Ontario PhD Graduate Stream

The Ontario PhD Graduate stream gives international students, who have graduated from a PhD program at an eligible university in Ontario, the opportunity to immigrate permanently to Ontario without the requirement of a job offer. 

Applicants who are successfully nominated under the Ontario Immigrant Nominee Program (OINP's) PhD Graduate Stream may apply to Immigration, Refugees and Citizenship Canada (IRCC) for Canadian permanent resident status. 

Eligible PhD graduates do not need a job offer to apply.

Eligibility Requirements

In order to be eligible for the OINP PhD Graduate Stream, individuals must:

  • Have completed all the necessary requirements to obtain a PhD degree from an eligible Ontario university with  at least two years  of the degree requirements completed while lawfully living and studying in Ontario;
  • The applicant will be required to provide documentation with his or her full name and address in Ontario to prove that this requirement is met. For example, phone bill, car insurance, hydro/energy bill, leasing document, etc.
  • Dependent family members include: Spouse or common-law-partner, children under the age of 22 and their children.
  • Submit the application within two years of the date on which the PhD was granted;
  • Intend to live and work in Ontario; and
  •  The OINP accepts applications from potential applicants who are on  maintained status  at the time of applying. 

Settlement Funds 

Potential applicants to the OINP PhD Graduate Stream can demonstrate they have sufficient funds to economically establish themselves in Canada through one or a combination of the following:

  • Funds as demonstrated by the balance listed in bank statements, or statements of accounts showing other investments such as non-locked in, fixed term deposits, mutual funds, etc; 
  • Annual earnings from ongoing employment in Ontario; and/or
  • A job offer in Ontario.

If an applicant uses employment or a job offer in Ontario to meet the settlement funds requirement, he or she must include an employment contract/job offer letter indicating the position, hours of work, and wage. If currently working in Ontario, the applicant must provide two (most) recent pay slips as proof of funds. 

Ties to Ontario

While potential applicants to the PhD Graduate Stream do not need to be residing in the province at the time of applying, all applicants must intend to reside in Ontario.

Potential PhD Graduate Stream applicants can demonstrate a connection to Ontario by listing his or her ties to the province, which can include: 

  • Current and/or previous employment in Ontario;
  • Job offers or jobs applied/interviewed for in Ontario;
  • Education in Ontario;
  • Volunteer work in Ontario;
  • Lease agreements for a residence in Ontario or property ownership;
  • Professional networks and affiliations;
  • Family ties;
  • Social connections or personal relationships; and/or
  • Previous visits to Ontario.

Application Period

An applicant's degree must be dated within two years of the OINP application submission date. For example, if the degree is dated June 1, 2017, the eligible graduate must apply before June 1, 2019. If the degree has not yet been granted, the applicant can use the date indicated on an official letter from the academic institution indicating when the degree will be granted.

Prior to submitting an application, the OINP encourages potential applicants to review the eligibility criteria, document checklist, and ensure that the application is complete. All documents uploaded to Ontario's e-Filing portal must be clear and legible.

The OINP may request additional documents from PhD Graduate Stream applicants during the processing of the application. 

Applying for the PhD Graduate Stream online through the OINP's e-Filing portal may take approximately two hours to complete. 

Once a registration to apply is submitted through the OINP's online system, the applicant has  14 calendar days  to complete and submit the application or the registration will expire and get withdrawn. The OINP encourages applicants to complete an application before submitting a payment. Once an application is submitted to the OINP, the applicant will not be able to make any changes.

Applicants are responsible for the translation and notarization of any supporting documents that are not in English or French. It is the responsibility of the applicant to locate a certified translator accredited by the  Association of Translators and Interpreters of Ontario (ATIO)  and/or obtain a notarization of documents translated by a translator not certified by the ATIO.

If an applicant located in Ontario is not able to find a certified translator accredited by the ATIO, the translation must be notarized. A letter explaining the reasoning and efforts taken to locate a certified translator must included with the application. 

If applying from outside Ontario, the translation must be notarized. If deemed insufficient, the OINP may require applicants to obtain a translation from a certified translator accredited by the ATIO. Translations completed by the applicant, their representative, or others with personal ties to the applicant will not be accepted even if these individuals are considered certified translators. 

After Applying

If the OINP considers an application to be incomplete, individuals looking to apply for the OINP PhD Graduate Stream will be required to resubmit a new application. The OINP may consider an application to be incomplete if inaccurate supporting documents are provided or documents that require translation are not certified or notarized. 

Applicants who believe the OINP's decision was made in error may request an internal review of the application within 30 calendar days of receiving the notice of the decision (if residing in Canada) or within 60 calendar days if residing overseas. The request must not include any evidence that was not submitted to the program before the decision was made unless the evidence was not reasonably available at the time of applying. The OINP's internal review decision is final. 

If the application is successful, applicants will be issued a Letter of Nomination (Nomination Approval Letter) and a Confirmation of Nomination (OINP Certificate of Nomination). 

The next step after obtaining a nomination from the OINP is to submit a Canadian permanent residence application to IRCC within six (6) months of being nominated by the OINP. Applicants must include a copy of both the Letter of Nomination and the OINP Confirmation of Nomination with their permanent residence application to IRCC. 

The OINP states that a nomination does not guarantee the approval of an application for Canadian permanent residence with IRCC. The OINP requires that nominees continue to demonstrate, on a reasonable basis, the intention to reside in Ontario.

While nominations are valid for a six-month period, the nominee may submit a request for an extension of the Nomination Certificate if it is no longer valid and: 

  • IRCC returns the permanent residence application due to incompleteness requiring the submission of a new application; or 
  • the nominee is experiencing delays in securing supporting documents for the permanent residence application (i.e. a police criminal record check) and has not yet applied to IRCC.

Who is not Eligible to Apply for the PhD Graduate Stream?

The following individuals are not eligible to apply under the Ontario PhD Graduate Stream:

  • Individuals who have not yet completed their PhD degree. The OINP will not accept applications from international students who are in their final semester of studies. Applicants must have met all the degree requirements at the time of application.
  • Individuals who completed their PhD degree more than two years ago.
  • Individuals who are the recipient of a grant, bursary, or scholarship that requires them to return to their home country or another jurisdiction (another Canadian province/territory or another country) after the completion of their studies (provided that the obligations have not been fulfilled).
  • Individuals who currently live in Canada without legal status.

To help meet the province's economic and labour needs, the Ontario Immigrant Nominee Program (PNP) offers several streams for immigration to Ontario, including the Ontario PhD Graduate Stream. This stream is designed to attract international graduates with PhD degrees who have the skills and experience to contribute to Ontario's economy and labour market. In this article, we'll provide an overview of the Ontario PhD Graduate Stream and outline the application process in four simple steps.

What is Ontario’s PhD Graduate Stream?

What is Ontario’s PhD Graduate Stream?

Ontario’s PhD Graduate Stream is a program designed for international graduates who have obtained a PhD degree from an eligible Ontario university . This program allows graduates to apply for permanent residency in Ontario, Canada. To be eligible for this stream, you must have completed all the degree requirements for your PhD program and must have received your degree within the past two years. Additionally, you must also meet the program's language requirements, demonstrate financial stability, and have legal status in Canada.

To apply for the PhD Graduate Stream, the first step is to register in the OINP’s Expression of Interest System. After registering, you will need to wait for an invitation to apply. Once you receive the invitation, you will have 45 calendar days to submit an application online. The application process will require you to submit various documents, including your academic transcripts, proof of language proficiency, and a settlement plan. The OINP will review your application and assess your eligibility for the program.

If your application is approved, you will receive a nomination from the Ontario government, which means that you have been selected to apply for permanent residency. After receiving the nomination, you will then need to submit an application to the federal government through Immigration, Refugees and Citizenship Canada (IRCC). The IRCC will conduct security and medical checks and make the final decision on your permanent residency application.

It is important to note that the Ontario Immigrant Nominee Program (OINP) has implemented the National Occupational Classification (NOC) 2021 system , as required by the federal government. This means that any new documents or registrations submitted to the OINP must reflect the new federal NOC 2021 system.

Apply to Ontario’s PhD Graduate Stream in 4 Steps

Step 1: check your eligibility.

Before you apply for the Ontario PhD Graduate Stream, you'll need to ensure that you meet the program's eligibility criteria. This includes having a PhD degree from an eligible institution and having completed at least two years of full-time study in Ontario. You'll also need to demonstrate proficiency in either English or French and have sufficient funds to support yourself and any dependents during your stay in Ontario. Here is a list of requirements you’ll have to meet:

  • Receiving an invitation to apply and submitting the application within the specified deadline.
  • Demonstrating possession of the qualifications claimed in the expression of interest registered with the OINP.
  • Completing all requirements necessary to obtain a PhD degree from an eligible university in Ontario.
  • Completing at least two years of PhD studies while legally living and studying in Ontario.
  • Not receiving a bursary, grant, or scholarship that requires the return to the home country after earning the PhD degree.
  • Legally living in Ontario for a minimum of one year within the past two years before submitting the application.
  • Demonstrating sufficient settlement funds to support oneself and any dependent family members upon settling in Canada.
  • Demonstrating intention to live and work in Ontario after being granted permanent residence.
  • Having legal status (a visitor record, study permit, or work permit) if applying from within Canada.
  • Submitting the application within two years of completing the requirements necessary to obtain the PhD degree.

Step 2: Apply to the Ontario PhD Graduate Stream

Once you've confirmed your eligibility, you can begin the application process for the Ontario PhD Graduate Stream. This involves submitting an online application to the Ontario Immigrant Nominee Program and providing documentation to support your eligibility. You'll also need to pay a non-refundable fee of $1,500 CAD.

Step 3: Receive a Nomination from Ontario

If your application is successful, you'll receive a nomination from the Ontario Immigrant Nominee Program. This nomination will allow you to apply for permanent residency in Canada through the federal government's Express Entry system. You'll receive an additional 600 Comprehensive Ranking System (CRS) points for your nomination, which will greatly increase your chances of receiving an Invitation to Apply (ITA) for permanent residency.

Step 4: Apply for Permanent Residency

With your nomination in hand, you can now apply for permanent residency in Canada through Express Entry. This involves submitting a complete application for permanent residency, including all required documentation and fees. If your application is approved, you and your family members will become permanent residents of Canada and be able to enjoy all the benefits of living and working in Ontario.

What’s an Expression Of Interest (EOI)?

An EOI is the process where the applicant indicates their interest in applying to a given stream through an invitation to apply (ITA). This registration step will indicate to the OINP that you wish to receive an ITA to be nominated.

Before applying for permanent residency in Canada through OINP, you must register to receive an ITA before you can directly apply to a given stream.

According to the official website of the Ontario government, OINP is driven by an Expression Of Interest (EOI) system to manage applicants. The program comprises the following streams:

  • Employer Job Offer: Foreign Worker stream
  • Employer Job Offer: International Student stream
  • Employer Job Offer: In-Demand Skills stream
  • Masters Graduate stream
  • PhD Graduate stream
  • Entrepreneur stream

Registering an EOI and going through the process of applying for permanent residency in Canada through OINP are two separate steps. They function independently from each other and are not the same thing.

Before applying to a stream, let’s look at how to register an EOI.

When an international student registers an EOI, OINP will detect relevant information of the applicant. This is used to determine eligibility and labour market needs. Below are some relevant pointers for registering an EOI.

  • You can register an EOI and create a profile on the OINP e-filing portal.
  • Registration of an EOI does not guarantee an ITA and an ITA does not guarantee a certificate of nomination.
  • Applicants should ensure that they understand and meet the stream requirements.
  • Candidates who get an ITA need to demonstrate that they’re eligible for the stream they’ve applied to.
  • Information that applicants provide in their EOI must be honest and valid.This will later be evaluated. Failure in providing honest and accurate information will result in the application being denied, a penalty or prosecution.
  • Applicants who receive an ITA must apply to the desired stream within 14 calendar days from the date you received the invitation.
  • Applicants should have the necessary supporting documents ready. These documents must be scanned and uploaded in your online application.

Fees and costs

The official website of the Ontario government outlines the following costs to apply:

For the Masters Graduate, PhD Graduate, and Employer Job Offer:

  • International Student streams, the application fee is $1,500.

The application fee for employer Job Offer: Foreign Worker and In-Demand Skills streams:

  • $1,500 if the job offer is outside of the Greater Toronto Area
  • $2,000 if the job offer is within the Greater Toronto Area (City of Toronto, Durham, Halton, York and Peel regions)

The above fees are used for the processing of your application. They must be paid with either Visa, Visa Debit, Mastercard and Mastercard Debit.

After you’ve registered your EOI under the chosen stream, points will be assigned to you for each scoring factor. Have your supporting documents ready for submission to validate each scoring factor. You will be ranked according to the following factors as outlined by the Ontario Government’s official website.

Employment / Labour Market Factors

Duration-Cumulative, full-time or part-time equivalent.

  • 12 Months or more – 4 points
  • Less than 12 months – 0 points
  • NOC TEER 1 – 3 points
  • NOC TEER 2 – 0 points
  • NOC TEER 3 – 0 points
  • NOC  TEER 4 – 0 points
  • NOC S TEER 5 – 0 points

Based on a Notice of Assessment issued by the Canada Revenue Agency in the last five years.

  • $40k or more earnings in a year – 3 points
  • Less than $40k earnings in a year – 0 points

Field of study

  • Engineering – 10 points
  • Health care – 10 points
  • Math and Computer Science – 9 points
  • Business and Administration – 7 points
  • Trades – 7 points
  • Social, Legal, Education and Science – 6 points
  • Arts and Humanities – 5 points

Canadian education experience

When it comes to education experience, the student should have obtained a qualification under a degree or diploma program from a Canadian public institution. The qualification should take a minimum of two years to complete on a full-time basis.

Alternatively, the applicant should be registered under a degree, diploma or certificate program from a Canadian public institution that should take one year to complete on a full-time basis. However, the program should require a degree as an admission requirement. Below are the points allocated for:

  • More than one Canadian credential – 10 points
  • One Canadian credential – 5 points

Official language ability

  • CLB 9 or higher – 10 points
  • CLB 8 – 6 points
  • CLB 7 – 4 points
  • CLB 6 or lower – 0 points

Knowledge of official languages

  • 2 Official Languages – 10 points
  • 1 Official Language – 5 points

Regionalization

Location of study

  • Outside GTA – 10 points
  • Inside GTA – 6 points

International students in Canada who are applying for the PhD Graduate Stream through OINP will also need to have the following supporting documents at hand. These documents must be scanned and uploaded with your application:

  • identity documents
  • status documents in Canada
  • residency in Ontario documents
  • education documents
  • documents that show you meet the settlement funds requirement
  • expression of interest selection factors
  • any other supporting documents, where applicable

OINP PhD Graduate Stream

The Ontario PhD Graduate stream targets foreign students who have completed their PhD program from eligible universities in Ontario. The stream allows deserving candidates who want to settle permanently in Ontario without the requirement of employment as a suitable criterion.

Eligibility Requirements for Ontario’s OINP PhD Graduate

Who can apply.

  • Candidates must complete PhD programs from eligible universities.
  • Legal resident of Ontario.
  • Intent to live in Ontario.

Eligibility Requirements

The stream falls under the Expression of Interest (EOI. You must receive an Invitation to Apply (ITA) to apply for the provincial nomination.

  • Education : You must complete at least two years of a PhD program from an eligible Ontario University. Please refer to the “List of Eligible Ontario Universities” for more information.
  • Language Proficiency : There is no minimum eligibility based on language criteria.
  • Residency : You must be a legal resident of Ontario for at least one year. If there are any gaps in residency, all periods of living will be added to make up one year within the past two years before you apply.

Settlement Fund : You must have sufficient settlement funds to support yourself and your dependents. This can be demonstrated through:

  • Your savings account statements
  • Non-locked-in investments
  • Fixed-term deposits
  • Mutual funds
  • Annual earning statement
  • Job offer with sufficient annual salary

Intent to Stay in Ontario : You must establish a solid intention to settle permanently in the province. This can be showcased by:

  • Having a job offer
  • Long-term volunteering work
  • Leasing or owning a property
  • Professional network
  • Family ties
  • Networking and personal relationships with people living in Ontario

Application Process for OINP PhD Graduate Stream

The OINP PhD Graduate Stream functions under the OINP Expression of Interest system.

  • Stage 1 : Submit your Expression of Interest (EOI) through OINP’s e-filing portal with all relevant and accurate information.
  • Stage 2 : Profiles are ranked according to a point-based system. The highest-ranking candidates will receive an Invitation to Apply (ITA) in the draw.
  • Stage 3 : If you receive an ITA, you have 14 days to apply for nomination.
  • Stage 4 : OINP will evaluate your application. If approved, they will issue a provincial nomination certificate.
  • Stage 5 : After receiving your provincial nomination, submit a federal application for Canadian permanent residence.

For example, if the salary from your job offer is 28,000$, and your required settlement funds are 32,000$, then you need to only provide proof of owning 4,000$ (the difference between 32,000$ and 28,000$) of liquid funds.

Application Process Summary

  • Create a profile in the  OINP e-Filing Portal .
  • Register an expression of interest for the PG stream.
  • After receiving an invitation to apply, apply to the PG stream within 14 days by submitting their application through the OINP e-Filing Portal (filling in forms and uploading required documents). 
  • Apply for permanent residence to the federal government (IRCC) within 6 months of receiving the nomination ( after OINP processes their application) . Candidates need to apply on paper to IRCC, and include the Nomination Approval Letter and the Certificate of Nomination received from OINP.

Ph.D. Graduates Stream

Ontario PhD Graduate Stream offers a pathway to permanent residency in Ontario for international students who hold a PhD degree from one of Ontario’s 19 eligible universities, all without requiring a job offer. Candidates must have completed their PhD  within the last two years, demonstrating language proficiency of CLB 7 or higher, showing ties to the province, and having sufficient settlement funds. The application process involves creating an Expression of Interest (EOI) profile, receiving an Invitation to Apply (ITA), submitting required documents, and, upon receiving a provincial nomination, applying for permanent resident status through the federal government. Processing times range from 90 to 120 days, and the application fee is $1,500 CAD. 

Ontario PhD Graduate Stream: Immigrate without a job offer

Ontario’s PhD Graduate Stream is a pathway for international students with a PhD degree from an eligible Ontario university to get their PR, even without having a job offer. This program is not an express entry stream, so processing times are longer. And thus, unlike some of the other OINP streams, for the PhD graduate stream in Ontario, the applicants must create an expression of interest in OINP.

  • Minimum Eligibility Criteria:

To be eligible for the OINP PhD Graduate Stream, individuals must have the following criteria and apply with proper proof of documentation:

  • Have graduated from an existing PhD program from one of the 19 eligible  universities in Ontario; 
  • At least two years of your PhD studies must have been completed while legally living and studying in Ontario..
  • Apply  within two years of completing the requirements necessary to obtain the PhD degree. For example, if your degree is dated June 1, 2023, you must have registered an EOI, received an Invitation to Apply, and submitted your application on or before June 1, 2025.
  • Residing in Ontario with legal status, not another province, while applying from inside Canada must show legal status and keep that status until receiving a nomination (i.e., study permit, work permit, visitor record) OR apply outside of Canada.
  • Must prove the residency in Ontario. At least 12 months of residency in Ontario in the last two years before the application submission date is required;
  • Intention to live and work in Ontario. Past study, work or travel history plays a vital role in assessing the intention. The OINP assess this through different series of factors; 
  • Proof of funds as demonstrated by bank statements or statements of accounts showing other investments, such as fixed-term deposits and mutual funds, that can be readily converted to cash.
  • Proof of having annual earnings from ongoing employment in Ontario; and/or 
  • Having a job offer in Ontario.
  • You can also use a combination of your job offer and savings to meet the desired funds requirements e.g. $30,000 salary and $6,000 in savings.

Not all applicants who meet the eligibility criteria will receive an ITA. In order to receive an ITA, you must also score enough points on the scoring scale. To calculate your points, use this free calculator.

In 2023, OINP invited 486 applicants through the PhD stream, in 5 different rounds of invites. The lowest scores ranged from 39-48. So, if you’re in this range, you may have a good chance of success with this program.

2. Attestation

  • Complete, sign, and upload the Attestation Form in the Required Documents section on the application submission date.

3. Identity Documents

  • Scan of a physical photo, meeting passport/visa requirements.
  • Scan and upload the personal details page, pages with Canadian visas, and entry stamps.
  • Scan and upload personal details page for each dependent family member.

4. Status Documents in Canada

  • Work permits, study permits, temporary resident visas, and other Canadian immigration documents.
  • Implied status documents (if applicable): IRCC acknowledgment letter, IRCC fee receipt, post office mailing receipt.

5. Residency in Ontario Documents

  • Phone, hydro, or energy bills.
  • Car or home insurance.
  • Lease or rental agreement.
  • Pay slips from an Ontario employer.

6. Education Documents

  • If degree granted: scan and upload PhD degree and official transcripts.
  • If degree not yet granted: scan and upload official letter and official transcripts.
  • Include documentation for other degrees, diplomas, or certificates.

7. Language Test Results

  • Upload results of an approved English or French language test (taken within the last two years).
  • English tests: IELTS (General Training), CELPIP (General).
  • French tests: TEF Canada, TCF Canada.

8. Settlement Funds Requirement Documents

  • Bank statements (last three months).
  • Letter from financial institution for investment accounts.
  • Employment documents (if using ongoing employment in Ontario).
  • Job offer letter (if using job offer in Ontario).
  • Redact credit card numbers before uploading.
  • Upload the most current resumé detailing work experience, education, contact information.

10. Intention to Reside in Ontario Documents

  • List established ties to Ontario (employment, education, volunteer work, lease agreements, etc.).
  • Provide a statement of intent if no ties exist.

11. Expression of Interest Scoring Factors Documents

  • Work Permit Status in Canada : Upload relevant permits and implied status documents.
  • Earnings History : Notice of Assessment(s) by CRA for the last five years.
  • Highest Level of Education : Degree, diploma, certificate, or Educational Credential Assessment (ECA).
  • Field of Study : Official transcript from Canadian institution.
  • Canadian Education Experience : Credential from eligible Canadian institution.
  • Official Language Ability : Language test results.
  • Regional Immigration : Transcript from Canadian institution for location of study.

Important Notes:

  • All documents are mandatory unless otherwise stated.
  • Avoid including non-mandatory documents to prevent application delays.
  • Ensure all scans are clear and complete.
  • Redact sensitive information like credit card numbers before uploading.

Application Process

Following are the steps to the OINP PhD Graduate stream: 

  • Create a profile and upload all documents to OINP’s Express of Interest System 
  • Based on the profile, OINP will score and rank the profile. Receive an Invitation to Apply (ITA); and submited your application to OINP within the next 14 days by submitting all necessary documents through Ontario’s e-Filing portal. 
  • Receive a provincial nomination from the OINP. The OINP may request additional supporting documents while processing the PhD Graduate Stream application.

Processing Times and Fees:

The processing times for PhD Graduate stream application are estimated to be 90 to 120 days. However, some applications may need more time to process if they are more complex or require more documents and/or information. The fee for this stream is similar to Express Entry Streams, set at $1,500 CAD. Application fees can only be refunded if the processing of the application has not started, either (i) if the applicant withdraws his/her application before processing starts or (ii) if the application is returned as being incomplete by the OINP.

The OINP PhD stream is a pathway of the Ontario Immigrant Nominee Program that allows you to permanently settle in Canada if you hold a Ph.D. degree from an eligible university in Ontario.

I.     a valid invitation to apply..

Receive an Invitation to Apply or ITA in the OINP draws. Before applying to the OINP PhD stream, you will need to register the OINP EOI or Expression of Interest. You will get a score in the EOI system according to the information you provide. If your score is higher than the score cut-off of the Ontario PNP draws, you will receive an ITA to apply to the OINP Phd graduate stream.

II.    Academic requirements

You must have earned a PhD degree from an eligible university in Ontario. Additionally, you must have completed at least 2 years of your PhD program while legally studying and staying in the province of Ontario. Also, you must apply to this OINP program within two years of getting your PhD degree.

You cannot apply to the PhD graduate stream if you enrolled in the program through a scholarship or a grant that mandates you to return home after getting the degree. You will be eligible only after you fulfill the commitments of the scholarship and can successfully convey your aim to permanently settle in Ontario.

III.    Living in Ontario

You must have legally lived in Ontario for at least a year in the last two years before applying to the OINP PhD stream. This one-year duration needs not to be continuous. Your stay in Ontario must be collectively 12 months within the last two years before you apply to OINP

IV.    Intention to live in Ontario

You must display your plan to permanently settle in Ontario and economically and socially contribute to the Canadian province. This can be proven through the following:

  • A work history in Ontario
  • Actively applying for job-offers in Ontario and appearing for interviews
  • Studying in Ontario
  • Proof of having rented or leased a property in the province
  • Having professional and personal connections in the province.

V.    Availability of settlement funds.

You must be financially secure and stable to be able to support yourself as well as your family members (if they are accompanying you), till you have a stable job in the province. The minimum amount of money you require to be eligible for the OINP PhD program is tabulated below:

These funds must be immediately available to you and should not be borrowed.

You can meet the mandatory funds requirement by combining:

  • Annual salary earned from a job in Ontario, and
  • Existing funds as substantiated through bank statements, mutual funds, fixed-term deposits, etc.

VI.   Your legal status in Canada 

If you are applying for the OINP PhD stream from Canada, you must have a legal status such as a valid study permit, work permit , or a visitor visa, at the time of application. If you have applied to extend your permit to the Immigration, Refugees and Citizenship Canada (IRCC), you can apply to OINP under the ‘implied status’.

VII.  Time of Application

You must apply to the Ontario PhD program within two years or 24 months of completing your PhD program. For example, if your degree is dated June 1, 2023, you will need to apply to the program before June 1, 2025.

Steps to Apply for the OINP PhD graduate stream

OINP PhD stream: Settle in Ontario with a PhD degree

STEP 2 : Get an ITA in the OINP draws

STEP 3 : Apply to the OINP PhD stream within 14 days from getting the ITA

STEP 4 : Upload all the mandatory documents

STEP 5 : Pay $1500 and submit the application

STEP 6 : Once your application is approved by the OINP, you will receive a nomination approval letter, and nomination certificate.

STEP 7 : Apply to the IRCC for Canada PR through the Provincial Nominee Program within 6 months of receiving your nomination certificate.

STEP 8 : Upload all the required documents for Canada PR

STEP 9 : Pay $1365 and submit the PR application

STEP 10 : Receive the COPR or the Confirmation of Permanent Residence if your PR application is approved.

OINP PhD Graduate Stream

The OINP PhD Graduate Stream is a pathway for international graduates with a doctoral degree from an Ontario university to secure permanent residence in Ontario, Canada. Administered by the Ontario Immigrant Nominee Program, this stream is designed to attract and retain highly educated individuals who have demonstrated their commitment to the province through their academic pursuits. The process involves an Expression of Interest (EOI) system, ensuring a fair selection of candidates with the right qualifications and ties to Ontario.

Stream Requirements:

Expression of Interest and Invitation to Apply:

Applicants must receive an invitation to apply after registering in the OINP’s Expression of Interest System. Timely application submission with accurate qualifications as per the EOI is crucial.

A completed PhD degree from an eligible Ontario university is mandatory. At least two years of the PhD studies must have been legally completed in Ontario. Applicants with bursaries or grants with a return-to-home-country obligation are ineligible until they fulfill these commitments.

Residency in Ontario:

Legal residency in Ontario for a minimum of one year within the past two years before applying is required. Cumulative residency is accepted, allowing for gaps if the total residency adds up to 12 months.

Settlement Funds:

Applicants must demonstrate the ability to support themselves and dependents upon settling in Canada. This can be fulfilled through funds in bank statements, annual earnings from employment in Ontario, or a job offer in the province.

Intention to Live in Ontario:

A clear intention to live and work in Ontario after obtaining permanent residence is crucial. Ties to Ontario, including work history, job applications, studying, volunteering, property ownership, visits, and professional networks, must be evident.

Legal Status in Canada (if applicable):

Applicants applying from within Canada must maintain legal status throughout the application process. 'Implied status' is accepted, allowing applicants to remain in Canada under existing permit conditions while awaiting a decision on renewal.

Application Period:

Applications must be submitted within two years of completing PhD requirements. The degree date must be within two years of the OINP application submission date.

10 points for a valid permit; 0 points without a valid permit.

Earnings History:

3 points for $40k or more earnings in a year; 0 points for less than $40k.

Education Factors:

Highest Level of Education:

10 points for a PhD; points decrease for lower education levels.

Field of Study:

Points awarded based on the field of study, with a focus on STEM/Health and Trades.

Canadian Education Experience:

Points for having more than one Canadian credential.

Language Proficiency:

Official Language Ability:

10 points for CLB 9 or higher; points decrease with lower language proficiency.

Knowledge of Official Languages:

10 points for proficiency in two official languages.

Regionalization:

Points allocated based on the location of study, with higher points for studying in Northern Ontario and reduced points for studying in the Greater Toronto Area (GTA) or Toronto.

Ontario Immigration Nominee Program (OINP) on PhD Graduate stream

Canada again issued invitations for potential candidates in the Expression of Interest pool who qualify under the PhD Graduate stream. Only those candidates with a score of 42 can receive the invitation to apply. The PhD Graduate stream presents international graduates with an Ontario PhD degree. So that they will get the chance to live and work in Ontario permanently.

Before your online application for the nomination for permanent residence by the Ontario government, you need to register first in the OINP’s Expression of Interest System. Then, you will receive an invitation to apply.

After getting approval, you must apply to the federal government through Immigration, Refugees and Citizenship Canada (IRCC). Their final decision will help you to get a permanent residency in Canada.

PhD Graduate stream requirements:

After receiving the invitation to apply, you can submit your PhD Graduate stream application. To get approval for your application, you should fulfill all the requirements the Canadian government mentioned.

  • Expression of interest and invitation to apply:

After receiving the invitation, submit your application before the deadline. Before that, it is necessary to prove that you have the qualifications you previously claimed in your expression of interest. Then, you need to show the Ontario Immigrant Nominee Program (OINP) that you meet the requirements.

  • Education Requirements:
  • You must have that qualification that makes you eligible for a PhD degree. Also, you must have that degree from a qualified university in Ontario.
  • At least two years of your PhD studies must have been completed while you were legally living and studying in Ontario. 
  • If you have received a bursary, grant, or scholarship that requires you to return to your home country after completing your PhD, unfortunately, you don’t qualify. Only after fulfilling these commitments and showing your intention to live in Ontario can you apply.
  • Ontario Residency Requirements:

Before applying, you need to show some proof that you have been living in Ontario for at least one year before. Your one year of residency can add up over time, allowing for gaps in between. Overall, you should have resided in Ontario for 12 months within the past two years before applying.

  • Financial Stability: 

If you are planning to relocate to Canada, you should come with enough money to support both yourself and your family. Your family members should include your spouse, common law partner, and children under the age of 22, including their children.

To meet this requirement, you have multiple options:

  • You can show the balance in your bank statements or other investment accounts.
  • You can show your annual earnings from current employment in Ontario.
  • Also, you can present your job offer in Ontario.
  • Intention to Reside in Ontario

To obtain permanent residence in Ontario, you need to demonstrate your genuine intention to live and work in the province. The country will assess this by looking at various indicators, such as:

  • Your work history in Ontario
  • Job offers in Ontario
  • The education you continue
  • Owner of any property.
  • Regular visit to Ontario
  • Any professional or social relationships
  • Your Legal Status in Canada

When applying from within Canada, you must have legal status at the time of application and maintain it until the nomination process is complete.

If you are on ‘implied status’ when submitting your OINP application, you are still eligible. This means you have applied with IRCC to renew or extend your temporary status document before it expires. Until a decision is made on your application, you can work or study in Canada under the same conditions as your current permit.

  • Application deadline:

You have two years from when you finish the requirements to get your PhD to submit your application. This is the date that your degree was awarded, not the day that you were invited to apply.

How do you know your score factors?

Your points will be calculated when you show interest in this stream according to the following criteria:

  • If your employment or study permit is still valid, you will receive 10 points.
  • Earnings of at least $40k annually will give you 3 points.

Should you receive an application invitation, you must submit supporting documents for each point you were awarded. It is imperative to acknowledge that scoring elements and stream criteria are not the same. When you apply, ensure you meet all the requirements and provide the necessary paperwork.

Ontario’s PhD Graduate stream is for individuals who have a doctoral degree from an Ontario university and want to immigrate to Ontario as permanent residents. This is your complete guide to the OINP PhD Graduate stream.

Successful applicants to this Provincial Nominee Program (PNP) will receive a provincial nomination from Ontario, allowing the applicant to apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent resident status. The spouse/common-law partner of the applicant, as well as any dependent children, may also be included on the application.

Please note: this stream uses a points-based ranking system to invite candidates to apply for nomination. Meeting the minimum eligibility criteria does not guarantee you will receive an invitation. Refer to the section below for details on the points breakdown .

In order to be eligible for the OINP PhD Graduate stream, candidates must meet the following requirements:

PhD degree from an eligible university in Ontario

Candidates must have completed the requirements to obtain a PhD degree from an eligible Ontario university. To qualify for the OINP PhD Graduate stream, at least two years of the PhD studies must have been completed while legally living and studying in Ontario. The PhD must have been completed at one of the eligible Ontario universities listed here:

  • Carleton University
  • Dominican University College

  • Royal Military College of Canada
  • Ryerson University
  • Saint Paul University (Federated with the University of Ottawa)
  • St. Jerome’s University (Federated with the University of Waterloo)
  • Trent University
  • University of Guelph
  • University of Ontario Institute of Technology
  • University of Ottawa
  • University of St. Michael’s College (Federated with the University of Toronto)
  • University of Toronto
  • University of Trinity College (Federated with the University of Toronto)

Language proficiency test

You must take an approved language test demonstrating proficiency in either English or French consistent with (or above) the Canadian Language Benchmark of Level 7 (CLB 7). This test must be less than two years old at the time you submit you application.

Settlement Funds

You must have enough money to support yourself and your dependent family members when you settle in Canada. You can meet this requirement through one or a combination of:

  • funds as demonstrated by the balance listed in bank statements, or statements of accounts showing other investments such as non-locked in, fixed term deposits, mutual funds, etc.
  • annual earnings from ongoing employment in Ontario
  • a job offer in Ontario

Candidates must meet several additional eligibility criteria in order to apply:

  • have the intention to reside in Ontario
  • have lived legally in Ontario for at least one year in the two years prior to applying
  • apply within two years of completing the requirements necessary to obtain the master’s degree
  • be medically and criminally admissible to Canada

Application procedure

To apply to the OINP PhD Graduate stream, candidates must follow these five steps:

Step One: Submit an Expression of Interest (EOI)

The OINP PhD Graduate stream uses a points-based ranking system to invite the top-ranked candidates to apply. In order to be considered for an invitation to apply (ITA), candidates must begin by submitting an Expression of Interest (EOI) using the OINP e-Filing Portal .

After submitting an EOI, candidates will receive a score based on the OINP EOI Selection System .

Step Two: Receive an Invitation to Apply (ITA)

Periodically, the OINP will conduct a draw for candidates. In these draws, invitations will be issued to candidates who have submitted EOIs and received a certain threshold of points.

Step Three: Submit an application for provincial nomination

Once a candidates receives an invitation to apply (ITA), they are given 14 calendar days to submit an application. These applications can be submitted electronically using a ONe-key account . Applications require extensive personal information and supporting documentation — ensure you’re ready if you receive an ITA.

Step Four: Receive a provincial nomination

The processing time varies for OINP applications. Generally, an application will be processed somewhere between 30 and 150 days. If an application is approved, the applicant receives a formal provincial nomination from the province of Ontario.

Step Five: Submit a federal application for permanent resident status

With a provincial nomination, candidates are eligible to submit an application to the federal government for permanent resident status. This application will include extensive personal information and supporting documentation — similar to the application for provincial nomination.

Notably, the PhD Graduate stream is not aligned with Canada’s Express Entry system — this means that the applications are processed at a slower pace. Applicants should be prepared to wait more than one year for applications to be processed.

About the Ph.D. Graduate Stream

The Ph.D. Graduate Stream which is under the Ontario Immigrant Nominee Program (OINP) reopened on January 29, which allows international students graduating from a qualifying university in Ontario have a chance to immigrate.

An update posted on the Government of Ontario page says the OINP is monitoring the intake of applications with respect to the limits of Ontario’s 2018 federal nomination allocation. This year the province’s overall allocation is 6,600 new nominations, an increase of 600 over 2017.

This stream is not aligned with Express Entry, which means that candidates cannot take advantage of the 6-month average processing times of Express Entry. Processing times of Provincial Nominee Programs (not aligned with Express Entry) are usually longer and take at least 1 year.

No job offer required

A key appeal of both the Ph.D. Graduate Stream and Masters Graduate Streams is the fact applicants do not need a job offer in order to apply. Furthermore, applicants to both streams do not have to be currently living in Canada.

Successful applicants receive a provincial appointment certificate’ base’ and can then apply to the federal government for permanent residence. The word “base” applies to immigration sources that do not fit into the federal express entry system but still contribute to the status of permanent Canadian citizens.

Immigration authorities in Ontario inform interested applicants that applications to OINP streams can only be made via the OINP e-Filing Portal.

Further warnings from the province encourage applicants to review the program application guides before applying for any possible changes to criteria and processing procedures as a result of the Ontario Immigration Act, which came into effect on January 1, 2018.

Mandatory requirements

You can apply to the Ph.D. Graduate Stream if you meet all the criteria in the six categories below. You don’t need a job offer to apply.

1. Education

You must fulfill the requirements to gain a Ph.D. degree which is issued from an eligible university in Ontario (see the list of eligible Ontario universities offering Ph.D. degrees below).

At least two years of your Ph.D. studies must have been completed while legally living and studying in Ontario.

You don’t qualify if you have received a bursary, grant or scholarship that requires you return to your home country after you earn your Ph.D. degree. You may only apply after you have fulfilled those commitments and can demonstrate an intention to live in Ontario.

2. Residency in Ontario

You must have legally lived in Ontario for at least one year in the past two years before you apply.

3. Settlement funds

You must have enough money to support yourself and your dependent family members when you settle in Canada.

You can meet this requirement through one or a combination of any of the following:

  • funds as demonstrated by the balance listed in bank statements, or statements of accounts showing other investments such as non-locked in, fixed-term deposits, mutual funds, etc.
  • annual earnings from ongoing employment in Ontario, and/or
  • job offer in Ontario

4. Intention to live in Ontario

You must intend to live and work in Ontario after you’re granted permanent residence. The government determined this by examining your ties to Ontario, which can include doing things like:

  • working or have worked in Ontario
  • getting job offers, or applying/interviewing for jobs
  • volunteering
  • leasing or owning property
  • having professional networks and affiliations, family ties or social or personal relationships

5. Legal status in Canada (if applicable)

If you are applying from within Canada, you must have legal status (a visitor record, study permit, or work permit) at the time you apply and should maintain that status until the time of nomination.

6. Application period

You must submit your application within two years of meeting the necessary requirements for receiving your Ph.D. degree. This means that the date on your degree must be within two years of your OINP application submission date. For example, if your degree is dated June 1, 2017, you must apply to this stream before June 1, 2019.

If you don’t have your degree yet, use the date on the official letter from your university which states when your degree will be granted.

Important: You must have completed your Ph.D. degree before you submit your application.

Who is not eligible to apply for the Ph.D. Graduate Stream?

The following individuals are not eligible to apply under the Ontario Ph.D. Graduate Stream:

  • Individuals who have not yet completed their Ph.D. degree. The OINP will not accept applications from international students who are in their final semester of studies. Applicants must have met all the degree requirements at the time of application.
  • Individuals who completed their Ph.D. degree more than two years ago.
  • Individuals who are the recipient of a grant, bursary, or scholarship that requires them to return to their home country or another jurisdiction (another Canadian province/territory or another country) after the completion of their studies (provided that the obligations have not been fulfilled).
  • Individuals who currently live in Canada without legal status.

Application Process

Before applying.

The OINP usually advises potential applicants to review the eligibility criteria, verify the file list and make sure that the documentation is complete before submitting the application. The OINP may request additional documents from Ph.D. Graduate Stream applicants during the processing of the application. 

Applying for the Ph.D. Graduate Stream online through the OINP’s e-Filing portal may take approximately two hours to complete. 

If the applicant does not complete the registration within 14 days after registration is submitted through an online system of the OINP, the application may expire and get withdraws. OINP requires applicants to submit a request before payment has been made. The claimant will not be able to make any amendments once a request is sent to the OINP.

Applicants are responsible for the translation and notarization of any supporting documents that are not in English or French. It is the responsibility of the applicant to locate a certified translator accredited by the Association of Translators and Interpreters of Ontario (ATIO) and/or obtain notarization of documents translated by a translator not certified by the ATIO.

In cases where a candidate located in Ontario can not find a certified ATIO-accredited translator, a notary must be made for translation. The application must also include a letter explaining the reasonings and efforts to find a certified translator.

The translation must be notarized if the request comes from outside Ontario. If considered to be insufficient, OINP would allow applicants to receive the ATIO-accredited translation of a qualified translator. Even if these individuals are known as qualified translators, translations completed by the applicant, its representative or other persons with personal relations with the applicant will not be admitted. 

After Applying

If the OINP considers an application to be incomplete, individuals looking to apply for the OINP Ph.D. Graduate Stream will be required to resubmit a new application. The OINP may consider an application to be incomplete if inaccurate supporting documents are provided or documents that require translation are not certified or notarized. 

Applicants who claim that the OINP decision was wrong may request to have an internal review of the application received notification of the decision (if residing in Canada) within 30 calendar days of the date of receipt or within 60 calendar days if they are residing in the country. The application may not contain evidence that was not provided to the program prior to the decision unless the evidence at the time of application was not reasonably available. The decision of OINP on internal review is final.

If the application is successful, applicants will be issued a Letter of Nomination (Nomination Approval Letter) and a Confirmation of Nomination (OINP Certificate of Nomination).

Supporting documents

You must provide supporting documents to validate the information in your application and to prove you meet the eligibility criteria. All supporting documents must be scanned and uploaded in your online application. Refer to the document checklist for the Ph.D. Graduate Stream for a list of mandatory documents.

If a supporting document is not in English or French, you must provide a copy of the document and a translation of the document. Please read Document translation and notarization for more information.

Remember if you do not upload all the required documents, your application will be incomplete, and it will be returned.

Your application fee is $1,500 and covers the cost of processing your application. The government only accepts Visa, Visa Debit, MasterCard and MasterCard Debit.

Ontario’s government will only refund the fee if they find that your application is incomplete, or you withdraw your application before they start to process it. Besides, the authority will not refund the fee if your application is unsuccessful.

You can check the status of your application through your account in the OINP e-Filing Portal.

Processing Times

As of July 11, 2019, the processing times for a Ph.D. Graduate stream application are estimated to be between 30 to 60 days. However, some applications may need more time to be processed if more complex or necessitate more documents and/or information.

The Ontario Immigrant Nominee program ( OINP ) uses two intake systems to manage applications. Before you can apply to the program, you must register in either the Expression of Interest system or the Express Entry system to let the OINP know you wish to be invited to apply. The OINP has 9 streams you may qualify for.

Ontario’s Expression of Interest Streams

The following streams operate through the OINP ’s Expression of Interest System . To qualify, you must register an expression of interest and receive an invitation to apply.

Ontario invites workers, Masters and PhD grads in PNP draws

Ontario held new rounds of invitations on October 20, inviting 546 immigration candidates to apply for a provincial nomination.

The  Ontario Immigrant Nominee Program (OINP) invited candidates who had profiles in the Expression of Interest (EOI) pool.

Candidates may have qualified for the Employer Job Offer: Foreign Worker Stream , for the Masters Graduate stream, and for the PhD Graduate stream.

Discover if You’re Eligible for Canadian Immigration

A total of four targeted invitations were issued to candidates who may be eligible for the Foreign Worker Stream under the Economic Mobility Pathways Project.

The OINP also invited 479 international student graduates to apply for the Masters Graduate stream, and 63 who may be eligible for the PhD Graduate stream.

Invited candidates needed to have submitted a profile in Ontario's EOI system. Each stream had its own score requirement:

  • Masters Graduates needed a score of at least 35; and
  • PhD Graduates needed a score of at least 25.

This is the second-largest Masters Graduate stream draw since Ontario adopted an EOI system for its Provincial Nominee Programs (PNPs) that are not using the Express Entry system.

The precedent for these draws shows that masters degree draws tend to be larger and require a higher score. This could be due to the number of qualified applicants entering the EOI system for each type of degree. Thousands of international students graduate each year with a master's degree in Ontario, while the number of PhD graduates is in the hundreds, according to Statistics Canada .

About the Employer Job Offer: Foreign Worker stream

The Ontario Foreign Worker Stream under the Employer Job Offer category is open to foreign nationals who have an eligible job offer from an employer in Ontario. Candidates do not necessarily have to apply from within Canada, as long as they meet the eligibility requirements.

To be eligible candidates need to accumulate the equivalent of two years of work experience in a skilled occupation, have an eligible job offer in Ontario, and intend to immigrate to the province, among other criteria.

Those who want to apply for this PNP stream, have to register an EOI profile on the Ontario website .

After registering a profile, it will go into the EOI pool. Ontario will give it a score based on the information that was submitted.

About Masters Graduate and PhD Graduate streams

In order to be considered for the Masters Graduate or PhD Graduate stream, candidates need to sign up with Ontario’s e-Filing Portal then register an expression of interest for their chosen graduate stream.

Ontario then invites eligible candidates to apply for a provincial nomination, an important step toward Canadian permanent residence .

It is not necessary to have a job offer to apply, but applications must be submitted within two years of graduation.

How do you get points for Ontario immigration?

Ontario ranks EOI profiles based on a number of human capital factors that the province has decided will be important in selecting immigrants with the potential to thrive. Candidates get points for the skill level of their job offer as well as their Canadian work experience.

The OINP scoring system is different for every stream. Other than skill level and work experience, it also takes into account wage, education, official language ability, and the region of study or work. The province also allocates 10 points at its discretion to respond to labour market needs.
