National Safety Day 2023: National Safety Day/Safety Week Campaign focuses on the importance of reduction of the rate of industrial accidents and also focuses on the areas that have not yet been covered by any safety legislation. The campaign urges several organizations to participate in developing several activities as per their legal safety requirements. The campaign is mostly comprehensive, general, and flexible.

National Safety Day 2023: Theme

The theme for 2023 National Safety Day is ‘Our Aim – Zero Harm’. The purpose of the theme is to generate awareness of safety protocols, including road safety, workplace safety, and the safety of human health, as well as the environment.

National Safety Day 2023: History

The Ministry of Labour, Government of India set up the National Safety Council of India (NSC) on 4 March 1966. To develop and sustain the movement on SHE that is focusing on safety, Health, and the Environment at the national level. Basically, NSC is an autonomous body. Therefore, the foundation day of the National Safety Council was decided to observe as National Safety Day in 1972. It was also decided to celebrate it as National Safety Week (NSW) Campaign that will last for one week.

Let us tell you that in 1962 during the 22nd Labour Minister's Conference, a decision was taken at a conference focusing on 'Safety in factories'.

About National Safety Council (NSC)

As mentioned above on 4 March 1966, the National Safety Council was established by the Ministry of Labour, Government of India (GOI) to sustain a voluntary movement on SHE at the national level. It is an apex non-profit making, the tripartite body that is registered under the Societies Registration Act 1860 and the Bombay Public Trust Act 1950.

Activities focusing on the objectives of NSC are performed including conducting specialized training courses, conferences, seminars, and workshops, conducting consultancy studies like safety audits, hazard evaluation, risk assessment, etc. Not only this several national and international conferences like XIII World Congress (1993) and APOSHO Conferences (1995 and 2016). It also implemented several prestigious projects that are organized by NSC. In the course of more than 50 years of service, it has built technical experts and competence to meet emerging challenges.

National Safety Day 2023: Objectives

- To spread Safety, Health and Environment (SHE) movement to various parts of the country.

The National Safety Day/Safety Week Campaign being spearheaded by the Council since 1971 to mark its Foundation Day (4th March) has significantly contributed in spreading safety awareness in all sectors. The campaign is comprehensive, general and flexible with an appeal to the participating organisations to develop specific activities as per their safety requirements.

  • Ensuring that the materials are of professional quality with appealing messages reflecting national SHE issues.

  • Secured Government support at the national level.
  • Electronic media advised by the government to promote coverage which has made the Campaign highly visible.
  • Effective use of NSC’s journal, newspapers and house magazines of industries.
  • Duration of the Campaign increased to a week.This has increased the span of the visible impact of the Campaign.
  • State Chapters of NSC actively following up and involving State Governments and District Administrations in the Campaign at the grass-root levels.

What is the National Safety Council?

The National Safety Council (NSC) was established by the Government of India on March 4th, 1966, with the primary objective of promoting safety, health, and environmental awareness (SHE) nationwide. It operates as a non-profit organisation under specific legal frameworks.

The NSC conducts various activities to achieve its objectives. These include organising training programs, conferences, and workshops, as well as providing advisory services such as safety checks and hazard assessments. Additionally, the NSC develops educational materials to disseminate information on health, safety, and environmental (HSE) issues. At Alberici and throughout the industry, safety is a core value that drives us to ensure that every person gets home safely every day. Having devoted my career to the construction industry in a variety of roles, I can say with confidence that building strong teams who work safely is our most important job.

I am proud of the strides we have made to create a stronger and safer environment, such as developing campaigns like Construction Safety Week – but there’s still more work to be done.

Creating Safe and Productive Work Environments

With the inherent risks in the construction industry, it is important to create an environment of trust across teams ensuring everyone is confident and feels safe. When craft professionals come to a work environment built on trust and values of safety, they are more engaged and productive. Events like those coordinated through Construction Safety Week are the perfect avenue to facilitate meaningful dialogue to build trust within teams.

In a study conducted on 1.8 million employees and reported in the 2022 Gallup State of Global Workplace report, researchers found a “strong correlation between employee engagement and performance outcomes such as retention, productivity, safety, and profitability.” The employees in the bottom percentage of engagement had 64% more incidents than those at the top percentage of employee engagement.

Craft professionals play a powerful role in preventing job-site incidents when they feel empowered to speak up in unsafe situations. Industry leaders can help reduce the number of job-site incidents and avoid fatal and non-fatal injuries with their support and investment in ensuring their teams have the knowledge, desire, and ability to plan and execute safe work to support the efforts of our craft professionals. This leads to a healthy, safe, and trusted job-site that keeps every person onsite safer and reduces long-term costs for the company.

Investing in Proper Safety Equipment

Proper safety equipment, such as high-quality head protection, is critical in safety initiatives on job-sites. Falls, slips, and trips are the leading causes of death in fatal traumatic brain injuries (TBIs). A 2016 study in the American Journal of Industrial Medicine revealed from 2003 to 2010, 2,210 fatal TBIs occurred, making up 25% of construction fatalities. The Bureau of Labor Statistics reported more than 5,000 construction fatalities between 2015 – 2019 with falls.

While safety helmets are not a substitute for fall protection, they increase protection to the sides, back, and front of the head while also less likely to fall off due to the chin strap, should a slip, trip, or fall occur. By investing in safety helmets, companies may have higher upfront costs, but long-term protection is invaluable.

This video from a previous Safety Week shows how safety helmets dramatically reduce the frequency and severity of traumatic injuries and fatalities on construction sites.

The other three primary job-site injuries – electrocution, struck-by-an-object, and caught-in-between – are important in the conversation about safety. All injury types have the potential to be fatalities or, in the case of non-fatal injuries, carry long-term physical and mental wellness effects on the individual beyond the initial impact.

Mental Wellness and The Long-Term Impact of Injuries

According to industry research, 1 in 5 craft professionals struggle with anxiety, depression, and other mental health issues. Construction Safety Week emphasizes the importance of understanding and recognizing mental health support for craft professionals. To promote resources and offer support for individuals across the industry, the Construction Safety Week team developed a mental wellness field guide in 2022.

Early investments by companies in proper equipment, mental wellness resources, and in the employees themselves make the overall industry safer. In 2019, The National Safety Council estimated that $171 billion dollars total and just over $41,000 per injury were spent on injuries and fatalities. By taking steps to prevent and reduce the severity of injuries on the job, companies also found long-term cost savings.

The Importance of Construction Safety Week

Construction Safety Week is an opportunity for everyone in the industry to recommit to safety within their organization. While the official campaign lasts one week, it provides our industry with tools and new perspectives on safety that have a lasting impact year-round.

National Safety Day Theme 2023

In India, National Safety Day is observed every year on 4th March, created in 1971 by the National Safety Council, India to raise awareness about industrial safety and encourage people to work more safely. It has significantly contributed in spreading safety awareness in all sectors. The Ministry of Labour, Government of India set up the National Safety Council of India (NSC) on 4 March 1966, to develop and sustain the movement on SHE that is focusing on safety, Health and Environment at the national level. Basically, NSC is an autonomous body. Therefore, the foundation day of the National Safety Council was decided to observe as National Safety Day in 1972. It was also decided to celebrate it as National Safety Week (NSW) Campaign that will last for one week.

Every year, the National Safety Council of India ( NSC ) publishes the theme of National Safety Day and urges organizations to lead the safety campaign to educate people about industrial safety. Last year, the National Safety Council of India announced the theme for National Safety Day 2022  was  “ Nurture young minds - Develop safety culture ”

On March 4, National Safety Day is also celebrated as the founding day of the Indian Nationals Safety Council (NSC). The first National Safety Day (NSD) campaign was launched in 1972 and has been held annually. March 4, 2024 is the 52 campaign and continues to grow into a major national campaign which is widely celebrated by industry, unions, government departments, regulatory agencies, NGOs and institutions with the active support of central governments and states and the media. It had an impact on the industrial scenario at the national level by contributing to increased awareness of safety and reduction of accidents. Although the name is National Safety Day, March 4, but the safety awareness campaign including raising awareness among workers, community, school, organizing safety posters and slogan competitions, safety demonstrations and many other safety campaigns is organized for a week from March 4 to 10.

People should be aware of the theme of National Safety Day and it should be posted in prominent places in the national language i.e. Hindi and local languages.

  • The recommendation of the conference was approved by the 24th session of the standing labor committee, which met on 13th to 14th February 1966 at New Delhi under the chairmanship of late shri Jagjivan Ram (at that time he was union minister), and the proposal concerning the constitution of National Safety Council (NSC) was set up on 4th March 1966 by the ministry.
  • Subsequently, it was decided that this day, 4th March, should be commemorated as National Safety Day every year in the form of National awareness campaign.

KOLKATA POLICE LAUNCHED RALLY ON ROAD SAFETY WEEK

Kolkata; January 15, 2023: Kolkata witnessed a beautiful rally yesterday on the occasion of national road safety week. The rally was exclusively organized by the Kolkata police and experienced overwhelming participation from various sectors of the common citizens. According to DC South of Kolkata Police, Mr Ramesh Khanra, this rally was launched in order to promote awareness about traffic rules and road safety.

Many schools, as well as colleges in Kolkata, were invited to participate in the rally. As per the invitation, students went on with creative placards as well as festoons. The rally started from Hedua and continued till Subodh Mallick Square Park.

During this journey, many cultural programs were also initiated on the way. Most importantly a renowned Street theatre group named Nirvana also participated in the rally. A beautifully relevant street drama was performed by them as well.

These eventful activities turned the rally into a full-fledged roadshow. The honourable mayor of Kolkata, Mr Firhad Hakim attended the rally after reaching Raja Subodh Mallick Square. He hopes that this rally will really help to put a check on the road accidents around the city.

TRAFFIC AWARENESS RALLY BY STUDENTS OF BURDWAN; CELEBRATING ROAD SAFETY WEEK

Burdwan; January 13, 2023: The occasion of national road safety week has gained popularity beyond the big cities. Till that time, Kolkata was the primary hub of these types of campaigns in Bengal but now, other parts of the state are also coming forward to take part in these campaigns.

Yesterday, the rice plate of Bengal, Burdwan city witnessed such a rally on the occasion of national road safety week with overwhelming participation, especially by the students. The president of the organizing committee, Mr Ramakant Prasad, has let us know that almost every school in Burdwan city has come together in order to participate in this rally.

The local Member of the legislative assembly, Mr Ashim Nag is hoping that such a rally will put a check on the increasing number of road accidents around Burdwan city caused by rush driving. Around 350 students from various schools in Burdwan participated in this program.

Many kinds of self-made creative placards and awareness posters were carried by them as well. The headmistress of Burdwan City Public School Mrs Shovona Roy told us, this kind of participation of students in such social awareness campaigns enriches the students themselves and lead them on the way to being responsible citizen in future.

As per the chief secretary of the department for transport of India, the central government is quite hopeful about this celebration of road safety week that it will help to eradicate the increasing number of road accidents all around the country.

He has also let us know that every state of the country has been notified to organize and celebrate the national road safety week in their own manner. Moreover, all the roads and streets of the NCR region are decorated with colourful banners and posters; The Delhi police authority will also organize cultural programs related to traffic rules and regulations.

The government of India announced the national road safety week on the 10th of January. Every part of the country and so Mumbai has organized different events to celebrate the week in order to eradicate the increasing number of road accidents.

Such a rally was organized in Navi Mumbai by the Mumbai Municipal Corporation yesterday. SafetyWorks! in Newcastle is a fully interactive learning environment that aims to teach children about health and safety. A popular option is its road safety day. Here, pupils will talk through many different safety precautions, as well as discussing more complex topics like drink-driving.

Lifeskills Learning for Living Centre in Bristol uses realistic scenarios to allow visitors to experience difficult and dangerous situations in a safe environment. One of the topics it covers is staying safe on the roads.

Safety week celebration idea.

National Safety Week is celebrated from 4th- 10th March every year as per the agenda decided by the EHS team of organizations. Generally, it is observed that in each industry Safety Week is celebrated with almost the same agenda every year which resulted in low participation from workmen, employees, and contractors. So the purpose of the National Safety Day celebration is not solved and the Safety culture is not improved though industries celebrate the entire week for safety awareness.

The safety team has to think differently and set the agenda of the Safety Week celebration by understanding the requirements of their industries.

Inauguration ceremony of national safety week celebration.

Flag Hosting: The National Safety Day celebration starts with the flag Unfurling by the topmost person of your organization (Unit Head, Director, Occupier, etc.). Unfurling by senior people reminds them about their responsibility toward the safety and health of workers working in their organizations.

Safety Pledge: After flag hosting everyone present in the Inauguration ceremony including managers, employees, and contractors take the safety pledge and give their commitment to making the workplace safer for everyone.

Lighting the lamp: In India, all occasions start with lighting the lamp because Indians believe that lighting the lamp spreads positivity and purity. Safety Week is inaugurated by lighting the lamp by the different functional heads of the organization with the message of positivity in the cause of Safety awareness.

Speech by Senior Person/ Safety Officer : The senior person or Safety officer of the company delivers a Speech on National Safety Week by considering the theme of the National Safety Week celebration (Theme for 2024) decided by the National Safety Council. The agenda for the speech is to aware everyone of the purpose of celebrations.

Launch Agenda for Safety Week : Safety officers Share the Agenda for National Safety Week with everyone present in the opening meeting and motivate everyone to participate in the event.

Pinning the Safety Badge: Pinning badges of National Safety Day to all employees and workers including contractors to spread awareness of National Safety Day. Keep them motivated to pin the badge during entire Safety Week celebrations.

Safety Poster/ Safety Banner: Prepare a Safety Banner or Safety Poster and display at all strategic locations of the plant from the main gate to the conference and manufacturing area to aware everyone about National Safety Day celebrations and the theme for the year

Safety Slogan Competition: In The Safety Slogan competition participants can submit slogans related to awareness of Workplace safety. The slogan of winners can be displayed in the plant by adding the name of the person who submitted to motivate a person.

Safety Poster Competition: Provide blank sheets with pencils and colors to participants and inform them to make posters for safety and health. It can be on specific topics or generalized as decided by the safety team. In this competition drawings by family members were also allowed to involve family members in the National Safety Day celebration.

Safety Essay: Give blank papers to participants and give them topics based on the Theme of the National Safety Day celebration and encourage them to write an essay of at least 500 words. The purpose of this activity is to understand the thinking of staff towards safety and theme.

Safety Quiz: Ask questions related to safety to participants. This event can be arranged online or offline. Always ask questions based on your process or plant safety program. Safety Speech: Participants deliver a short speech of 4-5 min on Safety topics decided by the safety team. the winner is awarded by gifts to keep them motivated

Safety Tool Box: To involve contract workers in Safety Week celebrations arrange a safety toolbox talk competition among contract workers. Give them 4-5 topics randomly and ask them to deliver a toolbox talk . This is a spot event topics are announced at the time of the event so you can understand gaps in toolbox talk and improve your safety programs

Safety Drama: This is a group event. arrange stages and provide resources for drama (clothes, probe, material, etc.) to participants and inform them to play drama on Safety awareness. In this event, you can be flexible by considering an entry from different subjects of safety. It may be workplace safety, road safety, or office safety.

Safety Training : Arrange Safety training on different Safety topics (work at height, confined space, energy isolation, etc.) to spread awareness about specific topics. You can consider topics in which safety improvements are required. In this theoretical and practical both kinds of training can be organized.

Safety Demonstration: Safety demonstrations on rescue from height, rescue from confined space, scaffold erection, Use of PPE, etc. can be arranged by taking the help of experts to understand gaps between working and standard practice.

Safety Photo Frame : Encourage participants to design a safety Photo frame with a safety message and display it in your main corridor so people can take selfies from that frame and spread safety messages in society by sharing them on different social media platforms. The purpose of this competition is to spread Safety awareness in society

Safety Wall: Hire a professional painter and Draw an outline of a safety picture with a message on vacant walls in the company. Involve employees in filling the colors on the wall if possible involve all employees from different departments. Colors are prepared by a professional painter and they help employees color the wall. Finally, the painter gives a finishing touch to the painting. The purpose of this activity is to give workers the pride that they made wall paintings for awareness of Safety.

Hazard Hunt: You can arrange a hazard hunt in your plant by giving specific areas to teams for hazard hunting. This is a group event and no winner in this event all participants were awarded gifts. The purpose of this event is to identify unsafe acts and conditions with the eye of workers, and employees below management staff.

Safety Puzzles: You can arrange Safety puzzle competitions for office staff. they are not familiar with the manufacturing processes so by preparing different puzzles you can involve them in the event of the National Safety Week celebration.

Emergency Drill: An emergency drill can be arranged for awareness during the National Safety Week Celebration

Run for Safety: You can arrange a marathon to spread awareness of Safety in the local community.

Community Awareness on Safety: Aware local communities of what to do in case of emergency. Provide them with leaflets on awareness. give them practical training on what to do in case of emergency and explain to them what kind of hazard is associated with your organization. The purpose of this event is to reduce the impact on local communities during OFF-Site emergencies.

Best Ho-ren-so: In this workers or contractors report the unsafe condition of the plant by taking photographs of locations and explaining the risk associated with it. The safety team Prepared a form for reporting. Best Ho-ren-so selected based on criticality and severity of the hazard

Safety Exhibitions: Display all available safety equipment of the plant at one location and explain the use of every piece of safety equipment to the workers who visit the exhibition area. The purpose of This event is to aware workmen of the availabilities of safety equipment in the plant and its usage.

Closing Ceremony

National Safety Week celebrations end with the closing ceremony. In this, all winners are awarded gifts or momento which is followed by the thanksgiving speech of the safety leader for making the National Safety Week celebration Successful.

The purpose of the National Safety Week celebration is satisfied if the number of participants from the workers increases year on year. An increase in participation indicates safety awareness among the workers is improved and they think about safety apart from their routine work. As for safety professionals, our target is to make the workplace safe and without the participation of workers, the target of a safe workplace has never been achieved.

प्रत्येक वर्ष 4 मार्च का दिन भारतीय राष्ट्रीय सुरक्षा दिवस के रूप में मनाया जाता है। 4 मार्च 1972 का दिन वह विशेष दिन था जब राष्ट्रीय सुरक्षा दिवस मनाने की शुरुआत हुई।

भारत में राष्ट्रीय सुरक्षा दिवस मनाने की पहल भारत के राष्ट्रीय सुरक्षा परिषद (National Safety Council) ने की थी। राष्ट्रीय सुरक्षा परिषद एक गैर-लाभकारी संगठन है जिसकी स्थापना 4 मार्च साल 1966 में मुंबई में सोसायटी अधिनियम एक्ट के तहत की गई थी।

यही कारण है कि 4 मार्च के दिन भारतीय राष्ट्रीय सुरक्षा परिषद की स्थापना होने के कारण साल 1972 से इसे राष्ट्रीय सुरक्षा दिवस के रुप में मनाया जाने लगा।

जब भारत में राष्ट्रीय सुरक्षा दिवस मनाने की शुरुआत हुई तो उस समय भारत के राष्ट्रपति डॉक्टर सर्वपल्ली राधाकृष्णन जी थे। जिन्होंने सुरक्षा मामले में जागरूकता की गंभीरता को समझते हुए राष्ट्रीय सुरक्षा दिवस मनाने का आह्वान किया ताकि भारतीय उद्योगों और उद्योगपतियों को औद्योगिक सुरक्षा के मामले में जागरूक किया जा सके।

राष्ट्रीय सुरक्षा दिवस की शुरुआत होने के बाद लगातार भारत में होने वाली औद्योगिक और अन्य दुर्घटनाओं में कमी देखने को मिली है। सुरक्षा मामलों में यह सतर्कता और उपलब्धि राष्ट्रीय सुरक्षा दिवस और सप्ताह की ही देन है।

राष्ट्रीय सुरक्षा दिवस एवं सप्ताह के मुद्दों में पर्यावरण की स्वच्छता, प्रदूषण की रोकथाम, औद्योगिक सुरक्षा, गरीबी एवं बेरोजगारी, प्राकृतिक आपदा प्रबंधन, आतंकवाद और नक्सलवाद से सुरक्षा तथा नारी सुरक्षा सशक्तिकरण और स्वावलंबन जैसे विषय शामिल होते हैं।

राष्ट्रीय सुरक्षा दिवस एवं सप्ताह के कार्यक्रम –

भारत में राष्ट्रीय सुरक्षा दिवस और राष्ट्रीय सुरक्षा सप्ताह की गतिविधियां 4 मार्च को शुरू होती हैं और 10 मार्च तक चलती हैं।

सप्ताह के 7 दिनों में अलग-अलग मुद्दों पर अलग-अलग गतिविधियां और कार्यक्रम आयोजित किए जाते हैं। इन कार्यक्रमों में पर्यावरण और स्वास्थ्य सुरक्षा के ऊपर भी विचार-विमर्श किया जाता है।

राष्ट्रीय सुरक्षा सप्ताह और दिवस भारत की सीमा सुरक्षा के लिए भी बेहद विशेष महत्व रखता है क्योंकि यह नेशनल सिक्योरिटी से भी संबंधित है। इन खास मौके पर विभिन्न कार्यक्रमों में भारत की सीमा सुरक्षा पर कुर्बान वीर जवानों और सैनिकों को श्रद्धांजलि अर्पित कर उन्हें याद भी किया जाता है।

राष्ट्रीय सुरक्षा दिवस 2023 की थीम (National Safety Day Theme 2023)

राष्ट्रीय सुरक्षा दिवस एवं सप्ताह भारत में हर साल एक नई थीम के साथ मनाया जाता है।

इस दिवस को थीम के साथ मनाने का सबसे प्रमुख उद्देश्य है अलग-अलग विषयों पर एक-एक करके प्रकाश डालना और उनसे जुड़ी हुई समस्याओं का निपटारा करना।

इस साल राष्ट्रीय सुरक्षा दिवस 2023 के लिए एक नई थीम “Our Aim – Zero Harm” अर्थात् “हमारा लक्ष्य – शून्य नुकसान” निर्धारित की गई है।

राष्ट्रीय सुरक्षा दिवस एवं सप्ताह का महत्व –

सुरक्षा के प्रति जागरूकता को लेकर राष्ट्रीय सुरक्षा दिवस एक बेहद खास दिन है। इसके कार्यक्रम लगातार राष्ट्र की सुरक्षा और राष्ट्रीय नागरिकों की सुरक्षा को बढ़ावा देने में और उन्हें सुरक्षा के प्रति जागरूक करने में अपनी महत्वपूर्ण भूमिका निभा रहे हैं।

जब से राष्ट्रीय सुरक्षा दिवस एवं सप्ताह बनाने की शुरुआत हुई है भारत में औद्योगिक दुर्घटनाओं में बेहद कमी आई है और लगातार औद्योगिक सुरक्षा एवं अन्य क्षेत्रों में सुरक्षा के प्रति लोगों की जागरूकता बढ़ती जा रही है।

सुरक्षा दिवस मनाने का प्रमुख उद्देश्य ही है लोगों को सुरक्षा के प्रति जागरूक करना।

भारतीय राष्ट्रीय सुरक्षा परिषद –

आपकी जानकारी के लिए बता दें कि भारतीय राष्ट्रीय सुरक्षा परिषद एक गैर लाभकारी संगठन है जिसका काम राष्ट्रीय सुरक्षा और उसकी रणनीति के मामले में लोगों को सुझाव देना और जागरूक करना है।

इसकी स्थापना 4 मार्च 1966 को भारतीय श्रम मंत्रालय द्वारा की गई थी।

सुरक्षा के प्रति जागरूकता को बढ़ावा देना केवल राष्ट्रीय सुरक्षा परिषद का काम नहीं है बल्कि यह हमारी व्यक्तिगत जिम्मेदारी भी है।

हमें एक साथ मिलकर देशभर के लोगों को राष्ट्रीय सुरक्षा पर्यावरण की सुरक्षा और उनके स्वयं की सुरक्षा के प्रति जागरूक करना चाहिए।

हमें परस्पर सुरक्षा में सहयोग की भूमिका निभानी चाहिए और हमेशा एक दूसरे की सुरक्षा में मदद करनी चाहिए।
