The goal of a research proposal is twofold: to present and justify the need to study a research problem and to present the practical ways in which the proposed study should be conducted. The design elements and procedures for conducting research are governed by standards of the predominant discipline in which the problem resides, therefore, the guidelines for research proposals are more exacting and less formal than a general project proposal. Research proposals contain extensive literature reviews. They must provide persuasive evidence that a need exists for the proposed study. In addition to providing a rationale, a proposal describes detailed methodology for conducting the research consistent with requirements of the professional or academic field and a statement on anticipated outcomes and benefits derived from the study's completion.

How to Approach Writing a Research Proposal

Your professor may assign the task of writing a research proposal for the following reasons:

  • Develop your skills in thinking about and designing a comprehensive research study;
  • Learn how to conduct a comprehensive review of the literature to determine that the research problem has not been adequately addressed or has been answered ineffectively and, in so doing, become better at locating pertinent scholarship related to your topic;
  • Improve your general research and writing skills;
  • Practice identifying the logical steps that must be taken to accomplish one's research goals;
  • Critically review, examine, and consider the use of different methods for gathering and analyzing data related to the research problem; and,
  • Nurture a sense of inquisitiveness within yourself and to help see yourself as an active participant in the process of conducting scholarly research.

A proposal should contain all the key elements involved in designing a completed research study, with sufficient information that allows readers to assess the validity and usefulness of your proposed study. The only elements missing from a research proposal are the findings of the study and your analysis of those findings. Finally, an effective proposal is judged on the quality of your writing and, therefore, it is important that your proposal is coherent, clear, and compelling.

Regardless of the research problem you are investigating and the methodology you choose, all research proposals must address the following questions:

  • What do you plan to accomplish? Be clear and succinct in defining the research problem and what it is you are proposing to investigate.
  • Why do you want to do the research? In addition to detailing your research design, you also must conduct a thorough review of the literature and provide convincing evidence that it is a topic worthy of in-depth study. A successful research proposal must answer the "So What?" question.
  • How are you going to conduct the research? Be sure that what you propose is doable. If you're having difficulty formulating a research problem to propose investigating, go here for strategies in developing a problem to study.

Common Mistakes to Avoid

  • Failure to be concise . A research proposal must be focused and not be "all over the map" or diverge into unrelated tangents without a clear sense of purpose.
  • Failure to cite landmark works in your literature review . Proposals should be grounded in foundational research that lays a foundation for understanding the development and scope of the the topic and its relevance.
  • Failure to delimit the contextual scope of your research [e.g., time, place, people, etc.]. As with any research paper, your proposed study must inform the reader how and in what ways the study will frame the problem.
  • Failure to develop a coherent and persuasive argument for the proposed research . This is critical. In many workplace settings, the research proposal is a formal document intended to argue for why a study should be funded.
  • Sloppy or imprecise writing, or poor grammar . Although a research proposal does not represent a completed research study, there is still an expectation that it is well-written and follows the style and rules of good academic writing.
  • Too much detail on minor issues, but not enough detail on major issues . Your proposal should focus on only a few key research questions in order to support the argument that the research needs to be conducted. Minor issues, even if valid, can be mentioned but they should not dominate the overall narrative.

Structure and Writing Style

Beginning the Proposal Process

As with writing most college-level academic papers, research proposals are generally organized the same way throughout most social science disciplines. The text of proposals generally vary in length between ten and thirty-five pages, followed by the list of references. However, before you begin, read the assignment carefully and, if anything seems unclear, ask your professor whether there are any specific requirements for organizing and writing the proposal.

A good place to begin is to ask yourself a series of questions:

  • What do I want to study?
  • Why is the topic important?
  • How is it significant within the subject areas covered in my class?
  • What problems will it help solve?
  • How does it build upon [and hopefully go beyond] research already conducted on the topic?
  • What exactly should I plan to do, and can I get it done in the time available?

In general, a compelling research proposal should document your knowledge of the topic and demonstrate your enthusiasm for conducting the study. Approach it with the intention of leaving your readers feeling like, "Wow, that's an exciting idea and I can’t wait to see how it turns out!"

Most proposals should include the following sections:

I.  Introduction

In the real world of higher education, a research proposal is most often written by scholars seeking grant funding for a research project or it's the first step in getting approval to write a doctoral dissertation. Even if this is just a course assignment, treat your introduction as the initial pitch of an idea based on a thorough examination of the significance of a research problem. After reading the introduction, your readers should not only have an understanding of what you want to do, but they should also be able to gain a sense of your passion for the topic and to be excited about the study's possible outcomes. Note that most proposals do not include an abstract [summary] before the introduction.

Think about your introduction as a narrative written in two to four paragraphs that succinctly answers the following four questions :

  • What is the central research problem?
  • What is the topic of study related to that research problem?
  • What methods should be used to analyze the research problem?
  • Answer the "So What?" question by explaining why this is important research, what is its significance, and why should someone reading the proposal care about the outcomes of the proposed study?

II.  Background and Significance

This is where you explain the scope and context of your proposal and describe in detail why it's important. It can be melded into your introduction or you can create a separate section to help with the organization and narrative flow of your proposal. Approach writing this section with the thought that you can’t assume your readers will know as much about the research problem as you do. Note that this section is not an essay going over everything you have learned about the topic; instead, you must choose what is most relevant in explaining the aims of your research.

To that end, while there are no prescribed rules for establishing the significance of your proposed study, you should attempt to address some or all of the following:

  • State the research problem and give a more detailed explanation about the purpose of the study than what you stated in the introduction. This is particularly important if the problem is complex or multifaceted .
  • Present the rationale of your proposed study and clearly indicate why it is worth doing; be sure to answer the "So What? question [i.e., why should anyone care?].
  • Describe the major issues or problems examined by your research. This can be in the form of questions to be addressed. Be sure to note how your proposed study builds on previous assumptions about the research problem.
  • Explain the methods you plan to use for conducting your research. Clearly identify the key sources you intend to use and explain how they will contribute to your analysis of the topic.
  • Describe the boundaries of your proposed research in order to provide a clear focus. Where appropriate, state not only what you plan to study, but what aspects of the research problem will be excluded from the study.
  • If necessary, provide definitions of key concepts, theories, or terms.

III.  Literature Review

Connected to the background and significance of your study is a section of your proposal devoted to a more deliberate review and synthesis of prior studies related to the research problem under investigation . The purpose here is to place your project within the larger whole of what is currently being explored, while at the same time, demonstrating to your readers that your work is original and innovative. Think about what questions other researchers have asked, what methodological approaches they have used, and what is your understanding of their findings and, when stated, their recommendations. Also pay attention to any suggestions for further research.

Since a literature review is information dense, it is crucial that this section is intelligently structured to enable a reader to grasp the key arguments underpinning your proposed study in relation to the arguments put forth by other researchers. A good strategy is to break the literature into "conceptual categories" [themes] rather than systematically or chronologically describing groups of materials one at a time. Note that conceptual categories generally reveal themselves after you have read most of the pertinent literature on your topic so adding new categories is an on-going process of discovery as you review more studies. How do you know you've covered the key conceptual categories underlying the research literature? Generally, you can have confidence that all of the significant conceptual categories have been identified if you start to see repetition in the conclusions or recommendations that are being made.

NOTE: Do not shy away from challenging the conclusions made in prior research as a basis for supporting the need for your proposal. Assess what you believe is missing and state how previous research has failed to adequately examine the issue that your study addresses. To help frame your proposal's review of prior research, consider the "five C’s" of writing a literature review:

  • Cite , so as to keep the primary focus on the literature pertinent to your research problem.
  • Compare the various arguments, theories, methodologies, and findings expressed in the literature: what do the authors agree on? Who applies similar approaches to analyzing the research problem?
  • Contrast the various arguments, themes, methodologies, approaches, and controversies expressed in the literature: describe what are the major areas of disagreement, controversy, or debate among scholars?
  • Critique the literature: Which arguments are more persuasive, and why? Which approaches, findings, and methodologies seem most reliable, valid, or appropriate, and why? Pay attention to the verbs you use to describe what an author says/does [e.g., asserts, demonstrates, argues, etc.].
  • Connect the literature to your own area of research and investigation: how does your own work draw upon, depart from, synthesize, or add a new perspective to what has been said in the literature?

IV.  Research Design and Methods

This section must be well-written and logically organized because you are not actually doing the research, yet, your reader must have confidence that you have a plan worth pursuing . The reader will never have a study outcome from which to evaluate whether your methodological choices were the correct ones. Thus, the objective here is to convince the reader that your overall research design and proposed methods of analysis will correctly address the problem and that the methods will provide the means to effectively interpret the potential results. Your design and methods should be unmistakably tied to the specific aims of your study.

Describe the overall research design by building upon and drawing examples from your review of the literature. Consider not only methods that other researchers have used, but methods of data gathering that have not been used but perhaps could be. Be specific about the methodological approaches you plan to undertake to obtain information, the techniques you would use to analyze the data, and the tests of external validity to which you commit yourself [i.e., the trustworthiness by which you can generalize from your study to other people, places, events, and/or periods of time].

When describing the methods you will use, be sure to cover the following:

  • Specify the research process you will undertake and the way you will interpret the results obtained in relation to the research problem. Don't just describe what you intend to achieve from applying the methods you choose, but state how you will spend your time while applying these methods [e.g., coding text from interviews to find statements about the need to change school curriculum; running a regression to determine if there is a relationship between campaign advertising on social media sites and election outcomes in Europe ].
  • Keep in mind that the methodology is not just a list of tasks; it is a deliberate argument as to why techniques for gathering information add up to the best way to investigate the research problem. This is an important point because the mere listing of tasks to be performed does not demonstrate that, collectively, they effectively address the research problem. Be sure you clearly explain this.
  • Anticipate and acknowledge any potential barriers and pitfalls in carrying out your research design and explain how you plan to address them. No method applied to research in the social and behavioral sciences is perfect, so you need to describe where you believe challenges may exist in obtaining data or accessing information. It's always better to acknowledge this than to have it brought up by your professor!

V.  Preliminary Suppositions and Implications

Just because you don't have to actually conduct the study and analyze the results, doesn't mean you can skip talking about the analytical process and potential implications . The purpose of this section is to argue how and in what ways you believe your research will refine, revise, or extend existing knowledge in the subject area under investigation. Depending on the aims and objectives of your study, describe how the anticipated results will impact future scholarly research, theory, practice, forms of interventions, or policy making. Note that such discussions may have either substantive [a potential new policy], theoretical [a potential new understanding], or methodological [a potential new way of analyzing] significance.   When thinking about the potential implications of your study, ask the following questions:

  • What might the results mean in regards to challenging the theoretical framework and underlying assumptions that support the study?
  • What suggestions for subsequent research could arise from the potential outcomes of the study?
  • What will the results mean to practitioners in the natural settings of their workplace, organization, or community?
  • Will the results influence programs, methods, and/or forms of intervention?
  • How might the results contribute to the solution of social, economic, or other types of problems?
  • Will the results influence policy decisions?
  • In what way do individuals or groups benefit should your study be pursued?
  • What will be improved or changed as a result of the proposed research?
  • How will the results of the study be implemented and what innovations or transformative insights could emerge from the process of implementation?

NOTE:   This section should not delve into idle speculation, opinion, or be formulated on the basis of unclear evidence . The purpose is to reflect upon gaps or understudied areas of the current literature and describe how your proposed research contributes to a new understanding of the research problem should the study be implemented as designed.

ANOTHER NOTE : This section is also where you describe any potential limitations to your proposed study. While it is impossible to highlight all potential limitations because the study has yet to be conducted, you still must tell the reader where and in what form impediments may arise and how you plan to address them.

VI.  Conclusion

The conclusion reiterates the importance or significance of your proposal and provides a brief summary of the entire study . This section should be only one or two paragraphs long, emphasizing why the research problem is worth investigating, why your research study is unique, and how it should advance existing knowledge.

Someone reading this section should come away with an understanding of:

  • Why the study should be done;
  • The specific purpose of the study and the research questions it attempts to answer;
  • The decision for why the research design and methods used where chosen over other options;
  • The potential implications emerging from your proposed study of the research problem; and
  • A sense of how your study fits within the broader scholarship about the research problem.

VII.  Citations

As with any scholarly research paper, you must cite the sources you used . In a standard research proposal, this section can take two forms, so consult with your professor about which one is preferred.

  • References -- a list of only the sources you actually used in creating your proposal.
  • Bibliography -- a list of everything you used in creating your proposal, along with additional citations to any key sources relevant to understanding the research problem.

In either case, this section should testify to the fact that you did enough preparatory work to ensure the project will complement and not just duplicate the efforts of other researchers. It demonstrates to the reader that you have a thorough understanding of prior research on the topic.

Most proposal formats have you start a new page and use the heading "References" or "Bibliography" centered at the top of the page. Cited works should always use a standard format that follows the writing style advised by the discipline of your course [e.g., education=APA; history=Chicago] or that is preferred by your professor. This section normally does not count towards the total page length of your research proposal.

How to write a research proposal

What is a research proposal.

A research proposal should present your idea or question and expected outcomes with clarity and definition – the what.

It should also make a case for why your question is significant and what value it will bring to your discipline – the why. 

What it shouldn't do is answer the question – that's what your research will do.

Why is it important?

Research proposals are significant because Another reason why it formally outlines your intended research. Which means you need to provide details on how you will go about your research, including:

  • your approach and methodology
  • timeline and feasibility
  • all other considerations needed to progress your research, such as resources.

Think of it as a tool that will help you clarify your idea and make conducting your research easier.

How long should it be?

Usually no more than 2000 words, but check the requirements of your degree, and your supervisor or research coordinator.

Presenting your idea clearly and concisely demonstrates that you can write this way – an attribute of a potential research candidate that is valued by assessors.

What should it include?

Project title.

Your title should clearly indicate what your proposed research is about.

Research supervisor

State the name, department and faculty or school of the academic who has agreed to supervise you. Rest assured, your research supervisor will work with you to refine your research proposal ahead of submission to ensure it meets the needs of your discipline.

Proposed mode of research

Describe your proposed mode of research. Which may be closely linked to your discipline, and is where you will describe the style or format of your research, e.g. data, field research, composition, written work, social performance and mixed media etc. 

This is not required for research in the sciences, but your research supervisor will be able to guide you on discipline-specific requirements.

Aims and objectives

What are you trying to achieve with your research? What is the purpose? This section should reference why you're applying for a research degree. Are you addressing a gap in the current research? Do you want to look at a theory more closely and test it out? Is there something you're trying to prove or disprove? To help you clarify this, think about the potential outcome of your research if you were successful – that is your aim. Make sure that this is a focused statement.

Your objectives will be your aim broken down – the steps to achieving the intended outcome. They are the smaller proof points that will underpin your research's purpose. Be logical in the order of how you present these so that each succeeds the previous, i.e. if you need to achieve 'a' before 'b' before 'c', then make sure you order your objectives a, b, c.

A concise summary of what your research is about. It outlines the key aspects of what you will investigate as well as the expected outcomes. It briefly covers the what, why and how of your research. 

A good way to evaluate if you have written a strong synopsis, is to get somebody to read it without reading the rest of your research proposal. Would they know what your research is about?

Now that you have your question clarified, it is time to explain the why. Here, you need to demonstrate an understanding of the current research climate in your area of interest.

Providing context around your research topic through a literature review will show the assessor that you understand current dialogue around your research, and what is published.

Demonstrate you have a strong understanding of the key topics, significant studies and notable researchers in your area of research and how these have contributed to the current landscape.

Expected research contribution

In this section, you should consider the following:

  • Why is your research question or hypothesis worth asking?
  • How is the current research lacking or falling short?
  • What impact will your research have on the discipline?
  • Will you be extending an area of knowledge, applying it to new contexts, solving a problem, testing a theory, or challenging an existing one?
  • Establish why your research is important by convincing your audience there is a gap.
  • What will be the outcome of your research contribution?
  • Demonstrate both your current level of knowledge and how the pursuit of your question or hypothesis will create a new understanding and generate new information.
  • Show how your research is innovative and original.

Draw links between your research and the faculty or school you are applying at, and explain why you have chosen your supervisor, and what research have they or their school done to reinforce and support your own work. Cite these reasons to demonstrate how your research will benefit and contribute to the current body of knowledge.

Proposed methodology

Provide an overview of the methodology and techniques you will use to conduct your research. Cover what materials and equipment you will use, what theoretical frameworks will you draw on, and how will you collect data.

Highlight why you have chosen this particular methodology, but also why others may not have been as suitable. You need to demonstrate that you have put thought into your approach and why it's the most appropriate way to carry out your research. 

It should also highlight potential limitations you anticipate, feasibility within time and other constraints, ethical considerations and how you will address these, as well as general resources.

A work plan is a critical component of your research proposal because it indicates the feasibility of completion within the timeframe and supports you in achieving your objectives throughout your degree.

Consider the milestones you aim to achieve at each stage of your research. A PhD or master's degree by research can take two to four years of full-time study to complete. It might be helpful to offer year one in detail and the following years in broader terms. Ultimately you have to show that your research is likely to be both original and finished – and that you understand the time involved.

Provide details of the resources you will need to carry out your research project. Consider equipment, fieldwork expenses, travel and a proposed budget, to indicate how realistic your research proposal is in terms of financial requirements and whether any adjustments are needed.

Bibliography

Provide a list of references that you've made throughout your research proposal.

11.2 Steps in Developing a Research Proposal

Writing a good research paper takes time, thought, and effort. Although this assignment is challenging, it is manageable. Focusing on one step at a time will help you develop a thoughtful, informative, well-supported research paper.

Your first step is to choose a topic and then to develop research questions, a working thesis, and a written research proposal. Set aside adequate time for this part of the process. Fully exploring ideas will help you build a solid foundation for your paper.

Choosing a Topic

When you choose a topic for a research paper, you are making a major commitment. Your choice will help determine whether you enjoy the lengthy process of research and writing—and whether your final paper fulfills the assignment requirements. If you choose your topic hastily, you may later find it difficult to work with your topic. By taking your time and choosing carefully, you can ensure that this assignment is not only challenging but also rewarding.

Writers understand the importance of choosing a topic that fulfills the assignment requirements and fits the assignment’s purpose and audience. (For more information about purpose and audience, see Chapter 6 “Writing Paragraphs: Separating Ideas and Shaping Content” .) Choosing a topic that interests you is also crucial. You instructor may provide a list of suggested topics or ask that you develop a topic on your own. In either case, try to identify topics that genuinely interest you.

After identifying potential topic ideas, you will need to evaluate your ideas and choose one topic to pursue. Will you be able to find enough information about the topic? Can you develop a paper about this topic that presents and supports your original ideas? Is the topic too broad or too narrow for the scope of the assignment? If so, can you modify it so it is more manageable? You will ask these questions during this preliminary phase of the research process.

Identifying Potential Topics

Sometimes, your instructor may provide a list of suggested topics. If so, you may benefit from identifying several possibilities before committing to one idea. It is important to know how to narrow down your ideas into a concise, manageable thesis. You may also use the list as a starting point to help you identify additional, related topics. Discussing your ideas with your instructor will help ensure that you choose a manageable topic that fits the requirements of the assignment.

In this chapter, you will follow a writer named Jorge, who is studying health care administration, as he prepares a research paper. You will also plan, research, and draft your own research paper.

Jorge was assigned to write a research paper on health and the media for an introductory course in health care. Although a general topic was selected for the students, Jorge had to decide which specific issues interested him. He brainstormed a list of possibilities.

If you are writing a research paper for a specialized course, look back through your notes and course activities. Identify reading assignments and class discussions that especially engaged you. Doing so can help you identify topics to pursue.

  • Electronic entertainment and obesity
  • Advertisements for prescription drugs
  • Public education and disease prevention

Set a timer for five minutes. Use brainstorming or idea mapping to create a list of topics you would be interested in researching for a paper about the influence of the Internet on social networking. Do you closely follow the media coverage of a particular website, such as Twitter? Would you like to learn more about a certain industry, such as online dating? Which social networking sites do you and your friends use? List as many ideas related to this topic as you can.

Narrowing Your Topic

Once you have a list of potential topics, you will need to choose one as the focus of your essay. You will also need to narrow your topic. Most writers find that the topics they listed during brainstorming or idea mapping are broad—too broad for the scope of the assignment. Working with an overly broad topic, such as sexual education programs or popularized diets, can be frustrating and overwhelming. Each topic has so many facets that it would be impossible to cover them all in a college research paper. However, more specific choices, such as the pros and cons of sexual education in kids’ television programs or the physical effects of the South Beach diet, are specific enough to write about without being too narrow to sustain an entire research paper.

A good research paper provides focused, in-depth information and analysis. If your topic is too broad, you will find it difficult to do more than skim the surface when you research it and write about it. Narrowing your focus is essential to making your topic manageable. To narrow your focus, explore your topic in writing, conduct preliminary research, and discuss both the topic and the research with others.

Exploring Your Topic in Writing

“How am I supposed to narrow my topic when I haven’t even begun researching yet?” In fact, you may already know more than you realize. Review your list and identify your top two or three topics. Set aside some time to explore each one through freewriting. (For more information about freewriting, see Chapter 8 “The Writing Process: How Do I Begin?” .) Simply taking the time to focus on your topic may yield fresh angles.

Jorge knew that he was especially interested in the topic of diet fads, but he also knew that it was much too broad for his assignment. He used freewriting to explore his thoughts so he could narrow his topic. Read Jorge’s ideas.

Conducting Preliminary Research

Another way writers may focus a topic is to conduct preliminary research . Like freewriting, exploratory reading can help you identify interesting angles. Surfing the web and browsing through newspaper and magazine articles are good ways to start. Find out what people are saying about your topic on blogs and online discussion groups. Discussing your topic with others can also inspire you. Talk about your ideas with your classmates, your friends, or your instructor.

Jorge’s freewriting exercise helped him realize that the assigned topic of health and the media intersected with a few of his interests—diet, nutrition, and obesity. Preliminary online research and discussions with his classmates strengthened his impression that many people are confused or misled by media coverage of these subjects.

Jorge decided to focus his paper on a topic that had garnered a great deal of media attention—low-carbohydrate diets. He wanted to find out whether low-carbohydrate diets were as effective as their proponents claimed.

Writing at Work

At work, you may need to research a topic quickly to find general information. This information can be useful in understanding trends in a given industry or generating competition. For example, a company may research a competitor’s prices and use the information when pricing their own product. You may find it useful to skim a variety of reliable sources and take notes on your findings.

The reliability of online sources varies greatly. In this exploratory phase of your research, you do not need to evaluate sources as closely as you will later. However, use common sense as you refine your paper topic. If you read a fascinating blog comment that gives you a new idea for your paper, be sure to check out other, more reliable sources as well to make sure the idea is worth pursuing.

Review the list of topics you created in Note 11.18 “Exercise 1” and identify two or three topics you would like to explore further. For each of these topics, spend five to ten minutes writing about the topic without stopping. Then review your writing to identify possible areas of focus.

Set aside time to conduct preliminary research about your potential topics. Then choose a topic to pursue for your research paper.

Collaboration

Please share your topic list with a classmate. Select one or two topics on his or her list that you would like to learn more about and return it to him or her. Discuss why you found the topics interesting, and learn which of your topics your classmate selected and why.

A Plan for Research

Your freewriting and preliminary research have helped you choose a focused, manageable topic for your research paper. To work with your topic successfully, you will need to determine what exactly you want to learn about it—and later, what you want to say about it. Before you begin conducting in-depth research, you will further define your focus by developing a research question , a working thesis, and a research proposal.

Formulating a Research Question

In forming a research question, you are setting a goal for your research. Your main research question should be substantial enough to form the guiding principle of your paper—but focused enough to guide your research. A strong research question requires you not only to find information but also to put together different pieces of information, interpret and analyze them, and figure out what you think. As you consider potential research questions, ask yourself whether they would be too hard or too easy to answer.

To determine your research question, review the freewriting you completed earlier. Skim through books, articles, and websites and list the questions you have. (You may wish to use the 5WH strategy to help you formulate questions. See Chapter 8 “The Writing Process: How Do I Begin?” for more information about 5WH questions.) Include simple, factual questions and more complex questions that would require analysis and interpretation. Determine your main question—the primary focus of your paper—and several subquestions that you will need to research to answer your main question.

Here are the research questions Jorge will use to focus his research. Notice that his main research question has no obvious, straightforward answer. Jorge will need to research his subquestions, which address narrower topics, to answer his main question.

Using the topic you selected in Note 11.24 “Exercise 2” , write your main research question and at least four to five subquestions. Check that your main research question is appropriately complex for your assignment.

Constructing a Working ThesIs

A working thesis concisely states a writer’s initial answer to the main research question. It does not merely state a fact or present a subjective opinion. Instead, it expresses a debatable idea or claim that you hope to prove through additional research. Your working thesis is called a working thesis for a reason—it is subject to change. As you learn more about your topic, you may change your thinking in light of your research findings. Let your working thesis serve as a guide to your research, but do not be afraid to modify it based on what you learn.

Jorge began his research with a strong point of view based on his preliminary writing and research. Read his working thesis statement, which presents the point he will argue. Notice how it states Jorge’s tentative answer to his research question.

One way to determine your working thesis is to consider how you would complete sentences such as I believe or My opinion is . However, keep in mind that academic writing generally does not use first-person pronouns. These statements are useful starting points, but formal research papers use an objective voice.

Write a working thesis statement that presents your preliminary answer to the research question you wrote in Note 11.27 “Exercise 3” . Check that your working thesis statement presents an idea or claim that could be supported or refuted by evidence from research.

Creating a Research Proposal

A research proposal is a brief document—no more than one typed page—that summarizes the preliminary work you have completed. Your purpose in writing it is to formalize your plan for research and present it to your instructor for feedback. In your research proposal, you will present your main research question, related subquestions, and working thesis. You will also briefly discuss the value of researching this topic and indicate how you plan to gather information.

When Jorge began drafting his research proposal, he realized that he had already created most of the pieces he needed. However, he knew he also had to explain how his research would be relevant to other future health care professionals. Before you begin a new project at work, you may have to develop a project summary document that states the purpose of the project, explains why it would be a wise use of company resources, and briefly outlines the steps involved in completing the project. Purpose of a Research Proposal

A research proposal should describe what you will investigate, why it is important to the discipline and how you will conduct your research.

Simply put, it is your plan for the research you intend to conduct. All research proposals are designed to persuade someone about how and why your intended project is worthwhile. 

In your proposal you will need to explain and defend your choices. Always think about the exact reasons why you are making specific choices and why they are the best options available to you and your project. 

Your research proposal aims should be centred on: 

  • Relevance - You want to convince the reader how and why your research is relevant and significant to your field and how it is original. This is typically done in parts of the introduction and the literature review.
  • Context - You should demonstrate that you are familiar with the field, you understand the current state of research on the topic and your ideas have a strong academic basis (i.e., not simply based on your instincts or personal views). This will be the focus of your introduction and literature review. 
  • Approach - You need to make a case for your methodology, showing that you have carefully thought about the data, tools and procedures you will need to conduct the research. You need to explicitly defend all of your choices. This will be presented in the research design section.

The format of a research proposal varies between fields and levels of study but most proposals should contain at least these elements: introduction, literature review, research design and reference list.

Remember, the goal of your research proposal is to outline clearly and concisely exactly what your research will entail and accomplish, how it will do so and why it is important. If you are writing to a strictly enforced word count, a research proposal can be a great test of your ability to express yourself concisely!

Introduction

The first part of your proposal is the initial pitch for your project, so make sure it succinctly explains what you want to do and why. In other words, this is where you answer the reader’s “so what?” It should typically include: introducing the topic , outlining your problem statement and research question(s) and giving background and context. Some important questions to shape your introduction include: 

  • Who has an interest in the topic (e.g. scientists, practitioners, policymakers, particular members of society)?
  • How much is already known about the problem and why is it important?
  • What is missing from current knowledge and why?
  • What new insights will your research contribute?
  • Why is this research worth doing?

If your proposal is very long, you might include separate sections with more detailed information on the background and context, problem statement, aims and objectives, and importance of the research.

Literature Review 

It’s important to show that you’re familiar with the most important research on your topic. A strong literature review convinces the reader that your project has a solid foundation in existing knowledge or theory (i.e. how it relates to established research in the field).

Your literature review will also show that you’re not simply repeating what other people have already done or said. This is also where you explain why your research is necessary. You might want to consider some of the following prompts:

  • Comparing and contrasting: what are the main theories, methods, debates and controversies?
  • Being critical: what are the strengths and weaknesses of different approaches?
  • Showing how your research fits in: how will you build on, challenge or synthesise the work of others? 
  • Filling a gap in the existing body of research: why is your idea innovative? 

Research design and methods

Following the literature review, it is a good idea to restate your main objectives, bringing the focus back to your own project. The research design/ methodology section should describe the overall approach and practical steps you will take to answer your research questions. You also need to demonstrate the feasibility of the project keeping in mind time and other constraints. 

You should definitely include:

  • Qualitative vs quantitative research? Combination? 
  • Will you collect original data or work with primary/secondary sources? 
  • Is your research design descriptive, correlational or experimental? Something completely different?
  • If you are undertaking your own study, when and where will you collect the data? How will you select subjects or sources? Ethics review? Exactly what or who will you study?
  • What tools and procedures will you use (e.g. systematic reviews, surveys, interviews, observation, experiments, bibliographic data) to collect your data? 
  • What tools/methods will you use to analyse your data? 
  • Why are these the best methods to answer your research question(s)? This is where you should justify your choices. 
  • How much time will you need to collect the data? 
  • How will you gain access to participants and sources?
  • Do you foresee any potential obstacles and if so, how will you address them?

Make sure you are not simply compiling a list of methods. Instead, aim to make an argument for why this is the most appropriate, valid and reliable way to approach answering your question. Remember you should always be defending your choices! 

Implications and Contributions to Knowledge

To ensure you finish your proposal on a strong note, it is a good idea to explore and/or emphasise the potential implications of the research. This means: what do you intend to contribute to existing knowledge on the topic?

Although you cannot know the results of your research until you have actually done the work, you should be going into the project with a clear idea of how your work will contribute to your field. This section might even be considered the most critical to your research proposal’s argument because it expresses exactly why your research is necessary. 

You should consider covering at least some of the following topics:

  • Ways in which your work can challenge existing theories and assumptions in your field. 
  • How your work will create the foundation for future research and theory. 
  • The practical value your findings will provide to practitioners, educators and other academics in your field. 
  • The problems or issues your work can potentially help to resolve. 
  • Policies that could be impacted by your findings. 
  • How your findings can be implemented in academia or other settings and how this will improve or otherwise transform these settings. 

This part is not about stating the specific results that you expect to obtain but rather, this is the section where you explicitly state how your findings will be valuable. 

This section is where you want to wrap it all up in a nice pretty bow. It is just like the concluding paragraph that you would structure and craft for a typical essay. You should briefly summarise your research proposal and reinforce your research purpose. 

Reference List or Bibliography

Your research proposal MUST include proper citations for every source you have used and full references. Please consult your departmental referencing styles to ensure you are citing and referencing in an appropriate way. 

Common mistakes to avoid 

Try and avoid these common pitfalls when you are writing your research proposal: 

  • Being too wordy: Remember formal does not mean flowery or pretentious. In fact, you should really aim to keep your writing as concise and accessible as possible. The more economically you can express your goals and ideas, the better. 
  • Failing to cite relevant information/sources: You are adding to the existing body of knowledge on the subject you are covering. Therefore, your research proposal should reference the main research pieces in your field (while referencing them correctly!) and connect your proposal to these works in some way. This does not mean just communicating the relevance of your work, it should explicitly demonstrate your familiarity with the field. 
  • Focusing too much on minor issues: Your research is most likely important for so many great reasons. However, they do not all need to be listed in your research proposal. Generally, including too many questions and issues in your research proposal can serve as a red flag and detract from your main purpose(s). This will in turn weaken your proposal. Only involve the main/key issues you plan to address. 
  • Failing to make a strong argument for your research: This is the simplest way to undermine your proposal. Your proposal is a piece of persuasive and critical writing . This means that, although you are presenting your proposal in an academic and hopefully objective manner, the goal is to get the reader to say ‘yes’ to your work. 
  • Not polishing your writing : If your proposal has spelling or grammatical errors, an inconsistent or inappropriate tone or even just awkward phrasing it can undermine your credibility. Writing the proposal of a research work in the present era is a challenging task due to the constantly evolving trends in the qualitative research design and the need to incorporate medical advances into the methodology. The proposal is a detailed plan or ‘blueprint’ for the intended study, and once it is completed, the research project should flow smoothly. Even today, many of the proposals at post-graduate evaluation committees and application proposals for funding are substandard. A search was conducted with keywords such as research proposal, writing proposal and qualitative using search engines, namely, PubMed and Google Scholar, and an attempt has been made to provide broad guidelines for writing a scientifically appropriate research proposal.

INTRODUCTION

A clean, well-thought-out proposal forms the backbone for the research itself and hence becomes the most important step in the process of conduct of research.[ 1 ] The objective of preparing a research proposal would be to obtain approvals from various committees including ethics committee [details under ‘Research methodology II’ section [ Table 1 ] in this issue of IJA) and to request for grants. However, there are very few universally accepted guidelines for preparation of a good quality research proposal. A search was performed with keywords such as research proposal, funding, qualitative and writing proposals using search engines, namely, PubMed, Google Scholar and Scopus.

BASIC REQUIREMENTS OF A RESEARCH PROPOSAL

A proposal needs to show how your work fits into what is already known about the topic and what new paradigm will it add to the literature, while specifying the question that the research will answer, establishing its significance, and the implications of the answer.[ 2 ] The proposal must be capable of convincing the evaluation committee about the credibility, achievability, practicality and reproducibility (repeatability) of the research design.[ 3 ] Four categories of audience with different expectations may be present in the evaluation committees, namely academic colleagues, policy-makers, practitioners and lay audiences who evaluate the research proposal. Tips for preparation of a good research proposal include; ‘be practical, be persuasive, make broader links, aim for crystal clarity and plan before you write’. A researcher must be balanced, with a realistic understanding of what can be achieved. Being persuasive implies that researcher must be able to convince other researchers, research funding agencies, educational institutions and supervisors that the research is worth getting approval. The aim of the researcher should be clearly stated in simple language that describes the research in a way that non-specialists can comprehend, without use of jargons. The proposal must not only demonstrate that it is based on an intelligent understanding of the existing literature but also show that the writer has thought about the time needed to conduct each stage of the research.[ 4 , 5 ]

CONTENTS OF A RESEARCH PROPOSAL

The contents or formats of a research proposal vary depending on the requirements of evaluation committee and are generally provided by the evaluation committee or the institution.

In general, a cover page should contain the (i) title of the proposal, (ii) name and affiliation of the researcher (principal investigator) and co-investigators, (iii) institutional affiliation (degree of the investigator and the name of institution where the study will be performed), details of contact such as phone numbers, E-mail id's and lines for signatures of investigators.

The main contents of the proposal may be presented under the following headings: (i) introduction, (ii) review of literature, (iii) aims and objectives, (iv) research design and methods, (v) ethical considerations, (vi) budget, (vii) appendices and (viii) citations.[ 4 ]

Introduction

It is also sometimes termed as ‘need for study’ or ‘abstract’. Introduction is an initial pitch of an idea; it sets the scene and puts the research in context.[ 6 ] The introduction should be designed to create interest in the reader about the topic and proposal. It should convey to the reader, what you want to do, what necessitates the study and your passion for the topic.[ 7 ] Some questions that can be used to assess the significance of the study are: (i) Who has an interest in the domain of inquiry? (ii) What do we already know about the topic? (iii) What has not been answered adequately in previous research and practice? (iv) How will this research add to knowledge, practice and policy in this area? Some of the evaluation committees, expect the last two questions, elaborated under a separate heading of ‘background and significance’.[ 8 ] Introduction should also contain the hypothesis behind the research design. If hypothesis cannot be constructed, the line of inquiry to be used in the research must be indicated.

Review of literature

It refers to all sources of scientific evidence pertaining to the topic in interest. In the present era of digitalisation and easy accessibility, there is an enormous amount of relevant data available, making it a challenge for the researcher to include all of it in his/her review.[ 9 ] It is crucial to structure this section intelligently so that the reader can grasp the argument related to your study in relation to that of other researchers, while still demonstrating to your readers that your work is original and innovative. It is preferable to summarise each article in a paragraph, highlighting the details pertinent to the topic of interest. The progression of review can move from the more general to the more focused studies, or a historical progression can be used to develop the story, without making it exhaustive.[ 1 ] Literature should include supporting data, disagreements and controversies. Five ‘C's may be kept in mind while writing a literature review[ 10 ] [ Table 1 ].

Aims and objectives

The research purpose (or goal or aim) gives a broad indication of what the researcher wishes to achieve in the research. The hypothesis to be tested can be the aim of the study. The objectives related to parameters or tools used to achieve the aim are generally categorised as primary and secondary objectives.

Research design and method

The objective here is to convince the reader that the overall research design and methods of analysis will correctly address the research problem and to impress upon the reader that the methodology/sources chosen are appropriate for the specific topic. It should be unmistakably tied to the specific aims of your study.

In this section, the methods and sources used to conduct the research must be discussed, including specific references to sites, databases, key texts or authors that will be indispensable to the project. There should be specific mention about the methodological approaches to be undertaken to gather information, about the techniques to be used to analyse it and about the tests of external validity to which researcher is committed.[ 10 , 11 ]

The components of this section include the following:[ 4 ]

Population and sample

Population refers to all the elements (individuals, objects or substances) that meet certain criteria for inclusion in a given universe,[ 12 ] and sample refers to subset of population which meets the inclusion criteria for enrolment into the study. The inclusion and exclusion criteria should be clearly defined. The details pertaining to sample size are discussed in the article “Sample size calculation: Basic priniciples” published in this issue of IJA.

Data collection

The researcher is expected to give a detailed account of the methodology adopted for collection of data, which include the time frame required for the research. The methodology should be tested for its validity and ensure that, in pursuit of achieving the results, the participant's life is not jeopardised. The author should anticipate and acknowledge any potential barrier and pitfall in carrying out the research design and explain plans to address them, thereby avoiding lacunae due to incomplete data collection. If the researcher is planning to acquire data through interviews or questionnaires, copy of the questions used for the same should be attached as an annexure with the proposal.

Rigor (soundness of the research)

This addresses the strength of the research with respect to its neutrality, consistency and applicability. Rigor must be reflected throughout the proposal.

It refers to the robustness of a research method against bias. The author should convey the measures taken to avoid bias, viz. blinding and randomisation, in an elaborate way, thus ensuring that the result obtained from the adopted method is purely as chance and not influenced by other confounding variables.

Consistency

Consistency considers whether the findings will be consistent if the inquiry was replicated with the same participants and in a similar context. This can be achieved by adopting standard and universally accepted methods and scales.

Applicability

Applicability refers to the degree to which the findings can be applied to different contexts and groups.[ 13 ]

Data analysis

This section deals with the reduction and reconstruction of data and its analysis including sample size calculation. The researcher is expected to explain the steps adopted for coding and sorting the data obtained. Various tests to be used to analyse the data for its robustness, significance should be clearly stated. Author should also mention the names of statistician and suitable software which will be used in due course of data analysis and their contribution to data analysis and sample calculation.[ 9 ]

Ethical considerations

Medical research introduces special moral and ethical problems that are not usually encountered by other researchers during data collection, and hence, the researcher should take special care in ensuring that ethical standards are met. Ethical considerations refer to the protection of the participants' rights (right to self-determination, right to privacy, right to autonomy and confidentiality, right to fair treatment and right to protection from discomfort and harm), obtaining informed consent and the institutional review process (ethical approval). The researcher needs to provide adequate information on each of these aspects.

Informed consent needs to be obtained from the participants (details discussed in further chapters), as well as the research site and the relevant authorities.

When the researcher prepares a research budget, he/she should predict and cost all aspects of the research and then add an additional allowance for unpredictable disasters, delays and rising costs. All items in the budget should be justified.

Appendices are documents that support the proposal and application. The appendices will be specific for each proposal but documents that are usually required include informed consent form, supporting documents, questionnaires, measurement tools and patient information of the study in layman's language.

As with any scholarly research paper, you must cite the sources you used in composing your proposal. Although the words ‘references and bibliography’ are different, they are used interchangeably. It refers to all references cited in the research proposal.

Successful, qualitative research proposals should communicate the researcher's knowledge of the field and method and convey the emergent nature of the qualitative design. The proposal should follow a discernible logic from the introduction to presentation of the appendices.

A research proposal describes what you will investigate, why it’s important, and how you will conduct your research.

The format of a research proposal varies between fields, but most proposals will contain at least these elements:

While the sections may vary, the overall objective is always the same. A research proposal serves as a blueprint and guide for your research plan, helping you get organised and feel confident in the path forward you choose to take.

Academics often have to write research proposals to get funding for their projects. As a student, you might have to write a research proposal as part of a grad school application , or prior to starting your thesis or dissertation .

In addition to helping you figure out what your research can look like, a proposal can also serve to demonstrate why your project is worth pursuing to a funder, educational institution, or supervisor.

Research proposal length

The length of a research proposal can vary quite a bit. A bachelor’s or master’s thesis proposal can be just a few pages, while proposals for PhD dissertations or research funding are usually much longer and more detailed. Your supervisor can help you determine the best length for your work.

One trick to get started is to think of your proposal’s structure as a shorter version of your thesis or dissertation , only without the results , conclusion and discussion sections.

Like your dissertation or thesis, the proposal will usually have a title page that includes:

  • The proposed title of your project
  • Your supervisor’s name
  • Your institution and department

The first part of your proposal is the initial pitch for your project. Make sure it succinctly explains what you want to do and why.

Your introduction should:

  • Give necessary background and context
  • Outline your  problem statement  and research questions

To guide your introduction , include information about:

  • Who could have an interest in the topic (e.g., scientists, policymakers)
  • How much is already known about the topic
  • What is missing from this current knowledge
  • What new insights your research will contribute
  • Why you believe this research is worth doing

As you get started, it’s important to demonstrate that you’re familiar with the most important research on your topic. A strong literature review  shows your reader that your project has a solid foundation in existing knowledge or theory. It also shows that you’re not simply repeating what other people have already done or said, but rather using existing research as a jumping-off point for your own.

In this section, share exactly how your project will contribute to ongoing conversations in the field by:

  • Comparing and contrasting the main theories, methods, and debates
  • Examining the strengths and weaknesses of different approaches
  • Explaining how will you build on, challenge, or synthesise prior scholarship

Following the literature review, restate your main  objectives . This brings the focus back to your own project. Next, your research design or methodology section will describe your overall approach, and the practical steps you will take to answer your research questions.

To finish your proposal on a strong note, explore the potential implications of your research for your field. Emphasise again what you aim to contribute and why it matters.

For example, your results might have implications for:

  • Improving best practices
  • Informing policymaking decisions
  • Strengthening a theory or model
  • Challenging popular or scientific beliefs
  • Creating a basis for future research

If you are applying for research funding, chances are you will have to include a detailed budget. This shows your estimates of how much each part of your project will cost.

Make sure to check what type of costs the funding body will agree to cover. For each item, include:

  • Cost : exactly how much money do you need?
  • Justification : why is this cost necessary to complete the research?
  • Source : how did you calculate the amount?

To determine your budget, think about:

  • Travel costs : do you need to go somewhere to collect your data? How will you get there, and how much time will you need? What will you do there (e.g., interviews, archival research)?
  • Materials : do you need access to any tools or technologies?
  • Help : do you need to hire any research assistants for the project? What will they do, and how much will you pay them?

Once you’ve decided on your research objectives , you need to explain them in your paper, at the end of your problem statement.

Keep your research objectives clear and concise, and use appropriate verbs to accurately convey the work that you will carry out for each one.

A research aim is a broad statement indicating the general purpose of your research project. It should appear in your introduction at the end of your problem statement , before your research objectives.

Research objectives are more specific than your research aim. They indicate the specific ways you’ll address the overarching aim.

A PhD, which is short for philosophiae doctor (doctor of philosophy in Latin), is the highest university degree that can be obtained. In a PhD, students spend 3–5 years writing a dissertation , which aims to make a significant, original contribution to current knowledge.

A PhD is intended to prepare students for a career as a researcher, whether that be in academia, the public sector, or the private sector.

A master’s is a 1- or 2-year graduate degree that can prepare you for a variety of careers.

All master’s involve graduate-level coursework. Some are research-intensive and intend to prepare students for further study in a PhD; these usually require their students to write a master’s thesis . Others focus on professional training for a specific career.

Critical thinking refers to the ability to evaluate information and to be aware of biases or assumptions, including your own.

Like information literacy , it involves evaluating arguments, identifying and solving problems in an objective and systematic way, and clearly communicating your ideas.

Your research proposal is a key part of your application. It tells us about the question you want to answer through your research. It is a chance for you to show your knowledge of the subject area and tell us about the methods you want to use.

We use your research proposal to match you with a supervisor or team of supervisors.

Want to make sure your research degree starts smoothly? We spoke with 2 PhD candidates about overcoming this initial hurdle. Here’s their advice for how to write a good PhD proposal.

Writing your research proposal is an integral part of commencing a PhD with many schools and institutes, so it can feel rather intimidating. After all, how you come up with your PhD proposal could be the difference between your supervisor getting on board or giving your project a miss.

Let’s explore how to make a PhD research proposal with UQ candidates Chelsea Janke and Sarah Kendall.

Look at other PhD proposals that have been successful. Ask current students if you can look at theirs.

Nobody’s asking you to reinvent the wheel when it comes to writing your PhD proposal – leave that for your actual thesis. For now, while you’re just working out how to write a PhD proposal, examples are a great starting point.

Chelsea knows this step is easier if you’ve got a friend who is already doing a PhD, but there are other ways to find a good example or template.

“Look at other PhD proposals that have been successful,” she says.

“Ask current students if you can look at theirs.”

“If you don’t know anyone doing their PhD, look online to get an idea of how they should be structured.”

What makes this tricky is that proposals can vary greatly by field and disciplinary norms, so you should check with your proposed supervisor to see if they have a specific format or list of criteria to follow. Part of writing a good PhD proposal is submitting it in a style that's familiar to the people who will read and (hopefully) become excited by it and want to bring you into their research area.

Here are some of the key factors to consider when structuring your proposal:

  • meeting the expected word count (this can range from a 1-page maximum to a 3,000-word minimum depending on your supervisor and research area)
  • making your bibliography as detailed as necessary
  • outlining the research questions you’ll be trying to solve/answer
  • discussing the impact your research could have on your field
  • conducting preliminary analysis of existing research on the topic
  • documenting details of the methods and data sources you’ll use in your research
  • introducing your supervisor(s)  and how their experience relates to your project.

Please note this isn't a universal list of things you need in your PhD research proposal. Depending on your supervisor's requirements, some of these items may be unnecessary or there may be other inclusions not listed here.

Ask your planned supervisor for advice

Alright, here’s the thing. If sending your research proposal is your first point of contact with your prospective supervisor, you’ve jumped the gun a little.

You should have at least one researcher partially on board with your project before delving too deep into your proposal. This ensures you’re not potentially spending time and effort on an idea that no one has any appetite for. Plus, it unlocks a helpful guide who can assist with your proposal.

PhD research isn’t like Shark Tank – you’re allowed to confer with academics and secure their support before you pitch your thesis to them. Discover how to choose the right PhD supervisor for you.

For a time-efficient strategy, Chelsea recommends you approach your potential supervisor(s) and find out if:

  • they have time to supervise you
  • they have any funds to help pay for your research (even with a stipend scholarship , your research activities may require extra money)
  • their research interests align with yours (you’ll ideally discover a mutual ground where you both benefit from the project).

“The best way to approach would be to send an email briefly outlining who you are, your background, and what your research interests are,” says Chelsea.

“Once you’ve spoken to a potential supervisor, then you can start drafting a proposal and you can even ask for their input.”

Chelsea's approach here works well with some academics, but keep in mind that other supervisors will want to see a research proposal straight away. If you're not sure of your proposed supervisor's preferences, you may like to cover both bases with an introductory email that has a draft of your research proposal attached.

Sarah agrees that your prospective supervisor is your most valuable resource for understanding how to write a research proposal for a PhD application.

“My biggest tip for writing a research proposal is to ask your proposed supervisor for help,” says Sarah.

“Or if this isn’t possible, ask another academic who has had experience writing research proposals.”

“They’ll be able to tell you what to include or what you need to improve on.”

Find the 'why' and focus on it

One of the key aspects of your research proposal is emphasising why your project is important and should be funded.

Your PhD proposal should include your major question, your planned methods, the sources you’ll cite, and plenty of other nitty gritty details. But perhaps the most important element of your proposal is its purpose – the reason you want to do this research and why the results will be meaningful.

In Sarah’s opinion, highlighting the 'why' of your project is vital for your research proposal.

“From my perspective, one of the key aspects of your research proposal is emphasising why your project is important and should be funded,” she says.

“Not only does this impact whether your application is likely to be successful, but it could also impact your likelihood of getting a scholarship .”

Imagine you only had 60 seconds to explain your planned research to someone. Would you prefer they remember how your project could change the world, or the statistical models you’ll be using to do it? (Of course, you’ve got 2,000 words rather than 60 seconds, so do make sure to include those little details as well – just put the why stuff first.)

Proofread your proposal, then proof it again

As a PhD candidate, your attention to detail is going to be integral to your success. Start practising it now by making sure your research proposal is perfect.

Chelsea and Sarah both acknowledge that clarity and writing quality should never be overlooked in a PhD proposal. This starts with double-checking that the questions of your thesis are obvious and unambiguous, followed by revising the rest of your proposal.

“Make sure your research questions are really clear,” says Sarah.

“Ensure all the writing is clear and grammatically correct,” adds Chelsea.

“A supervisor is not going to be overly keen on a prospective student if their writing is poor.”

It might sound harsh, but it’s fair. So, proofread your proposal multiple times – including after you get it back from your supervisor with any feedback and notes. When you think you’ve got the final, FINAL draft saved, sleep on it and read it one more time the next morning.

The purpose of a research proposal is to demonstrate a project’s viability and the researcher’s preparedness to conduct an academic study. It serves as a roadmap for the researcher.

The process holds value both externally (for accountability purposes and often as a requirement for a grant application) and intrinsic value (for helping the researcher to clarify the mechanics, purpose, and potential signficance of the study).

Key sections of a research proposal include: the title, abstract, introduction, literature review, research design and methods, timeline, budget, outcomes and implications, references, and appendix. Each is briefly explained below.

Research Proposal Sample Structure

Title: The title should present a concise and descriptive statement that clearly conveys the core idea of the research projects. Make it as specific as possible. The reader should immediately be able to grasp the core idea of the intended research project. Often, the title is left too vague and does not help give an understanding of what exactly the study looks at.

Abstract: Abstracts are usually around 250-300 words and provide an overview of what is to follow – including the research problem , objectives, methods, expected outcomes, and significance of the study. Use it as a roadmap and ensure that, if the abstract is the only thing someone reads, they’ll get a good fly-by of what will be discussed in the peice.

Introduction: Introductions are all about contextualization. They often set the background information with a statement of the problem. At the end of the introduction, the reader should understand what the rationale for the study truly is. I like to see the research questions or hypotheses included in the introduction and I like to get a good understanding of what the significance of the research will be. It’s often easiest to write the introduction last

Literature Review: The literature review dives deep into the existing literature on the topic, demosntrating your thorough understanding of the existing literature including themes, strengths, weaknesses, and gaps in the literature. It serves both to demonstrate your knowledge of the field and, to demonstrate how the proposed study will fit alongside the literature on the topic. A good literature review concludes by clearly demonstrating how your research will contribute something new and innovative to the conversation in the literature.

Research Design and Methods: This section needs to clearly demonstrate how the data will be gathered and analyzed in a systematic and academically sound manner. Here, you need to demonstrate that the conclusions of your research will be both valid and reliable. Common points discussed in the research design and methods section include highlighting the research paradigm, methodologies, intended population or sample to be studied, data collection techniques, and data analysis procedures . Toward the end of this section, you are encouraged to also address ethical considerations and limitations of the research process , but also to explain why you chose your research design and how you are mitigating the identified risks and limitations.

Timeline: Provide an outline of the anticipated timeline for the study. Break it down into its various stages (including data collection, data analysis, and report writing). The goal of this section is firstly to establish a reasonable breakdown of steps for you to follow and secondly to demonstrate to the assessors that your project is practicable and feasible.

Budget: Estimate the costs associated with the research project and include evidence for your estimations. Typical costs include staffing costs, equipment, travel, and data collection tools. When applying for a scholarship, the budget should demonstrate that you are being responsible with your expensive and that your funding application is reasonable.

Expected Outcomes and Implications: A discussion of the anticipated findings or results of the research, as well as the potential contributions to the existing knowledge, theory, or practice in the field. This section should also address the potential impact of the research on relevant stakeholders and any broader implications for policy or practice.

References: A complete list of all the sources cited in the research proposal, formatted according to the required citation style. This demonstrates the researcher’s familiarity with the relevant literature and ensures proper attribution of ideas and information.

Appendices (if applicable): Any additional materials, such as questionnaires, interview guides, or consent forms, that provide further information or support for the research proposal. These materials should be included as appendices at the end of the document.

Research Proposal Examples

Research proposals often extend anywhere between 2,000 and 15,000 words in length. The following snippets are samples designed to briefly demonstrate what might be discussed in each section.

1. Education Studies Research Proposals

Students will also be observed and interviewed in regard to the effect of communication and collaboration during gameplay on their learning.

Timeline: The study will take place across the second term of the school year with a pre-test taking place on the first day of the term and the post-test taking place on Wednesday in Week 10.

Budget: The key budgetary requirements will be the technologies required, including the subscription cost for the identified games and computers.

Expected Outcomes and Implications: It is expected that the findings will contribute to the current literature on game-based learning and inform educational practices, providing educators and policymakers with insights into how to better support student achievement in mathematics.

2. Psychology Research Proposals

Consider this hypothetical psychology research proposal:

The Effects of Mindfulness-Based Interventions on Stress Reduction in College Students

Abstract: This research proposal examines the impact of mindfulness-based interventions on stress reduction among college students, using a pre-test/post-test experimental design with both quantitative and qualitative data collection methods .

Introduction: College students face heightened stress levels during exam weeks. This can affect both mental health and test performance. This study explores the potential benefits of mindfulness-based interventions such as meditation as a way to mediate stress levels in the weeks leading up to exam time.

Literature Review: Existing research on mindfulness-based meditation has shown the ability for mindfulness to increase metacognition, decrease anxiety levels, and decrease stress. Existing literature has looked at workplace, high school and general college-level applications. This study will contribute to the corpus of literature by exploring the effects of mindfulness directly in the context of exam weeks.

Research Design and Methods: Participants ( n= 234 ) will be randomly assigned to either an experimental group, receiving 5 days per week of 10-minute mindfulness-based interventions, or a control group, receiving no intervention. Data will be collected through self-report questionnaires, measuring stress levels, semi-structured interviews exploring participants’ experiences, and students’ test scores.

Timeline: The study will begin three weeks before the students’ exam week and conclude after each student’s final exam. Data collection will occur at the beginning (pre-test of self-reported stress levels) and end (post-test) of the three weeks.

Expected Outcomes and Implications: The study aims to provide evidence supporting the effectiveness of mindfulness-based interventions in reducing stress among college students in the lead up to exams, with potential implications for mental health support and stress management programs on college campuses.

3. Sociology Research Proposals

  • Understanding emerging social movements: A case study of ‘Jersey in Transition’
  • The interaction of health, education and employment in Western China
  • Can we preserve lower-income affordable neighbourhoods in the face of rising costs?

Consider this hypothetical sociology research proposal:

The Impact of Social Media Usage on Interpersonal Relationships among Young Adults

Writing the Introduction/Background of a Research Article

Writing the introduction and background of a research article can be daunting. Where do you start? What information should you include?

A great place to start is creating an argument structure for why your research topic is relevant and important. This structure should clearly walk the reader through current, relevant literature and lead them to the gap in the literature that your topic fills. To do this I use the following 4-step argument creation structure.

  • Create argument funnel questions/statements
  • Harvest article quotes that explain/backup each of the argument funnel questions/statements
  • Organize article quotes to best support each section of the argument funnel
  • Write prose that utilizes the article quotes to progress your argument from most well known to your specific topic

1. Argument Funnel Creation

Create an argument funnel with statements that take the reader form the most well known and widely accepted knowledge connected to my topic down to your specific research topic.

When creating your funnel statements think about what research exists related to your topic. Where are the gaps in the existing literature? How do you know those are the gaps? If you get stuck, think about the 50,000 ft view of your topic and how you would explain the necessity of your research to people not in your field.

2. Harvesting Article Quotes

Find research articles that pertain to each of your funnel statements to back them up with evidence. As you find the articles put them into a citation manager (e.g., Zotero) now to save yourself time later. While reading the articles, pull (copy and paste) article quotes/excerpts that MAY be relevant. Pull more than you think you need, especially duplicates of the same idea by different authors to strengthen your argument. Store your quotes/excerpts in a document organized by your funnel statements with in-text citations with the page number you pulled it from. The National Academy of Engineering reports can be valuable top of funnel resources.

3. Organizing Article Quotes

Once you have harvested many article quotes for each of your funnel statements, organized them in an order that walks your reader through the literature landscape in a logical way. As you do this assume the reader doesn’t know anything about your topic so start at the beginning. Chronological order is a good place to start but may not always fit your argument. Think about your quotes/excerpts as puzzle pieces, where do they logically fit together?

4. Writing Prose

Now that your article quotes are organized, summarize the quotes in your own voice with appropriate citations. This is the time to begin including transition/connecting words and phrases between summarized quotes to bring your reader through your argument. Don’t forget to include “so what?” sentences and phrases after summarized quotes. In other words don’t only report what other authors said or found, tell the reader why that is important to your argument.

Federated learning is an emerging machine learning approach that allows the construction of a model between several participants who hold their own private data. This method is secure and privacy-preserving, suitable for training a machine learning model using sensitive data from different sources, such as hospitals. In this paper, the authors propose two innovative methodologies for Particle Swarm Optimisation-based federated learning of Fuzzy Cognitive Maps in a privacy-preserving way. In addition, one relevant contribution this research includes is the lack of an initial model in the federated learning process, making it effectively blind. This proposal is tested with several open datasets, improving both accuracy and precision.

Introduction

Federated learning is an emerging approach to enable privacy-preserving machine learning by sharing local models instead of the data itself. Therefore, it is a method for training machine learning models in a distributed way, and it can be used for both classification and regression tasks.

The overall basic process is as follows. The federated learning system is initiated by one server or participant, which sends an initial model to be trained by each participant with their own local data, who in turn delivers the weights or the gradients of the model back to the server (or to all the participants) to be aggregated. Then the federated model is sent back to the participants in an iterative way [ 1 , 2 ]. The proceeding goes on until the termination conditions are accomplished. After this process, the output is a federated model that has been trained with the private data of all the participants [ 3 ].

This approach becomes critical when dealing with sensitive data, for instance in domains such as healthcare or finance. The aim of this paper, not an empirical research, is to propose an innovative federated learning approach for Fuzzy Cognitive Maps and to prove how appropriate FCMs are for Distributed Artificial Intelligence.

The proposal does not prioritise a particular optimisation method. In fact, this paper’s primary emphasis is not on the training of FCMs, nor on the distributed training of FCMs. Instead, the central focus of this paper is on the FCMs distributed training without an initial model. The main contributions of this paper are three-fold:

A privacy-preserving machine learning approach for FCMs. The authors design a training scheme for collaborative FCM training that includes data privacy. This proposal allows multiple participants to train an FCM model with their own data in compliance with strict data privacy regulations.

Two approaches to Fuzzy Cognitive Maps distributed learning. The authors propose two Particle Swarm Optimization-based FCM learning approach in a distributed way.

Blind Federated Learning as a new federated learning approach without an initial model, since the use of FCMs allows the participants not to define a model. To the best of our knowledge, this is the first federated learning proposal in which an initial model is not needed at all, defined neither by a server nor by the participants.

The authors test the validity of the proposal with well-known open datasets. The results of the experiments show that the proposal achieves a similar performance to the non-distributed method and improves the performance of the non-collaborative approach.

The rest of this paper is organized along these lines. We discuss the theoretical background in Section " Theoretical background ". The methodological proposal is outlined in Section " Methodological proposal ". Section " Experimental approach " describes the details of the experimental approach and the results. Finally, the authors draw the conclusions in Section " Conclusions ".

Theoretical background

  • Fuzzy Cognitive Maps

Fundamentals

Fuzzy Cognitive Maps’ nodes are modelling concepts, variables or features, the edges model relationships between them, and the weights represents the influence of those relations [ 4 ]. The value of a weight \(\varpi _{ij}\) models how much node \(c_i\) impacts over the node \(c_j\) . The fuzzy weights between edges are normalised within the ranges \(\xi =\{[0,+1]|[-1,+1]\}\) , depending if it includes just positive values or both positive and negative. The maximum positive influence is \(+1.0\) and the opposite influence is 0.0 or \(-1.0\) . The zero value shows that there is no correlation between the nodes. From a computational point of view, FCMs models are represented by a weight (adjacency) matrix which contains all edges’ weights between the nodes.

The state of the nodes is shown as a state vector \(c =[c_1,c_2,\ldots ,c_N]\) that gives a snapshot of the states of the nodes at any iteration in the FCM dynamics [ 5 ]. The state of the node i in the vector state at time t (denoted as \(c_i(t)\) ) is computed as shown in Eq. ( 1 ):

where \(c_j\) are the presynaptic nodes and \(\varpi _{ji}\) is the weight of the edge from \(c_j\) to \(c_i\) . In a more formal way, a FCM can be denoted as a 4-tuple \(\Phi = \langle c, {\mathcal {W}}, f, \xi \rangle\) , where \(c=\{c_i\}_{i=1}^n\) is the nodes’ state with n number of nodes, \({\mathcal {W}} = [\varpi _{ij}]_{n\times n}\,\vert -1,0\le i,j\le +1\) is the adjacency matrix representing the weights between the nodes, \(f(\cdot )\) is the activation function, and \(\xi\) is the nodes’ range [ 6 ].

The FCM dynamical analysis begins with an initial vector state \(c(0)=[c_1(0),\ldots , c_n(0)]\) , which models the initial state of each node. The state of the nodes is updated in an iterative process. Thus, it includes a activation (transformation) function [ 7 ] for mapping monotonically the state of the node into a normalized range between \([0, +1]\) for unipolar FCMs or \([-1, +1]\) for bipolar ones. If the range is \([0, +1]\) , the sigmoid is the most used transformation function, while hyperbolic tangent is the most used when the nodes’ range is \([-1, +1]\) [ 8 ].

If the selected activation function \(f(\cdot )\) is the unipolar sigmoid, then the component i of the vector state \(c_i(t)\) at the instant t is computed as shown in Eq. ( 2 ):

where \(\lambda\) represents the slope of the unipolar sigmoid function. On the contrary, if the selected activation function \(f(\cdot )\) is the hyperbolic tangent, then the node’s state \(c_i(t)\) at the instant t is computed as Eq. ( 3 ) shows:

After the dynamics, the FCM reaches one of three possible states after a number of iterations: it settles down to either a fixed pattern of node values (the so-called hidden pattern), to a limited cycle, or to a fixed-point attractor [ 9 , 10 ].

Augmented FCMs

There are two approaches to build FCMs. The first is through human experts [ 9 ]. This approach involves having each expert contribute their own FCM model. A group of experts should be carefully selected. Each expert individually design a FCM model that represents their own knowledge on the system to model. The second approach is automatic construction directly from raw data [ 5 , 6 , 11 ]. Due to the purpose of this research, this paper focuses on the distributed automatic construction of FCM.

According to the literature [ 7 ], an augmented adjacency matrix could be built by aggregating the adjacency matrix of each FCM. The elements’ aggregation depends on whether there exist common nodes. If the adjacency matrices have common nodes, the states \(\varpi _{jk}\) in the augmented matrix are computed by adding the adjacency matrix of each FCM model ( \({\mathcal {W}}_{i}\) ).

The addition method when the adjacency matrices have not common nodes is known as direct sum of matrices, and the augmented matrix is denoted as \(\odot _{i=1}^{N}{\mathcal {W}}_{i}\) . Given a couple of FCMs with no common nodes and even different number of nodes with adjacency matrices \(\varpi ^A_{n\times n}\) and \(\varpi ^B_{m\times m}\) , the resulting augmented adjacency matrix can be computed as in Eq. ( 4 ):

where N is the number of adjacency matrices to join, zeros are actually zero matrices, and the dimension of \(\displaystyle \odot _{i=1}^{N}{\mathcal {W}}_{i}\) is \([\,\cdot \,]_{(m+n)\times (m+n)}\) . In the case of common nodes, they would be computed as the average (or even the weighted average) of the nodes’ states in each adjacency matrix \({\mathcal {W}}^{i}\) .

Pattern recognition with FCMs

Because of the structure of an FCM model, it is a neuro-fuzzy technique and many concepts and procedures from neural networks can be applied in FCMs. FCMs have been applied both in classification and regression tasks. This paper is focused on the first task.

The literature has analysed pattern recognition tasks using Fuzzy Cognitive Maps. Papakostas et al. [ 12 ] and Papakostas and Koulouriotis [ 13 ] propose several FCM architectures for pattern recognition. Swzed [ 14 ] proposed a FCM based classifier with a fully connected architecture. Wu et al. [ 15 ] applied broad learning systems for time series classification with FCMs. Ramirez-Bautista et al. [ 16 ] applies FCMs for classification of human plantar foot alterations. Baykasoglu and Golcuk [ 17 ] proposed alpha-cut based FCM methods are tested on several case studies. Papakostas et al. [ 18 ] applied unsupervised hebbian learning for pattern recognition problems.

In general terms, the main goal of a conventional classifier is the mapping of an input to a specific output according to a pattern. In this proposal, the input concepts represent the features of the dataset, while the output are the classes’ labels where the patterns belong. Figure  1 shows an example topology of a Fuzzy Cognitive Map classifier, where the state of the concepts \(c_{1}\) and \(c_{2}\) defines the class where the input vector state belongs.

In that sense, if \(c_{1}>c_{2}\) the input vector state belongs to class 1, while if \(c_{1}<c_{2}\) the input vector state belongs to class 2. Note that if \(c_{1}=0.03\) and \(c_{2}=0.8\) , then the input vector state would belong to class 2.

FCM automatic construction with Particle Swarm Optimisation

FCM automatic construction endeavours are commonly focused on building the adjacency matrix based either on the available historical raw data or on expert knowledge [ 19 , 20 , 21 ]. FCM learning approaches could be divided into three categories [ 11 , 22 ]: Hebbian, population-based, and hybrid mixing the main aspects of Hebbian-based and population-based learning algorithm.

The aim of the Hebbian-based FCM learning approaches is to modify adjacency matrices leading the FCM model to either achieve a steady state or converge into an acceptable region for the target system. This course has not been successful for FCMs extensions such as Fuzzy Grey Cognitive Maps [ 10 ].

Population-based methods do not need the human intervention. They compute adjacency matrices from historical raw data that best fit the sequence of input state vectors (the instances of the dataset). The learning goal of FCM evolutionary learning is to generate optimal adjacency matrix for modeling systems behaviour.

Particle Swarm Optimization is a bio-inspired, population-based and stochastic optimisation algorithm. The PSO algorithm generates a swarm of particles moving in an n -dimensional search space which must include all potential candidate solutions. In order to train the FCM adjacency matrices, we take into account the \(k^{th}\) particle’s position (a candidate solution or adjacency matrix), denoted as \(\varpi _k=[\varpi _{k_1},\ldots ,\varpi _{k_j}]\) and its velocity, \(v_k=[v_{k_1},\ldots ,v_{k_j}]\) . Note that each particle is a potential solution or FCM candidate and its position \(\varpi _k\) represents its adjacency matrix of the k -th FCM candidate [ 6 , 23 ]. Each particle’s velocity and position are updated at each time step. The position and the velocity of each particle are computed as shown in Eqs. ( 5 ) and ( 6 ):

where \(U(0,\phi _i)\) is a vector of random numbers from a uniform distribution within \([0,\phi _i],\) generated at each iteration and for each particle. Also, \({\dot{\varpi }}_k\) is the best position of particle k in all former iterations, \(\ddot{\varpi }_k\) is the best position of the whole population in all previous iterations, and \(\otimes\) is the component-wise multiplication.

The PSO algorithm’s goal is to locate all the particles in the global optima to a multidimensional hyper-volume. The fitness function used in this research is the complement of the Jaccard similarity coefficient ( \({\overline{J}}=(Y\times {\hat{Y}})\setminus J\) ). The Jaccard score computes the average of Jaccard similarity coefficients between pairs of the i -th samples, with a ground truth label set and a predicted label set. The complement operation is needed in terms of minimization of the fitness function. The Jaccard similarity coefficient’s complement is computed as follows in Eq. ( 7 ):

The fitness function is sampled after each particle position update and is the objective function used to compute how close a given particle is in order to be able to achieve the global optimum.

  • Federated learning

Distributed Artificial Intelligence is the subfield of artificial intelligence that studies the sharing of knowledge between agents in order to solve complex problems, classically via the distribution of tasks or data. Such processes may not be of interest in fields where the characteristics of the data and the regulations make it impossible to share it, such as finance or health.

Conventional machine learning requires all data collected on local devices to be stored centrally on a data silo. The goal of federated learning is building a global model that can be trained on data distributed while assuring the data privacy [ 24 ]. Federated learning is one of the most recent efforts in secure distributed artificial intelligence, proposed by McMahan et al. [ 2 ] and further developed in Konecny et al. [ 25 ] and McMahan and Ramage [ 26 ]. Some advantages of federated learning are privacy protection and the possibility of solving complex problems with small data samples such as healthcare [ 27 ].

In the recent years, there have been several attempts to create a federated version of conventional machine learning algorithms, such as federated linear regression [ 28 , 29 , 30 ], federated logistic regression [ 31 ], federated random forest [ 32 ], federated XGBoost [ 33 , 34 , 35 ], and federated support vector machines [ 36 , 37 ]. To the best of our knowledge, this is the first work focusing on utilizing FCM in a blind federated setting.

A centralised federated learning system can be described as follows:

The central server delivers a model to each agent. In the initial iteration of this process, the server has built an empty model.

The participants train the model with their own private data.

Each participant sends the parameters of the model or its gradients to the central server in a private way, usually encrypted.

The central server builds a federated model by aggregating the parameters of the individual models.

The central server checks if the termination condition is accomplished in which case the federated model is finished, otherwise the process goes back to step 1.

The ultimate goal of the federated model is to minimize the total loss (Eq.  8 ) of all participants computed as follows:

where \(\Psi\) are the model parameters, \({\mathcal {D}}_i\) is the dataset of the participant i , \({\mathcal {L}}^*\) is the loss function of the federated model, \({\mathcal {L}}_i(\cdot )\) is the loss function for each participant in the federation, and \(\kappa _i\) represent the importance (weight) of each participant. It is possible to determine \(\kappa _i\) by several criteria such as dataset size, accuracy and so on.

The first application of federated learning was to create collaborative predictive models using private data in Android mobile phones [ 26 ]. In particular, a model in Gboard on Android, the Google Keyboard, in order to predict the following word or phrase that the user is going to write based on the former text and other users (private) data. In this set-up the central server manages the federated model and the communications with the agents, while the participants own their data and train the partial models. In this way, a federated learning system ensures that the distributed model is built in a private environment, since the private data never leaves the local agent.

Nevertheless, there are always risks associated with the data transmission, such as the possibility of the reconstruction of the model or the training data from the model parameters. Due to these risks, there is an increasing interest in the use of an additional layer of privacy to this information, and there are many studies that use privacy-preserving methods in federated learning such as Differential Privacy [ 38 ], Secure Multi-Party Computation [ 39 ] or Homomorphic encryption [ 40 ]. The comparison with other privacy-preserving techniques is outside the scope of this work, focused on the construction of a federation process using FCMs and without an initial model, but in the philosophy of federated learning, an extra security layer, such as Differential Privacy, could be added at the time of sharing the parameters of the model [ 41 ].

Federated learning represents a significant step forward in the privacy-preserving machine learning field. Its practical managerial significance lies in its potential to address the balance between utilizing valuable data for business insights, respecting privacy regulations and customer trust. By allowing model distributed training on decentralised data sources while preserving privacy, federated learning offers several managerial benefits:

Collaborative business insights: FL can facilitate collaboration between different business units or partners without sharing sensitive data directly. This fosters knowledge sharing and cross-functional collaboration while maintaining data privacy.

Enhanced data privacy compliance: FL enables organisations to comply with strict data protection regulations such as GDPR. This approach avoids reputational damage that may result from non-compliance of data leaks .

Cost-Efficient AI training: Since data remains on local devices or servers, it reduces the need for extensive data transfer and centralised storage infrastructure.

Customer trust and brand loyalty: Companies can build trust with their customers by demonstrating a strong commitment to data privacy. This trust can lead to increased customer loyalty and positive brand perception.

In this sense, a practical real-world healthcare FL application would involve a consortium of healthcare institutions or health data owners working together to improve patient care and disease prediction while preserving data privacy. In this scenario, each institution would retain control of its patient data, ensuring compliance with strict privacy regulations like HIPAA and GDPR.

In Section " Federated learning for FCMs ", the authors detail the federated learning approach and the proposed methodology for FCMs, that enables the creation of a machine learning model between several agents while all the participants keep their data private.

Methodological proposal

The proposed Blind Federated Learning methodology for FCMs is shown in Fig.  2 , and can be described as follows:

Although the central server has no data, it triggers the Blind Federated Learning process by setting in motion the participants, who own the data to train the final model. Note that the central server does not send any initial FCM to the participants and this is one contribution of this research. As far as we know this is the first federated learning proposal that it does not need an initial model, then the central server is not even required.

Each participant trains its own initial local FCM with their own dataset. The authors have used a PSO algorithm to train the FCMs, and that the dynamics have converged when the difference between two consecutive vector states is under a tolerance value (in these experiments was \(1\times 10^{-5}\) ), but this proposal is agnostic to the learning approach and to other considerations.

Each participant delivers its model parameters, which in this case are the trained adjacency matrices. If needed, the participants could send any other performance metric needed to calculate the averaging of the models (see section " Aggregation methods "). Due to the privacy concerns discussed earlier, the parameters may be encrypted using a privacy-preserving method. Finally, the local FCM is stored in the participant devices.

The central server aggregates the parameters of the local models in its device using the appropriate weight. The section " Aggregation methods " shows a detailed description of the different aggregation methods considered by the authors. This process results in the parameters of a federated model.

The participants receive these parameters from the central server. They build the next iteration of their local model using the federated model parameters. The authors propose two different federation methods: (a) in the proposal that is closer to the Blind Federated Learning, the local model is just the global model, which in turn was created as aggregation of all participant’s models; and (b) an innovative federated learning approach, called Blended Blind Federated Learning, where the new local model is obtained by combining the new received adjacency matrix with the previous local adjacency matrix.

In either aggregation case, the participant retrains the new FCM in their local data and sends the parameters (and the needed performance metrics) back to the central server to be aggregated once again. Also, at this point the participants use their local data to test the performance of their local model.

The central server checks whether the termination condition is met. The authors have chosen that the federation process must be run 20 iterations. If the condition is not fulfilled, the process goes back to stage 4.

If the termination condition is satisfied, then the federated learning process ends resulting in a Federated FCM.

Proposed methodology

The proposed approach deals with the issue of federated learning without the need for an initial model. To the best of the authors’ knowledge, this problem remains unsolved. For this reason, we view this paper as a valuable undertaking.

Aggregation methods

An important parameter when defining a federated learning approach is the aggregation method employed by the central server to obtain the federated model.

In this paper, the authors propose three different approaches:

Federated averaging. This method performs the aggregation using the arithmetic average [ 2 ]. The central server sums the parameters of the different models and divides by the number of participants (or models). This way, the federated model weighs all the participants in a similar fashion. The parameters of the federated model \(\varpi ^*\) would be computed as shown in Eq. ( 9 ):

where n is the number of participants and \(\varpi _i\) are the parameters of the local model for participant i .

Accuracy-based federated weighted averaging, with the normalized accuracy of each model as the weight: The central server receives not only the individual models, but the accuracy of each model in a test set for the participant as well. Then, it averages the models parameters using a weighted average with the normalized accuracy for each participant as its weight. Therefore, the aggregation weighs reinforces the participant that contributes the most to the general accuracy. In this case, the parameters of the federated model \(\varpi ^*\) would be computed as follows in Eq. ( 10 ):

Precision-based federated weighted averaging, with the normalized precision of each model as the weight. Similarily to the previous case, the central server receives both the models and the precision on a test set for each participant, and averages the models parameters with a weighted average where the weights are the normalized precision for each participant. This way, the distributed system amplifies the participant’s data with larger precision. The parameters of the federated model \(\varpi ^*\) are shown in Eq. ( 12 ):

Experimental approach

In all of the following cases we will train two FCM models, using PSO for the optimisation stage, with 20 iterations and a swarm size of 10. The first FCM will have a slope of 2 and use a hyperbolic tangent as activation function, while the second model will have a slope of 5 and a sigmoid activation function.

The first experiment for each dataset will be a baseline model to discuss the case where no distribution is made and all agents build a model as one agent. We will compare these results with the post-federated learning ones to see how our methodology can improve the results of models trained in their individual data (and therefore, models with, in general, worse performance metrics due to the lack of diverse data to be trained with) to obtain similar results to this baseline model.

The other experiments analyse the different combinations of federation methods (Blind Federated Learning and Blended Blind Federated Learning, described in section " Federated learning for FCMs ") with the proposed aggregation methods (federated averaging, accuracy-based, and precision-based, defined in section " Aggregation methods "). The authors compare the average accuracy and precision, computed in a test set, for all participants before and after the federation process, and also with the baseline model.

For these experiments, the authors have tested four different data partitions among the participants. The first one is an evenly splitted dataset for every agent. The remaining three are comprised by uneven sets, the first one a random partition and the remaining two with sharp differences where several agents have very small datasets. This way, we can test a hypothetical case where a group of agents want to share secure information and a private model even in the case where one or more of the agents have much less information to share than the rest. Moreover, there are no class balancing mechanisms in the partitioning of the data, and therefore the experiments also test the cases when the percentage of positive samples is noticeable dissimilar.

As it is usual, for each participant’s dataset a split train/test has been performed in order to have a validation dataset to compute the performance metrics.

The results will be shown in tables where the rows are the metrics for each participant, and the columns are the following: the size or percentage of the original dataset that each participant has, the percentage of positives in that participant’s dataset, and the accuracy and the precision on a test set before and after the Blind Federated Learning process.

Experiment 1. Breast Cancer dataset

In this experiment the authors use the Breast Cancer Wisconsin dataset, made publicly available [ 42 ] at the UC Irvine Machine Learning Repository. As a baseline model with no distribution, the FCM with slope 2 and hyperbolic tangent activation function achieves an accuracy on a test set of 0.9211 and a precision of 0.7742, as seen in Table  1 , while the FCM with slope 5 and sigmoid function has an accuracy of 0.8246 and a precision of 0.5714, see Table  2 .

Our first Blind Federated Learning experiment will consist in a distributed system trained with a methodology that is close to the Blind Federated Learning approach, as described in section " Methodological proposal ", and using an aggregation method based on the arithmetic average of the number of participants (federated averaging). Each one of the five participants is provided with a subset of the breast cancer dataset and trains its initial FCM using these data. The results of this first experiment can be found in Tables  3 and  4 , where we see that the Blind Federated Learning process improves the values of the accuracy in every case. But for the most uneven data distributions the precision is not increased.

The next experiment uses the Blended Blind Federated Learning process, also described in section  3 . As in the previous experiment, the authors will use the arithmetic average of the number of participants as the aggregation method. The results are described in Tables  5 and  6 . As in the previous case, the accuracy increases after the Blind Federated Learning process in all cases, but also the precision is improved for all partitions with this methodology.

It is also worth noticing that, with an even partition, the averaged accuracy of the five models is similar (or even better) than the case of an only model using the full dataset (0.9211 for a unique model vs. 0.9296 for the Federated models in the even case with slope 2 and tangent activation function). Moreover, in the case of the uneven splits, the precision is much better than the baseline model (0.7742 vs. 0.8733 for the first random split).

The next experiment uses the accuracy-based aggregation in order to improve the accuracy values of the model, in combination with the Blind Federated Learning methodology. As previously, there will be four different partitions to understand how this methodology deals with participants with different sizes. Tables  7 and  8 collects the results of this experiment, in which the accuracy improves after the federated learning execution as expected, but we find that the precision levels decrease in all uneven data distributions.

Similarly to the former experiment, the next one uses the accuracy-based aggregation and the four different partitions outlined before, but in this case it will be for a Blended Blind Federated Learning system instead of the conventional one. Tables  9 and  10 show how the Blended Blind Federated Learning methodology improves the results of the previous experiment, in the sense that not only the accuracy is better after the federated learning execution, but also the precision in all cases but one.

Our next set of experiments will deal with the precision-based aggregation method in order to try to improve the precision of the model, since the accuracy improves in every previous test. The results for the Blind Federated Learning methodology, using the four different partitions as previously, can be found in Table  11 and  12 , and show the usual improvement of the accuracy of the model post federated learning, but also an increase in the precision of the model in all cases but one.

Finally, the last experiment will be similar to the previous one: the Blended Blind Federated Learning approach, with the precision-based aggregation method, and with the usual four different partitions. The results are described in Tables  13 and  14 and show that the accuracy keeps improving even when the weights of the aggregation method depend on the precision, but the precision only increases in two out of four cases.

Experiment 2. Adult dataset

The dataset for the second experiment will be the adult dataset, with census data from 1994 containing demographic features of adults and their income, from the US Census Bureau, and publicly available [ 42 ] at the UC Irvine ML Repository. The baseline FCM model (Table  15 ) reaches an accuracy of 0.8611 and a precision of 0.9487 in the test set for the FCM model with slope 2 and hyperbolic tangent activation function, and an accuracy of 0.9222 and a precision of 0.9257 (Table  16 ).

The Blind Federated Learning approach combined with arithmetic average of the number of participants in the second dataset shows a very different behaviour for the even and uneven splits (Table  17 and  18 ): the federated learning process improves the performance metrics for the even split compared with the model without federation, but for all the uneven splits we see that the accuracy is much lower because of the amount of data and the target imbalance. Nevertheless, the federation process improves the accuracy, but not the precision, which has higher values than the accuracy.

Next, the Blended Blind Federated Learning with constant weights shows (Tables  19 and  20 ) similar results to those of the Blind Federated Learning, with high accuracy and precision for the even split and lower accuracy for the uneven, and improvement after the federation in the accuracy but not for the precision.

The results (Tables  21 and  22 ) for the Blind Federated Learning using an aggregation based in accuracy shows similar results to the two previous experiments, with limited accuracy for uneven splits and no improvements in the precision for the most extreme uneven splits.

Tables  23 and  24 show the results for the Blended Blind Federated Learning with accuracy-based weights, very similar to those with Blind Federated Learning and the same aggregation method.

The precision-based aggregation method should drastically improve the precision, a metric that, as we have seen in the previous experiments, is more prone to not being improved by the federation process. This is the behaviour that we see in the experiments with this aggregation method, as shown by Table  25 and  26 , where not only the accuracy improves for all splits, but also the precision for all but one, the even split.

In the case of the Blended Blind Federated Learning with precision-based aggregation (Tables  27 and  28 ), the accuracy is improved in all cases, and the precision is also improved but only in the first case of the even split.

The different experiments show that, even in the most imbalanced cases, the federated learning approach improves the average accuracy of the models. FL increases the performance of the models while allowing the private sharing of data among the participants.

Nevertheless, there are differences between the efficiency of the models after the distinct federation methodologies. In general terms, the Blind Federated Learning method has lower precision than the Blended counterpart with the same aggregation approach in two out of three datasets used, while in the third one the results are quite similar for all aggregations. For the breast cancer dataset the results show that, in the case of the Blind Federated Learning, the averaged precision of the models does not improve after the federation process in two out of four examples with different imbalanced data (see Tables  3 and  4 ), while in all cases of the new methodology the averaged precision increases (see Tables  5 and  6 ).

A similar reasoning can be applied to the accuracy-based aggregation methods. In this case, as mentioned before, the accuracy improves in all cases after the federated learning process, independently of the methodology used. Nevertheless, as in the previous example, the Blind Federation process does not increase the model precision in three out of four experiments, always in the imbalanced cases (see Table  7 ). Meanwhile, for the Blended Federated Learning procedure, the precision is increased in all cases but one, the second most imbalanced one (see Table  9 ).

Given the difficulties shown to improve the average precision of the models, the authors test if the precision-based aggregation method can improve the precision of the models while maintaining the accuracy levels post-Federation. The results provides two insights. Firstly, the performance of the model regarding accuracy is improved in all cases, just like in the previous experiments. Secondly the precision is improved in most of the experiments with this aggregation method.

The Blind Federated Learning process increases the averaged precision of the models in all cases but one, the most imbalanced test (see Tables  11 and  12 ). Despite of the rest of the experiments using different aggregation methods, the Blind methodology performs better than the Blended one, since the averaged precision is only increased in two out of four tests (see Tables  13 and  14 ).

Finally, the authors benchmarked the different methodologies and aggregation methods with the initial case where no distribution is made, to understand if the accuracy and precision metrics of the distributed problems are similar to a conventional problem.

The performance of an FCM with only one agent and trained using the full dataset is shown in Tables  1 ,  2 ,  15 and  16 . The accuracy and precision are similar to the averaged metrics of the Federated models using the new methodology, with all aggregation methods, in the case of balanced datasets.

In the case of the Blind Federated Learning approach, we can see that the absolute performance values for the balanced datasets are worse than using the Blended Blind Federated Learning procedure: 0.9123 for the averaged accuracy and 0.6981 for the averaged precision with the aggregation using constant weights, 0.9209 for the averaged accuracy and 0.6981 for the averaged precision with the accuracy-based aggregation, and 0.9123 for the averaged accuracy and 0.7137 for the averaged precision with the precision-based aggregation, in the case of the FCM with slope 2 and hyperbolic tangent activation function.

Clearly, the performance metrics for the imbalanced cases are non-comparable to the non-distributed problem, since the difference between the amount of information each participant holds has to be leveraged.

Conclusions

In this research, the authors propose two innovative methodologies to apply federated learning to FCMs, in order to take advantage of the benefits of this new paradigm for Distributed Artificial Intelligence that allows the sharing of private data in a secure way to train a sophisticated machine learning model.

Both methods show an improvement of the averaged accuracy post-Federation in all experiments performed, both in balanced and imbalanced data. In the balanced case, we can see that both the accuracy and precision are comparable to the performance metrics of the non-distributed case. That is, an only FCM trained with all the available data.

Finally, comparing the two presented proposals, the Blind Federated Learning, and Blended Blind Federated Learning, the second proposal, where the new local model is obtained by averaging the parameters of the global method with the ones of the previous local method, instead of using the global model as the new local model as in the case of the Blind Federated Learning approach, generally performs better across all experiments but for the case when a precision-based aggregation is used.

Also, an important benefit to the use of FCM for the federated learning approach is that there is no need for the definition of an initial model as in the case of conventional federated learning with neural networks, where an additional central server usually describes the architecture of the network that every participant will train. In this case, every participant trains the FCM without any predefined model from the server, making it a blind method. The presented approach addresses the challenge of federated learning without the requirement of an initial model, constituting a novelty in the field.

In the course of this research, we have proposed a methodology for federated learning without an initial model, primarily relying on FCMs. While this research has addressed the challenges associated with blind federated learning, an open research question remains unexplored: the development of federated models based on AI architectures different from FCMs. When dealing with AI models other than FCMs, the blind approach needs to be reformulated, as these models lack the specific characteristics of FCMs.

This first-of-its-kind Global Medical Physics Training and Development Program (GMPTDP) seeks to serve as an opportunity for PSOM and SEAS graduate students to enhance their clinical requirement with a global experience, introduce them to global career opportunities and working effectively in different contexts, and strengthens partnerships for education and research between US and Africa. This would also be an exceptional opportunity for pre-med/pre-health students and students interested in health tech to have a hands-on global experience with some of the leading professionals in the field. The project will include instruction in automated radiation planning through artificial intelligence (AI); this will increase access to quality cancer care by standardizing radiation planning to reduce inter-user variability and error, decreasing workload on the limited radiation workforce, and shortening time to treatment for patients. GMPTDP will offer a summer clinical practicum to Penn students during which time they will also collaborate with UGhana to implement and evaluate AI tools in the clinical workflow.

The proposal will address today’s pressing crises of climate change, land degradation, biodiversity loss, and growing economic disparities with a holistic approach that combines regional and small-scale actions necessary to achieve sustainability. It will also tackle a key issue found across sub-Saharan Africa, many emerging economies, and economically developed countries that struggle to control rapid unplanned urbanization that vastly outpaces the carrying capacity of the surrounding environment.

The regional portion of the project will create a framework for a greenbelt that halts the expansion of the metropolitan footprint. It will also protect the Niayes, an arable strip of land that produces over 80% of the country’s vegetables, from degradation. This partnership will also form a south-south collaboration to provide insights into best practices from a city experiencing similar pressures.

The small-scale portion of the project will bolster and create synergy with ongoing governmental and grassroots initiatives aimed at restoring green spaces currently being infilled or degraded in the capital. This will help to identify overlapping goals between endeavors, leading to collaboration and mobilizing greater funding possibilities instead of competing over the same limited resources. With these partners, we will identify and design Nature-based Solutions for future implementation.

Conduct research through fieldwork to examine questions surrounding Jewish identity in Africa. Research will be presented in e.g. articles, photographic images, and films, as well as in a capstone book. In repeat site-visits to Uganda, South Africa, Ghana, and Zimbabwe, we will conduct interviews with and take photographs of stakeholders from key communities in order to document their everyday lives and religious practices.

The overall aim of this project is the development of a nationally representative study on aging in Ghana. This goal requires expanding our network of Ghanian collaborators and actively engage them in research on aging. The PIs will build on existing institutional contacts in Ghana that include:

1). Current collaboration with the Navrongo Health Research Center (NCHR) on a pilot data collection on cognitive aging in Ghana (funded by a NIA supplement and which provides the matching funds for this Global Engagement fund grant application);

2) Active collaboration with the Regional Institute for Population Studies (RIPS), University of Ghana. Elo has had a long-term collaboration with Dr. Ayaga Bawah who is the current director of RIPS.

In collaboration with UNHCR, we propose studying the effects of a dramatic drop in the level of support for refugees, using a regression discontinuity design to survey 2,500 refugee households just above and 2,500 households just below the vulnerability score cutoff that determines eligibility for full rations. This study will identify the effects of aid cuts on the welfare of an important marginalized population, and on their livelihood adaptation strategies. As UNHCR faces budgetary cuts in multiple refugee-hosting contexts, our study will inform policymakers on the effects of funding withdrawal as well as contribute to the literature on cash transfers.

The proposed project, titled "A History of Regenerative Agriculture Practices from the Global South: Case Studies from Ethiopia, Kenya, and Zimbabwe," aims to delve into the historical and contemporary practices of regenerative agriculture in sub-Saharan Africa. Anticipated Outputs and Outcomes:

1. Research Paper: The primary output of this project will be a comprehensive research paper. This paper will draw from a rich pool of historical and contemporary data to explore the history of regenerative agriculture practices in Ethiopia, Kenya, and Zimbabwe. It will document the indigenous knowledge and practices that have sustained these regions for generations.

2. Policy Digest: In addition to academic research, the project will produce a policy digest. This digest will distill the research findings into actionable insights for policymakers, both at the national and international levels. It will highlight the benefits of regenerative agriculture and provide recommendations for policy frameworks that encourage its adoption.

3. Long-term Partnerships: The project intends to establish long-term partnerships with local and regional universities, such as Great Lakes University Kisumu, Kenya. These partnerships will facilitate knowledge exchange, collaborative research, and capacity building in regenerative agriculture practices. Such collaborations align with Penn Global's goal of strengthening institutional relationships with African partners.

The Penn Computerized Neurocognitive Battery (PCNB) was developed at the University of Pennsylvania by Dr. Ruben C. Gur and colleagues to be administered as part of a comprehensive neuropsychiatric assessment. Consisting of a series of cognitive tasks that help identify individuals’ cognitive strengths and weaknesses, it has recently been culturally adapted and validated by our team for assessment of school-aged children in Botswana . The project involves partnership with the Botswana Ministry of Education and Skills Development (MoESD) to support the rollout of the PCNB for assessment of public primary and secondary school students in Botswana. The multidisciplinary Penn-based team will work with partners in Botswana to guide the PCNB rollout, evaluate fidelity to the testing standards, and track student progress after assessment and intervention. The proposed project will strengthen a well-established partnership between Drs. Elizabeth Lowenthal and J. Cobb Scott from the PSOM and in-country partners. Dr. Sharon Wolf, from Penn’s Graduate School of Education, is an expert in child development who has done extensive work with the Ministry of Education in Ghana to support improvements in early childhood education programs. She is joining the team to provide the necessary interdisciplinary perspective to help guide interventions and evaluations accompanying this new use of the PCNB to support this key program in Africa.

This project will build on exploratory research completed by December 24, 2023 in which the PI interviewed about 35 South Africans involved in jazz/improvised music mostly in Cape Town: venue owners, curators, creators, improvisers.

This study focuses on the potential of a Megaregional approach for fostering sustainable development, economic growth, and social inclusion within the East African Community (EAC), with a specific focus on supporting the development of A Vision for An Inclusive Joint Lakefront across the 5 riparian counties in Kenya.

By leveraging the principles of Megaregion development, this project aims to create a unified socio-economic, planning, urbanism, cultural, and preservation strategy that transcends county boundaries and promotes collaboration further afield, among the EAC member countries surrounding the Lake Victoria Basin.

Anticipated Outputs and Outcomes:

1. Megaregion Conceptual Framework: The project will develop a comprehensive Megaregion Conceptual Framework for the Joint Lakefront region in East Africa. This framework, which different regions around the world have applied as a way of bridging local boundaries toward a unified regional vision will give the Kisumu Lake region a path toward cooperative, multi-jurisdictional planning. The Conceptual Framework will be both broad and specific, including actionable strategies, projects, and initiatives aimed at sustainable development, economic growth, social inclusion, and environmental stewardship.

2. Urbanism Projects: Specific urbanism projects will be proposed for key urban centers within the Kenyan riparian counties. These projects will serve as tangible examples of potential improvements and catalysts for broader development efforts.

3. Research Publication: The findings of the study will be captured in a research publication, contributing to academic discourse and increasing Penn's visibility in the field of African urbanism and sustainable development

Antimicrobial resistance (AMR) has emerged as a global crisis, causing more deaths than HIV/AIDS and malaria worldwide. By engaging in a collaborative effort with the Botswana Ministry of Health’s data scientists and experts in microbiology, human and veterinary medicine, and bioinformatics, we will aim to design new electronic medical record system modules that will:

Aim 1: Support the capturing, reporting, and submission of microbiology data from sentinel surveillance laboratories as well as pharmacies across the country

Aim 2: Develop data analytic dashboards for visualizing and characterizing regional AMR and AMC patterns

Aim 3: Submit AMR and AMC data to regional and global surveillance programs

Aim 4: Establish thresholds for alert notifications when disease activity exceeds expected incidence to serve as an early warning system for outbreak detection.

  Using a novel interdisciplinary approach that bridges development economics, psychology, and neuroscience, the overall goal of this project is to improve children's development using a poverty-reduction intervention in Cote d'Ivoire (CIV). The project will directly measure the impacts of cash transfers (CTs) on neurocognitive development, providing a greater understanding of how economic interventions can support the eradication of poverty and ensure that all children flourish and realize their full potential. The project will examine causal mechanisms by which CTs support children’s healthy neurocognitive development and learning outcomes through the novel use of an advanced neuroimaging tool, functional Near Infrared Spectroscopy (fNIRS), direct child assessments, and parent interviews.

The proposed research, the GIGA initiative for Improving Education in Rwanda (GIER), will produce empirical evidence on the impact of connecting schools on education outcomes to enable Rwanda to better understand how to accelerate the efforts to bring connectivity to schools, how to improve instruction and learning among both teachers and students, and whether schools can become internet hubs capable of providing access e-commerce and e-government services to surrounding communities. In addition to evaluating the impact of connecting schools on educational outcomes, the research would also help determine which aspects of the program are critical to success before it is rolled out nationwide.

Through historical epigraphic research, the project will test the hypothesis that historical processes and outcomes in the 14th century were precipitated by a series of related global and local factors and that, moreover, an interdisciplinary and synergistic analysis of these factors embracing climatology, hydrology, epidemiology linguistics and migration will explain the transformation of the cultural, religious and social landscapes of the time more effectively than the ‘clash of civilizations’ paradigm dominant in the field. Outputs include a public online interface for the epigraphic archive; a major international conference at Penn with colleagues from partner universities (Ghent, Pisa, Edinburgh and Penn) as well as the wider South Asia community; development of a graduate course around the research project, on multi-disciplinary approaches to the problem of Hindu-Muslim interaction in medieval India; and a public facing presentation of our findings and methods to demonstrate the path forward for Indian history. Several Penn students, including a postdoc, will be actively engaged.  

India’s competitive electoral arena has failed to generate democratic accountability pressures to reduce toxic air. This project seeks to broadly understand barriers to such pressures from developing, and how to overcome them. In doing so, the project will provide the first systematic study of attitudes and behaviors of citizens and elected officials regarding air pollution in India. The project will 1) conduct in-depth interviews with elected local officials in Delhi, and a large-scale survey of elected officials in seven Indian states affected by air pollution, and 2) partner with relevant civil society organizations, international bodies like the United Nations Environment Program (UNEP), domain experts at research centers like the Public Health Foundation of India (PHFI), and local civic organizations (Janagraaha) to evaluate a range of potential strategies to address pollution apathy, including public information campaigns with highly affected citizens (PHFI), and local pollution reports for policymakers (Janagraaha).

The biggest benefit from generative AI such as GPT, will be the widespread availability of tutoring systems to support education. The project will use this technology to build a conversational voicebot to support Indian students in learning English. The project will engage end users (Indian tutors and their students) in the project from the beginning. The initial prototype voice-driven conversational system will be field-tested in Indian schools and adapted. The project includes 3 stages of development:

1) Develop our conversational agent. Specify the exact initial use case and Conduct preliminary user testing.

2) Fully localize to India, addressing issues identified in Phase 1 user testing.

3) Do comprehensive user testing with detailed observation of 8-12 students using the agent for multiple months; conduct additional assessments of other stakeholders.

The project partners with Ashoka University and Pratham over all three stages, including writing scholarly papers.

Through empirical policy analysis and data-based scenario planning, this project actively contributes to this global effort by investigating planning and policy responses to autonomous transportation in the US and China. In addition to publishing several research papers on this subject, the PI plans to develop a new course and organize a forum at PWCC in 2025. These initiatives are aligned with an overarching endeavor that the PI leads at the Weitzman School of Design, which aims to establish a Future Cities Lab dedicated to research and collaboration in the pursuit of sustainable cities.

This study aims to fill this gap through a more humanistic approach to measuring the impact of education on national development. Leveraging a mixed methods research design consisting of analysis of quantitative data for trends over time, observations of schools and classrooms, and qualitative inquiry via talking to people and hearing their stories, we hope to build a comprehensive picture of educational trends in Nepal and their association with intra-country development. Through this project we strive to better inform the efforts of state authorities and international organizations working to enhance sustainable development within Nepal, while concurrently creating space and guidance for further impact analyses. Among various methods of dissemination of the study’s findings, one key goal is to feed this information into writing a book on this topic.

Developing cities across the world have taken the lead in adopting local environmental regulation. Yet standard models of environmental governance begin with the assumption that local actors should have no incentives for protecting “the commons.” Given the benefits of climate change regulation are diffuse, individual local actors face a collective action problem. This project explores why some local governments bear the costs of environmental regulation while most choose to free-ride. The anticipated outputs of the project include qualitative data that illuminate case studies and the coding of quantitative spatial data sets for studying urban land-use. These different forms of data collection will allow me to develop and test a theoretical framework for understanding when and why city governments adopt environmental policy.

The proposed project will develop new insights on the issue of legislative solutions to the nurse staffing crisis, which will pertain to many U.S. states and U.K. countries. The PI will supervise the nurse survey data collection and to meet with government and nursing association stakeholders to plan the optimal preparation of reports and dissemination of results. The anticipated outputs of the project are a description of variation throughout Scotland in hospital nursing features, including nurse staffing, nurse work environments, extent of adherence to the Law’s required principles, duties, and method, and nurse intent to leave. The outcomes will be the development of capacity for sophisticated quantitative research by Scottish investigators, where such skills are greatly needed but lacking.  

The proposed project will engage multi-cohort, cross-national comparisons of educational-attainment and labor-market experiences of young adults in three countries that dramatically diverge in how they have developed college education over the last three decades: Finland, South Korea and the US. It will produce comparative knowledge regarding consequences of different pathways to higher education, which has significant policy implications for educational and economic inequality in Finland, Korea, the US, and beyond. The project also will lay the foundation for ongoing collaboration among the three country teams to seek external funding for sustained collaboration on educational analyses.

With matching funds from PLAC and CLALS, we will jointly fund four scholars from diverse LAC countries to participate in workshops to engage our community regarding successful practices of community-academic partnerships.

These four scholars and practitioners from Latin America, who are experts on community-engaged scholarship, will visit the Penn campus during the early fall of 2024. As part of their various engagements on campus, these scholars will participate after the workshops as key guest speakers in the 7th edition of the Penn in Latin America and the Caribbean (PLAC) Conference, held on October 11, 2024, at the Perry World House. The conference will focus on "Public and Community Engaged Scholarship in Latin America, the Caribbean, and their Diasporas."

Palermo, Sicily, has been a leading center of migrant rights advocacy and migrant civic participation in the twenty-first century. This project will engage an existing network of diverse migrant community associations and anti-mafia organizations in Palermo to take stock of migrant rights and support systems in the city. Our partner organizations, research assistants, and cultural mediators from different communities will design and conduct a survey and interviews documenting experiences, issues and opportunities related to various rights – to asylum, housing, work, health care, food, education, and more. Our web-based report will include recommendations for city and regional authorities and other actors in civil society. The last phase of our project will involve community outreach and organizing to advance these objectives. The web site we create will be designed as the network’s information center, with a directory of civil society and services, updating an inventory not current since 2014, which our partner Diaspore per la Pace will continue to update.

This interdisciplinary project has four objectives: 1) to investigate why some governments and non-state actors elevated cultural heritage exploitation (CHX) to the strategic level of warfare alongside nuclear weapons, cyberattacks, political influence operations and other “game changers”; 2) which state or non-state actors (e.g. weak actors) use heritage for leverage in conflict and why; and 3) to identify the mechanisms through which CHX coerces an adversary (e.g. catalyzing international involvement); and 4) to identify the best policy responses for non-state actors and states to address the challenge of CHX posed by their adversaries, based on the findings produced by the first three objectives.

Identify the capacity of dental schools, organizations training oral health professionals and conducting oral health research to contribute to oral health policies in the WHO Eastern Mediterranean region, identify the barriers and facilitators to engage in OHPs, and subsequently define research priority areas for the region in collaboration with the WHO, oral health academia, researchers, and other regional stakeholders.
