Research Report: Top 10 Facility Management Trends

The 2011 “Facility Management Forecast” can help facility practitioners succeed in their careers by identifying the industry patterns to look for, the skill sets to work on, and the places to allocate their resources. It can also help facility management departments chart a course for the future and align facility management with corporate strategy . The trends identified fall into three categories: externally, internally, and organizationally driven.

Externally driven trends are dictated by societal and other factors . Sustainability continues to grow in importance and prominence worldwide. Organizations have begun to incorporate it into business goals and culture, and within the profession, it has moved from an emphasis primarily for new construction to influencing existing building operations .

Complex building systems and controls increasingly offer opportunities and challenges for the profession. The industry can leverage new technologies to manage facilities better, but it also needs to ensure adequate training is in place to educate practitioners on new systems.

Facility management faces problems stemming from the aging building stock professionals manage — difficulties compounded by the global recession . As facilities and mechanical systems reach and exceed their expected operating lives, significant issues of “repair or replace” must be addressed.

Facility managers play a critical role in business continuity after a disrupting event, not only by crafting and implementing the prepared response plan, but also by serving as role models for the organization in emergency preparedness and business continuity planning.

Internally driven trends derive from within the profession. The increasing quantity and complexity of data available to facility managers through new reporting protocols poses challenges and opportunities for the profession. More facility departments have added the ability to convert raw data into usable and meaningful information that fosters informed decision making.

Finding top talent in facility management is gaining greater importance. Recognizing that facility management is often not the first choice of today’s new graduates, the profession will need to increase its branding and outreach.

There is a growing desire to elevate facility management to improve the recognition and perceived value of the profession within the corporate hierarchy. Many have achieved success in this arena through careful alignment with their organization’s mission and by emphasizing facility professionals’ role as managers of significant assets and enablers of the organization’s mission, vision and values. Organizationally driven trends derive from the corporations and organizations housing facility departments. Increasingly, organizations are expanding their expectations of facility management to include both technical and business acumen, which drives the need for an evolving skill set for those in the profession. While the technical aspects are generally well understood, the increased focus on business acumen will require facility professionals to think and act strategically and to communicate their positions in the language of the C-suite .

There is a growing recognition that facility management contributes to the health and well being of building occupants, thereby benefiting efficiency, productivity, and profitability — key pillars of an organization’s bottom line.

Changing work styles significantly affect both occupant behavior and the vacancy rate of buildings, which affects how buildings must operate. Facility management increasingly faces challenges posed by open work plan arrangements, differing hours of operation, and varying occupancy rates and densities — all of which impact power use and other considerations.

These trends do not stand alone as solitary influences on the profession, but rather bear strong interconnections. The most successful facility professionals will be those who proactively meet the challenges posed by these trends and lead the way for their organizations and the profession as a whole.

The center has extensive research, often in collaboration with public or private organizations, nationally and internationally. Some examples:

Sustainable Facilities Management (SFM)

SFM is an integrated strategy for the sustainability improvement of an organisations primary processes and supporting facilities and services (SFM model). It involves the sustainable development of buildings management, leadership and service to improve the sustainability of the built environment. It aims to maintain and develop high quality in terms of energy and resource efficient jobs and increased job satisfaction, productivity and efficiency for the building users, owners and facilities managers in daily operations and activities.

Since 2011, Sustainable Facilities Management (SFM) has been an important focus and learning objective for research projects, and it is established as a Master course in SFM at the Faculty of Architecture and Fine Art.

Research in SFM - Minder (ongoing)

Minder - Methodologies for Improvement of Non-residential Buildings' Daily Energy Efficiency Reliability

This research project is funded by the Norwegian Research Council for the period 2013-2016. The project leader at NTNU is the Faculty of Humanities (HF). Faculty of Architecture and Fine Art is collaborating with ZEB (Research Centre for Zero Emission Buildings).

The multidisciplinary research group in MINDER study’s energy-efficient buildings and requirements for how energy could be managed in buildings. One of the critical points is whether the buildings actual energy performance can be kept close to its original target. The overall objective is to contribute to the creation of positive circles between buildings and its use and operation in everyday life, which is able to stabilize or increase the energy efficiency of buildings. Usability or fitness for buildings in use. The term usability puts the user perspective in focus and looks at how building operation, organisation and technology can support. NTNU is cooperating with Statoil, Hydro, Public Construction and Sør Trøndelag County on various usability projects. NTNU have also collaborated in an international project called "EraBuild project", with partners in Sweden and Finland. The usability project has resulted in methods of evaluation and usability in buildings (USE - TOOL); See publications / books.

Usability in the workplace

A primary goal of the Centre for Real Estate and Facilities Management is to put the user back into focus in the construction industry. Buildings are built for a purpose; as a workplace, housing, leisure, entertainment or education - to mention a few. The main question is whether buildings supports user organisation and contributes to value creation or not.

Our use of the term "usability" is based on an international organisation for standardization (ISO), which relates to standards of ergonomics of human interaction. We define buildings as efficient and powerful products that will contribute to user satisfaction. Upon seeing buildings as a tool that supports the activities that take place in them - and by understanding relationship building must have with its users by planning and design stage, organisations potential to maximize building efficiency and increasing user satisfaction. A building usability never just depends on the building itself, but must be understood through its relationship with users. The context depends on several factors, such as location, market, technology, time, culture and values, and further user history, experiences and perceptions. This means it can be considered applicable in one situation, and not necessarily in another.

One of the main objectives of our work is to understand the concept , underlying factors and mechanisms, and to develop theories and methods to evaluate the usability of buildings. Usetool has been designed to gain insight into user experiences of a building - and to see the building's ability to support the core business. Usetool methodology is developed in close cooperation with three Norwegian partners in a research project. All partners have large building portfolios they manage and develop on behalf of its user organization. The goal was to develop a set of tools that were easy to use and that provide both an overview and more detailed knowledge when facilities managers evaluate the usability of their buildings. Each partner fielded a case that was used for testing and development of these methodologies and tools. Usetool has subsequently been used in several projects as a strategic tool in the development of existing facilities and programming for new buildings, as well as in several other projects and student assignments to assess usability in office buildings, schools, colleges, nurseries and even for public, outdoor spaces. Our studies and tests indicate that the described methods and tools have failed to consider within a given context, with special focus on the efficiency of the plants and their ability to support value creation for an organisation. An important question has been whether our usability evaluations have improved practices and driven innovation, new solutions and new contexts for use. One study showed that innovation is possible if usability evaluations are part of a larger development. Such assessments can be drivers of innovation where there is great need for change - and where key stakeholders have a good understanding of the project and their requirements.

The value of evaluations of usability rests in the ability to understand consumer experiences to divert to the right products and solutions.

SYMBIOSE. Centre for Research-based Innovation for the real estate industry in Norway (SFI).

Symbiosis, is to be a leading national and international centre for multidisciplinary and research-based innovation in building processes. It’s primary purpose is to: - Reinvent building processes and make it possible for players in the construction industry to create innovation through long-term research.

  • Using the industry as a living lab, and promote the development of industry-oriented research clusters at the forefront of national and international research, and as an integral part of dynamic, international research networks.
  • Facilitate active cooperation between innovative companies in construction industry value chain and strong research groups at NTNU, NTNU Social Research, SINTEF and Management.
  • Stimulating research training in areas that are important to end users and the construction sector, and encourage the transfer of research-based knowledge and technology.
  • To identify and facilitate the development of organisational and project opportunities to increase value creation and delivery.

The Symbiosis proposal was prepared by 12 companies representing different parts of the value chain for property (clients, architects, engineers and contractors), five related associations and networks, governments at construction site and Bygg21, along with research partners. If accepted, this centre will obtain eight years of funding, representing approximately 216 million or 26 million Euro’s.

R & municipal property

Government and Regional Development from 2008 supported a five-year research program on municipal and county property.

Research at NTNU has lead to the development and management of public buildings in a life cycle perspective and as the Property Commission's report said "Well-maintained buildings to give more to everyone."

The program has funded two PhD candidates; Nora Klungseth and Arnt Ove Hopland. Read more about their work under PhD students . It's released report titled "IKS in municipal property management. The purpose of this paper is to provide a literature review on the different ways of carrying out facility management and related topics in order to uncover that there is limited research regarding the impact of facility management on the logistics and operational performance of warehouses.

Design/methodology/approach

Four different focus areas have been identified and for each one different methodologies and streams of research have been studied.

The study underlines the importance of facility management for the logistics operations; therefore it supports the notion that investments aiming at preserving the status of the building and service components of warehouses are crucial.

Originality/value

This paper aims to suggest to facilities management managers that they can contribute to enhance business performance by designing effective facility management strategies.

Educational institutions are becoming increasingly important for regional and national economies. Recent developments in Europe have drawn attention to the need for elite institutions. After a long domestic debate, Germany appointed three of its universities to Eliteunis in the fall of 2006. Similar discussions and initiatives have taken place in Finland and Denmark. In 2007, the Swedish university chancellor, Anders Flodström, initiated a public debate about improving the Swedish system of higher education by concentrating it to fewer institutions of higher quality. As a contribution to these discussions, it is of general interest to understand why and how educational institutions become successful. The purpose of this study is therefore to investigate what strategy and external factors that has made one particular institution – Massachusetts Institute of Technology – successful. The findings of the study show that MIT’s success depends on the possession of several important strategic resources: faculty and student quality, endowment, reputation and campus location. Thanks to these resources, in combination with some external factors, primarily the influx of large amounts of federal research funding and the (entrepreneurial) success of MIT alumni, the Institute has been able to attract: federal and private research funding, donations and more high quality faculty and students. Faculty are motivated to excel through a well-devised promotion and incentive system. There is a strong virtuous cycle dynamic between the resources. For example, an institution with strong reputation will attract good students and faculty. This will lead to increasing faculty and student quality which will improve the reputation further. To enter the virtuous cycle, significant financial resources are required. MIT, received much of these resources through the immense research efforts that were funded by the U.S. government during World War II, the Space Race and the Cold War. This enabled MIT to attract excellent faculty and build its reputation.

The purpose of this quantitative study was to explore crisis management teams’ (CMTs) perceptions of higher education leaders’ competencies in managing crisis situations. Too many outsourcing models fail to deliver expected results in Integrated Facility Management (IFM) models. IFM is a type of outsourcing model that transfers in-house work to an outside company that performs it onsite as if it were part of the client’s organization. This process requires collaboration, coordination, and communication, merging 2 corporate cultures into 1 cohesive business model. Managing the change process related to an IFM outsourcing arrangement is crucial because changing an organizational culture can heighten risk and potentially produce unsatisfactory results. Creating, changing, and managing an IFM outsourcing model require acceptance, coordination, and a clear understanding of expectations from both the client and the service provider. People in general are apprehensive about change, especially when they don’t understand it. IFM, being a complex process, requires the proper training and education in order to avoid resistance that creates leadership challenges. According to the literature, effective leadership was the solution to mitigate the resistance to change associated with outsourcing but little research exists to explain the phenomenon experienced by leaders during the initial transition (first-generation) to an IFM model. This descriptive, qualitative study was conducted in order to determine what strategies and practices leaders employ during a first-generation IFM outsourcing initiative. Additionally, challenges associated with implementation, measurement of success, and recommendations from leaders of IFM outsourcing was explored. Fourteen IFM leaders were interviewed and asked 10 questions. These interview questions yielded results such as leadership, communication, and clarity in scope of work as some of the dominant themes. These themes were then used to develop recommendations for further research and recommendations for future leaders of change.

Purpose. The purpose of this qualitative, phenomenological study is to explore the leadership styles of enrollment management leaders in small, private, nonprofit colleges and universities in Southern California.

Methodology. This study used a phenomenological approach to understand the leadership styles of enrollment management leaders. The researcher interviewed 10 enrollment management leaders working at small, private, nonprofit colleges and universities in Southern California. Those who fit this classification for this study included: vice presidents and deans of enrollment management and the directors, deans, associate directors, and associate deans who report to the vice presidents and deans of enrollment management.

Findings. Eight relevant themes emerged through participants’ responses to questions about their leadership styles. These themes included trust, recognition of differences, pursuit of information, clear expectations, open communication, appreciation, hands-on leadership, and work-life balance. Situational leadership and servant leadership were the strongest leadership styles reflected amongst enrollment management leaders in this study.

Conclusions. Trust emerged as the most common theme of this study. All 10 enrollment management leaders expressed a desire for a partnership approach in working environments. It was evident that staff should feel the freedom to work independently but understand that the leader is available to them if needed. Recognizing that leading with one approach would not fit all individuals and situations was another common theme. Most leaders indicated that they needed to mold to the requirements of the individual they are leading.

Recommendations. The higher education market is changing as our population adjusts to increased tuition rates, birth rate declines, and an adjustment to what the college student looks like. It is important to be mindful that enrollment management personnel must market their colleges in creative and innovative ways. That innovation begins from the top of the enrollment management pyramid. Leadership impacts the way a college’s enrollment management team operates. Understanding leadership styles of these leaders is imperative to the success of an institution’s goals.

The analysis of big data points and the use of data analytics have proven successful in improving corporate business efficiencies, growing profits, and increasing competitive advantages. The theory of academic capitalism, which holds that institutions of higher education are becoming more like corporations due to declining operating funds and the need to become more efficient, transparent, and competitive, guided this study. Despite the positive outcomes that analytic tools may produce in advanced efficiencies and competitive growth, college academic administrators have not yet adopted these tools, due in part to barriers facing the administrators. The purpose of this phenomenological study was to explore the nature of those barriers in a community college. Ten academic managers in 6 community college divisions who reported accountability for criterion-based key performance indicators were interviewed on their perceived use of academic analytic tools and barriers in adopting these tools. The interviews were collected and analyzed through preliminary grouping, reducing and eliminating outliers, clustering descriptions into categories, and constructing themes. The managers' narratives suggested that there were 4 perceived barriers that prevented the adoption of tools such as organizational bureaucracy (climate), restricted organizational data (policy), training, and infrastructure. An important area for further research involves identifying the strategies managers could use to overcome these barriers. The findings of this study will assist college administrators in implementing analytic tools. Such tools will improve key performance indicators, resulting in a more cohesive and cost-effective academic experience for students, faculty, administrators, and the community.

Leaders are frequently required to lead change due to mergers, expansions into new markets, and new initiatives to enter global markets compounding the need for change leadership. Frequent change is more the rule rather than the exception. Change is more needed today yet a poor result from leading change can adversely impact a leader's influence. How does a leader know when to lead a change initiative or when to take the easier route and simply stay with the status quo?

An in depth study of what appeared to be a very risky and highly successful organizational change initiative was thought to possibly shed light on answering these difficult leadership questions. This inductive qualitative case study discovered a university that achieved a successful, sustainable organizational change. Mid-level leadership is key to a functioning university and it is important that mid-level leaders feel they have the tools and resources they need in order to succeed. To be successful in a new mid-level leadership position, entering supervisors must clearly communicate a strong sense of vision, values, and principles to their staff and establish positive relationships to encourage inclusivity, support, and effectiveness. The purpose of this study was to determine what higher education institutions can do to prepare staff for a successful transition into mid-level management and leadership roles successfully. This purpose was achieved by identifying successes and challenges that current mid-level leaders at higher education institutions have experienced while transitioning into their current or past roles, and examining how they were able to successfully employ their leadership and navigate pitfalls in their new mid-level leadership positions.

Data were collected from 15 mid-level leaders in higher education in the form of a 13-question, semi-structured interview format, which focused on their past recollections of transitioning into a mid-level leadership role. The key findings of the study yielded 54 themes that answered 4 research questions. In particular, being a supervisor and a colleague was the primary challenge associated with mid-level leadership. Additionally, study participants indicated that having a comprehensive training/onboarding program, specifically for mid-level leaders, would allow for a better chance of a successful mid-level transition into a new campus environment or department. As a result of the study findings, a framework of advice emerged for aspiring and current mid-level leaders transitioning into a new mid-level role and suggestions for effective initiatives that higher education institutions could employ was provided to assist in helping a new mid-level leader successfully transition into one’s role.

This study focused on the California State University system's enrollment management activities. For schools in California who rely on state funds, managing enrollment has to be balanced with competing campus priorities, limited resources, volatile economic times, and the primary mission of the system which is serving students whose goal is to achieve a college degree.

Hossler and Bean (1990) defined enrollment management as the activities a campus conducts and how it organizes itself in order to influence student enrollment. Enrollment management components consist of marketing, admissions and recruitment, academic advising, career planning and placement, academic assistance programs, institutional research, orientation, financial aid, retention programs, and student services and activities (Hossler, 1984).

Individuals in leadership roles ranging from the presidents to administrators in various academic and student affairs areas were invited to participate in the study. A survey that inquired about campus enrollment management activities and perceived effectiveness of those activities was distributed through the campus system with support from the Chancellor's Office. Responses were received from each of the 23 campuses with a range of 1 to 6 respondents per campus.

A total of 90 surveys revealed the most prevalent enrollment management activities included the use of current students in the recruitment process, campus visits by prospective students, and the use of recruiters making visits. Also, the utilization of professional advisors in the advisement of students was used at a majority of campuses. Almost all the campuses had academic assistance programs in reading and study skills as well as used student tutors. Orientation activities were prevalent amongst all the campuses though student dropout follow-up, services addressing non-traditional students, and programs focused toward commuter students were found to be inconsistent amongst the campuses.

From this study, the following conclusions were determined. Certain components of enrollment management, such as recruitment and institutional research, could be standardized. Enrollment management components such as academic advisement and learning assistance must stay within the choice of campus so they can have the latitude to meet the needs of the students they serve. Historically, Black colleges and universities (HBCUs) need a systematic planning process for coping with, responding to, preparing for, mitigating, and recovering from disasters. The increase in disasters makes the need for comprehensive emergency management at HBCUs paramount. The problem is that there is no evidence that a systematic planning process is being engaged by HBCUs in an effort to address disasters. The purpose of this case study was to explore the planning process used to develop and implement comprehensive emergency management, which provides a systematic process for dealing with disasters. Information that was collected revealed 7 themes relevant to this case study. Four of the 7 themes were predetermined--(a) get organized, (b) identify hazards, (c) develop a plan, and (d) implement the plan--and three additional themes emerged during in-depth analysis: (e) leadership commitment, (f) skill and knowledge, and (g) cooperation and collaboration. Recommendations for action, further studies, and future research concerns were provided from the results of this study that will be important to policy makers, practitioners, and the sustainability of HBCUs in the future.

Facilities management is user oriented, it involves better services through maintenance of facilities that seek to meet the ever increasing demand of users of buildings anywhere. There is a growing concerns that completed buildings are not performing to the expectations of the occupants and other users. To worsen the scenario there are different stakeholders with different interpretations of what is actually being delivered using different performance measures for different classifications of buildings. However, performance measurement requires accurate feedback on the efficiency and effectiveness of facility operations, which has made efficiency and cost to be the primary focus on the facility management erroneously. Conversely, the study aimed was to assess the performance of facility management at the occupancy phase of selected buildings in Abuja with the view to enhancing users’ satisfaction on the building usage and performance. The survey research method was used to investigate the facilities management practice in three selected buildings in Abuja metropolis. The research adopted the use of questionnaires as the instrument of data collection administered to sixty (60) respondents from three (3) public building namely Abuja International Conference Centre (AICC), Central Bank of Nigeria, and the ECOWAS Parliament. From the data gathered and analyzed, it was found that facility management has impacted on the level satisfaction of users of the buildings and thus should be expanded upon by encouraging more participation in the profession. It was also found that that routine checks and use of planned replacement were not adopted, thus maintenance is not planned for. Based on these findings, the study recommended that User satisfaction should be the key behind every facilities management practices. A survey should be conducted at intervals to assess the user satisfaction on facilities management services in specified area. The study concluded that, if workplaces are provided with proper maintenance through practical facilities management, employee’s productivity and efficiency can be enhanced.

CHAPTER ONE: INTRODUCTION

1.1      BACKGROUND OF THE STUDY

Facility Management is thought to be a more comprehensive approach to property management and thrives to manage buildings for the enhancement of business and people.

Facility Management is a strategic approach to maintenance where a wide-range of use related functions may be brought together for the benefit of the organization and its employees as a whole. Facilities Management is a practice approach which enhances the potential of real estate. Facility management harps on maintenance of the physical elements of a building in order to ensure a steady flow of income and functionality of the building.

According to speeding and Holmes (1995), facility management is an integrated approach to maintaining, improving and adopting the buildings or facilities of an organization in order to create an environment that strongly supports the primary objectives of that organization. According to Mbamali (2007), a facilities manager studies the use of a building or facility, adjusts it and its occupation to best match the current demand so as to slow down value decline of the facility. Measures such as refurbishment, repairs and even change of use in order to prolong the value of such facility.

This study seeks to assess the facility management performance, with a view to evaluate its contribution to the sustainability of public buildings in Abuja.

1.2      STATEMENT OF THE RESEARCH PROBLEM

There is a growing support for the belief that the physical and social setting in which work takes place profoundly influences human performance Becker and Steele (1995); During the occupancy phase of a building life cycle, the need to monitor its ongoing performance as an operating resource and as a business expense is pressing and consequential Preiser and Schramm (1997).

They posit that corporate interest in monitoring the performance of buildings as ‘assets’ have attributed among others, to: the capital-intensive nature of building assets; their durable nature; their relative inflexibility in responding to changes in business direction and technology.

Furthermore, performance evaluation is a form of building evaluation that has evolved in response to growing concerns that completed buildings are not performing to the expectations of the occupants and other users.

To worsen the scenario there are different stakeholders with different interpretations of what is actually being delivered using different performance measures for different classifications of buildings. However, performance measurement requires accurate feedback on the efficiency and effectiveness of facility operations, which has made efficiency and cost to be the primary focus on the facility management erroneously. Conversely, in this study, effective management of space environmental factors, health, safety, ergonomics, maintenance issues and related assets for people and processes in the selected public buildings; are being evaluated using perceptions of users on the basis of existing set criteria found in literature’s  to proffer explanations to the following questions; How is this building working? How can it be improved? To add value to the building assessed client industry and management procedures for future building procurement, construction and renovation.

1.3      JUSTIFICATION

This study seeks to highlight the need for proper and efficient facilities management taking into account the fabrics of the building, the business and the people. This is done by testing the applicability of facilities management tools. It is felt that there is a need to apply appropriate the skillful technique and manpower in order to achieve the optimum potential of a real estate portfolio.

The study evaluates facilities management performance in public buildings in Abuja and relates it to global best practice. An appropriate bench mark would be determined, and used as a yardstick for measuring the performance of facilities management practice. This research serves as a contribution of past research works on the effectiveness of the modern strategic management cowpea, considering the fact that new facilities management tools have evolved ever time. An analysis of new facilities management tools will add more to knowledge for further studies on facilities management.

The aim of this study is to assess the performance of facility management at the occupancy phase of selected buildings in Abuja with the view to enhancing users’ satisfaction on the building usage and performance.
