Humboldt-Universität zu Berlin
International affairs.
In the framework of many exchange programmes the university sends students into the whole world and welcomes students from all regions on earth every year.
Humboldt-Universität zu Berlin has academic partnerships with more than 400 Erasmus partners in Europe, with over 150 university partners worldwide, with partners in two Erasmus Mundus programmes and four Erasmus Mundus External Cooperation Windows Programmes with over 1,500 mobile students. All partnerships were formed on the basis of research collaboration at the faculty level. Among these over 500 partners, the university management cooperates closely with twenty strategic partners. This network spans the globe, as Humboldt-Universität has traditional ties with countries in most regions of the world: strong cooperation in research and teaching exists with North, Central and Eastern Europe as well as Russia, the USA, Asia, Cuba and Southern Africa. The intensification of relations with universities in South America, Africa, Australia and New Zealand is currently being pursued.
Humboldt-Universität is one of the leading German universities as far as internationalisation is concerned. For example, 15 % of its student body comes from abroad, it conducts the largest Eastern Partnership Programme of the German Academic Exchange Service (DAAD) and boasts over 100 DAAD scholarship holders. In total more than a thousand students complement their studies abroad every year, and about 1,500 international students spend periods of their studies at HU.
Every year, about 800 academics from abroad spend time at Berlin's oldest university and researchers from Humboldt-Universität are welcomed at many different international universities where they conduct projects or field studies and teach as guest lecturers.
Humboldt-Universität helps students with the preparation of their study time abroad and provides consultation to international students and academics on all questions relating to their stay in Berlin. Through the creation of international networks, intercultural research and teaching are thus being furthered.

The Berlin Graduate School for Transnational Studies (BTS) is a joint endeavour of the Freie Universität Berlin, the Hertie School of Governance, and the Social Science Research Center Berlin. It offers a rigorous and intense PhD programme for exceptionally-talented graduate students in the field of transnational and international relations, defined as an interdisciplinary field of research encompassing Political Science, History, Economics, Law and adjacent disciplines.
The Berlin Graduate School for Transnational Studies (BTS) announces its next call for applications for its full-time PhD programme. The three-year English language doctoral programme is designed for exceptionally talented and motivated graduate students. It offers state-of-the-art survey classes, a strong training in research methods and research design, soft skills courses and individualized supervision.
The programme has a strong focus on transnational processes analysed by social science methods. It welcomes applications from political science and adjacent disciplines like economics, history, law, and area studies. Dissertation topics should refer to one of the following three research areas broadly defined:
• The analysis of national and transnational causes and consequences of political, societal and cultural globalisation.
• The challenges to governance in international and transnational settings including issues of politisation and legitimacy, as well as in areas of limited statehood.
• The comparative study of regional cooperation, including the EU.

Hertie School's doctoral programme
The Doctoral Programme in Governance is an international structured doctoral training programme. It is aimed at outstanding master's students from the social sciences and related disciplines. Today, several dozen PhD researchers study the conditions, structures and dynamics of governance in the Hertie School's doctoral programme. Every year, the Hertie School awards eight PhD scholarships to incoming PhD researchers.
Joint doctoral programmes
The research training group "The Dynamics of Demography, Democratic Processes and Public Policy" (DYNAMICS) offers doctoral researchers a unique and internationally competitive three-year PhD programme in cutting-edge quantitative methods and advanced theories of demography, democracy and public policy. It is a joint endeavour of the Department of Social Sciences at Humboldt-Universität zu Berlin and the Hertie School and is funded by the German Research Foundation .
The Berlin Graduate School for Global and Transregional Studies (BGTS) is the doctoral programme of the cluster of excellence “Contestations of the Liberal Script” ( SCRIPTS ). PhD researchers study the manifold contestations and transformations in the economy, politics and society of contemporary liberal societies. The programme gives PhD researchers the opportunity to study and conduct research within a network of excellent research institutions in Berlin.
The Berlin School of Economics unites Berlin's career development programmes for economists at the PhD and Postdoc levels in a single and unique structure. It offers PhD tracks in economics, accounting, finance and management. The doctoral programme provides outstanding doctoral researchers with a vibrant, intensively networked research community and a training structure that will develop their talents in a unique combination of high-level academic and applied research.

Guest lecture by former Ambassador Martin Kobler
Former German Ambassador and UN Special Representative Martin Kobler was invited by Dr. Julia Leib to give a guest lecture in the seminar "International Security Policy" on January 26, 2022. Martin Kobler has served in many crisis regions during his diplomatic career, including as German ambassador to Egypt and Iraq, before working for the United Nations as (Deputy) UN Special Representative in the UN peacekeeping missions in Afghanistan (UNAMA), Iraq (UNAMI), the Democratic Republic of Congo (MONUSCO), and Libya (UNSMIL). In his lecture on "Security Policy in Crisis Situations", Martin Kobler gave the students insights into the practical work of the United Nations and its peacekeeping missions in fragile post-conflict societies and discussed current challenges of international security policy with them.

BOOK RELEASE WITH CAMBRIDGE UNIVERSITY PRESS
Dr. Nina Reiners research project "Transnational Lawmaking Coalitions for Human Rights" started as a PhD thesis in Political Science at the University of Potsdam, builds on a two-year postdoc project funded by the Fritz Thyssen Foundation , and is finally available as a monograph with Cambridge University Press . Transnational Lawmaking Coalitions analyzes the role and impact of informal collaborations in the UN human rights treaty bodies. The book dives beneath the surface of the formal access, procedures, and actors of the UN system to reveal how independent experts and external collaborators play a key role in the development of human rights.

Deal with complex situations resulting from globalized societies and economies
"International Relations" will enable graduates to deal with complex situations that result from globalized societies and economies. The Berlin-based "International Relations & Cultural Diplomacy" programme provides a deep understanding of international politics, society and economics with a strong intercultural focus.
"Cultural Diplomacy" faciliates and improves relationships and collaboration between disparate cultures. Together "International Relations" and "Cultural Diplomacy" open new horizons based on intercultural understanding in a globalized society.
No matriculation required - students are registered to the program as external students according to Federal Law LHG §33 (Externenprüfung).

The European Studies specialisation, in cooperation with the Université de Fribourg (Switzerland), requires at least mid-level knowledge of French.

The Master’s programme in International Relations serves to deepen the scientific examination of international politics, questions of political order and international law. Thus, graduates of the programme are qualified to assume responsible positions in international organisations, constitutional bodies, administrative authorities, research institutions, the media and non-governmental organisations.
MIB graduates can be found at the Federal Foreign Office, the Federal Statistical Office, embassies, political foundations, research centres, in academia or in the private sector.

Approximately 750 to 800 EUR per month (including accommodation) Please note that KU has two campuses in two different cities. The cost of living might be lower in Eichstätt and higher in Ingolstadt, depending on the accommodation (e.g. in a student residence or from a private landlord).
The KU offers academically qualified international students in financial need a scholarship (450 EUR per month) funded by the Bavarian State Ministry of Science and the Arts through the "Förderung der Internationalisierung" programme. Scholarships are awarded for a period of five months. There is no automatic extension, but it is possible to reapply.

It is possible to find a job as a student assistant ("Hiwi") by contacting professors and university departments directly. Information on current job vacancies can also be found on the website of each chair.
There are also different offers for temporary part-time jobs outside the university, for example, in restaurants or in shopping malls. Eichstätt and Ingolstadt are the cities with the lowest unemployment rates in Germany.
The International Office at the KU offers a housing service. It helps international students find accommodation, and it facilitates the contact between students and the future landlord or landlady. This service is free of charge. However, a housing service deposit is charged, and this will be refunded at the end of your rental contract. Please find more information on housing at the KU here .

Bachelor's degree (or equivalent) in political science. Degrees in other academic fields can be accepted if at least 45 ECTS credits have been acquired in political science. If your first university degree is not directly linked to the field of International Relations, the Admissions Committee will judge the relevance of your previous studies on the basis of your interim transcript of records.
Students who are not yet able to submit a bachelor’s certificate may only apply if they are missing no more than 40 ECTS credits until the completion of their degree at the time of application! In this case, your university will need to calculate your current grade point average/GPA so your rank can be determined.

- Proof of relevant professional or practical experience: please note that professional and practical experience cannot be equated with experience in the context of studying abroad. Contracts and commitments that have not yet been carried out will not be considered.

The Doctor of Philosophy (PhD) program in International Relations trains scholars to conduct cutting-edge, interdisciplinary research across key areas of international affairs and political science. A combination of in-depth hands-on fieldwork and comprehensive theoretical study enables Fletcher's PhD students to uncover the meaningful questions that ultimately shape both their future research and their careers.
Developing tomorrow's thought leaders
With approximately 50 students engaged in coursework or research, the PhD program is an integral and vibrant component of the Fletcher community. Working alongside our world-renowned faculty, Fletcher doctoral candidates acquire the theoretical and practical skills needed to produce research that will help shape future discourse on international relations. After completing their degrees, graduates go on to successful high-level careers in academia and research, and in the non-profit, government, and private sectors.
Fletcher’s PhD candidates come from around the world, bringing perspectives and experiences that inform their research and goals. Get to know their stories and learn how they plan to shape the future of international affairs.
After completing their degrees, doctoral graduates go on to successful high-level careers in academia and research, and in the non-profit, government, and private sectors. They make their impact on an array of fields, often maintaining a presence in both academia and practice.
Fletcher PhD students move through three program phases on their way from admission to graduation. They start with classes, arranged within a structured curriculum that still allows significant flexibility in course selection. When their class requirements are complete, students take comprehensive exams, and then move on as PhD candidates to research and write a dissertation.
Shaping Your PhD Through Coursework
In shaping their curriculum, students start with a primary field of study, through which they develop a depth of expertise unique to their interests. The primary fields of study that support PhD studies are:
- Comparative and Regional Studies
- Gender and Intersectional Analysis
- Human Security and Humanitarian Affairs
- International Business
- International Development and Environmental Policy
- International Security
Students build on their primary field of expertise by developing a breadth of foundational knowledge in a second field of study, which can be any of the fields offered at Fletcher or might be a self-designed field. Regardless of their choice of field, all students also pursue foundational courses in international relations theory and in research methodology. The two fields of study later become the basis for comprehensive exams.
Students seeking additional opportunities to individualize their studies may cross-register for up to a quarter of their classes at another graduate school at Tufts University or at Harvard University.
Students who have received their master's degree at another institution generally pursue twelve courses at Fletcher, with limited opportunities to have prior coursework applied to their degree. Those who possess a MALD generally pursue an additional four courses, for a total of twenty courses for the two degrees.
Demonstrating Knowledge Through Comprehensive Examinations
Students demonstrate mastery of their subjects through comprehensive examinations, composed of a written exam in each of the two fields of study and an oral exam that integrates the material from the two areas. Students generally sit for their comprehensive examinations within a year of completing their coursework.
Developing and Writing a Dissertation
Once they have passed their comprehensive exams and achieved PhD candidacy, students move on to propose, research, and write a dissertation. The completed dissertation should bear evidence of independent research and constitute a substantial contribution on the subject. When the dissertation is complete, the PhD candidate participates in a public oral defense of the dissertation.
Additional Graduation Requirements
In addition to the steps detailed above, students in the PhD program:
- Demonstrate proficiency in a second language.
- Submit a master's thesis for evaluation by a Fletcher faculty member. This could be a master's thesis written prior to enrollment at Fletcher, or a thesis written during the first year at Fletcher.
Length of Time Required to Receive the PhD
Once they have completed their coursework, PhD students generally take about five years to complete the degree, but the exact time varies according to the scope of each candidate's research, the amount of time devoted to PhD studies, and the time needed to research and write the dissertation.
Professional Development Opportunities
Fletcher's Office of Career Services works with PhD students interested in a career in international relations practice. Our graduates have pursued careers at a wide range of institutions and organizations. For those focused on the academic job market, Fletcher offers support at a variety of levels. Fletcher faculty and the Office of Career Services support job candidates with career advice, professional development, and general assistance.
To develop teaching skills, students can participate in Tufts University’s three-week summer intensive Graduate Institute for Teaching and then to co-teach a class with a faculty mentor. Many students have also developed and taught classes in the University’s Osher Institute or Experimental College .
