What's New for 2023?

The Artura is an all-new model that features a hybrid V-6 powertrain and introduces a new platform (called MCLA) for the British supercar-maker.

Pricing and Which One to Buy

The price of the 2023 McLaren Artura starts at $237,500.

Priced starting at a cool $237,500, the Artura is available to order now, and McLaren says deliveries will be made later this year.

Engine, Transmission, and Performance

The Artura is powered by a new hybrid twin-turbo V-6 that makes a combined 671 horsepower and 531 pound-feet of torque. The gas engine is supplemented by an e-motor located within the housing of the eight-speed dual-clutch automatic transmission, and it's juiced by a 7.4-kWh lithium-ion battery pack under the rear of the cabin. The new powertrain even provides up to 11 miles of all-electric operation. During our initial test drive , we praised the Artura for its brisk acceleration, but we'd have preferred it get us to 60 mph in 2.6 seconds with a little more drama. The car is quick, but it can also be fairly stealthy and it lacks the auditory gratification we like in rival sports cars. The Artura is also the first McLaren to ride on the company's new Carbon Lightweight Architecture (MCLA), which is said to be lighter than its predecessor's structure. Handling is razor sharp and a blast to pitch around a racetrack, but it also has a softer side that provides a more comfortable ride for commuting or highway cruising.

Fuel Economy and Real-World MPG

According to the EPA, the Artura is good for 17 mpg city and 21 mpg highway, but with the electric driving range factored in it is also rated for up to 39 MPGe. Once we have the opportunity to run one on our 75-mph highway fuel-economy route, which is part of our extensive testing regimen , we can evaluate its real-world mpg. Interior, Comfort, and Cargo

Inside, the Artura largely demonstrates McLaren's function-before-fashion approach. However, the cabin is dressed up with snazzier materials, such as leather and microsuede. There's also less visible carbon fiber than is typical on other models. Still, the company is known for its minimalist cabin designs that limit the presence of physical switchgear and include steering wheels that are free of buttons and the Artura is no exception. It comes standard with power-adjustable seats, and the McLaren looks to have excellent outward visibility to help drivers place the car precisely on the road or the racetrack. While it's not as capacious as the McLaren GT , the Artura boasts 6 cubic feet of luggage space in the front trunk.

Infotainment and Connectivity

Although the infotainment system in a McLaren is typically an afterthought for shoppers, the Artura boasts a prominent 8.0-inch vertically-oriented touchscreen with customary features. This includes Bluetooth connectivity, built-in navigation, SiriusXM satellite radio, and a selection of audio equipment. Those who want to keep their car as light as possible will prefer a stereo with fewer speakers while others might want to upgrade to a more powerful surround-sound system.

Safety and Driver-Assistance Features

Despite its supercar status, the 2023 Artura is actually available with several driver-assistance technologies —a rarity in this segment. However, its limited production and exotic nature mean it won't be crash-tested by the National Highway Traffic Safety Administration ( NHTSA ) or the Insurance Institute for Highway Safety ( IIHS ). Key safety features include:

  • Available road-sign recognition

Warranty and Maintenance Coverage

McLaren's limited and powertrain warranties cover five years and unlimited miles. In addition, the automaker offers a three-year complimentary maintenance plan.

Leaked presentation reveals Microsoft's astounding plan to ramp up data-center capacity for the AI boom

  • Microsoft's data-center capacity jumped in recent quarters, a leaked internal presentation shows.
  • The company is planning even faster data-center growth in the coming quarters.
  • Microsoft delivered "record-level GPU capacity," according to the presentation.

Microsoft significantly expanded its data-center capacity recently and plans to ramp up growth to astounding levels going forward, according to an internal document obtained by Business Insider.

Since July 2023, the start of Microsoft's latest fiscal year, the company delivered more than 500 megawatts of new data-center capacity , the document disclosed.

This document was part of a confidential slide deck from the company's Cloud Operations and Innovation team that was presented earlier this year.

Under the heading "Commercial Cloud and AI Demands: Fueling our Expansion," the document said Microsoft surpassed 5 gigawatts of total data-center installed capacity in the first half of its latest fiscal year.

The rise of generative artificial intelligence and huge foundation models is fueling a new data-center boom . Microsoft is leading the way through its partnership with OpenAI , the startup behind ChatGPT and GPT-4 .

These AI models need to be trained on mountains of data and then fine-tuned intensely. That takes thousands of GPUs and a pile of other related gear that's housed in huge data centers. These facilities use so much power that their capacity is measured in megawatts and gigawatts of electricity.

Shaolei Ren , an electrical and computer engineering professor at the University of California, Riverside, said Microsoft's 5 gigawatts of installed data-center capacity, if fully used, would be equivalent to Hong Kong or Portugal's annual electricity consumption.

"Astonishing speed"

It doesn't stop there. The software giant laid out even more radical growth plans for its data-center empire in the document obtained by BI.

"With a strong Commercial Cloud business, our goal is clear," Microsoft said in this part of the slide presentation.

Microsoft wants to double new data-center capacity in the second half of its fiscal year. This runs from early 2024 to the middle of this year.

In the first half of Microsoft's 2025 fiscal year, which runs from early July through the end of 2024, the company aims to "achieve 3x growth" in new data-center capacity.

This requires Microsoft to deliver more than 200 megawatts in data-center capacity every month.

"This is an astonishing speed," Ren told BI. "This is a very large data-center capacity."

Ren said Microsoft's capacity plans suggested the company was either seeing huge demand or simply wanting to stay competitive by securing future power capacity that otherwise might be taken by competitors.

He added that this also raised questions about the environmental consequences of adding such a large data-center footprint, given the carbon emissions and water consumption of the facilities.

A Microsoft spokesperson declined to comment.

'Record-level GPU capacity'

The company is also securing a record number of GPUs to handle new AI workloads in data centers.

In the second half of last year, Microsoft delivered "record-level GPU capacity," more than doubling its total installed GPU base, the document said, without mentioning actual numbers.

Microsoft's GPU footprint expanded into 39 additional data centers in this period, and the company now has "AI clusters" live in 98 locations globally.

Zelenskiy calls for operational changes to Ukraine military after sacking commander

President demands ‘new level of medical support for soldiers’ as questions mount over speed of counteroffensive against Russia

Volodymyr Zelenskiy has demanded rapid changes in the operations of Ukraine’s military and announced the dismissal of the commander of its medical forces.

The Ukrainian president’s move was announced on Sunday as he met defence minister, Rustem Umerov, and coincided with debate over the conduct of the 20-month-old war against Russia , with questions over how quickly a counteroffensive in the east and south is proceeding.

“In today’s meeting with defence minister Umerov, priorities were set,” Zelenskiy said in his nightly video address. “There is little time left to wait for results. Quick action is needed for forthcoming changes.”

Zelenskiy said he had replaced Maj Gen Tetiana Ostashchenko as commander of the medical forces.

“The task is clear, as has been repeatedly stressed in society, particularly among combat medics, we need a fundamentally new level of medical support for our soldiers,” he said.

This, he said, included a range of issues – better tourniquets, digitalisation and better communication.

Umerov acknowledged the change on the Telegram messaging app and set as top priorities digitalisation, “tactical medicine” and rotation of service personnel.

Ukraine’s military reports on what it describes as advances in recapturing occupied areas in the east and south and last week acknowledged that troops had taken control of areas on the eastern bank of the Dnipro River in southern Kherson region.

Ukrainian commander in chief, Gen Valery Zaluzhny, in an essay published this month, said the war was entering a new stage of attrition and Ukraine needed more sophisticated technology to counter the Russian military.

While repeatedly saying advances will take time, Zelenskiy has denied the war is headed into a stalemate and has called on Kyiv’s western partners, mainly the United States, to maintain levels of military support.

Ostashchenko was replaced by Maj Gen Anatoliy Kazmirchuk, head of a military clinic in Kyiv.

Her dismissal came a week after a Ukrainian news outlet suggested her removal, as well as that of others, was imminent after consultations with paramedics and other officials responsible for providing support to the military.

Meanwhile on Sunday, air defence units in Moscow intercepted a drone targeting the city, mayor Sergei Sobyanin said.

Sobyanin, writing on the Telegram messaging app, said units in the Elektrostal district in the capital’s east had intercepted the drone.

According to preliminary information, falling debris resulting from the operation had caused no casualties or damage, Sobyanin said.

Introduction

I am pleased to appear before this Committee to present the ECB’s Annual Report for 2023 [ 1 ] , a year in which the ECB consolidated progress in its fight against inflation. As well as assessing economic developments in the euro area in 2023, our Annual Report gives an account of the Eurosystem’s monetary policy and other activities conducted by the European System of Central Banks (ESCB). In response to European Parliament resolutions, it also includes a box explaining how the ECB’s secondary objective is considered in the conduct of the ECB’s monetary policy and reporting activities.

Today we are also publishing our written feedback statement, which provides responses to the European Parliament’s resolution on our previous Annual Report. [ 2 ]

In my remarks today, I will start by focusing on the economic outlook for the euro area and the monetary policy decisions taken at our recent monetary policy meeting. I will then briefly update you on our current financial stability assessment before going on to discuss the importance of a resilient financial system.

The euro area economy and our monetary policy

As detailed in the Annual Report, euro area growth slowed to 0.4% in 2023 after expanding by 3.4% in 2022. This slowdown was to some extent attributable to the economic repercussions of Russia’s war against Ukraine. The impact of higher interest rates alongside spillover effects from the weak industrial sector to services also weighed on growth.

Euro area headline inflation declined by 6.3 percentage points over the course of 2023 to reach 2.9% at the end of the year. The decline was broad based across all the main components of inflation, reflecting the fading impact of previous large supply shocks, lower energy commodity prices and tight monetary policy.

This year, economic indicators suggest that activity has got off to a weak start and will recover only gradually. Consumer spending is set to remain sluggish in the near term but should strengthen as real disposable income continues to recover. Private investment is expected to show continued weakness in the period ahead before the impact of weak final demand and tight financing conditions starts to fade.

Inflation has fallen further this year and is expected to continue declining in the medium term, but at a slower pace. Measures of underlying inflation have been easing but domestic price pressures remain elevated. Wage growth has remained strong amid robust labour markets but has been moderating recently, while profits are absorbing part of the effects of wage increases on prices.

The ECB reacted forcefully to heightened inflation: it raised its key policy rates by a cumulative 450 basis points between July 2022 and September 2023 and has kept them unchanged since then. We are determined to ensure that inflation returns to our 2% medium-term target in a timely manner. At our most recent monetary policy meeting on 11 April 2024 we considered that the key ECB interest rates are at levels that are making a substantial contribution to the ongoing disinflation process. Our future decisions will ensure that our policy rates will stay sufficiently restrictive for as long as necessary. If our updated assessment of the inflation outlook, the dynamics of underlying inflation and the strength of monetary policy transmission were to further increase our confidence that inflation is converging to our target in a sustained manner, it would be appropriate to reduce the current level of monetary policy restriction. In any event, we will continue to follow a data-dependent and meeting-by-meeting approach to determining the appropriate level and duration of restriction, and we are not pre-committing to a particular rate path.

Let me also give you a brief update on the operational framework review we concluded in March, which you have discussed on previous occasions with the ECB President. [ 3 ] The changes will affect how central bank reserves will be provided as excess liquidity gradually declines. The Governing Council will continue to steer the monetary policy stance by adjusting the deposit facility rate (DFR) and short-term interest rates are expected to evolve in the vicinity of the DFR with tolerance for some volatility. Liquidity will be provided through a broad mix of instruments, including existing regular refinancing operations as well as – at a later stage – new structural longer-term credit operations and a structural portfolio of securities. Our existing regular refinancing operations will continue to be conducted through fixed-rate tender procedures with full allotment against broad collateral, and the interest rate on the main refinancing operations will be adjusted later in the year to 15 basis points above the deposit facility rate. The importance of a resilient financial system

Let me now turn to our assessment of the financial sector.

During my last appearance before this Committee, we discussed the importance of maintaining a resilient financial system following the banking sector turmoil in the United States and Switzerland.

Since then, the euro area financial system has remained strong, aided by declining inflation. Confidence in euro area banks has benefited from strong rules and supervision. Banks have maintained sizeable liquidity and capital buffers, and non-performing loan ratios remain close to historically low levels. At the same time, firms and households have shown resilience in the face of rising debt servicing costs resulting from higher interest rates.

However, this positive outlook for financial stability in the euro area should not be taken for granted. It could face significant challenges if growth prospects weakened, inflation stayed above target for a longer period or further geopolitical risks materialised.

We are also closely monitoring developments in euro area real estate markets as tighter financing costs, a move towards hybrid working practices as well as environmental, social and governance requirements are likely to continue to put pressure on this market segment. Although mild signs of asset quality deterioration are becoming visible in commercial real estate (CRE) lending, risks to this asset class are broadly contained given that banks’ CRE exposures, standing at around 5% of total assets, are limited. Our Financial Stability Review, which is due to be published mid-May, will provide more details of our assessment on this.

To support continued financial sector resilience, legislators still have a lot of work to do in the coming years to close the gaps in our banking union. Besides urgent reform of the bank crisis management and deposit insurance framework, we must set up a European framework for liquidity in resolution and, most importantly, a fully-fledged European deposit insurance scheme. We also need a solid institutional and policy framework for the non-bank financial sector and we welcome the European Commission’s forthcoming macroprudential framework review.

Moreover, during the next EU institutional cycle, the level of ambition and commitment devoted to the capital markets union (CMU) agenda must finally match the urgent need to make progress. Completing CMU is key to strengthening resilience, enhancing EU competitiveness, growing our economy and achieving the EU’s policy objectives, such as funding the green and digital transitions. In this spirit, the ECB Governing Council recently published a statement on advancing CMU. [ 4 ]

As this parliamentary term comes to an end and a new one begins in a few months’ time, let me reiterate that the ECB is counting on this Parliament to support these efforts with ambition and commitment.

The conference was founded in 1987 and is now a multi-track interdisciplinary annual meeting that includes invited talks, demonstrations, symposia, and oral and poster presentations of refereed papers. Along with the conference is a professional exposition focusing on machine learning in practice, a series of tutorials, and topical workshops that provide a less formal setting for the exchange of ideas.
