Evaluation studies PhD

Become an expert in program evaluation. This Evaluation Studies (ES) track program equips you with the knowledge, experience, and resourcefulness needed to be a professional evaluator, evaluation researcher, or educator in a variety of settings.

In this program, you will hone an interdisciplinary set of skills for designing and implementing effective evaluation strategies. Through advanced research techniques, you will be able to quickly and astutely discern issues in processes and systems, develop incisive solutions to bottlenecks and roadblocks, and manage organizational paradoxes with confidence.

You will gain experience in a full array of quantitative, qualitative, and mixed methods, and you will sharpen your skills in designing evaluation studies, data collection, data analysis, and how to effectively communicate results to improve policies and programs.. Through new and ongoing organizational partnerships, you will work in real-life evaluation cases and get hands-on experience.

Doctoral students in Evaluation Studies gain the capacity to:

  • Teach evaluation and research methods courses.
  • Serve as lead evaluators and consultants on evaluation and research methodology and program design.
  • Measure both the economic and social impact of public policies and programs.
  • Communicate the value, vision, possible strengths and potential flaws of a project with clarity and precision.
  • Conduct original research on evaluation theory and practice in a range of contexts.

72 credits (48 credits of coursework + 24 thesis credits) completed in 3-5 years for full time students.

Students must take OLPD 8596 twice in two different semesters for 3 credits each time.

Additional coursework

Minimum of 17 credits required. These credits can be used to meet the requirement that a minimum of 12 credits be taken outside the ES track or for a minor. Courses not specifically listed should have advisor approval.

Thesis credits (24 credits)

All Ph.D. students are required to register for 24 semester thesis credits (OLPD 8888) after completing the preliminary oral exam. These must be taken over two or more terms.

Professional and Practical Considerations for the Program Evaluation Dissertation

This essay discusses the emergence of the program evaluation dissertation in our doctoral program as the preferred dissertation in practice (DiP) option. We also outline important considerations that must be reviewed with students when considering this approach. Our students are professional educational leaders in the settings where they conduct their dissertation research, emphasizing the importance of our doctoral faculty in addressing the potential implications of blending dissertation research with professional practice. Using the utilization-focused evaluation approach as a framework, we address professional and practical considerations to ensure effective evaluation designs to examine a specific problem of practice. These considerations include the student's relationship to the program being evaluated, the impact on their professional position, support for the evaluation, access to data collection, potential consent concerns, and the utilization of findings. We conclude with additional ethical considerations to be considered when supporting program evaluation dissertation work.

These opportunities can be frequently accessed through our research centers and affiliates, such as the Claremont Evaluation Center or the Health Psychology and Prevention Science Institute
  • The curriculum balances technical training in research methods, statistics, and evaluation approaches with your interests by allowing you to select multiple elective courses to develop an area of specialization that fits your career goals and objectives (e.g. health evaluation, educational evaluation, foundation evaluation, international development evaluation, etc.).
  • We have a generous transfer-of-units policy if you have already earned a master’s degree with an empirical thesis from another institution. If applying for a PhD, you may transfer up to 24 units of relevant coursework and a master’s thesis.
  • All Evaluation students who request financial aid receive fellowships. DBOS also regularly hires students for paid research positions and teaching assistantships.

Provides basic understanding of prevalent evaluation theories, systems for categorizing these theories, the process of theory development in evaluation, and more.

Studies descriptive techniques, probability theory, basic statistical distributions (binomial, t, z, X2, F), measures of central tendency and variability, sampling distributions, selected nonparametric methods, and hypothesis testing.

Explores the three facets of evaluation practice as well as the stages of and methods for conducting program evaluations that are theoretically grounded, practical, and useful.

Examines the prevalent ideas that underpin evaluation and its practice.

Requires a 10-hour-per-week commitment to developing and executing a research project with a faculty supervisor who is conducting an ongoing program of evaluation research.

The purpose of this study was to learn how education doctorate students create the problems of practice researched in their dissertations, and the potential impact of their research on their local contexts to enhance the generation of knowledge. Three research questions guided this study: 1) How do education doctorate students derive their problems of practice?, 2) What is the nature of the problems of practice that the students have studied?, and 3) What are the reported impacts the study of problems of practice has on doctoral students’ local contexts? Five scholarly practitioners in an educational leadership for social justice doctoral program share their intentional, community-minded pivots during a global pandemic that disrupted their Dissertations in Practice (DiP). Embodying their Ed.D. program’s CPED framework (Carnegie Project on the Education Doctorate, 2019), the authors, at varying stages in the dissertation process, sought inventive solutions to COVID-19-related challenges that included the development of a new topic and research questions, adjusting study settings and participant pools, and embracing new methodologies to account for virtual-only approaches. Although uncertain how the global health crises would impact their DiP, by fostering a shared sense of community, the authors became critical friends, supporting each other in their personal, professional, and academic lives. The purpose of this article is to share an example of how an activism framework was used to design and launch a new EdD in Community College Leadership. Capper, Theoharis, and Sebastian’s (2006) framework for preparing leaders for social justice along with the Carnegie Project for the Education Doctorate’s (CPED) guiding principles and the American Association of Community College’s ([AACC], 2018) competencies for community college leaders guided program design and implementation. Marketing and recruiting efforts aimed at identifying a talented, diverse cohort and on-boarding strategies focused on creating a safe learning environment and a sense of urgency related to social justice and equity are shared. Examples of how activism is being emphasized through coursework and plans to nurture activism through experiential learning and the dissertation are also discussed. Doctoral programs seeking to promote activism will discover an effective framework and practical examples for this work.

Online doctoral programming geared toward working professionals can provide unprecedented flexibility in terms of time and place that affords greater access to a broader student demographic. At the same time, online learning poses its own unique set of challenges and limitations for students with and without disabilities. Universal Design (UD) is a framework built around the idea of proactively identifying and removing barriers to learning in the environment, pedagogical practices, and materials. In this essay, we highlight the necessity and relevance of UD to online doctoral programs and share insights related to its use in our program from faculty and student perspectives.

This essay describes the work of faculty at a public university in the southeast to align their application process with CPED principles through the addition of structured behavioral interviews. Their work was grounded in the premise that redefinition of the Ed. D. program to focus on the effective preparation of scholarly practitioners also requires a redefinition of the type of student who is most likely to benefit and, consequently, how the applicants most likely to achieve success are identified and admitted. A structured interview was added to the application process as a tool to gather data to accurately predict the likelihood of student success in the program and as a leader of change in schools. This single case study is a qualitative inquiry into the cultivation of doctoral candidates and graduates on their efficacy as leaders in using inquiry as to approach problems of practice in daily work. The study examined a doctoral program in educational leadership at one large public university in California, USA. The case study methods included artifact analysis, an examination of field notes, and semi-structured one-on-one phone interviews. The data analysis of all sources revealed three themes related to participants’ leader self-efficacy in using scholarly inquiry on problems of practice in the field. Findings indicate that the participants grew in their leader self-efficacy, transformed, and confident in their sense of self as an educational scholar-practitioner to enact change. This dissertation explored the state of acceptance of new media projects as Ed.D. capstone experiences and the rationale for the acceptance, rejection, or undecided participants’ positions on this subject. Many authors argue that a traditional dissertation, because of its form and reachability, does not fit the heterogeneous nature of the educational field. New media, which can take many forms, is a 21st century affordance that already permeates the everyday lives of graduate students. Consequently, the theoretical frameworks that guided this dissertation were: (1) multimodal literacy theory, which argues that technological progress has affected the way people communicate and that addresses the multimodalities that are required to teach and learn in the 21st century; and (2) connected learning, which supports the use of new media to foster environments for meaningful experiences and for growth. Participants in this study were members of the Carnegie Project on the Education Doctorate (CPED), and are thoughtfully engaged in the dialogue about the improvement of their Ed.D. capstone experiences. For this multiple-case qualitative case study, 58 questionnaires were given, 32 responses were collected followed by relevant document review and 15 semi-structured phone interviews. The findings indicate that new media projects are still often rejected as Ed.D. capstone experiences because of faculty unfamiliarity with what new media is, government sanctions, and because in the participant’s views a traditional dissertation means research study. This study also indicates that rigor is the crucial factor in determining the acceptance or rejection of new media projects as Ed.D. capstone experiences. Recommendations include educating faculty about new media and its potential benefits for educational research dissemination, conducting research on the construct of rigor as it relates to graduate capstone experiences, and exploring how nontraditional formats of capstone experiences are developed and supported by dissertation mentors and committees.

The MERM Program is dedicated to advancing the science and practice of measurement, program evaluation, and research methodology in the social and behavioral sciences (e.g., Psychology, Education, Quality of Life Studies, Health Studies). For more than 25 years, the faculty and students of the MERM program have been contributing to its international reputation as a leader in the field. Our students and faculty have done research in human and health services, psychological, educational, community and health settings.

What makes the program unique?

The MERM Program is the only Program in Canada, and among a short list in North American, in which the students are awarded a degree in "Measurement, Evaluation, and Research Methodology"; that is, a degree in the discipline of MERM rather than a degree in some other social or health science discipline with a focus or specialization in MERM. Being awarded a MERM degree, with interdisciplinary foci, makes our students unique in an international setting.

The Faculty of Graduate and Postdoctoral Studies establishes the minimum admission requirements common to all applicants, usually a minimum overall average in the B+ range (76% at UBC). The graduate program that you are applying to may have additional requirements. Please review the specific requirements for applicants with credentials from institutions in:

  • International countries other than the United States

Applicants from a university outside Canada in which English is not the primary language of instruction must provide results of an English language proficiency examination as part of their application. Tests must have been taken within the last 24 months at the time of submission of your application.

All applicants have to submit transcripts from all past post-secondary study. Document submission requirements depend on whether your institution of study is within Canada or outside of Canada.

Letters of Reference

A minimum of three references are required for application to graduate programs at UBC. References should be requested from individuals who are prepared to provide a report on your academic ability and qualifications.

Statement of Interest

Many programs require a statement of interest , sometimes called a "statement of intent", "description of research interests" or something similar.

Supervision

Students in research-based programs usually require a faculty member to function as their thesis supervisor. Please follow the instructions provided by each program whether applicants should contact faculty members.

Program Funding Packages

From September 2024 all full-time students in UBC-Vancouver PhD programs will be provided with a funding package of at least $24,000 for each of the first four years of their PhD. The funding package may consist of any combination of internal or external awards, teaching-related work, research assistantships, and graduate academic assistantships. Please note that many graduate programs provide funding packages that are substantially greater than $24,000 per year. Please check with your prospective graduate program for specific details of the funding provided to its PhD students.

Average Funding

  • 3 students received Research Assistantships. Average RA funding based on 3 students was $17,421.
  • 5 students received Academic Assistantships. Average AA funding based on 5 students was $6,528.
  • 9 students received internal awards. Average internal award funding based on 9 students was $16,744.
  • 2 students received external awards. Average external award funding based on 2 students was $20,000.

Scholarships & awards (merit-based funding)

All applicants are encouraged to review the awards listing to identify potential opportunities to fund their graduate education. The database lists merit-based scholarships and awards and allows for filtering by various criteria, such as domestic vs. international or degree level.

Graduate Research Assistantships (GRA)

Many professors are able to provide Research Assistantships (GRA) from their research grants to support full-time graduate students studying under their supervision. The duties constitute part of the student's graduate degree requirements. A Graduate Research Assistantship is considered a form of fellowship for a period of graduate study and is therefore not covered by a collective agreement. Stipends vary widely, and are dependent on the field of study and the type of research grant from which the assistantship is being funded.

Graduate Teaching Assistantships (GTA)

Graduate programs may have Teaching Assistantships available for registered full-time graduate students. Full teaching assistantships involve 12 hours work per week in preparation, lecturing, or laboratory instruction although many graduate programs offer partial TA appointments at less than 12 hours per week. Teaching assistantship rates are set by collective bargaining between the University and the Teaching Assistants' Union .

Graduate Academic Assistantships (GAA)

Academic Assistantships are employment opportunities to perform work that is relevant to the university or to an individual faculty member, but not to support the student’s graduate research and thesis. Wages are considered regular earnings and when paid monthly, include vacation pay.

Financial aid (need-based funding)

Canadian and US applicants may qualify for governmental loans to finance their studies. Please review eligibility and types of loans .

All students may be able to access private sector or bank loans.

Foreign government scholarships

Many foreign governments provide support to their citizens in pursuing education abroad. International applicants should check the various governmental resources in their home country, such as the Department of Education, for available scholarships.

Working while studying

The possibility to pursue work to supplement income may depend on the demands the program has on students. It should be carefully weighed if work leads to prolonged program durations or whether work placements can be meaningfully embedded into a program.

International students enrolled as full-time students with a valid study permit can work on campus for unlimited hours and work off-campus for no more than 20 hours a week.

A good starting point to explore student jobs is the UBC Work Learn program or a Co-Op placement .

Tax credits and RRSP withdrawals

Students with taxable income in Canada may be able to claim federal or provincial tax credits.

Canadian residents with RRSP accounts may be able to use the Lifelong Learning Plan (LLP) which allows students to withdraw amounts from their registered retirement savings plan (RRSPs) to finance full-time training or education for themselves or their partner.

Measurement, Evaluation and Research Methodology (MERM) focuses on the preparation of graduate students to be methodological and measurement specialists. MERM students generally fit into one of three categories:

  • Students who have an applied interest in educational and psychological measurement, program evaluation, or data analysis. These students are more oriented toward the use of measurement, program evaluation, or data analysis techniques in fields such as education, psychology, or health.
  • Students who have strong theoretical interests in technical problems related to areas such as test theory, item response theory, assessment, statistics, factor analysis, and multi-level modelling.
  • Students who find it compatible with their career goals to give equal attention to both applied and theoretical aspects of this program.

If you have a deep interest in the methodological, theoretical, and ethical procedures and challenges inherent to social science research and evaluation, this is a program for you. Our students contribute to the methodological and theoretical development of qualitative research and program evaluation.

Our program prepares research methodologists to study and develop theories and methods for conducting empirical and conceptual social science research and evaluation in education and other social science fields. Specifically, this program develops scholars and methodologists who are prepared to contribute to the advancement of innovative theories and methods used in qualitative research and program evaluation.

The organization of the research and evaluation methods degree program recognizes the wide variety of specialties in which you might develop research agendas.

Our mission is to build your capacity to contribute methodological expertise to collaborative research efforts through real-world opportunities in which you develop and practice the skills needed in your area of emphasis. As a result of this experience, you will have a broad knowledge of research methods along with specific expertise in a focused methodology. You can use this knowledge to pursue careers as research methodologists and evaluation specialists in higher education, corporations, and non-profit agencies.

The Ph.D. degree is a 54-credit hour degree program in which students engage in advanced study of qualitative theories and methods, mixed methods, and approaches to evaluation.

Summary of Application Materials

Both the Graduate School and the academic department review application materials simultaneously. The Graduate School then reviews the department’s recommendation and makes the final determination on admission. As an applicant you will receive a formal letter regarding your admission from the Office of Graduate Admissions. You must be admitted to a program to be eligible to register for courses. Admission is granted for a specific semester and is validated by registration for that semester. Applicants must be admitted to the Graduate School before they are eligible to register. International applicants whose primary language is not English must submit scores from the TOEFL or IELTS tests in addition to a Certificate of Finances form. No application will be considered until all materials are received. To apply to the Ph.D. in Qualitative Research and Evaluation Methodologies, applicants must have completed a master’s degree. GRE scores are required for all applications.

Personal Statement

The program requires a personal statement, usually in the form of a letter of 2 to 3 pages, describing your background, work and research experience, interests in research and/or evaluation methodologies, and career aspirations. Specifically, you should be sure to address the following questions:

  • What experience or background do you have in research methodologies?
  • Why are you interested in the study of qualitative or evaluation methodologies?
  • What research or evaluation questions do you hope to pursue, and why?
  • In what way will the study of research or evaluation methodologies shape your career?

Writing Sample

You are required to submit a sample of formal writing (20-25 pages maximum). Scholarly or academic writing is preferred whether or not it has been published. If you have not published, recent course papers or work-related reports are appropriate.

Admissions Interviews

After a review of applications, selected applicants will be interviewed by the Ph.D. in Research and Evaluation Methodologies (REM) Admissions Committee early in the Spring semester for a subsequent Fall semester admission.

The Institute of Development Studies (IDS) ranked 1 st place in the 2020 QS World University Rankings by subject. The Institute takes some 50 PhD students at a time, and the work is focused on Development Studies across a range of topics and geographies. Deadlines & Requirements

Students should register for HST.ThG during any term in which they are conducting research towards their thesis. Regardless of year in program students registered for HST.ThG in a regular term (fall or spring) must meet with their research advisor and complete the  Semi-Annual PhD Student Progress Review Form to receive credit.

Years 1 - 2

  • Students participating in lab rotations during year 1, may use the optional MEMP Rotation Registration Form , to formalize the arrangement and can earn academic credit by enrolling in HST.599. 
  • A first letter of intent ( LOI-1 ) proposing a general area of thesis research and research advisor is required by April 30th of the second year of registration.
  • A second letter of intent ( LOI-2 ) proposing a thesis committee membership and providing a more detailed description of the thesis research is required by April 30th of the third year of registration for approval by the HST-IMES Committee on Academic Programs (HICAP).

Year 4 

  • Beginning in year 4, (or after the LOI-2 is approved) the student must meet with their thesis committee at least once per semester.
  • Students must formally defend their proposal before the approved thesis committee, and submit their committee approved proposal to HICAP  by April 30 of the forth year of registration.
  • Meetings with the thesis committee must be held at least once per semester. 

HST has developed these policies to help keep students on track as they progress through their PhD program. Experience shows that students make more rapid progress towards graduation when they interact regularly with a faculty committee and complete their thesis proposal by the deadline.

The Thesis Committee: Roles and Responsibilities

Students perform doctoral thesis work under the guidance of a thesis committee consisting of at least three faculty members from Harvard and MIT (including a chair and a research advisor) who will help guide the research. Students are encouraged to form their thesis committee early in the course of the research and in any case by the end of the third year of registration. The HST IMES Committee on Academic Programs (HICAP) approves the composition of the thesis committee via the letter of intent and the thesis proposal (described below). 

Research Advisor

The research advisor is responsible for overseeing the student's thesis project. The research advisor is expected to:

  • oversee the research and mentor the student;
  • provide a supportive research environment, facilities, and financial support;
  • discuss expectations, progress, and milestones with the student and complete the  Semi-Annual PhD Student Progress Review Form each semester;
  • assist the student to prepare for the oral qualifying exam;
  • guide the student in selecting the other members of the thesis committee;
  • help the student prepare for, and attend, meetings of the full thesis committee, to be held at least once per semester;
  • help the student prepare for, and attend, the thesis defense;
  • evaluate the final thesis document.

The research advisor is chosen by the student and must be a faculty member of MIT* or Harvard University and needs no further approval.  HICAP may approve other individuals as research advisor on a student-by-student basis. Students are advised to request approval of non-faculty research advisors as soon as possible.  In order to avoid conflicts of interest, the research advisor may not also be the student's academic advisor. In the event that an academic advisor becomes the research advisor, a new academic advisor will be assigned.

The student and their research advisor must complete the Semi-Annual PhD Student Progress Review during each regular term in order to receive academic credit for research.  Download Semi Annual Review Form

*MIT Senior Research Staff are considered equivalent to faculty members for the purposes of research advising. No additional approval is required.

Thesis Committee Chair

Each HST PhD thesis committee is headed administratively by a chair, chosen by the student in consultation with the research advisor. The thesis committee chair is expected to:

  • provide advice and guidance concerning the thesis research; 
  • oversee meetings of the full thesis committee, to be held at least once per semester;
  • preside at the thesis defense; 
  • review and evaluate the final thesis document.

The thesis committee chair must be well acquainted with the academic policies and procedures of the institution granting the student's degree and be familiar with the student's area of research. The research advisor may not simultaneously serve as thesis committee chair.

For HST PhD students earning degrees through MIT, the thesis committee chair must be an MIT faculty member. A select group of HST program faculty without primary appointments at MIT have been pre-approved by HICAP to chair PhD theses awarded by HST at MIT in cases where the MIT research advisor is an MIT faculty member.**

HST PhD students earning their degree through Harvard follow thesis committee requirements set by the unit granting their degree - either the Biophysics Program or the School of Engineering and Applied Sciences (SEAS).

** List of non-MIT HST faculty approved to chair MIT thesis proposals when the research advisor is an MIT faculty member.

In addition to the research advisor and the thesis committee chair, the thesis committee must include one or more readers. Readers are expected to:

  • attend meetings of the full thesis committee, to be held at least once per semester;
  • attend the thesis defense; 

Faculty members with relevant expertise from outside of Harvard/MIT may serve as readers, but they may only be counted toward the required three if approved by HICAP.

The members of the thesis committee should have complementary expertise that collectively covers the areas needed to advise a student's thesis research. The committee should also be diverse, so that members are able to offer different perspectives on the student's research. When forming a thesis committee, it is helpful to consider the following questions: 

  • Do the individuals on the committee collectively have the appropriate expertise for the project?
  • Does the committee include at least one individual who can offer different perspectives on the student's research?  The committee should include at least one person who is not closely affiliated with the student's primary lab. Frequent collaborators are acceptable in this capacity if their work exhibits intellectual independence from the research advisor.
  • If the research has a near-term clinical application, does the committee include someone who can add a translational or clinical perspective?  
  • Does the committee conform to HST policies in terms of number, academic appointments, and affiliations of the committee members, research advisor, and thesis committee chair as described elsewhere on this page?

[Friendly advice: Although there is no maximum committee size, three or four is considered optimal. Committees of five members are possible, but more than five is unwieldy.]

Thesis Committee Meetings

Students must meet with their thesis committee at least once each semester beginning in the fourth year of registration. It is the student's responsibility to schedule these meetings; students who encounter difficulties in arranging regular committee meetings can contact Julie Greenberg at jgreenbe [at] mit.edu (jgreenbe[at]mit[dot]edu) .

The format of the thesis committee meeting is at the discretion of the thesis committee chair. In some cases, the following sequence may be helpful:

  • The thesis committee chair, research advisor, and readers meet briefly without the student in the room;
  • The thesis committee chair and readers meet briefly with the student, without the advisor in the room;
  • The student presents their research progress, answers questions, and seeks guidance from the members of the thesis committee;

Please note that thesis committee meetings provide an important opportunity for students to present their research and respond to questions. Therefore, it is in the student's best interest for the research advisor to refrain from defending the research in this setting.

Letters of Intent

Students must submit two letters of intent ( LOI-1 and LOI-2 ) with applicable signatures. 

In LOI-1, students identify a research advisor and a general area of thesis research, described in 100 words or less. It should include the area of expertise of the research advisor and indicate whether IRB approval (Institutional Review Board; for research involving human subjects) and/or IACUC approval (Institutional Animal Care and Use Committee; for research involving vertebrate animals) will be required and, if so, from which institutions. LOI-1 is due by April 30 of the second year of registration and and should be submitted to HICAP, c/o Traci Anderson in E25-518. 

In LOI-2, students provide a description of the thesis research, describing the Background and Significance of the research and making a preliminary statement of Specific Aims (up to 400 words total). In LOI-2, a student also proposes the membership of their thesis committee. In addition to the research advisor, the proposed thesis committee must include a chair and one or more readers, all selected to meet the specified criteria . LOI-2 is due by April 30th of the third year of registration and should be submitted to HICAP, c/o Traci Anderson in E25-518.

LOI-2 is reviewed by the HST-IMES Committee on Academic Programs (HICAP) to determine if the proposed committee meets the specified criteria and if the committee members collectively have the complementary expertise needed to advise the student in executing the proposed research. If HICAP requests any changes to the proposed committee, the student must submit a revised LOI-2 for HICAP review by September 30th of the fourth year of registration. HICAP must approve LOI-2 before the student can proceed to presenting and submitting their thesis proposal. Any changes to the thesis committee membership following HICAP approval of LOI-2 and prior to defense of the thesis proposal must be reported by submitting a revised LOI-2 form to HICAP, c/o tanderso [at] mit.edu (Traci Anderson) . After final HICAP approval of LOI-2, which confirms the thesis committee membership, the student may proceed to present their thesis proposal to the approved thesis committee, as described in the next section.

Students are strongly encouraged to identify tentative thesis committee members and begin meeting with them as early as possible to inform the direction of their research. Following submission of LOI-2, students are required to hold at least one thesis committee meeting per semester. Students must document these meetings via the Semi- Annual PhD Student Progress Review form in order to receive a grade reflecting satisfactory progress in HST.ThG.

Thesis Proposal and Proposal Presentation

For MEMP students receiving their degrees through MIT, successful completion of the Oral Qualifying Exam is a prerequisite for the thesis proposal presentation. For MEMP students receiving their degrees through Harvard, the oral qualifying exam satisfies the proposal presentation requirement.

Proposal Document

Each student must present a thesis proposal to a thesis committee that has been approved by HICAP via the LOI-2 and then submit a full proposal package to HICAP by April 30th of the fourth year of registration. The only exception is for students who substantially change their research focus after the fall term of their third year; in those cases the thesis proposal must be submitted within three semesters of joining a new lab. Students registering for thesis research (HST.THG) who have not met this deadline may be administratively assigned a grade of "U" (unsatisfactory) and receive an academic warning.

The written proposal should be no longer than 4500 words, excluding references. This is intended to help students develop their proposal-writing skills by gaining experience composing a practical proposal; the length is comparable to that required for proposals to the NIH R03 Small Research Grant Program. The proposal should clearly define the research problem, describe the proposed research plan, and defend the significance of the work. Preliminary results are not required. If the proposal consists of multiple aims, with the accomplishment of later aims based on the success of earlier ones, then the proposal should describe a contingency plan in case the early results are not as expected.

Proposal Presentation

The student must formally defend the thesis proposal before the full thesis committee that has been approved by HICAP.

Students should schedule the meeting and reserve a conference room and any audio visual equipment they may require for their presentation. To book a conference room in E25, please contact Joseph Stein ( jrstein [at] mit.edu (jrstein[at]mit[dot]edu) ).

Following the proposal presentation, students should make any requested modifications to the proposal for the committee members to review. Once the committee approves the proposal, the student should obtain the signatures of the committee members on the forms described below as part of the proposal submission package.

[Friendly advice: As a professional courtesy, be sure your committee members have a complete version of your thesis proposal at least one week in advance of the proposal presentation.]

Submission of Proposal Package

When the thesis committee has approved the proposal, the student submits the proposal package to HICAP, c/o Traci Anderson in E25-518, for final approval. HICAP may reject a thesis proposal if it has been defended before a committee that was not previously approved via the LOI-2.

The proposal package includes the following: 

  • the proposal document
  • a brief description of the project background and significance that explains why the work is important;
  • the specific aims of the proposal, including a contingency plan if needed; and
  • an indication of the methods to be used to accomplish the specific aims.
  • signed research advisor agreement form(s);
  • signed chair agreement form (which confirms a successful proposal defense);
  • signed reader agreement form(s).

Thesis Defense and Final Thesis Document

When the thesis is substantially complete and fully acceptable to the thesis committee, a public thesis defense is scheduled for the student to present his/her work to the thesis committee and other members of the community. The thesis defense is the last formal examination required for receipt of a doctoral degree. To be considered "public", a defense must be announced to the community at least five working days in advance. At the defense, the thesis committee determines if the research presented is sufficient for granting a doctoral degree. Following a satisfactory thesis defense, the student submits the final thesis document, approved by the research advisor, to Traci Anderson via email (see instructions below).

Before the Thesis Defense 

Committee Approves Student to Defend: The thesis committee, working with the student and reviewing thesis drafts, concludes that the doctoral work is complete. The student should discuss the structure of the defense (general guidelines below) with the thesis committee chair and the research advisor. 

Schedule the Defense: The student schedules a defense at a time when all members of the thesis committee will be physical present. Any exceptions must be approved in advance by the IMES/HST Academic Office.

Reserve Room: It is the student's responsibility to reserve a room and any necessary equipment. Please contact imes-reservation [at] mit.edu (subject: E25%20Room%20Reservation) (IMES Reservation) to  reserve rooms E25-140, E25-141, E25-119/121, E25-521. 

Final Draft: A complete draft of the thesis document is due to the thesis committee two weeks prior to the thesis defense to allow time for review.  The thesis should be written as a single cohesive document; it may include content from published papers (see libraries website on " Use of Previously Published Material in a Thesis ") but it may not be a simple compilation of previously published materials.

Publicize the Defense:   The IMES/HST Academic Office invites the community to attend the defense via email and a notice on the HST website. This requires that the student email a thesis abstract and supplemental information to  jrstein [at] mit.edu (Joseph Stein)  two weeks prior to the thesis defense. The following information should be included: Date and time, Location, (Zoom invitation with password, if offering a hybrid option), Thesis Title, Names of committee members, with academic and professional titles and institutional affiliations. The abstract is limited to 250 words for the poster, but students may optionally submit a second, longer abstract for the email announcement.

Thesis Defense Guidelines

Public Defense: The student should prepare a presentation of 45-60 minutes in length, to be followed by a public question and answer period of 15–30 minutes at discretion of the chair.

Committee Discussion:  Immediately following the public thesis presentation, the student meets privately with the thesis committee and any other faculty members present to explore additional questions at the discretion of the faculty. Then the thesis committee meets in executive session and determines whether the thesis defense was satisfactory. The committee may suggest additions or editorial changes to the thesis document at this point.

Chair Confirms Pass: After the defense, the thesis committee chair should inform Traci Anderson of the outcome via email to tanderso [at] mit.edu (tanderso[at]mit[dot]edu) .

Submitting the Final Thesis Document

PhD Evaluation Guidelines

  • All doctoral students in the management department will be evaluated by the doctoral coordinator and the doctoral advisory group (the “evaluation committee”) for good standing at a meeting in late May or early June of each academic year. The evaluation process should serve as an opportunity to offer constructive advice. However, students found to not be in good standing are at risk of loss of funding and dismissal from the program.
  • Grades . To remain in good standing, students must maintain a grade average of at least B.
  • First-year examination . The examination committee includes the faculty responsible for first-year exam – instructors for MGMT 9000, 9330 and 9530. This committee will provide grades and feedback on the student’s exam performance for the evaluation. For any student whose performance is marginal or fail according to at least one committee member, the relevant member(s) of the examination committee, in consultation with the doctoral coordinator, will determine remediation activities, which may range from some form of remedial work to a re-take of the specific exam. Re-takes are subject to the same time constraints as the original exam and must be completed before August 15th. At the end of the re-examination or remediation period, the relevant members of the examination committee will again assess the student and provide feedback for the evaluation.
  • Overall evaluation . Any student who the committee unanimously declares to have passed the exam and who has maintained the required grade standard will be deemed to have met the academic standard for continuation in the program. Should grade or exam performance be marginal or unacceptable, the evaluation committee and examination committee will jointly decide, following a simple majority voting rule, whether to dismiss the student from the program or to establish additional remedial work. This vote will also take into consideration feedback from the student’s first-year research assistantship supervisor as well as written feedback from any other faculty members who have significant information concerning the student’s progress. In the event of a tied vote, the doctoral coordinator will cast the deciding vote.
  • Any student dismissed from the program has the right to appeal to the Vice-Dean for Doctoral Education at Wharton.
  • Grades . To remain in good standing, students need to maintain a grade average of at least B with no “permanent incompletes” (terminology used by the university to indicate an incomplete more than a year old, denoted by I* on the transcript).
  • Second-year qualifying examination . The examination committee is appointed by area coordinators in consultation with the doctoral coordinator, and it includes two to four members of the faculty from the elected subfield(s). This committee will provide grades and feedback on the student’s written and oral exam performance for the evaluation. For any student whose performance is marginal or fail, the examination committee, in consultation with the doctoral coordinator, will determine remediation activities, which may range from some form of remedial work to a re-take of the exam. Re-takes are subject to the same time constraints as the original exam and must be completed before August 15th. At the end of the re-examination or remediation period, the relevant members of the examination committee will again assess the student and provide feedback for the evaluation. Any student who fails a re-examination will be dismissed from the program.
  • Overall evaluation . Any student who the committee unanimously declares to have passed the exam and has maintained the required grade standard will be deemed to have met the academic standard for continuation in the program. Should grade or exam performance be marginal, the evaluation committee and examination committee will jointly decide, following a simple majority voting rule, whether to dismiss the student from the program or to establish additional remedial work. This vote will also take into consideration feedback from the student’s first- and second-year research assistantship supervisor(s), the grade on the first-year examination, as well as written feedback from any other faculty members who have significant information concerning the student’s progress. In the event of a tied vote, the doctoral coordinator will cast the deciding vote.
  • The second-year paper must have been accepted by the two designated readers, and the presentation of this paper completed by May 15th.
  • Two recitation sections of MGMT 1010 must be completed.
  • All course requirements must be fulfilled with no incompletes of any type on record and an overall grade average of at least B.
  • The evaluation committee will review the performance of any student who has not met these considerations and decide, following a simple majority voting rule, whether to retain or dismiss the student. The committee will solicit input from faculty serving as advisors or readers for the second-year paper, from other faculty involved with the student in collaborative research, and faculty instructors for any classes taken during the third year, as well as information from the first- and second-year evaluations. In the event of a tied vote, the doctoral coordinator shall cast the deciding vote.
  • The dissertation proposal must be approved by May 15th.
  • The evaluation committee will review the performance of any student who has not met these considerations. The committee will also solicit input from faculty serving as dissertation committee members and from any other faculty involved with the student in collaborative research to decide, following a simple majority voting rule, whether to grant fifth-year funding. In the event of a tied vote, the doctoral coordinator shall cast the deciding vote.
  • There is no departmental funding available after the fifth year.
  • The evaluation committee will review the performance of each student annually soliciting input from faculty serving as dissertation committee members and from any other faculty involved with the student in collaborative research to decide, following a simple majority voting rule, whether the student is making satisfactory progress towards the completion of their dissertation. In the event of a tied vote, the doctoral coordinator shall cast the deciding vote.

The Section of Organisational Psychology offers a PhD in Programme Evaluation by dissertation only. We do not offer a PhD by coursework and dissertation.

The minimum admission requirement is a master’s degree in programme evaluation with a component in quantitative research methods at HEQF level 9. Candidates should have an average mark of 65% for their master’s degree. Also note that a named degree (in other words, a degree with a label indicating that it is in the discipline of programme evaluation/monitoring and evaluation) is required. A degree in any other discipline with only a module in programme evaluation is not sufficient for admission into this doctorate.

Please note that while we greatly encourage PhD candidates who are experienced programme evaluation practitioners to apply, professional experience in programme evaluation alone is not sufficient for admission into this doctorate – as a master’s degree in programme evaluation is also required.

To apply, please forward a short CV stating your contact details, academic qualifications and courses completed in research design and/or statistics.  A short proposal describing the proposed evaluation topic for the PhD should also be included, as this is essential to determine whether or not an appropriate supervisor can be identified for your chosen area of research.  These documents should be sent to the programme convener, Adiilah Boodhoo .

A preliminary check will be performed to ensure you fulfil the necessary prerequisites and requirements. If so, the relevant documents will be forwarded to potential suitable supervisors in the area of your interest. Because most potential supervisors limit the number of PhD students they agree to take on annually (to ensure the quality of supervision they give to their existing PhD students), there may not always be a suitable supervisor for your proposed research topic at UCT.  For these reasons, please be aware that the selection process is highly competitive, and offers are made to a very limited number of applicants.

The main requirement of a PhD is that the candidate adds new academic knowledge to the field of programme evaluation. This will usually involve an evaluation of an existing social programme or initiative and/or a substantial contribution to our understanding of the theory and practice of programme evaluation (i.e., knowledge about how we should evaluate this particular programme or initiative). Producing a manuscript describing your work on a programme or an existing evaluation report does not fulfil this requirement and would not be accepted as a proposal. Also, note that the university requires ethical clearance for all data collected for research purposes. Therefore, existing data collected outside the ethical rules of UCT cannot be used for a PhD.

UCT is a residential university. We do not offer PhDs by correspondence or through online degrees. In addition to regular, face-to-face meetings with your supervisor on campus, the Section may also require you to spend six months resident on campus during your first year of registration. During this time, you will be supervised closely to prepare a proposal that would be acceptable to the various university committees. Your proposal must be presented within the first six months of your PhD registration. Please note these requirements, especially if you are an international applicant not currently residing in Cape Town.

We may also require you to do additional courses in programme evaluation, research design or statistics.

The relationship is primarily administrative and not necessarily pedagogical (although a number of excellent programme evaluators apply management studies principles to their work). The degree is registered in the School of Management Studies (Commerce Faculty) and is administered by the Section of Organisational Psychology.

However, a background in organisational psychology or management studies is not a requirement for entry into the degree. Similarly, graduates will not acquire a professional qualification in organisational psychology on the basis of the degree.

Unless specifically advertised, there is typically no dedicated scholarship or bursary fund for successful PhD in programme evaluation candidates. Limited financial support is available through scholarships, bursaries, and student loans. Please contact the Postgraduate Funding Office for more information. 

Please note that some scholarships require application by June of the year preceding study. You are advised to apply in June even if you do not know by then whether you have been selected into the programme. International students should note that funding is limited and are advised to apply for sponsorship in their own countries.
