Globally, governments have set ambitious targets for universal access to safe drinking water and improved sanitation by 2030. Yet, most water utilities struggle from under-investment resulting in poor service quality. This leads to a vicious cycle of persistently low-cost recovery and weak creditworthiness even as population and economic growth increase demand. To address these challenges, utility managers need to focus on customers, cost recovery, performance efficiency, and financial viability. A shift to business thinking can be a catalyst to achieve these goals, and a simple tool like a business plan is a good first step. 

At a Business Plan Dissemination workshop held in Nepal earlier this year, USAID, through the Water, Sanitation and Hygiene Finance (WASH-FIN) project, partnered with the Ministry of Water Supply to disseminate the experience of a Nepalese water utility in preparing its business plan. Participants from Kenya and the Philippines also contributed and highlighted their experiences implementing national WASH business plan guidelines.

The Nepal Experience 

In Nepal, USAID WASH-FIN is supporting the government to develop and test models for viable local/municipal WASH services in a new decentralized federal structure. The Surkhet Valley Water Supply Users’ Organization (SVWSUO) is representative of the challenges utilities are facing in Nepal and globally—a rapidly growing population, aging infrastructure, and increasing water scarcity. WASH-FIN supported SVWSUO in developing its five-year business plan to address these challenges. 

The process began with a rigorous financial and operational review to serve as a baseline. WASH-FIN facilitated the implementation of the AWWA’s Effective Utility Management approach to help SVWSUO identify six priority capital investment projects. The capital plan leveraged SVWSUO’s growing revenue with blended finance from the Town Development Fund , mixing loans and grants to implement the projects. Customer outreach and a tariff review uncovered inefficiencies, which were quickly corrected, thus improving cost recovery and opening up additional capacity for repayable finance. To implement the plan, the utility board and management received capacity building in governance and asset management. 

The result of the eight-month long process is more than a business plan—it is an improved model of service provision for Nepal that is oriented toward cost recovery, efficiency, professional management, good governance, and sustainability. The SVWSUO experience will be of value as the Government of Nepal embarks on a program to institutionalize business plans for more than 40,000 water schemes and 750 municipalities providing WASH services in Nepal. The government also presented its draft national water utility business plan guidelines at the workshop. 

The Kenya Experience

In Kenya, an independent regulator, WASREB, oversees licensing, performance monitoring, and tariff setting for county-owned corporatized water service providers (WSPs), while the Water Sector Trust Fund supports increasing services to the poor. Despite the World Bank’s support of an earlier effort to develop business plan guidelines for WSPs, the adoption was slow, in part due to confusion about why they were needed. WASREB worked with WASH-FIN Kenya to update the guidelines as part of a more comprehensive approach to institutionalize business plans. The updated business planning guidelines focus on improving the process, increasing credibility of providers with financiers, and improved performance. WASH-FIN supported the launch and rollout to providers. 

The Philippines Experience

Like Nepal and Kenya, subnational providers also play an important role in service delivery in the Philippines. In 2005, the USAID Philippines Water Revolving Fund (PWRF) supported development and implementation of comprehensive Business Plan guidelines for Local Government Unit providers. With generally good uptake, the PWRF mobilized more than US $200 million in commercial finance by 2013. The municipal-run utilities that were not targeted for business plans have been the worst performing. Having had limited success in encouraging municipal-run utilities to adopt business plans in the past, under the Unified Financing Framework program, the government is doubling down on incentives for municipalities—business plans will be required to be eligible for capital grants, and to conform to the tariff-setting methodology.

Replicability in Other Countries

In addition to Nepal and Kenya, WASH-FIN is working on business plans for water operators in Cambodia and sanitation service providers in Senegal ; in each instance the activity has helped operators overcome barriers to access new sources of local finance. In general, countries that work hard to strengthen water sector governance, build professional water institutions, and mobilize new sources of finance see the most progress. Business plans are a proven and effective means to support these objectives and facilitate a country’s progress on the path to self-reliance in water service delivery.

Executive Summary

Lack of sanitation is a major risk factor, especially for people in developing countries. Problems with sanitation services have led to the increasing awareness that the private sector is needed to tackle sanitation service problems. Sanitation business is about investing in solutions for sanitation problems by offering different sanitation products and services at appropriate prices. Improved sanitation is considered to be a huge market for private businesses, since 2,6 billion people or 41% of the world population until now do not have access to services (WBCSD 2008). This factsheet offers information on how to start a sanitation business to make use of this business opportunity.

Introduction

Lower-income countries have traditionally supported their public water and sanitation providers through budgetary grants (from taxes) and low-cost loans (supported via transfers), not expecting or requiring full cost recovery. The result has usually been a poor quality of service, accessed mainly by higher-income households with governmental support nearly always less than anticipated leading to weaknesses in operations and maintenance (WPP 2010).

Sanitation has become a global issue and the private sector  has the responsibility to be part of the solution (WBCSD 2008). Sanitation is regarded to be a very profitable business with an estimated economic return of about 10 USD for every 1 USD invested (WBCSD 2008). Therefore, improved sanitation is both a contribution to sustainability and good for business.

The Private Sector as Provider of Sanitation Products and Services

Generally, the private sector consists of:

  • Individual entrepreneurs that usually engage in offering simple products and services that do not require high investments. For instance, repairing and installation of water pipes , toilets and bathrooms. They can act as masons, plumbers and traders and thus generate income.
  • Small and Medium size Enterprises (SMEs) differ from individual entrepreneurs in the number of employees and turnover, which is much bigger than that of individual entrepreneurs.
  • Large companies are bigger than SMEs and also differ in the number of employees and turnover. They engage in offering more sophisticated sanitation products and services.

Steps for Starting a Sanitation Business

Like every business, building up a business in the sanitation sector requires 3 main steps:

1. Generation of Business Idea

Any idea that includes provision of products and services that is associated with the collection , transport , treatment, recycling and safe disposal of human waste, wastewater, storm water and garbage is considered to be a business idea for sanitation business (WBCSD 2008).

2. Collecting Data

This step helps to develop a business plan, which can afterwards be implemented.

  • Market research:Like any other kind of business, sanitation business starts with a market analysis. Sanitation market analysis is about collecting information on potential customers' preferences regarding sanitation services and products in particular and the sanitation market in general. Such kind of analysis helps to identify customers' behaviour, location, purchasing power and also specific preferences about sanitation products or services. It does also help to identify competitors and partners, suppliers and distributors, future market trends, etc.
  • Business legislation analysis:This information helps to identify the legal form of the business, business registration, procedures of taxation and customs procedures (see also policies and legal framework ).
  • Business management :In this stage you should consider different questions of business management such as “do I have the necessary business management skills to start and run a new business?”, “what form of business should I register?”, “do I have the capacity to manage human resources ?”, “which kind of human resources do I need?”
  • Financial planning:Financial planning helps to determine the preliminary costs of investments and future benefits of the sanitation business. It is also important for calculating the price of your product or service. Financial planning usually prevents to offer the products and services at a price below the operating margin and helps to control the financial resources (see also microfinance and donor agencies ).

3. Implementation Stage

After gathering information about the intended business it is time to implement your business, which includes the following activities:

  • Business planning : Business planning includes information about sales and marketing, production of products and services (cost calculation, infrastructure, and equipment), management of the business and financial plan.
  • Financing : This is about generating own funds, and applying for loan funds from family, friends, and banks.
  • Administrative procedures:This step includes choosing the legal form of business, hiring staff, and taxation.
  • Infrastructure: This step is about choosing a location, making contracts about renting premises or leasing equipment, arranging electricity and transport facilities.
  • Making partnerships  with suppliers:Find suppliers and compare prices of their products such as equipment, raw material, transport facilities and make contracts with suppliers.
  • Product and service development: This is about developing product ranges, packaging and pricing and improving the quality of your products and services.
  • Business management : It is about implementing accounting, human resources management, capacity building of the employees and the owner, stock management and management of services.
  • Marketing : Sanitation marketing refers to social marketing efforts that affect a behavioural change at individual and household levels. It also assures the awareness of people about the benefits of sanitation products and services. Consequently, this stimulates demand and ensures that people can get what they want at a price they are willing to pay (JENKINS & SCOTT 2010). For promoting sanitation business it is also important to take the marketing mix into consideration and position the business accordingly. The marketing mix consists of the 4 P's: Product, Prize, Place and Promotion.

The success of business also depends on whether the country provides an enabling environment. An enabling environment is about infrastructure, access to finance and business development services as well as provision of effective business regulations. In developing countries it is often very hard to do business because of difficult business environments.

Another challenge with big companies is the issue of privatisation . Usually, privatisation of former publicly owned sectors or utilities raises concerns. Privatisation of the water and sanitation sector of a town, community or even a whole country, causes more than only concerns – it raises fierce protests and sometimes even violent opposition (QUEHENBERGER 2008).

Thames Water could raise bills to as much as £627 a year to pay to fix its leaky network, after promising to invest up to £3bn more over the next five years.

The embattled water supplier said on Monday that it had updated its spending plans for 2025 to 2030 after discussions with the industry regulator, Ofwat, and bills could rise as much as 44% under its most ambitious spending plans.

The proposals to raise bills even further immediately drew anger from politicians and consumer groups, who argued that households struggling with the cost of living crisis should not have to pay for underinvestment in Thames’s creaking infrastructure.

In October Thames submitted its business plan, known as a PR24, to Ofwat, pledging to spend £18.7bn over the period and raise bills by 40% to £610, or by 56% including inflation.

The company has now said it will spend a further £1.1bn – totalling £19.8bn – to address environmental concerns over sewage dumping in the sector.

Thames said it could spend £1.9bn on top of this – totalling £21.7bn over the period – depending on the availability of workers in its supply chain, which it would agree on an annual basis with Ofwat. If this occurred, bills for Thames’s 16 million customers would reach £627 by 2030, a 44% increase, excluding inflation.

Thames did not specify exactly what the £1.1bn would be spent on. Industry sources said the bulk of the money would probably be spent ensuring the company could meet new statutory requirements to protect the environment set out by the Department for Environment, Food and Rural Affairs.

Thames is under intense scrutiny amid fears over its financial stability and questions over whether its shareholders are willing to pay upfront for its investments, before they are recovered from consumers through bills.

The government is preparing plans in case the debt-laden company collapses, including renationalisation. The Guardian revealed last week that Whitehall contingency plans for a renationalisation could include adding the bulk of its £15.6bn debt to the public purse, with some lenders to its core operating company potentially losing up to 40% of their money.

Thames said on Monday it had been able to up its spending without increasing bills on top of the original forecasts “due to a rebalancing of operating and capital expenditures”.

The Thames Water chief executive, Chris Weston, said: “Our business plan focuses on our customers’ priorities. As part of the usual ongoing discussions relating to PR24, we’ve now updated it to deliver more projects that will benefit the environment. We will continue to discuss this with our regulators and stakeholders.”

Shareholders said last month they were not willing to put in a promised £500m while a standoff between Thames and Ofwat continued.

It is understood that Monday’s update has not changed the view of shareholders. Last month they claimed that Ofwat had “not been prepared to provide the necessary regulatory support” for Thames’s business plan.

The Guardian revealed last week that Thames was considering issuing more debt to help fund its plans, adding to its £15.6bn debt pile.

Mike Keil, the chief executive of the Consumer Council for Water, said: “On the surface the proposal for more investment from Thames Water is a positive step for its customers that have endured some of the worst customer service in the sector.

“We should not lose sight of the fact that only 16% of its customers thought the company’s proposed bill rises in its five-year plan were affordable. This announcement appears to offer nothing to ease the fears of those already struggling to pay.”

The Liberal Democrats’ Treasury spokesperson, Sarah Olney, said: “It would be an absolute disgrace if customers are forced to foot the bill for Thames Water’s shambolic failings. Ofwat cannot allow these bill hikes to go ahead.”

Ofwat is due to give its provisional verdict on Thames’s business plan, and those of its peers, on 12 June and publish final decisions in December.

In the submission to Ofwat, the company said it was discussing its “green economy recovery” plan (GER) with the regulator. The ailing programme , drawn up in the pandemic, was supposed to allow Thames to add £72m to bills to fund a smart meter rollout in the Thames Valley.

The company said extreme weather in 2022 had hurt the “achievability” of hitting its targets, and discussions with Ofwat would “determine if we can proceed with the GER programme”.

As Floods Beckoned, Many of New York’s Catch-Basin Trucks Were Offline

A report by the New York City comptroller’s office found “big gaps” in how the administration of Mayor Eric Adams handles emergency preparations.

Seven months after New York City was inundated by more than eight inches of rain, an investigation found that the city’s public communications were, in some cases, “woefully limited” and its infrastructure inadequate to the challenges of extreme weather.

The 44-page investigation by the office of Brad Lander, the New York City comptroller, noted that 63 percent of the Department of Environmental Protection’s 51 specialized catch-basin cleaning trucks — a key part of the city’s arsenal to prevent floods — were out of service when the storm hit.

And though city officials began monitoring the storm a week before its arrival and activated its “flash flood emergency plan” the morning before, that “proactive approach was not as effectively extended to public communications,” the report reads.

The mayor did not hold a news conference on the storm until nearly three hours after heavy rain began. The Department of Education did not directly communicate “any information” to students’ families about the weather in advance of the storm, according to the comptroller.

While the city’s opt-in emergency alert system sent out notices, most New Yorkers do not subscribe to the flash-flood warnings: “Only 2.7 percent of New Yorkers over 16 years of age (185,895 people) received Notify NYC emergency alerts for the flash flood event” according to the report.

The investigation comes amid continued scrutiny of New York City’s emergency response efforts. When an earthquake rattled the city this month, it took officials 26 minutes to issue an alert. Last June, Mayor Eric Adams faced criticism for failing to adequately warn New Yorkers about toxic air wafting in from Canadian wildfires.

“Extreme storms thankfully don’t hit every day, but you have to be preparing for them every day,” Mr. Lander said. “And this report is evidence that the city needs to be doing a better job with that.”

The investigation examined the city’s progress delivering on three sets of recommendations issued after Hurricane Ida in 2021, when heavy rain inundated the city, killing 13 New Yorkers . It was the first time the National Weather Service had declared a flash flood emergency for the city.

Two years later, when rain tied to Tropical Storm Ophelia hit New York, the city suffered an estimated $100 million in economic losses, as the storm revealed what the comptroller’s office described as “serious shortcomings” in the city’s response.

The night before the storm, the National Weather Service warned of possible flash flooding and predicted up to five inches of rain in parts of New York City. The city’s sewer system cannot handle more than 1.75 inches of rain an hour. By 9 a.m. the next day, parts of Brooklyn were seeing more than three inches of rain an hour.

Subways shut down. More than 500 public school buildings suffered flood damage. Woodhull Hospital, a public hospital in Brooklyn, had to disconnect its electrical supply and evacuate.

City officials did try to warn basement residents, among the most vulnerable to flash flooding. But by the comptroller’s estimate, the city’s basement notification list encompasses less than 1 percent of the people who live in basements.

At the time of the storm — nearly two years into the mayor’s administration — the mayor had not appointed an extreme weather coordinator, according to the comptroller. The position was created during Bill de Blasio’s administration, after Hurricane Ida. In March, City Hall notified the comptroller’s office that it had named Camille Joseph Varlack, the mayor’s chief of staff, to fill that position.

Liz Garcia, a spokeswoman for the mayor, said there was always someone filling the position, but declined to say who.

Ms. Varlack has already “begun to improve channels of communication across agencies for better real-time coordination,” the report reads.

There are other signs that the city is paying attention to its vulnerability to severe weather.

Though the Department of Environmental Protection has yet to fund a $22.5 million-a-year plan to install new catch basins that will reduce clogging, the city has installed dozens of flooding sensors. It has also funded 20 community networks to alert neighbors about flooding risks.

The city has also distributed thousands of flood barriers and rain barrels and hundreds of sump pumps.

“We are glad that the comptroller’s report recognized the important work of our city agencies to prepare New York City for extreme weather,” Ms. Garcia said.

She noted that even without the specialized catch basin trucks, the city managed to clear over 900 catch basins with histories of clogging before the storm hit.

Yet most of the department’s storm water infrastructure projects are still in trouble: “Two-thirds of projects are over budget, with an average budget overrun of 310 percent,” the report reads. “Three-fifths of projects are delayed, with an average delay of 23.5 months.”

The status of the catch basin trucks seems to have only worsened since the storm; by the end of last year, 77 percent were out of service. The city is in the process of replacing more than half those trucks. A spokesman for the city’s Sanitation Department, which maintains the trucks for the Department of Environmental Protection, referred questions to City Hall.
