The New Zealand education system is comprehensive and well-regarded, providing world-class education from early childhood to adult higher education. Known for its student-centred approach and well-structured curriculum format, according to the World Education System, New Zealand's education ranking stands at 4th position with an overall education index of 0.93 and a literacy rate of 99%.

The New Zealand education system believes in creating lifelong learners who are confident, creative, connected, and actively involved. The country supports a healthy and pleasant environment for its international students, and the student-teacher ratio in schools and universities is small for more personalized learning.

In addition, the country is confident in implementing new innovative teaching methods and technologies in the classrooms. New Zealand is the first country to create a code of practice for international students in classrooms and outside.

The New Zealand education system - How it works

If you plan to study in New Zealand , you must briefly understand the education system. The educational system primarily focuses on critical thinking, creativity, and practical skills development. Education levels in New Zealand are categorised into early childhood, school, and university.

Early Childhood Education (ECE)

It includes kindergarten, preschools, and childcare centers. The government regulates and funds a portion of the school. 

Primary Education

It is compulsory for children aged 6 to 16 years. Primary Education consists of two levels (primary/elementary school) and 7-8 years in some parts. 

Secondary Education

It is for the students aged between 13 to 18 years. Students in 11 and 12 work towards achieving the National Certificate of Educational Achievement (NCEA). Year 13 students may sit for university entrance examinations. 

Tertiary Education

Tertiary Education includes universities, polytechnics, and private training institutions. New Zealand has eight funded universities, 16 technology and polytechnic (ITPs) institutes, and multiple private training establishments (PTT). These government-funded universities and institutes offer undergraduate and postgraduate programs in various disciplines. The New Zealand Qualifications Authority (NZQA) ensures the quality and standard of tertiary education. 

Technical and Vocational Education

The New Zealand Government promotes vocational education and training (VET). The Institute of Technology and Polytechnics offers various vocational and technical courses. In addition, industrial training organizations (ITOs) work with employers to provide on-the-job training and qualifications. 

Higher Education

The Universities of New Zealand provide highly academic programs rich with research training. The courses that fall under higher education include Bachelor of Arts (BA), Bachelor of Science (B.Sc), Bachelor of Commerce (B.Com), Bachelor of Technology (B.Tech), etc. Postgraduate programs include M.Sc and Ph.D.

The New Zealand Qualification Framework is the core of the New Zealand’s education system. All the qualifications are listed under this framework, ensuring quality is recognized and trusted globally. 

Maori Education

New Zealand aims to support and incorporate Maori culture and language into the education system, recognizing the significance of the Maori language in New Zealand.

Fees and Scholarships

The average fee for a bachelor’s degree program is around $22,000 to $30,000 annually, while for postgraduate courses, fees are $25,000 to $35,000 annually.

In New Zealand, higher education is based on a British model and offers many options, including universities, colleges, polytechnic institutes, and schools. The academic year runs from February to November, with an opportunity to enrol in either semester or trimester. 

Students can take Higher Education courses who want to earn an advanced degree and continue their studies in NZ. It is classified into bachelor’s, master’s, and doctoral degrees. 

Vocational Education and Training

Vocational education and training programs are a gateway to the industry workforce or university. There are many vocational training courses in information technology, tourism and hospitality, art and media, manufacturing and rural development, etc. 

Pathway Programs

Pathway programs are preparatory courses to help students gain skills, knowledge, and qualifications. It is like an apprenticeship to enter into a Bachelor’s or Master’s. New Zealand offers many pathway programs available in different durations. Some are Fastrack /Foundation Connect programs for six months, Standard program for eight to nine months, etc. It ensures that student receive extra support and assistance in their career journey.

Learning English

After Graduation

The New Zealand Government provides pathways for recent graduates to live and work in New Zealand. Depending on the study area, you can initially stay and work in New Zealand for up to four years. 

The graduate pathway has two options: a post-study-work visa and an employer-assisted visa. The post-work visa allows you up to 12 months to find a job in a relevant field. Specialise in Inclusive Education for your Postgraduate Diploma in Education at Massey

All students have the right to access education and have their individual needs met. As classrooms become more diverse, inclusive education becomes more challenging.

The Postgraduate Diploma in Education (Inclusive Education) is for teachers who want to work in the field of inclusive and special education. The diploma will provide you with both theoretical knowledge and practical skills to support teachers and students with diverse learning needs. You’ll learn more about working in collaborative teams to support all learners to succeed in an inclusive education system.

Your qualification options

Please note that the Postgraduate Diploma in Education (Inclusive Education) does not qualify you to be a teacher in New Zealand. If you wish to become a teacher, see the Graduate Diploma of Learning and Teaching .

A Postgraduate Diploma in Education in Inclusive Education is a good fit if you:

  • already have a bachelor’s degree and some professional or teaching experience
  • want to support the inclusion of all children in the classroom and meet their diverse learning needs
  • enjoy being up-to-date with the latest developments in special and inclusive education theory and practice.

Completing an endorsement is not compulsory.

A Postgraduate Diploma in Education (Inclusive Education) requires 120 credits.

If you study full-time, you’ll take 120 credits per year or 60 credits per semester.

Specific requirements

To enter the Postgraduate Diploma in Education (Inclusive Education) you will:

  • have been awarded or qualified for the Bachelor of Education, or equivalent; or
  • have been awarded or qualified for any other bachelor’s degree or equivalent, and hold a professional qualification in teaching; or
  • have been awarded or qualified for any other bachelor’s degree or equivalent, and have professional experience relevant to the intended postgraduate subject.

You will need to provide copies of all official academic transcripts for studies taken at all universities other than Massey University.

You may be required to provide evidence of sufficient background experience.

 If you hold any other bachelor’s degree or equivalent and have no professional qualification in teaching you will need to provide a copy of your curriculum vitae (CV) to support your application.

There is one intake each year for study commencing in February.

Secondary school teachers move to Straight to Residence pathway

The Government has announced that secondary school teachers from overseas will soon move from the Green List's Work to Residence pathway to the Straight to Residence pathway to help address the pressure on teacher supply in secondary schools. 

The changes will be implemented in May 2024.

The demand for teachers globally is increasing and New Zealand is being proactive in introducing a faster, more attractive way for teachers to become a permanent part of our schools and communities. Importantly, schools will benefit from being able to secure great teaching talent to help students achieve their potential.

This is part of the ongoing effort to meet the current demands on the sector and the latest step in attracting high quality, qualified teachers to New Zealand.

All primary and ECE qualified overseas teachers from overseas remain on the Green List residence pathway and they continue to have access to the Overseas Relocation Grant of up to $10,000 to help with moving costs.

Secondary school teachers moving to the Straight to Residence pathway – Immigration New Zealand (external link)

Green list roles

All qualified teachers are now included on Immigration New Zealand’s Green List as roles eligible for either  Work to Residence or S traight to Residence .

The Green List provides a residence pathway to support attraction of highly skilled migrants in globally in-demand and long-term shortage areas.

If the occupation is on the list and the employer is accredited, they will not need to provide proof of advertising for the role during the AEWV job check step (Step 2).

For the Green List teaching roles, the migrant will have a work to residency pathway after two years if they are a primary or ECE teacher . Secondary school teachers will be able to go on the straight to residency pathway from May 2024 .  

To be eligible, teachers must hold a New Zealand registration and a provisional practising certificate issued by the Teaching Council of Aotearoa.
