Senate hopeful Rep. David Trone (D) used a racial slur during a congressional budget hearing Thursday and later apologized, saying he misspoke and did not know what the word meant.
Trone dropped a derogatory word for Black people into a brief speech praising President Biden’s tax proposals toward the end of a friendly exchange with the director of the Office of Budget and Management.
After explaining that corporate tax rates did not influence how he invested hundreds of millions in his national liquor company, Trone continued:
“So this Republican jigaboo that it’s the tax rate that’s stopping business investment, it’s just completely faulty by people who have never run a business,” he said during a House Budget Committee hearing. “They’ve never been there. They don’t have a clue what they’re talking about.”
The slur is among the derogatory terms used to caricature Black people. After being contacted by The Washington Post hours after the remark, Trone apologized in a statement.
“Today while attempting to use the word ‘bugaboo’ in a hearing, I misspoke and mistakenly used a phrase that is offensive. Upon learning the meaning of the word I was deeply disappointed to have accidentally used it, and I apologize,” the statement said.
Trone, 68, is a leading Democrat in the May 14 primary race to succeed retiring Sen. Ben Cardin (D-Md.) and represent the most diverse state on the East Coast .
Polling released this week shows the race is wide open, with 39 percent of primary voters undecided and Trone leading his chief opponent, Prince George’s County Executive Angela D. Alsobrooks (D), by 7 percentage points. The winner is likely to face former Maryland governor Larry Hogan (R) in November’s general election.
Through a spokesperson, Alsobrooks declined to comment on Trone’s remark.
Trone began his comments Thursday appearing to read from prepared remarks and cordially welcoming OMB Director Shalanda Young, who is Black, and offering to yield his time to her if she had any points to bring up.
Young and Trone went on to agree that “something has to be done” about how little tax corporations and the wealthy pay, with Trone saying Biden’s proposed budget would help free up money to improve child care and increase pre-K access across the country. He calculated how many people could be put on food assistance programs if Amazon paid a 21 percent corporate tax rate.
“That’s a pretty good trade-off. Amazon can certainly afford that. Jeff Bezos can easily afford it, good Lord,” Trone said. (Amazon founder Bezos owns The Washington Post.)
Reached through staff, Young declined to comment on Trone’s remark.
Trone released an expanded statement later Thursday saying the word he used “has a long dark terrible history. It should never be used any time, anywhere, in any conversation. I recognize that as a white man, I have privilege. And as an elected official, I have a responsibility for the words I use — especially in the heat of the moment. Regardless of what I meant to say, I shouldn’t have used that language.”

Christians around the world observe Good Friday two days before Easter, but what is it, and why do they commemorate the holy day?
The holiday is part of Holy Week, which leads up to Easter Sunday. Palm Sunday kicks off the series of Christian holy days that commemorate the Crucifixion and celebrate Jesus Christ's resurrection.
"Good Friday has been, for centuries now, the heart of the Christian message because it is through the death of Jesus Christ that Christians believe that we have been forgiven of our sins," Daniel Alvarez, an associate teaching professor of religious studies at Florida International University, told USA TODAY.

When is Good Friday?
Good Friday is always the Friday before Easter. It's the second-to-last day of Holy Week.

What is Good Friday?
Good Friday is the day Christ was sacrificed on the cross. According to Britannica , it is a day for "sorrow, penance, and fasting."
"Good Friday is part of something else," Gabriel Radle, an assistant professor of theology at the University of Notre Dame, previously told USA TODAY. "It's its own thing, but it's also part of something bigger."
Are Good Friday and Passover related?
Alvarez says that Good Friday is directly related to the Jewish holiday, Passover.
Passover , or Pesach, is a major Jewish holiday that celebrates the Israelites’ exodus from Egypt.
"The whole Christian idea of atoning for sin, that Jesus is our atonement, is strictly derived from the Jewish Passover tradition," said Alvarez.
How is that possible?
According to the professor, Passover celebrates the day the "Angel of Death" passed over the homes of Israelites who were enslaved by the Egyptians. He said that the Bible states when the exodus happened, families were told to paint their doors with lamb's blood so that God would spare the lives of their firstborn sons.
Alvarez says this is why Christians call Jesus the "lamb of God." He adds that the symbolism of the "blood of the lamb" ties the two stories together and is why Christians believe God sacrificed his firstborn son. Because, through his blood, humanity is protected from the "wrath of a righteous God that cannot tolerate sin."
He adds that the stories of the exodus and the Crucifixion not only further tie the stories together but also emphasize just how powerful the sacrifice of the firstborn and the shedding of blood are in religion.
"Jesus is the firstborn, so the whole idea of the death of the firstborn is crucial," said Alvarez.
He adds that the sacrifice of the firstborn, specifically a firstborn son, comes from an ancient and "primitive" idea that the sacrifice unleashes "tremendous power that is able to fend off any kind of force, including the wrath of God."
Why Is Good Friday so somber?
Alavarez says people might think this holiday is more depressing or sad than others because of how Catholics commemorate the Crucifixion.
"I think [it's] to a level that some people might think is morbid," said Alvarez.
He said Catholics not only meditate on Jesus' death, but primarily focus on the suffering he faced in the events that led up to his Crucifixion. That's what makes it such a mournful day for people.
But, the professor says that Jesus' suffering in crucial to Christianity as a whole.
"The suffering of Christ is central to the four Gospels," said Alvarez. "Everything else is incidental."
According to the professor, statues that use blood to emphasize the way Jesus and Catholic saints suffered is very common in Spanish and Hispanic Countries, but not as prevalent in American churches.

Father Dustin Dought, the executive director of the Secretariat of Divine Worship of the United States Conference of Catholic Bishops, previously told USA TODAY that Good Friday and Ash Wednesday are the two days in the year that Roman Catholics are obliged to fast.
"This practice is a way of emptying ourselves so that we can be filled with God," said Dought.

Many Catholics do not eat meat on any Friday during Lent. Anything with flesh is off-limits. Dought says this practice is to honor the way Jesus sacrificed his flesh on Good Friday.

AOC skewers Elon Musk’s anti-immigrant stance with four-word tweet
Representative Alexandria Ocasio-Cortez has called out tech billionaire Elon Musk for a baseless anti-immigration post.
Responding to a post from Mr Musk that claimed Democrats want to “import voters,” the progressive New York lawmaker pointed out an undeniable fact in response on Thursday.
“You’re literally an immigrant,” Ms Ocasio-Cortez wrote on X . Mr Musk was born and raised in South Africa — he moved to Canada in 1988 before migrating to the US.
“And for everyone saying ‘yeah, but legal!!’ may I once again remind you that seeking asylum is legal, too,” the lawmaker continued.
Mr Musk’s caption accompanied a headline from The Daily Caller — a right-wing media outlet — that read, “Biden Considering Granting Amnesty, Handing Out Green Cards to Illegal Immigrants.” The article cites reporting from Politico revealing the Biden administration may open up access to cancellation of removal — a process by which undocumented immigrants can become US citizens if they have lived in the country for more than ten years and have resident relatives who would suffer if they were deported.
Neither article made any reference to Mr Musk’s unfounded claim that Democrats are seeking to “import voters.”
This isn’t the first time Ms Ocasio-Cortez and Mr Musk have sparred on social media. Last September, the Tesla CEO responded to a video by Ms Ocasio-Cortez claiming more migrants entered the US through Ellis Island than were arriving illegally across the Rio Grande.
Mr Musk said, “She’s just not that smart,” and the Congresswoman was quick to respond.
“I wasn’t born rich and became the youngest woman in American history to be elected to Congress,” she wrote on X. “Then I investigated Cohen, authored the largest FEMA funeral assistance program in history and led creation of a US Climate Corps to create tens of thousands of new jobs.”
At the same time, Mr Musk was on a visit to the US-Mexico border accompanied by Republican congressman Tony Gonzalez.
“We are in this absurd situation where the vast majority of people are not in fact asylum seekers - you can actually read on Google in any language you want what are the magic words you need to say,” Mr Musk claimed.
Ms Ocasio-Cortez took another swing at the billionaire during his visit, criticising both him and Mr Gonzalez.
“The House is holding important votes in DC tonight, people are scrambling to avoid a shutdown, but this Republican Congressman decided to skip town to joyride with a billionaire when his own party has just a single-digit margin and needs his vote,” she wrote on X.

Representative Alexandria Ocasio-Cortez had called for a permanent cease-fire in the war between Israel and Hamas, but had resisted labeling the conflict a genocide.

Representative Alexandria Ocasio-Cortez warned on Friday that Israel’s blockade of Gaza had put the territory on the brink of severe famine, saying publicly for the first time that the nation’s wartime actions amounted to an “unfolding genocide.”
In a speech on the House floor, Ms. Ocasio-Cortez, a New York Democrat, forcefully called on President Biden to cut off U.S. military aid to Israel unless and until it begins to allow the free flow of humanitarian assistance into the Gaza Strip.
“If you want to know what an unfolding genocide looks like, open your eyes,” she said. “It looks like the forced famine of 1.1 million innocents. It looks like thousands of children eating grass as their bodies consume themselves, while trucks of food are slowed and halted just miles away.”
The comments were a sharp rhetorical escalation by Ms. Ocasio-Cortez, the de facto leader of the Democratic Party’s left wing, and they illustrated the intense pressure buffeting party officials as they grapple with how to respond to Israel’s war tactics and the deepening humanitarian crisis.
Ms. Ocasio-Cortez, defying party leaders, has been a proponent of a permanent cease-fire since Hamas’s deadly attack on Israel on Oct. 7, and has called for putting conditions on American military aid to Israel. But she had resisted describing the ensuing war, which has killed 30,000 Gazans and left the territory in ruins, as a genocide.
Israel has firmly denied that the term applies, and Ms. Ocasio-Cortez indicated in January that she was waiting for the International Court of Justice to render an opinion on a legal designation. Privately, she has expressed concerns to some allies that the highly contentious term would alienate potential supporters of a cease-fire.
Her position put Ms. Ocasio-Cortez at odds with several members of the progressive bloc she leads in the House, including Representative Cori Bush of Missouri. It also made her an unlikely target of some left-leaning activists: This month, a video went viral of protesters confronting her at a movie theater in New York City and demanding that she use the term.
Allies attributed her embrace of the term on Friday to the worsening humanitarian reality on the ground. The United Nations has warned that much of the Gaza Strip and its 2.2 million residents are now at risk of famine and has pressured Israel to let more food cross in via land.
“Honoring our alliances does not mean facilitating mass killing,” Ms. Ocasio-Cortez said on Friday. “We cannot hide from our responsibility any longer. Blocking assistance from one’s closest allies to starve a million people is not unintentional.”
The immediate reaction to her comments was muted, especially considering the gravity of her charge and how the congresswoman often inspires opposition on the right. The White House, which had been alerted beforehand about her speech, declined to comment, as did several staunch Democratic allies of Israel.
Mr. Biden and top Democratic leaders have insisted on Israel’s right to defend itself and have shown little appetite for curtailing military aid to the country. On the contrary, the administration is pushing for billions of dollars more in military assistance.
The American Israel Public Affairs Committee, a pro-Israel lobby that has clashed with Ms. Ocasio-Cortez, said that accusing Israel of committing genocide was an “obscene perversion of the truth.”
“It is Hamas that has a genocidal goal of destroying the Jewish people, and it is Hamas that is responsible for massive casualties by using Palestinian civilians as human shields,” Marshall Wittmann, the group’s spokesman, said in a statement that did not mention Ms. Ocasio-Cortez by name.
Some antiwar activists praised the speech, but others argued that Ms. Ocasio-Cortez was moving too belatedly.
“AOC is 30,000+ deaths too late to this,” Hafsa Halawa, a nonresident scholar at the Middle East Institute in Washington, wrote on X . “You want congressional heroes, Cori Bush is where you should look.”
The speech came at a precarious moment in the war. Officials fear the situation in Gaza could grow more dire if Israel follows through with an attack on the southern Gazan city of Rafah, where more than a million civilians have sought refuge.
The Biden administration has pushed Israel to forgo the attack. And after months of steadfast support for Israel, the president himself has become increasingly outspoken about the humanitarian crisis, introducing a U.N. Security Council resolution this week calling for “an immediate and sustained cease-fire” in Gaza.
The resolution failed, but progressives aligned with Ms. Ocasio-Cortez have taken Mr. Biden’s firmer stance as evidence that their tactics are working.
She sought to increase that pressure on Friday, speaking not through social media or a news interview but a traditional four-minute speech on the House floor.
The remarks came just after the House voted on a $1.2 trillion government funding bill that would temporarily cut off aid to the main U.N. agency that provides assistance to Palestinians. Ms. Ocasio-Cortez was among 22 Democrats to vote against the spending plan.
She began her remarks by invoking Mr. Biden’s own words from a 2011 speech when he was vice president, calling him “a decent man.” Mr. Biden said then that stopping genocides was “an achievable goal” while lamenting that too often real action came “too late, after the best and least costly opportunities to prevent them have been missed.”
Echoing those words, Ms. Ocasio-Cortez said the United States risked repeating past mistakes. She said relatively little about Israel’s bombing campaign or ground invasions, but referred specifically to a Biden administration plan to put a temporary floating pier off Gaza’s coastline to ease the transit of goods, warning it would be “too late” to stave off the worst.
“The time is now to force compliance with U.S. law and the standards of humanity,” she said, calling for the administration to “suspend the transfer of U.S. weapons to the Israeli government in order to stop and prevent further atrocity.”
“This is not just about Israel or Gaza,” Ms. Ocasio-Cortez added. “This is about us.”

FTC Privacy and Security Update: What your business needs to know
Business executives, tech professionals, and the attorneys who represent them need to stay current on what’s happened – and what’s happening – at the FTC when it comes to privacy and data security. You could set aside weeks to review the hundreds of FTC cases, reports, rulemakings, and policy initiatives touching on those topics or you could scroll through the agency’s to-the-point 2023 Privacy and Data Security Update to get the latest word.
Even a quick read illustrates a common thread that runs throughout the agency’s recent privacy and security initiatives: the front-line role the FTC plays in taking on the consumer protection challenges of artificial intelligence. Law enforcement actions against Rite Aid , Ring , and Amazon/Alexa ; a Report to Congress – Combatting Online Harms Through Innovation – that discusses to use of algorithms, including generative AI, to create and optimize paid content; and an ongoing market study of social media and video streaming platforms’ use of AI are just a few examples of how the FTC is insisting that consumer interests remain at the forefront of the evolving AI landscape.
The Update also gets readers up to speed on FTC rulemakings, reports, workshops, policy initiatives, and consumer and business education related to privacy and security. Among the highlights: the Policy Statement on Biometric Information and Section 5 of the FTC Act ; a study under Section 6(b) of FTC Act of social media and video streaming companies’ information practices ; updates to the GLB Safeguards Rule; ongoing efforts to strengthen the Children’s Online Privacy Protection Rule; and the proposed Commercial Surveillance and Data Security Rulemaking .
Bureau of Consumer Protection Director Samuel Levine puts the issues in perspective for consumers and businesses concerned about the fast-moving state of privacy and information security:
"We have worked vigorously to ensure that the law has equal force across the digital ecosystem, rising to the challenges presented by new technologies and seeking meaningful remedies that establish critical standards for protecting consumers’ information, rather than placing the burden on consumers to protect themselves. This is an area that demands an all-hands-on-deck response, and as the examples in the report show, the Commission is using every tool it has to safeguard consumers’ rights."
