Lifestyle for Environment (LiFE)(Essay Writing Competition) 2023

Shastri Indo-Canadian Institute invites essays on Lifestyle for Environment (LiFE). Through the celebration of Azadi ka Amrit Mahotsav, the Shastri Indo-Canadian Institute is eager to recognize and reward the individuals who have contributed to the betterment of the environment by submitting essays based on their lifestyle. August 15, 2023, will mark 77 years since India gained independence. Azadi ka Amrit Mahotsav will conclude with a celebration of 77 years of independence. 'Azadi Ka Amrit Mahotsav' was the name given to the 75th Independence Day celebrations in India to commemorate 75 years of independence and the glorious history, culture and achievements of the people. Azadi Ka Amrit Mahotsav officially began on 12th March 2021, kicking off a 75-week countdown to our 75th anniversary of independence. It will conclude this year on 15th August 2023. The five themes namely Freedom Struggle, Ideas @75, Resolve @75, Action @75 and Achievements @75 were chosen to celebrate Azadi ka Mahotsav.

This year Azadi Ka Amrit Mahotsav aims to further boost this peoples’ movement by focusing on critical areas of cultural and social development. The new themes are aligned with the ‘Panch Pran’ announced by Hon’ble Prime Minister: Women and Children, Tribal Empowerment, Water, Cultural Pride, Lifestyle for Environment (LiFE), Health and Wellness, Inclusive Development, Aatmanirbhar Bharat and Unity.

Essays are invited on Lifestyle for Environment (LiFE), which focuses on mindful and deliberate uses of resources and aims to change the current 'use and dispose of' mindset of consumption. This campaign encourages individuals to adopt climate-friendly changes in their daily lives.

A winner's entry will be featured on the SICI's website and social media channels. Additionally, the best essay will be featured in SICI's Idea Journal.  

Eligibility

  • Essays must be typed. Hand-written documents will not be accepted.

The entries must be written in English only.

Word Length

Essays for the competition should not exceed 850-1000 (excluding spaces) words.

The contest entry fee/one-time membership fee is INR 250/- and CAD 10 $ which must be paid using the bank details provided below.

Rules and regulations

  • One entry per participant is allowed.
  • The essay must be between 850 to 1000 words (without space). Essays with word counts of less than 850 or exceeding 1000 will be disqualified.
  • Only the original work will be sent for adjudication
  • Plagiarism is strictly prohibited
  • A certificate of participation will be awarded to the participants.
  • The best three (3) entries will be judged and awarded a certificate of merit. 
  • Activity will stand to be cancelled in case of insufficient entries
  • Any personalised mark anywhere in the entry's body will lead to disqualification.
  • In the event of unforeseen circumstances, SICI reserves the right to amend these terms and conditions at any time.

About essay event.

Shri Ram Chandra Mission is a non-profit educational and spiritual service organization. It has been promoting heart-based living through meditation as a means to universal peace and harmony for over 75 years since its inception in 1945. It is one of 1600 NGOs associated with the United Nations Department of Public Information. The All India Essay Writing Event had been the flagship event of Shri Ram Chandra Mission ( SRCM ) for nearly three decades and was organized in partnership with United Nations Information Centre for India and Bhutan ( UNIC ) for several years since 2005 reaching out to over 25,000 institutions in India. The event was renamed the HEARTFULNESS ESSAY EVENT in 2019 and was launched globally for the first time in 2020 in collaboration with UNESCO MGIEP ( Mahatma Gandhi Institute of Education for Peace and Sustainable Development ). This is the thirty first successive year of the Event.

The Heartfulness Education Trust (HET) has designed a variety of programs for youth including The Heartfulness Way curriculum for junior school students aimed at developing in them an understanding and acceptance of core human values (as recommended in the report submitted to UNESCO by the International Commission on Education for the Twenty First Century) as also a life skills program called HELP for senior school students. HET also offers programs for University students under its initiative called Heartful Campus. A program for teachers called INSPIRE has also been running for several years. Youth is a time of great possibilities. It is a period in life filled with opportunities waiting to be realized, provided you are mindful of them and are willing to strive heartfully for your holistic growth. While education helps us to develop our physical and intellectual capabilities to their optimum extent, and prepares us to thrive in a competitive world, there is one aspect of our development that does not often receive the attention due to it – the development of our inner Being. Without the synchronous development of body, mind and heart our evolution as human beings remains incomplete. It is therefore balance, in addition to excellence, that you must strive for - the balance between mind and heart, the outer and the inner, and, between thinking and feeling. Through the Heartfulness Essay Event, we invite you to tap into your inner space, tune in to the soft voice of the heart that never fails to guide and inspire and, express in words your experience related to the theme of this year’s Event. We encourage you thus to begin the practice of referring to the heart more and more.

For schools related to Category 1 there is an option to participate in " SEI Insights " and for students participating in Category 2 it is " Youth Innovation Awards ". Guidelines for participation.

To participate in the Event please follow the guidelines below :

Entries must be directly uploaded only on our website ( hfn.link/essayevent ) by institutions or directly by students.

Essays received through email or post will not be considered., there is no charge for participation..

a. Participants may select any one of the 11 optional languages to write the essay on the topic specified for their Category.

b. The essay must be typed or handwritten on A4 size paper. Essays may be handwritten in black or blue ink or computer typed in a relevant prescribed script for each language.

c. The Participant’s name, Father’s Name, Age, Name of Institution must be written on every page of the essay.

d. The word limit for Category 1 ( Ages -14 -18 ) is 500 and must be strictly adhered to.

e. The word limit for Category 2 (Ages – 19-25 ) is 750 and must be strictly adhered to.

f. Please mention the total number of words of the essay after the concluding paragraph.

g. Submitted entries must not bear any appeals, illustrations or slogans.

h. The scanned copy of the essay (Max size 3 MB) must be uploaded on our website. Link : hfn.link/essayevent.

i. The details for submission of the essay is available for download in the “Guidelines for Submission“ section of the website.

j. In case of submission of essays through the school/college, the institution mail-id must be entered for all entries in place of the participant’s email id on the submission screen.

k. The institution may write to us requesting login credentials at [email protected] A login credential for the institution will be provided to help the coordinator submit/manage all the essay submissions made using the institution’s email id.

Each participating school from Category 1 is invited to get their students to participate in “SEI Insights” - an objective type questionnaire that will evaluate the socio-emotional intelligence of their students. Each student opting to participate will receive a confidential report and each school as a whole will also get a report. Schools will be given Certificates in the Gold, Silver and Bronze category depending on the performance of their students collectively. Each participating student from category 2 ( age:19-25) also has an opportunity to participate in the youth innovation awards. participating students will be required to survey the locality they live in and to identify a problem affecting the community which lives in the locality. they are to think of innovative solutions to the problem identified by them and to submit a project on the suggested intervention. a jury will select projects which will be awarded youth innovation awards consisting of a citation and funds to implement the project. to know more about the event and to participate click on the following link : innovator award, evaluation criterion for essays in both categories.

Participating students have the option to carry out research on the theme as it is not an on-the-spot competition. However, all submitted essays must necessarily be the original work of the author and references or quotations therein must be duly acknowledged.

a. The evaluation of all submitted entries will be carried out by a jury for each of the languages based on the following criterion :

4. Originality

5. Relevance of ideas to the theme

6. Research/attention to details

: Weight 5%

7. Conclusion

b. To fulfill the purpose of this Event, the essay must reflect the author’s personal experience or views on the topic. Originality and relevance of ideas to the topic carry the maximum weightage.

c. Essays plagiarized from books or the internet will be rejected.

d. All awards will be subject to the sole discretion of the jury and their decision will be final.

e. The intent of the information provided in the English version of the Information Leaflet and flyer shall prevail over all other translated versions.

Awards and Recognitions

For Individual Student Participants

A Winner and a Runner- up : in each of the 11 authorized languages in each category will receive a trophy and certificate.

Certificates with Rank : Essays ranked from third to the tenth position in each of the 11 languages in each category will be awarded mementos and certificates stating the rank.

Merit Certificates : An E- Merit Certificate will be awarded to the 10% of entries shortlisted by the jury for the final round of selection in each of the 11 languages in both categories.

Certificate of Participation : E-certificates will be awarded to all participants who fulfill the participation criterion as per the guidelines.

Some participants may be required to undertake an interview by the jury by telephone or a video call as a final round of selection for the top awards. The jury will have the discretion to accept or disqualify any of the submitted essays and their decision will be final.

National Online Essay Writing Competition

The office of the Comptroller and Auditor General (CAG) of India is organising the second National Online Essay Writing Competition as part of Audit Diwas celebrations on the topic “Celebrating the resilience of the Indian Democracy and the role of the CAG of India”.

The essay competition aims to make the youth of the country aware of the institution of CAG of India and appreciate the contribution of the CAG in promoting public accountability and good governance. The competition will also give an opportunity for young minds to harness their creativity and express ways in which the institution of the CAG can contribute to good governance.

Gratifications: The essays will be evaluated separately in English and Hindi. Winners of the competition will be awarded cash prizes as follows: • First prize: ₹30,000 • Second prize: ₹20,000 • Third prize: ₹15,000

Please Note: There are no charges/registration for participation in the competition.

Eligibility: 1. The online essay writing competition is open to all persons who are currently enrolled in a course of study at any institution recognized by any University in India. 2. The participant should not be more than 25 years old as on 20 July 2023. 3. Employees of the Indian Audit and Accounts Department shall not be eligible for participating in the competition. 4. Only one entry from each participant will be considered. In case it is discovered that a participant has submitted more than one entry, all the entries from the participant will be disqualified.

Mode of Submission: • The length of the essay should not exceed 1500 words. • The Essay may be written either in English or Hindi. • The participants would be required to submit six documents online as attachments in a single e-mail to the address: essay2023[at]cag[dot]gov[dot]in. The details of these documents are given in paras 5.4.1.1 to 5.4.1.5. The subject of the e-mail should be written as “CAG’s National Online Essay Writing Competition”. • Participants should send the essays in MS word docx - Calibri (English)/Mangal (Hindi) and pdf format. The names of both the .docx and .pdf file should be the e-mail id (excluding the domain name) of the participant followed by language (English/Hindi)1 in which the essay has been written. Essays sent by post will not be considered. Mention of the participant’s name/email or other personal details anywhere in the body of the essay will lead to disqualification.

Timeline: Essays may be e-mailed on any date from 10:00 hrs on 21 July 2023 to 17:00 hrs on 20 August 2023. Entries received beyond this period will not be considered.

The larger framework of this competition is to explore the significance of ethics in the society at large and in the business world in particular. So, you are requested to choose one specific topic which you are convinced of and argue for it. Do not remain at the general or descriptive level. About the Competition

The Indian Council for Cultural Relations (ICCR) was founded in 1950 with the primary objective to actively participate in the formulation and implementation of policies and programmes pertaining to India’s external cultural relations; to foster and strengthen cultural relations and mutual understanding between India and other countries; to promote cultural exchanges with other countries and people, and to develop relations with nations.

ICCR has been playing an equally important role in the field of education for International students in India. It offers a number of scholarships to foreign nationals to pursue higher studies in Indian Central/State Universities and other recognized Institutes of higher education and learning.

ICCR proposes to organize an “Essay Competition”.

About the Centre for Competition Law and Policy (CCLP):

Considering the rising importance of Competition Law in order to ensure free and fair markets, The Centre for Competition Law and Policy has been established at Maharashtra National Law University, Aurangabad, with the aim to create awareness and disseminate knowledge about Competition Law in domestic and foreign arenas. The Centre aims to promote interdisciplinary research in competition law and policy making, involving developments in the fields related to sectoral regulators. The Centre aims to provide a forum for exchange of information and knowledge wherein leading practitioners and academicians, scholars and students, can discuss and exchange ideas on contemporary issues of competition law and policy. In consonance with the vision above the Centre wants to further its aim by creating an environment of research in the field of competition law.

About the 1st MNLU-A National Essay Writing Competition, 2023:

Competition Law is experiencing remarkable growth and presenting abundant opportunities for aspiring legal professionals. The Maharashtra National Law University, Aurangabad will organize its first edition of the MNLU-A National Essay Writing Competition, 2023, which seeks to foster awareness and understanding of the diverse facets of Competition Law among young legal minds. This Competition will provide an ideal platform for talented scholars to demonstrate their knowledge and insights into Competition Law in India, while also contributing to the Competition Commission of India’s advocacy efforts.

Word Limit: 3000-5000 words (excluding footnotes).

Co-Authorship is permissible only up to a maximum of two authors.

Font and size for the essay: Times New Roman — 12, Line spacing 1.5.

Font and size for footnotes: Times New Roman — 10, Line spacing 1.0.

Plagiarism must not exceed the prescribed limit of 10%.

Page size: A4, Margin: 1” from all sides, Alignment: Justified, Line spacing: 1.5

Citation Style: Footnotes must be properly cited strictly in accordance with the latest Bluebook (21st edition) format.

No endnotes or speaking footnotes (descriptive footnotes) are permitted.

  • To invite students to share their ideas and visions for India’s G20 Presidency
  • To create awareness and enhance knowledge about India’s G20 Presidency
  • To increase understanding about India’s G20 Presidency
  • To encourage young Indians to relate to different parameters of G20.
  • Originality of thought and depth of knowledge

  • Structure, articulation and writing style
  • The competition is open to only Indian Citizens.
  • The Essay can be submitted in either Hindi or English languages in the following categories/ age groups:
  • The length of the Essay must not exceed 1500 words.
  • The Essay must be typed in an A-4 size MS word document using Arial font for English and Mangal font for Hindi, having size 12 with 1.5” spacing and should be submitted in the form of PDF.
  • The participants must be the same person who has written the essay. The Essay should reflect original thinking and presentation.
  • The Competition is open to only Indian Citizens.
  • Category: 12 - 14 years of age
  • Category: 14 -16 years of age
  • All entries must be submitted through the MyGov.in portal only. Entries submitted through any other medium/mode will not be considered for evaluation.
  • A participant can submit only once. In case it is found that any participant has submitted more than one entry, all his/her entries will be considered as invalid.
  • The entry should be original. Copied entries or plagiarized entries will not be considered under the contest. Winning entries will also be suitably publicized by the G20 Secretariat/ Ministry of External Affairs.
  • There are no charges/registration fee for participation in the competition.
  • The Essay must be typed in an A-4 size MS word document using Arial font for English and Mangal font for Hindi, having size 12 with 1.5” spacing. The essay must be uploaded in the PDF format.
  •  Please note that the Essay must be original and should not violate any provision of the Indian Copyright Act 1957. Anyone found infringing on others’ copyright would be disqualified from the competition. G20 Secretariat/Ministry of External Affairs does not bear any responsibility for copyright violations or infringements of intellectual property carried out by the participants.
  •  Mention of the Author’s name /email etc., anywhere in the body of the essay will lead to disqualification.
  •  G20 Secretariat/Ministry of External Affairs reserves the right to verify original documents such as proof of age etc., before awarding the prizes.
  •  Participant is to make sure that their MyGov profile is accurate and updated since G20 Secretariat/Ministry of External Affairs would be using this for further communication. This includes details such as name, photo, complete postal address, email ID and phone number. Entries with incomplete profiles would not be considered.
  •  The G20 Secretariat/Ministry of External Affairs reserve all the rights and any dispute, amendments or any issue related to this competition / guidelines / evaluation criteria etc., shall be decided by the G20 Secretariat/ Ministry of External Affairs which will be final and binding.
  •  G20 Secretariat/Ministry of External Affairs reserves the right to cancel or amend all or any part of the competition/guidelines/evaluation criteria etc., at any time. 
  •  Any changes to the Terms and Conditions/ Technical Parameters/ Evaluation Criteria, or cancellation of the Contest, will be updated / posted on the MyGov platform. It would be the responsibility of the participants to keep themselves informed of any changes in the Term & Conditions/ Technical Parameters/ Evaluation Criteria stated for this Contest.
  •  If any entry is found to violate the guidelines, it will be removed from the evaluation process without giving any intimation or explanation to the participant.

The 2024 Regions Riding Forward Scholarship Contest consists of four (4) separate Quarterly Contests - one for each calendar quarter of 2024. Regions is awarding four $8,000 scholarships through each Quarterly Contest.

Each Quarterly Contest has its own separate entry period, as provided in the chart below.

The entry deadline for each Quarterly Contest is 11:59:59 PM Central Time on the applicable Quarterly Contest period end date (set forth in the chart above).

How to enter, 1. complete an online quarterly contest application.

Enter the Regions Riding Forward Scholarship Contest by completing a Quarterly Contest application.  The second Quarterly Contest runs from April 1, 2024 through June 30, 2024. Complete and save all requested information. 

2. Prepare your Written Essay or Video Essay

For each Quarterly Contest, the topic of your Written Essay or Video Essay (your “Essay Topic”) must be an individual you know personally, who lives in your community. Your Written Essay or Video Essay must address how the individual you have selected as your Essay Topic has inspired you and helped you build the confidence you need to achieve your goals.

Written Essay and Video Essay submissions must meet all of the requirements described in the contest Official Rules. Your Written Essay or Video Essay must be (i) in English, (ii) your own original work, created solely by you (and without the use of any means of artificial intelligence (“AI”)), and (iii) the exclusive property of you alone.

Written Essays must be 500 words or less. You can write your Written Essay directly in the application, or you can copy and paste it into the appropriate area in the application form.

Video Essay submissions must be directly uploaded to the contest application site. Video Essays must be no more than 3 minutes in length and no larger than 1 GB. Only the following file formats are accepted: MP4, MPG, MOV, AVI, and WMV. Video Essays must not contain music of any kind nor display any illegal, explicit, or inappropriate material, and Video Essays must not be password protected or require a log-in/sign-in to view. You must upload your Video Essay to the application, and you may not submit your Video Essay in DVD or other physical form. (Video Essays submitted via mail will not be reviewed or returned.)

Tips to Record Quality Videos on a Smartphone:

  • Don’t shoot vertical video. Computer monitors have landscape-oriented displays, so shoot your video horizontally.
  • Use a tripod. Even small movements can make a big difference when editing.
  • Don’t use zoom. If you need to get a close shot of the subject, move closer as zooming can cause pixilation.
  • Use natural lighting. Smartphone lighting can wash out your video.

3. Review and submit your Quarterly Contest application

Review your information on your Quarterly Application (and check the spelling of a Written Essay) and submit your entry by 11:59:59 p.m. Central Time on the applicable Quarterly Contest period end date. The second Quarterly Contest period end date is June 30, 2024.

4. Await notification

Winning entries are selected by an independent panel of judges who are not affiliated with Regions. If your entry is selected as a Quarterly Contest winner, you will need to respond to ISTS with the required information.

Eligibility

For purposes of this contest:

  • The “Eligible States” are defined as the following states: Alabama, Arkansas, Florida, Georgia, Iowa, Illinois, Indiana, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, South Carolina, Tennessee and Texas.
  • An “accredited college” is defined as a nonprofit, two- or four-year college or university located within one of the fifty (50) United States or the District of Columbia.

To be eligible to enter this contest and to win an award in a Quarterly Contest, at the time of entry, you must:

  • Be a legal U.S. resident of one of the Eligible States.
  • Be age 16 or older.
  • Have at least one (1) year (or at least 18 semester hours) remaining before college graduation.
  • If you are not yet in college, begin your freshman year of college no later than the start of the 2025 – 2026 college academic school year.
  • As of your most recent school enrollment period, have a cumulative grade point average of at least 2.0 in school (and if no GPA is provided at school, be in “good standing” or the equivalent thereof in school).

THE SPOILED HEART , by Sunjeev Sahota

The titular spoiled heart of Sunjeev Sahota’s new novel is not spoiled in the sense of being overindulged. It is spoiled in the sense of being ruptured, through hardship. A tragedy in which a man comes to personal and profession ruin, the novel explores whether the ruination is self-inflicted or societal, and whether it is a degenerative condition or if some radical surgery can reverse it. Certainly, Sahota has a surgeon’s dexterous hands, and the reader senses his confidence.

Sahota’s fourth novel is his first to be set entirely in England. His debut, “Ours Are the Streets,” portrays the radicalization of a young boy in Sheffield and his life-changing return to his home in Pakistan. “ The Year of the Runaways ,” a Booker Prize finalist, follows three housemates in Sheffield and the interconnected tales of their migration from India. “ China Room ” counterposes the story of a young bride in 1929 rural Punjab with that of a second-generation immigrant battling addiction in 1999. Gender inequality, cultural alienation and generational trauma are some of Sahota’s favored themes, and they carry over into “The Spoiled Heart.”

The protagonist is a 42-year-old factory manager in Chesterfield named Nayan Olak, who is hoping to advance his career by running for general secretary of Britain’s biggest union. The caregiver to his abusive father, Nayan grieves for his mother and son, who died in a fire in the family home and shop some 20 years prior. His marriage didn’t survive the tragedy, and now, in the fall of 2017, he is finally pursuing a love interest: Helen Fletcher, newly returned to her hometown with her son.

Helen is a home health aide, so when she turns down an offer to care for Nayan’s father, we sense a conspicuous withholding of information. She and her teenage son, Brandon, have had to relocate from London after a public furor over remarks Brandon made at his job that were deemed racist — a story that Helen doesn’t disclose until it finds a horrible parallel in Nayan’s life.

Withheld revelations and dark secrets drive the novel’s family saga and romantic strands. But the story’s engine lies in the union leadership contest between Nayan, who is running on a class-struggle platform, and Megha Sharma, a self-described change candidate fighting for racial equality. They’re both of Indian descent, though Megha hails from a wealthy family while Nayan had a far less privileged upbringing.

The campaign escalates to a heated town-hall debate comprising the last act of the novel, in which the left eats itself by pitting identity politics against class solidarity. (Sahota himself has said in an interview that Prime Minister “Rishi Sunak is not my racial friend, he is my class enemy.” This might have been Nayan’s line if the novel were set a few years later, after Sunak’s rise to power, also as a professed change candidate.) Ultimately, the politics become personal, and the descending arc of Nayan’s life steepens.

This is a plot-packed, propulsive story even without the withheld revelations that will have some readers wanting to shrug off the steering hand on their backs. Sahota employs an initially distracting framing device of an external narrator — a novelist-cum-journalist who is interviewing Nayan about his past. Inevitably, this character discovers that he is not a neutral actor in Nayan’s history.

The question persists as to whether a person should ever be wholly forgiven for past mistakes, particularly when they never fully admit the mistakes to themselves. With scandal plaguing a major Conservative Party donor in Britain who reportedly made racist comments, and Sunak continuing to accept such donations while wagging a finger, this novel is as topical as they come.

There is an easeful precision to Sahota’s prose reminiscent of Kamila Shamsie and Jhumpa Lahiri, a painful irony that evokes Percival Everett, and a grand human downfall alongside a battle of ideas that is Ibsenesque. Just as climate activists recently interrupted Ibsen’s “An Enemy of the People” on Broadway, past activists haunt this book with the warning that to obscure history is to fail to learn from it, and that to divide is to be conquered.

Elliot Ackerman’s new novel is “ 2054 ,” written with retired Adm. James Stavridis. This piece is adapted from an essay in the spring 2024 issue of Liberties, a journal of culture and politics.

In the summer after the fall of Afghanistan , I received an invitation to speak at CIA headquarters. I used to work as a paramilitary officer at the agency, and a former colleague of mine attended the discussion. Afterward, we went back to his office to catch up over a drink. The two of us had once advised the CIA-backed Counterterrorism Pursuit Teams in Afghanistan. At their height, the CTPT forces numbered in the tens of thousands. During the fall of Kabul, they played an outsize role in bringing any semblance of order to the evacuation after the government and national army dissolved.

My friend reached behind his desk and pulled out two overhead surveillance photographs. When congressional leaders had asked about the CTPT’s performance vs. that of the Afghan National Army, the CIA had shown them these photographs. “That’s a photo of the last Afghan army flight out of Kandahar,” my friend explained about the image of panic and chaos. He then showed me the second image, taken a few hours later, also at Kandahar Airfield. In it, the C-17 transport plane is in the exact same position, except the soldiers loading into the back are in neat, disciplined rows. “This is a photo of the last CTPT flight out of Kandahar.”

The Afghan National Army, which had systemic issues with discipline and graft, was deeply dysfunctional, while the CTPT was as effective as many elite U.S. infantry units. Unlike the Afghan National Army, the CTPT reported not to the Afghan government but, rather, to the U.S. government through its CIA handlers. It was a private army.

The CTPT’s mission evolved from being a small counterterrorism force used to hunt down al-Qaeda to a counterinsurgency force used to capture and to kill the Taliban leadership, to, eventually, a border security force used to hold the country together, at least as long as it could.

Private armies have played a critical role in virtually all wars; the CIA-funded CTPT in Afghanistan and the Wagner Group in Ukraine are only the most recent examples. Broadly speaking, they serve two distinct purposes: They act as a force multiplier that expands the regular military’s capacity, and they create political deniability for both a domestic and an international audience. Private armies remain a tool used by democratic leaders and authoritarians alike. Mercenaries are as old as war itself.

In the game of empire, expansion fuels prosperity and war sustains expansion. Except war is a dirty business, one that citizens of most wealthy and prosperous nations would rather avoid. Yet someone has to fight these wars and, afterward, secure the peace. Whether it’s Pax Americana, Pax Britannica or Pax Romana, pax imperia isn’t really peace; it is the illusion of peace sustained by the effective outsourcing of war. This doesn’t impugn an imperial peace — I certainly would have preferred to live in Pax Romana as opposed to the medieval turbulence that followed — but, rather, shows how these periods of political and economic stability are sustained.

During the Roman Republic — before Pax Romana — conscription was conducted through a draft of male citizens, but this contract frayed and then tore apart under the burden of imperial expansion. In 49 B.C., one of Julius Caesar’s first decrees as dictator for life was the granting of Roman citizenship to those occupying the farthest reaches of the nascent empire. Changing the preconditions of citizenship altered the composition of the army, which had profound effects on Rome, the army being its most important institution. Service in the legions would increasingly fall to nonnative Romans who never saw Rome and never spoke Latin, and whose loyalty was often more to their native-Roman officers than to the abstraction of a Rome they barely knew.

This dissolution of Roman identity within the ranks proved fatal in the empire’s final years. The mercenaries who fueled its expansion became its undoing. This is not to say the outsourcing of military service away from Rome’s center was ineffective, even if it culminated in the dissolution of Rome itself. Indeed, few nations can boast a military that conquered and garrisoned an empire over a period of nearly 1,500 years. For this reason, it comes as no surprise that other empires appropriated many of the techniques Rome pioneered.

None more so than the British. Their empire connected their small island nation to a broader world, delivering it outsize wealth, influence and power. And the jewel in the crown of the British Empire was, of course, India. The imperial era was a period of significant reform and expansion for the British military, to include a rebalancing of the empire’s reliance on regular vs. private armies.

Like the Romans, the British increased their reliance on non-British soldiers as their empire expanded. Unlike the Romans, the British did not extend rights of citizenship to the diverse array of cadres that composed their forces; instead, they incorporated their imperial charges into the empire as subjects of the crown. The British East India Company fielded the largest of these private armies, which it paid for with company proceeds. Indian sepoys (a term, derived from Persian, for a native soldier serving under foreign orders) filled the ranks while native-British officers led them, but those officers held commissions inferior to those in the regular British army.

The mission of the East India Company’s army was, simply, to secure the interests of the company on the subcontinent. The governance of colonial India is a remarkable example not only of military privatization but also of the privatization of empire. Company rule extended until 1858, after those same sepoy regiments revolted in what became known as the Indian Mutiny.

The Indian Mutiny was the result of an accumulation of social and economic resentments, as opposed to a single cause. The fighting continued for a year, with garrisons of sepoys across the country killing British officers and their families. By the end of that year, the British had regrouped and, along with sepoys loyal to the East India Company, defeated the rebels. Still, the Indian Mutiny was a debacle for the empire. It caused British leaders to question the composition and quality of their military forces. Between 1868 and 1874, a series of reforms implemented by British Secretary of State for War Edward Cardwell would transform the British army from a force of gentleman-soldiers to a professional army with a robust reserve that could be mobilized in a time of war.

If the Indian Mutiny revealed the dangers of relying on private armies, it was the Franco-Prussian War of 1870, in which the precursors of the German Empire routed the Second French Empire, that proved the importance of having a military reserve that a nation could rapidly mobilize.

After the Napoleonic Wars, British soldiers served brutally long 20-year enlistments. Often, these soldiers would spend many of those years far from home in various colonies and, upon retirement, older and weakened by prolonged active service, they would be of little military use as reservists. This left Britain without a pool of soldiers to mobilize in wartime. The Cardwell Reforms shortened enlistments to as little as six years, allowing soldiers to return to civilian life but remain in the reserve at reduced pay. This new policy granted British leaders access to a large reserve army, should they need it.

Prior to the Cardwell Reforms, officers in the British army didn’t earn their commissions; they purchased them. Cumulatively, British families invested millions of pounds in the purchase of commissions. Those who could not afford them served as officers in colonial regiments, which held inferior standing within the army. By the time Cardwell began implementing his reforms, this had created a dysfunctional tiered system. The army was the opposite of a meritocracy. The resulting incompetence of the uniformed aristocrats, immortalized in Tennyson’s “ The Charge of the Light Brigade ,” was disastrously proved on the battlefields of the Crimean War. The era of the gentleman-soldier in the British army was coming to an end, as was a reliance on private armies such as those deployed by the East India Company.

An empire, once acquired, must be maintained. It requires the control of territory, and this requires — to use the distinctly American term — boots on the ground . A question naturally follows: Whose boots? The reforms that Julius Caesar made to Rome’s legions, along with the ones that Cardwell made to the British army, were efforts to answer that question.

After World War II, when the United States was called “to bear the burden of a long twilight struggle” against communism, as President John F. Kennedy put it in his inaugural address in 1961, the question of whose boots became foremost in the mind of U.S. military strategists. Each of the two superpowers had acquired an empire at the end of the war, and these empires needed to be garrisoned and defended against the other.

Kennedy framed the nature of that defense in a speech at West Point in 1962, in which he emphasized a new military challenge: “another type of warfare, new in its intensity, ancient in its origins — war by guerrillas, subversives, insurgents, assassins, war by ambush instead of by combat; by infiltration instead of aggression, seeking victory by eroding and exhausting the enemy instead of engaging him.” At the time Kennedy delivered this speech, he had already authorized a significant expansion of Special Operations forces within the U.S. military. In an official White House memorandum on guerrilla warfare in 1962, in which Kennedy would forever require members of the U.S. Army’s Special Forces to wear the green beret, he declared : “Pure military skill is not enough. A full spectrum of military, para-military, and civil action must be blended to produce success.” His commitment to unconventional warfare as a pillar of national defense was a strategic pivot as profound as those that took place in Britain and Rome.

This “other type of warfare” became a reality in Vietnam and a doctrine of American warfare into the next century. Strategic concepts such as “foreign internal defense” and “counterinsurgency strategy,” the latter first seen in the Philippines in the early 20th century and then further developed in Vietnam, appeared again in Iraq and Afghanistan. They rely on the U.S. military to train a partner force that eventually takes responsibility for the conduct of the war, requiring far fewer American “boots.”

This was the strategy of “Vietnamization,” which sought to bolster the South Vietnamese military. In Iraq, this was the “surge” and the “Sunni Awakening,” in which U.S. forces doubled down on training the Iraqi military while co-opting Sunni militias once loyal to al-Qaeda. In Afghanistan, it was a second surge and reinvestment in the Afghan National Army. What these examples all have in common is an American method of warfare that shifts the burden to an indigenous force, allowing American troops to withdraw. It also shifts the conditions of victory, which is less defined by conditions on the battlefield. Victory today is defined — this is an extraordinary development — by outsourcing the prosecution of a war and bringing our troops home.

In Vietnam, Iraq and Afghanistan, this strategy yielded mixed results. Vietnam and Afghanistan were wars that America unequivocally lost. With Iraq, it is difficult to argue that the United States won, but it is equally difficult to say we lost. The Iraqi government that was created after the U.S. invasion endures, and the security services that the United States helped train have successfully carried the burden of their own security, in recent years defeating the Islamic State with little aid from American boots. When President Biden announced the withdrawal of troops from Afghanistan, he emphasized that “our diplomacy does not hinge on having boots in harm’s way — U.S. boots on the ground. We have to change that thinking.”

The war in Ukraine began as a mercenary war. When Russia invaded Crimea in February 2014, the invading soldiers wore no Russian military insignia, causing many to refer to them as “little green men.” The explicit appearance of Russian soldiers would have cost Russian President Vladimir Putin more politically than he was willing to accept. In the eyes of the international community, as well as in the eyes of his citizens, there was value in deniability. Putin needed to launder his activities in Ukraine. Mercenary armies are very good at such laundering.

To lead this mercenary venture, Putin made an unlikely choice: Yevgeniy Prigozhin, a coarse former restaurateur known as “Putin’s Chef.” Backed by cadres of battle-tested field commanders, Prigozhin helped found the Wagner Group in 2014 and presided over its rapid expansion. Between 2014 and 2021, Wagner mercenaries delivered many thousands of Russian boots on the ground in places where no Russian boots should have been — Libya, Ukraine, Sudan, Mali, Venezuela, the Central African Republic and directly against American troops in Syria in February 2018. All this while the Kremlin denied Wagner’s involvement and, in some cases, its existence.

The Wagner Group was an effective military force that Putin could deploy anywhere in the world without political embarrassment. When Putin launched a full-scale invasion of Ukraine in February 2022, the Wagner Group contributed about 1,000 soldiers to the invasion, but it never assumed the lead. That job would fall to the regular Russian military, which hadn’t taken on an operation of this scope in more than a generation.

Only months into the war in Ukraine, however, the Russian military was in crisis. It was swiftly exposed as a mediocre and confused force, proving the dangers of might without competence. After sustaining heavy losses, Putin needed to replenish his ranks. But how could he sell the Russian people on a mobilization for a war that wasn’t even a war but, rather, “a special military operation”? There is no more dire threat to a political leader’s power than a failed war. So he enlarged his reliance on the Wagner Group, increasing its size and allowing its cadres to recruit in Russia’s prisons.

Like the Romans and the British, Putin would learn the dangers of vesting military power in private hands. Prigozhin began feuding with Russian Defense Minister Sergei Shoigu, Chief of the General Staff Valery Gerasimov and other senior commanders, characterizing them as incompetents. For his army of mercenaries, Prigozhin became a charismatic populist leader, airing their grievances against Russia’s military establishment. Prigozhin gave Russia a sorely needed military victory in the battle of Bakhmut, and no achievement vests a leader with political power more quickly than battlefield success. This is one of the great dangers of placing military power in the hands of private military leaders.

This was a lesson Putin learned early on the morning of June 24, 2023, when Prigozhin marched his Wagner Group soldiers off the battlefield and back into Russia.

Prigozhin’s mutiny (which might have turned into a coup) failed, with his cadres largely absorbed into the regular Russian army or banished to private wars in Africa, and with Prigozhin’s apparent assassination two months later. Yet the uprising serves as another example of the dangers that exist when a nation uses private armies. Sometimes the only thing more dangerous than a state’s monopoly of force is the lack of such a monopoly.

We should be extremely cautious of wars fought with this indirect approach, designed mainly to insulate a domestic constituency from the costs of war. Proxy wars have long been elements of strategy in great-power competition, but a war fought under our flag by mercenaries is different from a proxy war. A nation that requires private armies to sustain popular support for wars is likely fighting those wars for the wrong reasons. The “good wars” — wars that must be fought and are typically fought for the right reasons — seldom rely on private armies. Beware of the nation unwilling to do its own fighting.
