Part 3: the role of newspapers, perceptions of the importance of local newspapers.

The survey indicated that newspapers play a far more complex role in the civic life of communities than many Americans believe.

On the surface, most people do not feel that their local newspaper is a key source that they rely on for local information.  For instance, when asked, “If your local newspaper no longer existed, would that have a major impact, a minor impact, or no impact on your ability to keep up with information and news about your local community?” a large majority of Americans, 69%, believe the death of their local newspaper would have no impact (39%) or only a minor impact (30%) on their ability to get local information.

Younger adults, age 18-29, were especially unconcerned. Fully 75% say their ability to get local information would not be affected in a major way by the absence of their local paper.  The same was true of heavier technology users: 74% of home broadband users say losing their paper would have no impact or only a minor impact on their ability to get local information.

Yet when asked about specific local topics and which sources they rely on for that information, it turns out that many adults are quite reliant on newspapers and their websites. Of the 16 specific local topics queried, newspapers ranked as the most, or tied as the most, relied upon source for 11 of the 16.

Local newspapers continue to be a key information source

Among all adults, newspapers were cited as the most relied-upon source or tied for most relied upon for crime, taxes, local government activities, schools, local politics, local jobs, community/neighborhood events, arts events, zoning information, local social services, and real estate/housing.

This dependence on newspapers for so many local topics sets it apart from all other sources of local news.  The internet, which was cited as the most relied upon source for five of the 16 topics, was a distant second to newspapers in terms of widespread use and value.

The problem for newspapers is that many of these topics are followed by a relatively small percentage of the public. As noted in Part 2 of this report, just 30% of adults get information about zoning, 35% about social services, 42% about local government, and 43% about real estate. Thus, overall, the total number of Americans who rely on newspapers for the local information that matters to them is smaller than is the case for other platforms such as television.   

For instance, 48% of those who get information about taxes turn to newspapers, more than double the percentage who turn to the next most popular platforms, the internet (20%) and TV news (19%).  But when translated as a percentage of all citizens, just 22% of Americans rely on newspapers for tax information. Thus, while newspapers command this subject area, most people simply do not seek out information about the subject of local taxes.

This, however, also has implications about what could happen if a newspaper in town were to disappear. If television has focused on covering weather, traffic, and breaking news, and that is what people look to this platform for, will television begin to cover taxes and zoning and education if the local newspaper no longer exists? Would new digital sources emerge to cover the hole if a local newspaper cut back its coverage or vanished altogether? And would the approach of these new sources be fully journalistic in nature?

Newspapers matter less to adults under age 40 as a local information source

Generational preferences add yet another layer of complexity. For adults under age 40, newspapers do not hold nearly the same appeal. Consider this stark difference: among all adults, newspapers are the clear top source for seven local topics (and tied with the internet as the top source for four other topics). Yet, among adults under 40 newspapers are the clear top choice for one topic, taxes, are tied with TV news for another topic, crime, and tie with the internet for four other topic areas. (The specifics of these differences are spelled out in Part 5 of this report.)

For all ages, the strength of newspapers comes from aggregating an audience by offering a wide range of information, even if each subject or story has limited audience. That model may be vital from a civic standpoint, but it is traditionally expensive and it is not clear what the incentive is to replicate it if newspapers were to disappear.

Journalistic investigations: They are written journalistic texts that are concerned with investigating a specific topic, or studying a specific thing and showing the positive and negative aspects of it.

Press reports: They are press texts that summarize an event, such as a report describing the events of a football match, the opening of a huge project, the visit of a local or international official, and so on.

Press interviews: These are journalistic texts written after an interview with a person, to convey the dialogue that took place with that person and highlight his most important responses and opinions.

In all articles, pictures are used that give the article credibility, excitement and suspense to the reader.

Why are newspaper sales declining?

There is no doubt that man likes to do things easily and quickly, and that is why people came to know the news from the Internet, and newspaper sales decreased significantly. And no longer buy newspapers except for the elderly whose feelings are linked to the paper newspaper, and people who follow a certain writer and prefer to read his article constantly.

Newspapers are still the reliable news medium for many people. It is also the method that people depend on in areas where there is no internet.

Due to the decrease in the number of people who buy paper newspapers, newspapers have resorted to issuing electronic newspapers that bear the same name as the paper newspaper, and contain the same articles.

Before you write your internet vs newspaper essay, you should spend some time deciding what your views and opinions are and how you will support them.

You could write about one side of the essay, for example stating that you think newspapers will remain more popular and then writing about the benefits of newspapers. 

But there are two good reasons for making sure you discuss both  reading newspapers  and  reading online .

Firstly as both those issues are mentioned in the questions you don't want the examiner thinking that you haven't fully answered the question . Also, if you discuss both you will have more to write about .

In this model IELTS internet vs newspaper essay that you can read below, the writer believes that online sources will become the most popular. 

The writer supports this by first giving the counter-argument (opposing view) - why newspapers are still popular - but then goes on to explain why this habit will be taken over by online reading.

It is common at the present time to see people getting updates on the latest news from the internet rather than the traditional method of reading a newspaper. I would argue that electronic sources of news will gradually replace that of the newspaper. 

Newspapers remain an important source of news for several reasons.  The first of these is that the older generation still prefer to read their news this way, which is because they have traditionally bought a newspaper over the years and so do not wish to change or simply do not know how to do so online in some cases. In addition to this a newspaper also comes with other supplements, such as magazines and television guides, and sources of entertainment, such as crosswords. This makes it more attractive for some than going online.  

However, though newspapers may not disappear completely, the Internet is likely to become the more dominant source of news over time. This is primarily because younger people tend to read the news online and prefer not to pay for it, so those reading newspapers, the older generations, will gradually decline. This links in with the second reason, which is that as media companies start to see a drop income from newspapers, printing them will become unprofitable and they will be forced to find ways to make money from news online. 

In conclusion, although newspapers remain popular today, they will gradually be replaced by the desire to read the news through electronic sources. This may be a sad loss given their history, but unfortunately it is an unavoidable development.

When it comes to kids playing football, almost everyone has an opinion. Some parents want their kids to take the field like they did in their youth. Others believe football – particularly tackle football – should be reserved for older teens and adults. With the wide variety of opinions, many parents turn to sports medicine specialists at Children’s Hospital of Philadelphia (CHOP) for advice.

Sports medicine specialist Naomi Brown, MD, FAAP, CAQSM , recently shared some of the most common questions she receives and the advice she offers to families.

When is football safe for kids to play?

Deciding whether to allow your child to play football is a personal family decision. Your family needs to weigh whether the risks of potential injuries outweigh the benefits of playing an organized sport.

We encourage families to talk to trusted experts, such as your pediatrician or a sports medicine specialist, as you navigate this topic. It’s important for both parents and children to understand the risks for injury, what activities put youth more at risk, and how kids can minimize their risks.

Allowing your child to be part of the discussion with a medical professional – to hear your concerns about injuries and how it could impact them long term – can help your child better understand the decision you make.

What age should a child start tackle football?

Flag football or non-contact football is a great way to introduce young athletes to the sport safely, while developing the same basic skills they’ll use later. Children can start throwing a football and participating in non-contact sports as early as age 4. At this age, they can start learning basic motor skills like running, catching and throwing; as well as start to develop hand-eye coordination and the value of teamwork.

Timing the transition from flag football to tackle football depends on several factors, including the player’s physical characteristics, growth status, maturity level and desire to participate in contact or collision sports.

There is no universal consensus on when it’s best to start tackle football. Other sports have weighed the risk of increased contact and collision with the transition to adult rules in the sport. Two examples:

  • USA Hockey's American Development Model does not permit “body checking” for players younger than age 13
  • USA Soccer does not permit “ball heading” for players younger than age 11

For many youth athletes, freshman year of high school (typically age 14-15) may be a reasonable time to make the transition to tackle football. Before switching to tackle football, players should introduce modified tackling shortly before high school. One example of this is USA Football's Football Development Model, which considers the young athlete’s development and is based on their skill progression and mastery, before full contact tackling.

Many football-related injuries are musculoskeletal, and involve the lower legs, ankles and feet. Injuries typically include sprains , strains , fractures and contusions (bruises). In youth who are still growing, an injury to the growth plate may also occur and may be serious. While many growth-plate injuries can be treated with physical therapy and rehabilitation, some fractures involving the growth plate also require surgery.

In high school sports, the chances of serious ligament injuries – such as ACL tears – rise. Injuries to the shoulder – such as an acromioclavicular sprain (the joint where the shoulder blade meets the collarbone) or shoulder dislocation – are also more common in tackle football.

What are the benefits of playing team sports like football?

Sports that involve strategic skills support athletes’ mental and physical development.

  • Football engages a player’s gross and fine motor skills, improves hand-eye coordination, and has positive effects on bone strength.
  • Physical training for football helps to build muscle strength and endurance.
  • Learning plays, reading the movement of the game, and watching game film develops new skills.
  • Team sports teach youth to work together, encourage others, be a leader, be responsible, and how to socialize and communicate effectively with others.
  • Football can help youth develop mental toughness, allowing kids to build resilience and learn how to persevere through adversity.

What should families look for when choosing a coach, team or football program to keep their kids as safe as possible?

  • Coaches that prioritize player development over winning.
  • Team has access to (and uses!) well-fitting protective equipment.
  • Coaches follow rules for youth sports and are not subjecting young athletes to excessive practices.
  • Coaches encourage youth to play multiple sports (rather than specializing at an early age) to develop well-rounded skills and protect them from injury.
  • Coaches have undergone concussion training and athletes do not continue to play after a head injury if there is ANY concern for a possible concussion. Free online training, such as U.S. Center for Disease Control and Prevention's HEADS UP to Youth Sports online training is a great resource.

Are immigrants the secret to america’s economic success.

When we accuse a politician of dehumanizing some ethnic group, we’re usually being metaphorical. The other day, however, Donald Trump said it straight out : Some migrants are “not people, in my opinion.”

Well, in my opinion, they are people. I’d still say that even if the migrant crime wave Trump and his allies harp on were real, and not a figment of their imagination (violent crime has in fact been plummeting in many cities). And I’d say it even if there weren’t growing evidence that immigration is helping the U.S. economy — indeed, that it may be a major reason for our surprising economic success.

But as it happens, there is a lot of evidence to that effect.

Some background here: When Covid struck, there were widespread concerns that it might lead to long-term economic “ scarring .” Millions of workers were laid off; how many of them would either depart the labor force permanently or lose valuable skills? Investment and new business formation fell. It seemed plausible that even after the worst of the pandemic was behind us, America would have a smaller, less productive work force than previously expected.

None of that happened. If we compare the current state of the U.S. economy with Congressional Budget Office projections made just before the pandemic, we find that real G.D.P. has risen by about a percentage point more than expected, while employment exceeds its projected level by 2.9 million workers.

How did we do that? American workers and businesses turned out to be more resilient and adaptable than they were given credit for. Also, our policymakers didn’t make the mistakes that followed the 2008 financial crisis, when an underpowered fiscal stimulus was followed by a premature turn to austerity that delayed a full recovery for many years. Instead, the Biden administration went big on spending, probably contributing to a temporary burst of inflation but also helping to ensure rapid recovery — and at this point the inflation has largely faded away while the recovery remains.

Beyond that, the very surge in immigration that has nativists so upset has played a big role in increasing the economy’s potential.

The budget office recently upgraded its medium-term economic projections, largely because it believes that increased immigration will add to the work force. It estimates that the immigration surge will add about 2 percent to real G.D.P. by 2034.

But are immigrants taking jobs away from native-born Americans? No. A recent analysis by Goldman Sachs contains this really interesting chart:

In case you’re wondering, “SA by GS” refers to the fact that official data aren’t adjusted for seasonal fluctuations, so Goldman Sachs has done its own seasonal adjustment.

This chart shows no rise in native-born unemployment during the immigration surge. It does show a rise in foreign-born unemployment, which I’ll come back to. But for now let’s just note that there is no good evidence that immigrants are taking away jobs from workers born in America.

Still, doesn’t immigration put downward pressure on wages? That sounds as if it could be true — in particular, you might think that immigrants with relatively little formal education compete with less educated native-born workers. I used to believe this myself.

But many (although not all) academic studies find that immigration has little effect on the wages of native-born workers, even when those workers have similar education levels. Instead of being substitutes for native-born workers, immigrants often seem to complement them, bringing different skills and concentrating in different occupations.

In some ways the current immigration surge, probably consisting mainly of less educated workers (especially among the undocumented), is a test case. Have wages for lower-wage workers declined? On the contrary, what we’ve seen recently is a surprising move toward wage equality, with big gains at the bottom :

Overall, then, immigration appears to have been a big plus for U.S. economic growth, among other things expanding our productive capacity in a way that reduced the inflationary impact of Biden’s spending programs.

It’s also important to realize that immigration, if it continues (and if a future Trump administration doesn’t round up millions of people for deportation), will help pay for Social Security and Medicare. C.B.O. expects 91 percent of adult immigrants between 2022 and 2034 to be under 55, compared with 62 percent for the overall population. That means a substantial number of additional workers paying into the system without collecting retirement benefits for many years.

Finally, let me return to that Goldman Sachs chart on unemployment rates, which shows no rise in unemployment among the native-born but a significant rise among the foreign-born. Believe it or not, that’s probably good news.

Goldman argues that the rise in foreign-born unemployment reflects a longstanding tendency for recent immigrants to have relatively high unemployment, presumably because it takes some time for many of them to get settled into sustained employment; unemployment is much lower among immigrants who have been here three years or more.

Why is this probably good news? The overall U.S. unemployment rate has crept up recently — not enough to trigger the Sahm rule , which links rising unemployment to recessions, but enough to make me and others a bit nervous .

Goldman argues, however, that this time is different. All of the rise in unemployment is among foreign-born workers — and this, they suggest, means that we aren’t seeing the kind of weakening in demand for labor that presages recessions. What we’re seeing instead, they argue, is an increase in labor supply, with many of the new workers taking some time to find their feet. If so, the Sahm rule, which has been spectacularly successful in the past, may currently be misleading.

I hope they’re right.

The bottom line is that while America’s immigration system is dysfunctional and really needs more resources — resources it would be getting if Republicans, pushed by Trump, hadn’t turned their backs on a bill they helped devise — the recent surge in immigration has actually been good for the economy so far, and gives us reason to be more optimistic about the future.

Abstract: We propose a scheme for auditing differentially private machine learning systems with a single training run. This exploits the parallelism of being able to add or remove multiple training examples independently. We analyze this using the connection between differential privacy and statistical generalization, which avoids the cost of group privacy. Our auditing scheme requires minimal assumptions about the algorithm and can be applied in the black-box or white-box setting. We demonstrate the effectiveness of our framework by applying it to DP-SGD, where we can achieve meaningful empirical privacy lower bounds by training only one model. In contrast, standard methods would require training hundreds of models.

Abstract: Recent work claims that large language models display emergent abilities, abilities not present in smaller-scale models that are present in larger-scale models. What makes emergent abilities intriguing is two-fold: their sharpness, transitioning seemingly instantaneously from not present to present, and their unpredictability , appearing at seemingly unforeseeable model scales. Here, we present an alternative explanation for emergent abilities: that for a particular task and model family, when analyzing fixed model outputs, emergent abilities appear due to the researcher’s choice of metric rather than due to fundamental changes in model behavior with scale. Specifically, nonlinear or discontinuous metrics produce apparent emergent abilities, whereas linear or continuous metrics produce smooth, continuous, predictable changes in model performance. We present our alternative explanation in a simple mathematical model, then test it in three complementary ways: we (1) make, test and confirm three predictions on the effect of metric choice using the InstructGPT/GPT-3 family on tasks with claimed emergent abilities, (2) make, test and confirm two predictions about metric choices in a meta-analysis of emergent abilities on BIG-Bench; and (3) show how to choose metrics to produce never-before-seen seemingly emergent abilities in multiple vision tasks across diverse deep networks. Via all three analyses, we provide evidence that alleged emergent abilities evaporate with different metrics or with better statistics, and may not be a fundamental property of scaling AI models.

Abstract : The current trend of scaling language models involves increasing both parameter count and training dataset size. Extrapolating this trend suggests that training dataset size may soon be limited by the amount of text data available on the internet. Motivated by this limit, we investigate scaling language models in data-constrained regimes. Specifically, we run a large set of experiments varying the extent of data repetition and compute budget, ranging up to 900 billion training tokens and 9 billion parameter models. We find that with constrained data for a fixed compute budget, training with up to 4 epochs of repeated data yields negligible changes to loss compared to having unique data. However, with more repetition, the value of adding compute eventually decays to zero. We propose and empirically validate a scaling law for compute optimality that accounts for the decreasing value of repeated tokens and excess parameters. Finally, we experiment with approaches mitigating data scarcity, including augmenting the training dataset with code data or removing commonly used filters. Abstract: While large-scale unsupervised language models (LMs) learn broad world knowledge and some reasoning skills, achieving precise control of their behavior is difficult due to the completely unsupervised nature of their training. Existing methods for gaining such steerability collect human labels of the relative quality of model generations and fine-tune the unsupervised LM to align with these preferences, often with reinforcement learning from human feedback (RLHF). However, RLHF is a complex and often unstable procedure, first fitting a reward model that reflects the human preferences, and then fine-tuning the large unsupervised LM using reinforcement learning to maximize this estimated reward without drifting too far from the original model. In this paper, we leverage a mapping between reward functions and optimal policies to show that this constrained reward maximization problem can be optimized exactly with a single stage of policy training, essentially solving a classification problem on the human preference data. The resulting algorithm, which we call Direct Preference Optimization (DPO), is stable, performant, and computationally lightweight, eliminating the need for fitting a reward model, sampling from the LM during fine-tuning, or performing significant hyperparameter tuning. Our experiments show that DPO can fine-tune LMs to align with human preferences as well as or better than existing methods. Notably, fine-tuning with DPO exceeds RLHF’s ability to control sentiment of generations and improves response quality in summarization and single-turn dialogue while being substantially simpler to implement and train.

Abstract: Modern climate projections lack adequate spatial and temporal resolution due to computational constraints. A consequence is inaccurate and imprecise predictions of critical processes such as storms. Hybrid methods that combine physics with machine learning (ML) have introduced a new generation of higher fidelity climate simulators that can sidestep Moore’s Law by outsourcing compute-hungry, short, high-resolution simulations to ML emulators. However, this hybrid ML-physics simulation approach requires domain-specific treatment and has been inaccessible to ML experts because of lack of training data and relevant, easy-to-use workflows. We present ClimSim, the largest-ever dataset designed for hybrid ML-physics research. It comprises multi-scale climate simulations, developed by a consortium of climate scientists and ML researchers. It consists of 5.7 billion pairs of multivariate input and output vectors that isolate the influence of locally-nested, high-resolution, high-fidelity physics on a host climate simulator’s macro-scale physical state. The dataset is global in coverage, spans multiple years at high sampling frequency, and is designed such that resulting emulators are compatible with downstream coupling into operational climate simulators. We implement a range of deterministic and stochastic regression baselines to highlight the ML challenges and their scoring. Abstract: Generative Pre-trained Transformer (GPT) models have exhibited exciting progress in capabilities, capturing the interest of practitioners and the public alike. Yet, while the literature on the trustworthiness of GPT models remains limited, practitioners have proposed employing capable GPT models for sensitive applications to healthcare and finance – where mistakes can be costly. To this end, this work proposes a comprehensive trustworthiness evaluation for large language models with a focus on GPT-4 and GPT-3.5, considering diverse perspectives – including toxicity, stereotype bias, adversarial robustness, out-of-distribution robustness, robustness on adversarial demonstrations, privacy, machine ethics, and fairness. Based on our evaluations, we discover previously unpublished vulnerabilities to trustworthiness threats. For instance, we find that GPT models can be easily misled to generate toxic and biased outputs and leak private information in both training data and conversation history. We also find that although GPT-4 is usually more trustworthy than GPT-3.5 on standard benchmarks, GPT-4 is more vulnerable given jailbreaking system or user prompts, potentially due to the reason that GPT-4 follows the (misleading) instructions more precisely. Our work illustrates a comprehensive trustworthiness evaluation of GPT models and sheds light on the trustworthiness gaps. Our benchmark is publicly available at https://decodingtrust.github.io/.

Test of Time

This year, following the usual practice, we chose a NeurIPS paper from 10 years ago to receive the Test of Time Award, and “ Distributed Representations of Words and Phrases and their Compositionality ” by Tomas Mikolov, Ilya Sutskever, Kai Chen, Greg Corrado, and Jeffrey Dean, won. 

Published at NeurIPS 2013 and cited over 40,000 times, the work introduced the seminal word embedding technique word2vec. Demonstrating the power of learning from large amounts of unstructured text, the work catalyzed progress that marked the beginning of a new era in natural language processing.

Department of Homeland Security Unveils Artificial Intelligence Roadmap, Announces Pilot Projects to Maximize Benefits of Technology, Advance Homeland Security Mission

DHS Will Launch Three Pilot Projects to Test AI Technology to Enhance Immigration Officer Training, Help Communities Build Resilience and Reduce Burden for Applying for Disaster Relief Grants, and Improve Efficiency of Law Enforcement Investigations 

WASHINGTON – Today, Secretary of Homeland Security Alejandro N. Mayorkas and Chief Information Officer and Chief Artificial Intelligence Officer Eric Hysen announced the Department of Homeland Security’s (DHS) first “Artificial Intelligence Roadmap.” The roadmap details DHS’s 2024 plans, including to test uses of the technologies that deliver meaningful benefits to the American public and advance homeland security, while ensuring that individuals’ privacy, civil rights, and civil liberties are protected.

As part of the roadmap, DHS announced three innovative pilot projects that will deploy AI in specific mission areas. Homeland Security Investigations (HSI) will test AI to enhance investigative processes focused on detecting fentanyl and increasing efficiency of investigations related to combatting child sexual exploitation. The Federal Emergency Management Agency (FEMA) will deploy AI to help communities plan for and develop hazard mitigation plans to build resilience and minimize risks. And, United States Citizenship and Immigration Services (USCIS) will use AI to improve immigration officer training.

“The unprecedented speed and potential of AI’s development and adoption presents both enormous opportunities to advance our mission and risks we must mitigate,” said Secretary of Homeland Security Alejandro N. Mayorkas . “The DHS AI roadmap and pilots will guide our efforts this year to strengthen our national security, improve our operations, and provide more efficient services to the American people, while upholding our commitment to protect civil rights, civil liberties, and privacy. What we learn from the pilot projects will be beneficial in shaping how the Department can effectively and responsibly use AI across the homeland security enterprise moving forward.”

The roadmap lays out DHS’s initiatives in AI, describes the potential of AI technologies across the Department, and offers clearer visibility into the Department’s approach to AI, while underscoring the Department’s commitment to responsible utilization.

The AI roadmap outlines three lines of effort DHS is using to guide its work:

  • Responsibly leverage AI to advance Homeland Security missions while protecting individuals’ privacy, civil rights, and civil liberties – DHS is committed to ensuring that its use of AI fully respects privacy, civil liberties, and civil rights, is rigorously tested to avoid bias, disparate impact, privacy harms, and other risks, and that it is understandable to the people we serve.  
  • Promote Nationwide AI Safety and Security – Advances in AI will revolutionize the delivery of essential goods and services upon which Americans rely. AI can create tremendous efficiencies and benefits for citizens, but it can also present new and novel risks. To protect U.S. cyber networks and critical infrastructure, DHS will help govern the safe and responsible development and use of AI.   
  • Continue to lead in AI through strong cohesive partnerships – DHS will foster strong relationships with private sector, academia, State, Local, Territorial, and Tribal governments, international partners, non-government organizations, research institutions, and thought leaders to accelerate the development and deployment of AI solutions tailored to the unique challenges faced by the DHS. In line with the DHS’s commitment to transparency and visibility into the Department’s vision for AI and to ensuring responsible use, DHS will continue to share information and engage with communities, advocates, and partners to demonstrate responsible AI use.  

DHS’s three new pilot programs will allow the Department to assess the efficacy of AI in improving its mission capabilities. Each pilot team is partnering with privacy, cybersecurity, and civil rights and civil liberties experts throughout their development and evaluation process. This work will inform Department-wide policies on AI governance. DHS offices and agencies submitted dozens of proposals for consideration to the Chief AI Officer, who selected three pilots that would best support evaluating the effectiveness of Large Language Models (LLM) and Generative AI technology at DHS. 

The new pilot programs announced today will:

  • Transform Security Investigative Processes, Unlock Data-Driven Insights, and Improve Mission Outcomes – HSI’s pilot project will strengthen their investigative processes by introducing a LLM-based system designed to enhance the efficiency and accuracy of summaries investigators rely upon. The LLM-based system will leverage open-source technologies to allow investigators to more quickly summarize and search for contextually relevant information within investigative reports. The pilot could lead to increases in detection of fentanyl-related networks, aid in identification of perpetrators and victims of child exploitation crimes, and surface key patterns and trends that could further HSI’s vital work.   
  • Bolster Planning Assistance for Resilient Communities – FEMA will launch a GenAI pilot to create efficiencies for the hazard mitigation planning process for local governments, including underserved communities. Hazard mitigation plans are not only a foundational step that communities can take to build their resilience but can be lengthy to produce and challenging for communities that lack resources to do so. The pilot will specifically support State, Local, Tribal, and Territorial governments’ understanding of how to craft a plan that identifies risks and mitigation strategies as well as generate draft plan elements—from publicly-available, well-researched sources — that governments could customize to meet their needs. This pilot could lead to more communities having the ability to submit grant applications for funding to become more resilient and reduce disaster risks.  
  • Enhance Immigration Officer Training through Generative AI – United States Citizenship and Immigration Services is developing an interactive application that uses GenAI to improve the way the agency trains immigration officer personnel. USCIS will generate dynamic, personalized training materials that adapt to officers’ specific needs and ensure the best possible knowledge and training on a wide range of current policies and laws relevant to their jobs. The goal is to help enhance trainees’ understanding and retention of crucial information, increase the accuracy of their decision making process, and limit the need for retraining over time.

The roadmap and announcement of pilot programs are the latest in the Department’s ongoing AI initiatives.

In February, Secretary Mayorkas and CIO Hysen announced the Department’s first-ever hiring sprint to recruit 50 AI technology experts to help build teams that will help better leverage AI responsibly across strategic areas of the homeland security enterprise. These include efforts to counter fentanyl, combat child sexual exploitation and abuse, deliver immigration services, secure travel, fortify our critical infrastructure, and enhance our cybersecurity. DHS has received a strong response to date and is in the process of reviewing. interviewing, and hiring AI technologists to support mission-enhancing initiatives. The Department continues to accept applications on dhs.gov/AI .

Last year, DHS established the Department’s first AI Task Force and named CIO Hysen its first Chief AI Officer. Informed by the Task Force’s work over the past 11 months, DHS has identified areas where AI can enhance the effectiveness of the Department’s efforts — helping pave the way for this roadmap and these new projects. The Task Force’s focus is on DHS’s entire mission space. For instance, it is working to enhance the integrity of our supply chains and the broader trade environment by helping deploy AI to improve cargo screening, the identification of imported goods produced with forced labor, and risk management. The Task Force is also charged with using AI to better detect fentanyl shipments, identify and interdict the flow of precursor chemicals around the world, and disrupt key nodes in criminal networks.

The Department’s latest efforts follow President Biden’s Executive Order (EO) “ Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence ,” signed in October2023. The EO directed DHS to promote the adoption of AI safety standards globally, protect U.S. networks and critical infrastructure, reduce the risks that AI can be used to create weapons of mass destruction, combat AI-related intellectual property theft, and help the United States attract and retain skilled talent, among other missions. The President has directed DHS to establish an AI Safety and Security Advisory Board to support the responsible development of AI. This Board will bring together preeminent industry experts from AI hardware and software companies, leading research labs, critical infrastructure entities, and the U.S. government. This Board will issue recommendations and best practices for an array of AI use cases to ensure AI deployments are secure and resilient.
