AP English Language and Composition, commonly known as AP Lang, is one of the most engaging and popular AP classes offered at most high schools, with over 535,000 students taking the class . AP Lang tests your ability to analyze written pieces, synthesize information, write rhetorical essays, and create cohesive and concrete arguments. However, the class is rather challenging as only 62% of students were able to score a three or higher on the exam. 

The AP Lang exam has two sections. The first consists of 45 multiple choice questions which need to be completed in an hour. This portion counts for around 45% of your total score. These questions ask students to analyze written pieces and answer questions related to each respective passage.  All possible answer choices can be found within the text, and no prior knowledge of literature is needed to understand the passages.

The second section contains three free-response questions to be finished in under two hours and 15 minutes. This section counts for 55% of your score and includes the synthesis essay, the rhetorical essay, and the argumentative essay.

  • The synthesis essay requires you to read 6-7 sources and create an argument using at least three sources.
  • The rhetorical analysis essay requires you to describe how a piece of writing evokes specific meanings and symbolism.
  • The argumentative essay requires you to pick a perspective of a debate and create an argument based on the evidence provided.

In this post, we will take a look at the AP Lang synthesis essay and discuss tips and tricks to master this part of the exam. We will also provide an example of a well-written essay for review.  

The AP Lang synthesis essay is the first of three essays included in the Free Response section of the AP Lang exam. The exam presents 6-7 sources that are organized around a specific topic, with two of those sources purely visual, including a single quantitative source (like a graph or pie chart). The remaining 4-5 sources are text-based, containing around 500 words each. It’s recommended that students spend an hour on this essay—15 minute reading period, 40 minutes writing, and 5 minutes of spare time to check over work.

Each synthesis essay has a topic that all the sources will relate to. A prompt will explaining the topic and provide some background, although the topics are usually broad so you will probably know something related to the issue. It will also present a claim that students will respond to in an essay format using information from at least three of the provided sources. You will need to take a stance, either agreeing or disagreeing with the position provided in the claim. 

According to the CollegeBoard, they are looking for essays that “combine different perspectives from sources to form a support of a coherent position.” This means that you must state your claim on the topic and highlight relationships between several sources that support your specific position on the topic. Additionally, you’ll need to cite clear evidence from your sources to prove your point.

The synthesis essay counts for six points on the AP Lang exam. Students can receive 0-1 points for writing a thesis statement, 0-4 based on the incorporation of evidence and commentary, and 0-1 points based on the sophistication of thought and demonstration of complex understanding.

While this essay seems extremely overwhelming, considering there are a total of three free-response essays to complete, with proper time management and practiced skills, this essay is manageable and straightforward. In order to enhance the time management aspect of the test to the best of your ability, it is essential to divide the essay up into five key steps.

Step 1: Analyze the Prompt

As soon as the clock starts, carefully read and analyze what the prompt asks from you. It might be helpful to markup the text to identify the most critical details. You should only spend around 2 minutes reading the prompt so you have enough time to read all the sources and figure out your argument. Don’t feel like you need to immediately pick your stance on the claim right after reading the prompt. You should read the sources before you commit to your argument.

Step 2: Read the Sources Carefully

Although you are only required to use 3 of the 6-7 sources provides, make sure you read ALL of the sources. This will allow you to better understand the topic and make the most educated decision of which sources to use in your essay. Since there are a lot of sources to get through, you will need to read quickly and carefully.

Annotating will be your best friend during the reading period. Highlight and mark important concepts or lines from each passage that would be helpful in your essay. Your argument will probably begin forming in your head as you go through the passages, so you will save yourself a lot of time later on if you take a few seconds to write down notes in the margins. After you’ve finished reading a source, reflect on whether the source defends, challenges, or qualifies your argument.

You will have around 13 minutes to read through all the sources, but it’s very possible you will finish earlier if you are a fast reader. Take the leftover time to start developing your thesis and organizing your thoughts into an outline so you have more time to write. 

Step 3: Write a Strong Thesis Statement 

In order to write a good thesis statement, all you have to do is decide your stance on the claim provided in the prompt and give an overview of your evidence. You essentially have three choices on how to frame your thesis statement: You can defend, challenge or qualify a claim that’s been provided by the prompt. 

  • If you are defending the claim, your job will be to prove that the claim is correct .
  • If you are challenging the claim, your job will be to prove that the claim is incorrect .
  • If you choose to qualify the claim, your job will be to agree to a part of the claim and disagree with another part of the claim. 

A strong thesis statement will clearly state your stance without summarizing the issue or regurgitating the claim. The CollegeBoard is looking for a thesis statement that “states a defensible position and establishes a line of reasoning on the issue provided in the prompt.”

Step 4: Create a Minimal Essay Outline

Developing an outline might seem like a waste of time when you are up against the clock, but believe us, taking 5-10 minutes to outline your essay will be much more useful in the long run than jumping right into the essay.

Your outline should include your thesis statement and three main pieces of evidence that will constitute each body paragraph. Under each piece of evidence should be 2-3 details from the sources that you will use to back up your claim and some commentary on how that evidence proves your thesis.

Step 5: Write your Essay

Use the remaining 30-35 minutes to write your essay. This should be relatively easy if you took the time to mark up the sources and have a detailed outline.  Remember to add special consideration and emphasis to the commentary sections of the supporting arguments outlined in your thesis. These sentences are critical to the overall flow of the essay and where you will be explaining how the evidence supports or undermines the claim in the prompt.

Also, when referencing your sources, write the in-text citations as follows: “Source 1,” “Source 2,” “Source 3,” etc. Make sure to pay attention to which source is which in order to not incorrectly cite your sources. In-text citations will impact your score on the essay and are an integral part of the process.

After you finish writing, read through your essay for any grammatical errors or mistakes before you move onto the next essay.

Here are six must-have tips and tricks to get a good score on the synthesis essay:

  • Cite at least four sources , even though the minimum requirement is three. Remember not to plagiarize and cite everything you use in your arguments.
  • Make sure to develop a solid and clear thesis . Develop a stable stance for the claim and stick with it throughout the entire paper.
  • Don’t summarize the sources. The summary of the sources does not count as an argument. 
  • You don’t necessarily have to agree with the sources in order to cite them. Using a source to support a counterargument is still a good use of a source.
  • Cite the sources that you understand entirely . If you don’t, it could come back to bite you in the end. 
  • Use small quotes , do not quote entire paragraphs. Make sure the quote does not disrupt the flow or grammar of the sentence you write.

Yet the establishment of large-scale, commercial-grade wind farms is often the subject of controversy for a variety of reasons.

Carefully read the six sources, found on the AP English Language and Composition 2019 Exam (Question 1), including the introductory information for each source. Write an essay that synthesizes material from at least three of the sources and develops your position on the most important factors that an individual or agency should consider when deciding whether to establish a wind farm.

[1] The situation has been known for years, and still very little is being done: alternative power is the only way to reliably power the changing world. The draw of power coming from industry and private life is overwhelming current sources of non-renewable power, and with dwindling supplies of fossil fuels, it is merely a matter of time before coal and gas fuel plants are no longer in operation. So one viable alternative is wind power. But as with all things, there are pros and cons. The main factors for power companies to consider when building wind farms are environmental boon, aesthetic, and economic factors.

[2] The environmental benefits of using wind power are well-known and proven. Wind power is, as qualified by Source B, undeniably clean and renewable. From their production requiring very little in the way of dangerous materials to their lack of fuel, besides that which occurs naturally, wind power is by far one of the least environmentally impactful sources of power available. In addition, wind power by way of gearbox and advanced blade materials, has the highest percentage of energy retention. According to Source F, wind power retains 1,164% of the energy put into the system – meaning that it increases the energy converted from fuel (wind) to electricity 10 times! No other method of electricity production is even half that efficient. The efficiency and clean nature of wind power are important to consider, especially because they contribute back to power companies economically.

[3] Economically, wind power is both a boon and a bone to electric companies and other users. For consumers, wind power is very cheap, leading to lower bills than from any other source. Consumers also get an indirect reimbursement by way of taxes (Source D). In one Texan town, McCamey, tax revenue increased 30% from a wind farm being erected in the town. This helps to finance improvements to the town. But, there is no doubt that wind power is also hurting the power companies. Although, as renewable power goes, wind is incredibly cheap, it is still significantly more expensive than fossil fuels. So, while it is helping to cut down on emissions, it costs electric companies more than traditional fossil fuel plants. While the general economic trend is positive, there are some setbacks which must be overcome before wind power can take over as truly more effective than fossil fuels.

[4] Aesthetics may be the greatest setback for power companies. Although there may be significant economic and environmental benefit to wind power, people will always fight to preserve pure, unspoiled land. Unfortunately, not much can be done to improve the visual aesthetics of the turbines. White paint is the most common choice because it “[is] associated with cleanliness.” (Source E). But, this can make it stand out like a sore thumb, and make the gargantuan machines seem more out of place. The site can also not be altered because it affects generating capacity. Sound is almost worse of a concern because it interrupts personal productivity by interrupting people’s sleep patterns. One thing for power companies to consider is working with turbine manufacturing to make the machines less aesthetically impactful, so as to garner greater public support.

[5] As with most things, wind power has no easy answer. It is the responsibility of the companies building them to weigh the benefits and the consequences. But, by balancing economics, efficiency, and aesthetics, power companies can create a solution which balances human impact with environmental preservation.

Environmental pollution is one of the major global concerns due to the rapid rate at which it is increasing and the irreparable and massive damage that it causes on earth. Today, a large part of the overall environmental pollution comes from the established power plants especially coal. According to Goffman (2008), the amount of pollutants that were produced by power plants in the United States in 1997 were as follows. Sulfur dioxide 70 percent, nitrogen dioxide 33 percent, carbon dioxide 34 percent, toxic metals 23 percent and particulate matter 28 percent. All these affect the environment adversely. The effects of these pollutants include cancers, miscarriages, chemical poisoning, birth defects and lung diseases among others. As such, replacing non-renewable energy sources with renewable energy sources as a way of reducing harmful emissions as well as minimizing their effects becomes imperative. Alternatives that include wind power should be adopted. In a study conducted in England in 2002, the researcher observed that a single wind turbine with a rate of 660kW and a capacity factor of 28% prevents about 5, 300 SO2 pounds, 18000 Nox pounds and 1, 100 CO2 tons from being produced (Goffman, 2008, p.6). This study explains how energy is produced using wind turbines as well as the cons and pros of using wind power.

Wind Turbines and Functioning

A report on the United States wind energy was produced in 2010. In this report, Wilburn explains the process of producing energy using wind turbines. There are three major parts of the contemporary wind turbines. These are the tower, blades and nacelle. The blades and equipment that generate energy are held by the tower. The tower also raises them so that they can capture smoother and stronger wind currents. The engine or the heart of a turbine is the nacelle which holds the rotor, the generator and the gearbox. All these produce energy by working together (Rensselar, 2010). The rotor appends the blades so that winds can be turned to them when it flows on the rotor. There is a connection between the main shift of the generator and the rotor. The generator is operated by the shaft and this produces electricity (Kinzel, Mulligan, & Dabiri, 2012). Here are some of the disadvantages and advantages of this energy.

According to Minneapolis Wind Industry (n.d), there are no harmful pollutants produced by wind turbines. This implies that unlike other energy sources, wind energy is clean. Additionally, wind energy is renewable. Water resources are also conserved when people use wind energy. To produce a similar amount of electricity produced using wind, it can take approximately 60 times of the required amount of water while using nuclear power and approximately 500 times amount of water while using coal (Wind Industry, n.d, p.3). According to an article by the Need Project (2007), wind is available freely. As such, producing wind energy is economical. Wind energy is renewable and cheap. Operational costs are the only costs that are incurred while producing wind energy. Otherwise, producing wind energy is free. According to Goffman (2008), natural resources are not depleted when producing this energy. This is not the case when producing energy using oil or coal. Wind energy also does not cause side effects like the ones that are produced by oil while transporting it. According to the European Wind Energy Association, wind power helps in the creation of more job opportunities. This association noted that every megawatt of energy produced using wind creates between 15 and 19 jobs either indirectly or directly. As such, producing and using wind energy helps in the creation of green jobs. Nevertheless, there are side effects of wind power that should be considered as well.

Disadvantages

An article by the Wind Industry notes that the unpredictability of wind is one of the major disadvantages of this energy. Turbines require blowing wind to produce electricity. Thus, the amount of power that is produced is affected by the changes in the amount of the blowing wind. Additionally, building turbines is quit costly. The turbines also occupy a huge area to install which necessitates destruction of the natural vegetation. Turbines are only constructed in places where strong winds blow constantly. Such places are sometimes near people residences or workplaces. This leads to the other shortcoming of the wind energy production which is the noise produced by the turbines. The noise produced by the turbines causes discomfort among the locals. This triggers resistance from the people. A study conducted by Jeffery, Horner, Aramini and Krogh (2012) indicated that the blades cause noise which cause adverse effects on the humans. The wildlife is also affected by wind turbines especially bats and the birds that try to fly through the blades. However, studies have shown that the number of the birds that become victims of the blades is negligible especially when compared to other activities of humans that kill animals. Nevertheless, in the United States alone the number of the birds that are killed by blades amounts to thousands (Mittal, Sandhu & Jain, 2010).

The benefits that are realized when wind energy is used makes it worth supporting. Such benefits include the fact that producing it is relatively cheaper, it is renewable and clean as well as the minimal amount of environmental pollution that it causes. Additionally, it facilitates jobs’ creation. Nevertheless, there are negative effects of wind turbines to the wildlife more so the bats as well as the birds that attempt to fly through them. Constructing wind turbines is also costly and the amount of the produced energy is dependent on the amount of the blowing wind. The noise that is produced by the turbines also causes discomfort among the local people.

Electricity still remains the most important energy source in the present world driven by information and communications. There are quite a number of energy sources but under two broad categories - renewable and non-renewable energy source. The non-renewable energy sources include coal, gas, crude oil etc. The renewable energy sources include solar energy, wind energy etc. Non-renewable energy sources are burnt and cannot be replenished but renewable sources are not diminished when they are used. One down side of non-renewable energy sources which have been widely used in the past centuries up till now is the air pollution they cause. The combustion of non-renewable sources of energy releases toxic materials which are harmful to the environment. Some of these are the greenhouse gases that contribute to the depletion of the protective ozone layer of the atmosphere thereby leading to increased temperature of the earth's surface and global warming. As a result of the foregoing, efforts are in place to reduce the use of the non-renewable energy sources and focus on the renewable sources such as wind power. Wind power entails the use of the flow of air through wind turbines or wind mill to mechanically power electric generators for the production of electricity. The wind is either channeled through conduits to drive a turbine that then drives an electric generator, or a large wind mill that towers above the ground is driven by the power of the wind and in turn drives the electric generator that produces the electricity. At the heart of the wind power system are the collection and transmission networks. The network interconnects all the wind turbines with a power collection system, usually a medium voltage of 34.5KV. This voltage on getting to a substation is stepped-up in order to be transmitted over a long range on a high voltage power transmission system. The transmission networks break into distribution networks at another substation where the high voltage is stepped-down for distribution to places where the power is needed. It is estimated that there are over two hundred thousand operating wind turbines in the world. The total capacity of these wind turbines is estimated to be 432,000 MW (International Renewable Energy Agency, 2012). These estimates are not actually met since the speed of the wind is not constant. The power generated by these wind turbines is directly proportional to the speed of wind available to drive them. This gives rise to a term known as the capacity factor of the wind turbine, which gives the ratio of the actual productivity to the theoretical productivity. Industrial scale wind power generation uses clusters of wind turbines in the same location distributed over a large area known as a wind farm. Modern wind power generation has also extended to building wind farms in large bodies of water, known as offshore wind power. Offshore wind power exploits the often powerful winds that are available in the sea. The combustion of non-renewable sources of energy releases toxic materials which are harmful to the environment. With the continued increase in the electricity needs of the world and the current drive to reduce the pollution of the atmosphere in order to stem the tide of the global climate change, the use of wind power for electricity generation will continue to increase as nations seek alternatives to non-renewable sources of energy. Efforts are in place to reduce the use of the non-renewable energy sources and focus on the renewable sources such as wind power. It is also expected that the cost of setting up wind power systems will also reduce.

Use of Wind Power

The wind is one of the oldest naturally occurring phenomenon on planet Earth, coming into existence at the beginning of time. Since its been here, there have been numerous amounts of uses for the wind, with an emphasis on wind power. Since the beginning of written history, and perhaps even before, it has been recorded that the wind has played a serious, impactful role in the history of mankind. For instance, wind energy propelled boats along the Nile as early 5000 B.C.  As you can see, the wind can be used for transportation; boats where the main source for transportation during that early time period, if you were near water. In addition to this fact, one of the most notorious usages of wind power is the use of the windmill.

The windmill was invented by the Persians between 500-900 A.D
. and then later in China, 1200 A.D. At that point in time they were mainly used as water pumps. So, it was used as a well, that had its water put into a storage tank. How did it work, you may ask? Well, according to areomotorwindmill.com, “The hub assembly drives a geared mechanism that converts rotary motion to an up and down motion. That up and down motion drives a long sucker rod, also known as a pump rod, up and down inside of a pipe in the well.” Once the popularity and uses about windmills became widely know, their use became more and more common in locals such as Persia, and the further Middle East. Once the 11th Century came around European travelers brought the idea of the windmill back to their land of birth. As we move forward in time we learn that windmills were introduced when the settlers came over to the New World. The American colonists would use the windmills to pump water. Once Ben Franklin discovered electricity, wind power took off to a whole other level. For instance, it could light buildings remotely from a centrally generated power. The research and development lead to the technology we use today for wind power,which was introduced to the United States of America in 1854, by Daniel Halladay. He had a factory in Connecticut in which he made windmills. The sale of the windmills went up do to the Manifest Destiny, the move westward out into the Great Plains. Most of the sales were coming from farmers who could use the windmills out in the Great Plains do it's dry conditions. Daniel Halladay had so much of a success in the windmill business, that he moved his corporation to Illinois. The windmill had its uses for farming, steam driven engines, and of course a water pump.  Moving on to the 20th Century, after the mid-1900’s it fell out of favour, due to low oil prices, but when prices went up, that thought changed, and now the world was looking for alternative ways for power. This means that wind power was back in business. From around 1974 to the mid-1980’s our government worked with the industries to develop and deploy large commercial wind turbines. The research for these wind turbines were developed under a program watched by NASA, and later with funding from the National Science Foundation, and the U.S Department of Energy they were able to put 13 experimental wind turbines into operation, using four experimental designs.

During WWII in the 1940s, the largest windmill was made, it was called Grandpa’s Knob. It was an astounding 1.25 megawatts.  This would introduce the world using the windmill for electricity.Usually in today's society, the common wind energy source is the common windmill that generates electricity. As the wind turbines turn, it is connected to a shaft that is connected to a generator, thus producing the electricity.

The top three countries that lead the way in renewable energy is , Sweden, Costa Rica, and Nicaragua. The reason for these countries to lead the way for this is because they are pushing on a challenge to become the first all renewable energy country. China leads the world in wind energy, the reason why is do to the amount of land that China owns. China’s production in MW would be 114,763. Also the US ranks second in the world in wind energy production. The United States wind production total would be 68,879 MW with an additional 4,854MW. The third leader in wind production would be Germany with a total of 39,165 MW. As you can see China is the ring leader and can’t be touched in the wind production business. As of today Texas leads the way for wind power, with a total production of (17,813 MW), with followed by Iowa (6,212 MW), California, (6,108 MW), Oklahoma (5,184 MW), Illinois (3,842) and many other states behind them. California was once the leader in the wind power business until Texas took it with an acquisition. California produced 1.5 percent of the US total wind energy which is a lot even though it seems like it's really not. As of today, windmills in California can power up cities, and powerplants and homes and the surrounding areas.

Across America, clean energy plants are being banned faster than they're being built

Across America’s power grid, there’s a growing gap between what we need and what we’ll allow.

As the planet warms and climate disasters grow more costly , the U.S. has set a target to reach 100% clean energy by 2035, a goal that depends on building large-scale solar and wind power . 

A nationwide analysis by USA TODAY shows local governments are banning green energy faster than they’re building it. 

At least 15% of counties in the U.S. have effectively halted new utility-scale wind, solar, or both, USA TODAY found. These limits come through outright bans, moratoriums, construction impediments and other conditions that make green energy difficult to build. 

The impediments come as a gigantic effort to build green energy also is underway. U.S. energy from commercial wind and solar is expected to hit 19% by 2025 , and those sources are expected to surpass the amount of electricity made from coal this year. 

But green energy must increase radically over the next 11 years to meet U.S. goals. And those projects are becoming harder to build. 

In the past decade, about 180 counties got their first commercial wind-power projects. But in the same period, more than twice as many blocked wind development. And while solar power has found more broad acceptance, 2023 was the first year to see almost as many individual counties block new solar projects as the ones adding their first projects. 

The result: Some of the areas with the nation's best sources of wind and solar power have now been boxed out.  

Because large-scale solar and wind projects typically are built outside city limits, USA TODAY’s analysis focuses on restrictions by the county-level governments that have jurisdiction. In a few cases, such as Connecticut, Tennessee and Vermont, entire states have implemented near-statewide restrictions. 

While 15% of America’s counties might sound like a small portion, the trend has significant consequences, says Jeff Danielson, a former four-term Iowa state senator now with the Clean Grid Alliance.

“It’s 15% of the most highly productive areas to develop wind and solar,” he said. “Our overall goals are going to be difficult to achieve if the answer is ‘No’ in county after county.”

The country’s green-energy deadline now sits just 11 years away. But even if politicians fail to meet that goal, another clock is ticking. 

Last year, 2023, was the warmest in recorded history , warmer than any other in 125,000 years. And with rising temperatures come rising risks : stronger hurricanes in the Atlantic, more severe cloudbursts in storms across North America, increasing drought in the Great Plains , larger wildfires in the West .  

Construction isn’t happening fast enough to meet the country’s green energy needs, said Grace Wu, a professor of energy resources at the University of California, Santa Barbara. 

“I’m worried about what’s ahead,” she said.

The shift to green energy, and the rise of bans

The transition to green energy involves a profound national shift: a move from power plants that mostly burned coal, then natural gas, to new wind and solar installations. That also means shifting much of the nation’s energy generation to new regions, specifically the large wind belt down the middle of the country and the sunny southeast and southwest. 

“Clean energy” includes other emissions-free sources such as nuclear ( 18% ) and hydropower ( 6% ). But both of those are controversial in their own right and unlikely to see major expansion in the U.S. 

And sources such as rooftop solar panels on houses or businesses, while helpful, provide just a tiny fraction of the total power supply.  

In the Northeast, several coastal states have instead made plans to rely on offshore wind turbines. But a wave of disinformation in 2023, falsely claiming offshore wind projects killed whales , resulted in a sharp decline in public support for offshore wind.

The only likely way to shift away from fossil fuels quickly is a sharp increase in solar and wind farms big enough to replace power plants, each one powering tens of thousands of homes. 

The total amount of energy a solar plant can make varies widely based on size and location. The average-size solar plant today can power about 20,000 homes. A field of wind turbines can be similar, as each turbine can power about 1,000 homes. 

The first large-scale wind farm in the U.S. started running nearly 50 years ago, in the aftermath of a global oil crisis. Built in Southern California , it powered more than 4,000 homes . 

Wind power gained momentum in the early 2000s thanks to better technology and tax incentives. 

But the number of new wind projects opening annually peaked in the early 2010s, according to inventory data from the U.S. Energy Information Administration, and has slowed since then.

Wind power is expected to grow 11% by 2025 from last year’s levels. In the past 10 years, 183 counties saw their first wind projects come online . However, USA TODAY’s analysis found that in the same period, nearly 375 counties have essentially blocked new wind development. That’s almost as many as the 508 counties – out of 3,144 total in the U.S. – currently home to an operational wind turbine. 

Utility-scale solar plants, using solar panels that have grown dramatically more efficient, have proliferated in the past decade. The U.S. added a record 33 gigawatts of solar power in 2023, and solar is expected to grow 75% by 2025. More than 1,000 counties now host solar farms.

“A solar panel in my part of Michigan produces 70% of the solar power the same panel in Phoenix, Arizona, does. Most people would expect the difference to be much bigger,” said Sarah Mills, a professor of urban planning at the University of Michigan who studies energy policy and land use.

However, opposition also has shot up, according to USA TODAY’s analysis. Of the 116 counties implementing bans or impediments to utility-scale solar plants, half did so in 2023 alone.

This surge in obstacles is unprecedented since green-energy technology gained broad acceptance.

“The local regulation landscape for renewables is changing quickly,” said Tamara Ogle, a member of the land use team at Purdue University Extension who inventoried Indiana’s renewable energy ordinances in 2022.

Despite growing hostility, green energy can be an economic windfall in places that welcome it. 

Much like places such as Texas and Alaska grew rich when drilling companies struck oil, solar and wind power can bring in both construction work and cash, in the form of leases and tax revenue from the power plants. 

“You're talking hundreds of millions of dollars of economic impact in these counties, many of which are shrinking,” said Alan Anderson, who heads the energy practice at the law firm of Polsinelli in Kansas City, Missouri. Rural counties lower their property tax bills, Anderson said, when green energy tax money flows in.

In all, the nation will get about 12% of its electricity supply from wind and about 7% from utility-scale solar by 2025.

But that’s a long way from the 60% to 80% we’ll need in addition to nuclear and hydropower . 

And building any energy source is a compromise, said Thomas Daniels, a professor of land and environmental planning at the University of Pennsylvania’s Weitzman School of Design. Wind and solar do require land, just as coal, oil and natural gas did, but the acreage is larger – there’s no getting around it. 

“Not every project can be no-impact,” he said. So backlash against new power plants is “a normal human reaction. ”

Many forms of impediments

Local obstructions sometimes take the form of outright bans or moratoriums. But other rules also block green power: burdensome limits on size, height or locations. Some places put caps on total size or implement complex rules that prevent solar from replacing specially designated areas such as “prime farmland.”  

These limits can mean wind or solar farms are allowed in theory but may be impossible to build in reality. 

USA TODAY’s analysis considered a variety of limits to determine which ones were restrictive enough to effectively block new power projects. One example is a “setback” requirement for wind turbines. The larger the setback – a mandatory distance from a neighboring property line or structure – the larger the plot of land required for each turbine and the fewer that can be built.

“Every year we’re seeing restrictions that are more severe,” said Matt Eisenson, senior fellow at Columbia Law School’s Sabin Center for Climate Change Law. “You now have counties in Nebraska that have 3-mile setbacks for wind turbines, so if you have a square plot of land, you would need 36 square miles to site a single wind turbine.”

Solar farms might be allowed but subject to size restrictions that make them impractical. For example, in Virginia, 14 counties have set maximums on either the percentage of land or the number of acres that can be covered in solar panels, significantly restricting the size and number of possible projects.

Other jurisdictions create shadow bans of sorts. Projects might not technically be banned, but officials simply reject all green energy plans on a case-by-case basis. 

USA TODAY’s analysis began with data from the National Rene w able Energy Laboratory and Columbia University’s Sabin Center for Climate Change Law and then built on it with more than a year’s worth of tracking federal data, local government filings and media reports from across the country. The methodology and conclusions were vetted by an expert panel. 

Earlier research from the National Renewable Energy Laboratory found local ordinances through 2021 were responsible for about a 13% reduction in wind capacity and a 2% reduction in solar capacity across the nation. That research likely underestimates the current effects, because of the large number of new impediments USA TODAY found from 2022 and 2023.

USA TODAY’s findings were supported by research published in late January by the Department of Energy’s Lawrence Berkeley National Laboratory.

Energy developers reported one-third of the wind and solar siting applications they had submitted in the past five years were canceled, while about half were delayed for six months or more. Zoning issues and community opposition were two of the top reasons. 

Developers told the researchers that opposition to wind and solar projects is becoming more prevalent and more expensive, adding they project this will get worse.

“There are impacts,” said Anthony Lopez, a senior researcher in the Geospatial Data Science Group at the National Renewable Energy Laboratory’s Strategic Energy Analysis Center. He tracks ordinances governing wind and solar power for the U.S. government and has published extensively on the topic.

“Our models show that when we reduce our nation's wind and solar resources through measures like local ordinances, it could slow down the process of decarbonization and make it much more expensive,” he said.

At the University of Michigan, Mills said that if the windiest and sunniest places say no to large wind turbines and solar farms, developers move on to the next windiest or sunniest places, and then the next – each time to an area that is less efficient and more expensive. 

“Once you place these restrictions, what’s left is less optimal,” said Mills. “What is the cost that we’re willing to pay for social acceptance?” 

Why people want the bans  

The opposition to renewable energy isn't as simple as left vs. right, and it isn't always a matter of big business vs. small activists. There’s no one group fighting renewables – there are many, with a range of objections . 

Former President Donald Trump often denigrates wind and solar power in his speeches. In December in New Hampshire , he said, falsely, that wind farms only last 10 years, that they kill “all the birds,” that solar energy isn’t powerful enough to run factories and that wind is 42 times more expensive than natural gas.

There are several national think tanks and groups, many that receive fossil fuel funding, that have been putting out arguments, often false, opposing wind and solar power for years. 

But sometimes, big utility companies that make money with fossil fuels are actually the same utilities seeking to build solar farms or wind turbines.

And much of the opposition comes from local activists without obvious ties to national groups.

USA TODAY visited communities in three states and viewed public meetings in half a dozen others to understand public sentiments for and against green energy proposals .

The opposition sometimes leads to surprising arguments about property rights, in which some landowners invoke concepts like a claim to a " viewshed " – views they want free of wind turbines or solar panels. These opponents clash with others who champion a different view of private property rights, saying landowners should be free to build what they want.

And while opponents say solar and wind farms destroy the agricultural way of life, farmers themselves are often the ones who want to build green power, saying they’re simply swapping out one crop that requires the sun – corn or soy – for another, electricity. For wind, turbines can easily be placed in working fields or rangeland.

These arguments now create rifts in rural communities nationwide. From California to New York, proposals have drawn local opposition as virulent as any book-banning controversy, with county board meetings so tense local police and sheriffs deputies are sometimes called to keep things civil.

In Ohio in December, an anonymously funded group held a catered town hall meeting in Knox County featuring speakers linked to fossil fuel and climate change denial organizations who made many unsupported claims . Representatives of the project were not allowed in.

National renewable energy opposition points posted online are quickly taken up by people living near proposed projects who use them to fight what they see as a threat to their communities and way of life. 

Attend a county zoning or commission meeting and there will most likely be conspiracy theories and wild accusations about the dangers of renewable energy and even questions about whether global warming truly exists – often the exact same arguments put forth by fossil fuel funded think tanks. 

But as person after person comes to the podium, another theme develops. Often, the people say they don’t reject the need for renewable power. But whatever their arguments, one sentiment underlies them – sadness and sometimes anger as they contemplate what feels like a massive change in the place they live and love.

“I wouldn’t say we’re against renewable energy, I would say we’re against it being forced upon us,” said Coedy Snyder, who lives about three miles from the proposed Oak Run solar farm in Madison County, Ohio. The proposed 6,000-acre, 800 megawatt power plant would generate enough energy for as many as 170,000 homes , and developers say it could provide $250 million in tax revenue over 35 years . 

Snyder has lived on the same road his whole life, farming soybeans and corn with his father, grandfather and brother.

“You live in the country, and you want to be away from all the hustle and bustle. I kind of look at it as if they’re sticking a warehouse or a factory here,” he said. He believes if we wait, renewable technology will get better and not be as disruptive.

“I just think with the technology 10 years from now there’s going to be something new,” he said.

That’s a common anti-renewable talking point , that the world can wait for new technology that will mean current efforts to curb carbon-pollution are unnecessary.

Gary Teach and his wife, April, live next door to the proposed solar farm. They bought their home 20 years ago, specifically so they could live in the country, away from people and traffic.

“It’s going to change our lifestyle and the landscape and everything around here,” he said. “It’s like a train that can’t be stopped, it doesn’t matter what the people want.”

In the case of the Sun Run facility, that might still be true. But it won’t be for any other projects. 

On Sept. 12, 2023, Madison County commissioners voted on a new resolution: All new large-scale wind and solar projects would be banned. 

Those kinds of bans mean the U.S. is in danger of not making the shift away from greenhouse gas producing energy in time, said Cullen Howe, a senior attorney with the Natural Resources Defense Council.  

“If it’s getting harder to build these things in the places they need to go, or they take longer or they’re more expensive, then we’re not going to meet these goals,” he said. “We can’t wait 10 years for this to fix itself – the urgency is real. We need to be going much, much faster than we are currently going.”

The AC is then turned into DC electricity that can be used for purposes of charging batteries that store electrical energy or are fed into an interactive inverter grid.

The Background of Alta Wind Energy Center

The Alta Wind Energy Center, abbreviated as AWEC, is the world's third-largest onshore project of wind energy (de Boer et al., 2018). It is also the Mojave Wind Farm. It is the largest station of wind energy in the entire United States of America (Kumar et al., 2016). It is in the Tehachapi Mountains' Pass, in the County of Kern, California. It has a combined capacity installation of 2, 080,000 hp (1,550 MW) (Alberto & Stephania, 2020). Its installation commenced from the 1970s and ended in the 1980s (de Boer et al., 2018). It powerfully illustrates the advancement in the scope and size of the upcoming modern projects of wind energy. Before its development and commissioning in 2010, the original Mojave Wind Energy Project comprised of up to 320 turbines of wind and occupied an area of 36 square kilometers, which was approximately 9,000 acres (Thompson et al., 2018). It produced a power capacity of 1,100,000 hp, which translated to about 800MW (Alberto & Stephania, 2020). The original station was developed under the Terra-Gen's contract, by the energy systems of Oak Creek (Kumar et al., 2016). It was later remitted entirely to the Terra-Gen, after which it became the first development under the body of Alta Wind Energy Center.

The general location of the Mojave Wind Energy Project is at the southern part of the Oak Creek Road, beginning with a couple of miles on the western side of the 14th state route located in Mojave (de Boer et al., 2018). It assumes a westward continuity along the road of Oak Creek to the Tehachapi-Willow Springs Road's western side. Concerning the reports relayed by the Wind Energy Association of America, the two first projects of Alta were in completion towards the end of 2010 (Thompson et al., 2018). The Alta I, which is a 150 MW project, was completed using 100 generators of 1.5 MW power each, and Alta II, which is 200,000 hp (150 MW), was completed using 50 generators of 4,000 (3MW) power each (Kumar et al., 2016). The three Alta projects that followed subsequently were, Alta III which is 150MW, Alta IV, which is 137,000 hp (102 MW), and Alta V, which is 168 MW. Their completion incorporated the use of 50, 34, and 56 Vestas of power 3 MW with V-90 turbines of wind, and happened in the 2nd quarter of 2011. The completion of projects Alta VI and Alta VIII, which comprise of 400,000 hp (300 MW), happened towards the end of 2011 and the beginning of 2012. They were, however, renamed as Mustang Hills and Brookfield Tehachapi 2, respectively. The completion of projects of Alta IX and Alta VII, which comprises of 400,000 hp (300MW), happened in the December of 2012. They are now the Pinyon Pines Wind II, and Pinyon Pines Wind I. Their completion brought the total power of the Alta Projects to 1,770,000 hp (1,320 MW). The Alta X, which is 185,000 hp (138 MW) and Alta XI which is 120,000 hp (90 MW). They completed towards the end of 2013. Alpha XIII, which is 240,000 hp (180 MW), was in the schedule for completion in 2019 (de Boer et al., 2018).Technology Used in the Alta Wind Energy Center.

The technology incorporated in the Alpha Wind Energy Center consists of many different projects. It utilizes for more than 20 years, the same wind that powers thousands of turbines (de Boer et al., 2018). The Alpha Wind Energy Center executes a power contract of 1,550 MW to sell and market renewable, clean wind energy to the Edison of Southern California, as from 2006 (Alberto & Stephania, 2020). The station also secures the access of priority to the newly completed transmission line-the transmission line completed towards the end of 2009 (de Boer et al., 2018). The two technological advancements factors that make the station unique and different from other development projects of renewable energy are the availability of its wind power market as well as its access to transmission. Its technology is in use in the generation of wind energy that is renewable and clean, to provide power for about 275,000 California residents (Kumar et al., 2016). It represents 10% of purchases of renewable energy that is necessary for the regulated utilities in California (de Boer et al., 2018). The plant reduces air emissions every year by 28 million pounds of Sulphur dioxide, 5.8 billion pounds of carbon dioxide, and 13.2 million pounds of nitrogen oxides (Kumar et al., 2016). The reason being is that the farm does not emit harmful gases to the atmosphere since it does not utilize fossil fuels in its operation (de Boer et al., 2018). The Alpha Wind Energy Center is in the representation of the contracts that are approved by the Public Utilities Commission of California, regarding renewable energy by 30% (Thompson et al., 2018). They are inclusive of solar, geothermal, and wind contracts.

The Fossil Fuels Displaced by the Alta Wind Energy Center

The Alta reduces the gaseous emissions of fossil fuel products yearly. The project reduces the atmospheric emission of gaseous end products of fossil fuels by 28 million pounds of Sulphur dioxide, 5.8 billion pounds of carbon dioxide, and 13.2 million pounds of nitrogen oxides (de Boer et al., 2018). It, therefore, displaces the consumption of fossil fuels that are dangerous to the atmosphere and the environment by producing clean, renewable energy. The Alta Wind Energy Center has involved wasteful use of vast tracks of land. Setting up the project has consumed large areas of land that can be of other fruitful utilization. Alta is the 3rd largest energy plan in the world, and the largest of its kind in the United States of America must have consumed a massive space in California. The project set up in a large area, which is approximately 9,000 acres in size or 36 square kilometers in the area (Kumar et al., 2016). Being an onshore wind farm, it must have snatched or denied many animal species their natural habitat. It has, therefore, affected tourism.

The Alta Wind Energy Center has contributed to the emergence of aesthetic issues. These are inclusive of visual problems as well as sound pollution (de Boer et al., 2018). The project incorporated the installation of many wind turbines to yield such a large amount of power. The rotation of these turbines affects the directions of wind movement, a fact that contributes to the presence of excess dust in the atmosphere. There is, therefore, the interference of a clear vision. The continuous rotation of the turbines results in a lot of noise to the nearby residents, thus noise pollution.

Setting up the project of Alta Wind Energy has triggered the migratory disturbances of birds and other flying mammals (Thompson et al., 2018). The rotation of the turbines also poses significant threats to various types of bird species since their rotating blades are dangerous weapons to them when they fly. The birds are chopped by the turbine blades, leading to the death of many birds. The factor imbalances the environmental ecosystem due to the migration of the birds to some new location. The birds may also be extinct due to their continued death resulting from the turbine rotation. Consequently, the sector of tourism is also affected in an equal measure, due to death and migration of such animal species.

The wind energy project also affects the environment by unpredictably changing the weather of the areas of residents that borders it (Thompson et al., 2018). The reason being is that the rotation of the many turbines, which is often at a faster speed influences the directions of winds. The factor, therefore, contributes to the occasional changing of weather unpredictably and inappropriately. Consequently, it leads to drought as the winds that facilitate the occurrence of rain are diverted and misdirected by the rotation turbines.

The Alto Wind Energy affects the temperatures around its suburbs. The residents around staying around the plant experience sudden changes in temperature. The phenomenon is unnatural since the abrupt and unpredictable temperature changes just triggered by the blades of the turbines that rotate at high speeds, leading to high wind velocity, thus low temperatures.
