The principle of player progression in World of Warships is moving from lower tier to higher tier ships up to the apex of each tech tree branch — the Tier X ship. However, in doing so, players often leave intermediate-tier ships behind. These ships offer game play experiences that are equally interesting as those of Tier X ships. And often, a now-more experienced player will discover that his lower-tier ships seem to play better than when he was first grinding through them.

Qualification

A player may qualify for the Research Bureau in several ways. [1] Any player with five unlocked tech tree Tier X ships is fully qualified. Obtaining Research Points in other ways, e.g. through Dockyard events or Battle Performance Bonuses, partially qualifies the player for the Research Bureau.

Partial Qualification

Simply earning Research Points unlocks the ability to spend them — that is, the Research Bureau page in the Armory. See below . A partially qualified player does not receive a bonus, nor can they reset lines.

The term Battle Performance Bonus refers to rewards that are triggered by battle results in addition to Experience and Credits. Two examples are Snowflake-type event rewards and Research Points.

Resetting a line

To enable line resets the player must have qualified for the Research Bureau. [5]

Once line resetting is enabled a button will appear below each researched Tier X ship in the Tech Tree panel in Port. Pressing this button (and confirming), causes the line to reset. For all Tier II through Tier X ships in the line: [6]

Ship XP

  • Mounted Upgrades are de-mounted to Inventory at no cost,
  • Mounted camouflages , skins, and signals are de-mounted, [7]
  • Commanders are moved to Reserve (slots are added when necessary),
  • The ships in port are sold for Credits at the normal Sell price,
  • Modules, whether mounted or in Inventory, are sold for Credits at the normal Sell price,
  • Tier II–X ships and their modules become locked,

Partial line resets

Especially with Early Access ships, it is possible to unlock a Tier X ship without unlocking all the ships in the line. Such a line can be reset. However, ships that were never unlocked cannot earn Research Points after the line is reset.

For example, A Tier VIII ship is obtained during an Early Access event, but no ship below it on the tech tree. The player obtains the Tier IX and X ships in the normal manner, enabling a line reset. After the reset, the Tier V to VII ships may be unlocked and played, yet will earn no RP. Having finally been unlocked, they can earn RP in subsequent resets.

Note that the 2x season bonus does not depend on the first line reset being unlocked or played first. The second line reset may be completed and played first, but it will earn only the base Research Points.

Regrinds do not need to be completed within a specific season to obtain the 2x RP bonus.

Play It Your Way

As with the first time you did it, no extra experience or credits are required; the ships earn it themselves. Oh, you might toss in a little FXP to get over a hump or two, but the play's the thing.

The splits make resetting and re-grinding those lines a little easier. Resetting multiple sides of a split line can save a fair amount of time or Free XP over re-grinding two full lines separately.

OVERVIEW:   The only local organization of its kind, the Boston Municipal Research Bureau promotes a healthy business and residential climate by advocating for stability and predictability in the basics of city government—tax policies, service delivery and public education.  Founded in 1932, the Research Bureau is known for expert research, independent analysis and trusted results.

OUR WORK:   The Research Bureau plays three unique roles in Boston.

  • Monitor:  On a daily basis, staff monitor a wide range of financial activity at City Hall, including city and school budgets, hiring practices, and tax policies.
  • Change agent:  When key issues, such as classification, collective bargaining, and school reform arise, city leaders look to the Research Bureau for an unbiased, independent perspective that moves beyond political rhetoric and advocates sound recommendations for constructive change. 
  • Inform:  Business, community and media leaders turn to the Research Bureau both to understand city policies and to learn how they impact on businesses and residents.

OUR AGENDA:  In addition to its daily attention to Boston’s fiscal policies and service delivery, in 2019 the Research Bureau focused on affordable housing, achievement in schools and tax-exempt property in Boston.

OUR AUDIENCE:  Business executives look to the Research Bureau for in-depth analysis of complex city problems.  Government leaders use our work to strengthen existing policies and introduce new ones.  The media calls on us for an “objective opinion” on fiscal and service delivery issues.

OUR MEMBERS:   Leaders representing every major industry belong to the Research Bureau.   They see our work as key to protecting their business investment in the city and having an organization that works for the greater good of the community. Other benefits include access to Boston’s key decision-makers; visibility through sponsorship opportunities of high-profile events; and staff and publication resources designed to help explain the rationale and impact of City Hall decisions.

Blended Finance

Blended finance---the use of public and philanthropic funding to crowd in private capital---is a potential way to finance a more sustainable world. While blended finance holds the promise of being catalytic in mobilizing vast amounts of private capital, little is known about this practice. In this paper, we provide a conceptual framework that formalizes the decision-making of development finance institutions (DFIs) that engage in blended finance. We then provide empirical evidence on blended finance using data from a major DFI. The key variable we study is the level of concessionality, which captures the subsidy from the blended co-investment. Our findings indicate that DFIs provide higher concessionality for projects that have a higher sustainability impact per dollar invested. Moreover, the concessionality is higher for projects in countries with higher political risk and a higher degree of information asymmetries. In such cases, the blending tends to also include risk-management provisions. These findings are consistent with the predictions from our conceptual framework, in which DFIs have a limited budget that they allocate across projects to create societal value.

These are the 10 top-paying U.S. cities where women outearn men

Nationwide, women outearn men in just 42 U.S. cities out of an analysis of some 1,800 cities, according to a new GoBankingRates report using Census Bureau data.

The report considers the median annual earnings for men and women in cities with a population of at least 20,000 people.

Of locations, these are the 10 top-paying cities where women outearn men:

  • Bowie, Md.: Women earn a median $81,011 a year
  • Clinton, Md.: Women earn a median $71,123 a year
  • Fort Washington, Md.: Women earn a median $69,983 a year
  • Oakland, Calif.: Women earn a median $68,260 a year
  • Goleta, Calif.: Women earn a median $65,030 a year
  • Laurel, Md.: Women earn a median $65,008 a year
  • Monrovia, Calif.: Women earn a median $62,016 a year
  • Hackensack, N.J.: Women earn a median $60,237 a year
  • Newark, Del.: Women earn a median $58,769 a year
  • Chamblee, Ga.: Women earn a median $58,590 a year

In each of these cities, women outearn men by a share of .14% to 18.95% of what men earn.

Across the U.S., women are paid just 84 cents for every $1 paid to a man, on average.

Many of the top cities with gender parity and higher earning power for women are near Washington D.C., where government jobs have more transparent pay practices and, perhaps relatedly, greater gender pay parity, though a gap still exists .

At No. 4, Oakland, Calif., is the largest city on the list, with a population of nearly 360,000 people. There, women earn a median of $68,200 per year, just outpacing men's earnings of $68,100 per year.

The lack of a gender pay gap in these cities isn't, on its own, good news for women's earning power.

"Our findings show salaries are relatively low in the select few cities where women are outearning men," Andrew Murray, lead data researcher at GoBankingRates, tells CNBC Make It. "Several of the cities that made our list have median earnings for women around $30,000 to $40,000."

"This is particularly noteworthy considering that there tends to be less of a gender pay gap among lower-wage workers, especially minimum-wage workers, compared to higher-end, hourly workers," Murray adds.

Women, and particularly women of color, are overrepresented in minimum wage jobs . Research shows raising the federal minimum wage would have an outsized impact on reducing poverty rates for women and the children of women-led households.

Overall, the No. 1 city where women's earning rates are highest compared to men's is Jacksonville, N.C, but actual salary figures are much lower. There, women earn roughly 20% more than men, or $33,000 a year compared with men who earn roughly $27,000 a year — lower than the national median salary of $59,540 per year .

In the case of Jacksonville, the city "has a high government employee base both for the military and Department of Defense which could be contributing to more equitable pay," Murray says.

Overall, women earn the most in five U.S. cities, GoBankingRates notes: Los Altos, Calif. ($150,000 median salary); Saratoga, Calif. ($140,000 median salary); McLean, Va. ($137,000 median salary); San Carlos, Calif. ($137,000 median salary) and Wellesley, Mass. ($130,000). However, men outearn women in each of these cities by a rate of 60% to 70%.

You are here, fiscal 2025 preliminary budget release, monday apr 1st, 2024.

On April 1, 2024, the Department of Finance transmitted the  Fiscal 2025 Preliminary Budget   to the Board of Estimates.

The Fiscal 2025 Preliminary Budget Plan prioritizes investing in violence prevention and vacant housing remediation, as well as continuation of targeted investments for a safer, cleaner, and more equitable City.  

The budget totals $4.06 billion, including $3.41 billion for operating expenditures and $654.1 million for investment in capital projects. The recommended General Fund budget is $2.3 billion, an increase of 2.8% from the Fiscal 2024 Adopted Budget.

The Bureau of the Budget and Management Research (BBMR) will provide a presentation on the budget to the Board of Estimates on April 3. On April 17, the Board of Estimates will hold a special meeting at 10:30 am with BBMR and agency heads to review the Preliminary Budget and  Taxpayers' Night  at 6 pm for residents to provide testimony on the Preliminary Budget.
