Amartya Sen

Amartya Sen is Professor of Economics and Professor of Philosophy at Harvard. He was Master of Trinity College, Cambridge, from 1998 to 2004, and won the Nobel Prize for Economics in 1998. His many celebrated books including Development as Freedom (1999), The Argumentative Indian (2005), Identity and Violence: The Illusion of Destiny (2007), and The Idea of Justice (2010), have been translated into more than 40 languages. In 2012 he received the National Humanities Medal from President Obama and in 2020 he was awarded the Peace Prize of the German Book Trade by President Steinmeier.

In analyzing hunger it is crucial to understand the causation of famines in an adequately broad way, and not just in terms of the some mechanical balance between food and population. It is the substantive freedom of the individual and the family to establish ownership over an adequate amount of food that is important. A person may be forced into starvation even when there is plenty of food around if he loses his ability to buy it. When food supplies fall sharply everyone can be saved from starvation by a better sharing of the available food. Undernourishment, starvation and famine are influenced by the working of the entire economy and society – not just food production and agricultural activities. The ability to acquire food has to be earned. We need to know the entitlement that people enjoy – the commodities over which she can establish her ownership.

In his book 'Poverty and Famines: An essay on Entitlement and Deprivation' (1981). Amartya Sen studied the famines in Bengal, Ethiopia, Sahel and Bangladesh. In it, he explains that famine is many times more manmade than natural. He has shattered the traditional theory of 'food availability' of famine. In these various famines, the availability of food grains did not decrease notably. But in the event of a famine, the ability to control food production through purchasing power based on the income and wealth of the society-the reduction in 'Entitlement' and the defect in the famine planning and food distribution system have exacerbated the famine.In this context, Sen says, "Famine cannot be prevented, but its effects can be avoided." According to Amartya Sen, famine is a form of starvation, but it does not affect all sections of the society equally. There has never been a famine in history that has had the same devastating effect on all sections of society.Famine more affects the poor, especially those who have less Entitlement of food availability. Because, in the event of a famine, there would be a slight decline in food grain production for those who have less Entitlement over food availability, there was a huge drop in food supply for them. Therefore, they are more prone to famine. Amartya Sen's book "Poverty and Famines" presents a new analysis of famine. For this, a more rational analysis of the new concept of 'Entitlement' has been done. Referring to this book, the London Review of Books has said that "the author's mind works like a search light and contradicts the old established assumptions".The Economist, London, writes, "The book expresses the best sociological tradition by economically, based on experience and logic." Thus, Amartya Sen's thought on poverty and famines are become important in the world.

Three distinct but related concepts have been used to estimate the numbers of people affected by hunger and to analyze the global food situation: food shortage, food poverty, and food deprivation. They focus on different aspects of the phenomenon of hunger and different levels of aggregation involved in its study. Food shortage occurs when total food supplies within a designated area—the world as a whole or continents, countries, or regions within countries—are insufficient to meet the needs of its population. Food poverty refers to the situation in which households cannot obtain enough food to meet the needs of all their members. Food deprivation refers to inadequate individual consumption of food or specific nutrients, also known as undernutrition. The relationships between food shortage, food poverty, and food deprivation are complex. If a region suffers a food shortage, some households will be food poor, and at least one household member will suffer food deprivation. Conversely, food poverty also can (and does) occur within regions where there is no aggregate food shortage, and individual food deprivation can occur in households that are not food poor. The key factor in both cases is distribution.

Making use of elegant logic, economic theory and history, Amartya Sen’s2 book examines the elaborate causes of starvation and famines. It presents the concepts that are critical to the identification and classification of the poverty, famine and starvation trio. The book argues that famine occurs not only from a lack of food, but from inequalities through which food is distributed. To justify his argument, Sen uses four case studies of famines from different parts of the world: the Great Bengal3 Famine of 1943, the Ethiopian famines of 1973-75, famines in the Sahel region of Africa during the early 1970s, and the Bangladesh famine of 19744. These case studies show that some of the most devastating famines in world history were caused by poor food distribution mechanisms rather than decline in food availability per head. In most of these instances there was little to suggest that aggregate food resources were significantly less than in previous years.

This essay will look closely at the different socio-economic problems that are closely associated with giving food aid and cash as famine relief particularly and solely in Africa on a macro-level scale to the micro level scale. Africa, one way or the other depends on food and cash aid from foreign donors but this aid has been discovered to have done much harm to Africa than the intended help. Problems differ from one type of food aid to the other, the place at which the transaction takes place and whether it be food access problem or availability problem. Such problems include negative effects on commercial food trade, nutritional status of recipients, negative effects local food markets, national economic development and the political system. The examples may include reduction of growth in local market, crowding out, increased conflicts, uneven distribution of resources, failure to achieve sustainability, embezzlement of funds, negative price effect on goods, delay in shipment and delivery, reduction in staple foods, moral hazard and so much more.

An analysis is made of the entitlement approach to starvation and famines. This concentrates on the ability of people to command food through the use of the legal means available in society, including the use of production possibilities, trade opportunities, entitlements vis à vis the state, and other methods of acquiring food. Aspects discussed are exchange entitlement mapping (or E‐mapping), starvation and entitlement failures, the limitations of the entitlement approach, and direct and trade entitlement failures.
