Apply for a First-Time Passport

If you've never had a U.S. passport, are 16 or under, or aren't allowed to renew an existing passport by mail, you need to apply for a new passport in person at the Post Office.

Step 1: Gather Documents Early

Generally, you should apply for your new passport as soon as you know you’ll be traveling internationally—at least several months in advance. Passport processing times may vary, so be sure to check the latest State Department service estimates . First-time applicants, minors, and applicants who need a new passport but may not renew by mail may submit their passport application at the Post Office. The U.S. State Department website explains what you'll need to bring with you.

  • Proof of U.S. Citizenship document and a photocopy of the front and back

Apply for a Passport in Person

Step 2: Prepare Your Application Package

Visit the U.S. Department of State website to learn how to apply for a passport and what documents you need.

  • Complete your Form DS-11 Application for U.S. Passport on the State Department website.
  • Print your completed application. DO NOT SIGN YOUR APPLICATION. A Postal employee must witness your signature.
  • Have a passport photo taken.
  • Photocopy your proof of identity and U.S. Citizenship documents.
  • Post Offices accept credit cards, checks, and money orders for Post Office acceptance fees.
  • State Department fees are mailed with your application. You can pay with a personal, certified, cashier's, traveler's check, or money order, payable to "U.S. Department of State."

Step 3: Schedule an Appointment

Post Offices that offer passport services have set hours, and you'll need to schedule an appointment using the online Retail Customer Appointment Scheduler or a Post Office lobby self-service kiosk.

Scheduling Online

  • Go to Schedule an Appointment .
  • Choose the passport service you need, along with the number of adults and minors who need appointments.
  • You can search for appointment by location or date first. If you search by location first, you'll then be asked to choose a date and time; if you search by date first, you'll then need to choose a location and time.
  • After you choose your appointment location and time, provide your contact information, and agree to the Terms and Conditions.
  • Click Review Appointment , then confirm your appointment.

If you need to modify or cancel your appointment, click the Manage Appointments tab and enter your confirmation number and email address or phone number.

Using a Self-Service Kiosk

  • Go to a Post Office location with lobby self-service kiosks. Find USPS Locations
  • At the self-service kiosk, touch the screen to begin, then select "Other Services," then "Passport Scheduler."
  • Choose the passport service you need, then enter the number of adults and minors who need appointments.
  • Search for Post Office locations by ZIP Code™ or City/State and choose a location.
  • Select an available appointment date and time, then agree to the Terms and Conditions.
  • Enter your contact information and decide if you'd like to receive SMS text notifications.
  • Review and confirm your information, then select “Schedule Appointment” to finalize.
  • Take your printed receipt listing your confirmation number and appointment details.

Step 4: Pay Passport Acceptance & Processing Fees

First-time passport applications have two types of basic fees, the application acceptance fee and the application processing fee. Passport photos and fees for faster processing are extra. Learn how to calculate fees and what you can use to pay for them.

Application Acceptance Fees – Postal Service

Pay acceptance fees in person at the Post Office. You may pay by check or money order, payable to "Postmaster," debit card, or credit card.

  • $35.00 - Post Office acceptance fee
  • $15.00 - Post Office photo fee (if needed)

Application Processing Fees – Department of State

State Department payment is sent with your application package. State Department fees are paid separately from USPS fees.

  • State Department Fees State Department passport fees vary. Calculate passport fees online .
  • Personal, certified, cashier's, or traveler's check, payable to "U.S. Department of State."
  • Money order payable to "U.S. Department of State." You can buy a money order at the Post Office with cash, a debit card, or a traveler's check. You cannot pay with a credit card.

Application Status Updates

  • Use the Online Passport Status System to check your application status if you applied by mail or in person. You may not be able to get a status update for 2 weeks after you apply or renew. During these weeks, your application and supporting documents are on their way to the Department of State. Renew a Passport by Mail

If you are eligible to renew your passport, please complete Passport Renewal Application Form DS-82 (see completion instructions on the form), and mail your completed renewal application directly to the State Department for processing. To verify if your passport is eligible for renewal by mail, please visit State Department Renew By Mail .

Step 1: Check Your Eligibility to Renew by Mail

A minor's passport may not be renewed by mail; to renew a minor's passport, you need to submit a new, first-time passport application in person . An adult passport may be renewed by mail if it meets certain requirements.

You can renew your adult passport by mail if you answer "Yes" to all 5 of the following statements:

Your passport:

  • Is in your possession to submit with your application.
  • Is undamaged other than normal "wear and tear."
  • Was issued when you were age 16 or older.
  • Was issued within the last 15 years.
  • Was issued in your current name or you can document your name change. (Name changes are explained on Change a Passport .)

If your passport does not meet all these requirements, do not mail your renewal application. You must prepare the same application package as a first-time passport applicant.

State Department Renew by Mail

Apply early for renewals as many countries require that passports be valid for at least 6 months after you enter their country. Learn how to properly prepare your application package and include all the necessary documents so your passport is processed on time.

  • Complete your Passport Renewal Application Form DS-82 on the State Department website.
  • Print and sign your DS-82 form.
  • Have a passport photo taken. You can schedule a passport photo-only appointment at a Post Office ™ location.
  • Calculate your passport renewal fees .
  • Collect your most recent passport, completed and signed application, renewal fees, and name change documents, if needed.
  • Use an envelope large enough to fit the application without folding it.
  • TIP : Pay for Priority Mail Express ® or Priority Mail ® service and get free envelopes that are large enough to hold your application. Order easily online: Priority Mail Express Flat Rate Envelope or Priority Mail Flat Rate Envelope .
  • Address the envelope to the location for your state. See page 2 of your DS-82 form.

If you need your passport faster for emergency travel or another special case, you can send your passport application via Priority Mail Express ® service and pay the State Department fee for faster delivery.

Life-or-Death Emergency

If you need to travel within 72 hours (3 business days) for an immediate family member who is dead, dying, or has a life-threatening illness or injury:

Urgent Travel in Less than 10 Weeks

If you are traveling in less than 10 weeks, you must call the State Department Passport Agency to schedule an appointment:

Passport Travel Tips

Safeguard your Passport. You must present your passport to the Customs and Border Protection officer upon arrival in the United States. Carry your passport—do not pack it in your checked luggage. We recommend you make a copy of your passport and put it in a separate place as a safeguard in case it is lost or stolen.

Traveling with Children. All children, including infants, must have their own passport or Trusted Traveler Program for U.S. entry. Carry documents for traveling with minor children.

  • If you are escorting a minor child without the parents, have a letter from both parents indicating that you have permission to travel with the minor.
  • If the child is accompanied by only one parent, the parent should have a note from the child's other parent. For example, "I acknowledge that my wife/ husband is traveling out of the country with my son/ daughter. He/She/ has my permission to do so."
  • If a single parent has sole custody, a copy of the court custody document can replace a letter from the other parent.

Last week we reported that beginning Jan. 8, passports will be required for U.S. citizens and foreign travelers entering the U.S. from Canada, the Caribbean and Mexico through airports or seaports. Many of you called or e-mailed to ask how to apply for or renew a passport.

To find out how to get a passport, see the U.S. State Department’s Web site at www.travel.state.gov or call the U.S. National Passport Information Center at 877-487-2778. If you’re renewing, you can do it by mail, but if you’re getting a passport for the first time, you have to apply in person. For a list of post offices and other facilities in the Seattle area where passports are processed, type in your ZIP code at www.iafdb.travel.state.gov .

First-time passports for those 16 and older cost $97, not including photos. For those younger than 16, the cost is $82. Renewals are $67.

Count on about six weeks’ processing time, although it may be less. Expedited service is available for an extra fee.

Passports for last-minute travel are issued by appointment only at the Seattle Passport Agency in the Henry Jackson Federal Building, 915 Second Ave. If you’re traveling within two weeks and need emergency service, call 877-487-2778 for an appointment.

If you’re planning to cross the border by car or take a ferry or the Victoria Clipper to Canada, you won’t need a passport until 2008. Tourism officials lobbied for the delay, and they hope to persuade the government to come up with an alternative.

Travel-industry officials are pushing to have the passport rules for air and sea travel delayed beyond next January, but they’re not holding their breath.

For Seattleites, the rules will apply to float-plane travel to and from B.C.; Canada cruises to Alaska that travel via Victoria and Vancouver, B.C.; and weekend cruises between Seattle and B.C.

Duty-free sales resume for Americans

Sales of duty-free liquor, perfume and other liquid or cream items to U.S.-bound passengers traveling from Europe have resumed after a ban following an Aug. 10 terrorist threat to bomb U.S. planes.

One caveat: If you want to bring these back, make sure you’re flying directly to your final destination without a connection through another U.S. city.

Duty-free shops at Amsterdam’s Schiphol airport, Charles de Gaulle in Paris, Frankfurt, New Zealand’s Auckland International and others are arranging for shop personnel to deliver the goods to U.S. passengers in sealed bags after a security check at the gates. The items have to be purchased at least 90 minutes before departure.

In most cases, passengers with connecting flights in the U.S. can’t take advantage of the service because of the Transportation Security Administration ban on passengers carrying liquids aboard planes.

Added fee proposed for fast-pass program

With opposition mounting, Homeland Security Secretary Michael Chertoff said that he is “still looking at” how much to charge air travelers for a fast-pass program that would speed them through airport security.

Chertoff said he supports the idea of making people in the Registered Traveler program “pay their own weight,” which could cost up to $200 a year.

Chertoff’s comments come days after the Transportation Security Administration (TSA) disclosed that it plans to charge travelers $100 to $120 to enroll in Registered Traveler program and at least $70 a year after that.

The government costs are in addition to roughly $80 annually that program participants would have to pay to private companies operating the program.

Under Registered Traveler, people who pass a voluntary background check would receive a fingerprint-embedded ID card that would give them access to special security lanes with expedited screening.

TSA says it is moving ahead with plans to introduce the program at 20 airports by the end of this year. So far, Seattle-Tacoma International Airport has said it doesn’t plan to participate. Saflink, a Bellevue security company, plans to compete for airport contracts nationwide.

Letter From Passport Office

If you received a letter or email from the government regarding your passport application, then it means they need more information from you in order to process your application. They give you 90 days to send the requested information.

Once you have the information they need, you will then need to send your response to the mailing address listed in the letter or email, including the last four digits of the zip code. If you do not see the answer to your question on this site, then they recommend you call the National Passport Information Center at 877-487-2778 or 888-874-7793 (TDD/TTY). Below are some commons reasons for the government to contact you regarding passports.

Your photo isn't acceptable

One of the most common issues with passport applications is the photo. Please view the passport photo requirements before taking a new photo.

Documents sent doesn't show you are parent or guardian of child

The documents you submitted for the passport application for your child does not show that you are the parent or legal guardian. To show parental relationship, submit one of the following:

  • US birth certificate
  • Consular Report of Birth Abroad
  • Foreign birth certificate
  • Adoption decree
  • Divorce/Custody decree

You alsomay have received this letter if your name had changed since the child was born. In that instance you need to send evidence of your name change. Examples include:

  • Court-ordered name change
  • Marriage certificate
  • Divorce decree

Something wrong with the birth certificate submitted

There was something wrong with the US birth certificate you submitted. You must submit both the original or certified birth certificate and a photocopy. To be acceptable, your US birth certificate must meet the following requirements:

  • Issued by the city, county, or state of birth
  • Lists applicant's full name, date of birth, and place of birth
  • Lists parent(s) full names
  • Has the signature of the city, county, or state registrar
  • Has the date filed with registrar's office (must be within one year of birth)
  • Has the seal of issuing authority

If the birth certificate you sent does not meet one of the requirements above, then you need to contact the vital records office of the state or territory in which you were born to order a new US birth certificate. If there is no birth certificate on file in the state or territory in which you were born, you must submit a Letter of No Record and a combination of early public records. Something wrong with passport renewal Form DS-82

There could be different reasons why they mailed you a letter requesting additional information for your passport renewal application. Some of those reasons are listed below:

  • No photo was attached to the application
  • The application was not completed or signed
  • Your most recent passport was not submitted with the application
  • The correct fee was not included with the application
  • The name change document you submitted was not acceptable

Follow the instructions in the letter and return the requested documentation or application to the address on the letter. For more information view the passport renewal process page. Please note, you may also have received a letter from them to let you know that you are not eligible to mail in your application.

ID submitted wasn't sufficient

When applying in person you were required to show the acceptance agency your ID, for example your driver's license. If you received a letter or email requesting additional IDs, it is recommended that you send back as many forms of IDs as you have available.

They prefer you send IDs issued over 5 years ago. You are allowed to send photocopies of the IDs, front and back. To see a full list of IDs they will accept for your application, please view the passport identification page.

Both parents/guardians did not appear in person

They will send a letter if both parents or guardians did not appear in person for your child's passport application. If only one (or neither) parent or guardian applied in person for the child's passport, they may have a question about parental consent.

You changed names, but the document was still insufficient

Us citizen when parents naturalized, but documents not sufficient.

If you were born outside the United States and acquired US citizenship through the naturalization of your parent(s), you must submit the following:

  • Your foreign birth certificate that lists your parents
  • Your parents naturalization certificate(s)
  • Evidence of your permanent residence status. Some examples include a permanent resident card or green card and a fforeign passport with the original I-551 visa entry stamp
  • Your parents marriage certificate (if your parents were married when you legally entered the US and before your 18th birthday)
  • Documentation of legal custody (if your parents were not married when you legally entered the US)
  • Evidence of your legitimation (if your parents were not married at the time of your birth). Some examples include your parents marriage certificate dated after your birth and a certified court order of legitimation

Never applied for a passport before? There’s no need to worry — the process is relatively painless. For adult U.S. citizens applying for their first passport, the journey typically begins with the completion of a DS-11 form, a document that can be accessed through the U.S. Department of State website . Once filled out, applicants can assess their total cost using the page’s handy calculator , then fill out a check or money order (as many passport acceptance facilities won’t take cash or card).

Next, applicants must obtain proof of U.S. citizenship (options range from a birth certificate to a certificate of naturalization) as well as a photocopy of the document, a valid ID and photocopy of said ID, and a photo that adheres to U.S. Department of State passport photo requirements . Once all the above documents have been compiled, applicants can search for a passport acceptance facility through the bureau’s online portal , then schedule an appointment to submit their application. Unfortunately, first-time passport applications can’t be processed by mail, so an in-person appointment (typically at a local post office) is necessary to obtain your document.

On the other hand, those with passports nearing their expiration date (side note: most countries require visitors’ passports to be at least six months away from expiration in order to enter) or running out of stamp space can enter a much more hassle-free process for passport renewal. If eligible for renewal by mail, applicants can compile a filled-out DS-82 form, their current passport, any necessary name change documents, an acceptable photo, and a check or money order, then drop their application in the mail for processing.

Travel plans can change in an instant, and if you suddenly have an international voyage in the works and no valid passport to call your own, there may still be hope on the horizon. The U.S. Department of State works in tandem with multiple passport agencies and centers, each one designed to receive patrons who have urgent travel plans in the next 14 calendar days.

Travelers can contact the National Passport Information Center at 1-877-487-2778 to make an appointment, with both Life-or-Death Emergency Service and Urgent Travel Service options available depending on the circumstances. Once contacted, the center will work with eligible callers to set up the soonest available appointment in a nearby office. Note that walk-ins are strictly forbidden, so all travelers will need to call the above number in order to properly facilitate an appointment.

If you’re eagerly awaiting your passport and need to make a last-minute trip, you’ll need to call the National Passport Information Center at the number given above and request a change from routine to expedited processing. Following the phone call, travelers will receive information via email about how to pay the $60 processing fee that’s required for making the change. To speed up the process even further, applicants can also pay a $19.53 fee for 1-2 day delivery of the passport once it’s been printed by the office.

Children under 16

All children under 16 must appear in person to apply. A parent (preferably both) must be present and must sign the passport application.

Children ages 16-17

PUTRAJAYA: Syed Saddiq Abdul Rahman (pic) has been granted temporary access to his passport by the Court of Appeal, enabling him to travel to Singapore and Taiwan.

The Muar MP had applied for the temporary release of his passport to enable him to attend a wedding ceremony of the daughter of his close friend in Singapore this Saturday (May 18) and also to Taiwan from June 10 until June 15, following an invitation by the Taipei Economic and Cultural Office In Malaysia as one of the representatives for Malaysia to visit Taiwan.

A three-member panel comprising Justices Datuk Hadhariah Syed Ismail, Mohamed Zaini Mazlan and Datuk Azmi Ariffin allowed Syed Saddiq’s application after Deputy Public Prosecutor Mohd Afif Ali did not object.

Syed Saddiq was ordered to return the passport to the court on or before June 18.

The court also allowed a request by Syed Saddiq’s lawyer, Datuk Hisyam Teh Poh Teik, for the court to prepare and issue a letter on Wednesday (May 15) to the director-general of Immigration to enable his client to travel overseas.

On Nov 9 last year, Syed Saddiq was sentenced to seven years in jail and fined RM10mil and two strokes of the cane by the High Court in Kuala Lumpur after being found guilty of four charges of criminal breach of trust, misappropriation of funds and money laundering.

He subsequently filed an appeal to the Court of Appeal on the same day.

Syed Saddiq, 31, who was Youth and Sports Minister from 2018 to 2020, was charged with abetting former Armada assistant treasurer Rafiq Hakim Razali, who was entrusted with RM1mil of Armada’s funds, to commit criminal breach of trust by misappropriating the funds.

The offence was allegedly committed at CIMB Bank Bhd, Menara CIMB KL Sentral, Jalan Stesen Sentral 2 here on March 6, 2020.

For the second charge, he was accused of misappropriating RM120,000 from Armada Bumi Bersatu Enterprise’s Maybank Islamic Bhd account by making Rafiq dispose of the money.

Syed Saddiq was also charged with two counts of laundering money via transactions of RM50,000 each, believed to be proceeds from unlawful activities, from his Maybank Islamic Bhd account into his Amanah Saham Bumiputera account in a bank at Jalan Persisiran Perling, Taman Perling, Johor Baru, on June 16 and 19, 2018.

The High Court had allowed Syed Saddiq’s application to stay the execution of all sentences pending appeal.
