Prepare to lead public, private, and nonprofit organizations with an eye toward social equity.

UMass Boston's Public Policy PhD program starts with a commitment to social equity. Our students conduct interdisciplinary research and examine policy issues related to economic development, education, immigration, health care, housing and urban affairs, nonprofit organizations, and racial justice.

Small classes promote the personal and intellectual growth of each cohort member. The student-faculty ratio is often less than 10:1. Graduate assistantships cover full tuition and partial fee and health insurance charges for the first three years of study. Research opportunities available in our McCormack Graduate School centers and institutes provide students with hands-on research experience.

How to apply, statement of purpose.

Submit a personal statement (1,500 words) highlighting your research and career interests and goals, and your motivation for pursuing a PhD in Public Policy. Please include answers to the following questions:

  • What are your career objectives and how will a PhD in Public Policy advance those objectives?
  • What professional, personal, and academic experiences have prepared you to pursue a PhD in Public Policy?

Graduation Criteria

The PhD consists of 67 credits arranged over 14 required core classes including a 1-credit Pro-Seminar during the first three fall semesters, 6 elective courses, successful completion of a comprehensive exam, a dissertation proposal and a dissertation.

Candidacy: Passage of two competency exams given at the end of the first and second years. Dissertation: Compose and defend a dissertation based on original empirical research.

En Route Master’s Degree: Students may, with the approval of the program director, apply to receive a Master’s in Public Policy (MPP) en route to the PhD. To qualify, students must complete all core courses and electives and pass both competency exams.

Statute of limitations: Eight years.

Associate Professor of Public Policy and Public Affairs and PhD in Public Policy Program Director

Welcome! I am Associate Professor of Public Policy and Public Affairs  and PhD in Public Policy Program Director at the University of Massachusetts Boston ‘ McCormack Graduate School of Policy and Global Studies .

The questions I am most passionate about are: Why do poverty and inequality concentrate in cities? What leads people to extreme and hostile living conditions found in slums? What kind of policies and interventions could improve living conditions in slums? I mainly study these questions in developing countries, through surveys, experiments, simulations, and large-scale datasets. Some of my recent work in this area is funded by the National Science Foundation, Bill and Melinda Gates Foundation, the World Bank Group, and International Development Research Centre. I regularly  teach graduate level courses on Urban Politics and Policy, and Public Policy Theories, Statistics, and Research Methods.

My  educational background  is in Architecture, Urban and Regional Planning, Management, and Public Policy.

Before joining UMass Boston, I was a Post-doctoral Research Fellow and Instructor at George Mason University’s School of Policy, Government and International Affairs, and Krasnow Institute. Before moving to the United States, I worked as a researcher at the Indian Institute of Management Ahmedabad on an action research project aimed to improve access to healthcare for poor communities in India.

UMass Boston PhD student to research Boston's COVID related initiatives through Rappaport Public Policy Fellowship

Kelsey Edmond is in the McCormack Graduate School’s Public Policy PhD Program

Kelsey Edmond, a PhD student in UMass Boston’s  McCormack Graduate School , has been selected to be one of this year’s Rappaport Public Policy Fellows.

Funded and administered by Harvard's Rappaport Institute for Greater Boston, the 20-year-old  Rappaport Public Policy Fellowship  is a paid, 10-week summer internship that gives talented graduate students throughout greater Boston the opportunity to help public leaders address key problems and, in doing so, learn how public policy is created and implemented. The 20 fellows will participate in a weekly seminar series and receive a $7,000 stipend for the summer. Data shows that Rappaport fellows are far more likely than their peers to stay in the Boston area and work in the public sector after graduation.   

Edmond, who is from Wayne, New Jersey, just finished her second year in UMass Boston’s  Public Policy PhD program . This summer she’ll be working at the City of Boston’s Department of Innovation and Technology. The department created the  Digital Equity Fund  in October 2017 as a way to provide support to community-based organizations that help Boston residents digitally participate in today's society, which is increasingly reliant on technology. 

In response to the COVID-19 pandemic, the Digital Equity Fund is partnering with numerous companies and organizations to provide free or low-cost Internet services or devices to qualifying low-income residents. Edmond will conduct research on these initiatives by interviewing recipients of the services as well as nonprofit organizations to better understand their online transitions, obstacles, and ways the City of Boston can support their mission moving forward. 

“I am so excited to work on a current, pressing, and rapidly-evolving issue. Trying to navigate completely uncharted territory in response to an unprecedented situation is what excites me about being a researcher,” Edmond said.

After she earns her PhD, Edmond says she hopes to continue to engage in social policy work, working as a researcher for a think tank, government organization, or academic institution.

“UMass Boston has prepared me to tackle a range of social justice-oriented problems,” Edmond said. “Between rigorous training in epistemic philosophies and theoretical frameworks to systematic data collection strategies, research designs, and robust analytical methods, I am well-equipped to pursue challenging and complex questions in order to catalyze change and remedy injustices.”

Boston University Drops Five-Day Isolation Requirement for COVID

Boston University has discontinued its five-day isolation requirement for students, faculty, and staff who test positive for COVID-19, per new guidelines from federal and state health officials.

“It is recommended [instead] to stay home and away from others until your symptoms are improving and you are fever-free for at least 24 hours,” similar to protocols for other respiratory illnesses like the flu, Judy Platt , chief health officer and Student Health Services (SHS) director, wrote in a memo emailed to the University community March 28.

Earlier this month, the federal Centers for Disease Control and Prevention (CDC) dropped the isolation guideline . “The US is seeing far fewer hospitalizations and deaths associated with COVID-19,” the CDC noted, adding that “we have more tools than ever to combat flu, COVID, and RSV [respiratory syncytial virus].”

The University continues to “strongly recommend that everyone stay up-to-date with CDC COVID-19 vaccination recommendations,” Platt wrote.

The Massachusetts Department of Public Health (DPH) requires that all personnel in DPH-licensed facilities have an up-to-date COVID shot or submit a written declination “after reviewing the risks and benefits of vaccination.” This requirement will apply as well to dental, medical, and physician assistant students. Reporting on these requirements began in February of this year. Records will be kept in the appropriate healthcare portal— Patient Connect for students and Occupational Health Connect for employees—and the state’s “reporting measures and compliance will be closely monitored in fall 2024.”

“Boston Medical Center [BU Chobanian & Avedisian School of Medicine’s teaching hospital] and Boston University Dental Health Center are DPH-licensed healthcare facilities,” Hannah Landsberg (Sargent’12, SPH’13), SHS associate director, says, adding that the University also has several DPH-licensed clinics .

Platt wrote that “as the pandemic evolves, we want to remind our community of ways to protect yourself and others from getting sick . If you are sick with a respiratory virus, please stay home until your symptoms improve. If you need to be around others, please wear a mask while you are experiencing symptoms or for at least five days if you test positive for COVID-19. Rapid COVID-19 tests are available at the University’s City Conve nience stores at a discounted price and at local pharmacies .”

In her memo, Platt promised details this fall about COVID-19 vaccination clinics on campus.

Masks, frequent handwashing, vaccination, treatments, and testing and staying home while sick all help to prevent the spread of virus.

“Vaccination and treatments [such as] Paxlovid can help prevent severe disease,” she says. “Our commitment remains steadfast in monitoring emerging data and research to refine our strategies and bolster public health initiatives at BU.”

PhD in Public Health: Health Policy and Management

Dig into an area of public health that fascinates or inspires you. Hone your research, teaching, and management skills. Take your career in public health to purposeful new places with a PhD in health policy and management from UMass Amherst.

Designed to prepare you for teaching and research positions in academic institutions and leadership positions in health-related agencies, our program offers both major and minor areas of concentration. The minor area may be content or methods related, in areas such as biostatistics, computational methods, epidemiology, maternal and child health, health economics, and community health education. You’ll apply our pioneering use of multimodality methods in your research, from digital storytelling to participatory action research.

    The Public Policy PhD program is now welcoming applications for Fall 2024 admission! Deadlines: January 18, 2024 (priority) and March 15, 2024 (final) Application Fee: The nonrefundable application fee is $75. UMass Boston alumni and current students that plan to complete degree requirements prior to graduate enrollment can submit the application without paying the application fee.
