ahmad’s parents have had to push the district to allow her to participate in the competitions after she missed class to attend Muslim events. Administrators typically bar students from playing on days they are absent from school.

Her parents have also had to request permission for Ahmad to be picked up from matches early, rather than take the bus back with her teammates, so she'll be home in time to break the fast at night with her family. 

“All these things can happen if the kids and parents ask for it,” said Omar Ahmad, Zara’s father. “But high school’s a tough time for children as it is, and there’s been a rise in Islamophobia and a backlash if you’re different.

"So many kids aren’t going to ask for it. Many parents might not even ask for it.”

Proactive support for students

Allowing Muslim students to exercise their right to pray is just a first step, DeCuir said. Schools should also be proactive about offering support. 

The Education Department guidance indicates that schools should excuse students from class so they can fast is such an allowance is requested.

Policies with this kind of language place a heavy burden on children and families, DeCuir said: “It requires a family or student to come before a school leader or classroom teacher to say: ‘I’m Muslim. I’m observing Ramadan.'” Since the Oct. 7 Hamas attack and the war in Gaza, expressing something like that can be "extremely difficult and risky for many Muslims across the nation,” she said.

It can also be logistically tricky, particularly for immigrant families who do not speak English as a first language or know how to navigate school bureaucracy.

A better practice, DeCuir said, would be for schools to distribute a districtwide message outlining support that's available. It's important to remember that while a small percentage of students are Muslim, Islam is the third-largest religion in the U.S.

Don’t do this : Rejecting Ramadan celebrations to avoid politics  

DeCuir shared the story of a person she knows whose daughter wanted to bring Ramadan goodie bags to school for her classmates, including cards, stickers and fidget spinners. That's similar to how kids bring treats for Christmas or Easter, but the principal rejected the idea. 

The effect crushed the child's spirit, she said, and the family has since challenged the decision.

Muslim students have faced stigmas for years, particularly since 9/11. It's important to dedicate classroom time to teaching about issues involving Muslims in an accurate and responsible way, but teachers often avoid them.

It’s understandable why school leaders are wary of that, DeCuir said, “but when it’s done to silence the expression of the joy that young children have at the beginning of the month of Ramadan, that act creates a sense of exclusion and isolation.”

Ahmad, the student, says she has noticed a similar chilling effect at her school, where Muslims make up a small percentage of the campus population. When conversations about Islamic countries come up in government class, for example, she sometimes feels compelled to minimize her identity. 

At the very least, she said, “I just wish school would mention (Ramadan) and make all the students aware of it.”

When deployed correctly, generative artificial intelligence can help employees become more innovative, free them from mundane tasks, and improve their communication skills.

That’s the message from three scholars who shared their research during the “AI Horizons” webinar, “AI and the Workforce” which streamed live on February 16. The webinar series is hosted by AI at Wharton  to showcase emerging knowledge in the field of artificial intelligence.

Each panelist presented research on a distinct aspect of labor, yet the overarching theme was clear: Rather than fearing AI as a threat to human capital, it can help employees bring their best selves to work.

For example, allowing AI to perform repetitive banal tasks boosts employee morale. A co-authored study  by  Xueming Luo , marketing professor at Temple University’s Fox School of Business, found that when chatbots and voice-assisted AI handled low-level customer service calls at a telemarketing company, the employees showed greater commitment and ingenuity with callers who had complex requests.

“They have a stronger interest and motivation. They feel much better, even their pride is higher. They have more energy because they have more mental power to think about creative solutions,” Luo said.

The study also found that highly-skilled workers feel more positively about AI because it can help them achieve more, whereas lower-skilled workers feel more negatively about being limited by AI-enabled scripts.

Luo said that difference is a key takeaway: employers need to communicate clearly to employees the intended use for AI.

“Lower-skilled workers always feel threatened that the company is rolling out technology that is going to lay them off,” he said. “The company should indicate that the technology can be used to help [employees perform better].”

A co-authored  study  from  Cedric Xingchen Xu , doctoral researcher at the University of Washington’s Foster School of Business, showed how the release of ChatGPT prompted a significant decline in the number of freelance jobs posted in an online marketplace. With competition intensifying, freelancers who are incorporating large language models (LLMs) into their services are reaping the benefits.

“They are getting more transactions over time compared with other people, so there’s clearly opportunity,” Xu said. In the paper, the co-authors recommended that gig platforms and policymakers provide resources to help freelancers adapt and thrive in the changing market.

Some job applicants are writing better resumés with the help of LLMs. A co-authored research study from  Emma Wiles , doctoral student at the Massachusetts Institute of Technology, found that candidates who utilized “algorithmic writing help” on their resumés were hired 8% more often than those who did not.

Wiles said the curve will flatten as more and more job-seekers use such tools to polish their resumes, and interviews will become more critical to the hiring process in the future.

“As AI-enhanced or generated writing materials become more common, writing is likely to become an even less reliable signal of job performance,” she said.

Mary Purk, executive director of AI at Wharton and moderator of the discussion, said the research presented by the scholars demonstrates the deep impact AI will have on hiring, retention, productivity, creativity, and job satisfaction.

“Admittedly, AI is a disruptor in the marketplace. But instead of viewing AI as a threat to human capital, employers, employees, and gig workers should consider leveraging AI to excel at work. By delegating repetitive, boring tasks to AI, we can increase morale and energy and allow individuals to focus on tasks that truly showcase their capabilities.”

A former police colleague of New York City Mayor Eric Adams claims in a bombshell new lawsuit alleging sexual assault that he exposed himself to her and demanded she perform oral sex on him in exchange for help with a job issue more than three decades ago.

The accuser, Lorna Beach-Mathura, first came forward in November by filing a notice of claim saying she planned to sue Adams for sexual assault . The brief November filing didn’t include specifics about the accusation.

In response to the newly filed lawsuit, Sylvia Hinds-Radix, the city government’s corporation counsel who’s representing Adams in the sexual assault case, said the mayor vehemently denies Beach-Mathura’s accusations.

“While we review the complaint, the mayor fully denies these outrageous allegations and the events described here; we expect full vindication in court,” Hinds-Radix said in a statement.

The suit, filed Monday afternoon in Manhattan Supreme Court , alleges the incident took place in 1993, when Beach-Mathura and Adams both worked for the city Transit Police Department.

In addition to being a transit cop, Adams was at the time a top official for the Guardians Association , a Black police officers’ organization. Beach-Mathura, who was also a Guardians member, alleges Adams picked her up in his car after work in Manhattan and brought her to a vacant lot near the Hudson River after he had agreed to meet with her to talk about helping her get a promotion in the Transit Police Department .

Beach-Mathura said she went to Adams with the employment issue because she found him “inspiring” and thought he could help in his capacity as a Guardians leader. She alleges she first got to know Adams from working with him years earlier.

Initially, Beach-Mathura alleges in the lawsuit Adams was going to pick her up and give her a ride home to Coney Island to talk. Once in the car, she realized instead that he was headed to an area near the Hudson River, which made her “nervous and scared,” the lawsuit says.

Once in the empty lot, Beach-Mathura alleges Adams asked her to explain her employment issue . After she did, “Adams told plaintiff that he thought he could help her but that he ‘also needed some help’ and began rubbing his penis through his clothes with his hand,” according to the lawsuit.

Adams then told her he wanted oral sex from her in exchange for his help, the court paper says. The lawsuit says “while repeatedly cajoling, demanding, and begging Plaintiff for oral sex, Defendant Adams unzipped his pants” and exposed himself.

Beach-Mathura alleges she “repeatedly and adamantly refused” Adams’ overtures. The suit claims Adams then “assaulted” Beach-Mathura “by grabbing her hand and placing it on his exposed” genitals and told her to masturbate him.

Beach-Mathura alleges she again refused, repeatedly saying, “No,” and trying to pull her hand away. Beach-Mathura “feared that she would be raped” by Adams, but “tried to remain calm,” the lawsuit alleges.

“Plaintiff was frightened not only due to Defendant Adams’ appalling conduct, but also because she knew that he, as a police officer, had at least one loaded gun in the car,” her lawsuit charges.

Beach-Mathura claims that after several more attempts, Adams stopped trying to talk her into a sex act, and instead started masturbating. Court papers say semen from Adams landed on Beach-Mathura’s thigh and stocking.

After the alleged assault, Beach-Mathura claims in the suit that Adams told her he needed to get back to work. He then drove her to the Chambers St. subway station in Manhattan, where he dropped her off, according to the suit.

She alleges Adams never helped her with the employment issue. She left city government in 1994 and currently lives in Florida, where she has worked as a public school teacher.

Beach-Mathura told “numerous people” about the alleged assault, including current and former NYPD officials as well as her two daughters, according to the suit.

She said she never formally reported the incident out of fear of retaliation from Adams, the Guardians or the NYPD, all of whom are named as defendants in her lawsuit. In addition to accusing Adams of sexual assault and battery, Beach-Mathura’s suit says the Guardians and the NYPD violated anti-gender violence laws by having “enabled” his alleged behavior.

The NYPD and the Guardians did not return requests for comment on Beach-Mathura’s suit, which is seeking $5 million in damages.

Beach-Mathura also named three unnamed corporate entities as defendants she alleges were responsible for wrongdoing in connection with her complaint. The suit says she will name those entities “upon discovery of their identity during this litigation.”

The shocking lawsuit claims come as Adams faces several legal headaches.

Federal prosecutors in Manhattan are investigating Adams’ 2021 campaign over allegations that the Turkish government funneled illegal foreign cash into its coffers, a probe that prompted FBI agents to seize the mayor’s cell phones and raid the home of his chief political fundraiser last year. Just last month, FBI agents raided the Bronx homes of Winnie Greco , a top Adams adviser at City Hall, as part of a separate investigation led by federal prosecutors in Brooklyn. Adams has not been accused of wrongdoing in either of those investigations.

The employment issue Beach-Mathura alleges she wanted Adams’ help in resolving involved her attempts to get promoted to become a principal administrative assistant at the Transit Police Department.

Having for years worked as an administrative assistant, a job that included taking incident reports, assigning patrols and other clerical duties, Beach-Mathura alleged she was “passed over” for a bump to principal multiple times despite scoring better on promotional exams than the colleagues who ended up getting the job.

She alleges she believes she was snubbed for a promotion due to the Transit Police Department’s “well-known, discriminatory and retaliatory hostile environment,” especially against female and Black employees. The Transit Police Department was a separate agency at the time, but became part of the NYPD in 1995.

Before going to Adams for help, Beach-Mathura says she complained to a lieutenant in the Transit Police Department’s personnel office, who was “unhelpful” and told her she should transfer to a different city agency if she wanted a promotion.

Hinds-Radix, the corporation counsel, said in her statement it’s “ludicrous” to suggest Adams would’ve had any power to help Beach-Mathura get a promotion since he had no “sway over promotions of civilian employees” in his capacity as a transit officer.

When Beach-Mathura first filed her notice of claim in November, Adams responded by saying he couldn’t “recall even meeting” her. His office said Monday that the mayor stands by that statement.

The alleged assault took place just before Adams launched an ultimately unsuccessful campaign against late Brooklyn Congressman Major Owens in the 1994 election, his first run for public office. Years earlier, in 1991, Adams helped lead a sexist smear campaign against a female Transit Police Department employee who blew the whistle on criminal wrongdoing at the agency — actions Adams apologized for during the 2021 mayoral race, according to a report by the news outlet The City .

Beach-Mathura has filed a number of lawsuits over the years , including one against Miami-Dade County in which she claimed she was abused by students, including “a 6-year-old,” while working as a teacher. That suit was dismissed without any damages being paid out to Beach-Mathura. It’s unclear why the suit was dismissed.

Beach-Mathura brought the suit against Adams under the Adult Survivors Act , a state law that opened a one-year window for sexual misconduct victims to sue their assailants even if a statute of limitations is expired. She filed her notice of claim the day before that window expired.

“She believes sexual abusers must be held to account, no matter who they are,” said Megan Goddard, Beach-Mathura’s lawyer.

Dennis Flynn is sworn in Monday night as the Battle Ground Police Department’s newest chief.

The Battle Ground City Council chambers were packed for Monday night’s meeting as attendees witnessed the new police chief being sworn in.

Dennis Flynn took his oath of office in front of family, colleagues and community members. During a brief speech, Flynn emphasized his door is always open to hear what the citizens of Battle Ground want from their police force.

“My job is to make sure that Battle Ground stays the safest place that we can live, that we can work and that we can play,” Flynn said. “That you’ve entrusted me to have that responsibility, it means a lot to me.”

Flynn posed for photos with his wife, parents and son’s family. Some of his family surprised him Monday night, along with a couple former colleagues from the Las Vegas Metropolitan Police Department. His parents flew in from Texas, he said.

Many members of Flynn’s new department also lined the walls of the room in support of their new chief.

While introducing Flynn, City Manager Erin Erdman recounted some of the new chief’s unique experiences over his career, including getting into the boxing ring with Mike Tyson and serving a search warrant on boxer Floyd Mayweather’s house. (Flynn later explained in an interview with The Columbian that he and other Las Vegas officers jumped into the ring with Tyson to keep the crowd back following one of the boxer’s dominant wins.)

“Needless to say, I think that Chief Flynn has had a pretty exciting career, and we are very happy to have him and his expertise here at the city of Battle Ground,” Erdman said.

Flynn has 36 years of law enforcement experience, having most recently spent the last six years at the Commerce City Police Department in Colorado. There, he oversaw the department’s patrol, traffic, school resource officer and community services programs, according to a Battle Ground news release.

He previously spent 30 years at the Las Vegas Metropolitan Police Department. He retired from that agency in 2015 as the lieutenant of the robbery division, according to the news release.

The day after his swearing in, Flynn said he’s already felt incredible community support. He described his new department as progressive and open to new ideas.

Having been at departments larger than Battle Ground’s, Flynn said he feels his new agency can be more nimble — without as much red tape.

“In large cities, it’s like that aircraft carrier, trying to turn it. You can do it. It’s just going to take a long time,” Flynn said. “Here, I think you have the ability to see the fruits of your labor much quicker.”

The 56-year-old said he was attracted to Battle Ground’s close-knit community, which he said was missing from the larger cities he previously worked in. He aims to build a culture of honesty at the agency, and he encourages employees to speak up if they see anything concerning.

In particular, Flynn said he plans to review the department’s policies and practices following the August overdose death of Sgt. Richard Kelly . He called the sergeant’s death “horrifically tragic,” and he said it shows no one is immune to the dangers of addiction.

“I’ve got to have the policies in place to make sure that something like that does not happen again,” Flynn said. “But I also have to make sure that the employees know that there’s avenues available to them, should they be experiencing something, because we never want to lose the public’s trust. We have to safeguard that.”

Flynn said he wants to build on the trust the department has already established with the community by using more technology, including body cameras. His previous departments had camera programs, he said, so he knows how valuable they can be.

“It also takes away some of the mystique. You’re allowing the public to look behind the curtain,” he said of body cameras. “It allows them to see what I already know, that the vast majority of police officers, not just here, but nationwide, come to work and they do a phenomenal job.”

One area of improvement is traffic enforcement, he said. He hopes to strategically position officers to show more of a presence on major roadways and encourage safer driving.

“We definitely have work to do on traffic safety,” he said. “Not always the enforcement, but certainly the presence, to ensure that we’re doing everything that we can to reduce the speeds and make people safe.”

He’s also conscious that the city is growing. He said he intends to assess the efficiency of the agency’s 30 staffers before deciding if he needs to ask the city council to boost its numbers.

While he has many ideas and a wealth of experience under his belt, the chief said he’s starting in his new role by learning from those he serves.

“It is a bad practice for anybody who’s sitting at a high leadership position to make decisions in a vacuum,” he said. “It requires other people’s perceptions of what’s important to them. Because what I might think is important is drastically different from the resident who’s been here for 20 years.”

  • Army General Pressured Assessment Panel to Help Career of 'Ineffective' Officer

One of the Army 's top generals may have abused his authority and subverted the service's process for selecting senior leadership in what some officials have described to Military.com as a conspiracy to prop up a subordinate officer who was deemed unfit for command.

A Military.com investigation found that Gen. Charles Hamilton, who oversees Army Materiel Command, spent about a month last year trying to pull strings behind the scenes for a female lieutenant colonel to breeze through the service's Battalion Commander Assessment Program, or BCAP. This included directly lobbying at least three generals on the assessment panel and successfully pushing officials to let the lieutenant colonel get a second board two days after she failed the first.

The interference became so egregious that the director of the Army Command Assessment Program, Col. Robert O'Brien, penned a memo chronicling Hamilton's conduct on Nov. 1, immediately after the lieutenant colonel was deemed unfit twice in two assessment panels within 48 hours.

"This was a pressure campaign. [Hamilton] has a lot of influence; this violated the integrity of how the best officers are selected to run units," one general with direct knowledge of the situation told Military.com on the condition of anonymity to avoid retaliation. "This was abnormal; it was unprofessional. He should have known better."

O'Brien's memo on the incidents did not characterize Hamilton's conduct, but painted a clear picture that the seasoned four-star commander went out of his way to put his thumb on the scale to favor a subordinate who had been judged unfit for command, possibly skirting Army rules. O'Brien did not respond to a request for comment. It's unclear where he circulated the memo, or whether senior Army leaders read it before Military.com's inquiry on the matter.

"The Army designed the Command Assessment Program (CAP) to make officer selection for key command assignments as fair and objective as possible," Col. Randee Farrell, a spokesperson for Army Secretary Christine Wormuth, told Military.com in a statement. "We are reviewing these events and will take appropriate actions to ensure the integrity of the CAP process."

Hamilton declined to respond to multiple requests for comment.

Starting in at least October, Hamilton on multiple occasions asked officials overseeing BCAP whether he could review the peer and subordinate reports for the lieutenant colonel. Those reports include feedback from soldiers and Army officials who work with officers who are about to be fully assessed at BCAP.

Military.com is withholding the female officer's name because it found no evidence of wrongdoing on her part.

Hamilton reached out to Mike Arnold, the special adviser to the Army Talent Management Task Force, and O'Brien about the documents, according to several sources with direct knowledge of the situation and the memo. Both of them declined to share those private materials with Hamilton.

The lieutenant colonel's first assessment panel was on Oct. 30 and was monitored by Hamilton. Monitoring the assessment panel is technically allowed, multiple Army officials familiar with the process explained to Military.com, but is abnormal.

By a vote of 0-5, the five panel members voted the lieutenant colonel as being uncertified for command, citing "counterproductive leadership."

Psychologists are involved in the process to assess the officer's mental state. After the first failure, Hamilton took issue with the psychologist's remarks about the lieutenant colonel, saying they were "too negative" and could have biased the panel, according to O'Brien's memo. However, the memo and sources familiar with the panel did not point to any specifics that Hamilton took issue with.

Hamilton immediately asked for the lieutenant colonel to be re-paneled, effectively getting another chance -- an unheard-of move, according to some Army officials familiar with the process. Officers who fail typically have to wait a year to try again.

O'Brien granted the repanel "solely based" on Hamilton's request, according to his own memo. However, Col. Townley Hedrick, chief of staff of the Command Assessment Program, told the lieutenant colonel she was being re-paneled due to "technical issues," the memo added.

It's unclear what technical issues would warrant a redo of an assessment panel. The next day, Hamilton called Hedrick, thanking him for "playing a part" in re-paneling the lieutenant colonel.

Between the first panel and the redo, Hamilton called three different panel members -- Maj. Gens. Jeth Rey, Trevor Bredenkamp and Hope Rampy -- to discuss the lieutenant colonel, multiple sources with direct knowledge of the situation told Military.com. Panelists are supposed to be anonymous to avoid lobbying, one Army official explained, and are often finalized just hours before a panel as a safeguard.

Throughout the morning of the second panel, Hamilton repeatedly sent text messages and called senior assessment staff, including Hedrick and O'Brien, asking about interview results, O'Brien explained in his memo.

At noon, the second panel was complete. The lieutenant colonel was again found unfit for command, but this time in a 2-3 vote, according to a source with direct knowledge of the situation. She was found to have "ineffective" and "counterproductive" leadership qualities.

Hamilton inquired about the results several additional times throughout the day until after 9 p.m. It's unclear when, if ever, the results were formally shared with him.

In January, the lieutenant colonel's name was included on a command selection list -- strongly suggesting she will take command of a unit soon. It's unclear whether she managed to get on a third panel and finally passed or skirted what Army senior leaders have long touted as a filtering process to weed out bad leaders.
