Doctoral Studies

Doctoral (PhD) studies are third-level studies and doctoral (PhD) students are postgraduate students and researchers. The purpose of doctoral studies is to train scientists capable of performing independent scientific research and experimental development as well as able to solve scientific problems.

The aim of the doctoral study programme is

to improve the research and academic competence of Doctoral students for independent and innovative research and practical activities in economics for the improvement of economic theories, as well as to train highly qualified specialists for independent academic, research and practical work in the sub-branches of economics “Regional economics” and “Finance and credit”.

The major tasks of the doctoral study programme (further DSP) are

• to give students of the programme knowledge corresponding to the contemporary level of economics in the sub-branches of regional economics and finance and credit
• to acquire contemporary research methods in economics;
• to create optimal conditions for doctoral students’ research – opportunities to work in the library, to use modern information and communication technologies, regularly participate in scientific conferences in Latvia and abroad, have in-service training in other universities and research centres,  publish their papers in internationally reviewed scientific editions;
• to have practical training in conducting scientific research and teaching  in a higher education establishment;
• to provide conditions for developing and defending the doctoral thesis;
• to promote the introduction of the latest findings and theories in economics in state and local government institutions, organizations and commercial companies.

As a result of the programme’s acquisition, the graduate will acquire and be able to demonstrate

• understanding of the historical experience of economic science development, current trends in Latgale, Latvia, Europe and worldwide;
• understanding of current economic theories, scientific approaches and findings, as well as the context of their formation;
• understanding of theoretical and empirical research methods and methodologies in the field of economics and in contact with other fields of science, using an interdisciplinary approach in research;
• understanding the role of an economic researcher in the development of society, in solving socio-economic problems in the scope of national and regional policy.
• ability to analyse, interpret the concepts of economic science, theories and topical issues of economic policy;
• ability to independently evaluate and reasonably select methods appropriate to scientific research in the field of economics (in the sub-branch of regional economics or finance and credit);
• ability to independently use theories of economic and related sciences, research methods in order to perform research activities in the field of economics in an international comparative context;
• ability to address topical issues in economics and interdisciplinary research and practice in order to broaden and provide new insights into existing knowledge and to offer research-based solutions for the improvement of professional practice;
• ability to communicate and discuss the field of economic sciences, the results of research conducted therein in Latvia and in the international environment;
• ability to take science-based decisions in solving economic problems and defend one’s opinion with arguments;
• ability to promote and introduce research-based change in one’s own institution, the economic sector as a whole, the sub-branch of regional economics and finance and credit.

See how Communities in Schools is impacting Cleveland County students

Communities in Schools of Cleveland County recently shared the latest student outcome data from the 2022-23 school year showing that students in the CIS program are thriving with a higher graduation rate than non-CIS students. 

The CIS model uses evidence-based wraparound supports that focus on attendance, behavior, coursework/college and career readiness and parent engagement. 

Key findings independently validated by RTI International from the 2022-23 school year show that of the 451 students served by CIS: 

• 77% of students met or made progress toward their behavioral goals 
• 81% of students in grades k-11 were promoted to the next grade level 
• 94% of seniors graduated 

“Consistent with our name – Communities in Schools – we bring community resources directly into schools. We connect students with what they need to show up to school prepared and ready to engage in learning and ultimately reach the graduation stage,” said Heather Bridges Moore, Communities in Schools’ president and CEO. 

One example of this success in action is illustrated by Demetrius, a student who had been missing school, according to a press release from CIS. 

He told his CIS graduation coach that his teeth hurt, which was one reason he had not been in class. She arranged for him to see a dentist and took him to appointments. She also helped him develop a strategy for his senior project. 

Demetrius became the first person in his family to graduate from high school, according to the press release. 

But graduation for students like Demetrius is only the first step. Equipping them with a plan is critical, especially since the jobs landscape in North Carolina is changing. 

Right now, there aren’t enough skilled workers to meet the need. It’s estimated that by 2030, more than 2 million workers with post-secondary credentials or degrees will be needed to fill the labor market and keep the state’s economy thriving. That’s why CIS helps create experiences that expose students to local careers and consider education beyond high school, all while building key employability skills like communication, accountability, critical thinking and collaboration that NC DPI and Forbes Magazine both agree are crucial for jobs with family-sustaining wages in the emerging workforce. 

“We know that the more students succeed, the stronger our community becomes. More graduates build a more robust workforce and a more prosperous economy for Cleveland County,” said Chris Kelm of Clearwater Paper, a longtime supporter of Communities in Schools. 

Doctorate Language and Culture Studies

Aim of study programme The PhD programme offers interdisciplinary and research-based studies, integrating linguistics, literary studies, folklore and theatre studies. Although the main task of the programme is the preservation and enhancement of national culture and science by preparing highly qualified researchers and specialists for researching the Latvian language, literature, folklore, theatre history and theory, the programme is also designed for aspiring specialists in other languages and cultures to enable postgraduate students to build their teaching and research careers at higher educational institutions and elsewhere.

The programme has been developed within the framework of the project “Design of Internationally Competitive Study Programmes Promoting the Development of the National Economy of Latvia at the University of Latvia” (project No. 8.2.1.0 / 18 / A / 015).

At US universities, record numbers of Indian students seek brighter prospects — and overseas jobs

Pranay Karkale is spending years of savings and $60,000 in student loans to pursue a master’s degree in the United States, yet he considers himself lucky. At home in India, it’s common to hear about families selling off their land to send children to universities overseas.

Karkale was willing to do whatever it took once he got into Johns Hopkins University. A degree from a prestigious U.S. college, he believed, would open doors to a better job and higher pay than he would find in India.

“I don’t feel like I would have gotten the same level of education that I get here,” said Karkale, 23.

Historic numbers of students from India are studying at foreign universities as a fast-growing, aspirational generation of young people looks for opportunities they can’t find at home. India estimates 1.5 million students are studying at universities elsewhere — an eightfold increase since 2012 — with no country attracting more than the U.S.

It represents a loss for India, with many students seeing universities as stepping stones for careers overseas, but a boon for American schools . As record-setting enrollment by students from China has ebbed, U.S. universities have turned to India as a new source of full-price tuition payments.

India’s economy is growing, but joblessness remains persistent even for college graduates. Jobs are being created in fields such as construction and agriculture, but they don’t meet the demands of a newly educated workforce, said Rosa Abraham, an economist at the Azim Premji University.

“I think many young people today feel like the economy isn’t meeting their potential, their aspirations, and so they want to try their chances abroad if they can,” she said.

India’s own higher education system is also short on capacity. As its population surges, competition for admission to India’s top universities has become frenzied. Acceptance rates at some elite Indian universities have fallen as low as 0.2%, compared to 3% at Harvard University and 4% at the Massachusetts Institute of Technology.

Lokesh Sangabattula, who is pursuing a Ph.D. in materials science at MIT, is among many hoping to land jobs inside the U.S. There’s little demand for materials scientists in India, he said, and at best he figures he could become a professor. It’s a similar story for engineers, which India generates in huge numbers without the industry to employ them.

“We produce engineers whose degrees don’t have value, so people leave the country,” he said.

Universities in Canada, Australia and the United Kingdom also are seeing surging interest, but none more than the U.S., where universities enroll nearly 269,000 students from India. With that number soaring, including a 35% increase in the 2022-23 academic year, India is on the verge of replacing China as the largest international presence on U.S. college campuses.

The vast majority are coming for graduate programs, often in science, math and engineering — fields that have faced persistent labor shortages in the U.S. — though undergraduate numbers also are rising as India’s middle class expands. One selling point is the chance to work in America for up to three years after graduating, a benefit provided by the U.S. government and known as optional practical training.

For Karkale, staying in India never felt like an option. As an undergraduate in India, he became interested in engineering management, which merges engineering and leadership skills. It’s a growing industry in the U.S. and Europe, but Karkale, who is from the western Indian state of Maharashtra, couldn’t find any master’s programs in India.

At Hopkins, he’s gaining professional work experience arranged by the school, a rarity at Indian universities, he said. Ultimately he wants to return to India, but the most appealing jobs are elsewhere. After graduating, he plans to work in the U.S. for at least a year or two.

If he could find the right job in India, he added, “I would hop right back.”

The surge has helped the bottom line of American colleges, which charge international students higher tuition rates. It comes as many Americans sour on higher education, citing concerns about student debt and the perception of liberal bias at universities. The number of students coming from China has been declining as a result of chilly political ties and a stagnant Chinese economy.

In India, American universities have become a common presence at college fairs. Many are spending big to gain name recognition in India, and they are fanning farther across the country to recruit in smaller cities and towns, where demand to study abroad has been rising.

Still, for the vast majority of India’s young people, an overseas education remains out of reach. The cost of a U.S. education is a fortune for most, and Indian banks have scaled back on student loans in response to high default rates.

Even for those who can afford it, the student visa process presents roadblocks. At the U.S. embassy in New Delhi, student applicants are routinely turned away.

On a recent Friday, Daisy Cheema slumped her shoulders and sighed as she left the embassy. She spent weeks preparing for a visa interview after getting accepted to Westcliff University, a for-profit college in California. She hired an agency to help, but her visa was rejected with no reason provided; she just received a slip of paper saying she could reapply.

Cheema, 22, hoped to gain work experience in the U.S. before returning to India to support her family. Her parents, who own a gas station in the northern Indian state of Punjab, were going to pay with their savings.

“I feel terrible right now,” said Cheema, holding back tears. “But I will prepare more and try again. I’m not giving up.”

America’s shift toward Indian students is visible on campuses like the University of Texas, Dallas, where enrollment from China fell from about 1,200 to 400 over the past four years. Meantime, enrollment from India grew from about 3,000 to 4,400.

Rajarshi Boggarapu came to the U.S. to get a master’s degree in business analytics and chose UT-Dallas in part because of its large Indian population. He borrowed $40,000 for tuition, which he sees as an investment in his future.

“We value education more than anything else back in India,” he said.

Like many U.S. universities, Johns Hopkins is deepening ties with India. It has hosted Indian diplomats to discuss health and engineering partnerships and is part of a new task force formed by the Association of American Universities to promote exchange with India.

Before he came to the U.S., Karkale had concerns about the political climate, but the campus made him feel welcome. When he couldn’t return home for Diwali, the Hindu festival of lights, he was surprised to find a campus celebration that drew hundreds of students and staff.

In a campus gym adorned with colorful flowers and lamps, Karkale watched as student groups performed dances to a mix of new and old Indian music. There was a Hindu prayer ceremony. And when the dance floor opened up, Karkale joined in.

“It was a memorable evening,” he said. “It made me feel right at home.”

Boston University graduate workers vote to strike starting Monday

The union that represents roughly 3,000 Boston University graduate student workers voted late Wednesday to go out on strike starting Monday if they do not reach a contract with the university.

The decision came a week after the BU graduate workers voted to authorize the strike. The union, which is part of SEIU Local 509, is calling for fair pay, better health care coverage, and stronger benefits including child care assistance.

“For eight months, we have been urging BU to bargain in good faith and provide the basic information our members need to bargain,” David Foley, president of SEIU 509, said in a news release. “BU’s conduct continues to signal that they do not value the contributions of the workers that keep this university running, and we are committed to supporting our members as they fight for the fair contract they deserve.”

Graduate workers, who conduct research and serve as teaching assistants and teaching fellows, currently earn stipends between $27,000 to about $40,000 per year, which the union says is far from a living wage, according to the union’s release. BU said in a statement the graduate students hold crucial jobs and work up to 20 hours per week, and it is unclear how long the strike would last, but that it has been working to negotiate a fair contract.

“We need to treat [graduate workers] with empathy and care while ensuring a contract that is competitive and aligned with peer institutions,” said Kenneth Lutchen, BU’s interim provost. “We have a responsibility to continue the education of all of our students, and a disruption to students’ lectures, seminars, discussions sections, and labs is not acceptable.”

Both sides met on Monday to negotiate, the university statement said. BU said it offered several compromises, including increasing the PhD student stipends to $42,159 next year, raising the minimum wage to $18 from $15 for students paid by the hour, and adding the annual cost for dependent children under age 6 to the school’s student health insurance plan for full-time PhD students. The union declined to counteroffer the proposal, the university statement said.

Most doctorate programs offer full tuition scholarships with stipends, while many masters and professional programs offer partial tuition scholarships, a university spokesperson said.

Maggie Boyd, a worker in the English department, said she has struggled to access comprehensive health care because of the university’s current health plan.

“Two years ago, I had a medical emergency that cost me thousands of dollars and took many months to address,” Boyd said in the union news release. “I strive to provide the best education possible for my students, and I need to make sure I am healthy enough to do that.”

The university has stated that it plans to withhold the compensation of the graduate workers if they strike. The BU Office of the Provost issued a message to departments warning them against paying striking graduate students.

Clare Hammonds, a labor expert and professor at the University of Massachusetts Amherst, said such strong language from a university about pay can sometimes signal that they are afraid of the outcome of the negotiations and a strike.

“Thinking about how repressive and harsh the university is, is both a sign that they are a little weak and don’t feel confident about their ability to win,” said Hammonds. “They have to come down hard on faculty and departments to really control this.”

Even though employers usually have more power, collective bargaining helps even the playing field for both sides, according to William A. Herbert, a professor at Hunter College and the executive director at the National Center for the Study of Collective Bargaining in Higher Education and the Professions.

Herbert said it’s often difficult to predict how long university strikes will last. He said a recent strike at Fordham University in New York lasted three days, whereas a University of Michigan strike lasted 150 days.

“It’s not like there is any formula to the number of days of a strike; it’s going to be a question of what it’s going to take to get the situation resolved,” said Herbert.

Once a strike starts, it’s difficult to end, Herbert said, which is why both sides try to negotiate and resolve their disagreements.

BU and its graduate workers union have been doing just that, given how crucial graduate students are for teaching courses and making the university run.

The workers plan to launch their strike with a rally Monday afternoon at Marsh Plaza on BU’s campus.

B part subjects are worth 15 ECTS (10 Latvian credit points), and C part courses – 12 ECTS (8 Latvian credit points).

To continue studies in residency, work under a supervision of a practicing physician or do research (PhD). You will receive a medical doctor (MD) degree.

The full duration of studies is 12 semesters – 6 years. Classes are mostly from 8.30 am to 6 pm on weekdays. The form of studies will be full-time, and since it will take most of your time (including individual studies and preparation for tests), there will be no time to work part-time.

The tuition fee for the 1 st year of studies is € 11262. The tuition fee for the further years of studies will be set in the study agreement.

Tuition covers your studies and the use of resources provided by the university.

Study books and lab coats are not included in your tuition fee but your professors will advise you on the necessary books and electronic resources, and many of them will also be available online.

You should expect to pay the first half (€5631) of your first tuition fee installment in August before the start of studies to be registered and have access to all resources and studies. Students from outside the EU/EEA are expected to pay a €500 deposit along with the first semester payment upon arrival. The deposit is intended to cover possible immigration expenses and payed back upon request after graduation.

There also is an application fee of €170,00, which includes the recognition of education documents by the Academic Information centre of Latvia.

No, the studies in the English language programme have no state financed places or scholarships for students irrelevant of the citizenship. You are advised to inquire about financial support (grants and scholarships) from your home country – you’ll be able to provide them the certificate of enrollment and your transcript of records for proof every semester.

Some state financed scholarship competitions by the Latvian government for gifted students may be announced along the way but you should rely on your own resources at all times.

To be able to transfer from another university:

• You have to be a student of Medicine in your current university;
• You have to have acquired at least 60 ECTS and a whole year in your current studies;
• Your current subjects must coincide (overlap) with the LU subjects in contents at least 70%. Meaning – most of the subjects you have already done or are studying need to be similar and containing the same or larger amount of credit points than the ones envisioned by the LU study plan. 1 Latvian credit point = 1.5 ECTS.
• You can only transfer up to the 3rd year of studies.

Students from other universities in Latvia can apply for transfer until the registration week of the following semester (until the last week of August usually).
