Requirements: the latest version of the Google Chrome [↗] browser (other browsers are not supported).

1. Connect a high-quality microphone to your computer.

2. Make sure your microphone is set as the default recording device on your browser.

To go directly to microphone's settings paste the line below into Chrome's URL bar.

3. Select the language you would like to speak (Click the button on the top right corner).

4. Click the "microphone" button. Chrome browser will request your permission to access your microphone. Choose "allow".

Requirements: - Google app [↗] installed on your Android device. - Any of the supported browsers if you choose to use the web app.

Supported android browsers (not a full list): Chrome browser (recommended), Edge, Opera, Brave, Vivaldi.

1. Tap the button with the language name (on a web app) or language code (on android app) on the top right corner to select your language.

2. Tap the microphone button. The SpeechTexter app will ask for permission to record audio. Choose 'allow' to enable microphone access.

Common problems on a desktop (Windows, Mac, Linux OS)

Error: 'speechtexter cannot access your microphone'..

Please give permission to access your microphone.

Click on the "padlock" icon next to the URL bar, find the "microphone" option, and choose "allow".

Error: 'No speech was detected. Please try again'.

If you get this error while you are speaking, make sure your microphone is set as the default recording device on your browser [see step 2].

If you're using a headset, make sure the mute switch on the cord is off.

Error: 'Network error'

The internet connection is poor. Please try again later.

The result won't transfer to the "editor".

The result confidence is not high enough or there is a background noise. An accumulation of long text in the buffer can also make the engine stop responding, please make some pauses in the speech.

The results are wrong.

Please speak loudly and clearly. Speaking clearly and consistently will help the software accurately recognize your words.

Reduce background noise. Background noise from fans, air conditioners, refrigerators, etc. can drop the accuracy significantly. Try to reduce background noise as much as possible.

Speak directly into the microphone. Speaking directly into the microphone enhances the accuracy of the software. Avoid speaking too far away from the microphone.

Speak in complete sentences. Speaking in complete sentences will help the software better recognize the context of your words.

Can I upload an audio file and get the transcription?

No, this feature is not available.

How do I transcribe an audio (video) file on my PC or from the web?

Playback your file in any player and hit the 'mic' button on the SpeechTexter website to start capturing the speech. For better results select "Stereo Mix" as the default recording device on your browser, if you are accessing SpeechTexter and the file from the same device.

I don't see the "Stereo mix" option (Windows OS)

"Stereo Mix" might be hidden or it's not supported by your system. If you are a Windows user go to 'Control panel' → Hardware and Sound → Sound → 'Recording' tab. Right-click on a blank area in the pane and make sure both "View Disabled Devices" and "View Disconnected Devices" options are checked. If "Stereo Mix" appears, you can enable it by right clicking on it and choosing 'enable'. If "Stereo Mix" hasn't appeared, it means it's not supported by your system. You can try using a third-party program such as "Virtual Audio Cable" or "VB-Audio Virtual Cable" to create a virtual audio device that includes "Stereo Mix" functionality.

How to use the voice commands list?

The voice commands list allows you to insert the punctuation, some text, or run some preset functions using only your voice. On the first column you enter your voice command. On the second column you enter a punctuation mark or a function. Voice commands are case-sensitive. Available functions: #newparagraph (add a new paragraph), #undo (undo the last change), #redo (redo the last change)

To use the function above make a pause in your speech until all previous dictated speech appears in your note, then say "insert a new paragraph" and wait for the command execution.

Found a mistake in the voice commands list or want to suggest an update? Follow the steps below:

  • Navigate to the voice commands list [↑] on this website.
  • Click on the edit button to update or add new punctuation marks you think other users might find useful in your language.
  • Click on the "Export" button located above the voice commands list to save your list in JSON format to your device.

Next, send us your file as an attachment via email. You can find the email address at the bottom of the page. Feel free to include a brief description of the mistake or the updates you're suggesting in the email body.

Can I prevent my custom voice commands from disappearing after closing the browser?

SpeechTexter by default saves your data inside your browser's cache. If your browsers clears the cache your data will be deleted. However, you can export your custom voice commands to your device and import them when you need them by clicking the corresponding buttons above the list. SpeechTexter is using JSON format to store your voice commands. You can create a .txt file in this format on your device and then import it into SpeechTexter. An example of JSON format is shown below:

I lost my dictated work after closing the browser.

SpeechTexter doesn't store any text that you dictate. Please use the "autosave" option or click the "download" button (recommended). The "autosave" option will try to store your work inside your browser's cache, where it will remain until you switch the "text autosave" option off, clear the cache manually, or if your browser clears the cache on exit.

Where does SpeechTexter store the saved files?

Version 1.5 and above stores the files in the internal memory.

Version 1.4.9 and below stores the files inside the "SpeechTexter" folder at the root directory of your device.

After updating the app from version 1.x.x to version 2.x.x my files have disappeared

As a result of recent updates, the Android operating system has implemented restrictions that prevent users from accessing folders within the Android root directory, including SpeechTexter's folder. However, your old files can still be imported manually by selecting the "import" button within the Speechtexter application.

How to use speech to text in Microsoft Word: Preparation

The most important thing to check is whether you have a valid Microsoft 365 subscription, as voice typing is only available to paying customers. If you’re reading this article, it’s likely your business already has a Microsoft 365 enterprise subscription. If you don’t, however, find out more about Microsoft 365 for business via this link . 

The second thing you’ll need before you start voice typing is a stable internet connection. This is because Microsoft Word’s dictation software processes your speech on external servers. These huge servers and lighting-fast processors use vast amounts of speech data to transcribe your text. In fact, they make use of advanced neural networks and deep learning technology, which enables the software to learn about human speech and continuously improve its accuracy. 

These two technologies are the key reason why voice typing technology has improved so much in recent years, and why you should be happy that Microsoft dictation software requires an internet connection.

Step 1: Open Microsoft Word

Simple but crucial. Open the Microsoft Word application on your device and create a new, blank document. We named our test document “How to use speech to text in Microsoft Word - Test” and saved it to the desktop so we could easily find it later.

Step 2: Click on the Dictate button

Once you’ve created a blank document, you’ll see a Dictate button and drop-down menu on the top right-hand corner of the Home menu. It has a microphone symbol above it. From here, open the drop-down menu and double-check that the language is set to English.

One of the best parts of Microsoft Word’s speech to text software is its support for multiple languages. At the time of writing, nine languages were supported, with several others listed as preview languages. Preview languages have lower accuracy and limited punctuation support.

Step 3: Allow Microsoft Word access to the Microphone

If you haven’t used Microsoft Word’s speech to text software before, you’ll need to grant the application access to your microphone. This can be done at the click of a button when prompted.

It’s worth considering using an external microphone for your dictation, particularly if you plan on regularly using voice to text software within your organization. While built-in microphones will suffice for most general purposes, an external microphone can improve accuracy due to higher quality components and optimized placement of the microphone itself.

Step 4: Begin voice typing

Now we get to the fun stuff. After completing all of the above steps, click once again on the dictate button. The blue symbol will change to white, and a red recording symbol will appear. This means Microsoft Word has begun listening for your voice. If you have your sound turned up, a chime will also indicate that transcription has started. 

Using voice typing is as simple as saying aloud the words you would like Microsoft to transcribe. It might seem a little strange at first, but you’ll soon develop a bit of flow, and everyone finds their strategies and style for getting the most out of the software. 

These four steps alone will allow you to begin transcribing your voice to text. However, if you want to elevate your speech to text software skills, our fifth step is for you.

Step 5: Incorporate punctuation commands

Microsoft Word’s speech to text software goes well beyond simply converting spoken words to text. With the introduction and improvement of artificial neural networks, Microsoft’s voice typing technology listens not only to single words but to the phrase as a whole. This has enabled the company to introduce an extensive list of voice commands that allow you to insert punctuation marks and other formatting effects while speaking. 

We can’t mention all of the punctuation commands here, but we’ll name some of the most useful. Saying the command “period” will insert a period, while the command “comma” will insert, unsurprisingly, a comma. The same rule applies for exclamation marks, colons, and quotations. If you’d like to finish a paragraph and leave a line break, you can say the command “new line.” 

These tools are easy to use. In our testing, the software was consistently accurate in discerning words versus punctuation commands.

This is because the software is built directly into Microsoft 365, which many businesses already use. Saying “ delete that ” removes the last spoken utterance.

You can bold, italicize, underline, or strikethrough a word or phrase. An example would be dictating “review by tomorrow at 5PM”, then saying “ bold tomorrow ” which would leave you with "review by tomorrow at 5PM"

Try phrases like “ bold last word ” or “ underline last sentence .”

Saying “ add comment look at this tomorrow ” will insert a new comment with the text “Look at this tomorrow” inside it.

Saying “ add comment ” by itself will create a blank comment box you where you can type a comment.

To resume dictation, please use the keyboard shortcut ALT + `  or press the Mic icon in the floating dictation menu.

Markings may appear under words with alternates we may have misheard.

If the marked word is already correct, you can select  Ignore .

Can't find the dictate button.

If you can't see the button to start dictation:

Make sure you're signed in with an active Microsoft 365 subscription

Dictate is not available in Office 2016 or 2019 for Windows without Microsoft 365

Make sure you have Windows 10 or above

Dictate button is grayed out

If you see the dictate button is grayed out

Make sure the note is not in a Read-Only state.

Microphone doesn't have access

If you see "We don’t have access to your microphone":

Make sure no other application or web page is using the microphone and try again

Refresh, click on Dictate, and give permission for the browser to access the microphone

Microphone isn't working

If you see "There is a problem with your microphone" or "We can’t detect your microphone":

Make sure the microphone is plugged in

Test the microphone to make sure it's working

Check the microphone settings in Control Panel

If you see "Dictation can't hear you" or if nothing appears on the screen as you dictate:

Make sure your microphone is not muted

Adjust the input level of your microphone

Move to a quieter location

If you see a lot of incorrect words being output or missed words:

Make sure you're on a fast and reliable internet connection

Avoid or eliminate background noise that may interfere with your voice

Try speaking more deliberately

Check to see if the microphone you are using needs to be upgraded

Senate passes bill renewing key FISA surveillance power moments after it expires

WASHINGTON — The Senate voted to reauthorize a powerful surveillance tool the U.S. government describes as critical to combating terrorism, after defeating efforts by civil liberties advocates on the left and right to rein it in.

The vote of 60-34 sends the bill to President Joe Biden, who has championed it. The legislation extends Section 702 of the Foreign Intelligence Surveillance Act , or FISA, for two more years.

The final vote came after the Senate defeated six amendments from progressive and conservative senators who said the spying powers are too broad and demanded protections for Americans’ civil liberties and privacy. The Biden administration and FISA supporters had warned that even a brief lapse could have a detrimental impact on the intelligence-gathering process.

Senators just missed the midnight deadline to reauthorize the FISA Section 702 statute but voted to reauthorize it minutes later. Had any amendments been adopted, the bill would have been sent back to the House, potentially forcing a lengthy lapse of the law.

“In the nick of time, bipartisanship has prevailed here in the Senate,” Senate Majority Leader Chuck Schumer, D-N.Y., said.

“It wasn’t easy, people had many different views, but we all know one thing: letting FISA expire would have been dangerous. It’s an important part of our national security to stop acts of terror, drug trafficking, and violent extremism,” Schumer said on the Senate floor. “Thank you to all my Senate colleagues on both sides of the aisle for their good work in getting this done.”

The House passed a two-year FISA renewal last week after defeating, by the slimmest of margins, an amendment to require a warrant to search through the communications of Americans as part of data collected while surveilling foreigners. Senators delayed a vote for days by pushing for amendments to make changes to the bill.

The bill’s passage came on the heels of a pitched battle between the U.S. intelligence community and an unusual coalition of progressive and conservative civil liberties advocates, who argued that the powers are too expansive and impinge on the privacy of Americans.

“It’s important that people understand how sweeping this bill is,” said Sen. Ron Wyden, D-Ore., a member of the Intelligence Committee and outspoken proponent of privacy protections. “Something was inserted at the last minute, which would basically compel somebody like a cable guy to spy for the government. They would force the person to do it and there would be no appeal.”

In a rare break with Schumer and Biden, Sen. Patty Murray, D-Wash., the president pro tempore, opposed the bill, saying: “I have strong concerns that this expansion of FISA Section 702 authorities would allow for increased abuse and misuse of the law — infringing on the rights of Americans here at home.”

Senate Intelligence Committee Chair Mark Warner, D-Va., pushed back on that and other criticisms of a House amendment added to the FISA reauthorization bill, arguing that it “is narrowly focused on a significant intelligence gap,” but some members like Wyden worry it could be abused.

“Contrary to what some have been saying, it expressly excludes coffee shops, bars, restaurants, residences, hotels, libraries, recreational facilities and a whole litany of similar establishments,” Warner said on the Senate floor Wednesday. “It also absolutely would not, as some critics have maintained, allow the U.S. government to compel, for example, a janitor working in an office building in Northern Virginia to spy for the intelligence community.”

Warner said that allowing FISA to expire would have put the U.S. in “uncharted territory” as companies who work with the government to provide intelligence might have stopped doing so without a reauthorization.

Sen. John Cornyn, R-Texas, said that “60% of the president’s daily brief is composed of 702-derived materials, so this is absolutely critical.”

Attorney General Merrick Garland called Section 702 "indispensable" in a statement.

“This reauthorization of Section 702 gives the United States the authority to continue to collect foreign intelligence information about non-U.S. persons located outside the United States, while at the same time codifying important reforms the Justice Department has adopted to ensure the protection of Americans’ privacy and civil liberties," he said.

The University of Southern California will no longer have its valedictorian speak at its commencement ceremony because of safety concerns, the school said Monday .

Asna Tabassum was selected as this year's valedictorian. But student groups called for the decision to be reconsidered due to Tabassum's social media content on the conflict between Israel and Hamas.

Tabassum's Instagram page links to a slideshow that says "learn about what's happening in Palestine, and how to help," and criticizes Zionism as "a racist settler-colonial ideology that advocates for a jewish ethnostate built on palestinian land." The slideshow calls for a "one-state solution" that "would mean palestinian liberation, and the complete abolishment of the state of israel."

Tabassum's social media activity has drawn criticism, with student groups, such as the organization Trojans for Israel , calling the content "antisemitic bigotry." Other social media users, however, denounced USC's decision and said Tabassum should be able to speak freely.

USC Provost Andrew Guzman, who picks the valedictorian, said the matter "has grown to include many voices outside" the campus community, and poses a security threat to next month's event, which is anticipated to have 65,000 guests.

"After careful consideration, we have decided that our student valedictorian will not deliver a speech at commencement," Guzman said. "While this is disappointing, tradition must give way to safety."

Tabassum, who is South Asian-American and Muslim, said in a statement that as a result of the backlash, she has faced "a campaign of racist hatred because of my uncompromising belief in human rights for all."

Tabassum said she questions safety concerns being the university's reason for canceling her speech. She said she was denied a request for the school's threat assessment. Additionally, during a meeting with university leaders, she said she was told the school would not be increasing its security presence, despite having the resources to do so, because that's not what USC wants to "present as an image."

"I am not surprised by those who attempt to propagate hatred," said Tabassum, who studies biomedical engineering and resistance to genocide. "I am surprised that my own university—my home for four years—has abandoned me."

"USC supports free speech and dissent, so long as it doesn't disturb university activities," Guzman said.

The number of high school seniors who have filled out FAFSA is down from last year

He added that USC's 300-employee Department of Public Safety will be "fully deployed" at commencement, along with officers from the Los Angeles Police Department.

Guzman said that the school is "resolute in our commitment to maintain and prioritize the existing safety and well-being of our USC community during the coming weeks."

Guzman picked this year's valedictorian from a pool of about 100 eligible applicants and examined several factors, excluding social media presence, he said.

My first duty as Prime Minister is the security of the British people.

And fulfilling that profound responsibility is only possible because of you. 

Just ten days ago, I gave the order for the RAF to join an international effort…

…intercepting a barrage of Iranian missiles headed towards Israel. 

Those pilots, like you, and like every generation of British service men and women before you…

…were willing to put their own safety over the line…

…for the security of others and the defence of our liberties and our values.

From your Regiment’s service in Iraq and Afghanistan…

…to your current role here in Poland, protecting NATO’s eastern flank…

…you have made those sacrifices in the service of our country. 

I am truly humbled by your courage and professionalism.

And on behalf of a proud and grateful nation, let me simply say: thank you.

But I haven’t just brought you together today to express my gratitude.

I want to talk to you about how we equip you to do your duty…

…in an increasingly dangerous world.

We have entered a period of history in which competition between countries has sharpened profoundly.

An axis of authoritarian states with different values to ours…

…like Russia, Iran, North Korea, and China…

…are increasingly assertive.

The danger they pose is not new.

But what is new is that these countries – or their proxies…

…are causing more instability, more quickly, in more places at once.

And they’re increasingly acting together…

…making common cause in an attempt to reshape the world order.

Now I know there are some people who will think these are faraway problems.

But they are not.

They pose real risks to the United Kingdom’s security and prosperity. 

Russia has already poisoned people on British soil with chemical weapons.

Caused energy bills to soar.

Weaponised migration.

And sent technology to Iran in exchange for weapons, like the Shaheed drones…

…that I saw myself are wreaking such devastation on Ukraine.

Iran themselves have threatened to kill and kidnap people within our borders for exercising their right to free speech.

And used proxies like the Houthis, to attack British ships in the Red Sea…

…disrupting supplies of crucial goods to our high streets. 

North Korea, too, is supplying munitions and artillery to Russia…

…and their hackers have targeted British businesses and the NHS.

And Chinese state-affiliated actors have conducted malicious cyber campaigns…

…against British MPs.

China itself is engaged in a huge military modernisation programme.

Potential flashpoints in the Indo-Pacific…

…could have an impact on the global economy far larger even than Covid.

And China is increasingly working with others to try and reshape the world…

…including their so-called ‘unlimited partnership’ with Russia.

So the new assertiveness of these authoritarian states far from our shores must concern us.

Because they are increasingly acting together…

…against the fundamental values that we all hold dear…

…of democracy, freedom, and the rule of law.

Now, we must not overstate the danger.

We’re not on the brink of war.

And nor do we seek it.

And people should feel reassured…

…that the UK’s armed forces are some of the most professional…

…well-trained, well-equipped, and battle-ready in the world.

And I’m incredibly proud of all they’ve achieved.

From patrolling the Arctic Circle as part of the Joint Expeditionary Force…

…to the campaign against Daesh in the deserts of Iraq and Syria.

From protecting the freedom of navigation in the Red Sea…

…to policing the skies above Eastern Europe.

And just look at the investments we’ve made in the last decade.

£40 billion in the British Army…  

…who proudly provide one of NATO’s strategic reserves…

…with 16,000 troops deployed to Europe this year. 

The Royal Air Force, equipped with new Typhoons, Chinooks, F35s…

…with the GCAP programme delivering new fighter jets with Japan and Italy.

The Royal Navy is a carrier navy once again…

…with 22 new ships and submarines on the way…

…and the historic AUKUS partnership building the most advanced nuclear-powered subs the world has ever known.

And we’ve launched a new national endeavour to invigorate and invest more in our nuclear deterrent. 

And all of this is combined with our outstanding diplomatic network…

…development expertise, law enforcement and intelligence agencies…

…and our support for allies – above all the £12bn we’ve provided to Ukraine. 

So I’m proud of our record on defence.

And confident in our ability to deter our adversaries.

…and ensure the security of the United Kingdom.  

But in a world that’s the most dangerous…

…it’s been since the end of the Cold War…

…we cannot – and must not - be complacent.

As Churchill said, in 1934:

“To urge the preparation of defence is not to assert the imminence of war.

On the contrary, if war were imminent…

…preparations for defence would be too late.”

I believe we must do more…

…to defend our country, our interests, and our values.

So today, I’m announcing…

…the biggest strengthening of our national defence for a generation.

We will increase defence spending to a new baseline of 2.5% of GDP, by 2030.

That starts today.

And rises steadily in each and every year.

Over the next six years, we’ll invest an additional £75bn in our defence.

And it will be fully funded with no increase in borrowing or debt.

So this is not some vague aspiration for the future. 

We have a clear plan for what we’ll spend, when we’ll spend it, and how we pay for it.

A plan that makes the United Kingdom by far the largest defence power in Europe - and second largest in NATO.

Today is a landmark moment in the defence of the United Kingdom.

This is a generational investment in British security and British prosperity.

It makes us safer at home and stronger abroad.

Now we have three immediate priorities for this new investment.

First, we will put the UK’s own defence industry on a war footing.

One of the central lessons of the war in Ukraine…

…is that we need deeper stockpiles of munitions…

…and for industry to be able to replenish them more quickly. 

So today, we’re giving £10bn in munitions to give industry long-term funding certainty…

…backed by long-term contracts…

…so they can produce more, be readier to surge capacity…

…and move to ‘always on’ production, when required.

From surface-to-air-missiles made in Bolton…

…to anti-tank weapons in Belfast…

…we will replenish our stockpiles…

…all while supporting British jobs right across the Union.

But it’s not just about investing more – we must invest better.

For too long, too much of our defence procurement…

…has been over-complex, over-budget, and over-time.

So we are making radical reforms to our procurement model…

…to make sure this new investment delivers value for money. 

And to encourage private sector investment into defence production…

…I can also announce today that we’re going to put beyond doubt that defence investment…

…does count towards environmental, social and governance assessments.

There is nothing more ethical than defending our way of life from those who threaten it. 

Now all of this will put us at the forefront of the global defence industry…

…allow us to hugely ramp up defence production…

…and give our armed forces the capability they need to keep us safe.

But as in so many areas of our lives, technology is changing the face of war.

So our second immediate priority is innovation and new technology.

We need to innovate and adapt faster than our adversaries…

…in space and cyberspace just as much as land, sea, and air.

Look at Ukraine.

Many aspects of the war would be familiar to a soldier from WWI or II

Yet others would be unimaginably different. 

Like the fact that cheap, high-tech, autonomous drones could disable large parts of Russia’s Black Sea fleet. 

The good news is that innovation is already one of our greatest strengths.

The UK’s own Dragonfire laser directed energy weapon…

…costs only £10 a shot…

…yet is accurate enough to hit a £1 coin from a kilometre away.  

And today we’re going further.

We will increase defence R&D to at minimum to 5% of the defence budget.

Invest far more in autonomous drones.

And we will set up a new Defence Innovation Agency.

So that for the first time, decisions about defence innovation…

…will be brought together in a single, strategic agency…

…that will be freed from red tape …

…and work with the private sector on emerging new technologies.

Now third, we must support Ukraine for the long term.

Since the Cold War ended, the freedom of our continent has been based on a simple idea: 

That it is for people to decide the fate of their countries, not foreign armies.

But allow Putin to win in Ukraine…

…and that principle of sovereignty would be undermined.

We would be dragged back to a world…

…where brute force, rather than the democratic will of free peoples…

…would shape borders and decide futures.

And Putin will not stop in Ukraine.

Win there, and he – and indeed others - will be emboldened. 

He has the desire, if not yet the capacity, to attack other countries in Europe…

…potentially including NATO allies, who we would be bound to defend…

…just as they are bound to defend us.

The costs of failing to support Ukraine now will be far greater than the costs of repelling Putin.

Because only if he fails will he and other adversaries be deterred.

That is why the United Kingdom…

…whose history of standing up to dictators is so much part of our national consciousness…

…has come together with our allies to stand with Ukraine from the very start.

Today we will go further.

We will send Ukraine an additional half a billion pounds , hitting £3 billion of support this year.

And we’ll provide them with largest-ever package of UK military equipment.

This will include more than 400 vehicles…

…4 million rounds of ammunition…

…60 boats and offshore raiding craft…

…vital air defences…

…and long-range precision-guided Storm Shadow missiles.

And as we make our historic commitment to increase defence spending to 2.5% of GDP…

…we’ll move past this stop-start, piecemeal way of backing Ukraine…

…so that alongside our long-term security guarantee…

…we are today providing a long-term funding guarantee…

…of at least the current level of military support to Ukraine, for every year it is needed.

That is the longest commitment any nation has provided.

And it shows that Ukraine is not alone, and Ukraine will never be alone. 

A decade ago, as Russian tanks rolled into Crimea…

…and the fight against ISIL raged across the Middle East…

…NATO allies came together in Wales, and reached an historic agreement…

…to increase their defence budgets to 2% of GDP.

Back then, the UK was one of only 4 countries who did so.

Today, there are 11.

And I believe we will look back on this moment…

…as a similar turning point in European security.

Because for all that we welcome the news over the weekend…

…that the US Congress agreed a new package of aid for Ukraine…

…support that will be indispensable on the frontline…

…this is not the moment for complacency.

We cannot keep expecting America to pay any price or bear any burden…

…if we ourselves are unwilling to make greater sacrifices for our own security.

So I’m proud that the United Kingdom is increasing our defence spending to £87bn a year…

…the biggest strengthening of our national defence in a generation…

…guaranteeing our position as the second largest defence power in NATO, after the US.

All across Europe…

…countries like Poland, Germany, Norway and the Baltic nations…

…are stepping up to take greater responsibility for our own security.

And I’m confident that whether in months or years…

…others will follow, too. 

And at this turning point in European security, if 2.5% becomes a new benchmark for all NATO partners to reach…

…allied defence spending would increase by over £140 billion.

That would provide a level of safety and security for the British people…

…and the peoples of all allied nations…

…that far outstrips anything we could achieve alone.

To conclude, we did not choose this moment. But it falls to us to meet it.

In a world of increasing threats, we must show our enemies that we are resolute and determined. 

That their attempts to destabilise our world or redraw its borders by force will fail.  

That with our friends and allies, we will be at the forefront of the defence of the free, democratic world. 

And under my leadership, the United Kingdom will always stand up for our interests…

…deter our enemies, and defend our values.
