must / have to finish your homework

This might be a familiar topic and we all know the difference. However this specific question is quite confusing to me: You (must/have to) finish your homework before you to to bed. I think that "have to" is the correct answer as this is the class' rule. However in the answer key of some English test books in my country, "must" is listed as the correct one. What is your opinion about this? Thanks.

Both "must" and "have to" seem normal to me, Edward. I don't think that there is any one correct answer if you need to fill in a blank between "you" and "finish" in that sentence.

I like Barque's #3 examples. This is clearly a domestic situation.
