As per the Constitution, the U.S. House of Representatives makes and passes federal laws. The House is one of Congress’s two chambers (the other is the U.S. Senate), and part of the federal government’s legislative branch. The number of voting representatives in the House is fixed by law at no more than 435, proportionally representing the population of the 50 states.

What is a representative.

Also referred to as a congressman or congresswoman, each representative is elected to a two-year term serving the people of a specific congressional district. Among other duties, representatives introduce bills and resolutions, offer amendments and serve on committees. The number of representatives with full voting rights is 435, a number set by Public Law 62-5 on August 8, 1911, and in effect since 1913. The number of representatives per state is proportionate to population.

Article 1, Section 2 of the Constitution provides for both the minimum and maximum sizes for the House of Representatives. Currently, there are five delegates representing the District of Columbia, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. A resident commissioner represents Puerto Rico. The delegates and resident commissioner possess the same powers as other members of the House, except that they may not vote when the House is meeting as the House of Representatives.

To be elected, a representative must be at least 25 years old, a United States citizen for at least seven years and an inhabitant of the state he or she represents.

After extensive debate, the framers of the Constitution agreed to create the House with representation based on population and the Senate with equal representation. This agreement was part of what is referred to as The Great Compromise .

House leadership includes the speaker, majority and minority leaders, assistant leaders, whips and a party caucus or conference. The speaker acts as leader of the House and combines several institutional and administrative roles. Majority and minority leaders represent their respective parties on the House floor. Whips assist leadership in managing their party's legislative program on the House floor. A party caucus or conference is the name given to a meeting of or organization of all party members in the House. During these meetings, party members discuss matters of concern.

The majority party members and the minority party members meet in separate caucuses to select their leader. Third parties rarely have had enough members to elect their own leadership, and independents will generally join one of the larger party organizations to receive committee assignments.

The House’s standing committees have different legislative jurisdictions. Each considers bills and issues and recommends measures for consideration by the House. Committees also have oversight responsibilities to monitor agencies, programs, and activities within their jurisdictions, and in some cases in areas that cut across committee jurisdictions.

The Committee of the Whole House is a committee of the House on which all representatives serve and which meets in the House Chamber for the consideration of measures from the Union calendar.

Before members are assigned to committees, each committee’s size and the proportion of Republicans to Democrats must be decided by the party leaders. The total number of committee slots allotted to each party is approximately the same as the ratio between majority party and minority party members in the full chamber.

What's a Select Committee?

The House will sometimes form a special or select committee for a short time period and specific purpose, frequently an investigation.

Each committee has a chair and a ranking member. The chair heads the full committee. The ranking member leads the minority members of the committee.

Congress has created a wide variety of temporary and permanent commissions to serve as advisory bodies for investigative or policy-related issues, or to carry out administrative, interparliamentary, or commemorative tasks. Such commissions are typically created by either law or House resolution, and may be composed of House members, private citizens, or a mix of both. In some cases, the commissions are entities of the House or Congress itself; in other cases, they are crafted as independent entities within the legislative branch.

  • Financial Crisis Inquiry Commission: a temporary, independent investigative body created by law and made up of private citizens.
  • Commission on Security and Cooperation in Europe (also known as the Helsinki Commission): an independent U.S. government agency composed of nine members of the United States Senate, nine from the House of Representatives, and one member each from the Departments of State, Defense and Commerce.
  • House Page Board: a permanent, Congressional advisory group created by law and made up of House members, Officers, and private citizens.

Whether working on Capitol Hill or in his / her congressional district, a representative’s schedule is extremely busy. Often beginning early in the morning with topical briefings, most representatives move quickly among caucus and committee meetings and hearings. They vote on bills, speak with constituents and other groups, and review constituent mail, press clips and various reports. Work can continue into the evening with receptions or fundraising events.

The Rules of the House of Representatives for the 118th Congress were established by the House with the adoption of H. Res. 5 (PDF) on January 9, 2023. A section by section analysis is also available.

Rules of Conduct

The Committee on Ethics has jurisdiction over the rules and statutes governing the conduct of members, officers and employees while performing their official duties.

The Rules Committee controls what bills go to the House Floor and the terms of debate.

Majority Rules

The makeup of the Rules Committee has traditionally been weighted in favor of the majority party, and has been in its current configuration of 9 majority and 4 minority members since the late 1970s.

As outlined in the Constitution , the House represents citizens based on district populations, while the Senate represents citizens on an equal state basis. This agreement was part of what is called The Great Compromise which, in turn, led to the Permanent Seat of Government Act establishing the nation’s federal capital in Washington, DC. In 1789, the House assembled for the first time in New York. It moved to Philadelphia in 1790 and then to Washington, DC, in 1800.

  • What criteria do members use when seeking congressional committee assignments?
  • What are the prestige committees in the House and Senate?
  • What is the function of investigative committees?

In 1885, Woodrow Wilson famously observed, “Congress in session is Congress on public exhibition, whilst Congress in its committee-rooms is Congress at work.” [1] This statement is no less true today. Committees are the lifeblood of Congress. They develop legislation, oversee executive agencies and programs, and conduct investigations.

There are different types of committees that are responsible for particular aspects of congressional work. Standing committees are permanent legislative committees. Select committees are special committees that are formed to deal with a particular issue or policy. Special committees  can investigate problems and issue reports. Joint committees are composed of members of the House and Senate and handle matters that require joint jurisdiction, such as the Postal Service and the Government Printing Office. Subcommittees handle specialized aspects of legislation and policy.

Committee Assignments

Members seek assignments to committees considering the overlapping goals of getting reelected, influencing policy, and wielding power and influence. They can promote the interests of their constituencies through committee service and at the same time help their chances at reelection. Members from rural districts desire appointments to the Agriculture Committee where they can best influence farm policy. Those most interested in foreign policy seek appointment to committees such as the House Foreign Relations and Senate International Affairs Committees, where they can become embroiled in the pressing issues of the day. Power or prestige committee assignments in the House include Appropriations, Budget, Commerce, Rules, and Ways and Means. The most powerful committees in the Senate are Appropriations, Armed Services, Commerce, Finance, and Foreign Relations.

Most House members end up getting assigned to at least one committee that they request. In the House, committee assignments can be a ticket to visibility and influence. Committees provide House members with a platform for attracting media attention as journalists will seek them out as policy specialists. Senate committee assignments are not as strongly linked to press visibility as virtually every senator is appointed to at least one powerful committee. The average senator serves on eleven committees and subcommittees, while the average House member serves on five.

Service on powerful subcommittees can provide a platform for attracting media attention. In 1955, the Senate Subcommittee on Juvenile Delinquency staged three days of hearings in New York City as part of its investigation into allegations brought by Senator Estes Kefauver (D-TN), a subcommittee member, that violent comic books could turn children into criminals. The press-friendly hearings featured controversial speakers and slides of comic strips depicting a machine gun–toting woman character named “Frisco Mary” blowing away law enforcement officials without remorse that were circulated widely in the media. Kefauver anticipated that the press generated by these hearings would help him gain publicity for a bid to get on the 1956 Democratic presidential ticket. He lost the presidential nomination battle but ended up the vice presidential candidate for the losing side. [2]

Committee Work

Committees are powerful gatekeepers. They decide the fate of bills by determining which ones will move forward and be considered by the full House and Senate. Committee members have tremendous influence over the drafting and rewriting of legislation. They have access to experts and information, which gives them an advantage when debating bills on the floor. [3]

Committee chairs are especially influential, as they are able to employ tactics that can make or break bills. Powerful chairs master the committee’s subject matter, get to know committee members well, and form coalitions to back their positions. Chairs can reward cooperative members and punish those who oppose them by granting or withholding favors, such as supporting pork barrel legislation that will benefit a member’s district. [4]

Most committee work receives limited media coverage. Investigative hearings are the exception, as they can provide opportunities for high drama.

Committee Investigations

Conducting investigations is one of the most public activities in which congressional committees engage. During the Progressive Era of the 1890s through 1920s, members could gain the attention of  muckraking journalists by holding investigative hearings to expose corruption in business and government. The first of these was the 1913 “Pujo hearings,” in which Rep. Arsene Pujo (D-LA) headed a probe of Wall Street financiers. High-profile investigations in the 1920s included an inquiry into the mismanagement of the Teapot Dome oil reserves. During the Great Depression of the 1930s, Congress conducted an investigation of the stock market, targeting Wall Street once again. Newspapers were willing to devote much front-page ink to these hearings, as reports on the hearings increased newspaper readership. In 1950, Senator Kefauver held hearings investigating organized crime that drew 30 million television viewers at a time when the medium was new to American homes. [5]

The Senate convened a special committee to investigate the Watergate burglaries and cover-up in 1973. The burglars had been directed by President Richard Nixon’s reelection committee to break into and wiretap the Democratic National Committee headquarters at the Watergate building complex. The Watergate hearings became a national television event as 319 hours of the hearings were broadcast and watched by 85 percent of American households. Gavel-to-gavel coverage of the hearings was broadcast on National Public Radio. The senators who conducted the investigation, especially Chairman Sam Ervin (D-NC) and Senator Howard Baker (R-TN), became household names. The hearings resulted in the conviction of several of President Nixon’s aides for obstruction of justice and ultimately led to Nixon’s resignation. [6]

The Senate Watergate hearings in 1973 were a major television and radio event that brought Congress to the attention of the entire nation.

In 2002, the House Financial Services Committee held thirteen hearings to uncover how Enron Corporation was able to swindle investors and drive up electricity rates in California while its executives lived the high life. Prior to the hearings, which made “Enron” a household word, there was little press coverage of Enron’s questionable operating procedures.

Enduring Image: The House Un-American Activities Committee and Hollywood

Following World War II, chilly relations existed between the United States and the Communist Soviet Union, a nation that had emerged as a strong power and had exploded an atomic bomb. [7] The House Un-American Activities Committee (HUAC), which was established in 1939 to investigate subversive activities, decided to look into allegations that Communists were threatening to overthrow American democracy using force and violence. People in government, the labor movement, and the motion picture industry were accused of being communists. Especially sensational were hearings where Hollywood actors, directors, and writers were called before the HUAC. It was not uncommon for people in Hollywood to have joined the Communist Party during the Great Depression of the 1930s, although many were inactive at the time of the hearings. HUAC alleged that film “was the principle medium through which Communists have sought to inject their propaganda.” [8]

Those accused of being communists, nicknamed “reds,” were called before the HUAC. They were subject to intense questioning by members of Congress and the committee’s counsel. In 1947, HUAC held hearings to investigate the influence of Communists in Hollywood. The “Hollywood Ten,” a group of nine screenwriters, including Ring Lardner, Jr. and Dalton Trumbo, and director Edward Dmytryk, were paraded before the committee. Members of Congress shouted to the witnesses, “Are you now or have you ever been a member of the Communist Party?” They were commanded to provide the names of people they knew to be Communists or face incarceration. Some of the Hollywood Ten responded aggressively to the committee, not answering questions and making statements asserting their First Amendment right to free expression. Blinding flashbulbs provided a constant backdrop to the hearings, as photographers documented images of dramatic face-offs between committee members and the witnesses. Images of the hearings were disseminated widely in front-page photos in newspapers and magazines and on television.

The HUAC hearings immortalized the dramatic image of the congressional investigation featuring direct confrontations between committee members and witnesses.

The Hollywood Ten refused to cooperate with HUAC, were cited for contempt of Congress, and sent to prison. [9] They were blacklisted by the leaders of the film industry, along with two hundred other admitted or suspected communists, and were unable to work in the motion picture industry. Pressured by personal and financial ruin, Edward Dmytryk eventually gave in to HUAC’s demands.

Commercial films have perpetuated the dramatic image of congressional hearings made popular by the HUAC investigations. Films released around the time of the hearings tended to justify the actions the HUAC, including Big Jim McClain (1952) and On the Waterfront (1954). The few films made later are more critical. Woody Allen plays a small-time bookie who fronts for blacklisted writers in The Front (1976), a film depicting the personal toll exacted by the HUAC and blacklisting. In Guilty by Suspicion (1991), Robert DeNiro’s character refuses to name names and jeopardizes his career as a director. One of the Hollywood Ten (2000), graphically depicts film director Herbert Biberman’s experience in front of the HUAC before he is jailed for not cooperating.

Embattled New York Republican Rep. George Santos is voluntarily stepping down from his committee assignments amid outcry over his fabricated biography and ongoing questions about his personal and campaign finances.

"With the ongoing attention surrounding both my personal and campaign financial investigations, I have submitted a request to Speaker McCarthy that I be temporarily recused from my committee assignments until I am cleared," Santos said in a statement.

Santos later told reporters he was confident he would be cleared "because I have nothing to hide."

Santos had previously been placed on the Science, Space and Technology Committee and the Small Business Committee.

Texas Rep. Roger Williams, who chairs the latter committee, said he understood from Santos that the move is temporary.

"There's a threshold that he feels like [where] he's not the issue anymore and when he hits that, it sounds like he wants to get back on committees and get going," Williams told reporters.

He added Santos' withdrawal came as a surprise but he supports the decision.

"For a while, the question I was getting asked by [the press] is 'Where you gonna put him? Can he do this?' - it became about him," Williams said. "It's not about him. It's about our committee and we have so much to do and when he gets ready to get back on and he's met the thresholds that he's set or whatever, then let's go."

Georgia Republican Rep. Marjorie Taylor Greene called Santos' move "bold" as she left the GOP's weekly closed-door conference meeting Tuesday morning.

"He just felt like that there is so much drama really over the situation," she said.

"Mr. Santos' statement in there was just saying that he spoke with Speaker McCarthy and made this decision on his own," Greene added.

There are ongoing calls for Santos to resign

Several Republican members of the House as well as Republicans in his New York district have called on Santos to resign. Santos did not take questions from NPR Tuesday morning but has repeatedly said he has no plans to resign.

Rep. Ritchie Torres, D-N.Y. had previously pushed for an ethics review of Santos.

"Half-measures like voluntarily taking himself off his committee assignments are not good enough for the people of New York's third congressional district, or for the American people," Torres said in a statement. "He was a disgrace yesterday. He's a disgrace today. And he'll be a disgrace tomorrow. He should resign from office immediately."

Nassau County GOP Chairman Joseph Cairo recently called Santos' run for office a "campaign of deceit, lies, and fabrication."

"He has no place in the Nassau County Republican Committee, nor should he serve in public service or as an elected official," he said. "He's not welcome here at Republican headquarters for meetings or at any of our events."

Santos, who won an open congressional seat held by a Democrat in November, came under fire for reports he deceived voters with an extensively fabricated biography, including false claims about his Jewish heritage and imagined story about his family escaping the Holocaust. Santos has previously admitted to making some "mistakes," but maintains that he is not "a fraud or a fake."

An investigation from The New York Times couldn't substantiate many of Santos' claims, including his graduation from Baruch College and his work for Goldman Sachs and Citigroup.

Questions have also emerged as to the source of $700,000 that Santos claimed to loan his campaign in 2022, just two years after filing a financial disclosure report indicating he had no major assets.

House Speaker Kevin McCarthy said earlier this month that although Santos has "a long way to go to earn trust," he would remain in Congress.

"The voters have elected George Santos," McCarthy said during an early January press conference. "If there is a concern, he will go through ethics. If there is something that is found, he will be dealt with in that manner."

Committees and Caucuses

Armed Services Committee

Rep. Khanna is ranking member of the House Armed Services Subcommittee on Cyber, Innovative Technologies and Information Systems (CITI). The committee oversees all laws pertaining to the United States military and exercises oversight on the annual national defense budget, commonly referred to as the NDAA. Rep. Khanna is also a member of the Strategic Forces subcommittee.

Rep. Khanna is a co-chair of the Congressional Caucus on India and Indian Americans in the 118th Congress serving alongside Rep. Mike Waltz. The caucus is a bipartisan coalition of lawmakers committed to strengthening the relationship between the United States and India.

Rep. Khanna is a member of the House Committee on Oversight and Accountability . The committee is the primary investigative committee in Congress. It has authority to investigate the subjects within the Committee's legislative jurisdiction as well as "any matter" within the jurisdiction of the other standing House Committees. Rep. Khanna also served as the Chair of the Oversight Environmental Subcommittee, which had oversight jurisdiction over: global climate change; environmental protection, public lands, endangered species, air and water quality; oceans; public health; conservation; international agreements; energy policy, research and development; and oversight and legislative jurisdiction over regulatory affairs and federal paperwork reduction.

Rep. Khanna is a member of the Select Committee on the Strategic Competition between the United States and the Chinese Communist Party working to stabilize the US-Chinese trade relationship, strengthen ties to the Taiwanese semiconductor industry, and submit policy recommendations concerning the status of the economic, technological, and security progress of the Chinese Communist Party and its competition with the United States.

The Moscow metro system has 275 stations, and 28 of them have been renamed at some point or other—and several times in some cases. Most of these are the oldest stations, which opened in 1935.

The politics of place names

The first station to change its name was Ulitsa Kominterna (Comintern Street). The Comintern was an international communist organization that ceased to exist in 1943, and after the war Moscow authorities decided to call the street named after it something else. In 1946, the station was renamed Kalininskaya. Then for several days in 1990, the station was called Vozdvizhenka, before eventually settling on Aleksandrovsky Sad, which is what it is called today.

Until 1957, Kropotkinskaya station was called Dvorets Sovetov ( Palace of Soviets ). There were plans to build a monumental Stalinist high-rise on the site of the nearby Cathedral of Christ the Saviour , which had been demolished. However, the project never got off the ground, and after Stalin's death the station was named after Kropotkinskaya Street, which passes above it.

Of course, politics was the main reason for changing station names. Initially, the Moscow Metro itself was named after Lazar Kaganovich, Joseph Stalin’s right-hand man. Kaganovich supervised the construction of the first metro line and was in charge of drawing up a master plan for reconstructing Moscow as the "capital of the proletariat."

In 1955, under Nikita Khrushchev's rule and during the denunciation of Stalin's personality cult, the Moscow Metro was named in honor of Vladimir Lenin.

New Metro stations that have been opened since the collapse of the Soviet Union simply say "Moscow Metro," although the metro's affiliation with Vladimir Lenin has never officially been dropped.

Stations that bore the names of Stalin's associates were also renamed under Khrushchev. Additionally, some stations were named after a neighborhood or street and if these underwent name changes, the stations themselves had to be renamed as well.

Until 1961 the Moscow Metro had a Stalinskaya station that was adorned by a five-meter statue of the supreme leader. It is now called Semyonovskaya station.

The biggest wholesale renaming of stations took place in 1990, when Moscow’s government decided to get rid of Soviet names. Overnight, 11 metro stations named after revolutionaries were given new names. Shcherbakovskaya became Alekseyevskaya, Gorkovskaya became Tverskaya, Ploshchad Nogina became Kitay-Gorod and Kirovskaya turned into Chistye Prudy. This seriously confused passengers, to put it mildly, and some older Muscovites still call Lubyanka station Dzerzhinskaya for old times' sake.

At the same time, certain stations have held onto their Soviet names. Marksistskaya and Kropotkinskaya, for instance, although there were plans to rename them too at one point.

"I still sometimes mix up Teatralnaya and Tverskaya stations,” one Moscow resident recalls .

 “Both have been renamed and both start with a ‘T.’ Vykhino still grates on the ear and, when in 1991 on the last day of my final year at school, we went to Kitay-Gorod to go on the river cruise boats, my classmates couldn’t believe that a station with that name existed."

The city government submitted a station name change for public discussion for the first time in 2015. The station in question was Voykovskaya, whose name derives from the revolutionary figure Pyotr Voykov. In the end, city residents voted against the name change, evidently not out of any affection for Voykov personally, but mainly because that was the name they were used to.

What stations changed their name most frequently?

Some stations have changed names three times. Apart from the above-mentioned Aleksandrovsky Sad (Ulitsa Kominterna->Kalininskaya->Vozdvizhenka->Aleksandrovsky Sad), a similar fate befell Partizanskaya station in the east of Moscow. Opened in 1944, it initially bore the ridiculously long name Izmaylovsky PKiO im. Stalina (Izmaylovsky Park of Culture and Rest Named After Stalin). In 1947, the station was renamed and simplified for convenience to Izmaylovskaya. Then in 1963 it was renamed yet again—this time to Izmaylovsky Park, having "donated" its previous name to the next station on the line. And in 2005 it was rechristened Partizanskaya to mark the 60th anniversary of victory in World War II.

Another interesting story involves Alekseyevskaya metro station. This name was originally proposed for the station, which opened in 1958, since a village with this name had been located here. It was then decided to call the station Shcherbakovskaya in honor of Aleksandr Shcherbakov, a politician who had been an associate of Stalin. Nikita Khrushchev had strained relations with Shcherbakov, however, and when he got word of it literally a few days before the station opening the builders had to hastily change all the signs. It ended up with the concise and politically correct name of Mir (Peace).

The name Shcherbakovskaya was restored in 1966 after Khrushchev's fall from power. It then became Alekseyevskaya in 1990.

But the station that holds the record for the most name changes is Okhotny Ryad, which opened in 1935 on the site of a cluster of market shops. When the metro system was renamed in honor of Lenin in 1955, this station was renamed after Kaganovich by way of compensation. The name lasted just two years though because in 1957 Kaganovich fell out of favor with Khrushchev, and the previous name was returned. But in 1961 it was rechristened yet again, this time in honor of Prospekt Marksa, which had just been built nearby.

In 1990, two historical street names—Teatralny Proyezd and Mokhovaya Street—were revived to replace Prospekt Marksa, and the station once again became Okhotny Ryad.
