CHED Scholarship Program: Qualifications, Requirements, And The Application Process

Starting march 1, 2020, up to may 31, 2020, the commission on higher education (ched) will welcome applications for ched scholarships..

Through this program, CHED aims to provide educational support to deserving students with financially challenged parents or guardians.

Additionally, it was created to help indigent and homeless citizens, persons with a disability, senior citizens or solo parents, and their dependents to get a degree that will improve their current situation.

What is the CHED Scholarship Program?

Also known as the Student Financial Assistance Program (StuFaps), incoming freshmen and college-level students are encouraged to apply to this program as they will be given financial support that amounts to P15,000 to P30,000 per semester.

This financial support can be used on CHED priority courses once they meet the criteria.

  • Set guidelines in choosing the selection of economically challenged but eligible students.
  • Guarantee that the grantees are enrolled in approved Higher Education Institutions (HEI) with established priority courses under the CHED Memorandum Order (CMO) No. 1 series of 2014.
  • Ensure the efficient management and implementation of the StuFAp.

What are the qualifications for a CHED Scholarship?

Aside from being a Filipino citizen, listed below are the competencies to avail of the CHED scholarship:

  • Must be 30 years old and below at the time of submission.
  • Must be a senior high school graduate or a candidate for graduation. Senior passers of the Alternative Learning System (ALS) and Philippine Educational Placement Test (PEPT) passer can also apply. College students with earned units will also be accommodated.
  • Parents or guardians of applicants must not have a gross income of P300,000 when combined annually.
  • An applicant can avail of only one financial support program or CHED grant.
  • An applicant must not have graduated on any degree program.

Note that to avail of a full scholarship, an applicant is required to have a 90% general weighted average (GWA). On the other hand, an enrollee is required to have an 85% GWA to enjoy partial grants.

What are the CHED Scholarship requirements?

Once you meet the criteria, collect and prepare the documents below. Make sure all the requirements are complete for a smooth application.

  • CHED StuFAPs application form. To download, click here .
  • Birth certificate
  • Report card
  • Verified true copy of grades for grade 11 applicants. High school students need to submit their first semester certified true copy of grades.
  • For college-level students, present a clear photocopy of all your grades with the total percentage of GWA duly verified by the Registrar Office of your university.
  • Current income tax return (ITR) of parents or guardians.
  • A copy of their certificate of tax exemption that can be acquired from the Bureau of Internal Revenue (BIR).
  • Certificate of indigence that can be obtained from the Department of Social Welfare and Development (DSWD) or from their respective barangays.
  • A copy of the case study report released by the DSWD
  • Current proof of income or employment contract is needed for children of overseas Filipino workers (OFW).

How to apply for CHED Scholarship

  • Verify that the chosen course is from the CHED priority courses. To check, click here .
  • After filling out the CHED scholarship form, submit it together with your requirements at the CHED Regional Office that governs your school.
  • The CHED Regional Office (CHEDRO) will assess your application based on their criteria.

Via online application

Duly fill out the online CSP application form and have it printed. Scan your complete requirements and attach a 2×2 ID photo. To verify the email address of your CHEDRO, click here. Send your scanned required documents in PDF file.

When approved, you will receive a notice of award (NOA). Sign the NOA and send it back to the CHEDRO through hard copy or electronic form within 30 days.

Responsibilities of a CHED Scholar

  • You are required to enroll in priority programs set by the private higher educational institutions (PHEIs) or state universities and colleges (SUCs) and local universities and colleges (LUCs) with certificate of program compliance (COPC).
  • A GWA of not lower than 85% must be maintained by full scholars and 80% for those with partial grants.
  • Per semester, they must also have a regular load as established by the appointed HEI.
  • Finish the degree program within the allotted time frame. Note that transferring to another authorized priority program is allowed as long as it is approved by the CHEDRO.

Do I need to take an examination to be a CHED scholar?

No, there will be no exam to be a CHED scholar.

What are the grounds for termination of the CHED scholarship?

  • If a grantee fails to maintain a GWA of 80% within a specific term
  • Postponement and dropping out from the university of scholarship recipient without informing the appropriate CHEDRO
  • Enrolling in an academic load lower than the normal units set by the HEI
  • Shifting to other HEI or academic programs without the authorization the concerned CHEDRO

The CHED Scholarship Program is for the qualified and deserving students entering first year of Tertiary Education whose General Weighted Average (GWA) is at least 96% or its equivalent (for Full Merit Program) and 93%-95% or its equivalent (for Half Merit Program). ( CMO No. 11, S. 2021 )

The CHED Scholarship Program for AY 2021-2022 will be closing soon. The application opened last July 1, 2021 and will be closing on August 15, 2021 .

WHAT ARE THE BENEFITS?

The CHED Scholarship Program provides Php 120,000 for Full Scholars enrolled in Private Higher Education Institutions and provides Php 80,000 for Full Scholars enrolled in Public Higher Education Institutions. Here's the full details:

HOW TO APPLY?

Step 1. Check whether you are qualified for any CHED Scholarship Programs (CSPs) per CMO 08, S. 2019 and CMO 11, S. 2021

General Qualifications:

Must be a Filipino citizen;

Must be a Senior High School graduate OR a candidate for graduation with general weighted average (GWA) of at least 93% or its equivalent OR a passer of Alternative Learning System (ALS)/Philippine Educational Placement Test (PEPT);

Must have guardian/parents with a combined annual gross income not exceeding Four Hundred Thousand Pesos (PhP 400,000.00);

Must avail of only one CHED scholarship or financial assistance program; and

Must not be a graduate of any degree program.

Step 2. Check if your course/degree program is a CHED Priority Course/Degree Program per CMO 10, S. 2021.

Step 3. Prepare the scanned, clear copies of all documentary requirements saved as JPEG (.jpg or .jpeg and file size not more than 5MB) in your computer, USB or device before applying online.

Academic Credentials:

For Graduating Senior High School applicants– Grades for Grade 11 and 1st Sem. of Grade 12

For Senior High School Graduates – Form 137

For ALS Passers - Accreditation and Equivalency Test Passer Certificate

For PEPT Passers - Certificate of Advancing to tne Next Level

Parents'/Guardians' Proof of Income (whichever is applicable)

Latest Income Tax Return (ITR) of parents or guardian

Certificate of Tax Exemption from the Bureau of Internal Revenue (BIR)

Certificate of Indigency with Gross Annual Income of parent/guardian issued by the Barangay Chairman or Department of Social Welfare and Development (DSWD)

Affidavit of No Income or Case Study from DSWD

For children of Overseas Filipino Workers (OFW) and Seafarers, a latest copy of contract or proof of income may be considered

Supporting Documents. In addition to the core requirements, the following SUPPORTING DOCUMENTS will be further required for the following cases:

For solo parents and/or their dependents, submit authenticated photocopy of Solo Parent ID or Certification from Department of Social Welfare and Development

For applicants belonging to an Ethnic Group, submit Certificate from National Commission on Indigenous Peoples (NCIP)

For PWD applicants, submit Medical Certificate

For applicants living with a guardian, submit Affidavit of Guardianship

Step 4. Accomplish the Online CSP Application form through clicking the "Apply" button in the CHED Region you belong here: buildnation.ph/chedscholarships

Step 5. Click the SUBMIT Button, Print, sign and keep your accomplished application form.

Step 6. Wait for the results. Results of the application will be sent to the email provided by the applicant.

Selection of Full or Half Scholarship?

The selection process was amended by CMO No. 11, S. 2021 stated below:

Article VI, CHED Scholarship Programs Section 6. A qualified student may be awarded Full Scholarship or Half Scholarship under the State Scholarship and Private Education Student Financial Assistance (PESFA). The CSPs are intended for entering first year students who are eligible for college whose General Weighted Average (GWA) is at least 96% or its equivalent for Full Merit Program and 93% to 95% or its equivalent for Half Merit Program, who must enroll in recognized priority programs in private Higher Education Institutions (HEls) or State Universities and Colleges (SUCs)/ or accredited Local Universities and Colleges (LUCs) with Certificates of Program Compliance (COPC). The availment of the type of scholarships is determined through ranking system and availability of slots.

Note: The application for financial assistance is completed only after the documentary requirements validation by the appropriate CHED Regional Office. All applications will be subjected to the ranking process in accordance with CHED Guidelines. You will be notified of the result of the verification and ranking process through email to be sent to your provided email address.

All qualified applicants resulting from the rank list and based on the available slots shall be required to submit their original documents for verification and issuance of Notice of Award (NOA) by CHEDROs.

CHED Scholarship Online Application Guide

The Commission on Higher Education (CHED) is a government agency attached to the Office of the President mandated by law to provide financial assistance through scholarships to qualified and deserving students, preferably the Underprivileged and Homeless Citizens under RA No. 7279, Persons with Disability (PWDs) under RA No. 7277 as amended, Solo Parents and/or their Dependents under RA 8972, Senior Citizens under RA 9994, and Indigenous Peoples under RA 8371. They help to ensure that education shall be accessible to all especially to underprivileged and deserving students and help them to finish their college education.

Who May Apply

The CHED Scholarship Programs (CSPs) is open to all Filipino citizens who are graduating high school students or high school graduates whose General Weighted Average (GWA) is 93% above. Their families must have a combined annual gross income of not more than Php 400,000.00. If the student applicant is accepted as a CHED scholar, he or she must enroll in any of the priority courses identified by CHED.

Benefits of a Scholar

The financial assistance to CHED Scholars shall cover tuition and other school fees (TOSF) plus stipend which shall be released directly to the scholars or through HEIs per semester of a given academic year until the completion of the degree program. All incoming college freshmen are invited to apply to the CHED Scholarship Program in 2024. CHED Scholarship 2024-StuFAPs aims to provide financial assistance to students who are enrolled in authorized public or private higher education institutions (HEIs). This helps to ensure that education is accessible to all, especially to underprivileged and deserving students.

Qualified beneficiaries shall enroll or must be currently enrolled in any CHED priority courses as per CMO No. 1 s. 2104 and shall receive financial assistance amounting to Php 15,000 to Php 30,000 per semester, whichever program an applicant qualifies for.

Who can apply to the CHED Scholarship 2024 Program?

Incoming first-year college students who will be graduating from senior high schools.

What are the qualifications?

  • Must be a Filipino citizen;
  • Graduating high school student or high school graduate with a general average
  • For the Full State Scholarship Program (FSSP) and Full Private Education Student Financial Assistance (FPESPA), GWA must be 96% or above.
  • For half-SSP and half-PESPA, the GWA must be 93% but not more than 95%.
  • Must have a combined annual gross income of parents or guardians that does not exceed Four Hundred Thousand Pesos (PhP 400,000), or in cases where the income exceeds PhP 400,000, an applicant must present written certification or medical findings of illness of a family member, or school certifications of two or more dependents enrolled in college;
  • Avail of only one government-funded financial assistance program.

What are the CHED Scholarships 2024 Requirements?

A. citizenship.

  • A certified true copy of the birth certificate.

B. Academic

  • Duly certified true copy of High school report card for incoming freshmen students eligible for college (High School Graduate); and
  • Duly certified true copies of grades for Grade 11 and the 1st semester of Grade 12 for graduating high school students.

C. Financial

The student-applicants shall submit any of the following documents:

  • Latest Income Tax Return (ITR) of parents or guardians;

What are the stipends of the CHED Scholarship Program?

This is the updated financial assistance (in Pesos) covered by the CHED Scholarship Program as of July 2024 via CHED Memorandum Order No. 11 series of 2024.

For participating HEIs with the trimester or quarter system, the total amount of financial assistance stated in the above diagram (12.1, 12.2) shall be distributed proportionately depending on the type of scholarship availed.

Responsibilities of a CHED Scholar

As a CHED scholar, you must enroll in recognized priority programs of Private Higher Education Institutions (PHEIs) or State Universities and Colleges (SUCs) / Local Universities or Colleges (LUCs) with Certificate of Program Compliance.

You must be a regular student and maintain a GWA of at least 85% or equivalent if you are a full scholar or 80% or its equivalent if a half scholar. Failure to maintain the GWA is a ground for termination of the scholarship grant. However, you can file an appeal to the CHEDRO for consideration, within 15 days from notice of the GWA.

CHED Scholarship FAQ’s and Answer

1.) who is eligible for ched scholarship.

All Filipino citizens who will enroll in any of the courses offered by CHEd member universities and colleges (Sample list of disciplines:  http://www.ched.gov.ph/academic-programs ), regardless of public or private sector, and regardless if they have availed themselves of government educational loan programs such as PECSEM (http://bitly.com/PUSLads ), TLDP ( http://www.ched.gov.ph/loan-programs ), and SULONG (http://www.ched.gov.ph/loan-programs ) are qualified to apply for a CHEd scholarship.

2.) What does one need to do before applying?

An applicant must inform his school of the list of courses he is applying for, after which an official letter from his school should be sent to the CHED Regional Office in the area where they make the application:

3.) I am a first-year student, can I apply for CHED Scholarship? How about my siblings?

Yes! This is called First-Year Students Enhancement Program (FYSEP). It’s available only to freshmen who will enroll in any of the courses offered by CHEd member universities and colleges. Applicants are expected to have a good first-year grade in college, which is usually 2.00/4.00 or better during out-of-class evaluations.

Another chance for sibling applicants is StuFAP, available only to siblings of students who graduated from CHEd institutions (or if the latter enrolls in graduate studies). Applicant must also be enrolled or must enroll within one semester after application, or one semester before graduation (up to 1 ½ years), whichever comes first, at any of the CHEd member institutions. The beneficiary should maintain a 3.50 GPA throughout his undergraduate coursework.

4.) How many courses can I take up?

Applicants can take a maximum of two courses from different disciplines.

5.) What if I cannot enroll in the course I applied for? Can I transfer to another course/university?

Yes, but he will have to reapply for a scholarship. In case his admission is revoked due to non-compliance with admission requirements, no refund shall be issued nor assistance extended. No shift is allowed from one university/institution or course level to another.

6.) If my application was approved, how long do I have before enrollment?

Applicants must officially enroll within one semester after notification of approval has been received by the student. Failure thereof will result in forfeiture of the scholarship and the scholarship being awarded to other interested applicants.

7.) What if I cannot enroll? Can I defer enrollment?

Applicant can defer his enrollment to the following semester; however, he must submit a new application together with the requirements.

8.) Are there cases when one will not be granted a scholarship even after all requirements were submitted and complied with?

Yes, there is such as case. If your school does not have any vacancy in the course you applied for, you will still have to wait for the next round of scholarship awards. Also, if you do not meet the academic requirement (i.e., grade requirements), or fail to comply with meeting other qualifications/requirements stated in CHEd regulations, or falsify information on the application form, then your scholarship award will be revoked.

9.) How about other documentary requirements?

Other than the academic transcript, you’ll need to submit other necessary requirements such as a birth certificate, marriage contract (if married), medical certificate, NBI/police clearance, and tax return. You should coordinate with your school regarding these requirements.

10.) When will the CHED scholarship application take place?

The scholarship application period is from February 1 – April 15 of every year.

11.) When will applicants be notified of their status?

Applicants will be notified on or before May 30 of every year. If you got approved, start enrolling in June up to July 10 for first priority courses; if second priority courses are what you applied for, start enrolling by September 16-30.

13.) What if I don’t know what course to take up? Can I still apply for a scholarship?

Yes, you may apply but please choose one from the list of CHEd priority courses for FYSEP and StuFAP covered by CHED. For first-year students, you must take up any two (2) different courses offered by universities and colleges recognized by CHED. If you’re a transfer student, no need to re-take subjects you’ve already passed. However, you must secure approval from your school before applying.

14.) What are the requirements for re-applying to CHEd?

Applicant should maintain 3.50 GPA during his undergraduate coursework; has not yet completed his baccalaureate degree; has been granted a CHED scholarship prior to the present application and is enrolled/enrolled within one semester after notification of approval on present application OR one semester before graduation (up to 1 ½ years), whichever comes first, at any of the CHEd member institutions; and meets all eligibility requirements set by CHED. Second priority courses shall be covered if there are no available slots in first priority courses while third priority courses shall be given once all first and second priority courses are covered.

15.) How many scholarships are available for a given academic year?

Around 800,000 scholarship slots are allocated for FYSEP; around 100,000 slots for StuFAP (because of cap on a number of scholars per faculty/athletic department). It will be distributed nationwide to address the needs of students in the top 10% of high school graduating classes and below.

16.) Can I get a scholarship for my intended graduate studies?

CHED can grant a scholarship to a scholar for his graduate degree after he has complied all the conditions set by CHED; taken up any course offered by universities and colleges recognized by CHED; graduated with an undergraduate degree, and has not yet taken up another baccalaureate degree.

17.) Who will bear the tuition fee of StuFAP scholars?

Succeeding semesters of enrollment for students covered under FYSEP is shouldered by local governments (LGUs); succeeding semesters of enrollment of StuFAP scholars enrolled in State Universities and Colleges (SUCs) are shouldered by the national government (i.e., national internal revenue allotment); succeeding semesters of enrollment in private schools are shouldered by the scholars themselves.

18.) Are there any scholarship programs for law students?

CHED is open to providing scholarships for graduate studies in public and non-profit private institutions (i.e., NGOs, NPOs). The scholar must not be in default in any financial obligation with CHED; has no pending administrative or criminal case against him; otherwise eligible for grant, and comply with the standards set by each course/institution he’ll study or teach in.

19.) Is there a residency requirement?

The said law does not provide any length-of-stay requirement but it will be subject to guidelines provided by subsequent issuances of CHED.

20.) When will I know of my availment of the scholarship?

You’ll be notified of your availment of the scholarship within 120 days before the start of each semester; you must complete all documentary requirements (i.e., acceptance to study at CHEd institution, up-to-date student status).

21.) Where do I submit my application form?

22.) What are the priority courses of CHED?

CHED scholars must take up any of the following priority courses during their undergraduate coursework: Information Technology; Civil Engineering; Electrical Engineering; Electronics and Communications Engineering; Mechanical Engineering; Architecture; Mining, Metallurgical and Materials Engineering; Medical Technology; Nursing; Radiologic Technology (X-ray Tech); Industrial Chemistry (Chem Tech); Chemical Engineering (ChE); Agricultural Biotechnology (ABT); Veterinary Medicine (VMED).

23.) I’m a scholar. Can I transfer to another SUC/CHEd Institution?

Yes, but subject to some conditions: You transferred within or outside of Region Three. The tuition fee will be shouldered by your new school if it is non-resident student; You must be in good standing and not in default in any financial obligation to CHED; and you have not taken up another baccalaureate degree.

24.) How many semesters can I avail of the scholarship?

You may avail the said scholarship for every year of your undergraduate coursework, provided that you comply with all requirements set by CHED.

25.) Can a scholar pursue a course outside his priority course?

Yes, but subject to some conditions: If it’s part of your eight semester core curriculum (i.e., Information Technology, Civil Engineering, Electrical Engineering, Electronics and Communications Engineering, Mechanical Engineering); If it is an elective approved by school for non-majors; If the SUC/CHEd Institution does not offer the course; If you are not in default in any financial obligation with CHED, and if you have not taken up another baccalaureate degree.

26.) I am an FAPE scholar. Am I also entitled to priority courses?

You may avail of priority courses on top of your scholarship grant under FAPE but only limited to your eight semester core curriculum (i.e., Information Technology, Civil Engineering, Electrical Engineering, Electronics and Communications Engineering, Mechanical Engineering).

27.) What kind of service do scholars render?

Scholars shall perform teaching activity in accredited SUCs/CHEd Institutions for a minimum of four years upon graduation or until they pass the licensure examinations for their chosen courses, whichever comes first.

28.) Can I get scholarship grant without passing the CHED Scholar examination?

Yes, you can get your scholarship grant regardless of your performance in the exam; provided that you passed the said exam and comply with all other requirements set by CHED.

29.) Is there a provision on how scholars should be remunerated by SUC/CHEd Institutions?

No, there is no such provision. It will depend on the school’s policy or collective bargaining agreement (CBA). You may ask for your school’s policy at the time of hiring. If there is no CBA, it will still depend on school’s discretion.

30.) What are additional benefits to scholars who passed the licensure exam?

You will be entitled to the following: If you pass your licensure exam with flying colors, you can enjoy a 20-percent tuition fee discount; Scholarship grant shall cover tuition and miscellaneous fees during your summer classes. In addition, an incentive for board topnotchers of CHED scholars is given as follows: – One hundred percent (100%) discount on miscellaneous fees for first year students – Seventy percent (70%) discount on miscellaneous fees for second year students – Fifty percent (50%) discount on miscellaneous fees for third year students – Thirty percent (30%) discount on miscellaneous fees for fourth year students

31.) How do I renew my CHED scholarship?

For continuing scholars submit income tax return docs before the scholarship period ends; for new scholars, just follow the same procedures as during first year.

32.) What happens if I fail to meet the scholarship requirements?

Scholars who fail to comply with or meet any of the scholarship conditions shall be deemed ineligible and their scholarships will be forfeited/canceled accordingly.

33.) What are the other documentary requirements for continuing scholars?

If you are still studying at SUC’s: Your grades (past semesters) If you are already working in the Government: Latest Income Tax Return (ITR), contract of employment, appointment papers (if employed), business permit (if self-employed). If your company is still on the process of applying for permit/license has not yet started operation: Certification of your intention to establish own business/company. If you are employed but you don’t get salary yet: Certification by employer regarding proposed hiring of employees, if any; or Board resolution on intention to hire scholars (if company is applying for permit/license).

34.) Do I need to submit other documents besides my college credentials?

Yes, an interview may be required depending on the course that you will choose. For courses requiring interviews, you can schedule an appointment at our partner universities for this purpose. Otherwise, no (e.g., BS Information Technology)

35.) How do I know if the scholarship has been approved?

CHED Scholar status is “NOT YET APPROVED”. Don’t forget to use your valid email address when applying online; otherwise, you will not receive the automated email of approval or denial.

36.) What are CHED StuFAPs?

CHED StuFAPs (SCHOLARSHIPS FOR TEACHING/FACULTY AFFAIR PERSONNEL) aims to provide scholarship grants to SUC/CHEd faculty who are promoted, hired, and assigned in the academe. It is a stimulus package for teaching and non-teaching personnel by providing partial tuition fee assistance and teaching allowance respectively.

37.) Can I get a scholarship if my PGH (private hospital) belongs to a religious group?

No, graduates from private schools are not recognized by CHED.

38.) Can I get a scholarship if my school is recognized but the board exams results has not been released yet?

No, because scholars must have passed the board exams to be eligible for appointment in SUCs. Since admission requirements in scholarship grants shall be based on PRC list of eligibilities, you cannot apply beforehand since it is not yet definite that you will pass the board exam. However, you can opt to submit a Certification of Eligibility from your dean’s office which states that you have passed the Licensure Exam and fulfilled all other admission requirements to enroll at their institution.

39.) In what state should the school be located if I want to apply as a scholar from Region X?

State of school’s location is not basis for determining which region you belong to. You must have a domicile in the region that you apply. If you are a scholarship applicant, your choice of university will depend on where your domicile is, i.e., where you lived most during the past ten (10) years; if self-sponsored, it would be the place where your primary client is based or where your company had its main office; and if an employee, it shall be at the principal worksite (office of the client or main office). Only ONE domicile may be claimed. If you have no clear primary domicile, your current address will be the basis.

40.) For a CHED scholarship application, what is my tax period?

Tax period has nothing to do with scholarship grant. Tax forms are used for salary deduction purposes when employed or business permit if self-employed.

41.) Can I still apply for CHED Scholarship even if I’m already working in the Government?

Yes, but employees should submit two versions of their credentials: one for validation by DepEd and another copy for CHEd evaluation. Employees must ensure that both copies are complete with all documentary requirements before submission to avoid delay in processing. Just follow the same steps in applying online. However, it is better to apply while still in school since the process takes time and it is more of your advantage than when employed.

42.) How about K-12 Education?

K-12 Education is not yet covered by CHED scholarship. Therefore, applicants must be enrolled in Bachelor’s degree program for this academic year.

43.) I just had my birthday last March 15, 2024 and am afraid that I am no longer qualified as a scholar since I will turn 22 years old on or before the deadline of application: May 20, 2024. What shall I do?

It would be best if you can submit Certificate of Waiver from DepEd so we can process your request without delay. Just follow the same steps as applying online. However, you can still apply as long as your birthdate is on or earlier than May 20, 2024 even if you are going to turn 22 years old before the deadline of submission of application which is June 30, 2024.

44.) I am a graduate from a private school and took up Bachelor of Science in Education major in Mathematics. Since my school is a recognized private school by CHED does it mean that I am qualified to apply for scholarship?

No, graduates from private schools are not considered scholars for this program since they are not yet covered by CHED policy. Only those who applied and were awarded under PRC Scholarship Program but failed to avail themselves will be considered provided they passed the board exam at their respective discipline.

45.) I am a graduate from a private school and took up Bachelor of Science in Education major in Mathematics with specialization in Statistics. Since all my core courses are taught by professors who are board passers, will it be considered as equivalent if the Mathematics courses passed were taken up at an accredited university?

47.) You said that the scholarship grantee under PRC Scholarship Program who did not avail himself/herself can apply. However, I am afraid because I do not have any copy of my accomplishment during college until graduation day. For sure, I will fail to fulfill your requirements since all records are with PRC and DepEd Division Office. What should I do?

You may write an appeal letter written in Filipino or English explaining why you failed to complete your course due to some unavoidable circumstances like sickness or accident or other personal problems affecting your health which cause the delayed submission of requirements. Just follow the same steps as applying online. However, it is better to apply while still in school since the process takes time and it is more of your advantage than when employed.

48.) What are the documentary requirements for the following cases: (a) For applicants who already finished college with good standing; (b) For applicants who will graduate this coming May 2024?

Applicants who already finished college with good standing shall submit all final grades/transcripts per semester, Form 137 or PRC Certificate of Graduation. You may also submit other requirements like a copy of Report Cards per grading period, a medical certificate from attending physician which is not older than 3 months, hospitalization papers if any during attendance in college, NBI clearance, and Certificate of Good Moral Character. If you failed to submit samples of previous semesters’ transcripts, you may also include a statement of the Dean/Principal of your University with their signature and official seal stating that: (1) You have already graduated with good standing; and (2) That they did not recommend you to take the board exam. For applicants who will graduate this coming May 2024, you may submit an updated final grade per semester or program of study.

48.) I am 22 years old? Can I still apply for CHED Scholar Award?

Applicants must be at least 18 years old by June 30, 2024 in order to apply.

50.) I just want to know if there is a scholarship grant provided by CHED for those who will be graduating this coming May 2024?

There are special scholarships granted under the Technical Vocational Scholarship Program administrated through Department of Labor and Employment.

51.) Does CHED have any new scholarship program as of the moment?

There are no news yet from CHED regarding scholarship programs as of now, however, early planning is being made through K to 12 Transition Program which will provide assistance to college students in terms of financial assistance, placement, or jobs assistance even before they graduate from college. You may qualify for CHED K to 12 Transition Program under the category of “Special Group”. If you have other family members who are qualified under any of the categories, they have priority over your application. 55.) Can I apply if my university has been closed due to typhoon Yolanda? Or if I failed in one subject but still passed in other subjects? What can really disqualify an applicant if there are only a few cases like these?

Applicants shall not be disqualified based on isolated cases such as natural or man-made calamities that may affect their school/university performance and loss of documents.

56.) Is my mobile number okay? I don’t have a landline phone at home?

60.) What is the relationship between CHED and COA?

The Commission on Audit (COA) through its memorandum circular no. 41 dated 26 March 2009 issued guidelines to support government scholarship programs under Government Auditing Code of the Philippines (RA 9516). This includes scholars participating in any government scholarship program, such as CHEd Scholars among others. This means that COA is closely working with CHED in ensuring that funds set aside for scholarships by both public and private entities are properly spent and accounted for under GASTPO (Government Assistance to Students and Teachers in Private Education) .

This assistance and collaboration includes the monitoring of scholarship programs that CHED supervises and/or implements like CHEd Scholars. There is no direct relationship between COA and CHEd Scholars but we work closely to ensure that funds set aside for scholarship, particularly government scholarships like CHEd Scholar, are properly spent under GASTRO .

We do not have a retention period for applicants’ submitted documents and application forms as it is the responsibility of the applicants to retain their own copies. Please be advised that it is best for all applicants to submit photocopies of all required documents in case the originals are lost or become unusable so you can still be able to apply again, later on, should you wish to do so .

How to apply CHED Scholarship registration online, Requirements and Qualifications SY 2021-2022

Incoming freshmen and college level students can now send their applications for the Commission on Higher Education ( CHED ) Scholarship for the School Year 2021-2022 through the Student Financial Assistance Programs (StuFAPs)

StuFAPs, as the name suggests, offers financial assistance to college students from authorized private and public Higher Education Institutions ( HEIs ). The program helps students with potential but do not have enough means to afford education.

Application-for-CHED-Scholarship-this-SY-2019-2020-Is-Now-Open 0

Students who successfully met the requirements for CHED scholarships must be currently enrolled or shall enroll in any of the priority courses stated in CMO No.1 s.2014. Qualified beneficiaries will receive Php. 6,000.00 to Php. 15,000.00 per semester regardless of the program they take.

CHED Scholarships Qualifications

In order to qualify for CHED scholarship programs, an incoming freshman or college level student shall be

  • A Filipino Citizen
  • a candidate for Senior High School Graduation and/or a graduate; Senior High School Students who passed ALS/PEPT; existing college students who already earned units
  • Incoming freshmen or college students whose parents/guardians’ have PHP 400,000.00 or less combined yearly gross income. In case the income exceeds the said amount, the CHEDRO StuFAPs Committee will determine the application’s merit points.

CHED Scholarships Requirements

For incoming freshmen, the requirements are as follows:

  • Senior High School Graduates should present an original certificate of GWA or General Weighted Average from the school’s principal and a copy of their grades in Grade 12.
  • Students who are a candidate for Senior High School Graduation shall have a GWA of not lower than 75%. They shall submit an original certificate of the GWA from the school’s principal and a photocopy of their grades in the first semester in Grade 12 as well as in the first and second semester in Grade 11
  • Passers of Accreditation and Equivalency Tests shall submit a photocopy of the ALS test certificate or a certificate of rating for the secondary level from DepEd
  • Passers of Philippine Educational Placement Test (PEPT) shall submit a photocopy of the certificate of rating for the secondary level and a diploma from DepEd

For college students, the requirements are as follows:

  • Certificate of GWA in percentage from the institution’s registrar and a photocopy of grades in the subjects they have taken in the semesters they have completed.

Additional CHED Scholarship Requirements

Applicants for CHED Scholarship should also present a proof of income and a certificate of good moral character.

Proof of Income

For students whose parents work overseas or are seafarers, additional requirements are:

  • Photocopy of either the latest copy of their work contract or proof of income

For students whose parents are staying or working in the Philippines, additional requirements are

  • A photocopy of either the latest ITR or Income Tax Reports of parents or guardians, tax exemption certificate from the Bureau of Internal Revenue, a case study from DSWD, an affidavit that proves the parents have no income, or a certificate of indigency which can be acquired from the Barangay

Certificate of Good Moral Character

This should be acquired from the Principal or Guidance Counselor of the last school attended.

CHED Scholarship 2021 Application Process

  • Make sure you meet all requirements.
  • Your desired course should fit in the priority courses of CHED.
  • Accomplish the Application Form 01 from StuFAPs
  • Submit all the needed documents as well as the accomplished StuFAPs application form directly to the Regional Office of Ched. For those who are planning to enroll in State Universities and Colleges, the application shall be submitted directly to the concerned school.

Aspiring scholars can submit their application from July 01 to August 15, 2021. Ensure that you submit all the pertinent documentary requirements so you can be included in the selection of the scholarship beneficiaries.

CHED Scholarship 2021-2022 Online Application, Requirements, Guide

MANILA, Philippines – The Commission on Higher Education (CHED) will accept scholarship program applications for Academic Year 2021-2022 from July 1, 2021 to August 15, 2021, per CHED latest announcements of various regional offices.

Online Application for 2021 CHED Scholarship is available for CHED regional offices. No need to go to CHED Regional offices. Just fill out the online form and follow the succeeding instructions.

The Sections 6 and 8 in the CHED Memorandum Order (CMO) No. 08 s. of 2019 entitled “Policies and Guidelines for CHED Scholarship Programs” were amended through the recently released CMO No. 11 s. of 2021. Parts of the amended sections in the increase in tuition fee allowance and inclusion of book and connectivity allowances. CHED has also raised the grades qualifications from 90% to 96% for full scholarship merit.

2021 CHED Scholarship Schedule of Filing

Ched scholarship programs 2021.

A qualified applicant may be awarded Full Scholarship or Half Scholarship under the State Scholarship Program (SSP) and Private Education Student Financial Assistance (PESFA). The availment of the type of scholarship is determined through ranking system and availability of slots.

Qualifications/ Eligibility Requirements for CHED Scholarship 2021

  • Must be a Filipino citizen;
  • Full Merit – at least 96% or its equivalent
  • Half Merit – 93% to 95% or its equivalent
  • Must have a combined annual gross income of parents/guardian not to exceed Php 400,000.00, or solo parent/guardian whose annual gross income does not exceed the said amount.
  • Must enroll in recognized priority programs in Private Educational Institution (PHEI) or State University and Colleges (SUCs)/ or accredited Local Universities and Colleges (LUCs) with Certificate of Program Compliance (COPC).

CHED Scholarship 2021 Financial Assistance

The package of financial assistance to scholars covered the tuition and other school fees (TOSF) plus stipend which shall be released directly to scholars or through Higher Education Institutions (HEIs) per semester of a given academic year until the completion of the degree program.  Here is the financial coverage for CHED 2021 scholars:

A. Private HEIs

B. State Universities and Colleges (SUCs)/ Local Universities and Colleges (LUCs)

For participating HEIs with trimester or quarter system, the total amount of financial assistance stated in the tables above shall be distributed proportionately depending on the type of scholarship availed.

The CMO clarified that the amount of TOSF in the table above is based on the estimated average tuition fees in SUCs, while the amount of stipend is based on inflation rate, to be at par with the current development of financial assistance to ensure affordability of quality educational materials and offsent students’ expenses.

What are the application (documentary) requirements?

CHED Scholarship applicants must secure the following:

1. CITIZENSHIP REQUIREMENT

  • Certified True Copy of Birth Certificate

2. ACADEMIC REQUIREMENTS

  • High school report card for incoming freshmen students eligible for college
  • Duly certified true copy of grades for Grade 11 and 1st semester of Grade 12 for graduating high school students

3. FINANCIAL/INCOME REQUIREMENTS Student applicants must also submit any of the following financial documents.

  • Latest Income Tax  Return (ITR) of parents or guardian
  • Certificate of Tax Exemption from the Bureau of the Internal Revenue (BIR)
  • Certificate of Indigence either from Barangay or Department of Social Welfare and Development (DSWD)
  • Case study report from DSWD
  • Latest copy of contract or proof of income may be considered for children of Overseas Filipino Workers (OFWs) and seafarers

Do I have to take and pass an exam to be a CHED Scholar?

No. There are no entrance exams for CHED scholarship. Just submit all the required documents.

Selection Criteria for CHED Scholarship Ranking

The ranking system will be used by the CHEDROs in selecting the most qualified applicants based on the requirements. The ranking will be made according to the following percentage distribution.

Award of full or half-scholarship will be given to qualified students based on the results of the ranking system and the distribution of slots per region for a given academic year.

Additional five (5) points in the total score are given to applicants belonging to the special group of persons such as Underprivileged and Homeless Citizens under Republic Act No. 7279, Persons with Disability (PWDs) under RA No. 7277 as amended, solo parents and/or their dependents under RA 8972, Senior Citizens under RA 9994 and Indigenous People under RA 8371, after complying with all set-forth requirements.

Notice of Award (NOA)

After submission of documents, CHEDRO will then evaluate the applications and ranks the qualified applicants according to criteria. CHEDRO will then send the NOA to the applicant or notify the list of awardees through HEIs. The applicant then sign the NOA and send back to the concerned CHEDRO through hard copy or electronic form within thirty (30) days after the receipt of NOA.

Responsibilities of a CHED Scholar

Once selected, a 2021 CHED scholar has the following responsibilities:

  • Maintain a GWA of at least 85% or its equivalent for full scholars and 80% or its equivalent for half scholars.
  • Carry a regular load per semester/term as determined by HEIs.
  • Complete the degree program within the time frame required in the curriculum, in case of approved deferment.
  • Secure written approval of the concerned CHEDRO in case of transfer to another HEI, in case of shift to other recognized or authorized priority programs.

Non-duplication of Scholarship

CHED adopts the non-duplication of financial benefits under its CSPs. Below students who are existing beneficiaries of their respective scholarship programs are not qualified to apply.

  • CHED Expanded Student Grants-in-Aid Program for Poverty Alleviation who are enjoying a free TOSF privilege under RA 10931 and receiving yearly stipend under the Tertiary Education Subsidy (TES),
  • Students enrolled in PHEIs in cities and municipalities with no existing SUCs/ LUCs but receiving both tuition and stipend allowance,
  • Students considered as poor based on the National Household Targeting System or the Listahanan 2.0 who are either enrolled in PHEIs or SUCs/ LUCs and receiving tuition and stipend benefits or recipients of free TOSF privilege with stipends respectively,
  • Students who are poor but are part of Listahanan 2.0 ranked according to estimated per capita income based on submitted documentation of proof of income enrolled in PHEIs or SUCs/ LUCs and also receiving tuition and stipend benefits or recipients of free TOSF privilege with stipend.

The CHED Scholarship 2023-2024 Online Application is now open to all Filipinos. The Commission on Higher Education – CHED, has announced the launch of its CHED Merit Scholarship Program (CMSP) for all eligible Filipinos from 2023 to 2024.

Scholars under Full PESFA – Annual will receive a total of  ₱120,000 , which shall be given as follows:

  • Tuition and other school fees (TOSF) – ₱40,000
  • Stipend – ₱70,000
  • Book / Connectivity allowance – ₱10,000

Scholars under Full PESFA – Semestral will receive a total of  ₱60,000 , which shall be given as follows:

  • Tuition and other school fees (TOSF) – ₱20,000
  • Stipend – ₱35,000
  • Book / Connectivity allowance – ₱5,000

Scholars under Half PESFA – Annual will receive a total of  ₱60,000 , which shall be given as follows:

Scholars under Half PESFA – Semestral will receive a total of  ₱30,000 , which shall be given as follows:

  • Stipend – ₱17,500
  • Book / Connectivity allowance – ₱2,500

CHED Scholarship 2023 Benefits for SUCs and LUC

Scholars under Full SSP – Annual will receive a total of  ₱80,000 , which shall be given as follows:

  • Tuition and other school fees (TOSF) –  FREE
  • Stipend –  ₱70,000
  • Book / Connectivity allowance –  ₱10,000

Scholars under Full SSP – Semestral will receive a total of  ₱40,000 , which shall be given as follows:

  • Stipend –  ₱35,000
  • Book / Connectivity allowance –  ₱5,000

Scholars under Half SSP – Annual will receive a total of  ₱40,000 , which shall be given as follows:

Following are the qualifications and eligibility criteria required to apply for CHED Scholarship:

  • The applicant must be a Filipino citizen
  • The student must be Graduating high school student/ High school graduate with general weighted average (GWA) of at least 90%
  • Must be a Student-applicant belonging to the special group of persons such as the underprivileged and Homeless Citizens under Republic Act (RA) No. 7279, Persons with Disability (PWDs) under RA No. 7277 as amended, Solo Parents and/or their Dependents under RA 8371, shall submit certifications and/or Identification Cards (IDs) issued by the appropriate offices or agencies.
  • Avail of only one government-funded financial assistance program.
  • The student must enroll in the Courses as intended in the list of CHED Priority Programs.

Following are the list of documents required to apply for CHED Scholarship 2023:

  • High school report card for incoming freshmen students eligible for college; and
  • Duly certified true copy of grades for Grade 11 and 1st semester of Grade 12 for graduating high school students
  • Proof of Citizenship:  A Certified true copy of Birth Certificate
  • Latest Income Tax Return (ITR) of parents or guardian;
  • Certificate of Tax Exemption from the Bureau of Internal Revenue (BIR);
  • Certificate of Indigence either from their Barangay or Department of Social Welfare and Development (DSWD);
  • Case Study report from DSWD; and
  • Latest copy of contract or proof of income, for the children of Overseas Filipino Workers and seafarers
  • Identification Card (ID) – Special Group (Underprivileged or Homeless, PWD, Solo Parent, Senior Citizen, Indigenous People)

First, to avoid stating wrong information in the letter. 

Second, to help you decide what your “focus” is so that the letter will suit the scholarship requirements. Suppose the grant requires the applicant to have exceptional leadership skills. To meet this qualification, you need to brush up on your memory for any leadership roles you had in the school and include them in your letter.

Your letterhead should contain three sections: your details (name, address, and contact info), the date when the letter is submitted, and your recipient’s details.

Afterward, provide a short salutation like “Dear <insert name>” and “Greetings <insert name> .

Performing this step completes your letter’s introduction. In case you’ve recently graduated, mention your alma mater.

Don’t forget to mention in this portion your understanding of the scholarship’s goal and how it is aligned with your aspirations and current circumstance. 

In the example above, the sender wrote that the scholarship aims to help underprivileged students pursuing health-related courses. Thus, she wrote that her dream of becoming a physician led her to major in Biology.

Finally, state your reason for applying for a scholarship.

Your goal in this step is to complete your letter’s body. State here your best attributes that make you stand out from other applicants. It depends on you how many paragraphs you’ll write for this section.

Here is some information you can include in your letter’s body:

  • Academic achievements (e.g., consistent Dean’s lister, class valedictorian/salutatorian, academic honors like Best in Math or Best Research Paper, or high GWA , etc.)
  • Extra-curricular experiences (e.g., leadership roles in the Student Council, student organizations, and NGOs, as well as awards received from competitions, etc.)
  • Certifications (e.g., TESDA National Certificate)
  • Work and internship experiences
  • Personal attributes (e.g., interpersonal skills, time-management skills, perseverance, etc.)
  • Other information that may suit the scholarship requirements. For example, if you’re applying for sports-related grants, you can mention the competitions you’ve won, your experiences as a student-athlete from another school, etc.

Only select attributes that are related to the scholarship’s requirements.   • Strictly follow the required word count, if there’s any. To save time reading tons of letters that scholarship committees receive, they set word count limits that applicants should follow. Hence, no need to make your application letter wordy; as long as it contains the most essential details, that would be enough. As the saying goes, “brevity is the soul of wit.”
  • Be truthful. Do not include misleading information to stand out from the competition. Some scholarship committees conduct cross-checking to verify the information indicated in application letters. Get caught and lose your chance to enjoy the grant. 
  • Don’t be “too emotional.” It’s true that your letter becomes more convincing if you state your challenges and economic hardships.
