The Ministry of Education (MOE) Taiwan Scholarship Program provides tuition and miscellaneous expenses of up to NTD 40,000 each semester and a monthly living allowance of NTD 15,000 or NTD 20,000.  A Taiwan Scholarship may be held for 4 years for undergraduate programs, 2 years for master’s degree programs, and 4 years for doctorate programs. Scholarship applications must be submitted to a Republic of China (ROC) overseas mission and applicants must apply separately to a university or college in Taiwan for admission.

  • Eligibility
  • Applicants must be a foreign national with at least a secondary school graduation diploma, and  an excellent academic record, and be of good character.
  • A person in any of the following categories is ineligible to apply:
  • An ROC national or an overseas Chinese student.
  • A person who already has and is continuing to maintain student status at any university or tertiary college in Taiwan or a person who has already registered to begin studies at a university/college in Taiwan. This restriction does not apply to a student who will complete a degree and graduate that year. They may apply for a Taiwan Scholarship to pursue a higher degree.
  • A person who has already studied in Taiwan for a degree at the same level as the one in which they intend to enroll.
  • An exchange student or dual/joint degree student who has been admitted to a university/college in Taiwan in accordance with an academic cooperation agreement between the university/college in Taiwan and an overseas university/college.
  • A person who has held a Taiwan Scholarship for a total of five years.
  • A person who has ever had a Taiwan Scholarship or MOE Huayu Enrichment Scholarship revoked.
  • A person who has received any other scholarship or subsidy from any Taiwan Government agency or any education institution in Taiwan. This does not include any subsidy provided for Taiwan Scholarship recipients by a university/college to cover the outstanding amount of their tuition and other fees if the total amount exceeds the maximum amount paid by the scholarship.

The Taiwan Scholarship program is a joint initiative launched by the Ministry of Foreign Affairs (MOFA), the Ministry of Education (MOE), the Ministry of Economic Affairs (MOEA) and the National Science Council (NSC) in 2004. At the Republic of China's centennial in 2011, the Taiwan Scholarship program evolved into the MOFA Taiwan Scholarship program and the MOE Taiwan Scholarship program in order to cater to students of varying backgrounds.

The MOFA Taiwan Scholarship continues to encourage outstanding students to pursue academic degrees in Taiwan and to deepen their understanding of Taiwan's academic environment, thereby enhancing exchanges and building friendships between Taiwan and their home nations.

The MOFA Taiwan Scholarship is, in principle, granted to students from countries that have diplomatic relations with Taiwan. However, special consideration may also be given to students from other countries

I. Programs

  • The non-degree Mandarin Language Enrichment Program (LEP): Recipients may take the LEP for a maximum of one year at Mandarin-teaching institutions (hereinafter “Mandarin Training Centers”) affiliated with a university or college accredited by the Ministry of Education.
  • Degree programs: Recipients may apply for admission to any degree program leading to an undergraduate, master or doctoral degree, excluding in-service programs.

II. Award period

        1. Non-degree LEP: one year. 

         2. Degree programs: 

          (1) Undergraduate program: four years maximum

          (2) Master’s program: two years maximum

          (3) Doctoralprogram: four years maximum

III. Financial Assistance

Scholarship recipients will be given a monthly stipend of NT$25,000 for the LEP and NT$30,000 for degree programs. Recipients are responsible for all expenses during their stay in Taiwan. MOFA will not provide any other subsidies. MOFA will, however, provide recipients with one-way, economy-class plane tickets for direct flights to and from Taiwan.

IV. Eligibility

  • Is a high school graduate or above with an excellent academic record, of good moral character and has no criminal record.
  • Is not a national of the Republic of China (Taiwan).
  • Is not an overseas compatriot student.
  • Has never attended an educational institution in Taiwan at the same level of degree or LEP that he/she intends to apply for.
  • Is not an exchange student through any cooperation agreement between a foreign university/college and an educational institute in Taiwan while receiving the Scholarship.
  • Has not previously had a Scholarship revoked by an ROC  government agency or other relevant institution.

Taiwan Scholarship Program (TSP) Guidelines

T he Ministry of Education (MOE) , Republic of China (Taiwan), establishe d the Taiwan Scholarship Program to encourage outstanding international students (excluding students from Mainland China, Hong Kong and Macau SAR ) to undertake degree studies in Taiwan so as to familiarize themselves with the academic environment in Taiwan and promote communication, understanding and friendship between Taiwan and countries around the world.

Scholarship application and selection procedures will be conducted by the Education Division, Taipei Economic and Cultural Office in Boston (TECO-Boston), the branch office of the MOE in the New England region including: Maine, Massachusetts, New Hampshire, Rhode Island and Vermont.

T he Taiwan Scholarship Program awards outstanding international students undertaking undergraduate and postgraduate studies in Taiwan by awarding each recipient as follow s:

  • Tuition and payment of academic fees, including credit fee s .

Upon validation of tuition and above fees, each recipient receives one tuition grant per semester up to NT $40,000 . If the total amount of the fees should exceed NT $40,000, the remainder of all costs shall be covered by the recipient, whereas any amount over NT $40,000 is the sole responsibility of the recipient. Tuition and academic fees do NOT include any of the following: administration fees, thesis advising fees, insurance premiums, accommodations, or Internet access, all of which are payable by the recipients.

  • Subsistence allowance :

The scholarship grants each recipient undertaking undergraduate studies a monthly stipend of NT $ 15,000 ; it offers each recipient undertaking graduate studies a monthly stipend of NT $ 20,000 .

III. Scholarship Positions: 2

  • I V . Duration of Scholarships:
  • The maximum period of each scholarship is four years for undergraduate programs, two years for master’s programs, and four years for doctorate programs. The maximum length of the total awards for each recipient undertaking a combination of studies is five years .
  • Annual award periods begin on September 1 and continue until August 31 of the following year. Recipients must arrive in Taiwan and enroll at their admitting universities/colleges during the scheduled registration time unless delays have been approved by the relevant institutions and the MOE. If recipients fail to arrive in Taiwan for registration, their award shall be revoked with no deferrals.
  • Subsistence allowances begin from the month of the recipient’s registration at the university/college and ends when the award period expires or upon the recipient’s graduation, withdrawal, suspension, expulsion, or revocation of the scholarship.
  • Eligibility:
  • Applicant must be a United States Citizen and a resident or a student of Maine, Massachusetts, New Hampshire, Rhode Island or Vermont with a high-school diploma or post-secondary degree(s), an excellent academic record, and be of good moral character.
  • Applicants are ineligible if they meet the following criteria:

(1) Republic of China (Taiwan) Nationals or overseas Chinese students (previously/currently hold a Republic of China (Taiwan) passport).

(2) Currently registered or have obtained student status at any university/college in Taiwan. Graduating students pursuing further studies are exempt from this rule.

(3) Previously studied in Taiwan for the same level of degree as the one in which they currently intend to enroll.

(4) Are exchange or dual/joint degree students admitted in accordance with academic cooperation agreements between Taiwan universities/colleges and American universities/colleges.

(5) Previously a recipient of the Taiwan Scholarship for over a total of five years.

(6) Previously had their Taiwan Scholarship or Huayu Enrichment Scholarship from the MOE revoked.

(7) Current recipients of any other scholarship or subsidy offered by Taiwan government agencies or colleges and universities in Taiwan. This excludes subsidies offered by universities/colleges to cover tuition and other fees exceeding the scholarship limit.

  • Application Documents:

(1) Taiwan Scholarship Program Application Form (download at https:// depart.moe.edu.tw/BOS/ . Webpage route: English>Studying in Taiwan>Taiwan Scholarship Program)

(2) A copy of the applicant’s passport information page(s).

(3) A copy of the highest degree (diploma) and original copy of academic transcripts (sent from registrar’s office). If issued by international educational institutions, these documents must be authenticated by an overseas Representative Office of the Republic of China (Taiwan) or be sealed and delivered by the awarding institutions. Documents in a language other than Chinese or English must be translated into Chinese or English and the translated documents must be authenticated by the above office .

(4) A copy of the admission application form sent to universities/colleges in Taiwan (e.g. copies of application fee remittance, application form, receipt confirmation of application by universities/colleges, e-mails etc.)

(5) A copy of a Chinese language proficiency certificate:

  • A copy of certificate in “Test of Chinese as a Foreign Language” (TOCFL) Level 3 or above for programs conducted in Chinese.
  • For applications to programs conducted in English, the applicants are exempt from this rule. For information regarding English-taught programs, please check www.studyintaiwan.org . (6) Two letters of recommendation signed and sealed in envelopes (i.e. from principals, professors, or supervisors).

  • Applicant must send all completed documents to the Education Division, TECO-Boston by post mail before deadline. (Must be postmarked by deadline.) Failure to include any of the required documents renders the application incomplete, and the applicant will not be considered for the scholarship without further notice .

VII. Selection Criteria:

  • Recipients should achieve an undergraduate GPA of 3.0 or above, and a postgraduate GPA of 3.5 or above (on a 4.5 scale) to receive favorable consideration.
  • Interviews must be conducted in person or by video conference.
  • Priority will be given to applicants with a certificate in TOCFL-levels of Band B or above.
  • Application form must be completed in full. All incomplete applications are ineligible for consideration, and persons submitting incomplete applications will be withdrawn from the selection process without further notice.

VIII . S election Notice:

  • Upon reviewing applications and conducting interviews, the Education Division, TECO-Boston will select primary candidates and alternate candidates who will be placed on a waiting list. Primary candidates and their awarding universities/colleges will be notified by May 31 , 2023 .
  • Primary candidates should submit a copy of their letter of admission to the Education Division, TECO-Boston for verification by June 30 , 2023 . Should candidates fail to submit this letter within the specified time period, the candidates must submit a written explanation to the Education Division, TECO-Boston for review. Failure to be admitted into a university/college will result in revocation of scholarship. Failure to submit documents within the specified time period will result in disqualification, and the scholarship position will be filled by the next alternate candidate on the waiting list.
  • Education Division, TECO-Boston will issue recipients with a certificate of scholarship by July 31 , 2023 .
  • I Upon completion of a degree program, recipients may reapply by February 28 of each year for the Taiwan Scholarship to undertake a higher degree program by following the application process as specified above. The maximum duration of each recipient’s total award period is five years.
  • Other K ey P rovisions:
  • Scholarship applicants should apply directly for admission to universities/colleges.
  • Other than tuition and fees, recipients are responsible for the payment of all additional expenses. In case of financial hardship, recipients may apply to their registered universities/colleges for payments to be deducted from their subsistence allowances.
  • Should a recipient’s academic and conduct performance or their attendance record fall below the required standard of their registered universities/colleges, their scholarships will be suspended or revoked in accordance with the rules and regulations of the universities/colleges.
  • Should recipients be in simultaneous receipt of any other award or subsidy granted by a related Taiwan Government agency or education institution in Taiwan, upon verification, their scholarships will be revoked and any stipend and subsistence allowance given to them during the period of overlap shall be returned.
  • Recipients are required to enroll in the National Health Insurance program through universities/colleges after residing in Taiwan for 6 consecutive months. They must purchase other medical insurance before enrolling in the National Health Insurance program.
  • Upon enrollment at universities/colleges in Taiwan, recipients are not allowed to study in any other country as exchange or dual/joint degree students. Should such a case occur, the recipient’s scholarship will be revoked and the remainder of the award period shall not be retained or deferred. Recipients on exchange as part of the degree program are exempt from this rule, but they shall not receive any tuition and subsistence allowance during the time period outside of Taiwan.
  • All documents and information provided to the Education Division, TECO-Boston shall be accurate. If the recipient submits fraudulent or altered documents, the scholarship will be revoked immediately and any tuition grant and subsistence allowance given to the recipient shall be reclaimed as well.
  • Recipients are required to participate in all official activities related to the scholarship, such as the Recipients’ Orientation and Farewell Party, otherwise, their scholarship shall be revoked.

The Taiwan Scholarship is a fully funded scholarship available for international students who wish to pursue undergraduate or graduate studies at universities in Taiwan for the academic year 2023-24. The scholarship covers tuition fees, airfare, and a monthly stipend to cover living expenses. The benefits of the scholarship include:

Tuition fees: The scholarship covers tuition fees for the entire duration of the student's program.

Monthly stipend: The scholarship provides a monthly stipend of NT$15,000 (approximately US$530) for undergraduate students and NT$20,000 (approximately US$710) for graduate students.

Airfare: The scholarship also covers one round-trip economy-class ticket for the most direct route between Taiwan and the student's home country.

Mandarin language training: Scholarship recipients may be required to take Mandarin language courses in Taiwan to enhance their language proficiency.

Medical insurance: The scholarship includes mandatory medical and accident insurance coverage for the duration of the scholarship.

This scholarship is a fully funded program that offers recipients the following benefits:

  • Airfare: The TaiwanICDF arranges economy class, return tickets for the most-direct flights to and from Taiwan.

Taiwan Government Scholarship Eligibility

To apply for this government scholarship program, applicants must meet the following criteria:

  • Be a citizen of a country on the List of Countries Eligible for TaiwanICDF Scholarship, and satisfy any specific criteria established by his or her country and/or the government of citizenship.
  • Neither be a national of the Republic of China (Taiwan) nor an overseas compatriot student.
  • Satisfy the admission requirements of the partner university to which he or she has applied to study under a TaiwanICDF scholarship.
  • Be able to satisfy all requirements for a Resident Visa (The scholarship will be revoked if an applicant cannot satisfy the visa requirements).
  • Upon accepting a TaiwanICDF scholarship, not hold any other Taiwan government-sponsored scholarship (such as the Taiwan Scholarship) in the same academic year in which the TaiwanICDF scholarship would be due to commence.
  • Not be applying for another TaiwanICDF scholarship in unbroken succession. To apply for a 2024 scholarship, applicants who have already held a TaiwanICDF scholarship, MOFA’s Taiwan Scholarship, or a MOE scholarship must have graduated before July 31, 2023 .
  • Provide the highest-level diploma before July 31, 2024 . Applicants unable to obtain the certificate by this date may instead apply for next year’s scholarship.
  • Have never had any scholarship revoked by any ROC (Taiwan) government agency or related institution, nor been expelled from any Taiwanese university.

National Taiwan University is a national university located in Taipei City, Taiwan. NTU has been considered the most comprehensive university in Taiwan. Taiwan Scholarships List of Scholarships in Taiwan - Taiwan Government and University Scholarships

Today’s academic news is the application window opening for Taiwanese Government Scholarships for the batch of 2023 in 2023 for all students of all subjects. Taiwan Scholarship admissions do not require IELTS or application fees; so it is very simple and inexpensive to apply for Taiwanese Scholarships.

With China offering world-class higher education and Chinese Scholarships , one may not think of studying in Taiwan, a country, which is also a part of the People’s Republic of China. This country’s official language is also Mandarin, but at higher education levels, a number of programs are offered in the English language to cater to the needs of international applicants.

Education in Taiwan is provided in a large variety of subject areas and there are generous scholarships available as well. The tuition fee is relatively low despite the fact that the education system is parallel to the United States of America.

English Language Requirement for Scholarship Admissions in Taiwan

At the higher educational institutes of Taiwan, the degree programs are available in Mandarin and English. The students applying for English language programs have to prove their English language proficiency via IELTS, PTE, DET, and TOEFL iBT.

Applicants may also provide English Language Proficiency test as an alternative to IELTS. However, this requirement can be waived if they are native speakers of the English language or if the language of instruction in their last degree was English. 

Taiwan Student Visa and Work Permit:

Fortunately, you can work while being on a study visa in Taiwan. But, for that, you will have to apply for a Taiwanese work permit. A work permit is granted after getting a permission letter from the student’s school stating that the student needs the job to meet his/her day-to-day expenses or that the job will assist the student in their course work.

Cost of Living in Taiwan:

The cost of living in Taiwan is pretty high. A single person can expect to spend more than 52,000 NTD on living expenses. A family of four can survive on more than 110,000 NTD. Still, as compared to the US this cost of living is low.

Taiwan Scholarships in Top Taiwanese Universities:

There are a number of higher educational institutions in Taiwan, a number of which are also in the QS World University Ranking. The top five most competent universities are National Taiwan University, National Tsing Hua University, National Chiao Tung University, National Taiwan University of Science and Technology, and National Cheng Kung University. So, let’s discuss their scholarships now:

#1 Government of Taiwan Scholarships:

The ministry of education in Taiwan has offered a scholarship program for international students to study in Taiwan. This Taiwanese scholarship is provided at the bachelor’s, master’s, and Ph.D. levels. 

The benefits of this scholarship are divided into two parts, the first part offers the tuition fee and miscellaneous expenses subsidy. The other part gives a stipend on a monthly basis. The tuition fee subsidy is provided for up to 40,000 NTD. If the student’s tuition expenses are more than that, he/she will have to pay that extra amount from his/her own pocket.

The stipend for undergraduate students is set at 15,000 NTD. For graduate students, it is 20,000 NTD. The stipend is supposed to assist the students in paying their living expenses.

#2 Aletheia University Scholarships:

Aletheia University is offering scholarships to international students at bachelor’s and master’s levels. Outstanding bachelor’s and master’s students from abroad will get a scholarship of up to 100,000 NTD.

#3 Asia University Scholarships:

Asia University’s Scholarships are divided into many categories, which will be discussed shortly. The students can apply for only some scholarships and the type of scholarship they will be awarded is at the discretion of the scholarship committee.

For Ph.D. and Master’s Students:

The first type of scholarship offers a full waiver of tuition fees, a 50% waiver on dormitory charges, and a once-a-month stipend of 6000 NTD. The second type of scholarship gives a full tuition and other fees waiver but no waiver on dormitory charges or a stipend is offered. The third type offers a 50% waiver on tuition and miscellaneous fees. 

For Bachelor’s Students:

The first type gives a 100% waiver on tuition and miscellaneous charges. The second type gives a 50% waiver and the third type gives a 50% waiver on only tuition fees. The stipend receiving students have to participate in some activities and on-campus chores for at least 30 hours a semester.

#4 Central Taiwan University of Science and Technology (CTUST) Scholarships:

CTUST offers scholarships to local and international students of bachelor’s, master’s, and Ph.D. programs. These scholarships are offered for all fields of study and the amount of scholarship is 5,000 NTD a month. 

In addition to that, CTUST offers admission or entrance awards to outstanding freshmen. These awards are in the aggregate amount of 1 million NTD and the total number of awards is 20.

#5 Chang Gung University Scholarships:

Chang Gung University Scholarships are available for many degrees and non-degree programs for local and international students each year.

#6 Graduate International Students Scholarships:

The master’s and doctoral students from outside of Taiwan are offered various kinds of scholarships at Chang Gung University. The awarding criteria consider the applicants’ English Language Proficiency, the applicant’s overall profile, and academic performance.

The award gives a certain percentage of the waiver on tuition fees and miscellaneous expenses (that percentage depends upon how talented a student is) as well as an on-campus accommodation.

#7 CGU Academic Scholarships:

For undergraduate bachelor’s students from all nationalities, CGU offers a scholarship offer that gives a monthly stipend in three categories. Students who are studying at CGU for more than one semester can apply. Depending upon their record at CGU, the first category winners will get a monthly stipend of 10,000 NTD, the second category winners 7,000 NTD, and the third category winners 4,000 NTD.

#8 Distinctive Performance Scholarships:

This award is given to the current students at the bachelor’s and master’s levels. The award is given to those students who have outperformed other students in a semester. At the undergraduate level, the top score holder gets an award of 3,000 NTD, and the second and third position holders get an award of 2,000 NTD and 1,000 NTD respectively.

At the master’s level, there is only one award of 3,000 NTD given to the top position holder in all the fields of study.

Taiwan ICDF Scholarship 2024 (Fully Funded Scholarship)

Fully Funded scholarships to study in Taiwan. The applications are open to apply for the Taiwan ICDF Scholarship 2024 . This International Higher Educational scholarship program offers 29 programs in 2024 with 23 partner universities. You can apply for the undergraduate , master’s , and PhD Degree programs in cooperation with renowned partner universities in Taiwan. Taiwan ICDF Scholarship covers all the expenses including airfare, tuition, accommodation, and stipend.

The Taiwan ICDF has no requirements for any English Language test proof. However when you apply for the course in the university follow their requirements. All programs are taught in English. You are allowed to do a part time Job in Taiwan according to the Taiwan Law. You are also allowed to work in Taiwan after graduation. More information about the ICDF Scholarship is given below.

Scholarship Details

  • Airfare : Most direct flights to and from Taiwan with Economy Class tickets
  • Housing : All students must reside in the student dormitories.
  • Tuition fee : The TaiwanICDF will cover the tuition fee as required by the student’s university.
  • Credit fees : Credit fees vary with the number of credits registered. Credit fees will also be covered as required by the student’s university.
  • Insurance : Insurance fees will be covered for the entire duration of the program
  • Master’s Program : NT$18,000 per month for Food and living expenses.
  • Ph.D. Program : NT$20,000 per month for Food and living expenses.

Eligibility Criteria

  • Must be a citizen of a country listed in the eligible countries by ICDF.
  • Neither be a national of the Republic of China (Taiwan)
  • Satisfy the admission requirements
  • Be able to satisfy all requirements for a Resident Visa
  • Upon accepting a TaiwanICDF scholarship, do not hold any other ROC (Taiwan) government-sponsored scholarship.
  • Submit the previous educational documents

Application Process

Follow the step-by-step application process for the Taiwan ICDF Scholarship program:

  • Complete the online application before March 15, 2024.
  • Complete and submit the requested admission documents before the admissions deadline of the TaiwanICDF scholarship partner universities.
  • Submit necessary documents to the ROC (Taiwan) Embassy or Representative Office in your country.
  • After a review of a list of recommended applicants to the TaiwanICDF.
  • The list of successful applicants will be informed by 10th June 2024.
  • University Application: In addition to the TaiwanICDF application, candidates must apply separately to their chosen universities and meet their specific requirements.
