Furthermore, we need to keep the parents in the loop so as to teach them the importance of education. If we make education free and the people aware, we will be able to educate more and more children who won’t have to do child labour. Moreover, making people aware of the harmful consequences of child labour is a must.

Child labour refers to the forceful employment of children at shops, domestic places and even hazardous places like factories and mines. Child labour exploits children for their basic childhood rights and affects their physical and mental growth. According to the International Labour Organization, the minimum age for work is 15 years. However, some countries have set the minimum working age at 14 years.

In India, the Ministry of Labour & Employment makes all the laws against child labour and protects children of their childhood rights. This ministry launched the National Child Labour Project (NCLP) scheme for the rehabilitation of child labourers.

Clearly, child labor is a hotly debated topic that some people believe that is good and it helps kids learn responsibility but others believe that child labor is wrong. Overall child labor is wrong and should not be allowed because it causes kids to lose important parts of their life, the laborers get little to no pay, and kids get out into dangerous situations.

One reason is that kids can lose parts of their life.

For example, by “Fighting Slavery Today” kids as young, as four can get taken away from their family. It is unhealthy for such young kids to be taken away from their family because they don’t know how to defend and protect themselves. They also don’t have anyone to provide them food, clothes, shelter and other necessities. Their family can also teach them how to do the jobs they might be asked to do, but if they are separated they will not know what they are doing which could cause them to hurt themselves. Another example is that they lose their education according to the article “For kids: Children in Slavery.” This is because they are forced to work almost all day, so they barely have time to rest, which also means no time for education. This is bad because if kids never get an education it will be hard for them to understand a lot of things and to succeed later in life. They can also lose their childhood. This can happen because kids are forced to work all day giving them no time to play with other kids or their family. Even after they are done working, they have no time for fun because they need to get as much sleep as possible because they most likely have another day of work ahead of them.

Child labor is also wrong because they get little to no pay for long hours of work. For example most kids and families average pay is less than a dollar for a day of long hours of work according to “Voices from the field:Mexico.” This is clearly unfair because they have to do very hard jobs for almost the entire day trying to support their family so little pay makes it difficult to provide for all their needs. Also according to that same article, they work for an average of 12-16 hours a day. This shows how wrong child labor is because kids who go to school only learn for around 7 hours a day while kids in child labor are working for even longer and are not gaining anything from it to help the, later in life.

Kids in child labor are put into highly hazardous situations is the final reason. For example, according to the article “For Kids:Children in Slavery,” a lot of kids in child labor have to work with tools and machinery. This shows that child labor is bad because when little kids have to deal with machinery and tools that most adults would usually use it would put the children who have to use it at risk for injury. Bonded Labour | Unethical businesses like using children as labourers over adults since they can get more work done from them and pay them less per hour. Children are forced to work in this sort of child labour in order to pay off a family loan or obligation. Educate And Aware | Child labour may be avoided by educating others about its negative impacts, especially business leaders and employers. Discuss with them how child labour affects children's physical and emotional health, and tell them what the laws and punishments are.

Child labor is one of the oldest problems in our society and still an ongoing issue. During the time, child labor evolved from working in agriculture or small handicraft workshops to being forced into work in factories in the urban setting as a result of the industrial revolution. Children were very profitable assets since their pay was very low, were less likely to strike, and were easy to be manipulated. Socioeconomic disparities and lack of access to education are among others contributing to the child labor. Religious and cultural beliefs can be misguiding and concealing in delineating the limits of child labor. Child labor prevents physical, intellectual, and emotional development of children. To date, there is no international agreement to fully enforced child labor. This public health issue demands a multidisciplinary approach from the education of children and their families to development of comprehensive child labor laws and regulations.

INTRODUCTION AND HISTORICAL FACTS

Child labor is an old problem well rooted in human history. Children were exploited to various extents during different periods of time. The problem was common in poor and developing countries. In the 1800's, child labor was part of economic life and industrial growth. Children less than 14 years old worked in agriculture, factories, mining, and as street vendors.[ 1 ] Children from poor families were expected to participate to the family income, and sometimes they worked in dangerous conditions in 12-hour shifts.[ 1 ]

In the 1900's, in England, more than a quarter of poor families lost their children to diseases and death, endangering their extra financial support.[ 1 ] Boys worked in glass factories in high heat in three shifts because the furnaces were kept fired all the time to increase productivity, while girls were forced into prostitution. In 1910, it was estimated that more than two million children in the United States were working.[ 1 ]

With the increase of education, economy, and the emergence of labor laws, child labor decreased. However, child labor is still a widespread problem in many parts of the world in developed and developing countries. With the development of agriculture, children were again forced to be employed mostly by the families rather than factories. The main cause of child labor is the lack of schools and poverty.[ 2 ]

Per International Labor Organization (ILO, 2002), in the world, there are 211 million children laborers, 73 million under 10 years of age, 126 million children work in the worst forms of child labor, and more than 8 million are kept as slaves for domestic work, in trafficking, armed conflict, prostitution, and pornography. More than 20,000 children die yearly due to work-related accidents. Nearly, one-third of the world's children work in Africa.[ 3 ] Countries such as India have made efforts to tackle the worst forms of child labor. Despite this, 56.4% of children aged 5–14 work in agriculture and 33.1% work in industry.[ 4 ] Indian children are forced into labor to pay family debt. They work sometimes in hazardous environments, being forced into commercial sexual exploitation, human trafficking, or forcibly recruited or kidnapped to be part of terrorist groups.[ 4 ]

Child labor is morally and ethically unacceptable. United Nations Children's Fund (UNICEF) was the first international body that signed in 1989 the Convention on the Rights of the Children. It is for the first time in history when children are seen as humans with rights rather than economic assets of their parents. Child labor was defined as labor that harms the health of the children and deprives them of education rights. This law does not exclude children that work for their families.

ETHICAL FACETS OF CHILD LABOR

Child labor has many facets from the ethical point of view. Autonomy, beneficence, justice, nonmaleficence, privacy, and veracity are endangered during child labor.[ 5 ] Utilitarianists would support the idea of child labor as long as they are the sole providers for the family and without their income, the family would not survive and as long as the labor is voluntarily provided. The ends justify the means. Forced child labor is unethical because it is against the autonomy of the children. The consent of the working child is mostly manipulated by the parents. To give consent, a child needs to understand the situation, the consequences, and voluntarily agree to work. Children of young age, who have a less than fully competent capacity, can assent to an action by getting involved in the decision-making process. Children fall easy victims to unfair job conditions, and they do not have the power to stand-up against mistreatments.[ 6 ] The maleficence of this act has long-term physical, psychological, behavioral, and societal consequences. Even if they are lacking the competency of making informed decisions, they are considered individuals with autonomy that should be protected and safeguarded.[ 6 ]

Child labor is more common in developing countries where more than 90% of children live.[ 3 ] Child labor in developing countries affects 211 million children.[ 3 ] The continent with the highest child employment rate is Asia with 61%, followed by Africa and Latin America. Nearly 41% of the children in Africa are below 14 years old, followed by Asia with 22% and Latin America 17%.[ 3 ] India has made progress in reducing the child labor. However, more than 4 million children in India between 5 and 14 years old work more than 6 hours a day, while about 2 million children aged 5–14 work 3–6 months in a year.[ 4 ]

CULTURAL BELIEFS AND CHILD LABOR

Cultural beliefs have an important role in encouraging child labor. In developing countries, people believe that work has a constructive effect on character building and increases skill development in children. There is a tradition in these families, where children follow the parents' footsteps and learn the job from an early age. Some cultural beliefs may contribute to the misguided concept that a girl's education is not as important as a boy's education, and therefore, girls are pushed into child labor as providers of domestic services.[ 7 ] In India, not putting a child to work means the family would not make enough income to sustain their living. Sociocultural aspects such as the cast system, discrimination, and cultural biases against girls contribute to child labor.[ 4 ]

RELIGION AND CHILD LABOR

It is generally accepted that parents have the fundamental right to educate and raise their children. Parents almost always try to act in the child's best interest at the best of their knowledge and beliefs. In doing so, they are reasonably motivated by their intellectual growth, social development, and at times by spiritual salvation. Oftentimes, parents seek guidance in religion to shape the upbringing of their children and to enhance their progress. Hard work is among others, an important religious value to instill from a young age.

Krolikowski found that Christian children were the least likely to work, while Muslim children, children with no religion, and children affiliated with a traditional African religion were more likely to work than Christians.[ 8 ] The 40% higher incidence of child labor among Indian Muslims compared with Indian Hindus is due perhaps to the impoverishment of Muslim community.[ 4 ] Amish people's life is also regulated by religious values. They believe that work and faith bring people closer to God.[ 9 ] Amish children are initiated from childhood into apprenticeship to learn the trade, and beyond eighth grade, they have to provide like an adult for the community. Education of children beyond eighth grade is considered a threat to the community values. The U. S. labor laws forbid children less than 16 years of age to work in hazardous places such as sawmill or woodworking. However, in 2004 an exception was made by the United States Department of Labor, who approved an amendment that allows Amish children between 14 and 18 years old to work.[ 10 ]

POLICIES AND CHILD LABOR

Child labor is rooted in poverty, income insecurity, social injustice, lack of public services, and lack of political will.[ 7 ] Working children are deprived from a proper physical and mental development. The millennium development goals (MDGs), issued in 2001 to implement the Millennium Declaration, set up commitments for poverty reduction, education, and women's empowerment. Persistence of poverty is the major cause of labor. However, child labor also causes poverty because it deprives the children from education and from a normal physical and mental development hampering a prosperous life as adults. The first MDG in addressing poverty is the elimination of child labor.[ 11 ]

The International Program on the Elimination of Child Labor (IPEC) was created by ILO in 1992 to progressively eliminate child labor. The priority addresses the worst forms of child labor such as slavery, prostitution, drug trafficking, and recruitment of children in armed conflicts.[ 12 ] IPEC is working with stakeholders from many countries to increase strengths and promote the fight against child labor. IPEC engage with multiple organizations, international and governmental bodies, community-based organizations, religious groups, private plural form businesses, children and their families.

Policy reform was promoted through country-based programs. The capacity building of institutions has been increased to better understand the obstacles and increase the ability of obtaining sustainable measures. These measures were meant to decrease child labor and bring children back in schools. In all these processes, statistical data were collected at the worldwide level, methodologies were set in place, and guidelines were created.

The Child Labor Platform was created as a business-led initiative by ILO in 2012, to identify the obstacles of the implementation of ILO conventions at the community level and to come up with solutions. This platform is a win-win situation for all parties involved: stakeholders as well children and their families. This platform offers training, research, and specialized tools to member companies, so they can carry out activities against child labor. Eliminating child labor is part of the corporates' social responsibility in line with their values and is what the society expects from them. This platform provides information how to get involved and how to find businesses that work collaboratively with the communities to solve the problem. Training and knowledge is a real value added for companies.[ 12 ] The Indian Government implemented a national project deemed to assist population to eradicate child labor, and set in place enforcements of criminal and labor law.[ 4 ]

ARGUMENTS FAVORING CHILD LABOR

Despite all these international and national measures against child labor, there are arguments in favor of child labor. Some argue that poor families would be even poorer without the supplemental financial contribution of children. Lack of money will deprive them of the basic needs of food and shelter which will decrease their survival rate. In addition, an increase in poverty would make children even more susceptible to exploitation.

The supporters of these ideas argue that the benefit of creating a safe workplace and allowing children to work is helpful in certain situations. They also emphasize that child work is not child labor as long as it does not interfere with schooling and children have safe workplace conditions with a limited number of hours per day.[ 13 ]

STAKEHOLDERS’ ROLE AND CHILD LABOR

The stakeholders most directly affected are the children and their families. Children are working at the expense of their education and normal mental development. Education is important not only for the intellectual development but also for the empowerment and acquisition of new skills for adult life. The health of children is endangered by work in hazardous conditions, abuse, exhaustion, malnutrition, or exposure to toxic materials. The psychological harm leads to behavioral problems later on in life.[ 14 ]

Despite the implementation of laws and measurements at the international level, child labor still persists, and it is caused by the same factors as 100 years ago. There is a need to address poverty and access to education. To date, there is no international agreement to define child labor. Every country has different laws and regulations regarding the minimum age for starting working based on the type of labor. The lack of international consensus on child labor makes the limits of child labor very unclear.[ 15 ]

Therefore, it is mandatory to create international policies that adopt a holistic approach to free quality education for all children, including labor children from poor families. Education should be continued beyond the primary school level and should be done in a formal setting. Studies show that nonformal education is a necessary but not a sufficient prerequisite for permanently withdrawing children from work.[ 15 ] The public educational system should be expanded to accommodate laborer children who still do not have access to school. More schools should be built, more teachers should be trained, and more educational materials should be available. A special attention should be given to children living in exceptional geographical conditions and mobility should be provided at the cost of the community. Children who dropped out of school should receive adequate guidance and support, and a smooth reentry should be facilitated. The development of schools in the rural areas would decrease the load of children in urban schools. This will allow parents to accommodate children's needs without having to migrate in big cities.

Another phenomenon that should be addressed is the social exclusion. Children engaged in the worst forms of child labor come from the lowest strata of the society. International Labor Organization launched a project on Indigen and tribal people, who are the most targeted by social exclusion. This project promotes their rights and encourages building capacity among their community.[ 15 ] Proper enforcement of child labor policies and the focus on education can break the cycle of poverty that drives the children into labor.

Child labor is a public health issue with negative outcomes that demands special attention. A multidisciplinary approach is needed to tackle child labor issues. Per ILO, poverty is a major single cause behind child labor. Lack of affordable schools and affordable education is another major factor to force children to work. Certain cultural beliefs rationalize this practice and encourage child labor as character building and skill development for children. Some cultural traditions encourage child labor as footsteps to their parents' jobs. Socioeconomic disparities, poor governance, and poor implementation of international agreements are among major causes of child labor. Macroeconomic factors also encourage child labor by the growth of low pay informal economy. Child labor prevents the normal well-being including physical, intellectual, and emotional psychosocial development of children. This public health issue cannot be eliminated by only enforcement of child labor laws and regulations. Any comprehensive policies should engulf a holistic approach on the education of children and their families, investment in early childhood development programs, establishing public education task forces in rural areas, implementing policies with focus on increasing adult wages, and discouraging consumers to buy products made by forced child labor. As such, ethical practice requires protection of all rights of children and protective policies and procedures which support the provisions of ILO's standards.

Child Labour is defined as “work that deprives children of their childhood, their potential, and their dignity, and that is harmful to physical and mental development,” by Article 1 of the United Nations Convention on Rights of the Child. It refers to the illegal exploitation of a child for financial or other gains. Data from UNICEF shows that more than 10 million children in India are part of the workforce. This constitutes 13% of the total workforce.

The term is often used by news channels or movies to talk about children who are forced to work from a budding age.  Children from poor families are forced to work and fend for themselves and their families. It is a crime to send or employ children below the age of 14 in any industry or factory. Thus, various restrictions and limitations have been put on children who work. The legally acceptable age for employing children is 15.

Child Labour is not only unfortunate but also detrimental to society. It robs from children, the opportunity to go to school, and getting an education. The right to education is a fundamental right of every child. It also prevents them from growing up in a conducive environment. Further, such children are burdened by responsibilities and hence cannot have a proper childhood. Research has also proven that their physical and mental development is hampered. Though illegal, the menace is far from being eradicated.

Causes of Child Labour

It is important to identify the causes of child labour to be able to deal with it effectively. Some causes are region-specific, while others are universal. Here are a few common causes of child labour:

• Increasing levels of unemployment and poverty, especially in developing countries, are the primary causes of child labour. About 1/4th of the world’s population is currently categorised under the global poverty line. When families do not have enough money to sustain, they force children into work. If adults cannot find work or are sick, the responsibility of earning a livelihood comes down to children.
• Lack of social security pushes people into a cycle of poverty, which inevitably leads to child labour. The increasing rich-poor divide and privatisation of the organisation have led to the concentration of wealth in the hands of few. Small children are in situations where they must work in order to earn two meals a day.
• The lack of awareness about the importance of education and very little accessibility has also played a role in contributing to child labour. Without the opportunity to obtain an education, children are pushed into working. Uneducated parents think of short-term benefits and send their children to work so they can survive in the present.
• Industries are not efficiently regulated. Multiple factories prefer children as labourers because they have to pay lesser to children than to adults for the same work. This decreases labour expenses for those industries. Many factories which possess significant health hazard, like the firecrackers industry also prefer children. Children are also easier to manipulate and influence. Thus, factory owners often take advantage of children’s circumstances for their profit.
• Children are also sent to work for non-monetary payments like rice or wheat. This is due to the vicious nature of hunger. Often, after the death or illness of a parent, the eldest children are forced to take up the burden of the rest of the family. Most of the social welfare schemes in developing and developed countries do not reach the poor due to factors like corruption. Thus, the poor are often left directionless, with child labour being necessary for their survival.
• Another major reason is the lack of effective implementation of child labour related laws. Many industries openly indulge in employing children without fear of law. The police and law enforcement agencies have failed miserably at being able to create fear about the use of children for labour. Even if the state tracks down child labour rackets, it is unable to provide an alternative to child labour for those families. This pushes children back to work.
• Due to the increased demand for child labourers, child trafficking rackets often sell children to people who will extract work from them. Begging is yet another form of child labour that is often forced and ignored.

Measures to Eradicate Child Labour

As a society, it is our collective responsibility to find methods by which we can get closer to eradicating child labour. This requires significant support and effort from the government, law enforcement agencies, NGOs, and the general public. Here are some ideas to think about:

• Creation of communities or unions that are specifically aimed at eradication of child labour can be effective. This can be a citizen initiative supported by the government. These communities’ sole objective will be to identify child labourers and find ways to rehabilitate them. It can also further indulge in involving law enforcement agencies to ensure that the guilty are punished.
• Creating social awareness about the presence and downfalls of child labour is necessary. Once people understand the problems of child labour, they can be instigated to boycott any shop or establishment that hires children. This way, these industries can be discouraged from employing child labourers.
• Education should be a nation’s priority. Economic and military development should not come at the cost of social wellness schemes. The poor should be made aware of the benefits of education, along with ensuring that every village and town has access to free and compulsory education.
• Creation of employment opportunities is also essential to combat child labour. If an adult can earn sufficient income for the family, the need to send the children to work is reduced. This involves, in particular, the creation of unskilled labour. A country must also take measures to reduce the rich-poor divide.
• Population control measures are also necessary in order to ensure that we reduce family sizes. This leads to a family having lesser mouths to feed. NGOs and the government must give family planning attention.
• Effective and strict implementation of laws is necessary to ensure that factory owners do not try to hire child labourers. Measures to combat child trafficking are also significant. The government must focus on the depth and long-term impact of the problem and create practical and enforceable laws.

“When the lives and the rights of children are at stake, there must be no silent witnesses,” said Carol Bellamy. It is true that we cannot estimate the real number of child workers in the country. But it is important that we, as a society, take responsibility to acknowledge, identify, and combat the problem.

Do you know child labour is a major social issue in every country? Really It’s true. Child Labour is a severe problem for children. Let us understand more about this.

Causes of Child Labour

There are lots of happy people in this world. There are also many sad people in this world. A lot of sad people are sad because they have many problems in their life.

Sometimes, the father loses his money. The mother cannot get a job. The children get hungry. They have not enough money to live peacefully.

Instead, they have to think about working more than necessary. An average person only has to work 8 hours a day. Even 8 hours is too much! Because after 8 hours, there is still homework to do, and that makes it 10 or sometimes 12 hours a day.

So stupid. That is how adults are. Anyway, when a family becomes poor, they also have to do the same. Instead of working for 8 hours, they have to do extra homework every day.

Otherwise, the rest of the world thinks that they do not deserve to have money. Without money, the father and mother cannot bring food for their children.

This feeding is a problem with kids. The world is not a comfortable place. You must always earn money and have an excellent reputation to live on this earth. Otherwise, people will not give food and shelter to any person.

Maybe one day, one of our children can show us how to live differently. Until then, follow the rules that are already in place. So when a family becomes financially weak to have food and shelter, they will start thinking about how to change their lives.

They will begin begging and asking strangers for help. Their family does not talk to them anymore, because they are too poor. How truly sad.

There will not be any other way to earn money except by working all the time, even to make little money. Any money, anything to buy some food. That happens with the father and mother.

Their children will see their parents working many jobs to get some money. Some of these jobs are not even good for their parents’ health, but they still have to do it to get some money.

Sometimes, even this work is not enough. The father might suddenly fall ill from working too hard . As we talked before, we are only supposed to work for a few hours every day.

A sick person works all day, which can be very unhealthy . If the father in a family falls ill, then there is nothing left to do. The mother works as much as she can, but she also has to look after the father and the children, cooking food and looking after the house.

That is also too much work. All this work makes the mother think of how else to get money. She talks to her husband about this. They will talk for hours about how to get money, but there is no real way to change anything. So then one of them will think maybe our children can work.

They are not happy about this. Imagine crying night after night, in deep sorrow about sending one child to work. This is the common cause of child labour all over the world.

Do you think going to school is wrong?

No friend, work is much, much worse. It is just full of adults. I want to tell you something about adults: they are afraid. They are afraid of too many things.

So, they will keep lying and deceiving each other, just so that others will also become as afraid as they are. That is just sad, I know. It takes a lot of honesty and courage to fight against it.

That is why children may not work; they are not ready for the big challenge, but what can this low-income family do? Their father is too ill, and their mother is already working too much. Now, even children have to work.

So, we see children going to work. When children work somewhere, it is called child labour. I dislike this name, but it is the name of this crime and social problem.

The child who is working at a job, you remember the child is in child labour. It is not a good thing. That child has many things to do. She wants to dress up and run around the house.

Sometimes, a child wants to sing a song. Think about all the things which every child likes to do, for example playing computer games, playing football , cricket on the ground.

No way, I love computer games too! We can play all we want. That is because we have free time. After school, after homework, we still have some free time to watch some TV or play some games.

However, some kids never have that time. They have to go to work. It will not even be a job that they enjoy. Just some work that children have to do for many hours, in order to feed themselves. Slowly, this work becomes very tiring.

These kids will stop going to school and go to work. They do not have the energy to go to school and work, that is just too much. Playing games, forget it.

A Big Problem Child Labour

Child labour is a huge problem; kids across our state, country, and world. Some children should work toward their dreams, working jobs instead.

They are doing the work that adults should be doing. It is just that adults do not want to work so much, and they do not want to give food and shelter to these small sick children.

So they force them to work instead. It is a sad situation, but it can be changed. If we do not change it, many children will be forced to keep working.

The jobs will get worse; the places they work at will get worse. Those children can have better lives if we stop forcing them to live based on the money they have or the reputation their family has.

Child labor in pakistan: policy analysis.

In Pakistan, child labor is a serious human rights issue with millions of children working to support their families. These children are deprived of their basic right to education. In this context, this policy brief aims to highlight the seriousness of the child labor issue, showing its links to poverty, lack of access to education, and ineffective government laws and policies. Pakistan is an economically developing country where poverty and inflation are high, and these factors ultimately promote child labor. Therefore, this paper suggests various ways to resolve the issue of child labor with an integrated long-term approach based on community needs and requirements, including initiation of poverty eradication programs, provision of income generation opportunities to poor families, implementation of free primary and compulsory education, vocational training for children and awareness programs, as well as, enforcement of laws and policies by the state. Many of the reflections that laid the foundation of the present study for resolving child labor issues were based on five years of practical experience in the field of human rights, particularly focused on child protection, child labor, non-formal education, and creating livelihood opportunities for poor families in Pakistan.  Subsequently, various policy alternatives were proposed and evaluated using Policy Delphi rankings and certain assessment criteria such as efficiency, liberty, acceptability, socio-political feasibility, economic feasibility and ease of implementation that could be effective in providing income generation opportunities to the families of child laborers, quality education to these children, and proper implementation of existing laws and policies related to child labor, child rights, and child education.

Key findings

The findings of the analysis highlighted certain major causes of increasing child labor in Pakistan including poverty and inflation due to which poor families are left with fewer employment options in Pakistan, non-availability and non-accessibility of schools for poor child laborers, lack of implementation of universal and compulsory primary education that  further compels many parents to send their children to work, earn money, and learn new skills, and rapidly growing illiteracy and ignorance especially in the lower economic classes due to lack of resources. The study further proposed significant policy alternatives for restricting child labor and reforming the socio-economic status of poor children by promoting child rights and child education in Pakistan. These policy options included banning child labor entirely, poverty alleviation programs, vocational schooling programs, enforcing part-time education, and research and data collection. Since criteria-based assessment exposed certain trade-offs between different alternatives, the decision was made considering what society would value more and what would be administratively feasible for the government to do. According to the Policy Delphi results, the most desirable alternative was the imposition of part-time education on children. Although it ranked well on ensuring liberty and long-term effectiveness, the economic costs and difficulty in implementation would cause problems since this alternative would require time especially in case of setting up separate schools for the provision of such part-time education. On the contrary, the policy option of carrying out research and data collection was found as the easiest to implement but it would not be efficient in the short-run as it could not generate quick results. Therefore, it was ranked as the least desired alternative, although such research might not be as costly as the other alternatives and would help in drawing up future policy alternatives that could target the problem more effectively. However, the Pakistani society was found favoring quick results over calculated and well-researched alternatives that might take longer to implement and bring about results.

Implications

The study suggests that the action plan to reduce and prevent child labor must consider all aspects of education, from the government school system, non-formal and transitional programs to curriculum development, provision of materials and equipment, quality teachers and extracurricular activities. There should be a strong focus on non-formal education in rural and remote areas or in disadvantaged urban districts. Vocational training and skill education can also be essential components and strategies to reduce child labor. Besides all that, the public needs to be made aware of child labor, particularly its worst forms, and how child labor is harmful to the children as well as to the society. For this, awareness-raising activities including social mobilization, workshops, seminars, and trainings could be beneficial to inform communities and parents about the detrimental effects of child labor. Moreover, to encourage children and ensure their effective participation in decision-making, children’s clubs could be formed promoting child rights, raising awareness and discouraging child labor in society. These clubs could be set up at the community, schools, district, provincial and national levels. In addition to that, the industrial areas in Pakistan such as Sialkot, Kasur and Hyderabad should be targeted and part-time education should be imposed upon all child laborers with careful monitoring of progress, especially in the first few years to ensure that the children are benefitting from the education. Through the imposition of part-time education, the child laborers will not only be able to support their families, but they will also be able to get educated, hence ensuring better prospects for them in the future. Similarly, it can lead to more children being streamlined into the education system in the long-run, ending the cycle of illiteracy and poverty. Therefore, sperate schools for child laborers should be set up in partnership with local and international NGOs so that the entire economic and administrative burden does not fall on the government, as well as to allow more innovation in ideas and better planning. However, in the short-term, government should set up temporary schools or space should be made in government schools for evening classes to cater to child laborers since separate schools serving this purpose can only be set up in the longer run. Furthermore, the government of Pakistan needs to revise its poverty eradication strategy and should include broader participation by the civil society and the private sector at all stages of policy process including formulation, implementation, and outcome-based monitoring. This strategy should recognize the multidimensional nature of poverty and the scope of actions needed to reduce poverty by controlling inflation and providing income generation opportunities to poor and vulnerable families. Similarly, the government of Pakistan could conduct a survey to identify the extent of the issue of child labor. The findings of the survey would be helpful in designing an action plan for combating child labor effectively. However, the engagement of civil society organizations and International Labor Organization (ILO) would be quite essential in this whole process to provide technical assistance to the government of Pakistan. The government also needs to increase the wages of labor class people according to the market rates. Moreover, providing microcredit or microfinance assistance to poor families without interest for business purposes would be another effective policy option to increase their income. Whereas, in order to resolve the issue of indebtedness and bonded child labor, the social protection system needs to be promoted. Similarly, the existing social protection programs by the government including Bait-ul-Mal and Zakat programs should be strengthened and promoted to give benefits to maximum number of poor families. In addition to that, allocation of special funds in terms of cash, alternate livelihood, a piece of land, and quality education to children along with scholarships, incentives to families, low-cost housing, vocational trainings and social security cards for the rehabilitation of bonded and child labor families could be another positive action for the protection and prevention of child labor. Since, the government of Pakistan has amended Employment of Children Act (ECA) 1991 to include child labor issues in informal sectors such as agriculture, livestock, and home, the government of Pakistan and law enforcement agencies should also make efforts to enforce all these laws in their true sprit by allocating sufficient funds and establishing an implementation infrastructure mechanism in the country. Additionally, in the long-term, more policies should be implemented and research should be carried out to monitor progress of the initial policy plans and their success rate.
