Becoming a Permanent Resident

As a foreigner, you may be eligible to apply for permanent residence if you are a/an:

• Spouse of a Singapore citizen or Singapore permanent resident (PR)
• Unmarried child aged below 21 years old, born within the context of a legal marriage to, or have been legally adopted by, a Singapore citizen or PR
• Aged parent of a Singapore citizen
• Holder of an Employment Pass or S Pass
• Student studying in Singapore
• Foreign investor in Singapore.

NOTE: ICA considers factors such as the individual's family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency, to assess the applicant's ability to contribute to Singapore and integrate into our society, as well as his or her commitment to sinking roots in Singapore. A PR refers to a foreigner who has been granted permanent residence status which allows him/her to reside in Singapore on a permanent basis.  PRs aged 15 years and above will be issued with the Singapore blue Identity Card (IC). A PR is required to have a valid Re-Entry Permit if he/she wishes to travel out and return to Singapore as a PR.

ICA has no affiliation with any external migration agency/commercial entity which claims to be the Singapore immigration specialist/consultant or partner. ICA does not support or endorse services by self-proclaimed professional immigration consultancy service providers for Permanent Residence application.

ICA accepts:

• Translations provided by the embassy of the country that issued the document
• Translations produced by a notary public in Singapore or the country that issued the document
• Privately created translations attested by the embassy of the country that issued the document, or notarised by a notary public in Singapore or the country that issued the document.

ICA does not endorse any private translation companies or entities. Insufficient documentation may result in non-acceptance of your application. You may be required to provide additional documents to support your application.

You will need to read through the following explanatory notes and submit the required supporting documents listed below via the  e-Service if you are a/an:

• Spouse of a Singapore citizen or PR, or child of a Singapore citizen or PR who is unmarried and aged below 21 years old:

• Explanatory Notes/Document List for  Child(ren) only
• Explanatory Notes/Document List for  Aged parent of a SC

If you are a foreign investor in Singapore, you can apply for permanent residence at the Singapore Economic Development Board under the Global Investor Programme .

All permanent residence applications must be submitted online using the e-Service . Applicants can either key in the application details online, or download and complete the PR application form offline before submitting it online.

• Singapore citizen or PR who is applying for PR for your spouse or unmarried child aged below 21 years old
• Singapore citizen who is applying for PR for your aged parent
• Employment Pass or S Pass holder who is applying for PR for self and spouse or unmarried child aged below 21 years old.

If you are a student currently studying in Singapore, you may access the  e-Service  using your Foreign Identification Number (FIN) and the issuance date of your valid immigration pass.

If you are a foreign investor in Singapore, you can apply for PR at the Singapore Economic Development Board under the  Global Investor Programme .

A S$100 non-refundable processing fee is payable for each applicant at the point of submission of PR application.

Payment can be made using

• Visa or MasterCard credit/debit card or,
• American Express (AMEX) credit card or,
• Internet Direct Debit (DBS/POSB, OCBC, UOB and Standard Chartered Bank Internet Banking accounts in Singapore) or,

If your application is successful, you will need to complete PR formalities personally in our office at ICA. The following fees are applicable for each applicant:

• S$20 for Entry Permit
• S$50 for a 5-year Re-Entry Permit
• S$50 for Identity Card
• S$30 per Entry Visa (foreigners requiring a visa).

The above fees are payable via NETS, Credit Card (Visa/Mastercard) or Mobile Payment.

All applications for permanent residence are carefully considered and reviewed by ICA. The general processing time for each application is six months . Some applications may take longer to process.

You may check your PR application status online through  MyICA or the  e-Service . If your application is still in process, the status will be reflected as "Pending".

You will be informed of the outcome by email or post.

National Service Liability

Under the Enlistment Act, all male Singapore citizens and permanent residents, unless exempted, are required to serve National Service (NS). Following the completion of full-time NS, they will become Operationally Ready National Servicemen (NSmen). An NSman's obligation will end at the age of 50 years (for officers) or 40 years (for other ranks).

Main applicants who are granted PR status under the Professionals/Technical Personnel and Skilled Workers Scheme or the Investor Scheme, are exempted from NS.

Male applicants who are granted PR status as a Foreign Student or under their parents’ sponsorship are required to register for NS upon reaching 16½ years old and will be scheduled for enlistment at the earliest opportunity upon reaching 18 years old . MINDEF allows students to attain educational qualifications up to the 'A' Levels certificate, the polytechnic diploma or an equivalent before they are required to serve NS. They are enlisted at the earliest opportunity when they have finished such courses, or after turning 18 years old, whichever is later. MINDEF does not grant deferment for university studies, regardless of whether such studies have begun. All male applicants are required to access www.cmpb.gov.sg for information on NS deferment, pre-enlistment process and Exit Permit requirements, before proceeding with the application.

Males who are granted Singapore PR, and who were previously Singapore citizens or Singapore permanent residents, are liable to be called up for NS regardless of the scheme under which their PR status was granted.

Renouncing or losing one’s PR status without serving or completing full-time NS will have a serious adverse impact on applications to work or study in Singapore, or for any long-term immigration facilities in Singapore, whether now or in the future. Renouncing or losing one’s PR status without serving or completing full-time NS will also adversely affect your family members' applications for long-term immigration facilities, their ability to sponsor such facilities, their renewal of Re-Entry Permits, or their applications for Singapore citizenship.

When you are filling up the details in your application, bear in mind these 3Cs .

Complete – Make sure you provide ALL details required fully. For example, when you are asked for your last ten years of residence – include all the residences that you lived in for 6 months or longer. There shouldn’t be gaps of more than 6 months in your timeline.

Consistent – The details you provide throughout your application should be consistent with the details in the documents you are submitting.

Correct – You have to be as accurate and truthful as possible. You know how sometimes we embellish/stretch the truth in our resumes to impress people? Well, this is NOT your resume, so DON’T do this in your application. Or else, you risk committing an offence .

Tip #8: Use simple language, avoid jargon.

Clarity is important in your application. So it’s always best to use simpler words, so the authorities can understand your application and your merits.

People usually tend to make this mistake when they are filling up their job descriptions.

For example: “Utilised Python to construct a database”.

Firstly, instead of saying “construct” or “utilised”, you could say “build” or “used”. See how simple is better.

Secondly, a Python is a giant snake to most people. Unless you’re into software development or technology, you probably wouldn’t know it’s a programming language. Don’t assume that the authorities are familiar with the technical terms of your job. Avoid jargon.

Tip #9: Pay attention to the “Details of achievements and innovation…” section in Form 4A.

Many people make the mistake of leaving this blank or filling it up with shallow or vague accomplishments that they didn’t think through.

Even when you don’t think you have an accomplishment or an innovation – that’s probably not true. 

Take the time to reflect. 

Be as specific as possible in the accomplishments, innovations, and contributions you’ve made to your company/companies, colleagues, and/or industry.

This is the place to shine. And they’ve given you 3500 characters to do so. So, shine on.

Tip #10 Double-check, triple-check, and maybe check one more time for good measure.

It’s easy to assume you’ve made no major error when you’re completing your form. We tend to do that because most of us have filled multiple forms in our lives, and believe we would be pros by now. But not every form is the same.  

To be on the safe side, check your form till you’re confident. Don’t let an unnecessary mistake hurt your chances of getting approved.

Tip #11 Fill the form ahead of submitting the application online.

You have two options to fill up the form details. You can download the form first and fill it up in your own time. Then once it’s complete, you can think about when you want to submit it on the online application portal.

Alternatively, you can fill up the details on the application portal itself.

We recommend the first option as you have the luxury to take more time to fill up the details and review it.

If you start filling up the details on the application portal itself, the portal gives you a time limit of 7 days to complete the form and also upload your documents. So, to save yourself that pressure just download the form first and complete it outside the portal.

You can download the form on the ePR system (you have to log in with your Singpass to enter). 

Tip #12: Make sure your scanned documents are clear.

This means:

• Scan your original documents in colour for clarity
• Make sure the image is clear and sharp such that words can be read clearly, and logos, emblems, lettermarks, or other graphics on the document can be clearly seen
• Make sure the scan fully captures the entire document

Tip #13: Make sure your documents are in the right format.

• Ea ch file size must be less than 2 MB. So, reduce the file size if necessary and make sure when you do so the image is still clear
• Save the files in pdf or jpeg format. You can only submit your documents in these formats.

Tip #14: Make sure to translate documents that are not in English.

ICA accepts the following translations:

• Translations provided by the embassy of the country that issued the document
• Translations produced by a notary public in Singapore or the country that issued the document
• Privately created translations attested by the embassy of the country that issued the document or notarised by a notary public in Singapore or the country that issued the document

Tip #15: Remember there are additional forms to sign off on.

Sign the forms according to the signature in your current travel document. You can date these documents on the day in which you submit them.

For Form 4A Professionals, Technical Personnel and Skilled Workers scheme:

1. Declaration form to be signed by the main applicant (and spouse, if they are applying too) Form 4A applications)

2. IRAS form to be signed by the main applicant

For Form 4SC Sponsor scheme:

1. Declaration form to be signed by the main applicant

2. A separate declaration form to be signed by the sponsor

3. IRAS for to be signed by the main applicant and sponsor

For Form 4B Student scheme:

1. Declaration form to be signed by the applicant

2. Declaration form to be signed by a parent, if applicant is below 21 years of age

You can download and print these forms after logging in to the e-PR system with your Singpass .

Tip #16: Be mindful of the dates when you seek your company documents.

For applicants applying under the Professionals, Technical Personnel and Skilled Workers (PTS) scheme and the Sponsor scheme, you would have to submit employment-related documents.

You would need to seek your company’s help to provide company and employment details. Take note, these documents must be dated within 1 month from the submission.

For example: if your employer letter is dated on the 25th of May 2020, we recommend you submit your application before the 25th of June 2020.

For PTS scheme (Form 4A), company documents to submit include:

1. Annex A – must be dated within 1 month of submission; a pplies to main applicant only

2. Employer Letter – must be dated within 1 month of submission; applies to main applicant only

3. Salary slips – must be your latest six months of salary slips

For sponsor scheme (Form 4SC), company documents to submit include:

1. Employer Letter – must be dated within 1 month of submission; a pplies to main applicant and sponsor

2. Salary slips – must be your latest six months of salary slips; applies to main applicant and sponsor

Tip #17: Know your strengths.

The first step to improving your application is to identify what your strengths are. Think of the areas in your professional life, social life, or in Singapore’s greater society where you’re making a contribution or an improvement.

It’s okay if you’re not impacting every part of society. If you’re making a difference in your career here, then focus on your strengths in those areas.

If you’re developing your skills continuously and making improvements on yourself personally, that’s also a strength, as it enables you to make more valuable contributions back to society.

Make a list of all your top strengths, and then see where it’s best to present it in your application.

Tip #18: Consider including a cover letter.

A c over letter is not a required document. The reason why some applicants submit one, is because they want to stand out amongst the competition. But the cover letter is not what makes you stand out – the substance of the cover letter is what matters most.

You can use the cover letter to elaborate on your other merits, contributions, achievements, and commitments in Singapore. Expand on the areas where the application form does not allow you to convey fully.

Tip #19: Consider attaching supporting documents to your cover letter.

It’s best if you can back up the key statements made within your cover letter with supporting documents. For example, if you have won professional awards, contributed to a project that benefited society, bought a house here – then show proof of that.

Tip #20: Follow the Goldilocks rule: “Not too much, not too little, but just right.”

When it comes to including details or additional documents to strengthen your application, bear in mind the “Goldilocks rule”. Don’t overdo it with too much information and irrelevant details, or else you’ll dilute the clarity of your application. Your true merits won’t stand out clearly.

Be critical of the details you want to highlight. If an item helps to communicate your commitment, contributions, and potential in Singapore then include them. But if you have multiple items that point to the same merits, then prioritise the most significant ones.

Tip #21: Get a second set of eyes to review.

Preferably someone more unbiased. In most cases, your spouse will not provide an objective perspective. Because they’re emotionally attached to the outcome.

Reach out to someone reliable and trustworthy in your social circle. They’re more likely to provide an objective perspective on your application and give you thoughtful feedback.

Submitting your PR application online

Tip #22: remember to activate your singpass..

Make sure you have your activated Singpass details ready, you need it to log in to the ePR portal to submit your application.

Your Singpass can be activated online , in person at the Singpass counters , or you could also use Singpass Mobile .

Tip #23: Organise all your document files beforehand.

To make the uploading of documents easier, it’s good to organise your documents systematically. We suggest creating a main folder, with subfolders for each category of your documents.

Sometimes, you might mistakenly save duplicate files. Tidy the folders as you’re sorting out your documents – get rid of the duplicates.

Name your files clearly with applicant names and the title of the document.

Come submission time, as you upload the documents required for each field, always check that you uploaded the right document to the right field. If your document files were properly named, formatted, and organised, then this part should be a breeze.

Tip #24: Buffer your time wisely.

Expect to spend several hours submitting your application.

The submission of the application includes completing the application form, and then uploading your documents online. If you have already pre-filled the form (recommended), then your time on the ePR system would be shorter. Expect to take between 1 to 3 hours on the online platform.

If you were to enter the details for the application form on the system itself, this could take several hours longer. Especially, if you don’t have all the information at hand.

It’s best to finish the application in one sitting. You don’t want to keep going back and forth on it, as there is also a time limit of 7 days to complete the process. So clear out your day from any interruptions and buffer in the time necessary to complete it in one sitting.

What are the Pros and Cons to Become Singapore Permanent Residence

While you are given many rights as a Singapore PR, the government also has rights upon you. One of them is military service, which is compulsory on your sons (if they are also PRs) once they reach 18. Under the Enlistment Act, all male Singapore citizens and permanent residents are liable to register for national service upon reaching 16 and a half years of age. They must serve two years when they are 18. This is followed by 40 days of Operationally Ready National Service every year until they are 50, for officers, and 40, for other ranks. On average, 500 young men who obtain permanent residence through their parents enter compulsory national service each year.

A Singapore permanent resident’s ICA PR application takes approximately 3-6 months to process and is open to those under 50 who had been living and working in Singapore for at least six months and, in certain cases, foreigners who are not physically residing in the island-state.

The permanent residence also opens the door to full Singapore citizenship , should you wish one day to take on Singapore nationality. It may take two or more years after ICA PR application, but it is the only path to obtaining a Singapore passport apart from being born to a Singapore citizen.

How to Become Singapore Permanent Residence

There are two options to become a Singapore Permanent Resident: the Global Investor Program (GIP Scheme) or Professionals/Technical Personnel & Skilled Worker Scheme (PTS Scheme).

Global Investor Program (GIP Scheme)

Foreign individuals who wish to set up and operate a business in Singapore will find it easier with the Global Investor Program (GIP Scheme). This particular scheme is often referred to as the Investor Scheme and requires you to invest at least S$2.5 million in order to qualify under the scheme.

Investment Options under GIP Scheme At present, under the Investor Scheme, you can choose either of the following investment options:

• Option A : Invest at least S$2.5 million in a new business startup or expansion of an existing business operation.
• Option B : Invest at least S$2.5 million in a GIP-approved fund that invests in Singapore-based companies.
• Option C : Invest S$2.5 million in a new or existing Singapore-based single family office having Assets-Under-Management (AUM*) of at least S$200 million.

Procedures for Processing of GIP application

Step 1 –  To complete and submit GIP application forms to EDB

Step 2 –  To attend for an interview with EDB

Step 3 –  If the assessment criteria are met, the Immigration & Checkpoints Authority ICA will issue an Approval-in-Principle (AIP) status to you which is valid for 6 months.

Step 4 – To proceed with the necessary investment under the selected investment option, within 6 months from the date of the AIP letter

Step 5 – To provide document proof of the investment made (e.g. Certified true copy of share certificates, bank statements and other legal documents) and submit the Investment Undertaking on the Terms and Conditions of the investment made upon making the investment

Step 6 – Once investment documents are verified by EDB, ICA will issue the Final Approval letter

Step 7 – To formalise Permanent Residence status in Singapore within 12 months from the date of the Final Approval letter

Professionals/Technical Personnel & Skilled Worker Scheme (PTS Scheme)

Singapore Permanent Residence Application Filing for Individuals Holding a Work Pass.

Specifically, the scheme is known as Professionals/Technical Personnel & Skilled Worker Scheme (or simply as PTS Scheme). Among the available PR schemes, more than 90 percent of families gain Singapore PR through the PTS Scheme.

In order to apply for permanent residence under the PTS Scheme, you must be a Work Pass holder of Employment Pass or S Pass. You should also be under 50 years old, although exceptions can be made on a case by case basis. The PTS Scheme allows you to include your spouse and unmarried children under-21 years of age in your application as well. The procedure to acquire Singapore permanent residence through PTS Scheme is straightforward though it requires research, leg-work and attention to detail.

The following step-by-step guide will help you to better manage the Singapore PR application process with much ease and confidence.

Step 1: Decide when to apply for PR The first question that typically comes to the mind of the majority of the work pass holders: when can I apply for my Singapore PR? Theoretically, you can apply for Singapore permanent residence the day you start working in the country as an EP holder. However, one of the Singapore PR requirements is to provide salary slips that go back six months from your Singapore employer which means should wait at least six months.

In practical terms, how soon you can apply for Singapore PR status also depends on the type of work pass you are holding and the unofficial annual quota set by the government. Also, make sure you are in good terms with your employer at the time of filing your PR application. One of the sections in the application form is to be completed by the employer.

Step 2: Think about your chances of approval Besides the type of work pass you hold and how soon you apply for PR, there are few other factors that are to be taken into consideration by the authorities when deciding on your PR application. They include:

• Your educational background. Singapore authorities give a lot of weight to your degree and the institute from which you graduated.
• Your physical stay in Singapore. The shorter your physical stay in Singapore, the lesser the authorities will be convinced that you plan to reside in Singapore permanently.
• Your employment background and the stability of your job
• Credentials of your employer (the more established the company, the better)
• Your salary and financial well-being
• Your character (such as whether or not you are a law-abiding citizen)
• Your family ties in Singapore. If you have family ties, it’s considered a positive factor.
• Your charitable contributions to society such as volunteering, donations, etc.

Bottom line – the government wants to ensure that you are a law abiding resident, positively contributing to the local economy and society should you be granted a Singapore permanent residence status.

Step 3: Decide on Singapore PR filing for your children If you are married and have children, one of the important decisions you’d have to make is whether you’d want to apply for Singapore PR for your male children.

As per Singapore laws, the main applicant (i.e. you) who is granted Singapore PR under the first generation PTS Scheme is exempted from National Service. However, all healthy male children that are granted PR status through their parents must register for National Military Service when they reach the age of 16 and a half. They will be required to serve two years of full-time National Service followed by 40 days of Operationally Ready National Service per year until the age of 50 (for officers) or 40 years (for other ranks).

Different parents look at the National Service requirement differently. Some of them don’t mind it, thinking that the child will be stronger and more mature after the two-year service. Others are horrified at the thought of having their child go through any kind of military service. You will need to think where you stand on this issue and decide the PR application filing for your male children accordingly.

Step 4: Register for a SingPass Account Once your eligibility is established and you have decided to proceed with PR application filing, the first and foremost step is to ensure that you have a valid SingPass account.

In the past, all documents are to be filed in hard copies for direct submission over the counter at ICA. Compilation of stacks of documents can be a long and daunting process and the good news is that in recent years, to improve the efficiency of the application process, the Electronic Permanent Residence (e-PR) system has been introduced, so that documents could be conveniently uploaded online to complete the application.

To access to this e-PR service, however, you will require a valid SingPass account. If you have yet obtained a SingPass account, you may register at  Singpass . Upon completion of registration, your SingPass password will be mailed to your registered address within 5 working days (for local Singapore address).

Step 5: Download documents and review filing Singapore PR requirement The next step is to obtain the relevant application forms and review submission Singapore PR requirement.

The following forms are to be downloaded from your respective selected application choice at the e-PR system. Our team will guide and assist in the completion of these forms:

1) Declaration form of Applicant(s) 2) Declaration form of Sponsor 3) IRAS/CPF Consent Form 4) PR Application Form

Step 6: Prepare supporting documents After downloading and reading the necessary documents, the next step is to get the supporting documents ready. Here are some additional helpful guidelines that you should take into account:

• For the main application form which is the PR Application form, bulk of the fields asks for a comprehensive profile of not only yourself but also your family members. This includes an extensive information covering the background of individuals’ ranging from personal information to educational and professional history.
• If you have any document that’s not in English, you must produce an official English translation of the document. The safest approach is to get it translated and stamped through your embassy. Make sure to take originals and copies of both non-English and English translated versions of the document for your visit to ICA office.
• Previous employment appointment letters, performance evaluation reports, recommendation letters are also useful. Contact your previous employer(s) if necessary.
• Providing existing employer’s information explaining nature of the business is also critically important to the application.
• If you have purchased a property in Singapore, include the documents provide the necessary proof. This will be considered a positive factor both in terms of your financial position as well as your longer-term intention of staying in Singapore.
• Make sure you also attach a most recent copy of your CV/Resume.
• -It’s also a good idea to prepare a cover letter articulating your love for Singapore, your financial and family stability, your decision to become Singapore PR, and the list of supporting documents you are attaching with the application.

Bottom line: Documentation of academic and professional credentials are critically important information to be filed in the application. A complete set of comprehensive information on-hand will also help in the smooth completion of the application process.

Step 7: Completing the PR application form With the provision of the relevant documents, our team will proceed to assist in the completion of the PR Application Form. We will then forward it back to you for perusal before you proceed with your online submission.

Step 8: Submit PR application Please note all the required documents are to be submitted within 7 days/ 168 hours from the time online application starts. Incomplete submission will result in non-acceptance of the application during e-PR submission

Upon completion of the submission of application and document uploading, you will be required to pay for the processing fee of S$100 for each applicant.

Step 9: Wait for results It will take approximately up to six months before you receive a letter from ICA notifying you on the outcome of your PR application. Sometimes it may take longer processing time should ICA require more inputs during the assessment of application. If you would like to check on the Singapore PR status of application, you may login to the e-PR system by using your SingPass to do so.

Step 10: Upon Approval Once your application has been approved (congratulations!), you will be notified by ICA with an approval letter.

Please follow the steps stated in the approval letter for the completion of necessary formalities for obtaining your PR NRIC. The following payment will be required from you; – S$20 for Entry Permit – S$50 for a 5-year Re-Entry Permit – S$50 for Identity Card – S$30 per Entry Visa (foreigners requiring a visa)

• Inform your employer of your new Singapore PR status. Your employer will require a copy of your PR card to update HR records and will also need to start making contributions to your CPF fund.
• Inform banks so they can update your bank account personal details.

Step 11: Handling PR Rejection Although receiving a PR rejection letter can be a very disheartening experience at first, remember that it’s not end of the world or the end of your pursuit to obtain permanent residence in Singapore. There are no restrictions on how many times you can apply for Singapore PR. However, practically, you should wait at least six months before submitting a new PR application.

For unsuccessful application, you may proceed with the appeal within 6 months from the date of rejection. Each appeal will be considered on case to case basis. If the ICA accept the request for appeal, it will take another 6 months to 1 year for processing. The outcome will be sent to you via mail.

Renewal of Singapore PR

On 24 April 2012, TODAY Paper has published an article on the uncertainty surrounding the rejection of Singapore Employment Pass and Singapore permanent resident (PR) renewal applications. The article cited that the lack of clarity as to why the Singapore PR renewals were rejected have puzzled many expats, compelling them to rethink of their decision to work in Singapore. Employment Passes or PR re-entry permits which were not renewed had expats either appealing to the authorities for a second chance or packing their bags ready to relocate. Those whose passes have been approved for the first or second times have a feeling of uncertainty lingering too as it may be the last time they are renewed.

However, although no written guideline is given by ICA, there are always few criteria is considered for renewal of your Singapore PR. 1)      Whether you are working in Singapore and received salary in Singapore 2)      How much the income tax you are paying every year 3)      How many days you are staying in Singapore

Documents required If you are an employee, you may submit any of the following documents Singapore PR renewal:

• A letter (issued not more than one month ago) from the employer addressed to the Controller of Immigration, stating the date of employment, position held and monthly salary; or
• Statement from the CPF Board showing the CPF Contribution History for the last 12 months; or
• Income Tax Notice of Assessment for the last one year.

You can cancel your Singapore permanent residence (PR) if your re-entry permit is still valid and you have decided to renounce your PR status for whatever reason. The following documents will be required for renounce your Singapore PR: – Your passport – Your PR card (ie NRIC) – The certificate of permanent residence (that was given to you at the time of issuance of permanent residence status) – A letter addressed to Immigration and Checkpoints Authority (ICA) of Singapore stating your desire to cancel the Singapore PR status

As a male who is an SPR and below the age of 21, he will be required to serve conscription in Singapore at approximately at the age of 18, just like any other Singapore Citizen. The duration of the conscription or ‘National Service’ will be 2 years and there after serve additional 40 days per year till the age of 40 for NCOs or 50 for officers. Conscription is mandatory and not optional, so are the vocational postings. Your son may be drafted into any of the 3 postings: Army, Police or Civil Defense.

Can I apply for Singapore PR for everyone in my family except for my son who is under 21?

Yes, you can, if valid reason is provided for. However, if your reason does not seem legit, it will substantially minimize the approval chances of your application, or maybe even jeopardize it.

Can I sponsor my children who are above 21 years of age for Singapore Permanent Residency?

No. Only dependant’s children below 21 years of age can be sponsored under the parent’s PR application. For children above 21 years old, they will need to apply the SPR on their own.

Is there any expiry date for my Singapore PR?

As long as a Singapore Permanent Resident (SPR) has a valid Re-Entry Permit (REP), the individual is allowed to reside in Singapore and enter and exit freely. The REP is issued for 5 years after which it has to be renewed. SPRs who are overseas without a valid Re-Entry Permit will lose their SPR status.
