How to go from a Canadian study permit to Canadian permanent residence

International students who are studying in Canada can apply for permanent resident status while studying in Canada or after graduating from their study program.

Discover if You Are Eligible for Canadian Immigration

There are many options for international students in Canada who wish to become a permanent resident, provided they meet the requirements and eligibility of the program they are applying for.

International students are not guaranteed to receive permanent residence after completing their studies in Canada. However, they can improve their chances by preparing in advance and learning about what they need to be eligible for the various immigration pathways.

Canada offers many permanent residence pathways to international students because research has shown that those with Canadian education tend to be successful in the Canadian job market. These students are seen as a promising pool of skilled individuals that can be used to address labour market needs in Canada. In addition, Canadian employers value the local education and work experience that international students get in Canada.

After completing studies in Canada, many international students go on to apply for a Post Graduation Work Permit (PGWP). The PGWP provides international students with an open work permit that enables them to work almost anywhere and for almost any employer in Canada.

Students may be eligible for a PGWP if they:

• Completed studies in an academic, vocational or professional training program that is at least eight months long at an eligible Designated Learning Institution (DLI) List. The study program must lead to a degree, diploma or certificate
• Held full-time student status in Canada during every academic session of the program or programs of study completed and included as part of their post-graduation work permit application
• Received a transcript and an official letter from the eligible DLI confirming that the applicant has met the requirements to complete their program of study

The benefit of the PGWP is that it enables international students to get the Canadian work experience that makes the student eligible for permanent residence and makes them a more competitive candidate for Canadian immigration, as many of the pathways reward candidates with Canadian work experience.

• Express Entry

Express Entry is an application management system that manages three federal skilled worker immigration programs: the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC) and the Federal Skilled Trades Program (FSTP).

The CEC is a permanent residence pathway for candidates who have worked in Canada. It is a popular option for international students who have gone on to obtain Canadian work experience.

To be eligible for the CEC, a candidate must meet the following criteria:

• Have obtained at least one year of skilled, professional, or technical work experience in Canada within 36 months of the application date; and
• Meet or surpass a Canadian Language Benchmark (CLB) of 5 ("initial intermediate") for NOC TEER category 2 or 3 jobs or CLB 7 ("adequate intermediate proficiency"), for NOC TEER category 0 or 1 jobs.
• Plan to live and work outside of the province of Quebec (individuals with work experience in Quebec and who plan to reside in Quebec may apply to the Quebec Experience Class).

If you are eligible for one of the programs, you can upload a profile onto the Immigration, Refugee and Citizenship Canada (IRCC) website. Candidates receive Comprehensive Ranking System (CRS) scores based on factors like age, education, work experience and language ability. Those with the highest scores are invited to apply for permanent residence.

Candidates who have completed a study program in Canada or have Canadian work experience obtain more CRS points, increasing their chances of obtaining permanent residence.

Provincial Nominee Programs (PNPs)

Nearly every province and territory in Canada operates the Provincial Nominee Program (PNP). The PNP allows the provinces and territories to nominate individuals who wish to immigrate to Canada and are interested in settling in a particular province.

Many PNP streams reward candidates who have studied and worked in Canada.

Quebec Experience Program (PEQ)

A candidate who has studied in Quebec and would like to settle in the province permanently may be eligible for immigration under the Quebec Experience Program (PEQ). The PEQ provides a fast track way for foreign graduates and individuals with work experience in Quebec to obtain a Quebec selection certificate (QSC), which is a mandatory step towards permanent residency that is given by the federal government.

International students who have studied in Quebec may be eligible to apply for a CSQ under the PEQ if they:

• Show an intention to settle in Quebec to hold a job;
• Have stayed temporarily in Quebec for the purposes of study;
• Have obtained an eligible degree or diploma from an educational institution recognized by the Quebec Ministry of Education within the past 36 months;
• Have studied in Quebec for at least 1,800 hours (two years)
• Hold a Masters, Bachelors or DEC diploma and have 12 months of work experience in a 0, A, B level job and to hold such a job at the time of application
• Hold a DEP and have 18 months of work experience in a 0, A, B or C level job and required to hold such a job at the time of application. Please note that C level work must be related to the degree.

Candidates must also demonstrate that they possess a level of proficiency in the French language in order to qualify for the PEQ.

Other permanent residence pathway options

The Atlantic Immigration Program is an option for students that have studied in Nova Scotia, New Brunswick, Prince Edward Island or Newfoundland and Labrador.

Similarly, the Rural and Northern Immigration Pilot offers permanent residence to international students that reside in participating rural and northern communities across Canada.

Another option is for Hong Kong residents, as Canada offers two permanent residence pathways for Hong Kong residents who have studied in Canada.

To help meet the province's economic and labour needs, the Ontario Immigrant Nominee Program (PNP) offers several streams for immigration to Ontario, including the Ontario PhD Graduate Stream. This stream is designed to attract international graduates with PhD degrees who have the skills and experience to contribute to Ontario's economy and labour market. In this article, we'll provide an overview of the Ontario PhD Graduate Stream and outline the application process in four simple steps.

What is Ontario’s PhD Graduate Stream?

Ontario’s PhD Graduate Stream is a program designed for international graduates who have obtained a PhD degree from an eligible Ontario university . This program allows graduates to apply for permanent residency in Ontario, Canada. To be eligible for this stream, you must have completed all the degree requirements for your PhD program and must have received your degree within the past two years. Additionally, you must also meet the program's language requirements, demonstrate financial stability, and have legal status in Canada.

To apply for the PhD Graduate Stream, the first step is to register in the OINP’s Expression of Interest System. After registering, you will need to wait for an invitation to apply. Once you receive the invitation, you will have 45 calendar days to submit an application online. The application process will require you to submit various documents, including your academic transcripts, proof of language proficiency, and a settlement plan. The OINP will review your application and assess your eligibility for the program.

If your application is approved, you will receive a nomination from the Ontario government, which means that you have been selected to apply for permanent residency. After receiving the nomination, you will then need to submit an application to the federal government through Immigration, Refugees and Citizenship Canada (IRCC). The IRCC will conduct security and medical checks and make the final decision on your permanent residency application.

It is important to note that the Ontario Immigrant Nominee Program (OINP) has implemented the National Occupational Classification (NOC) 2021 system , as required by the federal government. This means that any new documents or registrations submitted to the OINP must reflect the new federal NOC 2021 system.

Apply to Ontario’s PhD Graduate Stream in 4 Steps

Step 1: check your eligibility.

Before you apply for the Ontario PhD Graduate Stream, you'll need to ensure that you meet the program's eligibility criteria. This includes having a PhD degree from an eligible institution and having completed at least two years of full-time study in Ontario. You'll also need to demonstrate proficiency in either English or French and have sufficient funds to support yourself and any dependents during your stay in Ontario. Here is a list of requirements you’ll have to meet:

• Receiving an invitation to apply and submitting the application within the specified deadline.
• Demonstrating possession of the qualifications claimed in the expression of interest registered with the OINP.
• Completing all requirements necessary to obtain a PhD degree from an eligible university in Ontario.
• Completing at least two years of PhD studies while legally living and studying in Ontario.
• Not receiving a bursary, grant, or scholarship that requires the return to the home country after earning the PhD degree.
• Legally living in Ontario for a minimum of one year within the past two years before submitting the application.
• Demonstrating sufficient settlement funds to support oneself and any dependent family members upon settling in Canada.
• Demonstrating intention to live and work in Ontario after being granted permanent residence.
• Having legal status (a visitor record, study permit, or work permit) if applying from within Canada.
• Submitting the application within two years of completing the requirements necessary to obtain the PhD degree.

Step 2: Apply to the Ontario PhD Graduate Stream

Once you've confirmed your eligibility, you can begin the application process for the Ontario PhD Graduate Stream. This involves submitting an online application to the Ontario Immigrant Nominee Program and providing documentation to support your eligibility. You'll also need to pay a non-refundable fee of $1,500 CAD.

Step 3: Receive a Nomination from Ontario

If your application is successful, you'll receive a nomination from the Ontario Immigrant Nominee Program. This nomination will allow you to apply for permanent residency in Canada through the federal government's Express Entry system. You'll receive an additional 600 Comprehensive Ranking System (CRS) points for your nomination, which will greatly increase your chances of receiving an Invitation to Apply (ITA) for permanent residency.

Step 4: Apply for Permanent Residency

With your nomination in hand, you can now apply for permanent residency in Canada through Express Entry. This involves submitting a complete application for permanent residency, including all required documentation and fees. If your application is approved, you and your family members will become permanent residents of Canada and be able to enjoy all the benefits of living and working in Ontario.

What’s an Expression Of Interest (EOI)?

An EOI is the process where the applicant indicates their interest in applying to a given stream through an invitation to apply (ITA). This registration step will indicate to the OINP that you wish to receive an ITA to be nominated.

Before applying for permanent residency in Canada through OINP, you must register to receive an ITA before you can directly apply to a given stream.

According to the official website of the Ontario government, OINP is driven by an Expression Of Interest (EOI) system to manage applicants. The program comprises the following streams:

• Employer Job Offer: Foreign Worker stream
• Employer Job Offer: International Student stream
• Employer Job Offer: In-Demand Skills stream
• Masters Graduate stream
• PhD Graduate stream
• Entrepreneur stream

Registering an EOI and going through the process of applying for permanent residency in Canada through OINP are two separate steps. They function independently from each other and are not the same thing.

Before applying to a stream, let’s look at how to register an EOI.

When an international student registers an EOI, OINP will detect relevant information of the applicant. This is used to determine eligibility and labour market needs. Below are some relevant pointers for registering an EOI.

• You can register an EOI and create a profile on the OINP e-filing portal.
• Registration of an EOI does not guarantee an ITA and an ITA does not guarantee a certificate of nomination.
• Applicants should ensure that they understand and meet the stream requirements.
• Candidates who get an ITA need to demonstrate that they’re eligible for the stream they’ve applied to.
• Information that applicants provide in their EOI must be honest and valid.This will later be evaluated. Failure in providing honest and accurate information will result in the application being denied, a penalty or prosecution.
• Applicants who receive an ITA must apply to the desired stream within 14 calendar days from the date you received the invitation.
• Applicants should have the necessary supporting documents ready. These documents must be scanned and uploaded in your online application.

Fees and costs

The official website of the Ontario government outlines the following costs to apply:

For the Masters Graduate, PhD Graduate, and Employer Job Offer:

• International Student streams, the application fee is $1,500.

The application fee for employer Job Offer: Foreign Worker and In-Demand Skills streams:

• $1,500 if the job offer is outside of the Greater Toronto Area
• $2,000 if the job offer is within the Greater Toronto Area (City of Toronto, Durham, Halton, York and Peel regions)

The above fees are used for the processing of your application. They must be paid with either Visa, Visa Debit, Mastercard and Mastercard Debit.

PhD Graduate Stream Scoring Factors

After you’ve registered your EOI under the chosen stream, points will be assigned to you for each scoring factor. Have your supporting documents ready for submission to validate each scoring factor. You will be ranked according to the following factors as outlined by the Ontario Government’s official website.

Employment / Labour Market Factors

Duration-Cumulative, full-time or part-time equivalent.

• 12 Months or more – 4 points
• Less than 12 months – 0 points
• NOC TEER 1 – 3 points
• NOC TEER 2 – 0 points
• NOC TEER 3 – 0 points
• NOC  TEER 4 – 0 points
• NOC S TEER 5 – 0 points

Based on a Notice of Assessment issued by the Canada Revenue Agency in the last five years.

• $40k or more earnings in a year – 3 points
• Less than $40k earnings in a year – 0 points

Field of study

• Engineering – 10 points
• Health care – 10 points
• Math and Computer Science – 9 points
• Business and Administration – 7 points
• Trades – 7 points
• Social, Legal, Education and Science – 6 points
• Arts and Humanities – 5 points

Canadian education experience

When it comes to education experience, the student should have obtained a qualification under a degree or diploma program from a Canadian public institution. The qualification should take a minimum of two years to complete on a full-time basis.

Alternatively, the applicant should be registered under a degree, diploma or certificate program from a Canadian public institution that should take one year to complete on a full-time basis. However, the program should require a degree as an admission requirement. Below are the points allocated for:

• More than one Canadian credential – 10 points
• One Canadian credential – 5 points

Official language ability

• CLB 9 or higher – 10 points
• CLB 8 – 6 points
• CLB 7 – 4 points
• CLB 6 or lower – 0 points

Knowledge of official languages

• 2 Official Languages – 10 points
• 1 Official Language – 5 points

International students in Canada who are applying for the PhD Graduate Stream through OINP will also need to have the following supporting documents at hand. These documents must be scanned and uploaded with your application:

Share article, the express entry international graduate category of the british columbia provincial nominee program (bc pnp) provides a way for candidates in the federal express entry pool who graduated from a university or college in canada, and who also have a job offer in bc, to obtain permanent resident status in canada., changes coming to the express entry international graduate stream in 2025.

The BC PNP International Graduate and International Post-Graduate streams will change in 2025. The BC Provincial Government announced that it plans to replace these two streams with three new streams:

• A Bachelor’s stream : for recent graduates of eligible institutions with bachelor’s degrees who have an indeterminate full-time job offer.
• The Master’s stream : for recent graduates of eligible institutions with a minimum of one-year full-time job offer in a skilled occupation.
• The  Doctorate stream : Graduates and PhD candidates can apply directly to this stream. The government did not outline whether there would be a job offer requirement for this stream.

BC’s language level requirement will be updated so that applicants need to meet CLB 8 or higher for these streams. At the moment, applicants only need to meet minimum language requirements according to the federal immigration program requirements, so this could be a minimum of CLB 5. In other words, the language requirement for student graduates applying for these streams may be higher.

Those who complete certificate or diploma programs in Canada may be eligible for other BC PNP streams .

Successful applicants to the EE International Graduate category obtain a BC PNP provincial nomination certificate. When this is uploaded to the Express Entry profile, 600 additional  Comprehensive Ranking System (CRS)  points are awarded, followed by an  Invitation to Apply (ITA)  for permanent residence at a subsequent draw from the pool.

Ee international graduate criteria.

To qualify for this category, candidates must:

• be eligible for one of the federal economic immigration programs (Federal Skilled Worker Class, Federal Skilled Trades Class, or Canadian Experience Class) and create an Express Entry profile;
• have accepted a full-time, permanent job offer in a skilled position (National Occupational Classification TEER 1, 2, or 3) from an employer in BC — management occupations (grouped under NOC TEER 0) are not eligible through this stream, but may apply through the BC PNP Skilled Worker categories;
• qualify to work in the job offered;
• have a wage offer in line with BC wage rates for the occupation;
• have completed a degree, diploma, or certificate from an eligible post-secondary institution in Canada in the past three years;
• show they can support themselves and their dependents;
• have, or be eligible for, legal immigration status in Canada; and
• meet minimum language requirements according to the federal immigration program requirements.

Note: your study program in Canada does not necessarily need to have been based in BC. If you studied in another province, you may still be eligible for the EE International Graduate category of the BC PNP.

Employer requirements

There are certain requirements for the employer as well. The employer must:

• be established as an employer in good standing in BC;
• provide full-time, indeterminate (permanent or with no set end date) employment;
• have a history of good workplace and business practices;
• sign an employer declaration;
• meet domestic labour market recruitment requirements, where applicable; and
• offer a wage in line with industry standards.

Applications to the EE International Graduate category of the BC PNP are managed under the Skills Immigration Registration System , or SIRS. Under this system, eligible candidates must first register a profile under the SIRS, a unique system used by the BC PNP to rank and select candidates who have the ability to settle permanently in the province.

Upon registration, candidates are assigned a score based on a combination of factors, including the details of the job offer, as well as human capital factors relating to work experience, language ability, and level of education.

The system operates on an Expression of Interest / Invitation to Apply basis, whereby the BC PNP conducts periodic draws and invites the highest-ranked candidates to apply for provincial nomination. The BC PNP also periodically invites candidates with experience in in-demand occupation in the tech, healthcare, and childcare sectors (refer below for the in-demand lists).

Let’s look at a hypothetical profile of somebody who is competitive under the SIRS. Maria completed a Bachelor’s degree in Microbiology at the University of British Columbia (UBC), after which she obtained a post-graduation work permit in Canada and obtained a job in the industry. She then received a permanent job offer in the Vancouver area, and in the same field, with an annual salary of $44,000. With her high intermediate English ability, Maria’s 105 points under the SIRS give her a strong chance of being invited under the SIRS.

You may ask, wouldn’t Maria have been invited under the federal Express Entry system anyway, without having to obtain additional points such as by obtaining a provincial nomination? Not necessarily. While Maria would be rewarded under the CRS for her young age (27) and education in Canada, her language ability of Canadian Language Benchmark (CLB) 8, combined with the fact that her job offer in BC is not supported by a Labour Market Impact Assessment (LMIA) and that her work permit is open, means that she gets limited points for language ability and no points for a job offer under the CRS. However, she would get points for the job offer under the SIRS, as the employer is not required to obtain a LMIA under that system. Overall, her initial CRS score would be 418. If she applies to the BC PNP, however, this would increase to 1,018, meaning that she would be well on the way to permanent residence in Canada.

The BC PNP periodically issues invitations to candidates with experience in priority occupations. The priority occupations are divided into four categories: tech occupations, healthcare occupations, childcare occupations, and other priority occupations. How the Provincial Nominee Program (PNP) works

This program is for workers who

• have the skills, education and work experience to contribute to the economy of a specific province or territory
• want to live in that province and
• want to become permanent residents of Canada

Each province and territory Footnote * has its own “streams” (immigration programs that target certain groups) and requirements. For example, in a program stream, provinces and territories may target

• business people
• skilled workers
• semi-skilled workers

Understand the application options

How you will apply depends on which Provincial Nominee Program stream you’re applying to. You might need to apply using the non-Express Entry process, or through Express Entry.

As part of the process, you will have to pass a medical exam and get a police check (certificate). Everyone must have these checks, no matter where they plan to live in Canada.

Non-Express Entry process

In the non-Express Entry process:

• you apply to the province or territory for nomination under a non-Express Entry stream.
• you need to meet the eligibility requirements of the province that nominates you.
• if you’re nominated, you apply for permanent residence online
• medical exam  and
• police check  (certificate)
• application processing times are longer than through Express Entry.

National Occupational Classification 2021

On November 16, 2022, we switched to the 2021 version of the National Occupational Classification (NOC) .

How to apply through the non-Express Entry process

Express Entry process

In the online Express Entry process , there are 2 ways to apply:

• You contact the province or territory and apply for a nomination under an Express Entry stream.

If the province or territory agrees to nominate you, you create an Express Entry profile (or update your profile if you already have one) and show you have been nominated.

• You create an Express Entry profile and show the provinces and territories you’re interested in.
• If a province or territory sends a “notification of interest” to your account, you contact them directly.
• If you’re nominated, the province or territory will send a nomination certificate to your account, and you accept it electronically.

In both cases, you must

• meet the eligibility requirements of the province or territory and
• If you are invited to apply , you submit an electronic application to IRCC.

How to apply through Express Entry

Transition to National Occupational Classification 2021

What this means for you depends on your situation.

• You received an invitation to apply (ITA) before November 16, 2022 You must submit your Express Entry application for permanent residence using the NOC 2016 .
• You didn’t receive an ITA before November 16, 2022 You must update your profile with your NOC 2021 code to remain eligible.
• If your nomination certificate has a 4-digit NOC code You must use NOC code 93888 in every NOC field of your Express Entry profile . We’ll assess your application using the NOC 2016 code on your nomination certificate.
• If your nomination certificate has a 5-digit NOC code You must submit your Express Entry profile using your 5-digit NOC 2021 code.

Every NOC field of your Express Entry profile

When you complete your Express Entry profile, you must use NOC code 93888 in the following NOC code fields:

• Primary Occupation
• Job Offer in Canada
• Current Work Permit
• Work History (all fields)
• Spouse’s Work History (all fields)

International Post-Graduate Category

The British Columbia International Post-Graduate stream is one of several immigration streams contained within the British Columbia Provincial Nominee Program (BC PNP), a Provincial Nominee Program (PNP) operated by the province of British Columbia. BC International Post-Graduate prioritizes the nomination of immigrants who have recently completed graduate-level education from an eligible British Columbia institution.

Candidates who are successfully nominated through the BC International Graduate program will be invited to submit an official application for Canadian permanent residence . Candidates do not require an Express Entry profile to be eligible for this stream. However, candidates who meet the eligibility criteria and who have an active Express Entry profile may be able to apply to the stream through Express Entry for accelerated processing. Candidates with experience in certain tech occupations may be eligible for accelerated processing and other benefits through the BC Tech Pilot .

Program Requirements

Express Entry Requirement

To be eligible for the BC International Post-Graduate stream, candidates do not require an Express Entry profile. However, candidates who meet the eligibility criteria for this stream and who have an active Express Entry profile may be able to apply to the stream through Express Entry for accelerated processing.

Connection to British Columbia

Candidates must have completed a master’s or doctorate degree from one of BC’s eligible institutions in one of BC’s eligible programs.

Level of Education

Candidates must have completed at least a master’s or doctorate degree in British Columbia.

Settlement Funds

All candidates for this stream must meet the settlement funds requirement as determined by Immigration, Refugees and Citizenship Canada (IRCC). This can be demonstrated through their own finances, or through maintaining a valid offer of employment.

Application Procedure

The British Columbia International Post-Graduate stream is open to new applications at any time. Eligible candidates must submit an application through BC’s online immigration portal. Candidates must indicate on this application whether they are applying through the accelerated Express Entry system, or the regular Skills Immigration system. The BC International Post-Graduate stream charges a $700 CAD application fee per applicant.

If the application is approved, the candidate will be issued a provincial nomination for permanent residence from BC. Candidates can also request to receive a letter of support for a temporary work permit , so that they can begin working in Canada while their application for permanent residence is processed. Applying for a work permit with a letter of support from a province represents a separate application to IRCC.

If the applicant indicated on their BC application that they were applying to the BC International Post-Graduate stream through Express Entry, they will receive a notification of nomination on their IRCC online account. After accepting the provincial nomination, the applicant’s Comprehensive Ranking System (CRS) score will increase by 600 points, virtually guaranteeing they will receive an Invitation to Apply (ITA) for permanent residence in the next Express Entry draw . After receiving an ITA, the applicant must prepare and submit an official application for  Canadian permanent residence  within the designated timeframe. Applications for permanent residence submitted through Express Entry are generally processed within six months.

If the applicant indicated on their BC profile that they were applying to the BC International Post-Graduate stream through the regular Skills Immigration system, the applicant has six months to submit an official application for permanent residence . They must prepare a paper-based application and submit it by mail to the appropriate application centre. Paper-based PNP applications for permanent residence are generally processed within 18 months.

Immigration, Refugees and Citizenship Canada (IRCC) has now conducted its second Express Entry draw this week. Here are the results of IRCC's Express Entry draw on April 24, 2024.

In IRCC's second Express Entry draw of this week, the department has issued 1,400  Invitations to Apply (ITAs) to eligible candidates with French-language proficiency and a minimum  Comprehensive Ranking System (CRS) score of 410. This was the department's first French-language proficiency draw since last month, on March 26, 2024. 

Today's draw follows a general Express Entry draw yesterday, April 23, 2024, where IRCC issued 2,095 ITAs to candidates with a minimum CRS score of 529.

Note: This is a developing story, which   CanadaVisa will update later this week if IRCC conducts any more Express Entry draws.

• Express Entry

Express Entry, IRCC's application management system for three specific economic-class permanent residence (PR) programs - the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP) and the Canadian Experience Class (CEC) - now issues ITAs to immigration candidates through three draw types: general, program-specific, and  category-based . 

General and Program-specific Express Entry Draws

IRCC's original two draw types have been part of the Express Entry system since 2015 and they are known for prioritizing Canadian immigration candidates with the highest CRS scores. 

CRS scores are what the department calls the numerical values it assigns to Express-Entry eligible candidates. These values are based on a variety of human capital factors, including age, education, and work experience (among many others). 

After an Express Entry candidate confirms that they are eligible for at least one of IRCC's three Express Entry-managed programs, they will be permitted to create an online profile with IRCC. At this time, the candidate will receive their CRS score. Now, they must simply wait for IRCC to conduct its next Express Entry draw, at which time each candidate will be able to see whether they will receive an ITA. 

*Candidates must have a CRS score above the department's cut-off (assigned uniquely for each draw) to receive an ITA from IRCC during any particular Express Entry draw. Additionally, ITAs can be considered the "key" to applying for PR in Canada because ITAs are the only way for an Express Entry candidate to submit their electronic Application for Permanent Residence (eAPR) to the department. Category-Based Express Entry Draws

IRCC's newest draw type, category-based draws, were first conducted in June 2023. These draws, designated as a more focused way to attract Canadian immigration candidates with specific types of work experience and proficiencies, focus on immigration candidates with "in-demand" attributes (based on IRCC's assessment of the landscape of the Canadian labour market and demography). 

IRCC chose the following types of candidates as the people that the department will focus on welcoming to Canada through category-based draws. These candidates are eligible foreign nationals with:

• Work experience in Healthcare
• Work experience in Science, Technology, Engineering, and Mathematics (STEM)
• Work experience in Trades
• Work experience in Transport
• Work experience in Agriculture and Agri-Food
• Strong French language proficiency 

Note:  French language proficiency has been defined by IRCC as those with a inimum score of 7 in all 4 language abilities on the Niveaux de compétence linguistique canadiens" (NCLC)).

Construction

• Your job offer must be classified as NOC TEER 0, 1, 2 or 3
• Be qualified to perform the duties of the job
• Have a minimum of two years of full-time (or full-time equivalent) work experience at NOC TEER 0, 1, 2, or 3
• Meet minimum language requirements
• Have a wage offer in line with B.C. wage rates for the occupation
• Show you can support yourself and your dependants

Eligibility 

• An indeterminate* (no defined end date), full-time job offer from a B.C. public health authority
• A letter from a health authority or midwife practice group that confirms that you are a physician, nurse practitioner, or midwife in British Columbia
• Meet the education, training, experience and qualification requirements outlined by the public health authority

Entry Level and Semi-Skilled

• Your occupation must be on the list of eligible occupations for your sector. All ELSS-eligible occupations are classified as  NOC  TEER 4 or 5
• For the  Northeast Development Region  of B.C., you may apply if you are working in any  NOC  TEER category 4 or 5  occupation, other than live-in caregivers
• Have been working full-time for your employer for a minimum of nine consecutive months before registering.
• Be qualified to do the job offered to you, including meeting any certification or registration requirements in B.C.
• Meet minimum language and education requirements

Eligible ELSS occupations

• Have completed a degree, diploma or certificate from an eligible post-secondary institution in Canada in the past three years
• management occupations (NOC TEER 0) are not eligible under this stream
• Be qualified to work in your occupation in B.C.
• Master’s degrees in an eligible program in the natural, applied or health sciences disciplines from a B.C. post-secondary institution. Please see the  BC PNP IPG Programs of Study in Eligible Fields  for more information
• Doctoral degrees in any field of study from a public B.C. post-secondary institution
• PhD students in any field of study who have been admitted to candidacy at a public B.C. post-secondary institution
